Kansas Wesleyan announced its honor roll recipients for the Fall 2023 semester on Thursday, Jan. 11. Four hundred fifty-one students earned distinction across two different listings.

Full-time students who accumulated a 3.75 GPA or better during the fall semester were named to the President’s Honor Roll, while those who posted a GPA between 3.25-3.74 this past semester were selected to the Dean’s Honor Roll.

KWU announces latest local honor roll recipients

Salina Police Department officers arrested one of the suspects who burglarized the Hideaway Bar early on Monday, Jan. 8.

SPD Capt. James Feldman said officers identified one of the suspects who committed the burglary through their investigations and a tip from the community.

At 3:30 p.m. on Wednesday, Jan. 10, officers conducted a traffic stop with 44-year-old Patrick Hull Jr. in the 400 block of State Street after identifying his vehicle. 

"We did two search warrants at his residence in Salina," Feldman said. "The investigation is continuing, and we hope to make further arrests."

Feldman said Hull did not resist arrest during the traffic stop, and SPD officers requested charges for burglary, two counts of felony theft, two counts of damage to property and driving while suspended.

Salina Post will update the story as more information becomes available.

During the early morning hours on Monday, Jan. 8, the Hideaway Bar at 540 Willis Ave. reported a burglary that caused thousands of dollars in losses.

According to Salina Police Department Capt. James Feldman, an unknown number of suspects broke a window to gain entry to the business.

"Upon entering the business, suspects forced entry into a Dragon's Ascent video game, removing the money the game contained," Feldman said. "The game was damaged in the process."

Feldman said the losses from the crime totaled around $5,000, and SPD officers continue to investigate the incident.

UPDATED: SPD make arrest for early morning burglary at Hideaway Bar

For the new year, the Saline County Commission selected new officers at its second meeting of 2024, alongside discussing another fire department purchase and an update to the Expo Center's construction.

Commissioners present at the meeting include District One Commissioner Robert Vidricksen, District Two Commissioner Monte Shadwick, District Three Commissioner Rodger Sparks, District Four Commissioner James Weese and District Five Commissioner Joe Hay.

After approval of the consent agenda for the day, commissioners moved into their action items and later to the reorganization portion of the meeting.

The commissioners chose a new chair, vice chair and secretary on Tuesday, with Vidricksen stepping down from chair after four years.

According to Shadwick, the board's vice chair typically assumes the position once the previous chair steps down, but Shadwick offered a different plan.

"As I'm looking at my schedule throughout the year, there are many times that I will have to attend by Zoom, so it's always been my intention to nominate Commissioner Hay as chair and me as vice chair," Shadwick said.

Shadwick said it wasn't that he felt he wasn't a good candidate for the position, but that he thought it would be proper for a chair to be at most in-person meetings.

After this statement, Vidricksen said he only remembers once that the commission had chosen the vice chair for the chair position, but he intended to nominate Shadwick.&nbsp;

Weese said he appreciated Shadwick's honesty with his schedule and touched on the importance of the County Commission Chair position.

"I think it's very important that we have continuity — that we have a chair that we know will be here as much as possible," Weese said. "Any of the five of us could do it, but I look at the chair as more than just doing it — it's a matter of being the ambassador for the county."

He then nominated Vidricksen to serve as chair for another year, leaving both Shadwick's nomination for Hay and Weese's nomination for Vidricksen on the table.

Vidricksen said he appreciated the kind words from the board but thought it might be time for a fresh cast of officers.

The nomination for Vidricksen floated to the board first, with commissioners stopping mid-vote to reevaluate the situation.&nbsp;

Shadwick and Vidricksen agreed they wanted to avoid creating a divided board.

"I would never want to vote against you. You have just been an outstanding chair for four years," Shadwick said. "But I do think it's time for somebody new and I think Joe will be there all the time, and that's why I am supporting him. I'm not in any way not supporting you."

Some discussion followed over the two nominations, but ultimately, Shadwick asked for a roll-call vote, in which each commissioner named who they voted to be the next chair.

