Salina USD 305 announced today the schedule for its Summer Food Program for children.

The program is set to begin May 30, and both breakfast and lunch is scheduled to be served Monday through Friday. The program will run through June 30, but will be closed June 19.

The free meals are for all children ages one through 18. No signup, eligibility or paperwork is required. 

Adults may eat breakfast for $3 per person and lunch for $5 per person.

Lunchtime activities from 12:30-1 p.m., will be provided by the Salina educators. Additionally, there will be book giveaways by the Salina Area United Way.

North Korea readjusted its time zone to match South Korea's, saying it was an early step toward making the longtime rivals "become one." NASA launched the Mars InSight lander from California on a flight of more than six months to the red planet, where the robot geologist would dig deeper in to the Martian surface than ever before. Justify, on his way to a Triple Crown sweep, splashed through the slop at Churchill Downs to win the Kentucky Derby by 2½ lengths, becoming the first horse since Apollo in 1882 to win the Derby without having raced as a 2-year-old.

One year ago: Ukrainian fighters in the tunnels underneath Mariupol's pulverized steel plant held out against Russian troops in an increasingly desperate effort to deny Moscow what would be its biggest success of the war yet: the full capture of the strategic port city. (The siege would end with Russia capturing the city May 20.) Hong Kong reopened beaches and pools in a relaxation of COVID-19 restrictions, while China's capital Beijing began easing quarantine rules for arrivals from overseas. President Joe Biden named Karine Jean-Pierre to be White House press secretary, the first Black woman and openly LGBTQ person to serve in the role.

An anonymous community donor matched the scholarship, paving the way for two scholarships to be given this year.&nbsp;

Cusick, a senior at Salina Central High School, has a 4.0 GPA, and has been involved with Theatre Salina, Salina Central Jazz Combo, and Salina Central Drumline. 

Boeger, a senior at Sacred Heart High School, has a 4.0 GPA, and has been a member of the National Honor Society for the past two years. Boeger has also received the President's Award for Academic Excellence for three years, as well as the George Eastman Young Leaders Award. Boeger is a Senior Leader of Sacred Heart's Cheer Team and Choreographer of Sacred Heart's Dance Team, and performs at Tamara Howe School of Dance.

Cash Hollistah Scholarship recipients announced

SEDGWICK COUNTY —A man accused in a 16-year-old sexual assault case has made a first appearance in court.

Ted Foy, 52 of Augusta, is charged with aggravated criminal sodomy, rape, aggravated sexual battery, and attempted rape, according to the Sedgwick County District Attorney's office.

In November of 2007, police were dispatched to a reported sex assault case at 1900 S Tara Falls in Wichita, according to Officer Kris Gupilan.

Investigators learned that a suspect had broken into a home and sexually assaulted a female victim. Investigators worked to identify a suspect but were unable to despite exhausting all available resources at the time.

Recently, in collaboration with the Air Force Office of Special Investigations Cold Case Team and the Sedgwick County Regional Forensic Science Center, Wichita Police Investigators were able to utilize genealogical investigative techniques to assist them in identifying a potential suspect. 

The suspect’s identity was confirmed through DNA as Ted Foy.

On Monday, police arrested Foy and booked him into the Sedgwick County Jail.&nbsp;&nbsp;Attorneys are scheduled to discuss the case on May 15. Foy remains in jail on a $500,000 bond.

The car left the road, struck a utility pole and came to rest in a nearby front yard.&nbsp; One occupant identified as Brett M. Joynt, 23, of Topeka died from his injuries.&nbsp; Two others were injured.

WASHINGTON — The U.S. Senate on Wednesday passed on a 50-48 vote a resolution overturning a Biden administration rule that listed a popular Southwestern game bird under a federal endangered species designation.

The White House has vowed President Joe Biden would veto the resolution if it clears Congress. Similar legislation has been introduced in the Republican-controlled House.

The point of contention between the rule protecting the bird, known for its complex mating dance, and Republican opponents boils down to land.

