Saline County Jail Bookings, Nov. 18

For more than a quarter-century, the Georgetown Santas have delighted visitors with their annual holiday tradition in Salina, and this December will be no different. The Georgetown Santas event will take place December 21-23 from 6:30 to 9:00 p.m. each evening on Georgetown Road.

During the three-night event, the Santas and their cheerful team of elves will hand out candy and freshly popped popcorn to visitors, spreading the Christmas spirit to all who stop by.

The tradition began in 1999 with Santa Jack Schmiedeler, who stood at the end of his driveway, waving at passersby and handing out candy to those who stopped. The following year, Santa Paul McDaniel joined the effort, and soon, Santas Pete Martin, Mike Chaput, and Mel Augustine became part of the team. With their growing group of helpers—Justin Martin, Virgil Michaelis, and Larry Thompson—the Santas added freshly popped popcorn to their offerings.

What started as a small gesture has grown into a cherished Christmas tradition, drawing thousands of visitors each year. From local neighbors arriving on foot to travelers from out of state, the Georgetown Santas greet everyone with joy. Each season, they distribute hundreds of pounds of candy, thousands of candy canes, and more than 350 pounds of popcorn over the course of the event.

Saline County Jail Bookings, Nov. 17

Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 3.4% in October. This is an increase from 3.3% in September and an increase from 2.6% in October 2023, according to a media release from the agency.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 200 from September. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 1,500 over the month, while government increased by 1,300.

The unemployment rate in Saline County is up slightly from 2.8 percent in September to 3.1 percent in October The rate is also up in Dickinson County but dropped from 5.7 to 4 percent in Ellsworth County.&nbsp;

“Job estimates for the private sector in Kansas have increased by 1.3% over the year, despite a small decline over the month in October,” said labor economist, Emilie Doerksen. “Nominal hourly earnings also experienced strong growth over the year, increasing by 5.1%.”

Since October 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 20,900. This change is due to an increase of 15,900 private sector jobs and an increase of 5,000 government jobs.

Jobless rate up slightly in Saline County

Kansas Bureau of Investigation Release

The Kansas Bureau of Investigation (KBI) completed its investigation into the July 24 officer-involved shooting resulting in the death of Jesse Wray, of Salina.

KBI’s investigation included shooting reconstruction, forensic testing of evidence, interviews of witnesses and first responders, autopsy, and a review of video footage including body-worn cameras, dashboard cameras, and surveillance videos. These investigative efforts resulted in a thorough understanding of the events of this critical incident.

Findings indicated that when officers from Salina Police Department (SPD) took Larry Wray Jr. into custody on a warrant, an officer saw Jesse Wray inside the detached garage, pointing a gun at him. Jesse Wray had a warrant for his arrest, so officers retreated and called for further assistance. Additional SPD officers and the Kansas Highway Patrol (KHP) arrived on scene, and were made aware that Wray was in possession of a firearm. Wray did not comply with multiple commands to “come out with your hands up” and similar directives.

After a period of time, officers observed smoke and flames coming from the garage, and the garage door began to open. A female subject exited the garage first, with her hands up, and Wray ran out behind her. Wray ducked behind a parked truck in the driveway where he crouched in what appeared to be a shooting stance, extending his hands in front of him and toward officers. Two officers from SPD fired nine rounds, but no rounds struck Wray.

Wray then ran to the west side of the garage where KHP troopers and a SPD officer were positioned. He emerged face-to-face with them. A trooper and an SPD officer fired four shots, fatally wounding Wray. Only 6.35 seconds passed from the initial gunfire at the front of the garage to the final shots on the west side.

The Office of the State Fire Marshal investigated the fire that occurred in the unattached garage. They determined the fire was intentionally set. A black BB gun, that was manufactured to look like a revolver, was recovered inside the fire-damaged garage.

On Nov. 4, the KBI received a letter from Saline County Attorney Jeffery Ebel summarizing his review of the officer-involved shooting case. He stated, “The video is clear that there is not a gun in his hand at this time [when Wray exits the garage and takes position], however, the gesture and body posture would lead any reasonable person to believe that a gun was being raised and pointed at officers.”

In reference to the subsequent shots fired by the trooper and SPD officer, County Attorney Ebel determined, “Both officers stated they heard shots from a handgun and both attributed those shots to Wray, as they knew he had a gun and heard yelling.”

“Under Kansas law, and the facts of the case, I conclude that the officers are immune from prosecution and no criminal charges can be filed against the officers because any reasonable officer would believe that the use of deadly force was justified,” said Ebel.

The other weekend I watched two deer wander out of a creek bed and meander through a meadow until they caught a scent they didn’t like and took off running. After a few strides, it was difficult to pick out their tan hides against the khaki grasses as they ran toward the tree line in the distance.