Commissioner Hay — Commissioner Hay Commissioner Shadwick — Commissioner Hay Commissioner Sparks — Commissioner Hay Commissioner Weese — Commissioner Hay Commissioner Vidricksen — Commissioner Hay

Weese said although he initially nominated Vidricksen for chair, he wanted to show unity through their board and voted for Hay.

Hay accepted the position, and Vidricksen next nominated Sparks as vice chair, which passed 5-0 with a regular vote by commissioners.&nbsp;

Sparks then nominated Shadwick for secretary, which passed 5-0 with a normal vote.

The reorganization ended with Hay as chair, Sparks as vice chair and Shadwick as secretary.

Rural Fire District Three used vehicle purchase

Before the reorganization meeting, commissioners discussed purchasing a used vehicle from Rural Fire District, or RFD, Five for RFD Three.

Saline County RFD Three Fire Chief Scott Abker presented the purchase to the board, including a $35,000 truck with a $2,000 800 mobile radio.

"We hope that as we are able to build a new station in Brookfield or something, we could add another squad truck over there," Abker said. "We see multiple times where we wind up with mutual aid. Sometimes that's because of people or firefighters and sometimes because we don't have enough equipment on the scene to do what we need to do."

The purchase would be through RFD Three's special equipment funds. Commissioners approved the purchase 5-0.

Change order for Expo Center Barn One and Two

In September, commissioners approved a bid award for new electrical work at the Saline County Expo Center for its two barns which included a new pole-mounted transformer.

As the project continued, Evergy, a Kansas energy company, found the transformers selected were too large to mount on a pole. Hence, the Expo Center requested a change order to ground transformers.

Hanna Bett, the deputy county administrator, presented the change order that would add $5,678 and repave the alleyway due to the electrical work under the concrete.

Weese asked Bett if the concrete there was new or needed repair, to which Bett answered that it was on the list for repair.

Commissioners approved the change order 5-0.

New Saline County Commission chair named this week

The City of Salina Public Works Department is having to install a new traffic signal cabinet and pedestrian signal pole due to an accident at the intersection of South Ninth Street and Saturn Avenue.

 Staff will have to work with multiple outside contractors to accomplish this and may take multiple days for the repair to be completed. 

Due to the repair, the intersection lights may be off, blacked-out, or in flashing red at times and portable stop signs will be used to help direct traffic through the intersection.

Reminder when approaching a blacked-out or flashing red light intersection, you should come to a complete stop, check all directions to ensure there is no traffic and proceed when clear.

The driver that approached the signal first determines the rightof-way. Both blacked-out and flashing red lights have the same meaning as a STOP sign.

The City of Salina will host a special study session and open public forum Thursday to discuss homelessness&nbsp;

Julia Orlando, of Julia Orlando Consulting, a nationally recognized leader, professional speaker and consultant will present.

Christy McMurphy from the Kansas COC/ Kansas Statewide Homeless Coalition will also be attending to provide information on statewide initiatives.

The presentation should take about 45 minutes with a Question &amp; Answer session with the public to follow. The city encourages everyone interested in this topic to attend.

Salina public forum to address homelessness on Thursday

In a showcase of both public and private entities, U.S. Sen. Jerry Moran visited two vital features of Salina's community — defense and aviation.

Moran first visited the U.S. Kansas Air National Guard 184th Wing last week, checking in on the Smoky Hill Air National Guard Range and visiting with service members.

"My work in Washington D.C. involves a lot of things related to defense," Moran said. "We want to make certain that the Guard is recognized for the value that they provide in defending our country, as well as providing services here in Kansas in times of natural disasters."

On another stop Moran visited 1 Vision Aviation, an FAA-certified aviation repair and maintenance company that works with national businesses like Boeing, Beechcraft and Cessna.

While there, he toured 1 Vision's large hangars and chatted with Jim Sponder, 1 Vision president and CEO, among a few other employees.

