By NATE KING Salina Post On Friday the Kansas Chamber and Kansas Chamber Education Foundation announced the 2024 Leadership class.

As one of the oldest and most prestigious statewide leadership programs in the country, Leadership Kansas, or LK, is focused on developing and motivating Kansas leaders from across the state.

“Since 1979, LK has fostered greater awareness and understanding of statewide economic, business, and political issues among the leaders of our state. LK alumni have gone on to key leadership roles at the local, state, and national levels,” said Kansas Chamber President &amp; CEO Alan Cobb (LK ’21).

“The Chamber and Foundation are excited to welcome the newest class and wish them the best during their eight month journey learning more about our great state.”

Leadership Kansas received more than 500 nominations for the 2024 program. After a thorough&nbsp;and thoughtful application and selection process, the selection committee made of LK alumni chose 40 individuals for the 2024 class.&nbsp;The committee makes every effort to ensure the class reflects the state in regard to geographic, ethnic, occupational, and gender diversity.

The 2024 program runs April to November and includes visits to Dodge City, Garden City, Hays, Kansas City, Kan., Leavenworth, Lawrence, Lenexa, Manhattan, Pittsburg, Salina, Topeka, and Wichita.

The class will interact with a variety of experts and community leaders through three-day educational training sessions. The diverse discussion topics include business, education, agriculture, public policy, societal health, economic development, and government.

“Leadership Kansas is a once-in-a-lifetime opportunity,” said LK Executive Director Aaron Miller (LK ’16). “Participants meet many of Kansas’ distinguished business and government leaders and become stronger leaders, better prepared to contribute to their communities and our state.”

Salina’s own Brad Anderson, executive director for Salina Arts and Humanities is a member of the 2024 class. &nbsp; “I am both honored and excited to have been selected for this year’s class,” Anderson said. “I’m looking forward to connecting with other established leaders from across the state and learning more about how each region faces challenges and opportunities.”

Salinan selected as part of the 2024 Leadership Kansas class

Two suspects robbed a 25-year-old Salina man of more than $200 in clothing items on the street on Sunday afternoon.

According to Salina Police Department Capt. James Feldman, at about 4:45 p.m. on Sunday, March 3, SPD officers reported to Fifth Street and Crawford Avenue for a robbery.

Feldman said officers communicated with a 25-year-old Salina man who reported two individuals, later identified as&nbsp;19-year-old Pavyn Svendblad and 18-year-old Evan Sager, from Salina, who allegedly robbed him of a bag of clothes and a Paypal card.

"He indicated he was walking down the street when two subjects, each subject was in their own type of vehicle, stopped him in the 700 block of South Fifth Street and confronted him [the victim]," Feldman said.

After exiting their vehicles, the two suspects demanded that the 25-year-old victim owed them cash and to pay them immediately, first taking the victim's $150 tennis shoes that he was wearing.

During the confrontation, the two suspects took the victim's tennis shoes and various articles of clothing the victim was carrying at the time of the crime. In total, the victim lost about $221 from the robbery.

The suspects stole a pair of tennis shoes, a $20 pair of sweatpants, a $50 pair of shorts, and $1 for the PayPal card. Feldman said during the crime, the suspects threatened the victim with violence if he didn't comply with their demands.

SPD officers found both Sager and Svendblad later, arrested both, and requested charges for robbery and criminal threat.

Salina man robbed on the street of his shoes and some clothing items

I have a friend that lives in a big city who recently shared a story about how local students visiting a nature preserve were given shovels and allowed to dig holes. This was a novel experience for almost all of them. Both my partner and I raised our eyebrows because we were raised as farm kids and wouldn’t find digging holes very fun or interesting at that age. The conversation eventually led to our childhood memories of digging holes.

The first hole I remember digging was in kindergarten when my Girl Scout troop planted a tree at our school. Many of my fondest “hole-digging memories” are of planting trees with my friends for Earth Day or other events. It really is odd to think about how many kids have never planted a tree or used a shovel to build a fence, fix underground equipment or any number of other chores.

When comparing my childhood to others, I recognize how lucky I am and feel a wave of gratitude for my privilege. I was a very happy kid — some of that was probably genetic but a lot came for things like having happily married parents who provided for my needs along with the support that comes from a large extended family.

My privilege feels amplified because I am part of a shrinking population to grow up in a small town or on a family farm. I have experienced the freedom of a bike, the adventure of climbing into corn cribs, the creativity of building something from your mind and the satisfaction of working with dirty hands. I solve problems of all kinds, use tools, drive vehicles of all sizes and back trailers.

