DICKINSON COUNTY —A Kansas pilot avoided injury after an accident just before 5p.m. Wednesday in Dickinson County.

A 1994 Bell helicopter piloted by 42-year-old Samuel Sutton of Topeka was eastbound spraying a corn field at 2750 Rain Road north of Chapman, according to the Kansas Highway Patrol.

The helicopter struck a&nbsp; power line and went down. There were no injuries.

The cause of a fire that destroyed an SUV in northeast Saline County Wednesday night is unknown, according to the Saline County Sheriff's office.&nbsp;&nbsp;

Saline County Sheriff Roger Soldan said this morning&nbsp;that deputies and firefighters from Rural Fire District #3&nbsp; were dispatched at approximately 10:57 p.m. Wednesday to the 7200 block of W. Pleasant Hill Road to the reports of a vehicle on fire.&nbsp;

A 32-year-old man, Brandon Bloom, Salina, had parked his 2012 Chevy along Prairie Hill Road. The fire resulted in a total loss of $4,000.&nbsp;

On Wednesday, July 5, at 10:57 pm, first responders arrived at a vehicle fire at the 7200 block of W Pleasant Hill Rd. The vehicle had been parked by its 32-year-old owner, a local resident.

Unknown cause of Wednesday night vehicle fire in north Salina

&nbsp;It’s common for vegetables like squash, cucumbers and melons to produce flowers but no fruit, said Kansas State University horticulture expert Cynthia Domenghini.

“Most squash, cucumbers and melons have separate male and female flowers on each plant,” Domenghini said. “Usually, male flowers appear first in the season. Female flowers have a swollen area beneath the petals while male flowers have a narrow base.”

Domenghini suggests checking garden plants to see if both flower types are present. If male and female flowers are present, observe the area for pollinators.

“If few to no pollinators are present, vegetables with separate male and female flowers may not produce fruit,” Domenghini said.

To pollinate the flowers, use a paintbrush to transfer pollen from a male flower to the stigma of the female flower. Domenghini recommends marking that flower and make note of whether it is the only one that sets fruit. If this is the case, the problem is likely a lack of pollinators.

She added that pollinator activity can be inhibited by weather.

“(Pollinators) are less active on cold or rainy days. The use of insecticides can also harm pollinators. If using herbicides, apply them in the evening when the flowers have closed for the day,” Domenghini said.

Additionally, high temperatures can cause vegetables to drop their blossoms prematurely.

“Tomatoes will stop producing fruit in temperatures above 95 degrees Fahrenheit. Production will resume once temperatures decrease,” she said.

Domenghini said it is important to ensure plants are receiving adequate water during this time.

“Applying nitrogen promotes vegetative growth. However, excessive amounts can inhibit flower and fruit production. Follow fertilizer recommendations to avoid this,” she said.

Produce Stand In the Garden: Why is My Crop Not Producing Fruit?

Salina Police Sergeant Kyle Tonniges said this morning that the Salina Police Department received an additional 54 calls for service for fireworks between 7:00 a.m. on July 5 and 7:00 a.m. on July 6.

According to Salina Police Captain Gary Hanus, this year between June 27 and July 5, the Salina Police Department received a total of 80 calls for services due to complaints about fireworks. 

Hanus said this morning that last year during the same period SPD received 101 calls for service due to firework complaints.

LENEXA – The U.S. Environmental Protection Agency (EPA) announced $50.4 million in annual funding to states and territories for communities most in need of access to clean and safe drinking water. The funding will support projects and activities in underserved, small and disadvantaged communities to access and invest in water infrastructure and comply with the Safe Drinking Water Act (SDWA).

“Across the country, too many communities struggle with accessing clean, safe water,”&nbsp;said&nbsp;EPA Assistant Administrator for Water Radhika Fox. “These grants will invest in solutions that upgrade infrastructure, improve water reliability, and deliver safe drinking water to our most vulnerable communities.&nbsp; This grant, along with other funding from President Biden’s Bipartisan Infrastructure Law, will strengthen our nation’s water infrastructure and ensure everyone has access to clean, safe water.”

Grant funding can support a broad range of approaches to help communities address drinking water concerns, from household water quality testing to monitoring for unregulated drinking water contaminants. Funds may also support efforts to build the technical, financial, and managerial abilities of a water system’s operations and staff. Infrastructure projects—from transmission, distribution, and storage—that support drinking water quality improvements are also eligible for grant funding.

