SALINE COUNTY —Law enforcement and school district officials in&nbsp; Salina are investigating a teacher on felony allegations.

Over the weekend, a parent of a 16-year-old boy, reported to the Salina Police Department suspicious text messaging between the teen and a teacher at South Middle School, according to Salina Police Captain James Feldman.

Police conducted an investigation with the cooperation of USD 305 and determined the teacher, 47-year-old Amanda Freeman, had furnished the juvenile, and possibly other juveniles, with alcohol and THC products. 

Just after 3p.m. Tuesday, Freeman was arrested and booked into the Saline County Jail on requested charges of Felony Contributing to a Child’s Misconduct, Aggravated Endangerment of a Child, Distribution of Marijuana, Possession of Marijuana, Possession of Drug Paraphernalia, Unlawful Social Hosting and Furnishing Alcohol to a Minor, according to Feldman.

As the removal process for the 'log jam' along the Smoky Hill River near Bill Burke and Indian Rock Park continues, heavy rainfall from this week's storms have increased water flow.

With Saline County currently under a <a href="https://salinapost.com/posts/47201a02-c69f-4e88-821f-1249ddac25e2">flood warning</a>&nbsp;until Wednesday, the Saline County Emergency Management team stated heavy rainfall of up to 12 inches has caused widespread flooding across the western half of the county. This has also also caused rising river levels that are expected to continue through Wednesday.

Here is a list of current river conditions for the Smoky Hill River as of Tuesday morning:

According to Utilities Director for the City of Salina Martha Tasker, the rainfall from the rivers (listed above) have come through the log jam near Bill Burke and Indian Rock Parks. She added that a projection of water flow rate is expected to be peaked by 1:00 pm on Wednesday.

Tasker stated the Cubic Feet per Second (water flow rate) right now is 3,290 cfs and is anticipated to rise up to 4,050 cfs by tomorrow (unofficial). This would make the water levels rise up by a couple feet of where it is currently at.

🎥 Saline County storms increase water flow along Smoky Hill River's "log jam"

CLOUD COUNTY —Law enforcement are investigating a suspect for a violent knife attack in north central Kansas.

Just before 9:30p.m. Monday, police were dispatched to the 200 Block of West 11th Street in Concordia after a report of a victim with a stab wound, according to a media release from Concordia Police Chief Brent Gering.

First responders located a victim with a life-threatening stab wound and multiple defensive wounds. The Concordia Fire Department rendered aid to the victim and transported the victim to North Central Kansas Medical Center. The victim was later transferred to Salina Regional Health Center.

Officers located the suspect, later identified as 39-year-old Martin Santos Ambros. Officers placed him in handcuffs. He then attempted to escape custody and was unsuccessful.&nbsp; The scene was secured and evidence collected. Santos-Ambros is being held in the Cloud County Jail on requested charges of attempted-murder in the 2nd degree-domestic and Felony interference with law enforcement.

Kansas State Fair sees strong opening weekend

The Central Mall on S. 9th in Salina, is potentially looking to be completely converted into an estimated $146 million project.

After the Salina Commission meeting on Monday, September 8 developer of the potential project, Rick Warner presented to Commissioners a $146 million project called "Destination Salina" that would renovate the entire Central Mall property. 

According to Warner, Destination Salina (if approved) would renovate the current AMC theater into a "state of the art" space, build a 60,000 sq. foot convention center with a hotel that would take place the JCPenney store, install a 'Top-Golf type facility' (not guaranteed) and a family entertainment district.

Before this project moves forward, the City would need to apply for&nbsp;<a href="https://www.kansascommerce.gov/program/community-programs/star-bonds/">STAR Bonds</a>&nbsp;with the Kansas Department of Commerce (KDOC).

STAR Bonds stands for "Sales Tax and Revenue Bonds" that is a financing tool, allowing Kansas municipalities to issue bonds to finance the development of major commercial, entertainment and tourism projects. The bonds are paid off through the sales tax revenue generated by the development.

The intent of STAR Bonds, is to increase regional and national visitation to Kansas. In this case, Salina.

