The Hays USD 489 school board voted to offer free breakfast to all students at its meeting on Monday. The free breakfasts will start on Monday, Oct. 16.

During the pandemic, breakfast and lunches were provided free to all students thanks to federal funding.

Jessica Younker, director of USD 489 nutrition services, said 700 to 800 students per day were eating school breakfast when the meals were free. That has dropped to 500 meals now that families have to pay again.

The highest utilization of breakfast now is at Hays High School. The district offers a second-chance breakfast after the first period. It serves an additional 100 students off of carts during that seven-minute passing period.

If the number of students eating breakfast goes back to COVID levels, the school district should have enough funds on hand to cover the cost of the free breakfasts, Younker said.

If it increases beyond COVID levels, the nutrition program will need to dip into its reserves, Younker said.

Superintendent Ron Wilson said providing breakfast will provide a quality learning experience for all students.

Providing free breakfast to all students should eliminate the stigma of eating breakfast at school, Younker said.

"It's much easier to teach a kid who is focused on learning and not focused on their tummy growling," Younker said.&nbsp;

She said her department is working to change the breakfast menus to make them more appealing to kids.

"We are adding some new stuff and listening to kids about what they want and what they don't want," she said.

"This eliminates the money factor. If kids don’t eat at home, they can eat at school and not worry about that."

Board members applauded Younker for bringing the plan to the school board. The program was unanimously approved.

"I applaud this focus on kids," Craig Pallister, board member, said. "If a kindergartener or first grader or second grader or junior is sitting in a classroom, it's not their fault they're hungry.

"We can look at the money situation next year and see if we can extend that."

Ken Brooks said, "This is incredible work for kids."

Lincoln Elementary School received a state grant this school year to provide free breakfasts and lunches to all students due to socioeconomic factors of its students.&nbsp;

Kerri Lacy, Lincoln principal, said school meal utilization has increased by 30 to 35 percent since the free meals were offered.

The school board also reviewed two enrollment policies.

Kyzer Fox, HHS senior, spoke during the public comment session of the meeting.

"Obviously, I won't personally go to school in the new high school," he said ..."But I'm very happy that my siblings will be able to learn in an upgraded educational environment."

Ground was broken Wednesday on a new $105-million high school.

He said he is more likely to come back to Hays to raise his family because of the new school.

K-State cattle experts offer ways that cow-calf producers can incorporate practices for longevity

When building a business, many will agree it is important to incorporate management practices with long-term goals in mind.

In much the same way, many cow-calf operators are looking for ways to make their herds economically and environmentally sustainable, said the Kansas State University Beef Cattle Institute experts speaking on a recent&nbsp;<a href="https://ksubci.org/2023/10/06/whats-next-in-genetic-technologies-supplemental-protein-selecting-for-sustainability/">Cattle Chat</a>&nbsp;podcast. Joining in the discussion was Bob Weaber, K-State beef cattle geneticist and head of the Eastern Kansas Research and Extension Center.

“By improving the efficiency of the cow herd we can make dramatic improvements in greenhouse gas emission,” Weaber said. “Producers that are focused on resource allocation and efficiency often capture energy in a way that yields more profitability for their operation.”

K-State beef cattle nutritionist Phillip Lancaster agreed with Weaber and added, “When we make the conversion of forage to calf more efficient, we are improving our sustainability and we are decreasing the amount of greenhouse gas emitted per unit of product.”

The experts agree that there are tools that cow-calf producers can leverage when looking to improve the stayability of cows in the herd.

One of those that has gained recent attention is a product recently approved by the U.S. Food and Drug Administration that can be used to reduce greenhouse gas emissions, said K-State veterinarian Brian Lubbers.

“Now that there is a process for approval through the FDA, I expect there will be more non-genetic tools available in the near future for those who are focused on sustainability,” Lubbers said.

Along with that, Weaber said that some beef breed associations are using data to help producers meet their operational goals.

“A number of breed associations publish a sustained fertility or stayability EPD, but the reality is while those are important genetic evaluations, it’s a lowly heritable trait,” Weaber said.

He added: “We can make meaningful improvement genetically but it also means that management and environment play a disproportionately larger role in how long a cow lasts in the herd.”

Weaber said the cows need to match their environment in terms of mature cow size and metabolic efficiency. He also said that they need to be balanced in their lactation.

The other measure that producers need to account for, according to K-State veterinarian Bob Larson, is reproduction.

“By using the tools of breeding soundness exams, pregnancy checking and body condition evaluations, producers should have a herd with a high percentage of cows exposed to bulls that raise a healthy calf to weaning. And that is reproductive efficiency,” Larson said.

Q: On the linebackers performance as a unit and with Nick Bolton out.