I was walking in a local park at the time so I could safely admire the quick, graceful escape. There’s been plenty of times where I wasn’t so happy to see a herd of deer galloping, mainly along the side of the road when I’m driving.

Thankfully I’ve never had the misfortune of hitting one with a vehicle, though there’ve been several close calls. Oddly, though, my close encounters have usually come during the summer months rather than this time of year when deer are more active when people are likely to be heading to and from work.

There are plenty of reasons for fall to be the peak season for vehicles to collide with deer, but the main ones are the animals are most active at dawn and dusk. In the fall, that activity coincides with most peoples’ commutes. It’s also the time of year deer wander farther than normal and are less wary of potential hazards as they seek to find a mate, which increases the chances they cross paths with you.

The Kansas Department of Parks and Wildlife has the following advice on how to avoid deer collisions:

Watch for more than one deer, as they seldom travel alone.

-Reduce speed and be alert near wooded areas or green spaces such as parks or golf courses and near water such as streams or ponds.

-Deer crossing signs indicate where high levels of deer/vehicle crashes have occurred in the past.

-Use your bright lights to help you detect deer as far ahead as possible. 

-Don’t swerve to avoid hitting a deer – the most serious crashes sometimes occur when drivers swerve and collide with another vehicle or run off the road and hit an obstacle.

-Always wear a seat belt and use child safety seats for the kids.

If you’re driving in Kansas anytime of year, these tips will serve you well, but they’re especially important in the fall. Deer are also just one more reason to keep your eyes on the road when traveling. In 2022, 37 percent of single-vehicle crashes in Kansas involved a deer. There were also 575 injuries reported and six deaths.

If you do hit a deer, pull as far onto the shoulder as you can or off the road entirely if possible. Engage your emergency flashers and contact local law enforcement or Kansas Highway Patrol. Don’t attempt to remove the animal from the roadway.

Beware of the deer. Remember slow and steady is the best course, and it’s always better to be late than never arrive.

Winter injury has been a common problem on young and even mature trees here in central Kansas over the last several seasons.&nbsp; Winter tree injuries are frustrating because the damage may not be seen or noticed until much later the following year.

Winter injury can come in the form of sunscald/freeze injury or winter desiccation (drying) damage.&nbsp; New and young trees and evergreens are the most susceptible to winter injuries.&nbsp; Proactive measures can help reduce this type of damage in 2024-25.

Sunscald is a term for the cracking and splitting of tree bark caused by rapid heating or cooling. It can occur both in the extreme heat of summer and during the winter.&nbsp;&nbsp;&nbsp; 

A typical winter day in Kansas may be sunny and 40-50 degrees. High-intensity sunlight occurs at lower angles during the winter, heating the south and southwest sides of tree trunks. The heat can cause cells to come out of dormancy and become active.&nbsp; 

Once the sun sets or the weather quickly turns below freezing the active cells and conductive tissue are killed.

Symptoms of sunscald initially appear as sunken and discolored bark, which later cracks, splits, and falls off the tree in patches. Thin-barked trees are especially prone to sunscald. Maples, fruit trees, willows, lindens, honey locusts, some oaks and many other trees can easily be damaged, especially when young.

New and young trees can be wrapped to minimize winter sunscald. Commercial wraps, such as corrugated plastic guards or crepe paper, are easy to use. Plastic guards slip around the trunk, while crepe paper-style wraps should be applied upward from the base to just above the lowest branches, overlapping about one-third with each turn.

Wrap trees from November to April (Thanksgiving to Easter) to help shield trunks from sunlight and heat. Paper-type wraps should be removed in spring to avoid pests that may get underneath. Repeat this process each winter until the bark thickens and becomes corky. Wraps also help protect against feeding damage from rabbits and rodents, which can harm young trunks during winter.

Desiccation means drying out.&nbsp; A dry winter is stressful on any tree, especially on evergreens.&nbsp; All plants continue to transpire during the winter, and freezing plant tissue or frozen soil may restrict water conduction.&nbsp; When water loss through transpiration isn’t replaced, winter drying kills portions of the plant.&nbsp; Winter desiccation is worse on the side of the plant facing the wind.

Freeze injury can occur even when soil moisture is adequate and is usually the result of extreme temperature swings during mid-winter. In Kansas, warm January days can cause trees to lose their acclimatization to cold, making them more vulnerable if freezing temperatures return suddenly.

Prevent desiccation by ensuring that trees and woody plants have access to moisture throughout the winter. Recent rain has helped provide some soil moisture, but this needs to be monitored throughout the winter, especially on young trees and evergreens.&nbsp;

 If conditions become dry, a mid-winter watering will be of great benefit.&nbsp; Trees and shrubs can be watered when needed during the winter on days when the temperature is at least 40 degrees, and the soil isn’t frozen.

