Kansas Wesleyan University has announced a performance by&nbsp;comedian&nbsp;Trey Mack as part of the event line-up for Family Weekend at 7 p.m. Friday, Sept. 15, in Fitzpatrick Auditorium in Sams Hall of Fine Arts. Admission is free.

KWU to host comedian Trey Mack Sept. 15

TOPEKA&nbsp;– The start of a new school year is an expensive time for families. If you are struggling to pay for phone and internet services, there are programs to help you stay connected.

During Digital Connectivity and Lifeline Awareness Week, the Kansas Corporation Commission joins utility regulators nationwide in encouraging those in need of assistance to apply for Lifeline and the Affordable Connectivity Program.&nbsp; Both programs help low-income individuals and families stay connected so they can access health care, attend classes, find employment, and call for help in an emergency.

Lifeline provides federal and state discounts up to $17.02 per month on phone service (wireless or residential) and broadband. Seven million Americans currently benefit from the program, including approximately 30,000 Kansans.

The Federal Communication Commission’s Affordable Connectivity Plan&nbsp; provides a monthly internet service discount of up to $30 and a one-time device discount of up to $100 for a laptop, desktop computer or tablet. According to FCC data, more than 20 million U.S. households are currently enrolled, including approximately 120,000 in Kansas.

Eligibility&nbsp;is based on income&nbsp;(at or below 135% of the Federal Poverty Guidelines for Lifeline and at or below 200% for Affordable Connectivity Plan)&nbsp;or participation in certain assistance programs&nbsp;such as:

•&nbsp;&nbsp;Supplemental Nutrition Assistance Program (SNAP) •&nbsp; Medicaid, Supplemental Security Income (SSI) •&nbsp; Federal Public Housing Assistance (FHPA) •&nbsp; Veterans Pensions &amp; Survivors Pension Benefit •&nbsp; Bureau of Indian Affairs General Assistance •&nbsp; Tribally Administered Temporary Assistance for Needy Families •&nbsp; Head Start Tribal Programs (income based) •&nbsp; Food Distribution Program on Tribal Lands&nbsp;&nbsp;

Plans available to help Kansans unable to pay for phone, internet services stay connected

Salina Public Schools U.S.D. 305 Board of Education will meet for the first time this school year at 5:30 p.m., Tuesday, Sept. 12, at the Staff Education Center, 1511 Gypsum Ave, Salina, KS 67401.

The board plans to tackle 18 action items, including club fundraiser requests, a 2023-2024 budget hearing and approval, 15 approval of consent agenda items alongside two recognitions and a public forum.

Some of the consent agenda items include the regular board reports and meeting minutes but also listed a South High Gym Floor repair bid, the approval of the district's Early Head Start program's use of carryover funds from 2022-2023 and the liquidation of excess school equipment and supplies.

Another topic the board will focus on this evening is an update on the bond refinancing project, which may save the district more than $4 million in actual savings.

The band KANSAS is bringing their 50th Anniversary-Another Fork in the Road Tour to Salina in March.

Beginning this weekend, phones will be ringing across the Salina Unified School District 305 as a comprehensive survey of patron opinion will begin.

School district officials say the survey will provide insight into what residents think about the district’s strengths, challenges, and other important issues.

“This survey will give us an outstanding opportunity to hear from a cross-section of our patrons. We are interested in their opinions about our performance, and what they think about a variety of issues,” said Linn Exline, superintendent. “We’ll hear from all geographic parts of the district, people of different ages, and everyone from newcomers to long-term residents.”

The phone survey was designed by ExcellenceK12, a Kansas City-based market research firm that has worked with school districts across the Midwest.

The calling will be done by Market Research Associates, a Kansas City firm, which uses only professional researchers. Participants will be selected totally at random, and all responses will be kept completely confidential.

In general, calls will be placed between 7 and 9 p.m. on weekdays, and noon to 6 p.m. on Saturdays. The caller ID may show “Market Research Associates,” or it may simply show an 816 or 913 area code, because the company uses calling facilities in both Missouri and Kansas.

For those who are not contacted at random on the phone, an online version of the survey will be available on the district’s website.

