Saline County Jail Activity, Dec. 5

Early Sunday morning, three suspects violently robbed and battered a 24-year-old Salina man, breaking his nose.

According to SPD Sergeant Kyle Tonniges, the victim knew the three men who robbed him. 

The men approached the victim at his residence near the 1200 block of North Seventh Street and demanded the victim to empty his pockets. 

"When he refused, they battered him and broke his nose," Tonniges said. "They were able to get a vape and a lighter from him — that was all he had."

Tonniges said he then called SPD at 3:08 to report the robbery. The requested charges for the three suspects are aggravated robbery and aggravated battery.

At around 2:45 p.m. Monday, Dec. 4, Salina emergency responders reported to the intersection of Broadway Boulevard and South Street for a three-car accident in the northbound lanes.

The three vehicles involved in the incident include a gold or tan Chevrolet Monte Carlo, a black Ford Escape and another gray Chevrolet Malibu.

According to Saline County dispatchers, eight people were involved in the accident.

Emergency responders have limited travel through the intersection, directing northbound traffic to an access road to Holiday Street.

The Cardinal 4-H Club had an exciting November! The month kicked off with the annual 4-H Celebration of Achievements Banquet for the Central Kansas 4-H District, where several of our club members&nbsp;received&nbsp;achievement pins and awards.&nbsp;

Two of our members,&nbsp;Reygan&nbsp;Schrock &amp; Carson Fouard, were named Outstanding&nbsp;4-Hers of the Year&nbsp;for their hard work and leadership in the 4-H program and will have their photos hang in the K-State Research and Extension office for the next year.&nbsp;We also had a family from our club named the 4-H Family of the Year, the Joe &amp; Melissa Gates Family.&nbsp;Great job, 4-Hers!&nbsp;

Our club also held a bake sale at the Tumbleweed Craft Show to raise funds for scholarships and activities during the year. We appreciate all those who purchased our goods to support our club!&nbsp;

At our November monthly meeting, we had a fun “soup” theme for our potluck dinner and&nbsp;Jacob&nbsp;Schmeidler,&nbsp;our Central Kansas District 4-H Extension Agent, did a leadership workshop for our group.&nbsp;

The month is wrapping up with one of our members,&nbsp;Reygan&nbsp;Schrock, heading to Atlanta, GA for National 4-H Congress, where she will expand her leadership skills and meet other 4-H members from across the country.&nbsp;

Cardinal 4-H Members Named Outstanding 4-Hers and 4-H Family of the Year

The Salina Police Department arrested 25-year-old Simon Crowder after he violated a stalking protective order by leaving "gifts" for the victim.

At 10:22 p.m. Sunday, Dec. 3, SPD officers arrived at the 100 block of South Front Street after the stalking victim contacted officers about the "gifts" left by Crowder.

SPD Sergeant Kyle Tonniges said when officers attempted to arrest Crowder at his residence, he resisted.

"When officers attempted to arrest him, he fled back into the house and slammed the door on them, hitting one of the officers with the door in the process," Tonniges said. "The officers forced entry into the home and were able to arrest Simon [Crowder.] He was so uncooperative, so [officers] had to place him in a body wrap."

According to Tonniges, officers did not use a warrant in the arrest due to the report from the victim sparking probable cause. SPD arrested Crowder and requested charges of protection order violation and interference with a law enforcement officer.

Saline County Jail Activity, Dec. 4

On Dec. 4, 1956, Elvis Presley, Johnny Cash, Jerry Lee Lewis and Carl Perkins gathered for the first and only time for a jam session at Sun Records in Memphis.

In 1783, Gen. George Washington bade farewell to his Continental Army officers at Fraunces Tavern in New York.

In 1918, President Woodrow Wilson left Washington on a trip to France to attend the Versailles (vehr-SY’) Peace Conference.

In 1942, during World War II, U.S. bombers struck the Italian mainland for the first time in a raid on Naples.

In 1965, the United States launched Gemini 7 with Air Force Lt. Col. Frank Borman and Navy Cmdr. James A. Lovell aboard on a two-week mission. (While Gemini 7 was in orbit, its sister ship, Gemini 6A, was launched on Dec. 15 on a one-day mission; the two spacecraft were able to rendezvous within a foot of each other.)

In 1978, San Francisco got its first female mayor as City Supervisor Dianne Feinstein was named to replace the assassinated George Moscone.

In 1980, the bodies of four American churchwomen slain in El Salvador two days earlier were unearthed. (Five Salvadoran national guardsmen were later convicted of murdering nuns Ita Ford, Maura Clarke and Dorothy Kazel, and lay worker Jean Donovan.)