Lesser prairie chickens thrive in native grasses, and conservation groups’ efforts to preserve habitat for the birds have undergone pushback from Republican lawmakers who argue the Biden policy is a&nbsp;<a target="_blank" href="https://kansasreflector.com/briefs/trio-of-kansas-gop-lawmakers-seek-more-time-to-critique-prairie-chicken-listing/">threat to farmers, ranchers and energy producers.</a>

The Congressional Review Act&nbsp;<a target="_blank" href="https://www.congress.gov/bill/118th-congress/senate-joint-resolution/9/text?s=1&amp;r=1&amp;q=%7B%22search%22%3A%5B%22S.J.Res.9%22%5D%7D">resolution</a>, brought by Republican Sen. Roger Marshall of Kansas, overturned a&nbsp;<a target="_blank" href="https://www.fws.gov/press-release/2022-11/lesser-prairie-chicken-listed-under-endangered-species-act">rule</a>&nbsp;by the Fish and Wildlife Service to list two Distinct Population Segments, or DPS, of the lesser prairie-chicken under the Endangered Species Act.

Congress can use a CRA to block rules recently promulgated by federal agencies, and in specific other circumstances, by submitting a joint resolution of disapproval.

West Virginia Sen. Joe Manchin III was the sole Democrat to vote with Republicans to repeal the rule.

On the Senate floor, Republican Sen. Jerry Moran of Kansas said the rule threatens ranchers and farmers.

“I am confident there are ways to conserve the species without hindering economic opportunity in rural communities,” he said.

He said what Kansas needs is “more rainfall not more regulations.”

“Farmers and ranchers have always been and will always be the original conservationists,” Moran said. “Their livelihood depends upon the continued conservation efforts of the soil and the water they use to produce crops and raise livestock.”

Senate Environment and Public Works Chairman Tom Carper defended the bird and the rule.

“Native to the southern Great Plains, the lesser prairie chicken has long been considered an indicator for healthy grasslands and prairies upon which hundreds of species depend,” Carper, a Delaware Democrat, said on the floor.&nbsp; “So, if the lesser prairie chicken is in peril — in time, other species could be in peril as well.”

The Southern DPS of the lesser prairie-chicken is being listed as “endangered” and the Northern DPS of the lesser prairie chicken is being listed as “threatened”&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/11/17/federal-wildlife-officials-list-lesser-prairie-chicken-as-threatened-in-kansas/">under the Endangered Species Act.</a>

The bird can be found in Kansas, Oklahoma, Texas and New Mexico. The rule has been a long-standing point of contention in Kansas.

Kansas Attorney General Kris Kobach in April announced plans to sue the Biden administration&nbsp;<a target="_blank" href="https://kansasreflector.com/briefs/kansas-ag-announces-plan-to-sue-biden-administration-over-lesser-prairie-chicken-protections/">over the designation</a>&nbsp;for the lesser prairie chicken, arguing that federal protections for the bird are illegal, and it could be devastating to landowners and businesses in the state.

The White House defended its policy in its announcement of a veto if the resolution is passed by Congress.

“The lesser prairie chicken serves as an indicator for healthy grasslands and prairies, making them an important measure of the overall health of America’s grasslands, a treasured and storied landscape,” the White House said.

“Overturning common-sense protections for the lesser prairie chicken would undermine America’s proud wildlife conservation traditions, risk the extinction of a once-abundant American bird, and create uncertainty for landowners and industries who have been working for years to forge the durable, locally led conservation strategies that this rule supports,” the White House continued.

Senate Minority Leader Mitch McConnell, a Kentucky Republican, said on the Senate floor that the designation of the bird’s status under the Endangered Species Act “is holding American farms, ranches, and other small businesses hostage to an animal called the lesser prairie-chicken.”

He argued that local landowners and officials already set aside millions of acres of potential habitat for the bird.

“But the Biden administration wants to plow ahead anyway, throw the book at these Americans, and threaten nearly $14 billion in agricultural production,” McConnell said.