Even though they never have to spend a day stacking bales in a sweltering, chaff-filled haymow or picking rocks out of a field, I am sad for the kids who don’t grow up on a farm. They are missing out on some of the best ways to grow skills, work ethic, responsibility, confidence, grit, problem solving and countless other valuable character traits.

I use my farm kid upbringing all the time, but it is most evident when it helps me to survive as a farm adult. Farming requires the kind of mental toughness that is built up overtime.

As I was leaving our house the other day, I met Marc as he was arriving. Cell phones don’t hold a candle to the communications that comes with the eye contact of a quick conversation through truck windows in the middle of a gravel road.

As we wrapped up a quick conversation, Marc’s parting words were, “don’t look at what’s on the back of my pickup.” He wasn’t trying to be secretive. We are several weeks into calving season and he had found a stillborn calf during his pen check. Marc was trying to save me from the sadness of a lost animal.

My heart will always hurt when we lose a calf, but death is an inevitable part of owning livestock. A lifetime experience on the farm helped me build the strength to weather the cycle of life and death that is a truth of this life.

Farm life is full of hard things — hard lessons, hard truths, hard work. Confidence and competence to face challenges in life by doing what is difficult and surviving.

Insight: Farm kid privilege

Election Day is today for the Kansas presidential preference primary.

Voters will need to cast ballots between 7 a.m. and 7 p.m. at their assigned polling locations.

It is just the third time that voters in Kansas will take part in a presidential preference primary.

According to the Kansas Secretary of State’s website, a preference primary is “an election where the vote totals are given to a political party to allocate delegates to candidates at the national convention. This is not a primary where the voters selected the party candidate.”

The deadline to request a mail-in ballot has already passed, but voters who did receive one will have to return it to the election office or a polling site by the time polls close today.

Despite the results of the prior primaries, four candidates will still appear on both the Republican and Democratic ballots.

Democratic candidates Dean Phillips Joseph R. Biden Jr. Marianne Williamson Jason Michael Palmer Republican candidates Donald J. Trump Ryan L. Binkley Nikki R. Haley Ron DeSantis Voters also have the option to choose "None of the Names Shown."

Vote today in presidential preference primary

Kansas Department of Transportation

Work on a project that will close a portion of U.S. 281 in Russell County is scheduled to begin on Monday, March 18.

The Kansas Department of Transportation will close 11 miles of U.S. 281 north of Russell, starting near Land Road and ending at the west K-18 junction. Project work will include reconstruction of the roadway into a 30-foot paved surface with 3-foot turf shoulders.

During construction, motorists will be directed onto a signed detour using K-18, K-232 and I-70. Work is expected to be completed by the end of the year, conditions permitting.

This 11-mile portion is the final part of the delayed T-WORKS project to rehabilitate and reconstruct the U.S. 281 corridor between Russell and K-18. Reconstruction of the initial 4 miles from Russell and Land Road was completed in late 2021.

SALINE COUNTY—A Kansas man died in an accident just after 7a.m. Monday in Saline County.

The Kansas Highway Patrol reported a 1992 Chevy van driven by Bennett Bernard&nbsp;Kinkelaar, 62, Wichita, was northbound at 12,000 S Gypsum Valley Road seven miles south of Gypsum.

The van left the roadway to the right, entered the field and struck a tree. After impact the vehicle traveled several hundred yards until coming to rest on it wheels.

Kinkelaar was pronounced dead at the scene and was transported to Ryan Mortuary. He was not wearing a seat belt, according to the KHP.

Abilene Shines Once Again in USA TODAY's Best Historic Small Town Contest

Statistics say colorectal cancer is the third-most common cancer found in both men and women. But fortunately, colorectal cancer found early is often highly curable. 

In recognition of national Colorectal Cancer Awareness Month in March, 900 free colorectal cancer screening kits are being made available to anyone age 45 to 75. The screening is recommended for those who have not had a recent colonoscopy. The kits can be picked up at Salina, Abilene, Concordia and Lindsborg pharmacies while supplies last. 

The screening uses an advanced fecal blood test that requires only one sample and has no food or drug restrictions. The samples can then be mailed to the Tammy Walker Cancer Center for lab analysis via a pre-paid postage envelope provided. Results of the test will be returned to both the patient and their primary care physician. Participants in the screening should return their samples for analysis by May 30.

 Grant funding from the Salina Charities League and Salina Regional Health Foundation is helping to underwrite the screening. 