SPAGNUOLO: “Well, we certainly got a real great replacement for Nick (Bolton), didn’t we? I mean we didn’t skip a beat. We didn’t change things, that’s a credit to Drue (Tranquill) and how he operates. Going back to the tight end, I would add in there that our defensive ends help us out a little bit, too. We talk all week long about what we call possibly ‘chucking the tight ends’ as they came off, and I thought Mike (Danna) did it a couple times, I know George (Karlaftis) did. So, they helped in defending the tight end, but yeah, I’d give credit to the linebackers and what they did. You know Leo (Chenal) had that missed tackle early, but other than that, he played pretty good for the limited snap he had. I thought you’re right about Drue, Willie (Gay) ran around a little bit and did some good things for us. All those linebackers helped us out. I wish I got Jack (Cochrane) in a little bit more; the game just didn’t dictate it that way. But he was – that tight end (Vikings TE TJ Hockenson) was a challenge, and I thought our guys overall did a pretty good job with it.”

Q: What does L’Jarius Sneed’s physicality help your defense overall as he follows teams top target out a lot?

SPAGNUOLO: “Listen, that’s been our M.O. here. I mean (current 49ers CB, former Chiefs CB) Charvarius Ward would do it for us, (former Chiefs CB) Bashaud Breeland when we had Breeland and LJ (L’Jarius Sneed) – just kind of fit right in that same mold. We believe in that philosophically to be a press coverage team and LJ does it as good as anybody. The thing about LJ is he loves a challenge, he wants to go against their very best. That’s why we do it. Listen, when you have a guy like that, that you have confidence you can put him on their best guy, I think the other ten guys rally around him. They see it, I mean they saw it two weeks ago when he was on number 17 (WR Garrett Wilson) from the Jets and how it helped us play good defense in that game. I think the same thing happened yesterday. We would’ve liked to have a few less points on the board there but I thought overall LJ did a really good job. Now he’ll probably admit to you that he got a little overzealous on that one play, but you know all in all, that might help us going forward so I’m ok with that.”

Q: What are you seeing from Mike Edwards?

SPAGNUOLO: “I’m really glad you brought Mike (Edwards) up. He’s really – we’ve given him a little bit more playing time if you notice, and he went in I think on the third series, the second or third series, and he’s earned that. He’s got a really good feel for the game. He’d tell you he’d like to have made the catch over there on the sideline, (he) kind of had it in his hands. He is a ballhawk, I mean he goes after the football, he’s had interceptions when he’s down there in Tampa Bay playing. I thought he did some really nice things for us in the red zone, (Assistant Head Coach/ Special Team Coordinator) Dave (Toub) and I were talking about that this morning. I mean he deserves to be out there; we have him in certain packages, maybe we’ll get him in a couple others but really glad we got Mike. You know guys like Mike and Drue (Tranquill) coming in here and adding to the guys we have has been really really important.”

Q: How impressed are you that Chris Jones has had a sack in each game he’s played in this season?

SPAGNUOLO: “Yeah, that’s kind of nice. I’d be ok if Chris (Jones) started getting multiple sack games, that would be even better. But he had that, and then I think he had three quarterback hits, so he’s always applying pressure. You know I will say this, I do think that that Minnesota offensive line actually did a fairly good job overall. I thought we would kind of be able to get inside a little bit more and Chris we moved around a little, but all in all, I thought our guys did a decent job. Chris, when he can finish, I think there was one other opportunity in there where he had the chance to finish with a sack and he kind of slipped off or I think (Vikings QB Kirk) Cousins got the ball away. I’m waiting for the multiple sack game, try to get off the one per game average and get to the multiple (laughter).”

Q: Is Rashee Rice earning more snaps with his level of play?

NAGY: “Yeah, I absolutely think he (Rashee Rice) is. I think it’s a growth process for him and just as we’ve talked about, and I’ve talked about, this process for these wide receivers, learning these positions and learning what they’re supposed to do within the route does take time. When you’re a rookie wide receiver nowadays coming from college (where) there’s so much no huddle, the sooner and quicker you can learn the verbiage that we have in the huddle – the next step is taking it to the line of scrimmage and being able to run the right route followed by, what’s the defense doing? And oh, by the way, you’ve got to make the catch too. Yesterday you saw that one catch he had over the middle, the middle of the field where he was running a basic cross and the throw was a little bit behind him, but he was able to maneuver himself and make a strong handed catch and still get vertical. To me, that’s immense growth from him where week one in preseason we may not have seen that. He’s starting to understand the different levels that you see with the linebackers (and) safeties, finding different holes in zones. Also, his touchdown catch of course, making a strong catch, he was physical, he was fast. What I think what we’re seeing right now with Rashee is someone that’s slowly gaining confidence in himself. He knows that we as coaches are slowly gaining more and more confidence in him. There’s immense growth ahead of him and I think that’s the exciting part that we all see.”

Q: On the play of Justin Watson and his ability to play at a higher level in year two with the team?