A handful of Senate Republicans co-sponsored the bill including Sens. Moran, Shelley Moore Capito of West Virginia, Katie Boyd Britt of Alabama, and James Lankford and Markwayne Mullin of Oklahoma.

Mike Leahy, the senior director of wildlife policy for the National Wildlife Federation, said in a statement that the population of the lesser prairie chicken has continued to dwindle for decades.

The bird at one time numbered in the hundreds of thousands, but its population is now estimated to be about 30,000, according to FWS. The habitat for the lesser prairie chicken has diminished by about 90%, according to FWS.

Leahy said the rule “leaves landowners a good deal of flexibility.”

“If we want to recover the lesser prairie-chicken, we need to restore its habitat,” he said.&nbsp; “A Congressional Review Act vote is not the right approach because it would not only overturn this particular listing, it would mean this bird could never be listed again no matter how bad things get.”

🎥Kan. Senators lead effort to overturn rule protecting lesser prairie chicken 

SEDGWICK COUNTY—A southwest Kansas man accused in the death of a man in Wichita has made a first court appearance.

Micky Owens, 34 of Johnson City, Kansas is charged with 1st degree murder and criminal discharge of a firearm, according to the Sedgwick County District Attorney's office.

Just before 11:30 pm, April 24, police were dispatched to the 1300 block of South Edwards in Wichita. They arrived on the scene and located 44-year-old Sean Lahman in the front seat of a passenger van with a gunshot wound to the upper torso, according to Officer Juan Rebolledo.

The investigation revealed that a suspect identified as Owens drove to Wichita on May 24, saw Lahman on South Edwards, and shot him.

 Investigators quickly learned that Owen’s fled to Stanton County, Kansas and coordinated with Stanton County Sheriff’s Office and the Kansas Highway Patrol to be on the lookout for him.

On May 27, Owens was taken into custody&nbsp; by Stanton County Sheriff’s Office in Johnson City for an unrelated warrant in Sedgwick County. On Friday, he was booked into the Sedgwick County Adult Detention Facility.

Owens and Lahman knew each other and had an ongoing dispute, according to Rebolledo.

On May 15, attorneys in the case are scheduled to discuss future dates . He remains in jail on a $750,000 bond, according to the district attorney's office.

Southwest Kansas suspect charged in man's murder

KANSAS CTY, Mo. (AP) — The brother of Kansas City Chiefs quarterback Patrick Mahomes was booked into jail Wednesday on aggravated sexual battery charges over an alleged altercation at a restaurant in late February.

Jackson Mahomes, 22, was charged Tuesday with three counts of aggravated sexual battery and one count of battery, online court records show. He was being held on $100,000 bond and was due to make an initial court appearance Wednesday afternoon. Under his bond conditions, he won't be allowed to discuss his case publicly once he's released.

The probable cause affidavit in the case was not immediately available. But The Kansas City Star&nbsp;<a href="https://www.kansascity.com/news/local/crime/article275006836.html">reported</a>&nbsp;that police previously confirmed they were investigating a Feb. 25 incident involving Jackson Mahomes at an Overland Park restaurant.

Jackson Mahomes' attorney, Brandan Joseph Davies, didn’t immediately respond to an Associated Press phone message left Wednesday seeking comment. But he released a statement in March, when the allegations first surfaced, saying there was “substantial evidence refuting the claims of Jackson’s accuser," The Star reported.

Aspen Vaughn, the owner of Aspens Restaurant and Lounge, told the newspaper in early March that Jackson Mahomes was friends with her stepdaughter and had frequented the restaurant, where her stepdaughter works. She said he had been there earlier on the day of their encounter and had been pleasant.

Vaughn said after he returned to Aspens that night, Jackson Mahomes grabbed her neck with enough force that it left a faint bruise while they were talking in her office about an incident in which he allegedly shoved a member of the wait staff.

She provided The Star with a photo of a bruise on her neck and a video that she said showed Jackson Mahomes grabbing her by the throat and kissing her at least twice.