If STAR Bonds were to get approved by the KDOC, City Manager Jacob Wood explained the State would also need to approve the dollar amount of how much incentive(s) they would allow from STAR Bonds to be put into Destination Salina. Furthermore, Wood said the City would then need to conduct a public hearing and pass an ordinance that would create the district for it (designating a specific geographic area for a major entertainment or tourism-related development project).

Afterwards, the City would need to create a development agreement and work on details with additional incentives such as the Community Improvement District, Tax Increment Financing, Transient Guest Tax and Sales Tax Exemption on Construction Materials.

Commissioner Mike Hoppock clarified that this project will 'not risk any general local tax dollars.'

Mayor Greg Lenkiewicz commented on 'capitalizing' the Destination Salina project.

"The choice to either let the Central Mall run its course, which is obviously not a great one, and we have the opportunity to revitalize the area...We capitalize on it," he said.

"We either have to try and move forward with a plan like this, or we just allow the property to sit there," added Hoppock. "In 5 years, we could look like the mall in Topeka that has already been torn down."

"I know 20-30 year olds with something as simple as going to a movie theater, they are leaving Salina to go to Wichita or Manhattan for a better movie experience," said Commissioner Jerry Ivey. "I can easily see this bringing in more people to town."

Hoppock also said the City is 'not trying to compete' with the current activity in downtown, but believes in 'taking care' of the Central Mall area.

"We have the ability to sustain both," he said.

According to Wood, the next steps for Destination Salina would be to conduct a public hearing for STAR Bonds, which is anticipated to possibly take place in 30-45 days.

🎥 Central Mall potentially looking to be renovated: Estimated project costs over $140 million

An inspection report from the&nbsp;<a href="https://www.cms.gov/">Centers for Medicare &amp; Medicaid Services</a> (CMS) on <a href="https://www.advenaclaycenter.com/">Advena Living of Clay Center</a>, revealed the reason why a total of 30 residents were evacuated from the nursing home.

According to the CMS report, an inspection conducted on Wednesday, August 6 revealed that 'mold' was present in 20 resident's room air conditioning vents, in the entryway of the facility, 4 empty rooms, a quiet room, the activity room and on the floors of west shower. During that time, the facility housed 30 residents and had only potentially 6 usable rooms, but did not have any signs of decontamination procedures in the occupied rooms that had mold.

The report further stated, the facility had 'not initiated an evacuation plan to mitigate the risk to the residents from the highly infectious mold.'

CMS stated the 'facility must establish and maintain an infection
prevention and control program designed to provide a
safe, sanitary and comfortable environment and to help
prevent the development and transmission of
communicable diseases and infections.'

Furthermore, CMS sampled 20 residents, including 6 with impaired respiratory function.

Based on the observation, Advena 'failed to
take immediate actions to safely relocate residents
from mold-contaminated areas and failed to
decontaminate facility areas populated and used by
residents.'&nbsp;

During the inspection of every room, it was determined that a 'thick, black-colored mold growing in all rooms on the one hundred hall, rooms 101
through 115 (no room 114), and rooms 201 through 210 on
the two hundred hall.' The inspection further stated 'this deficient practice placed
all the residents in the facility in immediate jeopardy
and at risk for complications related to mold exposure.'

However, Advena staff attempted/offered to bring all residents to the living or dining room, but some residents chose to stay in their rooms.&nbsp;

As mentioned in the report, 'one resident&nbsp;laid in his
bed without a mask or any protective equipment with
personal items all around the room. 8-10 facility staff then proceeded to spray bleach water in the rooms with black colored mold in the air vents and coils... The&nbsp;staff
who were cleaning the air conditioning vents and coils
stated they were not trained on how to clean black
mold.'

Mold has the capability of causing health problems and producing allergens,&nbsp;(substances that can cause
allergic reactions), irritants, and in some cases,
potentially toxic substances (mycotoxins), according to the report. Moreover, inhaling or
touching mold or mold spores may cause allergic
reactions in sensitive individuals. Allergic responses
include hay fever-type symptoms, such as sneezing,
runny nose, red eyes, and skin rash (dermatitis).