The Military Friendly® School designation is awarded based on both publicly available data sources and responses from a survey completed by each school. More than 1,800 schools participated in the 2023-2024 survey with 530 earning special awards for going above the standard.

This year, Salina Tech was awarded the “Silver” designation, putting it in the top 20 percent of Military Friendly schools nationwide. Only one other Kansas technical college earned that ranking.

The judging criteria for the awards were determined by Viqtory with input from leaders in the higher education and military recruitment community.

Final ratings were determined by combining the institution’s survey scores with the assessment of the institution’s ability to meet thresholds for student retention, graduation, job placement, loan repayment, persistence and loan default rates for all students and, specifically, for student veterans.

K-State cattle experts offer tips on how to make this choice

When making a big life decision, many people turn to making a pros and cons list to help them logically work through the process.

In agriculture, that often leads to creating a spreadsheet to calculate costs, depreciation and potential for a return on the investment, say cattle experts at Kansas State University.

One of the decisions that many cow-calf producers face at fall weaning is determining which heifers to keep and which ones to sell. This was the topic of a&nbsp;<a href="https://ksubci.org/2023/09/08/replacement-heifers-feeding-soybean-hay-what-is-compounding/" target="_blank">recent Cattle Chat podcast</a>, produced through the Beef Cattle Institute at K-State.

“Every operation is going to be a little different, but when deciding whether to keep or sell replacement heifers, producers need to assess if they have the labor and resources available to raise them,” said Dustin Pendell, K-State agricultural economist.

Along with that, K-State veterinarian Brian Lubbers said the current market price is also a factor worth considering.

“Calf prices are high right now and so that makes the opportunity cost really high,” Lubbers said. “If you are thinking about contracting the herd a little bit, now might be a good time to sell a few extra calves.”

For those who prefer to raise their replacement heifers, K-State veterinarian Bob Larson said he prioritizes keeping heifers that give him the best odds of success.

“The best bet heifers that have the highest likelihood of being a long-term cow are ones that were born early in the calving season to a dam that has a good disposition and high genetic quality and are daughters of a quality sire,” Larson said. “I need her to be born early because she will be the most likely to get pregnant early and stay in the herd a long time.”

Even if the heifer meets the genetic and temperament criteria, Larson said if she was born late in the calving season she falls to his sell-list.

When thinking about resources, the experts agree that it is important to think about the amount of weight the heifers need to gain between weaning and breeding.

“Depending on the mature size of the cowherd, most heifers will need to gain 300 pounds between weaning and breeding,” said K-State beef cattle nutritionist Phillip Lancaster.

He recommends producers calculate the expected daily gain and compare that to what feed resources are available.

“In some parts of the country, there aren’t ample feed supplies to carry cattle through the winter. In that case, producers may need to sell the heifers and look to buy bred heifers and cows in the spring and summer after this time of limited feed resources has passed,” Lancaster said.

K-State veterinarian Brad White encouraged producers to start thinking now about their management plan for the fall.

“You need to pencil it out because keeping this year’s heifers is going to make them be more expensive cows as compared to other years,” White said. “Producers need to dive into the spreadsheets now to calculate the right number of heifers to keep before running the cattle through the chutes at weaning.”

Cattle Chat: Deciding to keep or sell heifers

The American Red Cross is experiencing a national&nbsp;blood&nbsp;shortage. Fewer donors than needed gave blood this summer, drawing down the national&nbsp;blood&nbsp;supply and reducing distributions of some of the most needed&nbsp;blood&nbsp;types to hospitals. Hurricane Idalia further strained the&nbsp;blood&nbsp;supply with&nbsp;blood&nbsp;drive cancellations and reduced&nbsp;blood&nbsp;and platelet donations in affected areas.&nbsp;

Donors of all&nbsp;blood&nbsp;types are urgently needed, and there is an emergency need for type O&nbsp;blood&nbsp;donors to make an appointment to give now to ensure patients across the country continue to receive critical medical care.&nbsp;

When Idalia slammed into the Southeast – leading to widespread power outages,&nbsp;travel hazards and flooding – the storm also forced the cancellation of over a dozen&nbsp;blood&nbsp;drives and caused hundreds of&nbsp;blood&nbsp;and platelet donations to go uncollected. This compounded a shortfall of about 30,000 donations in August. Right now,&nbsp;blood&nbsp;product distributions to hospitals are outpacing the number of&nbsp;blood&nbsp;donations coming in.