“He forcibly kissed me out of nowhere,” she said, calling the advances unwelcome and shocking and noting that she thought he was intoxicated.

Aspen Vaughn didn’t immediately reply to a Facebook message, and the restaurant didn't immediately respond to a phone message seeking comment about the charges.

Patrick Mahomes' brother charged with sexual battery

Cold Mountain began as a National Book Award-winning novel that was turned into an Oscar-winning movie and then an opera and suite by one of the leading female composers in contemporary classical music.

The 1997 novel by Charles Frazier tells the story of a wounded Civil War soldier who travels against great odds across the countryside to reunite with his one true love. The novel was turned into a popular movie starring Jude Law, Nicole Kidman, and Renee Zellweger.

Inspired by the dramatic passion of Frazier’s novel, composer Jennifer Higdon wrote a critically acclaimed opera, which she subsequently adapted into a musical suite highlighting the intense emotional landscapes of love, war and passion as the soldier embarks on a difficult spiritual odyssey to Cold Mountain.

Higdon’s Cold Mountain Suite will open the Salina Symphony’s season finale concert, Passion, a celebration of powerful female voices in classical music. The concert will begin at 4 p.m. Sunday in the Stiefel Theatre for the Performing Arts, 151 S. Santa Fe Avenue.

Higdon is one of the most acclaimed composers in contemporary classical music. She received the 2010 Pulitzer Prize in Music for her Violin Concerto, a 2010 Grammy award for her Percussion Concerto, a 2018 Grammy for her Viola Concerto, and a 2020 Grammy for her Harp Concerto.

Yaniv Segal, conductor and music director of the Salina Symphony, said Higdon shouldn’t be defined as a female composer but as a great classical composer whatever her gender.

“Jennifer is one of the leading composers of her generation,” he said. “She has a real gift. She creates very beautiful melodies, but ones that take unexpected turns. She’s a brilliant orchestrator that makes an orchestra shimmer.”

In addition to Higdon’s suite, the Salina Symphony will perform selections from Bizet’s Carmen, Rimsky-Korsakov's Scheherazade, and Meditation from Thais by Jules Massenet.

“Through these pieces, you get to know these powerful women who have powerful stories, who have made their mark on history,” Segal said.

Salina Symphony concertmaster and violinist Denise Blehm will be the featured soloist for the season finale. A Salina native, Blehm has been a member of the Salina Symphony for more than 25 years and concertmaster for the last 20 seasons.

Blehm will be performing violin solos during Meditation from Thais and Scheherazade.

Massenet’s Meditation from Thais is taken from the instrumental entr’acte between the first and second acts of the French composer’s opera, Thais, and has been a showcase for violinists throughout its history.

“The melody is a well-known violin solo,” Segal said. “A beautiful piece that will feature Denise on violin.”

While thinking of other powerful women in music to include in the concert, Segal turned to perhaps the two most famous female characters in opera: Carmen and Scheherazade.

The character of Carmen is one of the most memorable women in opera with her contempt for social conventions, overt sexual behavior and violent death, all set to timeless music by Bizet, which was adapted in 1880 into two arrangements of orchestral suites by Bizet’s friend Ernest Guiraud using music from the opera.

The Symphony will perform Suite No. 1, which opens with the Act I prelude and moves into an instrumental interlude showcasing Spanish idioms, rhythms and evocative melodies.

“It’s a great portrayal of an empowered woman who felt free to do what she wanted to do and ends up being murdered by her jealous lover,” Segal said.

According to legend, Scheherazade’s stories were invented to prevent her execution at the hands of her brutal husband. These stories were spun over 1,001 nights and were a blend of poems, folk songs and fairy tales. She eventually had her death sentence commuted because the power of her stories captured the imagination of all who listened to them.

Rimsky-Korsakov capitalized on the fame of this immortal story when he featured the legendary storyteller and her tales in a musical composition that included a solo violin that opens the first two movements.

“The character of Scheherazade is represented by the violin, which is a huge solo for our concertmaster,” he said.