Health officials recommend all men and women have a colonoscopy at age 45 to screen for colorectal cancer. Between colonoscopies patients can screen with a fecal blood test. Other tests may also be recommended by your physician. Those with a family history of the disease should consider screening at a younger age. African Americans are also known to be at an increased risk for colorectal cancer.

We have officially reached the second half of the session. The House wrapped up work on more than 60 bills and sent them to the Senate for consideration. 

We returned to committees last week so we could focus on the legislation sent to us by the Senate.&nbsp;&nbsp;Here is a&nbsp;<a href="https://kansasreflector.com/2024/02/27/persuasive-gop-messages-in-well-timed-speeches-fuel-rare-reversals-on-three-kansas-house-bills/">link to an article</a>&nbsp;where they discuss several bills debated last week.One in particular I shared my thoughts on regarding rural hospitals.&nbsp;&nbsp;&nbsp;

Also, Kansas Corporation Commission&nbsp;staff has filed their report and recommendations&nbsp;regarding the water issues at the Sundowner West Mobile Home park in Saline County. Hopefully, the Commission&nbsp;will issue an order soon.&nbsp;&nbsp;

Below is a brief recap of the many issues being discussed and debated in Topeka.

The House of Representatives fell three votes short of the 84 votes needed to override the Governor's veto of&nbsp;HB 2284, the tax bill passed earlier this session.&nbsp;&nbsp;I supported the override. While this was not a perfect tax bill, it included many pieces that would make significant tax reductions for people in our community. It is now back to the drawing board.&nbsp;

KanCoaches Natasha Santiago-Mason and Alanea Hanna testified in Child Welfare Committee earlier this week.&nbsp; KanCoach is a workforce development program that trains child welfare supervisors to become strong, effective leaders. To date 331 supervisors from DCF and the case management contractors have completed the program learning ways to better support their staff. The coaches also educate staff on ways to cope with secondary stress and burnout.&nbsp;&nbsp;

This week, the House Appropriations Committee unveiled a plan to increase Medicaid reimbursement rates. The $80 million included in the House budget will go to increase the dollars that are received by doctors and hospitals who treat patients with Medicaid coverage. It has been years since these rates were adjusted. While I support this legislation, I don't think it addresses the issue that Medicaid Expansion seeks to solve and I look forward to that hearing.&nbsp;&nbsp;

&nbsp;The Kansas House celebrated our state's rich history with the aviation industry and looked at ways to grow. The industry brought us these "aviator" sunglasses to mark the occasion.&nbsp;&nbsp;

HB 2516&nbsp;would change the number of signatures required for nomination petitions for independent candidates for statewide office. Currently, they are required to have 5,000 signatures and the change would increase that to at least two percent of the total votes cast for all candidates for the office of Governor in the last preceding general election. 

Based on the last election, the number of signatures required would be slightly over 20,000. This bill would also prohibit an independent candidate from paying a filing fee to run for office rather than utilizing the nomination petition process. I supported the measure.&nbsp;

The Kansas Department of Insurance proposed, and the House passed HB 2562, with my support, enacting the Protect Vulnerable Adults from Financial Exploitation Act. 

This is to encourage reporting by financial advisors in instances where an older and/or dependent adult may have been taken advantage of. This bill aims to stop this activity before it happens, as it is extremely unlikely that dollars will be returned if they are taken from a scam.&nbsp;

The industry brought us these "aviator" sunglasses to mark the occasion.&nbsp;&nbsp;<h2>Petition signatures for the ballot&nbsp;</h2>HB 2516&nbsp;would change the number of signatures required for nomination petitions for independent candidates for statewide office. Currently, they are required to have 5,000 signatures and the change would increase that to at least two percent of the total votes cast for all candidates for the office of Governor in the last preceding general election. Based on the last election, the number of signatures required would be slightly over 20,000. This bill would also prohibit an independent candidate from paying a filing fee to run for office rather than utilizing the nomination petition process. I supported the measure.&nbsp;<h2>Vulnerable Adults&nbsp;</h2>The Kansas Department of Insurance proposed, and the House passed HB 2562, with my support, enacting the Protect Vulnerable Adults from Financial Exploitation Act. This is to encourage reporting by financial advisors in instances where an older and/or dependent adult may have been taken advantage of. This bill aims to stop this activity before it happens, as it is extremely unlikely that dollars will be returned if they are taken from a scam.&nbsp;

New annual flowers for Kansas presentation March 11

Officials investigating the cause of a large grass fire on Thursday in Saline County believe&nbsp;tire shredding from a vehicle as it was going down the I-70 is to blame, according to a social media report from&nbsp;Saline County District 3 Fire Chief Scott Abker.