Salinans can learn about refugee programs during the League of Women Voters regular Lunch and Learn event on September 12 starting at 12:15 p.m. at Salina Public Library’s Prescott Room.

The United States has a long history of welcoming refugees.

Bryce Fuhrmann, Community Sponsorship Coordinator for the International Rescue Committee (IRC) in Wichita and former Director of Youth Ministries at Woodlawn United Methodist Church will talk about IRC and “welcoming programs” to sponsor refugee families and mentorship, guidance, and support to those navigating their first few months in the United States.

The IRC is helping local groups, churches or individuals support refugees from Ukraine and other countries. Besides IRC, other national groups supporting refugees are Lutheran Immigration and Refugee Servies, Doctors Without Borders, Save the Children, Catholic Charities Immigration and Refugee Services, and RefugePoint.

Fuhrmann is the former Director of Youth Ministries at Woodlawn United Methodist Church, Derby. He will talk about "welcoming programs" to sponsor a refugee family and offer mentorship, guidance, and support to those navigating their first few months in the United States.

Greg Stephens, Salina, will also talk briefly about "One Salina," which was formed to build cultural and ethnic inclusion locally.

Salina League of Women Voters to hold Refugee Presentation Sept. 12

MITCHELL COUNTY–One person was injured in an accident just after 6a.m. Monday in Mitchell County.

The Kansas Highway Patrol reported a 2000 Pontiac Sunfire driven by Adrian J.&nbsp;Castelli,&nbsp; 25, Salina, was&nbsp;&nbsp;westbound on U.S. 24 seven miles southeast of Beloit.

The car crossed the center line and struck a 1996 Peterbilt semi driven by James M.&nbsp;Broeckelman, 25, Beloit, in the eastbound lane.

EMS transported&nbsp;Castelli to Wesley Medical Center. Broeckelman was not injured. Both drivers were properly restrained, according to the KHP.

By JACKIE MUNDT Pratt County farmer and rancher I am not a great lover of sports, but I have always enjoyed America’s favorite pastime: baseball. My uncle regularly took us to watch the Brewers play at the old County Stadium in Milwaukee. Game days were long because we lived three hours from the stadium, but we never complained. We were the first wave of die-hard Sausage Race speculators. We enjoyed pitching changes because there was always hope the relief pitcher would ride the Harley Davidson to the mound instead of walking. The rousing rendition of “Take Me Out to the Ballgame,” followed by “Roll Out the Barrels” during the seventh-inning stretch were sacred. And if the Brewers hit a homerun, Bernie Brewer would slide into his giant frosted mug to celebrate. County Stadium’s fan experience made me a life-long fan. Since the pandemic, we hadn’t been to a new baseball stadium, which has slowed our effort to visit all the MLB stadiums. I planted the seed earlier this summer that we should go east to see some parks. Planning a vacation that requires plane tickets is a bit like spinning a roulette wheel when you live on a farm. It is hard for a farmer to commit with confidence but after some persuasion I got a tentative yes to make refundable plans for a whirlwind four-day weekend, to see three parks in three cities and prayed for rain.&nbsp; &nbsp;&nbsp; Our first stop was Philadelphia, home of the cheesesteak. On principle, I committed to only eating cheesesteaks while there and was not disappointed by a Segway tour of cheesesteak restaurants. In all, we tried five including the original Pat’s, and sampled the Philly Taco (full cheesesteak wrapped in a large slice of pizza) eating challenge. When we couldn’t eat anymore, we made our way to Citizen’s Bank Park to watch the defending World Series Champion Phillies take on the Cardinals. We always root for the home team (unless the Royals or Brewers are in town). We joined in the excitement every time the home team hit a home run to ring the giant LED Liberty Bell. Overall, this was the best stadium of our trip without a bad seat in the house and a great fan experience. I also got to try the “new this season” stadium offering, a cheesesteak egg roll.&nbsp;&nbsp;&nbsp; A few quick train rides took us to Citi Field in Queens, home of the Mets. Several years ago we watched the Royals at Yankee stadium and were disappointed in the lackluster fan experience, which landed the park at the bottom of my list. I was nervous the Mets would be the same, but I was wrong. Watching for the homerun Big Apple and catching the view from Shea Bridge are a few of their fun customs. We ended up sitting amongst Angels fans having a blast cheering their team to victory. Citi Field had the best food of the parks we visited; I highly recommend the loaded fries. The famous Fenway Park in Boston was our last stop. The park’s unique design, featuring the giant “Green Monster” wall, is because the park couldn’t expand the outfield because of buildings around the stadium. Nostalgia hit me hard when we entered the park as I am pretty sure it hasn’t really been updated over the years; it took me back to the baseball games of my childhood. Our favorite here were the fans; they had so much pride in their team and stadium. Baseball games are great for family bonding and great memories; every park has its own culture, history and ambiance. We’re halfway through the list and I can’t wait to plan our next baseball adventure.