CMS stated, allergic reactions to mold are common and they can be
immediate or delayed. Molds can also cause asthma attacks in people with asthma who are allergic to mold. Additionally,&nbsp;mold exposure can irritate the eyes, skin,
nose, throat and lungs of both mold allergic and
non-allergic people, according to the report.

Information has not been disclosed, as far as the exact locations of where the residents were relocated.

According to Cara Sloan-Ramos of the<a href="https://www.kdads.ks.gov/">&nbsp;Kansas&nbsp;Department for Aging and Disability Services</a>&nbsp;(KDADS), KDADS cannot release any information on where the residents were relocated, due to 'privacy.' However, she stated all residents 'have been successfully relocated.'

According to the report, 'all residents were relocated to another facility on Thursday, August 7.'

Advena Living on Tenth (Topeka), Advena Living of Cherryvale and Advena Living of Fountainview (Rose Hill) all decided to leave "no comment" regarding the relocation of the residents.

Advena Living of Fountainview added they are not disclosing any information due to the<a href="https://www.hhs.gov/hipaa/for-professionals/privacy/laws-regulations/index.html#:~:text=End%20Notes-,Introduction,public's%20health%20and%20well%20being."> Health Insurance Portability and Accountability Act of 1996</a> (HIPAA). HIPAA, is a US federal law that sets national standards for protecting sensitive patient health information, ensuring the portability of health insurance between jobs and simplifying healthcare transactions.

Salina Post is currently awaiting responses from Advena Living of Bonner Springs, Clearwater and Woodlawn (Wichita).

&nbsp;Governor Kelly has directed flags throughout the State of Kansas be lowered to half-staff from sunup to sundown on Thursday, September 11, 2025, to honor those who lost their lives in the terrorist attacks on September 11, 2001.

Governor directs flags flown half-staff in honor of 9/11

Salina Police arrested a Sedgwick man, after backing up traffic with a semi-truck.

According to the Salina Police Department (SPD) on Monday, September 8 at around 1:00 pm, a report was made about a semi-truck that was stopped in the middle of the road on the 600 block of S. Ohio. The driver of the semi was reportedly loading a vehicle, but had tow straps lying across one of the northbound lanes, causing traffic to back up.

Drivers who were backed up, asked the driver of the semi identified as 47-year old, Justin Scott (Sedgwick, KS) to move the straps. Scott reportedly did not do so, and one of the backed up drivers (who was a male) decided to exit their vehicle and move the straps.

When the man did so, Scott pushed him and placed the straps back on the driving lane. Scott then grabbed a pipe from the semi and raised it at the man, as if he was going to hit him with it.

The man then ran back to his vehicle and drove off. As he was driving away, Scott allegedly struck his vehicle near the trunk area.

Officers arrived to the scene shortly after and arrested Scott. He was booked into the Saline County Jail on the following requested charges:

Aggravated Assault, Battery and Criminal Damage to Property.

Damage to the victim's vehicle was estimated to be around $2,000.

Sedgwick man arrested after backing up traffic with semi-truck

Chamber of Commerce to host first ever Salina Business Expo 

Male suspect turns himself in after allegedly assaulting another man inside a Salina home.

According to the Salina Police Department (SPD) on Friday, September 5 at around 5:00 pm, a male victim of assault reported to police that a man identified as 47-year old, Shaun Curtis (Abilene, KS) broke into their home on the 200 block of E. Minneapolis.&nbsp;

Reportedly, the victim knew Curtis and stated he had broken into the home because he was 'looking for a woman.' Once Curtis gained entry, he allegedly struck the victim&nbsp;multiple times in the face, causing a deep laceration above their eyebrow. 

Shortly after, Curtis left the home and was not found by SPD.

However on Monday, September 8, Curtis turned himself into the Saline County Jail where he was charged&nbsp;with Aggravated Burglary and Aggravated Battery.

The victim received medical treatment for their injuries at Salina Regional Health Center.

Suspect turns himself in after alleged domestic assault 

The US National Weather Service has issued a flood warning for Saline County, that has officially taken into effect now and will remain until Wednesday of this week.

