The Salina Arts &amp; Humanities Foundation has approved $23,000 in Horizons Grants for local artists and cultural organizations. 

The grants were juried and scored by a professional panel with expertise in the granting areas.  

Horizons Grants support initiatives that demonstrate a commitment to artistic excellence and community involvement by engaging audience members as active participants. Applicants also are encouraged to develop strategic partnerships to strengthen the reach of their local activities. 

Organizational Project grants funded for 2020 include the following.

Salina Art Center, $6,000 for “Place, Migration, &amp; Diversity” with artist-in-residence Fidencio Fifield-Perez. The Salina Art Center’s artist-in-residence for July 2020, Fifield-Perez will engage community members through workshops and activities. He will create new art for exhibition that explores the immigrant experience in the United States through civic, artistic, and pedagogical dialogues. Fifield-Perez was born in Oaxaca, Mexico, and grew up in the U.S. after his family migrated. His current work examines borders, edges and the people who must traverse them.

Salina Symphony, $6,000 for “The American Journey,” a partnership with the Salina Community Theatre to be presented in January 2021. The concert will feature Peter Boyer's "Ellis Island: The Dream of America," a work that celebrates the American immigrant experience. Innovative in its format, "Ellis Island" brings elements of theatre and multimedia into the concert hall, employing actors and projected historical images from the Ellis Island archives. In addition to a public performance, the Symphony and cast will perform "Ellis Island" for an audience of 1,200 grade-school students.

Salina Community Theatre, $5,000 to acquire training to create a naturally articulated puppet for stage productions. In planning for a future production of “The Wizard of Oz,” the Salina Community Theatre will take the exciting step of having some of the anthropomorphic characters presented with naturally articulated puppets, through training by Emmy-nominated designer Nicholas Mahon. SCT staff believes that this will present a unique and exciting representation that will bring richer character possibilities for the “Wizard of Oz” and future productions.

Lana Jordan Developing Artist grants funded for 2020 include the following.

Sarah Crews, $2,000 for recording and production of “Precious Bird.” The project consists of recording a full-length album of Crews’ original music, to be completed and produced in 2020. Eleven songs will be professionally recorded in collaboration with local musicians who will contribute percussion and other lead instruments.

Judy Lilly, $2,000 for publishing “The Voices Continue,” a revised and expanded version of her historical essay, “The Jayhawking of Salina,” which appeared in The Way West (editor, James Crutchfield, Forge, New York, 2005). The new version will be a 9x6” booklet of 32 pages, with additional information, vintage photographs, maps and a full-color cover. This booklet will be a launching pad for a series of stand-alone essays about Salina and Saline County history called “The Voices Continue,” with a nod to Lilly’s book, Voices from the Valley, published in 1994 with Horizons-grant support.

Isaiah Marcotte, $2,000 for equipment to produce animation for “Limerance: or the internal spectacle of the adolescent experience.” Using updated equipment, community members’ assistance, and repurposed material, Marcotte will produce the animation sequences for his film, “Limerence: or the internal spectacle of the adolescent experience.” The final result will be a film that will translate the experience and complications of first love. The sequences will be complete by the end of 2020, with test screening in the late fall.

Horizons is a privately funded grants program made possible by contributions from more than 50 individuals, foundations, and businesses, along with the Salina Arts &amp; Humanities Foundation. The SAH Foundation has provided more than $900,000 in support of more than 420 grants since 1986. Salina Arts &amp; Humanities staff provide grant oversight and administration for Saline County artists and organizations. This public-private partnership remains unique in the state and nation. 

Salina Arts &amp; Humanities reviews Enrichment Grant proposals for up to $500 on a rolling basis, from February through November 30 each year. The agency will again accept Organizational Project and Developing Artists Grant applications in November 2020. JACKSON COUNTY —Law enforcement authorities are investigating a Kansas man after a violent clash with sheriff's deputies.

Just before 10:30 p.m. Saturday, the Jackson County Sheriff’s Office received a 911 call&nbsp; from a residence located at 437 Pratt Street in the City of Whiting, according to Sheriff Tim Morse.

The caller reported a domestic altercation, and indicated the suspect was intoxicated and locked outside of the residence. He had broken the window out of the back door and allegedly broken out many of the windows of the residence south of 437 Pratt Street while shouting at the occupants. The occupants of the second residence were unfamiliar with the suspect.

Jackson County Sheriff’s Office deputies arrived on scene and took the suspect identified as Logan Jarrett Brown, 25, of Henderson, Texas into custody. Brown was booked into the Jackson County Jail on requested charges, criminal damage to property, disorderly conduct, three counts of battery on a law enforcement officer. Morse did not report the extent of injuries to the deputies.