The Small, Underserved, and Disadvantaged Community grant program, established under the Water Infrastructure Improvements for the Nation (WIIN) Act, awards funding to states and territories on a non-competitive basis. EPA awards funding to states based on an allocation formula that includes factors for population below the poverty level, small water systems, and underserved communities. EPA announces funding for KS communities needing clean, safe drinking water

This is day 8 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

Kansas wheat harvest is 46% complete, well behind 80% last year, and behind 63% for the five-year average, according to the official statistics provided by the USDA’s National Agricultural Statistics Service in its crop progress report for the week ending July 2, 2023. Winter wheat conditions rated 51% very poor to poor, 33% fair and 16% good to excellent.&nbsp;

Hot temperatures through July 4th meant farmers were in the fields ahead of the widespread showers that moved in on the evening of the July 4th holiday.&nbsp;

In Ness County at the D.E. Bondurant Grain Company, Gary Gantz said during the 4th of July weekend, several producers were cutting wheat. Friday and Saturday were particularly busy days, especially for the Riverside location. Gantz predicted harvest will continue into late July.

Gantz stated farmers in the area who had not terminated their wheat were seeing slightly better yields than what they had initially thought. Yields ranged from 25 to 35 bushels per acre, with decent test weights and high proteins in the 12.5 to 14 percent range.&nbsp;

Last year, during the 2022 wheat harvest, which was another dry year for the Kansas wheat crop, Gantz recalled they only received about 50% of their normal amount of wheat. With the already dry conditions following 2022, the 2023 crop was off to less than ideal conditions that continued into harvest. This harvest, the elevator is seeing a mere 25% of normal wheat quantity. About 40-50% of the planted 2023 wheat crop in the area was abandoned. Although this wheat crop was very disappointing, with these late rains, Gantz noted the elevator remains optimistic for currently growing fall crops. One such rain event brought as much as three inches of rain.

Derek Sawyer, a Kansas Wheat Commission board member located in McPherson County, reports that he wrapped up his 2023 wheat harvest on July 1st, having started on June 15th. He adds that 85-90% of his county has also finished their harvest for this year.&nbsp;

“I had some really bad double crop that averaged 20 bushels per acre,” Sawyer said, noting his overall crop average was 48 bushels per acre.

An outstanding variety for Sawyer was WestBred 4699. His protein was 14 percent, with test weights in the 58-60 pound range, just slightly below average. There was very little abandonment in the area, about 5-10%, due to the challenges of the spring freeze and hail. In addition to freeze damage and hail being an issue, thin wheat stands caused weed pressure to be more prevalent.&nbsp;

Kendall Poland, of the Sublette Co-op in Haskell County, said harvest has just really gotten started. Only one of his farmers has been able to get into the fields after these recent rains. The wheat crop is shaping up to be very minimal so far - almost 95% of dryland wheat acres were abandoned in the area. With wheat harvest only having just begun on Tuesday, June 27, and more rain in the forecast, wheat harvest might extend much further into the calendar than what anyone is used to.

Despite the slow start to harvest, Poland remarked how much of a blessing these rains have been to this parched area of Kansas. Hailstorms have torn through the area causing damage to corn and cotton acres. Although the hail wasn’t large, there was a lot of it.

We have just celebrated 247 years of American independence — though it’s no secret that the United States has suffered an erosion of democratic norms and institutions in recent years.

This is reflected in rising political polarization, extremism, partisan pressure on the electoral process, and growing disparities in wealth, economic opportunity, and political influence.

As a political science professor, I often discuss this topic with my students.

We discuss “Big Thoughts” on American democracy. We start at the foundation and ponder whether it’s worth saving and inevitably come to a consensus that it is, though perhaps with some disagreement on potential changes to the current governing structure.

A vast majority of Kansans seem to agree that democracy is valuable.

In exit polls conducted for Fox News during the 2022 election, 88% of Kansas voters indicated that the future of democracy was an important consideration in the election.

46% said it was the single most important factor in determining their vote and 42% said it was an important factor but not necessarily the most important.

Usually at this point in the discussion, I guide my students to think about what can be done to preserve and rebuild American democracy.

Political civility always comes up… or as the current case may be, the increasing lack of civility.

Civility is a social norm based on widely shared beliefs about how individuals should behave. Examples of political civility include things like the ability of citizens to express differences of opinion during political discussions without losing respect for one another.