According to Saline County Emergency Management, water levels for rivers and creeks have continued to rise from Monday's heavy rainfall. It was estimated between 4 to 10 inches of rain have already fallen across the county, leading to&nbsp;flooded roadways in Brookville&nbsp;and&nbsp;many rural routes that are waterlogged or impassable.

Additional rainfall is expected to occur late tonight (Monday, September 8) into Tuesday morning.&nbsp;Scattered showers and storms are possible, mainly east of Saline County.

Moreover, additional showers and storms are expected to develop from the west on Tuesday night into Wednesday morning, bringing extra heavy rainfall.

Then late Wednesday night into Thursday morning, another round of storms are possible.

Residents are urged to avoid unnecessary travel, allow extra time for commutes and use alternate routes where needed.

Expected to crest at 26.5 feet late tonight into Tuesday afternoon (Moderate Flood Stage). At this level, widespread agricultural flooding is expected. If high flow continues on the Saline River, water could back up on Mulberry Creek, flooding properties including the KOA campground.

Expected to crest at 26.6 feet late Wednesday morning or early afternoon (Minor Flood Stage).

W. Old 40 Highway between S. Reese and S. Wyman roads in Saline County, are reportedly closed due to flooding.

According to the Saline County Sheriff's Office, the Kansas Department of Transportation (KDOT) has placed road-closed barricades on W. Old 40 Highway between S. Reese and S. Wyman due to flooding.

The Sheriff's Office will update Salina Post once the highway reopens.

Cold temperatures are expected during the evening hours this weekend, with lows in the 40s.

According to the US National Weather Service (Wichita, KS), after a cold front passed through Central Kansas on early Friday morning, evening lows for tonight and Saturday evening are expected to be from 48-56 degrees.

Temperatures tonight and Saturday evening drop 20-25 degrees below normal, with highs in the 60s for Friday.

Accordingly, +2 inch sized hail and 60-70 mph wind gusts are possible.&nbsp;

According to the US National Weather Service (Wichita, KS) showers are expected to occur throughout the morning of Tuesday, September 2nd, Wednesday, Thursday evening and into the morning of Friday.

Mild temperatures are anticipated as well. The hottest day of the week being Wednesday with highs ranging from 83-90 degrees. 

Highs of 72-80 are expected for Tuesday, Thursday and Friday.

WASHINGTON — Two teenagers were arrested Friday on murder charges in the killing of a congressional intern for Kansas 4th District Congressman Ron Estes.&nbsp; A third suspect is still at large.

Eric Tarpinian-Jachym, 21, of Granby, Massachusetts, was fatally shot on the night of June 30 near Washington’s Mount Vernon Square. Both suspects in his killing — Kelvin Thomas Jr. and Jailen Lucas —are 17-year-old juveniles but are charged as adults with first-degree murder while armed, according to U.S. Attorney Jeanine Pirro.

Police have offered a reward for a third suspect identified as Naqwan Antonio Lucas.

Tarpinian-Jachym was an “innocent bystander” who wasn't an intended target of the gunfire, Pirro said at a news conference where she was flanked by D.C. Mayor Muriel Bowser and the city's police chief.

“Eric didn't deserve to be gunned down, and the system failed him — the system that felt that juveniles needed to be coddled,” Pirro said. “This killing underscores why we need the authority to prosecute these younger kids, because they're not kids. They're criminals.”

Tarpinian-Jachym was a rising senior at the University of Massachusetts Amherst. He was in Washington to work as a summer intern in the office of Rep. Ron Estes, R-Kansas.

In July, the House observed a moment of silence after Estes paid tribute to Tarpinian-Jachym, calling him “a dedicated, and thoughtful and kind person who loved our country.”

“We will never forget his presence and kindness in my office,” Estes said. “Those he met in his short term in my office will not forget him, either.”

Trump mentioned Tarpinian-Jachym's killing — but not his name — during an Aug. 11 news conference where he announced a federal intervention for a “public safety emergency” in the District of Columbia.

“Any level of gun violence in our city is unacceptable,” Bowser said.

Attorney General Pam Bondi said Friday's arrests are “a testament to President Trump’s efforts to make Washington, D.C., safe again.”