NAGY: “I think for him it’s that trust element him and Pat (Mahomes) have built over the last two years. You know about his speed – last year when he got here we knew, ‘Hey, this is a guy that can take the top off. This is a guy that has good hands, this is a guy that can run good routes.’ Putting it all together in this system, in this offense is the first part, the next part is understanding how to mesh with Pat and get to a point where yesterday in cover zero Pat just throws the ball up in cover zero and trusts him to go up and make a play. Not to mention also there was one earlier in the game and they hit us with a cover zero and Pat threw the ball up and J-Wat (Justin Watson) was running down the seam and the ball was a little under thrown and naturally I think he did a good job too of knocking the ball down and preventing an interception. When you do that the first time and you throw a ball up to a guy one-on-one and there’s not an interception it’s going to give your quarterback more trust in that guy (to) throw it up a second time and seeing what he can do. J-Wat made a strong catch, big play and they’re communicating more on the sidelines in between series. All of that is just a credit to Pat and his relationships he builds with these guys (and) credit to these wide receivers and their coaches, (Wide Receivers) Coach (Connor) Embree and (Pass

Game Coordinator) Coach (Joe) Bleymaier of just – you know really making sure these guys talk through everything and create more and more trust. Because we know somebody different in this offense every week can have a big game and I think that’s probably some of the strengths of this offense that we have.”

Q: How did you feel about how you handled the high volume of blitz in Sunday’s game?

NAGY: “We knew going into this game yesterday that (Vikings Defensive Coordinator) Coach (Brian) Flores was going to do a lot of different looks. He’s somebody – probably more than any defensive coordinator in the league – (is) going to throw more double A, double B, different types of fronts, looks, everybody, seven up, eight up, guys at you, to try to get you to either max protect or throw deep, that’s what he (Vikings Defensive Coordinator Coach Brian Flores) does, that’s his DNA of who he is. We knew that going into it, it’s just a matter of when you’re in it, how do we handle it? I thought the guys – our players – did a pretty good job at handling that for the most part. Now there were a couple plays here and there where – like every game – where we feel like, ‘Hey we could have been better on this play and made this play a little easier to be successful.’ That’s a part of playing the game, that’s a part of learning as we grow through the scheme and protections and cover zero checks, whatever it is. I thought our guys did a good job, I thought Pat (Mahomes) did a good job of staying in there. There’s so much that goes on within a play – it’s one thing to just call a play in the huddle and get to the line of scrimmage and see what they’re doing. The next part of it is being able to make the play during created chaos – it’s what they (The Vikings) like to create, is a bunch of havoc and chaos and make you think fast and throw the ball out quick. I thought our guys handled it really well. Situationally as well, I thought they did a good job in situational football whether (it was) red zone, four minute, end of half, end of game, I was really happy with the way they did that.”

Q: What do you see from the Broncos defense?

NAGY: “This is a defense that, you know you look at the personnel that they have – they’ve had some changes here and there, they’ve had a few injuries here and there. We know – first of all in this league there’s a lot of great NFL defenses and you can take stats and throw it out the window. These guys play hard, they’re in a lot of these games. I know right now their record may not show that, but they play hard and the DNA of their defensive coordinator Vance Joseph is an aggressive one yet playing fast and knowing where to be. It’s obviously a short turnaround for us, just coming from the game yesterday you get right on into it and you got to dig into knowing what they do and don’t do. We just have a lot of respect across the board, and I think you always start with (CB Pat) Surtain (II) back there and who he is and how he plays. He's going to follow guys and he’s going to also make plays when the ball is in the air. Then that front seven they move around pretty good, and I think they’ve got some guys that get after the quarterback. We just got to make sure we do what we do, stay within our system and just they are a good defense.”

Q: On the fake punt the Vikings successfully converted on.

TOUB: “Yeah, it was a pretty cool play. I mean it’s not like we didn’t know they were going to run a fake, I mean I would’ve been surprised if they didn’t run a fake right there. The fact that they didn’t even go for it on offense, and they put their punt team out. We knew it was going to be a fake, we had our big guy,

our defense out there obviously, they got the yards they needed. It was a good play, it was a little bit of a misdirection, a handoff in the backfield got us a little out of position, well executed, good blocks, a well-designed play that got the first down. Sooner or later, we got to have to stop these things otherwise were going to keep getting them. Obviously, that is going to be a point this week, and going forward. You know, we have to stop them. Teams are going to keep doing this to us because they want to stay on the field obviously and it seems like that’s something that they think they can get on us and we have to stop them, so that’s it on the old fake punt.”

Q: How much time do you spend each week preparing for fake punts?

TOUB: “We do spend – once a week, we spend on, we call it ‘Big Red’ which is our big defense out there for a punt situation, so you know we practice different fakes every week and that’s really all you can do. They’re on their toes, they know the fake is coming but you still have to stop it and it’s tough and obviously we have to get some wins under our belt here.”

Q: Yesterday was your first kick return of the season. What did you see from the blocking as a unit?