Tim Rogers, the executive director of the Salina Airport Authority, helped facilitate Moran's visit to Salina and joined him along the stops.&nbsp;

"Jerry has collaborated with the Salina Airport Authority and the Salina community on various projects that have resulted in new developments in our community," Rogers said.

Preparing for the new legislative session

In Washington, D.C., Moran primarily works with defense appropriations, focusing on the U.S. National Guard.

While in Salina, Moran said he aimed to prepare for the new legislative session by personally visiting his state's defense and aviation assets.

He spoke with service members and 1 Vision staff, asking questions on recent celebrations and challenges moving forward.&nbsp;

At the Kansas Air National Guard 184th Wing, he focused on the unique aspects of Smoky Hill Air National Guard Range and the benefits of preserving the range.

"There is a number of those units across the country, and many of them are being eliminated, and we were successful in saving the unit here in Salina," Moran said. "I wanted to make sure I knew what was going on, know the value and continued support for them."

Smoky Hill's range benefits the local, state, national, and international communities by performing critical operations on its large airspace that reaches from Salina to Dodge City.

Moran said with the large air and ground space, service members can run critical training programs with both U.S. Army and Air Force troops.

"It's a huge economic boost to Salina and the surrounding area," Moran said. "It's unique in its size and scope of what can happen on such a large piece of ground."

Salina aviation was another element Moran focused on last week, where he said quality air service was an impactful boon for a community.

Rogers said Moran has collaborated with the Airport Authority on previous projects, and the returning overnight flight schedule is the newest one Moran supports.

"The one area that Jerry has been very influential and very helpful with is the air quality service and supporting the essential air quality service program," Rogers said. "[It's been] very helpful with business recruitment and supporting the growth of Schwan's Food Company and, of course, 1 Vision Aviation."

"It's all tied together," Moran said. "If you want a bright future for your region of Kansas, access to commercial air service to connect with the rest of the country and the rest of the world is a huge component."

After visiting with service members, Moran traveled just a few miles north to tour 1 Vision Aviaition's large hangars and chatted with Sponders and other staff while touring their projects.

Rogers said 1 Vision Aviation's work in Salina benefits the overall economy of Salina, employing many residents while remaining a competitive air maintenance hub in the region.

Moran supported 1 Vision in Salina from the start, and through most of Salina's aviation challenges, Rogers said Moran continues to support the community.

"When we have a challenge ahead on a project that involves federal issues, laws and regulations, there's no hesitation to contact Jerry and his staff."

While most of Salina's aviation facets benefit the local community, Moran stressed the value of regional defense and air professional partners internationally.

"Our country faces tremendous military and national security challenges," Moran said. "It's always the time, but today is a perfect time to say thank you to those who serve on our guard and active duty."

In further consultation with Evergy, because of the transformer’s size the planned pole mounted transformer needs to be changed to a ground mounted transformer.

This requested change will consist of removing and replacing concrete from the alley to Barn 1, installing underground conduits in Barn 1 and 2, and installing bollards around the ground-level transformer for protection. This change also credits the project to delete new weatherheads and framing since they will not be needed.

In total the amount requested for this change order is an additional $5,678.00 to the project.

Board reorganization, Rural Fire District #5 vehicle purchase on Saline Co. Comm. Agenda

Salina Police Department officers arrested 29-year-old Salina resident Jesci Kent for stabbing a man in the leg with a barbecue fork.

A friend of the 34-year-old victim called SPD from out of state and reported a disturbance at 7:30 a.m. Sunday, Jan. 7, due to a phone call from the victim earlier.

According to SPD Capt. James Feldman, while on the phone with the friend, Kent and the victim began arguing in a residence in the 1400 block of Derby Street in town until it escalated into battery.

"During that argument, he was stabbed in the right leg with a barbecue fork," Feldman said. "Officers made contact with Jesci Kent, and she was arrested for aggravated battery, domestic battery, and criminal damage to property."