The primary struggle with civility is that determining it means judging one’s character and motives. But when it comes to people who disagree with us, humans are remarkably poor judges.

The 2022 exit polls portray this dilemma perfectly.

Let’s consider rhetoric that leads to violence as an extreme example of incivility.

57% of Kansas voters said that the way Democrats talk about politics is leading to an increase in acts of violence. Republicans? Also 57%.

While 24% of voters pointed to both Republican and Democratic rhetoric as being responsible for an increase in violence, another 33% said Democrats, but not Republicans, are responsible. A further 33% said Republicans, but not Democrats, are responsible.

People’s assessment of political behavior is heavily influenced by their partisan allegiances.

Political science research has found that people tend to approve of what their side does and disapprove of the actions of the other side. Even if both sides engage in the same objectionable political behavior.

Political civility is a two way street, which is exactly what makes it so difficult.

Polling from the Pew Research Center has found people often perceive those with opposing political views to be untrustworthy, close-minded, dishonest, and unpatriotic.

In other words, our partisan divisions make it incredibly challenging to view our political rivals in a positive light.

This is even more burdensome when many of today’s political issues are so intertwined with questions of human rights.

Not every issue can or should be compromised on. Though what we are losing, it seems, is the ability to determine when we should employ civility over disruption.

Democracy is inherently messy, inefficient, and conflict-ridden. Thus, it is imperative for citizens to be forced to wrestle with deep, values-based differences in opinion and to

engage in negotiations that end in compromise, even though it may leave all parties slightly unsatisfied with the outcome.

Without these skills, we’re in big trouble.

Without political civility we cannot overcome the polarization that is tearing our democracy apart.

Only through civility can people with different lived experiences come together and engage in the inclusive decision-making required for a robust and stable democracy.

INSIGHT: Celebrating Independence Day With Big Thoughts on Democracy

“Empowerment: The degree of autonomy and self-determination in people and in communities. This enables them to represent their interests in a responsible and self-determined way, acting on their own authority.”

That textbook description of empowerment helps explain why a long-standing community development program in Kansas has used that term to rebrand itself. &nbsp;

Jaime Menon and Jan Steen are co-coordinators of the newly named Kansas Community Empowerment program, which is being rebranded from the Kansas PRIDE program that it had been known for decades. The Kansas PRIDE program began in 1970 as a partnership with K-State Research and Extension, the Kansas Department of Economic Development, and state business leaders.

Menon and Steen also are K-State Research and Extension state specialists in community vitality. KDED has become the Kansas Department of Commerce. The Kansas Masons joined as a partner in 2016. Business leaders continue to be involved through the non-profit organization, Kansas PRIDE Inc., which raises funds for grants and awards.

Local communities enroll in the program annually. The communities identify what they would like to preserve, create, or improve for their future. Then, working with the resources of K-State Research and Extension and the Kansas Department of Commerce, community volunteers pull together to create their ideal community future.

“A foundational element is the community needs assessment conducted by the communities,” Menon said. Often this is in the form of an online survey.

“Then,” she said, “they have data to work with. We provide them many tools to choose from,” which might include the First Impressions program, assistance with grant-writing, or referrals to specific programs in housing or child care.

In order to ensure local coordination and awareness, communities must have a supporting resolution adopted by their local governments every three years.

In 1999, Kansas PRIDE developed a logo that it used for many years. By 2022, a number of participants were considering the need for a change.

“It started with a simple discussion about the colors on the signs, but it became a deeper discussion about the program itself,” Menon said. Participants identified a need to clarify roles.

The Board of Directors for Kansas PRIDE Inc. conducted a survey of communities and appointed a committee to make recommendations on this matter.&nbsp; “A lot of the same words showed up in the survey results,” Steen said. “Communities expressed a lot of appreciation for the program, and many said that they felt like it empowered them to take action at the local level.”

“The more I thought about it, the more I concluded that empowerment is exactly what happens,” Menon said. “(State level staff) can help connect them to resources, but it’s the (local community volunteers) who make it happen.”

In January 2023, the Kansas PRIDE Inc. board approved the committee’s recommendation that the program be renamed Kansas Community Empowerment.&nbsp; Kansas PRIDE Inc. will retain its name and its role in raising funds to support grants and awards.

This program’s results through the years are remarkable. Communities are asked to submit reports quarterly and these are compiled at the state level.

“In 2022, the communities reported that they were engaged in 1,157 projects and raised $922,547 in funding,” Steen said.