Lee Campbell, age 90, of Concordia, Kansas, entered into rest on Sunday, February 23, 2020 at the Salina Regional Health Center, Salina, Kansas.&nbsp; He was born on April 22, 1929 in Concordia, Kansas to Charles Kay and Vera (Wright) Campbell.

Lee graduated from Concordia High School and served in the US Air Force.&nbsp; While stationed in Mississippi, he met Gwendora “Gwen” Moody and they were married on July 5, 1952.&nbsp;

Lee was a certified mechanic and worked for the Chrysler dealership in Clay Center until moving to Belleville where he worked in maintenance for MC Industries until his retirement.&nbsp; Lee and Gwen moved to Concordia after his retirement.

He was a member of the Episcopal Church of the Epiphany, Concordia; Masonic Lodge #128 AF &amp; AM, Belleville; ISIS Shrine, Salina &amp; VFW Post #7515, Concordia.

He is survived by his daughter, Sarah “Kay” Brown (James, Republic; sisters, Carolyn Chaput (Odette, Plainville &amp; Lois Johnston, Concordia; brother, Ron Campbell (Jane, Estero, FL; grandchildren, Cassandra L. Long, &nbsp;Lenexa, Michael G. Loring, Concordia, Jessica L.D. Lee, Lawrence, Shalynn G. Loring, Salina, Jesse L. Brown, Toledo, OH &nbsp;and Ryan K. Brown, Wichita &amp; great grandchildren, Taylor M. Long, Lenexa, Gannon L. Brown &amp; Ensley M. Loring, both of Concordia.

He was preceded in death by his wife, Gwendora “Gwen” Campbell, his parents; a daughter, LaVetta M. Loring &amp; a brother, Richard Campbell.

HUTCHINSON —Law enforcement authorities are investigating a dog attack that sent a woman to the hospital and resulted in an officer having to shoot a dog.

Just after 1:30p.m. Monday, police responded to the report of a woman being attacked by a dog in front of 423 E. Avenue A in Hutchinson, according to a media release.

Two citizens observed the attack and were able to stop the attack and keep the dogs at bay till officers arrived. When officers arrived they found the&nbsp; 55-year-old woman had leg injuries that could be life threatening and provided medical assistance, which included applying a tourniquet.&nbsp;

Other officers arrived and attempted to contain the dogs in a backyard, when one of the dogs charged an officer, the officer fired one shot striking the dog, according to the release.

Police arrested Ismael Rojas, 21,&nbsp; and booked him into the Reno County Correctional Facility on one count of aggravated battery. He is being held on a $10,000 bond. The two dogs were taken into custody by the Hutchinson Animal Shelter.

HUTCHINSON —Law enforcement authorities are investigating a dog attack that sent a woman to the hospital and resulted in an officer having to shoot a dog.Just after 1:30p.m. Monday, police responded to the report of a woman being attacked by a dog in front of 423 E. Avenue A in Hutchinson, according to a media release.Two citizens observed the attack and were able to stop the attack and keep the dogs at bay till officers arrived. SEDGWICK COUNTY — Law enforcement authorities are investigating a Kansas woman found with a stolen handgun and drugs.

Just after 11:30 p.m. February 13, two police officers stopped a 1997 Honda Prelude at St. Francis and Mt. Vernon in Wichita for a traffic violation, according to officer Charley Davidson.

 During the stop, officers had contact with 21-year-old Kylie Yauch of Newton who was in possession of drugs, drug paraphernalia, and a stolen handgun. The gun had been stolen from a vehicle the previous day.

Police had arrested Yauch on February 8, after she was stopped driving a stolen vehicle. She was arrested on charges of criminal deprivation of property, possession of drug paraphernalia, and driving on a suspended license.

She was booked on requested charges of possession of stolen property, possession of marijuana, possession of drug paraphernalia and a seat belt violation for the February 13, arrest.

Police reminded the public to not leave guns unsecured in a vehicle. Take them with you, leave them at home or purchase a lockbox.

They wanted absolutely no part of the "co-champion" stuff their predecessors were saddled with after winning a Kansas Conference women's basketball title.

The 2019-20 Kansas Wesleyan team etched its name in the record book with a victory at Ottawa on Wednesday, and became a special entity in university lore by winning the program's first outright championship with a 63-55 victory over Oklahoma Wesleyan on Saturday night in Mabee Arena.

KWU shared the title with other teams three previous times before ascending to the top alone in a momentous regular-season finale and Senior Night.

"It's awesome, a great feeling," said guard&nbsp;<a href="https://www.kwucoyotes.com/roster/21/2/9814">Courtney Heinen</a>&nbsp;(SR/Axtell, Kan., one of the four seniors on the roster. "In high school I wasn't able to get a championship, so it's great to get it now."

The No. 15-ranked Coyotes improved to 25-5, 21-3 in the KCAC, and finished one game ahead of No. 20 Sterling. They earned a bid to next month's NAIA Division II National Championship with the victory Wednesday, and enter next week's KCAC Tournament as the top seed where they'll play OKWU, the eighth seed, again in the quarterfinals at 7 p.m. Wednesday in Mabee Arena.