Feldman said officers requested charges for criminal damage to property, a misdemeanor, due to the rips in the victim's pant leg from the large fork.

Proclamation request, organizational meeting on Salina City Commission agenda

Even though Friday's snow just settled across most of the western two-thirds of the state, another chilly storm is on its heels, with possible whiteout conditions for early next week.

According to Wichita National Weather Service Meteorologist Venessa Pearce, the weather system will impact most of Kansas, beginning as rain showers on Sunday with temperatures in the low 40s.

Rain showers will continue on Monday before transitioning to a winter weather mix that will impact the northwestern half of Kansas.

Then, during the later hours of Monday night, the storm system will transition from rain to heavy snow, with possible blizzard conditions for north central Kansas and western Kansas.

"The worst part of the timeframe is Monday evening and Monday night into Tuesday morning," Pearce said. "There could be some potential challenges on the Tuesday morning commute."

Another Wichita NWS meteorologist, James Cuellar, provided a forecast earlier in the week on Wednesday, Jan. 3.&nbsp;

The models then forecasted a broader scope of the storm, but Cuellar said the storm system would be much different than the November storm and the recent Friday morning snowfall.

"It'll be a completely different, completely new system," Cuellar said. "It's going to be a little bit different — it'll have a lot more moisture. That's going to be the most significant difference."

By Saturday morning, NWS forecasters found another significant impact from the storm in its models — high windspeeds early Tuesday morning with a single-digit windchill.

"Most of the precipitation should exit by Tuesday morning," Pearce said. "But, because we expect winds with sustained speeds of 25 to 30 mph with gusts approaching 45 mph, any fallen snow could drift and blow around on Tuesday."

"We've got wind chills on Tuesday morning in the single digits, around five degrees."

Pearce stressed that with the hazardous conditions on Monday and Tuesday, residents prepare by altering schedules and packing supplies when necessary to travel.

Critical travel supplies for the car include a thick winter coat, snow boots, water, small food items and extra clothing items.

"Make sure to stay tuned to the latest forecast as things change," Pearce said. "Consider adjusting different plans for that time if at all possible."

Friday morning's snowstorm brought Kansas another round of multiple inches of snow.&nbsp;

According to Wichita NWS, the Wichita Dwight D. Eisenhower broke the record snowfall set in 1929 at 2.6 inches, with 3.3 inches of accumulation on Friday.

NWS early-week storm forecast and Friday snow totals

Late Thursday night, Salina Police Department, SPD, officers arrested Darryl Jones Jr., a 50-year-old Salina resident, for battering a 39-year-old victim.

According to SPD Capt. James Feldman, officers arrived around 10 p.m. at the 400 block of South Connecticut Avenue after a neighborhood resident called SPD and reported a disturbance.

"During the investigations, officers determined Mr. Jones had battered a 39-year-old female," Feldman said. "During that, he had strangled her, threatened her life and then also battered her regularly."

Once officers determined that Jones had allegedly battered the victim, they arrested him without incident.

SPD officers requested charges for aggravated domestic battery, domestic battery and criminal threat.

Originating in the high plains of eastern Colorado, the 575-mile-long Smoky Hill River provides animals with sustenance, gives people a place to recreate, and has served as an economic driver that catapulted Salina into the 20th and 21st Centuries.

1858, Salina's founders chose the city site because of its practical location. The town, located on the westernmost point of the ancient Indian trail, was established as a trading post for prospectors bound for Colorado, westbound immigrants, and Native American tribes.

Early settlers harnessed the power from the flowing river, which soon ran mills that sawed trees into wood and ground grain into flour. Salina's milling industry was born and steadily grew to the third-largest flour-producing city in the world.

The river also became the place to celebrate life. Picnics, horse racing, boat trips and swimming enhanced the quality of life and helped build the young community.

Waters that brought relaxation and prosperity to the small community also brought devastation. Residents of Salina experienced multiple flood events not too long after the city's establishment.

One of the first floods that impacted the city happened in 1903. The flood, caused by a deluge of 17.13 inches of rain, took place in May.