TOUB: “It’s been only one. I mean obviously it’s good that we got one because now we can coach off it and we have some young guys out there but still, it wasn’t bad, it wasn’t a bad return. We got it out at least past the 25 (yard-line), we got it at I think (the) 28 or 27-yard-line which is a positive, but we can be better, there’s a lot of things that we can coach off of on that. We can be a little bit more aggressive on our blocks and sustain and get better cutoff blocks on the back side, that’s the guy that got us – that did eventually tackle us, but I like the way t

I mean we didn’t skip a beat. We didn’t change things, that’s a credit to Drue (Tranquill) and how he operates. Going back to the tight end, I would add in there that our defensive ends help us out a little bit, too. We talk all week long about what we call possibly ‘chucking the tight ends’ as they came off, and I thought Mike (Danna) did it a couple times, I know George (Karlaftis) did. So, they helped in defending the tight end, but yeah, I’d give credit to the linebackers and what they did. You know Leo (Chenal) had that missed tackle early, but other than that, he played pretty good for the limited snap he had. I thought you’re right about Drue, Willie (Gay) ran around a little bit and did some good things for us. All those linebackers helped us out. I wish I got Jack (Cochrane) in a little bit more; the game just didn’t dictate it that way. But he was – that tight end (Vikings TE TJ Hockenson) was a challenge, and I thought our guys overall did a pretty good job with it.”Q: What does L’Jarius Sneed’s physicality help your defense overall as he follows teams top target out a lot?SPAGNUOLO: “Listen, that’s been our M.O. here. I mean (current 49ers CB, former Chiefs CB) Charvarius Ward would do it for us, (former Chiefs CB) Bashaud Breeland when we had Breeland and LJ (L’Jarius Sneed) – just kind of fit right in that same mold. We believe in that philosophically to be a press coverage team and LJ does it as good as anybody. The thing about LJ is he loves a challenge, he wants to go against their very best. That’s why we do it. Listen, when you have a guy like that, that you have confidence you can put him on their best guy, I think the other ten guys rally around him. They see it, I mean they saw it two weeks ago when he was on number 17 (WR Garrett Wilson) from the Jets and how it helped us play good defense in that game. I think the same thing happened yesterday. We would’ve liked to have a few less points on the board there but I thought overall LJ did a really good job. Now he’ll probably admit to you that he got a little overzealous on that one play, but you know all in all, that might help us going forward so I’m ok with that.”Q: What are you seeing from Mike Edwards?SPAGNUOLO: “I’m really glad you brought Mike (Edwards) up. He’s really – we’ve given him a little bit more playing time if you notice, and he went in I think on the third series, the second or third series, and he’s earned that. He’s got a really good feel for the game. He’d tell you he’d like to have made the catch over there on the sideline, (he) kind of had it in his hands. He is a ballhawk, I mean he goes after the football, he’s had interceptions when he’s down there in Tampa Bay playing. I thought he did some really nice things for us in the red zone, (Assistant Head Coach/ Special Team Coordinator) Dave (Toub) and I were talking about that this morning. I mean he deserves to be out there; we have him in certain packages, maybe we’ll get him in a couple others but really glad we got Mike. You know guys like Mike and Drue (Tranquill) coming in here and adding to the guys we have has been really really important.”Q: How impressed are you that Chris Jones has had a sack in each game he’s played in this season?SPAGNUOLO: “Yeah, that’s kind of nice. I’d be ok if Chris (Jones) started getting multiple sack games, that would be even better. But he had that, and then I think he had three quarterback hits, so he’s always applying pressure. You know I will say this, I do think that that Minnesota offensive line actually did a fairly good job overall. I thought we would kind of be able to get inside a little bit more and Chris we moved around a little, but all in all, I thought our guys did a decent job. Chris, when he can finish, I think there was one other opportunity in there where he had the chance to finish with a sack and he kind of slipped off or I think (Vikings QB Kirk) Cousins got the ball away. I’m waiting for the multiple sack game, try to get off the one per game average and get to the multiple (laughter).”OFFENSIVE COORDINATOR MATT NAGYQ: Is Rashee Rice earning more snaps with his level of play?NAGY: “Yeah, I absolutely think he (Rashee Rice) is. I think it’s a growth process for him and just as we’ve talked about, and I’ve talked about, this process for these wide receivers, learning these positions and learning what they’re supposed to do within the route does take time. When you’re a rookie wide receiver nowadays coming from college (where) there’s so much no huddle, the sooner and quicker you can learn the verbiage that we have in the huddle – the next step is taking it to the line of scrimmage and being able to run the right route followed by, what’s the defense doing? And oh, by the way, you’ve got to make the catch too. Yesterday you saw that one catch he had over the middle, the middle of the field where he was running a basic cross and the throw was a little bit behind him, but he was able to maneuver himself and make a strong handed catch and still get vertical. To me, that’s immense growth from him where week one in preseason we may not have seen that. He’s starting to understand the different levels that you see with the linebackers (and) safeties, finding different holes in zones. Also, his touchdown catch of course, making a strong catch, he was physical, he was fast. What I think what we’re seeing right now with Rashee is someone that’s slowly gaining confidence in himself. He knows that we as coaches are slowly gaining more and more confidence in him. There’s immense growth ahead of him and I think that’s the exciting part that we all see.”Q: On the play of Justin Watson and his ability to play at a higher level in year two with the team?NAGY: “I think for him it’s that trust element him and Pat (Mahomes) have built over the last two years. You know about his speed – last year when he got here we knew, ‘Hey, this is a guy that can take the top off. This is a guy that has good hands, this is a guy that can run good routes.’ Putting it all together in this system, in this offense is the first part, the next part is understanding how to mesh with Pat and get to a point where yesterday in cover zero Pat just throws the ball up in cover zero and trusts him to go up and make a play. Not to mention also there was one earlier in the game and they hit us with a cover zero and Pat threw the ball up and J-Wat (Justin Watson) was running down the seam and the ball was a little under thrown and naturally I think he did a good job too of knocking the ball down and preventing an interception. When you do that the first time and you throw a ball up to a guy one-on-one and there’s not an interception it’s going to give your quarterback more trust in that guy (to) throw it up a second time and seeing what he can do. J-Wat made a strong catch, big play and they’re communicating more on the sidelines in between series. All of that is just a credit to Pat and his relationships he builds with these guys (and) credit to these wide receivers and their coaches, (Wide Receivers) Coach (Connor) Embree and (PassGame Coordinator) Coach (Joe) Bleymaier of just – you know really making sure these guys talk through everything and create more and more trust. Because we know somebody different in this offense every week can have a big game and I think that’s probably some of the strengths of this offense that we have.”Q: How did you feel about how you handled the high volume of blitz in Sunday’s game?NAGY: “We knew going into this game yesterday that (Vikings Defensive Coordinator) Coach (Brian) Flores was going to do a lot of different looks. He’s somebody – probably more than any defensive coordinator in the league – (is) going to throw more double A, double B, different types of fronts, looks, everybody, seven up, eight up, guys at you, to try to get you to either max protect or throw deep, that’s what he (Vikings Defensive Coordinator Coach Brian Flores) does, that’s his DNA of who he is. We knew that going into it, it’s just a matter of when you’re in it, how do we handle it? I thought the guys – our players – did a pretty good job at handling that for the most part. Now there were a couple plays here and there where – like every game – where we feel like, ‘Hey we could have been better on this play and made this play a little easier to be successful.’ That’s a part of playing the game, that’s a part of learning as we grow through the scheme and protections and cover zero checks, whatever it is. I thought our guys did a good job, I thought Pat (Mahomes) did a good job of staying in there. There’s so much that goes on within a play – it’s one thing to just call a play in the huddle and get to the line of scrimmage and see what they’re doing. The next part of it is being able to make the play during created chaos – it’s what they (The Vikings) like to create, is a bunch of havoc and chaos and make you think fast and throw the ball out quick. I thought our guys handled it really well. Situationally as well, I thought they did a good job in situational football whether (it was) red zone, four minute, end of half, end of game, I was really happy with the way they did that.”Q: What do you see from the Broncos defense?NAGY: “This is a defense that, you know you look at the personnel that they have – they’ve had some changes here and there, they’ve had a few injuries here and there. We know – first of all in this league there’s a lot of great NFL defenses and you can take stats and throw it out the window. These guys play hard, they’re in a lot of these games. I know right now their record may not show that, but they play hard and the DNA of their defensive coordinator Vance Joseph is an aggressive one yet playing fast and knowing where to be. It’s obviously a short turnaround for us, just coming from the game yesterday you get right on into it and you got to dig into knowing what they do and don’t do. We just have a lot of respect across the board, and I think you always start with (CB Pat) Surtain (II) back there and who he is and how he plays. He's going to follow guys and he’s going to also make plays when the ball is in the air. Then that front seven they move around pretty good, and I think they’ve got some guys that get after the quarterback. We just got to make sure we do what we do, stay within our system and just they are a good defense.”ASSISTANT HEAD COACH/ SPECIAL TEAM COORDINATOR DAVE TOUBQ: On the fake punt the Vikings successfully converted on.TOUB: “Yeah, it was a pretty cool play. I mean it’s not like we didn’t know they were going to run a fake, I mean I would’ve been surprised if they didn’t run a fake right there. The fact that they didn’t even go for it on offense, and they put their punt team out. We knew it was going to be a fake, we had our big guy,our defense out there obviously, they got the yards they needed. It was a good play, it was a little bit of a misdirection, a handoff in the backfield got us a little out of position, well executed, good blocks, a well-designed play that got the first down. Sooner or later, we got to have to stop these things otherwise were going to keep getting them. Obviously, that is going to be a point this week, and going forward. You know, we have to stop them. Teams are going to keep doing this to us because they want to stay on the field obviously and it seems like that’s something that they think they can get on us and we have to stop them, so that’s it on the old fake punt.”Q: How much time do you spend each week preparing for fake punts?TOUB: “We do spend – once a week, we spend on, we call it ‘Big Red’ which is our big defense out there for a punt situation, so you know we practice different fakes every week and that’s really all you can do. They’re on their toes, they know the fake is coming but you still have to stop it and it’s tough and obviously we have to get some wins under our belt here.”Q: Yesterday was your first kick return of the season. What did you see from the blocking as a unit?TOUB: “It’s been only one. I mean obviously it’s good that we got one because now we can coach off it and we have some young guys out there but still, it wasn’t bad, it wasn’t a bad return. We got it out at least past the 25 (yard-line), we got it at I think (the) 28 or 27-yard-line which is a positive, but we can be better, there’s a lot of things that we can coach off of on that. We can be a little bit more aggressive on our blocks and sustain and get better cutoff blocks on the back side, that’s the guy that got us – that did eventually tackle us, but I like the way t