"It feels so great," KWU Coach&nbsp;<a href="https://www.kwucoyotes.com/roster/21/2/9810">Ryan Showman</a>&nbsp;said, brushing pieces of Silly String off from a locker room celebration. "I'm so proud of these girls. Everything we've gone through this season – the highs, the lows, the grind of a 24-game (conference) season – to go and win it outright is such a tribute to them and our coaching staff."

Saturday's conquest was far from easy, though.

KWU trailed 29-26 at halftime, fell behind by six in the third quarter and was down 46-45 with just over 9 minutes left.

As they've done most of the season, though, the Coyotes gained their stride and did so in impressive fashion.

A 6-0 surge gave them a 50-46 lead with 8 minutes left and after an OKWU basket they scored 10 consecutive points for a 60-48 lead with just over 3 minutes remaining.

OKWU got within 61-55 with 53 seconds left, but two&nbsp;<a href="https://www.kwucoyotes.com/roster/21/2/10648">Kelcey Hinz</a>&nbsp;(SO/Whitewater, Kan.) free throws and two missed Eagles' shots ended it.

"We kept our composure, we knew what was on the line and we knew what we wanted," Heinen said. "We kept our composure, stayed calm and finished it out right."

The Coyotes appeared to suffer from some jitters early on, committing nine turnovers the first quarter.

"At half Showman came in and yelled at us, we got our heads right and came out actually started playing like we know how to play," said Heinen, who was recognized on Senior Night along with&nbsp;<a href="https://www.kwucoyotes.com/roster/21/2/9815">Haleigh Bradford</a>&nbsp;(SR/Schertz, Texas,&nbsp;<a href="https://www.kwucoyotes.com/roster/21/2/9816">Jayme Sloan</a>&nbsp;(SR/Bennington, Kan.,&nbsp;<a href="https://www.kwucoyotes.com/roster/21/2/9817">Kayla Vallin</a>&nbsp;(SR/Aurora, Colo.) and manager&nbsp;<a href="https://www.kwucoyotes.com/roster/21/2/9812">McKenzee Hall</a>. "We weren't hitting shots and not executing on offense and after half it really came together."

"We knew the game's 40 minutes long and knew we'd settle in at some point," Showman said. "It took until the third quarter, but we settled in."

KWU shot just 34.5 percent for the game (20 of 58) and had 15 turnovers. But the Coyotes won the rebounding battle 50-36, forced 13 turnovers and limited OKWU (15-14, 11-13) to 33.3 percent shooting (21 of 63).

"I thought defensively we were absolutely lights out that second half," Showman said. "We communicated better, we rotated a little quicker and that urgency was there – the urgency to finish the game and finish what we started.

"If we can get stops we're going to have enough possessions and we're good enough we're going to make some baskets and that's what happened."

Heinen scored 13 of her 15 points the second half while Hinz tallied nine of her 15 the final 20 minutes.&nbsp;<a href="https://www.kwucoyotes.com/roster/21/2/9824">Amanda Hill</a>&nbsp;(JR/Rossville, Kan.) added 12 points, Hinz grabbed 13 rebounds for 13th&nbsp;double-double of the season and Heinen had eight rebounds, five assists and two steals.

Ashley Cook led OKWU with 14 points and Makayla Watkins had 12.

The same two teams will go at it again Wednesday with much more on the line.

"We've got to be prepared," Heinen said. "We know they're shooters, we know what they're coming out to do, so we have to be prepared and I think we will be."

KWU women claim KCAC title outright

In what we can quaintly sometimes call “normal times,” copyright disputes are not regularly considered pressing concerns for the First Amendment.

Freedom of expression — the freedoms of press and of speech, articulated in the First Amendment’s 45 words — protects our right&nbsp;to&nbsp;speak.

But the technology and mode of&nbsp;how&nbsp;we speak generally is the province of other areas of the law, from contract law to rules protecting our right to peace and quiet at our homes late at night to copyright, the rules and regulations that prevent someone else from putting their name or improperly profiting on something we created.

But a case to be argued March 24 in the U.S. Supreme Court dramatically engages both the “to” and “how,” by raising both tech and creative questions involving computer code.

Google has successfully gotten the Supreme Court to review a 2018 Federal Circuit Court of Appeals decision in favor of Oracle, the multinational computer technology company. The two companies have been in dispute for about a decade over Google’s use of 11,000 lines of computer code making up what is called an “application programming interface” (API, originally written by Oracle.

In simple terms, APIs are how our electronic devices share information across differing products. As one document in the case explains, it’s what allows millions to “take a photo on their Apple phone, save it onto Google’s cloud servers, and edit it on their (Microsoft) Surface tablets.”