Flooding of the Smoky Hill River continued over the next several decades, with floods occurring in 1915, 1938, 1941, and 1951. 

The flood of 1938, in particular, was especially catastrophic for the Smoky Hill River Valley. Homesteads, farms and small towns in the area were devastated. Kansas congressional leaders passed legislation in Washington, D.C. that authorized the construction of the Kanopolis dam in 1940. Despite the project's temporary suspension during World War II, the first artificial lake in Kansas, Kanpolis Lake, wasn't completed until 1948.

Despite these safeguards, the river was still susceptible to flooding. 

In 1951, following another catastrophic flood, local leaders cut off the channel's flow through Salina. What once was picturesque enough to have the movie "Picnic" filmed on its banks is now a silt-filled ditch.

In 1957, construction began on the diversion channel and levee system by the Corps of Engineers as part of the city's flood protection plan. The structure was completed in 1961.

The original river channel dried up, and Salina's identity with its historic river seemed to fade into history. In 1986 The City of Salina and the Chamber of Commerce conducted a study to determine the desired outcome for the old channel. The result was nearly unanimous - the beautification of the old channel.

During the late 80s and early 90s, the river project was somewhat forgotten and the revitalization project temporarily shelved. Another flooding event happened along the river in 1993.

In the mid-2000s, like the city founders who came more than 100 years before them, Salina residents still saw the river as an incredible asset. 

The Friends of the River Foundation held its first organizational meeting in 2007. The group's mission is "to strive and restore the natural channel of the Smoky Hill River to its role as an integral part of the aesthetic, recreational, and economic life of Salina."

In 2009, the foundation became a 501c3 and collected input from 3,500 residents about what they wanted the Smoky Hill River to look like. In December 2009, the Salina City Commission authorized the preparation of a master plan to guide the restoration and renewal of the Old Smoky Hill River channel. 

Salina Downtown, Inc., on behalf of the Friends of the River Foundation and in partnership with multiple private and public agencies, engaged ConsultEcon, Inc. to conduct an economic impact analysis of the Smoky Hill River Renewal Master Plan.

In 2015, the group hired Jane Anderson as executive director to help continue the project for the future. By the following year, the organization pushed to pass a sales tax increase to fund the renewal project.

From 2015 to 2023, the group continued to acquire funding for the project and eventually became a funded partner of the Salina Area United Way in the Summer of 2023.

One chilly morning in October 2023, the Friends of the River Foundation opened the first half-mile portion of the concrete walking path next to the channel.

"This trail is the first construction project of many to come in the near future," Anderson said. "(It) allows the public to have a beginning glimpse of what the Smoky Hill River Renewal Project could bring to this community."

📸 Flashback Friday: Salina Post - The Smoky Hill River - Vol. 23

Snowfall will impact most parts of western and southern Kansas beginning on Thursday evening and carrying over into most of Friday.

Widespread snow will reach cities like Wichita, Hutchinson and Pratt by late Thursday, and periods of heavy snow will be possible across that region during the morning commute.

Most of Kansas has seen increased precipitation this winter, with much of it contributing to diminishing the drought conditions for many residents. 

This Friday, another weather system will move into the state, bringing about an inch of snow to most parts of western and central Kansas.

According to Wichita National Weather Service, NWS, Meteorologist James Cuellar, Kansans have seen more snow this winter compared to past years.

"Last year we were in a La Niña, and that's why we were so dry the entire winter," Cuellar said. "We already had that big snow event in November, so that's pretty much already gotten out average for a lot of places."

Cuellar said Friday's weather system will move into the state late Thursday night into the early hours of Friday morning. Forecasted temperatures will drop overnight on Thursday from low 40s to high 30s, with a high of 41 degrees on Friday.

Most of western and north central Kansas may receive up to an inch of snow, while a wintery mix of rain and snow is more likely near the Kansas-Oklahoma border.