910KINA Saturday Morning Show lineup 

HUTCHINSON, Kan. — Kansas State Fair General Manager Bryan Schulz is willing to listen to race promotion proposals from outside entities, but he made one thing clear, those folks will have to take on the burden.

"To become a race promoter, that's not something that we are interested in doing," Schulz said Friday. "From a staffing point, we just don't have enough staff. We are mandated by the Kansas Legislature how many people we can have. When you start looking at running these major events, you're going to have to have quite a few more people on staff and we just don't have those allocations."

There are no written proposals thus far, with a deadline for those by the end of the month.

"We've had one person that has shown some interest, but we haven't seen anything in writing," Schulz said. "That's what we need is we need a full on proposal from whoever is interested in doing it, before the end of this month, postmarked or delivered by the 31st. That will give our board at least two weeks to be looking it over. Then, on the 14th of November, the board will get together, they will review the proposals and then there will be a small public input session. Location and time are all still pending, we'll be meeting this Tuesday coming up, to make all those decisions."

When Schulz was in North Dakota at the Red River Valley Fair, the track up there was nearly closed.

"We had the fastest half mile track in the Upper Midwest," Schulz said. "That was from the World of Outlaws. That, too, was an area where, we were a non-profit. It ran most Fridays, but we were running it as our staff. People weren't attending. Our car counts were down. After my first year there, the board said to do an analysis of it. We did. We were still losing a lot of money. We decided to close it down or try finding a promoter. The Schatz family, if you follow World of Outlaws, the Schatz family is very big. They took it over, ran it for three years. They said, there's no money to be made here. They backed out. They invested over $1.5 million into it. They backed out. We put it back out for people to run it, promote it. It sat empty for two years. We had a promoter that came in and started running it. I think they are still there today, but the numbers are still touch and go."

According to&nbsp;<a href="https://www.fargomoorhead.org/what-to-do/red-river-valley-speedway/">fargomoorhead.org</a>, even when the Schatz family put the money in, the track was reconfigured. "RRVS was reconfigured from the original 1/2 mile to a smaller 3/8 of a mile track in the spring of 2010," according to the site. "Also during that time the track switched from Friday nights to Wednesday nights. In 2012, RRVS ran it's final race on August 25th until it was re-opened again in 2016. Racing once again returned to Friday nights."

It remains to be seen what proposals from the potential promoters look like and how much money they would be willing to contribute to save the track.

Join Central High School as it presents "Noises Off by Michael Frayn on Oct 6-8.&nbsp;

"Noises Off" takes a fond look at the follies of theatre folk, whose susceptibility to out-of-control egos, memory loss, and passionate affairs turn every performance into a high-risk adventure. This play-within-a-play captures a touring theatre troupe’s production of "Nothing On" in three stages: dress rehearsal, performance during the tour, and a performance towards the end of a debilitating run.

Central Theatre teacher and director of "Noises Off",&nbsp;Barbara Hilt said this isn't the first time "Noises Off" has been performed at Central.&nbsp;

“Noises Off is one of the most well-known farces of all time," Hilt said. &nbsp;"This script has been performed by many high schools and theatre groups around the country as well as at least twice at Central High School if not more. The last time it was performed at Central High School was around 2008 and Central High School took their performance to the Kansas Thespian Festival and to the International Thespian Festival that year."

 Frayn gives us a window into the inner workings of theatre behind the scenes, progressing from flubbed lines and missed cues in the dress rehearsal to mounting friction between cast members in the final performance. Brimming with slapstick comedy, "Noises Off" is a delightful backstage farce, complete with slamming doors, falling trousers, and -- of course -- flying sardines!

"Our ticket prices are just a bit higher than our other plays this season so that we can help to offset the cost of having our show adjudicated. We have also waived all online credit processing fees this year so that we can better serve our patrons," Hilt said.&nbsp;

This production is being submitted to the Kansas Thespian Festival for mainstage adjudication. Running time is approximately 2 hours and 20 minutes including two 10-minute intermissions between each act.

