June 24 Regular Meeting
1. CALL TO ORDER
Mayor request staff confirmation that the Kansas Open Meeting Act required notice has been properly provided.

4. CONSENT AGENDA
(4.1) Approve the minutes of the meeting of June 10, 2024.
(4.2) Approve Resolution No. 24-8218 appointing a Human Relations Commission member to the Law Enforcement Citizen Review Board.
(4.3) Authorize the City Manager to execute a contract with Donelson Construction Company, LLC of Clever, Missouri for resurfacing of various streets with PressurePave®.
(4.4) Authorize the City Manager to sign a request from the Kansas Department of Transportation for 2024 federal funds exchange.
(4.5) Authorize the City Manager to execute a contract with RAM Contracting and Dirtworks of Salina for 2024 Sidewalk Ramps.
(4.6) Authorize the City Manager to execute a contract with Smoky Hill, LLC of Salina for 2024 Broadway Medians.
(4.7) Authorize the City Manager to execute an agreement with WSP USA, Inc. for engineering design services for Phase I of street improvements to West Magnolia Road.
5. ADMINISTRATION
(5.1)Receive and review the 2022 audit report from FORVIS, LLP.
(5.2) Authorize the City Manager to enter into an agreement with Travelers for the renewal of the City’s Comprehensive Property/Casualty Insurance.
(5.3) 2025 New Ambulance Purchase
(5.3a) Authorize the City Manager to execute a Memorandum of Understanding with Saline County for the use of American Rescue Plan Act funds in the amount of $402,784 to purchase an ambulance and power cot loading system.
(5.3b) Authorize the purchase of one new Type 1 Osage Ambulance in the amount of $349,695.00 from Emergency Services Supply.
(5.4) Approve Resolution No. 24-8219, a Resolution of Advisability for Special Assessments for Lakeview Estates No. 2 Phase II and authorize the City Manager to execute an Improvement District Development Agreement between the City of Salina and Stanley C. Byquist.
(5.5) Authorize the City Manager to execute an agreement with Toole Design Group, LLC of Silver Spring, MD to develop the City of Salina’s Comprehensive Safety Action Plan.

Request for Executive Session – Attorney/Client Privileged
(9.1a) I move the City Commission recess into executive session for __ minutes to discuss with legal counsel confidential legal considerations relating to the subject of the City’s purchase of a tract of real estate from Caral, LLC, located within the block bounded by Third and Fourth Streets and Ash and Elm Streets, based upon the need for consultation with an attorney for the public body which would be deemed privileged in the attorney-client relationship pursuant to K.S.A. 75-4319(b)(2).