Here’s how to break down the two company’s arguments to the justices in this long-standing legal battle:

Google says the code is not a creative work (a requirement for copyright, but a utilitarian series of computer steps that traditionally are open for all to developers to use in their own work, and thus not falling under copyright protection. (Think “set of instructions”).

Oracle argues that APIs are included under copyright laws and that a major factor for courts to consider in this case is that Google used Oracle’s creation to directly compete with Oracle, thus earning millions on its Android products.

So, what is the First Amendment’s direct concern in all of this? Follow me through this.

Google supporters argue that being unable to use such common instructions will dampen the creativity of web developers and cripple software development — which for us means fewer ways to communicate by phone, tablet and such. They also warn the prohibition could cause companies to develop products incompatible with anyone else’s products, resulting in chaos for consumers.

Oracle advocates — who, at least online, seem fewer in number than those supporting Google — counter that the remedy for such a looming disaster is simple: Google pays Oracle a fee to use its product.

For all of us, the Supreme Court ruling could well help further define for the computer age a legal concept called “fair use,” which permits us to develop our own creative works by building on the earlier works of others. Such new creative work is said to “transform” the original — with a plethora of legal caveats on how closely the new work can copy or resemble the original.

Nearly 20 years ago, a parody of “Gone with the Wind” was published as “The Wind Done Gone,” taking the plot and characters of the original and revisiting the story from the point of view of an African American — and making the point about racial stereotypes in the original.

The estate of “Gone with the Wind” author Margaret Mitchell sued for violation of its copyright on what is considered the second highest-selling book after the Bible. The case was eventually was settled out of court. The author and publisher of the parody argued that by telling the same story, but from a slave’s perspective — even if followed the plot, scenes, settings and characters — the new work was sufficiently different.

In the Oracle-Google battle, another kind of fair use is in play. In asking the Supreme Court to hear its appeal, Google said APIs should not be subject to copyright because their very purpose is to be used by others, to connect products owned by someone else.

First Amendment advocates should watch the court’s decision — as difficult and complicated as the tech issues certainly are to track — because the potential appears to exist for limiting our ability to communicate with each other simply because our devices cannot connect. And, more broadly, we need to keep an eye on any dampening of the web’s potential for increasing public engagement in debate and decision on matters that affect us all.

A bottom line to it all: The nine justices hearing the appeal may well decide if we will face a real-life example (or perhaps parody) of that phone commercial in which the character repeatedly shouts into a mobile device, “Can you hear me now?”

First Five: Google V. Oracle tech battle about free speech

Today is Sunday, Feb. 23, the 54th day of 2020. There are 312 days left in the year.

On Feb. 23, 1945, during World War II, U.S. Marines on Iwo Jima captured Mount Suribachi, where they raised two American flags (the second flag-raising was captured in the iconic Associated Press photograph.)

In 1822, Boston was granted a charter to incorporate as a city.

(Zazi faced up to life in prison but spent nearly a decade after his arrest helping the U.S. identify and prosecute terrorists; he was given a 10-year sentence followed by supervised release.) New York City police officer Richard Kern, accused of sodomizing a drug suspect in a subway station, was acquitted at trial; two colleagues were acquitted of a cover-up.

Five years ago: At the 87th Academy Awards, "Birdman" won best picture; Julianne Moore received the best actress Oscar for "Still Alice" while Eddie Redmayne was recognized as best actor for "The Theory of Everything." Joey Logano won his first career Daytona 500 after taking the lead following a restart with 19 laps remaining.

One year ago: R&amp;B star R. Kelly was charged in Chicago with aggravated sexual abuse involving four victims, including at least three between the ages of 13 and 17. (Kelly is being held without bond in Chicago; he is facing a variety of charges in three states.) Police in Jupiter, Fla., said New England Patriots owner Robert Kraft faced charges of soliciting a prostitute after he was twice videotaped in a sex act at a shopping-center massage parlor. (Kraft has pleaded not guilty but issued a written apology.) A California couple pleaded guilty to torture and years of abuse that included shackling some of their 13 children to beds and starving them. (The couple would be sentenced to up to life in prison.) On Feb. 21, 1975, former Attorney General John N. Mitchell and former White House aides H.R. Haldeman and John D. Ehrlichman were sentenced to 2 1/2 to 8 years in prison for their roles in the Watergate cover-up (each ended up serving a year and a-half).

In 1613, Mikhail Romanov, 16, was unanimously chosen by Russia's national assembly to be czar, beginning a dynasty that would last three centuries.

In 1862, Nathaniel Gordon became the first and only American slave-trader to be executed under the U.S. Piracy Law of 1820 as he was hanged in New York.

In 1945, during the World War II Battle of Iwo Jima, the escort carrier USS Bismarck Sea was sunk by kamikazes with the loss of 318 men.