The Fire started just after 1 p.m. on the south side of Interstate 70 between Muir and Headville Road and crossed the interstate prompting&nbsp; temporary evacuation.

Abker wrote, "I wanted to address the concerns that our fire Thursday was set by an arsonist. I don't believe that to be the case. I and an investigator from the State Fire Marshal Office walked that whole area along I-70. There were 6 separate fires within about a mile along the highway. Some were very small. Evidence in each of those areas most likely points to a tire shredding as it was going down the interstate."

"This is the most likely cause for the fire based on my experience. If it was one area of origin then smoking would be most likely. Cigarette butts were found by the dozens all along the highway, not just in areas that burned."

"The combination of high wind, low humidity and very dry grass all combined to start what often is a small, easily controlled fire into what we all saw Thursday."

"We appreciate the outpouring support and thanks our community has bestowed upon the Fire Service community in our area as well as the surrounding fire departments who all came to assist."

The regular 2024 schedule will open on April 10, with some dinner trains and excursions scheduled&nbsp;during the KSU/KU Spring Breaks&nbsp;in March.&nbsp;

A&amp;SV President and General Manager Ross Boelling said that the railroad will run as many as&nbsp;300&nbsp;trains this year, a number that includes 33 dinner trains, a possible 42 school charters, and an expanded 168-train excursion schedule. There will be two special events on the schedule: a return of the&nbsp;Great Pumpkin Patch Express&nbsp;Peanuts train in October and the railroad’s rapidly growing Christmas holiday tradition, the&nbsp;Cowtown Santa Express&nbsp;in November and December.

“We’ve never run this many trains before,” Boelling said. "Last season, we learned that there is a great demand for what we do among people from an increasing geographical area. "

Boelling said the railroad enjoyed a&nbsp;42&nbsp;percent increase in ridership in 2023, and that the A&amp;SV attracted passengers from over half of the communities in Kansas. But the railroad has increasingly attracted tourists from major metropolitan areas, including Wichita, Kansas City, Omaha, and Lincoln. He added that the A&amp;SV also attracted passengers from 42 states and seven foreign countries last year.

“Our passengers do more than just ride trains,” Boelling said. “On our trains, passengers learn how railroads built Kansas’ agriculture-oriented economy, and how so many Kansas towns and cities were directly established by the railroads. "

The railroad’s&nbsp;Smoky Valley Limited&nbsp;dinner train schedule has been greatly expanded for 2024, with more special themed trains featuring regional caterers and expanded menus. The A&amp;SV’s “Dining Car Heritage Series” returns in 2024, featuring menu items from the heyday of passenger train travel, when some of America’s finest dining was in railroad dining cars. The menus were researched by railroad historian Kevin Bailey, and the menus are being recreated by local caterer Lucinda Kohman.&nbsp;

Boelling said the&nbsp;Smoky Valley Limited&nbsp;is running more trains centered around holidays and special events.&nbsp;

Boelling said the schedule will feature more runs of the&nbsp;Flint Hills Express, the A&amp;SV’s excursion train, and the&nbsp;Meadowlark Flyer, the railroad’s school charter. Excursion trains will begin running in April on a Wednesday through Sunday schedule. School charters will run on Wednesdays and Thursdays. Excursion trains will run through September, Boelling said.

Abilene and Smoky Valley Railroad announce expanded schedule 

On March 4, 1865, President Abraham Lincoln was inaugurated for a second term of office; with the end of the Civil War in sight, Lincoln declared: 

“With malice toward none, with charity for all, “With malice toward none with charity for all with firmness in the right as God gives us to see the right let us strive on to finish the work we are in to bind up the nation’s wounds, to care for him who shall have borne the battle and for his widow and his orphan ~ to do all which may achieve and cherish a just and lasting peace among ourselves and with all nations.”

In 1789, the Constitution of the United States went into effect as the first Federal Congress met in New York. (The lawmakers then adjourned for lack of a quorum.)

In 1863, the Idaho Territory was created.

In 1917, Republican Jeannette Rankin of Montana took her seat as the first woman elected to the U.S. House of Representatives, the same day President Woodrow Wilson took his oath of office for a second term (it being a Sunday, a private ceremony was held inside the U.S. Capitol; a second, public swearing-in took place the next day).