Walk into any kindergarten classroom in the middle of winter and you are bound to find a little person fighting off a cold. In much the same way, young calves are also prone to respiratory disease and pneumonia after they are weaned, say the veterinarians at the Kansas State Univeristy Beef Cattle Institute.

Speaking on a recent Cattle Chat podcast, K-State veterinarians Brian Lubbers, Bob Larson and Brad White share why now is the time to stock the medicine cabinet and make a treatment plan with the local veterinarian so that producers are prepared when illness hits the herd.

“That plan should include a case definition that would indicate when the animal would need treatment and what those steps would be,” Lubbers said.

In the case of a respiratory illness in calves, some of those signs would be difficulty breathing and/or coughing, a reduced appetite and depressed behavior among others, Lubbers said.

If those signs are observed, the second stage of the plan might include bringing the calf into the chute for a closer inspection in which the person evaluating them could take their temperature, listen to their breathing through a stethoscope and perhaps run other tests.

“Whatever the protocol is, the important thing is that it is consistent across the operation,” Lubbers said. “That consistency will allow producers to monitor treatment outcomes in the best way.”

He added: “If the case definition is changing over time, then it will confound and confuse the assessment of treatment outcomes.”

Regarding treatment, Larson said ideally producers will want to have medicine at the ranch ahead of when sickness hits.

“We have a lot of effective treatment options for respiratory illness, so it is good to have those on hand and know the dose and route of administration for the products you will need to use when that sickness arises,” Larson said. “Most cattle will respond to treatment and show improvement. but some will not, so it is important to talk to the veterinarian ahead of time to plan that next step.”

Lubbers said this conversation also establishes the veterinary client patient relationship (VCPR) contract that is legally needed for producers to administer treatment to the animals without the veterinarian performing an exam first.

“Along with having a valid VCPR, producers will also need to keep an accurate record of when treatments were administered,” Lubbers said. “All products have a withdrawal time that must be adhered to and so we don’t want to send them on for sale or processing if they have residues in their systems.”

White agreed and said he recommends producers hold the calves on the property until they’ve cleared the withdrawal time.

“I don’t always know what happens to the calf once they leave my place so I always make sure the calves are out of the withdrawal time before they leave the ranch,” White said.

Lubbers also recommended that producers share those health records with the calf’s next owner.

Also, along with antibiotic treatment, Larson said it is important to include comfort care in the illness plan.

“A good nursing care plan includes offering the sick calves dry bedding to lay on, providing them palatable feed and moving them away from others in the herd so they don’t have to compete with their penmates,” Larson said. “Those attentions to detail are important in the recovery of that animal.”

KSRE Cattle Chat: Creating a care plan, experts say it's time to make a treatment plan

Kansas Wesleyan has received a $700,000 gift from the estate of Gretchen Morgenstern, a former member of the KWU Board of Trustees. The gift is believed to be one of the ten largest single gifts from an individual in school history.

“We are extremely appreciative of this generous gift,” said Ken Oliver, KWU’s executive vice president of advancement and university operations. “KWU was just a small part of what Gretchen Morgenstern gave to the community, and we are truly grateful to have been a recipient of her service. She clearly was an individual dedicated to serving her community, and that is worthy of enduring respect.”

Morgenstern was well-known for her service work in the community prior to her 2022 passing. Her obituary notes that she was a foster parent to 75 children during a 12-year period ,and she served as both vice president and treasurer of the Saline County Foster Parent Association. In addition to that and her work at KWU, she was board chair of Youthville, a Kansas nonprofit, board president of the Salina YWCA and president of the Salina chapter of the American Association of University women. She was a lifelong member of First United Methodist Church of Salina.

The gift will become a part of KWU’s endowment and be used to fund additional student scholarships. It boosts the total raised by the university’s Power of AND Campaign to nearly $34 million.

Steve Heiser spreads a positive message by actively participating in the betterment of his local community. This resilient hero works diligently behind the scenes, shoulder to shoulder with neighbors and friends.

People in north central Kansas benefit greatly from the countless hours that community champions spend on tasks like picking up the garbage, farming the land, volunteering, nursing the sick, and maintaining our roads and electrical grid.&nbsp;

As we embark on this mission to thank the seldomly thanked, Salina Post invites you to open your hearts to the incredible stories of these unsung heroes — these Community Champions.

Steve Heiser, a snowplow driver for the Saline County Road and Bridge Department, arrives early on snow days to work, prepared to tackle slushy, snow-packed roads.&nbsp;

On a weather event day, he usually beats his coworkers to the shop and prepares snowplow 19-10, filling its tanks with hundreds of tons of salt and, sometimes, thousands of gallons of magnesium chloride for bitter-cold days.