GRAVES: Take action to avoid winter tree injury

Over the weekend, a Salina house fire left four international Kansas Wesleyan men's soccer players with next to nothing, destroying most of their belongings.

While the devastation was great, the response from the Salina community has been nothing short of inspiring, and the four players,&nbsp;Mateo Hoyos, Andres Ruiz, Gerardo Garcia, and Sebastian Fernandez, have quickly gotten back on their feet.

“It’s been incredible to see the way this community has come together around these kids, dropping off all sorts of things," KWU men's soccer coach Bruce Palmbaum said. "People have taken them to Dick’s and Wall Mart, Bethany College sent over gift cards, the other coaches and teams have sent us stuff. I’ve never seen anything like it.”

This effort has extended well beyond just the KWU community, with everyone from local businesses, to local high schools, and even rival schools pitching in.

In addition to physical donations made to the players, team, and school, the GoFundMe put online by Hoyos has already raised over $10,000 of its $50,000 goal.

Earlier this year, Hoyos, Ruiz, Garcia and Fernandez helped Kansas Wesleyan earn the Champions of Character Award for their work helping others in the Salina community, work they did with no notion of how much they might one day need from the very community they chose to serve.

“I’m sure that KWUs position in the community has had a lot to do with this response," Palmbaum said. "Our team, and these kids in particular, have done a lot of work in the Salina community, and I think people really grew to like those boys before this ever happened.”

Salina community rallies around four KWU MSOC players victimized by house fire

McPherson Fire Department Press Release

Just before 4 p.m., the McPherson Fire Department was dispatched to an automatic fire alarm at a commercial building in the 1000 block of West Kansas Avenue.

Responding crews found a commercial building with smoke coming from the building. Fire crews made entry and found heavy smoke conditions in the building. Crews found the engine compartment on a forklift on fire.

The sprinkler system in the building had activated and the fire was contained to the forklift. While searching for the fire within the building, two firefighters fell into a partially uncovered pit used for automotive repairs. One of the firefighters was assisted from the building and was transported by McPherson EMS to Hutchinson Regional Medical Center for treatment of a lower leg injury. The firefighter was treated and released but will need follow-up care for the injury.

After extinguishing the fire, the smoke was cleared from the building. The Kansas State Fire Marshal’s Office responded to assist with the fire investigation.

McPherson Fire had 4 apparatus and nine personnel on scene. In addition to McPherson EMS, McPherson PD, McPherson BPU and Kansas Gas Service assisted at the scene.&nbsp;&nbsp;

Salina Area Technical College Salina Area Technical College received a $600,000 grant from the Patterson Family Foundation, which is based in Kansas City, Missouri.

The legacy of Neal and Jeanne Patterson is carried forward through the Foundation’s mission of “Working together to help rural communities thrive.” The Foundation’s philanthropic reach spans 119 counties across Kansas and western Missouri with populations of 50,000 or less. Salina Tech’s service area includes five counties within the Patterson Family Foundation’s catchment area.

Salina Tech President Greg Nichols is pleased with the opportunities this will bring to fortify rural Kansas.

“Salina Tech has reached out to all of our service area and further into rural Kansas,” Nichols said. “We have built partnerships with schools to bring technical and general education to their community, and we provide it here on campus.”

“One of the most enjoyable parts of higher education is seeing how people come together,” Nichols said. “We see people who compete in their high school activities, then come on campus and collaborate to learn.”

Vice President of Student and Academic Affairs Jennifer Callis noted enrollment trends in rural Kansas in a recent presentation to the Board of Trustees. 

“We are reaching more than just Saline County,” Callis said. “Many students from all over the state are coming to Salina Tech.”

Over the past five years, Salina Tech’s rural enrollment has exceeded 500 students.

“The numbers show technical education is thriving,” Nichols said. “More importantly, our enrollment increases have come from younger demographics.”

Salina Area Technical College showed an increased enrollment of 43.4% over a five-year period for students less than 18 years old. Similar increases occurred for ages 18-19 and 20 – 24, with 30.5% and 55.2%, respectively.

“We are so pleased that the Patterson Family Foundation chose to support the important work done by so many here at Salina Tech,” Nichols said. “They are helping in so many programs.”

This Thanksgiving Holiday, make sure to buckle up, Kansans. If you don’t make occupant protection a habit now start a new tradition.

Beginning November 21 through November 30 the Salina Police Department (SPD) will join many other law enforcement agencies across the state, including the Kansas Highway Patrol, in the Kansas THANKGIVING SAFE ARRIVAL traffic enforcement campaign. 

Although all Kansas Traffic Laws will be enforced, this extra provision will be actively enforcing our occupant protection laws. SPD will also provide education that serves as a reminder that BUCKLING UP SAVES LIVES.

Don’t be a turkey, buckle up, every trip, every time. It’s your best defense in case of crash. Do it, if not for you, do it for them.