“The Department of Justice will continue our work to prevent other young people from suffering the same fate as Eric,” Bondi said in a statement. “We hope this brings some measure of solace to his family.”

The suspects, both district residents, exited a vehicle at an intersection and shot at two people riding bikes, including a 16-year-old male who was wounded, according to Metropolitan Police Department Commander Kevin Kentish.

Tarpinian-Jachym was struck by four shots. A woman who wasn't a target also was shot but survived, according to Kentish. Surveillance video helped investigators identify the three suspects, he said.

Online court records didn't immediately identify attorneys for the suspects.

MPD Chief Pamela Smith said she and Pirro spoke to Tarpinian-Jachym’s mother on Friday.

“Eric came to our city with a bright future ahead of him,” Smith said. “He deserved an opportunity to return home safely to his family, but was senselessly taken from his loved ones.”

Reward for arrest of suspect in DC killing of intern for Kan. Congressman

SHAWNEE&nbsp; COUNTY—Law enforcement investigating a deadly shooting in Topeka and have released the name of the victim&nbsp;Joseph Kaberline, 37, of Topeka, according to Topeka Police Lt. Ronnie Connell.

Just before 5p.m. September 3, police&nbsp;responded to a shooting in the 1000 block of NE Poplar Street in Topeka, according to Connell.&nbsp; As officers arrived in the area, they located two men suffering from life-threatening injuries. While on the scene, one individual, later identified as Kaberline was pronounced deceased by medical personnel. The second was transported by ambulance to a local hospital.

As a result of the investigation, Dalton Wolf Thompson, 28, of Topeka, was arrested and booked into the Shawnee County Department of Corrections on requested charges of Murder in the 1st Degree, Attempted Murder in the 1st Degree and&nbsp;&nbsp;Aggravated Battery

This is the 17th homicide investigation of 2025 in the city of Topeka, according to Connell.

Police ID Kansas man who died in shooting 

&nbsp;Israel launched a strike targeting Hamas' leadership in Qatar on Tuesday as they considered a U.S. proposal for&nbsp;a ceasefire in the Gaza Strip. The strike on the territory of a U.S. ally marked a stunning escalation and risked upending talks aimed at&nbsp;winding down the war&nbsp;and freeing hostages.

On social media, Kansas U.S. Senator Roger Marshall criticized the Israeli action.

Marshall wrote. 'I fully agree with President Trump. At the request of the U.S. and Israel, Qatar is mediating a peace agreement.

The Israeli attack on allied soil, where approximately 10,000 American troops are stationed, is highly ill-advised.

Grateful that Secretary of State Rubio is finalizing a Defense Coordination Agreement with Qatar to prevent Israel from repeating this action."

The Kansas Highway Patrol reported a 2011 Chevy Malibu driven by Morgan L.&nbsp;Wakefield, 29, Mound City, was northbound&nbsp;on U.S. 169&nbsp;approximately 6 miles south of Humboldt.

The car crossed the center line and struck a 2018 Ram 1500 driven by Shawn M.&nbsp;Petterborg, 52, Stockton, Kansas.

Wakefield was pronounced dead at the scene. EMS transported Petterborg to Wesley Medical Center. EMS transported passengers in the pickup identified as Angie J. Hale, 50; Caitlyn E.&nbsp;Hale, 31, and a 9-year-old girl all of Independence, Kansas, to Neosho Memorial Regional Medical Center. Wasefield was not wearing a seat belt, according to the KHP.

KANSAS CITY —Law enforcement are investigating a suspect on multiple allegations.

Just before 1p.m. Tuesday, sheriff's deputies with the Cass County Sheriff’s Office, Kansas City Police Officers and the United States Marshals Service Midwest Violent Fugitive Task Force arrested 41-year-old Richard Holliday at State Route 291 and E 175th Street in Pleasant Hill, according to a social media report from the Cass County Sheriff.

Holliday was wanted on two Jackson County warrants, one for homicide and another for burglary. Deputies with the Cass County Sheriff’s Office transported Holliday to the Jackson County Jail, where he will be held.