"I'm usually one of the first ones here," Heiser said. "I'm just itching to get out there and start."

Heiser began snowplowing for Saline County a decade ago, but his experience stretches another decade before that.&nbsp;

He first started snowplowing in Tulsa, OK, and after five years there, he moved to Kansas and snowplowed for the Kansas Department of Transportation across the state for another five years.

Heiser started at Saline County Road and Bridge in 2013.

"I love it," Heiser said. "I look forward to the accomplishment of doing my job, how well I can do it, and help the public be safe."

Long before he began scraping snow and ice off roads, Heiser was born and raised in Lincoln, KS, and joined the United States Army after high school for 24 years. Heiser said he served in Iraq and Saudi Arabia while in the Army.

After leaving military service, he moved to Oklahoma, where he lived for 20 years before returning to Kansas.

The Saline County community named all of Road and Bridge’s snowplows last winter, and Snowplow 19-10, Heiser’s snowplow, is called “Subzero Swiffer.”

The fleet of snowplows also includes 17-2 or “Dwight D. Icenplower,” 232 or “The Big LaPlowski,” 230 or “Scoop Dog,” 238 or “Betty White Out,” 19-1 or “Snow Daddy,” 263 or “Darth Blader,” and 22-4 or “Snowy McSnowface.” 

On snowy days, the Road and Bridge website provides a <a href="https://portal.snowpaths.com/public/983282/983283">live map tracking each snowplow’s location</a>.

Before the fleet leaves the shop during snow events, Saline County Road Superintendent Ted Sears makes decisions based on the weather.

“Once I make the decision and get everybody called in, the trucks have assigned routes,” Sears said. “Everybody knows where they’re going, so they just get loaded up and get going. We’ve got predetermined amounts of salt to put down based on the storm.”

Heiser covers the sixth route, which stretches from Assaria to Falun and to the county line. On Saturday, Nov. 25, Heiser helped with another course due to one of the other snowplows breaking down.

“I did mostly all the north, northwest and south, southwest,” Heiser said. “Saturday, I put in 220 miles and on Sunday, 180.”

For each mile, snowplows will usually spread around 250 to 300 pounds of salt per mile on a single-lane road and about 400 to 500 pounds on double-lane highways. When the weather is more severe, Sears said they will use around 800 pounds of salt per mile and use magnesium chloride alongside.

On Saturday and Sunday, Sears said they used 300 pounds of salt per mile, meaning Heiser likely spread about 60 tons across West Saline County and cleared 400 miles of blacktop throughout the weekend.

One aspect Heiser said he enjoys is his coworkers and leadership, citing the team's camaraderie. According to Sears, Heiser has a positive impact on the entire fleet.

“It’s easier for me to have people that want to come to work,” Sears said. “Amazingly enough, most of the guys want to come to work no matter how much they bellyache about it.”&nbsp;

“It gets infectious when people want to come in early, they see somebody coming in and they’ll want to come in, and it’s just a trickle-up effect.”

 </figure><h2>Steve Heiser</h2>Steve Heiser, a snowplow driver for the Saline County Road and Bridge Department, arrives early on snow days to work, prepared to tackle slushy, snow-packed roads.&nbsp;On a weather event day, he usually beats his coworkers to the shop and prepares snowplow 19-10, filling its tanks with hundreds of tons of salt and, sometimes, thousands of gallons of magnesium chloride for bitter-cold days."I'm usually one of the first ones here," Heiser said. "I'm just itching to get out there and start."Heiser began snowplowing for Saline County a decade ago, but his experience stretches another decade before that.&nbsp;<figure>

"I look forward to the accomplishment of doing my job, how well I can do it, and help the public be safe."Long before he began scraping snow and ice off roads, Heiser was born and raised in Lincoln, KS, and joined the United States Army after high school for 24 years. Heiser said he served in Iraq and Saudi Arabia while in the Army.After leaving military service, he moved to Oklahoma, where he lived for 20 years before returning to Kansas.<h2>More than just clearing roads</h2>The Saline County community named all of Road and Bridge’s snowplows last winter, and Snowplow 19-10, Heiser’s snowplow, is called “Subzero Swiffer.”The fleet of snowplows also includes 17-2 or “Dwight D. Icenplower,” 232 or “The Big LaPlowski,” 230 or “Scoop Dog,” 238 or “Betty White Out,” 19-1 or “Snow Daddy,” 263 or “Darth Blader,” and 22-4 or “Snowy McSnowface.” On snowy days, the Road and Bridge website provides a <a href="https://portal.snowpaths.com/public/983282/983283">live map tracking each snowplow’s location</a>.Before the fleet leaves the shop during snow events, Saline County Road Superintendent Ted Sears makes decisions based on the weather.<figure>