Communities reported 83,875 volunteer hours committed through the program, equivalent to $2.25 million worth of volunteer service for the state of Kansas in one year alone.

In 2023, there were more Kansas communities enrolled in the program than at any time since the 1990s. “Any community can use KCE (Kansas Community Empowerment),” Menon said.&nbsp; “It’s not cookie cutter. It adjusts to address varying community needs.”

“Kansas Community Empowerment is a program for communities of all sizes,” Steen said. Currently enrolled communities range from a neighborhood in the City of Wichita to the rural community of Vermillion, population 78 people. Now, that’s rural.

Kansas Profile – Now That’s Rural: Kansas Community Empowerment

A retired oil industry executive who grew up in Salina is offering $400,000 to help build Salina Area Technical College’s new Industrial Maintenance and Automation building – provided the college can raise an equal amount in new donations.

Damon Button, who lives in Midland, Texas, said that even though he no longer has any “real ties to Salina,” he still follows Salina news.

“I started following what was going on at Salina Tech some time ago,” he said. “Six months&nbsp;ago&nbsp;I read about your new project being built.”

The Industrial Maintenance and Automation program is intended to fill a growing regional need for employees who can install, set up and maintain automated manufacturing systems, which are becoming increasingly common.&nbsp;

When the project was announced in January, Salina Tech had already secured $1.8 million from the Kansas Department of Commerce as a matching grant requiring the college raise at least another $1.8 million.

In mid-May, when Button saw the announcement of the Sunderland Foundation’s $400,000 donation towards the project, “I thought this would be the best way to support Salina Tech.”

When he talked with Brenda Gutierrez, Executive Director of the Salina Tech Foundation, regarding a possible contribution, he found that while there have been several substantial donations, fundraising&nbsp;wasn’t&nbsp;meeting its goal.

That situation also fit well with Button’s priorities: &nbsp;“My charitable giving is directed to education … focused on facilities and getting projects over the hump.”

Button and Gutierrez discussed how the Robert and Aileen Button Fund could best help; the fund is named for Button’s parents, who lived most of their lives in Salina and died in the late 1980s.&nbsp;

Under the challenge grant, Salina Tech must raise $400,000 in new donations&nbsp;in order to&nbsp;receive the $400,000 Robert and Aileen Button Fund donation. No specific deadline has been set.

Gutierrez and Salina Tech President Greg Nichols said they hope the challenge encourages potential donors.

“We’ve only been actively fundraising for less than six months, and there are a lot of prospects we haven’t talked to yet,” Nichols said. “This challenge is a great way for someone to leverage their investment in Salina Tech.”

In addition to helping meet the goal of Button’s challenge, Nichols added that Kansas donors can also take advantage of a state income tax credit available for donations to Salina Tech. A $10,000 donation, for example, would not only help meet the requirements of the challenge grant, but also qualify for a state income tax credit of up to $6,000.

Salina Tech announces major challenge donation

On Tuesday afternoon, a Salina woman was arrested after she allegedly pulled a fire alarm without the need to do so, and for threatening and battering officers.&nbsp;

At approximately 1:40 p.m. Officers were sent to Pioneer President's Place, 200 block of S. 7th&nbsp;Street, in response to a fire alarm that had been allegedly pulled intentionally without the presence of an emergency.&nbsp;

Salina Police Captain Gary Hanus said when officers apprehended the suspect, Ericka Vickery, 32, Salina, told officers she was in medical distress. Vickery was subsequently transported to Salina Regional Health Center,&nbsp;400 S Santa Fe Ave, for evaluation.&nbsp;

Hanus said after Vickery was transported to the hospital, she allegedly threatened and battered an officer and member of the hospital security team. Vickery's actions lead to her being placed in a body wrap.&nbsp;

The van was stolen from the 1400 block of Kiowa Avenue in Salina.&nbsp;&nbsp;Salina Post confirmed the reporting party was an employee of the funeral home. The van is titled under Danner Funeral Home, 501 N. Buckeye Avenue, Abilene. The van had a Kansas license plate registered in Dickinson County with 791KMR as the licensee plate number. A mortuary gurney was also in the van. The van was described as having dark tinted windows and without any identifiable features such as a business logo. The van was valued at $9,000. Hanus said the keys were with the vehicle.&nbsp;The Salina Police Department confirmed via the FLOCK camera system, that the van was seen leaving Salina, heading towards the interstate, after 7 a.m. on July 3.&nbsp;&nbsp;