During the gray hours of Monday morning, Salina’s VFW Post 1432 provided a Patriot Day ceremony to remember the attacks on the World Trade Center and Pentagon on Sept. 11, 2001.

VFW Post Commander Steve Murrison, a veteran of the U.S. Army, and nine other post members commemorated the day by playing "Taps" alongside three musket volleys.

Before the ceremony began, Murrison told the crowd of family members and a few Salina first responders about remembering America's history and the importance it provides for America's future generations.

&nbsp;BACKGROUND:
In January the City Manager directed staff to research options to improve the appearance of brick medians throughout Salina. After testing several off-the-shelf sealing products, the staff's research led them to the vendor above. The research results were shared with the City Commission during the study session on August 28, 2023.

Approve Resolution No. 23-8150 accepting the conditional grant award for $113,376.71; approving a grant agreement with the Kansas Housing Resources Corporation (KHRC) for the 2023 Kansas Emergency Solutions Grant (ESGFFY2023); authorizing the Mayor to execute the grant agreement; and authorizing the City Manager to direct any administrative actions and execute any documents necessary to implement the terms of the agreement.

BACKGROUND:
The required budget hearing was conducted and Ordinance 23-11168 was passed on first reading on
August 28, 2023, adopting and appropriating the 2024 annual budget.
The comprehensive fee schedule (see attached) has been reviewed and has been proposed to be adjusted due to inflation and market pricing (3% 5%). In some cases there may be larger increases or slight decreases to accommodate cost of service or market pricing considerations or to result in a round number for ease of processing. This increase will take effect on January 1, 2024 for all fees.
Fees that are set by statute, fines for Municipal Court and most Parks and Recreation fees are not impacted by the proposed updates.

Resolution 23-8146, adopting the staffing table, amending the 2023 position classification and salary schedule, and adopting the 2024 position classification and salary schedule BACKGROUND:
2023 Amendment to Position Classification and Salary Schedule - 9/25/23
The City Commission adopted a new pay plan that the City implemented 9/1/22 via Resolution 22-
8060. That resolution authorized the City Manager "to make implementation guidelines, interpretations, modifications, reclassifications or other appropriate adjustments to said classifications; salary plan and employee pay levels within budget funding limits". Authorization was also given to adjust individual pay rates "in limited circumstances based upon the analysis and recommendation of Evergreen Solutions"
Following the 9/1/22 pay plan implementation, Human Resources staff performed additional work with the pay plan consultant to complete the project including training on Evergreen's job assessment tool, reviewing position descriptions and noting language updates, reviewing classifications flagged by the consultant for compliance verification with the Fair Labor Standards Act, and reviewing additional market data and qualification comparisons for specific roles. ●&nbsp;

An ordinance levying Salina Business Improvement District No. 1 service fees for 2024.
 BACKGROUND:
Kansas State Law (K.S.A. 12-1781 et seq.) governs the procedure for the creation and financing of Business Improvement Districts (BID) within cities, for the purpose of providing administration and financing of extended services to businesses within such districts to restore or promote economic vitality. Financing of a BID is through service fees applicable to all businesses within a district. In 1983, the City Commission approved the creation of BID No. 1 covering certain downtown areas of Salina (see attached map). Cities may provide BID services directly or by contract with a not-for-profit corporation. From 1983 to 1987, the City directed BID programs and services. Since 1987, that effort has been delegated to Salina Downtown, Inc. (SDI), a not-for-profit advocacy and marketing organization.