Like thespians who refer to “Macbeth” as “the Scottish play,” classical music composers have a superstition about the number of symphonies they may write. Beethoven and Mahler died shortly after completing their respective ninth symphonies.

So for 74-year-old James Barnes, professor emeritus of music at the University of Kansas, his Ninth Symphony will be his last, he said. He doesn’t want to tempt fate.

Now, though, Barnes has a boxed set of all nine of his symphonies, performed and recorded last year and released this year by the Osaka Shion Wind Orchestra. The 70-piece group rehearsed and performed for a month under the baton of the dean of the KU School of Music, Paul Popiel.

Barnes, then still recovering from gallbladder surgery, couldn’t make the trip himself, but said Popiel “knows my music better than anyone else.” The two men have worked together for the past 14 years, since Popiel joined the music faculty.

Barnes has been a fixture at KU for more than 50 years, arriving as a tuba-playing junior high music camper from Oklahoma in 1963. Beginning in 1967, he attended undergraduate and graduate school here, receiving two degrees in music composition. He then began teaching and leading various bands at KU in 1975. He took emeritus status in 2015 but is still a familiar figure in Murphy Hall.

Popiel said there is an uncanny connection between Barnes and the Japanese classical music community.

“In Japan, he almost can't walk down the street without being recognized,” Popiel said. “He's very well known. His compositions really appeal to their classical music sense.

“There's a pretty famous story of his Third Symphony, which is his best known,” Popiel said. “It was commissioned by the United States Air Force Band. Just before it was to be premiered in 1996, Newt Gingrich&nbsp;<a href="https://en.wikipedia.org/wiki/1995%E2%80%931996_United_States_federal_government_shutdowns">shut down the government</a>. Therefore, the Air Force Band couldn't travel to Roanoke, Virginia, for the premiere of this symphony at the Virginia Music Educators Convention ... so the piece sat on a shelf for a year.

“Jim happened to be in Japan in the fall of 1996 and ran into the conductor of Osaka Shion, who asked, ‘Can we take a look at the piece?’ So it ended up getting premiered by what was then known as the Osaka Symphonic Band, later renamed Osaka Shion Wind Orchestra. So that piece has sort of an aura around it, particularly in Japan, because they know his most famous symphony has deep ties to Japanese bands.”

In 2018, Popiel led a consortium of more than two dozen academic and other music leaders who came together to commission Barnes’ Ninth Symphony, which was premiered by the KU Wind Ensemble at the Lied Center of Kansas before being performed nationwide by other college music groups.

Popiel said Barnes’ music could be called neo-romantic for its “beautiful, memorable, singable melodies.”

But I’m not sure that's a good criticism.&nbsp;“I think Barnes’ music’s most shining attribute is how likable it is the first time you hear it ... He is very contemporary," Popiel said. "You can hear jazz harmonies, complex counterpoint. There is considerable dissonance. ... It's certainly 21st century modern music but in a way that's very marketable and audience friendly.”Popiel said when he came to KU in 2010, “I had the opportunity to do a lot more of Jim’s music. It's the symphonies in particular that are really challenging pieces, and before I came to KU, I didn't have a band that could play a lot of his music. So over the last 14 years, I have been one of the champions of his music.”Popiel said he had to coax Barnes into giving Osaka Shion permission to record his First Symphony, written as Barnes’ master’s thesis, because in retrospect Barnes considered it an “early, immature work.” But the boxed set would not be complete without it, Popiel said, and so Barnes relented and, in fact, rescored and improved the First Symphony in the summer of 2022.Popiel said the recording project was conceived as part of Osaka Shion’s centennial anniversary celebration.“They got a grant and some crowdfunding to take on one of the most ambitious projects in our field — recording all nine of Jim's symphonies,” Popiel said. “That's never been done before, and it's epic — huge forces, big orchestras and almost six hours of music. They performed a series of four concerts to record all nine symphonies live."In December 2023, Osaka Shion traveled to Chicago for the convention called the&nbsp;<a href="https://www.midwestclinic.org/">Midwest Clinic</a>, the largest annual band and orchestra convention in the world. There were 18,000 attendees in 2023, and Barnes was invited to guest conduct Osaka Shion at its formal concert.Popiel said it was a thrill for the KU delegation attending the clinic to see the esteem in which Barnes is held by peers worldwide.A five-CD boxed set of the recordings was released in January by Osaka Shion in Japan. In addition, the set should be available soon through&nbsp;<a href="https://keiserproductions.com/">Keiser-Southern&nbsp;Music</a>. A possible global release to streaming music services is still being negotiated.