 </figure>“Once I make the decision and get everybody called in, the trucks have assigned routes,” Sears said. “Everybody knows where they’re going, so they just get loaded up and get going. We’ve got predetermined amounts of salt to put down based on the storm.”Heiser covers the sixth route, which stretches from Assaria to Falun and to the county line. On Saturday, Nov. 25, Heiser helped with another course due to one of the other snowplows breaking down.“I did mostly all the north, northwest and south, southwest,” Heiser said. “Saturday, I put in 220 miles and on Sunday, 180.”For each mile, snowplows will usually spread around 250 to 300 pounds of salt per mile on a single-lane road and about 400 to 500 pounds on double-lane highways. When the weather is more severe, Sears said they will use around 800 pounds of salt per mile and use magnesium chloride alongside.On Saturday and Sunday, Sears said they used 300 pounds of salt per mile, meaning Heiser likely spread about 60 tons across West Saline County and cleared 400 miles of blacktop throughout the weekend.<figure>

 </figure>One aspect Heiser said he enjoys is his coworkers and leadership, citing the team's camaraderie. After years of discussions on a multimillion-dollar housing project just south of Magnolia Road, the Saline County Commission granted consent to the City of Salina to begin Phase One since the first phase outlined by the housing developer sits on unincorporated county property.

The City of Salina entered a development agreement with Overland Park-based housing developer Salina Destination Development LLC, or SDD, on Nov. 6. It was finalized on Nov. 17 this year, leaving just 45 days for the city to annex the county land.

A $25 million housing grant from the state will fund most of the planned one and two-bedroom apartments, with an additional $10 million rounding out the entire $35 million industrial revenue bond, or IRB.

An IRB exempts the developer from paying property taxes for a predetermined amount of time. For Salina, it will be 10 years. The IRB for SDD also provides another incentive, a sales tax exemption on construction materials for the project.

The IRB for SDD also provides another incentive, a sales tax exemption on construction materials for the project.READ MORE:&nbsp;<a href="https://salinapost.com/posts/7d23c670-38c5-4f77-a9ab-9b9d068822b7">Salina City Commission approves multimillion-dollar housing incentive package</a>County Commissioners saw the issue during its Tuesday, Nov. 28 meeting and voted unanimously to allow the city to issue the IRB for the project.According to County Administrator Phillip Smith-Hanes, the property for Phase One lies in what the county and city named "The Doughnut Hole," a piece of unincorporated county land surrounded by city property."The city has started the process of annexing the land, but they don't feel that the annexation will be complete by the time they have to issue the bonds," Smith-Hanes said. "We did this with the Kubota property down on South Ninth Street — it was the same situation where it was a timing issue."Smith-Hanes encouraged the commission to direct questions to Salina Assistant City Manager Shawn Hennessee, to which Commissioner James Weese spoke first.Weese asked Hennessee why the city did not annex the land sooner if the project had been a possibility for years."When we initiated the RFP [Request for Proposals] process, we received literally a smorgasbord of different proposals," Hennesse said. "In this case, what we did was we opened it up and said, 'Give us your ideas on where you would like to put this multifamily housing,' so we went through that process."The city proposed multiple sites across town, providing developers with options for where to place the multimillion-dollar project. Once SDD entered a DA with the town, it committed the company and the city to the large-scale project."It wasn't until relatively recently that we knew that this is where they wanted to put in the development for this property," Hennessee said. "Both the developer and the city wants that [the DA] because then that has those mutual commitments once the DA is signed."Saline County Commission Chairman Robert Vidrickson asked why the city had not annexed locations like "The Doughnut Hole" and other unincorporated property surrounded by city jurisdiction. According to Smith-Hanes, after some cities began rapidly annexing land in the 1980s to try and compete with other close cities, the state imposed more restrictions for city annexation of county property."Annexation in Kansas used to be fairly open, but as with many things, Johnson County spoiled it for the rest of us," Smith-Hanes said. "Lenexa, Overland Park and Olathe got into annexation wars back in the 80s trying to grab land that they felt would be useful for future development.""As a consequence of that, the legislature came back and really restricted the ability of cities to annex unless there's a specific purpose or consent."Hennessee agreed with Smith-Hanes on why the city waited to have the DA in place before annexing the unincorporated property.County Commissioner Joe Hay commented on the public's interest in the project."I hear from people all the time, 'We want to see Saline County grow, we want to see Salina grow,' but we can't do that without housing," Hay said.