Second reading of Ordinance No. 23-11172, unconditionally approving the issuance of general obligation bonds by the Salina Airport Authority for the purpose of financing the cost of certain capital improvements located at the Salina Regional Airport and Airport Industrial Center.
 BACKGROUND:
Ordinance No. 23-11172 was passed on first reading on August 28, 2023. Since that time no comments have been received.
FISCAL NOTE:
While the Authority's proposed general obligation financing is backed by the full faith and credit of the Authority, K.S.A. 27-323(a) specifically provides that "such general obligation temporary notes of the authority shall not constitute a debt or obligation of the city which established and created the authority." The bonds proposed by the Salina Airport Authority do not count toward the City's bonded indebtedness limitations
The Salina Airport Authority has advised that, if approved, the Authority expects to issue two four-year temporary notes to fund the design and construction phases of these projects. The maximum mill levy that would be used for temporary note debt service would be 50 mills
The Airport Authority's 2023 mill levy for their 2024 budget year is estimated to be 6.3042. The Airport
Authority's current mill levy (2023 budget year) is 4.968.

● A discussion on alcohol laws on public property and restrictions on alcoholic liquor and MB use on public property.
 LEGAL BACKGROUND:
The City of Salina is currently subject to restrictions on alcohol on public property at both the state level from the Kansas statutes and self-adopted restrictions for alcohol on public property through its own City Code. A critical component at the Initial stages of discussion of this topic is identifying what forms of alcohol there are and how they are treated at both the state and local level. There are 3 main classes of alcohol per the
Kansas
statutes and Salina City Code.&nbsp; ●&nbsp;

An Ordinance Amending Section 38-42 Pertaining To Parking On Private Property Without
Permission and Repealing Existing Section 38-42.
 BACKGROUND:
Whenever someone calls in a tow with a tow company in Salina to request a tow for a vehicle, they must provide a litany of information when they request the tow. This required information includes; the make and model of the vehicle, location of the vehicle, who owns the vehicle, and the person who is requesting the tow must also provide their name and address to the tow company. Additionally, the person requesting the tow will be asked if this is a tow for the driver of the car, law enforcement or if it is a request for a private tow. in this case, a private tow would be a vehicle that has been left on someone's property without permission and now that property owner is requesting that the vehicle be removed. The towing of a vehicle from a private property from someone who is not the driver or a member of law enforcement is authorized by Section 38-42 of the Salina Code. The primary city's role in this process is to have an Ordinance that authorizes private tows. A
"tow ticket" with all this information is generated and a tow vehicle is dispatched to retrieve the vehicle. The towing company performs the role of towing the vehicle and storing it after the tow. The vehicle is then towed to a storage lot under the control of the towing company. A scanned copy of the tow ticket is then sent to the Salina Police Department and a letter is sent to the registered owner of the vehicle that has been towed. The company that towed the vehicle then has 30 days to submit a form titled "Request for Access to Vehicle Records" to the Department of Revenue in Topeka for all vehicles registered in Kansas.

Consider the acceptance of the offered easement dedications from Beck's Superior Hybrids, Inc. to serve the proposed Beck's Addition, a 1 lot subdivision of a 23.92 acre tract of land located on the west side of North Ohio Street south of 1-70.

