A Salina man is in custody on multiple allegations after a weekend incident.
Just after 7 p.m. Saturday, an officer responded to report of a theft at Sam's Club, 2919 Market Place in Salina, according to Salina Police Captain James Feldman.
A 48-year-old male from Junction City who was shopping reported that around 6:45 p.m. he left his Samsung Galaxy cell phone, valued at $1,800 in the basket of the electric scooter at the store.
When he went back, it was gone. Sam's security reviewed the video and observed a man taking it and leaving the store. Then, at 9:30 p.m. that night, an officer was sent to Walmart, 2900 South ninth for a possible sex offense case.
Contact was made with a 44-year-old woman from Salina who indicated that she was shopping at the store when a subject later identified as 25-year-old Carlos Sllva approached her asked her to buy him a sweater, which she agreed to do.
Silva then asked her for a ride to Topeka, which she said no, so he asked for a ride to Burger King instead, and she agreed.
She paid for the sweater. He then started to try to hug her. She did not like that, and moved his hands away from her, but she did give him a ride to Burger King.
As they were driving to Burger King, he then touched her inappropriately. She slapped his hand away and asked him what he was doing and wanted him out of the car. He refused and requested to be taken back to Walmart, she was concerned that he may be armed or did not know how he was going to react, so she drove him back to Walmart.
And once they got there, he then inappropriately touched her again, and she pushed him away and told him to get out of the car. When Silva did that she then made contact with Walmart employees who contacted Police
Officers arrived and made contact with Silva and while speaking with him, it was learned he was the one who took the cell phone. Officers recognized him from the description and that he had gone to that ATM kiosk at Walmart where he had sold the phone for $110. Officers were able to recover the phone.
Police arrested Silva on requested charges of Sexual battery, Theft by deception:Value $1,500 to $25,000 and Theft of property lost or mislaid; Value $1,000 to $25,000