Blehm said “Scheherazade” is an incredible piece for a violinist.

“The violin is the voice of Scheherazade, and you can feel the tension mounting in it,” she said. “But it also has an incredible solo for Dena Berquist, our principal cellist, and also for the flute and clarinet.”

Blehm said she has been grateful for Segal’s encouragement and guidance while rehearsing the piece.

“He’s an exceptional musician and conductor and knows how to get the most out of his musicians, but he does it in such a kind manner,” she said. “He’s also a violinist, so it’s been a treat to learn from him.”

Reflecting on his first season as Salina Symphony music director and conductor, Segal said he has been “really pleased with the positive reception and interest in arts and culture I’ve found in (Salina).”

“As I put together diverse and adventurous programs, I feel I have the support of the community, the orchestra and the (Symphony) board,” he said. “I’m pleased how the orchestra is starting to understand the things I’m asking for and are continuing to grow.”

As he plans his second season, Segal realizes he has a first year of great expectations to live up to.

“There’s not enough time to present all the things I’d love to do here,” he said. “But I can promise that next year will be very exciting, with incredible soloists.”

A Salina native, Blehm has been a member of the Salina Symphony for more than 25 years and concertmaster for the last 20 seasons.Blehm will be performing violin solos during Meditation from Thais and Scheherazade.Massenet’s Meditation from Thais is taken from the instrumental entr’acte between the first and second acts of the French composer’s opera, Thais, and has been a showcase for violinists throughout its history.“The melody is a well-known violin solo,” Segal said. “A beautiful piece that will feature Denise on violin.”Powerful womenWhile thinking of other powerful women in music to include in the concert, Segal turned to perhaps the two most famous female characters in opera: Carmen and Scheherazade.The character of Carmen is one of the most memorable women in opera with her contempt for social conventions, overt sexual behavior and violent death, all set to timeless music by Bizet, which was adapted in 1880 into two arrangements of orchestral suites by Bizet’s friend Ernest Guiraud using music from the opera.The Symphony will perform Suite No. 1, which opens with the Act I prelude and moves into an instrumental interlude showcasing Spanish idioms, rhythms and evocative melodies.“It’s a great portrayal of an empowered woman who felt free to do what she wanted to do and ends up being murdered by her jealous lover,” Segal said.According to legend, Scheherazade’s stories were invented to prevent her execution at the hands of her brutal husband. These stories were spun over 1,001 nights and were a blend of poems, folk songs and fairy tales. She eventually had her death sentence commuted because the power of her stories captured the imagination of all who listened to them.Rimsky-Korsakov capitalized on the fame of this immortal story when he featured the legendary storyteller and her tales in a musical composition that included a solo violin that opens the first two movements.“The character of Scheherazade is represented by the violin, which is a huge solo for our concertmaster,” he said.Blehm said “Scheherazade” is an incredible piece for a violinist.“The violin is the voice of Scheherazade, and you can feel the tension mounting in it,” she said. “But it also has an incredible solo for Dena Berquist, our principal cellist, and also for the flute and clarinet.”Blehm said she has been grateful for Segal’s encouragement and guidance while rehearsing the piece.“He’s an exceptional musician and conductor and knows how to get the most out of his musicians, but he does it in such a kind manner,” she said. “He’s also a violinist, so it’s been a treat to learn from him.”Great expectationsReflecting on his first season as Salina Symphony music director and conductor, Segal said he has been “really pleased with the positive reception and interest in arts and culture I’ve found in (Salina).”“As I put together diverse and adventurous programs, I feel I have the support of the community, the orchestra and the (Symphony) board,” he said. “I’m pleased how the orchestra is starting to understand the things I’m asking for and are continuing to grow.”As he plans his second season, Segal realizes he has a first year of great expectations to live up to.“There’s not enough time to present all the things I’d love to do here,” he said. “But I can promise that next year will be very exciting, with incredible soloists.”Tickets for the Salina Symphony’s Passion concert are $29 and $39 for adults or $19 for students aged 5 to college senior.