Discussion of an outline for a development agreement addressing terms and conditions of future street improvements to N. Ohio.
 BACKGROUND:
In 2022, Beck's Seeds entered into a contract to purchase a 15-acre tract of land on the west side of North Ohio Street from DK Farm and Ranch, LLC (Jeff Thompson). Beck filed applications to rezone and plat this 15-acre tract to allow construction of a new building to serve as a sales office and warehouse space for their Salina operation. They requested that their proposed platted building lot be zoned 1-2 (Light Industrial). This 15-acre tract on the west side of North Ohio Street is located in the North Ohio Corridor Overlay District which required that Beck's site plan and building plans be reviewed and approved by the City Planning Commission prior to issuance of a building permit. They submitted companion applications requesting approval of a site plan for their proposed facility and a preliminary plat of their proposed 15-acre building lot.&nbsp; ● Ordinance No. 23-11150
Second reading of Ordinance No. 23-11150, requesting a change in zoning district classification from A-1 (Agricultural) to 1-2 (Light Industrial) to allow construction of a sales office and warehouse space. The rezoning request area is a 23.92 acre tract of land located on the west side of North Ohio Street south of 1-70, directly south and west of Foley Equipment Company.
 BACKGROUND:
Ordinance No. 23-11150 was passed on first reading on July 10, 2023, subject to satisfactory platting of the property. Since that time the property owner has submitted a final plat of the property which has been reviewed and approved by the Planning Commission. ● Authorize the Mayor to sign the final plat of the Johnson Trucking Addition on behalf of the City, a proposed 5 lot subdivision of a 35 acre tract of land located on the north side of Diamond Drive, directly west of the Petro 2 Travel Plaza.
 BACKGROUND:
Gary Johnson Trucking has purchased a 35 acre tract of land directly west of Jackson Flats and Petro 2 on the north side of West Diamond Drive. There are no specific uses or development plans at this time, but the applicant is under contract with the neighbor directly west of the property (Jackson Flats Washout) for one of the lots included in the plat application. No public street extension into the site is being proposed. All of the proposed lots would have frontage and access to Diamond Drive. To prepare this property for future development, Gary Johnson Trucking has filed applications to rezone and plat this property.● Second reading of Ordinance No. 23-11163, requesting a change in zoning district classification from A-1 (Agricultural) to 1-2 (Light Industrial) to allow future industrial-type development. The rezoning request area is a 35 acre tract of land located on the north side of West Diamond Drive north of I-70, directly west of the Petro 2 Travel Plaza.

Consider acceptance of the offered easement dedication from the Kathleen Bradley Trust (Jake Bradley) to serve Yost Addition No. 2, a proposed replat of Lot 1, Block 1 of the Yost Addition into three (3) separate building lots. The subject property is a 19.90-acre tract of land located at the southwest corner of the Water Well Road - 1-135 interchange.
 BACKGROUND:
In September 2002, the Planning Commission considered a rezoning and annexation request for 133 acres located at the southwest corner of the Water Well Road / 1-135 interchange. The request area consisted of two vacant tracts of land that were then located in Saline County and zoned for agricultural purposes. The Yost Trust owned the northern parcel and the Kansas Department of Transportation (DOT) the southern parcel. They jointly requested annexation into the city limits concurrent with approval of a preliminary plat and rezoning of the property to PC-7, I-2 and I-3. The applicants proposed the creation of five lots on this tract of land. The Yost Trust proposed three (3) lots for highway commercial development and one (1) lot for light industrial development west of Dry Creek.
KDOT's plans were to construct a new maintenance facility on the lot zoned for heavy industrial development. No specific uses or development plans for the lots zoned for highway commercial uses were presented at that time. The southernmost industrial lot west of the Dry Creek drainage ditch is landlocked and a note appears on the plat stating that the lot will be undeveloped.● Consider a request from Mark Augustine, representing the Mark Augustine Trust, to enter into a Development Agreement between the Mark Augustine Trust and the City to address the level of street improvements required for South 9 Street and the timing of those improvements on the portion of South 9th Street abutting the proposed Augustine Addition at the southwest corner of South gth Street and Water Well Road
 BACKGROUND:
The applicant, Mark Augustine, recently completed the purchase of this property at the southwest corner of South 9th Street and Water Well Road from the Miller Trust. He is proposing to subdivide the property into four (4) lots with one (1) lot being set aside for a convenience store/travel plaza, one (1) lot for an RV park and one (1) lot for a mini-storage complex. A fourth lot (Lot 3) is being set aside as a storm water retention pond area. All of these uses are allowed under the requested Planned Service Commercial zoning. He has filed an application requesting approval of a final plat of the Augustine Addition
The question before the City Commission is whether the Commission is supportive of this Subdivision being approved and developed with South 9 Street being improved to the interim street standard. If so, a motion should be made to direct staff to prepare a Development Agreement between Mr.
Augustine and the City addressing the timing and triggers and cost allocating for future improvement of South 9th Street to the applicable public street standard with the executed agreement being recorded with the final plat.