"We hope that our production brings back nostalgia for any Salina residents that were a part of the performances or have seen the show in the past and also that we have added our bits of humor to process. We hope that we are selected for mainstage performance at the Kansas Thespian Festival. Thank you to everyone who comes out to support Mustangs Central Theatre!  </figure>Central Theatre teacher and director of "Noises Off",&nbsp;Barbara Hilt said this isn't the first time "Noises Off" has been performed at Central.&nbsp;“Noises Off is one of the most well-known farces of all time," Hilt said. &nbsp;"This script has been performed by many high schools and theatre groups around the country as well as at least twice at Central High School if not more. The last time it was performed at Central High School was around 2008 and Central High School took their performance to the Kansas Thespian Festival and to the International Thespian Festival that year."<figure>

By LISA MOSER KSRE The average age of the herd can be a factor to consider when making culling decisions There are times in life when tough decisions have to be made, and in the beef business that can come when feed resources are limited or a time of generational transition, said the experts at Kansas State University’s Beef Cattle Institute during a recent&nbsp;<a href="https://ksubci.org/2023/09/29/how-do-i-prevent-pregnancy-loss-culling-decisions-at-preg-checking-infertility-vs-pre-loss/">Cattle Chat</a>&nbsp;podcast.

“Cows that are not bred are often the first ones to leave the ranch when making a culling decision,” said K-State veterinarian Brad White. “But after that group has been eliminated, there are several factors that guide which group of cattle will be cut from the herd next.”

Some of these include the average age of the herd, pregnancy timing, long-term feed resource availability and market conditions, according to the experts.

“The first thing I want to know is if I’m making a culling decision for just this year or if it is a situation where I’m going to be reducing the herd size over multiple years,” said K-State veterinarian Brian Lubbers. “If I am planning to get out of the cattle business over the next several years versus having a plan to build back my herd size after the drought, those are very different strategies.”

K-State beef cattle nutritionist Phillip Lancaster agreed and said that often this decision is more complex than a yes or no answer regarding a specific group within the herd.

“The first ones to be sold might be a young heifer or a bred first-calf heifer that was bred late in the breeding season because she doesn’t fit with my calving season very well and the market potential right now is good,” Lancaster said.

In contrast, White said that the decision for him depends on the average age of the herd.

“If I have an older herd, I don’t want to make the average age even greater by selling off the young females,” White said.

The performance of the calves the cows raise might also influence the culling decision, agreed the experts.

“While I typically don’t cull on calf performance alone, in a year when I must reduce the herd, I may move that cow higher on my list to sell if she raises a lower-performing calf,” said K-State veterinarian Bob Larson.

The other factor to consider is the temperament of the cow, White said.

“If she has an attitude, she is the first to go down the road,” he said.

WASHINGTON (AP) — “THIS IS A TEST": If you have a cellphone, were listening to the radio or watching television Wednesday, you should have seen that message flash across your screen as the federal government tested its emergency alert system used to tell people about emergencies.

The&nbsp;<a href="https://www.fema.gov/emergency-managers/practitioners/integrated-public-alert-warning-system">Integrated Public Alert and Warning System</a>&nbsp;sends out messages via the&nbsp;<a href="https://www.fema.gov/emergency-managers/practitioners/integrated-public-alert-warning-system/public/emergency-alert-system">Emergency Alert System</a>&nbsp;and&nbsp;<a href="https://www.fema.gov/emergency-managers/practitioners/integrated-public-alert-warning-system/public/wireless-emergency-alerts">Wireless Emergency Alerts</a>.

The Emergency Alert System is a national public warning system that's designed to allow the president to speak to the American people within 10 minutes during a national emergency via specific outlets such as radio and television. And Wireless Emergency Alerts are short messages — 360 characters or less — that go to mobile phones to alert their owner to important information.

While these types of alerts are frequently used in targeted areas to alert people in the area to thing like tornadoes, Wednesday's test was done across the country.

The test started at 2:20 p.m. Eastern time on Wednesday. Wireless phone customers in the United States whose phones were on got a message saying: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.” The incoming message also made a loud noise.

Customers whose phones were set to the Spanish language should have gotten the message in Spanish.

The test is conducted over a 30-minute window, although mobile phone owners should only get the message once. If their phones were turned off at 2:20 p.m. and then turned on in the next 30 minutes, they should have gotten the message when they turned their phones back on. If they turn their phones on after the 30 minutes have expired they should not get the message.

The message also went to people watching broadcast or cable television or listening to the radio. That messages said: “This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 14:20 to 14:50 hours ET. This is only a test. No action is required by the public."

<a href="https://www.congress.gov/bill/114th-congress/senate-bill/1180">Federal law requires</a>&nbsp;the systems be tested at least once every three years. The last nationwide test was Aug. 11, 2021.