In 1962, the Congress vested the Food and Drug Administration (FDA) with the authority to regulate prescription drug advertising.&nbsp; These advertisements can mislead the public about the risks and benefits, encourage medications over lifestyle changes, inappropriately intervene in the physician-patient relationship, and advantage expensive drugs over cheaper generics.

The FDA has historically stipulated that a manufacturer, packer, or distributor must provide the public with materially complete information that fairly balances both the benefits and the risks of the drug.&nbsp; Over time, however, the FDA’s requirements have permitted drug companies to include less information, particularly in broadcast advertising, and drug manufacturer advertising has skyrocketed in recent decades.<a></a>

My Administration will ensure that the current regulatory framework for drug advertising results in fair, balanced, and complete information for American consumers.&nbsp;

The Secretary of Health and Human Services shall therefore take appropriate action to ensure transparency and accuracy in direct-to-consumer prescription drug advertising, including by increasing the amount of information regarding any risks associated with the use of any such prescription drug required to be provided in prescription drug advertisements, to the extent permitted by applicable law.&nbsp; The Commissioner of Food and Drugs shall take appropriate action to enforce the Federal Food, Drug, and Cosmetic Act’s prescription drug advertising provisions, and otherwise ensure truthful and non-misleading information in direct-to-consumer prescription drug advertisements. &nbsp;

WASHINGTON (AP) —&nbsp;<a href="https://apnews.com/hub/us-supreme-court">The Supreme Court</a>&nbsp;granted an unusually quick hearing on President Donald Trump's&nbsp;<a href="https://apnews.com/article/trump-tariffs-court-ruling-trade-1c5a02ad38597c3629eff5977490813a">sweeping tariffs</a>&nbsp;on Tuesday, putting a policy at the center of his economic agenda squarely before the nation's highest court.

The justices will hear the case in November, a lightning-fast timetable by the Supreme Court's typical standards, and rule at some point after that. The tariffs will stay in place in the meantime.

The court agreed to take up an appeal from the Trump administration after lower courts found most of his tariffs illegal.

The small businesses and states that challenged them also agreed to the accelerated timetable. They say Trump's import taxes on goods from almost every country in the world have nearly driven their businesses to bankruptcy. “Congress, not the President alone, has the power to impose tariffs,” attorney Jeffrey Schwab with the Liberty Justice Center said.

Two lower courts have agreed that Trump didn't have the power to impose all the tariffs under an emergency powers law, though a divided&nbsp;<a href="https://www.cafc.uscourts.gov/opinions-orders/25-1812.OPINION.8-29-2025_2566151.pdf">appeals court</a>&nbsp;left them in place.

The Trump administration asked the justices to intervene quickly, arguing the law gives him the power to regulate imports and striking down the tariffs would put the country on “the brink of economic catastrophe.”

The case will come before a court that has been reluctant to check Trump’s extraordinary flex of executive power. One big question is whether the justices’ own expansive view of presidential authority allows for Trump’s tariffs without the explicit approval of Congress, which the Constitution endows with the power to levy tariffs. Three of the justices on the conservative-majority court were nominated by Trump in his first term.

While the tariffs and their erratic rollout have raised fears of higher prices and slower economic growth, Trump has also used them to pressure other countries into accepting new trade deals. Revenue from tariffs totaled $159 billion by late August, more than double what it was at the same point a year earlier.

Solicitor General D. John Sauer has argued that the lower court rulings are already affecting those trade negotiations. If the tariffs are struck down, the U.S. Treasury might take a hit by having to refund some of the import taxes it’s collected, Trump administration officials have said. A ruling against them could even the nation’s ability to reduce the flow of fentanyl and efforts to end Russia’s war against Ukraine, Sauer argued.

The administration did win over four appeals court judges who found the 1977 International Emergency Economic Powers Act, or IEEPA, lets the president regulate importation during emergencies without explicit limitations. In recent decades, Congress has ceded some tariff authority to the president and Trump has made the most of the power vacuum.

The case involves two sets of import taxes, both of which Trump justified by declaring a national emergency: the tariffs first announced in April and the ones from February on imports from Canada, China and Mexico.