In the heartland of America, Kansas veterans are engaged in a relentless battle—a war that rages within their own minds. As we approach Veterans Day, it's vital&nbsp;to shine a spotlight on the mental health challenges that our country's defenders are grappling with.

According to The National Center for Veterans Analysis and Statistics, approximately 195,000 Veterans call Kansas home. While the mental health crisis among veterans is not unique to Kansas, it is acutely felt in this Midwestern state. According to recent surveys, a staggering 91% of injured post-9/11 veterans live with severe mental health conditions [1]. This statistic is more than just a number; it represents thousands of Kansas veterans struggling with invisible wounds that impact their daily lives and those of their families.

Post-traumatic stress disorder (PTSD) is a pervasive and significant mental health issue that plagues many veterans, not just in Kansas but across the nation. Approximately one in five veterans who served in Iraq or Afghanistan in Kansas battle with PTSD or major depression [1]. This condition can manifest in a myriad of ways, from haunting nightmares and constant vigilance to difficulties in maintaining relationships and employment.

Depression and Anxiety: The Unseen Battle

Depression and anxiety often go hand-in-hand with PTSD. These conditions can be debilitating, affecting every aspect of a veteran's life. The isolation and stress brought on by the COVID-19 pandemic have only exacerbated these issues, with both veterans and non-veterans reporting a higher prevalence of mental health problems during this time [2].

Substance Abuse: A Dangerous Coping Mechanism

Many veterans turn to alcohol or drugs to cope with their mental health challenges. This self-medication can lead to substance abuse disorders, creating a vicious cycle that's difficult to break without professional help.

Perhaps the most alarming statistic is the suicide rate among veterans. Nationally, veterans are 1.5 times more likely to die by suicide than non-veterans. In Kansas, this translates to a significant number of lives lost each year, leaving families and communities devastated.

Despite the severity of these mental health challenges, many Kansas veterans face significant barriers to accessing care:

There are no foot pursuits today—just a “hoof pursuit” in western Saline County, according to a social media report from Trooper Ben Gardner.

"Some cows broke through a fence and were heading toward the interstate, but we’re mooooving right along with them to keep everyone safe," Trooper Ben said.&nbsp;

"It’s illegal to walk along the interstate as a pedestrian—and that rule applies to cows too. You never know what you’ll run into on Kansas roads—sometimes it’s not fast drivers, but fast cows," Trooper Ben said.&nbsp;

The Saline County Sheriff's Office is investigating a burglary and vehicle theft at a residence in the 4900 block of East North Street. The theft occurred between 7 a.m. and 12:30 p.m. on Wednesday while the homeowners were at work.

According to Saline County Sheriff Roger Soldan, the homeowner left for work at 7 a.m. but realized at 12:30 p.m. that the house alarm system had not been set. Although the house was unlocked, she activated the alarm remotely using her phone.

"When she came home after work, she came into the house and saw some muddy footprints in the kitchen. Then she walked around the bedroom and saw some shoes that were disturbed," Soldan said. "The only thing they can see missing from the house is a Walther PP .22 pistol valued at $300."

The homeowner also reported the theft of a white 1991 Jeep Renegade with a black top, valued at $5,000, from the shed.

Soldan said the burglary and vehicle theft may be connected to a Salina Police Department (SPD) pursuit the previous night. 

Soldan said the pursuit ended with a suspect abandoning a vehicle about a quarter mile from the residence where the Jeep Renegade was stolen. Soldan said it is possible that the suspect took shelter in the area before burglarizing the residence.&nbsp;

SPD Cpt. James Feldman said the pursuit began at 1:30 a.m. on Wednesday when an officer attempted to stop a white 2005 Nissan Maxima for speeding in the 400 block of North Santa Fe.

Soldan said the pursuit ended with a suspect abandoning a vehicle about a quarter mile from the residence where the Jeep Renegade was stolen. Soldan said it is possible that the suspect took shelter in the area before burglarizing the residence.&nbsp;SPD Cpt. James Feldman said the pursuit began at 1:30 a.m. on Wednesday when an officer attempted to stop a white 2005 Nissan Maxima for speeding in the 400 block of North Santa Fe."The vehicle fled eastbound on East North Street, reaching speeds of up to 100 mph and running multiple stop signs," Feldman said. "The pursuit continued into the county."After the suspect pulled into a driveway in the 700 block of North Cunningham, he left the vehicle.&nbsp;The driver fled on foot and was not located. According to Feldman, a 28-year-old female from Salina, who was a passenger in the Nissan, remained in the vehicle and was not charged with any crimes.&nbsp;Sheriff Soldan noted that the pursuit ended about a quarter mile from the residence where the burglary occurred. It is possible the suspect took shelter in the area before committing the crime.Feldman said a possible suspect has been identified, but no arrests have been made.