The test&nbsp;<a href="https://apnews.com/article/fact-check-fema-hydroxychloroquine-rand-paul-ukraine-cf1d1adb0f179593b64d92be0a5d5507">has spurred falsehoods on social media</a>&nbsp;that it's part of a plot to send a signal to cellphones nationwide to activate nanoparticles such as graphene oxide that have been introduced into people’s bodies. Experts and FEMA officials have dismissed those claims, but some social media users said they planned to shut off their cellphones Wednesday.

People also suggested turning off phones for other reasons, such as not disturbing students and teachers in classrooms or children during naptimes at day care. At the White House, messages taped to chairs in the press briefing room asked members of the media to turn off their cellphones.

Not everyone did. As alerts went off during the briefing, White House press secretary Karine Jean-Pierre said: “There you go ... it works, every couple of years, folks.”

The test also sparked discussion about how it could affect people in abusive situations. Some people in abusive situations have secret cellphones — usually with notifications muted — hidden from their abuser that allow them to keep contact with the outside world. Organizations that work with abuse survivors recommended they turn off their phones entirely during the 30-minute-long test Wednesday so as to not have the blaring noise give away to their abuser the fact that they have a secret phone.

The FTC has sued and stopped dishonest charity fundraisers that&nbsp;<a href="https://consumer.ftc.gov/consumer-alerts/2020/09/spot-and-stop-dishonest-charity-fundraisers">called people</a>&nbsp;to get them to donate to fake charities. Some prey on your kindness and desire to help people impacted by weather emergencies or a disaster. But when you get a call from a charity fundraiser, how do you know the caller is telling you the truth?

Ask the caller specific questions.

What is the charity’s name, phone number, or address? Write these down so you can confirm them later. Keep in mind that many charity names sound alike, and that sham charities often use names that are sound and look like names of legitimate charities.

How much of your donation will go directly to the programs you want to support?

Will your donation be tax-deductible? Not every call seeking a donation is from a charity. Some calls might be from Political Action Committees or other groups where donations are not deductible. See more questions to ask here.

Resist the pressure to donate on the spot.

After you’ve listened to the caller, hang up the phone and think about what they said. Then, go online and do your own research:

Search for the organization’s name and phone number, plus the word “scam” or “complaint.” What you find might help you decide if you want to make that donation.

Look up the organization’s name and address. Does it show up? If it doesn’t, that could be a sign the caller was lying to you.

Wireless phone customers in the United States whose phones are on will get a message saying: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.” The incoming message will also make a noise and the phone should vibrate.Customers whose phones are set to the Spanish language will get the message in Spanish.The test will be conducted over a 30-minute window started at 1:20 p.m. CDT although mobile phone owners would only get the message once. If their phones are turned off at 1:20 p.m. and then turned on in the next 30 minutes, they'll get the message when they turn their phones back on. If they turn their phones on after the 30 minutes have expired they will not get the message.People watching broadcast or cable television or listening to the radio will hear and see a message lasting one minute that says: “This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 1:20 CDT to 1:50 hours CDT. This is only a test. No action is required by the public."Federal law&nbsp;<a href="https://www.congress.gov/bill/114th-congress/senate-bill/1180">requires</a>&nbsp;the systems be tested at least once every three years. The last nationwide test was Aug. 11, 2021.The test&nbsp;<a href="https://apnews.com/article/fact-check-fema-hydroxychloroquine-rand-paul-ukraine-cf1d1adb0f179593b64d92be0a5d5507">has spurred falsehoods on social media</a>&nbsp;that it's part of a plot to send a signal to cell phones nationwide in order to activate nanoparticles such as graphene oxide that have been introduced into people’s bodies. Experts and FEMA officials have dismissed those claims but some social media say they'll shut off their cellphones Wednesday.All wireless phones should receive the message only once. The following can be expected from the nationwide WEA test:<ul>
 <li>Beginning at approximately 2:20 p.m. ET, cell towers will broadcast the test for approximately 30 minutes. During this time, WEA-compatible wireless phones that are switched on, within range of an active cell tower, and whose wireless provider participates in WEA, should be capable of receiving the test message.&nbsp;</li><li>For consumers, the message that appears on their phones will read: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”</li><li>Phones with the main menu set to Spanish will display: “ESTA ES UNA PRUEBA del Sistema Nacional de Alerta de Emergencia. No se necesita acción.”</li>
 </ul>WEA alerts are created and sent by authorized federal, state, local, tribal and territorial government agencies through IPAWS to participating wireless providers, which deliver the alerts to compatible handsets in geo-targeted areas. To help ensure that these alerts are accessible to the entire public, including people with disabilities, the alerts are accompanied by a unique tone and vibration.&nbsp;Important information about the EAS test:<ul>
 <li>The EAS portion of the test is scheduled to last approximately one minute and will be conducted with the participation of radio and television broadcasters, cable systems, satellite radio and television providers&nbsp;and wireline video providers.</li><li>The test message will be similar to the regular monthly EAS test messages with which the public is familiar. It will state: “This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 14:20 to 14:50 hours ET. This is only a test. No action is required by the public.</li>