"Northeast Kansas will miss out a little bit on it, but they could still get at least a trace, a trace to an inch," Cuellar said.

The weather system will impact travelers on Friday morning, with roadways becoming slick from chillier precipitation across the state. 

Elevated roadways like bridges and interchanges will be dangerous in adverse weather conditions.

UPDATED: NWS meteorologist preview for Jan. 5 snow storm

<a href="https://pub-salinecounty.escribemeetings.com/Meeting.aspx?Id=cb095ba7-713b-4fdc-8015-5442de3b87d3&amp;Agenda=Agenda&amp;lang=English&amp;Item=18&amp;Tab=attachments">The first meeting in 2024 for the Saline County Commission</a> introduced two new proclamations for the community, discussions around roads and bridges in the county, policy revisions, and more.

After a two-week holiday break, four of the five County Commissioners met for their regular Tuesday morning meeting. They approved two proclamations, three American Rescue Plan Act, ARPA, grant and fund designations, and multiple Saline County staff needs.

They approved two proclamations, three American Rescue Plan Act, ARPA, grant and fund designations, and multiple Saline County staff needs.Commissioners present at the meeting included Monte Shadwick, District 1; Chairman Robert Vidricksen, District 2; Rodger Sparks, District 3; and James Weese, District 4. Commissioner of District 5 Joe Hay was absent.After approving the consent agenda that included the ARPA grants and funding extension, commissioners moved into their action items.<h2>2024 National Slavery and Human Trafficking Prevention Month</h2>A <a href="https://pub-salinecounty.escribemeetings.com/Meeting.aspx?Id=cb095ba7-713b-4fdc-8015-5442de3b87d3&amp;lang=English&amp;Agenda=Agenda&amp;Item=18&amp;Tab=attachments">2024 National Slavery and Human Trafficking Prevention Month</a> proclamation was first on the action items list.Salina Domestic Violence Association of Central Kansas, DVACK, Sexual Assault Advocate Angela White presented the proclamation to the commission. White told commissioners how human trafficking is the "second-largest and fastest-growing criminal industry in the world.""Millions of men, women and children are victims of human trafficking," White said. "The U.S. Justice Department has identified Kansas as an originating state for human trafficking, and most trafficking in Kansas involves local children."White stressed that with a proclamation, the community can be better informed and first responders better prepared to help victims of human trafficking.The proclamation would join the nationally-established observance that U.S. President Joe Biden signed in January 2023.Vidricksen asked White if there would be any activities or learning opportunities for the month, to which White told him, "Yes."The organization plans to have outreach events at Kansas Wesleyan University, among other educational activities.Weese motioned to approve the proclamation, which Sparks seconded. The motion passed 4-0.<h2>2024 National Stalking Awareness Month Proclamation</h2>DVACK presented another proclamation to commissioners during the meeting — <a href="https://pub-salinecounty.escribemeetings.com/Meeting.aspx?Id=cb095ba7-713b-4fdc-8015-5442de3b87d3&amp;lang=English&amp;Agenda=Agenda&amp;Item=19&amp;Tab=attachments">2024 National Stalking Awareness Month</a>.Similar to the previous proclamation, Stalking Awareness Month encourages communities to learn about the signs of stalking behavior and ways to help victims receive help.&nbsp;Establishing the observance for Saline County would also join the rest of the nation in promoting stalking awareness.DVACK Domestic Violence Advocate Mary Cookson presented the proclamation to commissioners by outlining stalking's tell-tale signs and how to help victims."The variation in stalking behaviors ranges from hanging up phone calls to more direct threats toward the victim," Cookson said. "Communities can better combat stalking by raising awareness, adapting multidisciplinary responses by teams of local agencies and organizations and providing more and better victim services."Cookson said three in four women are killed by an intimate partner who had stalked them previously, and the Kansas Bureau of Investigation reports that Saline County filed 176 stalking orders in 2022.The commission had one question for Cookson: Vidricksen asked if the organization intends to host events to spread awareness.DVACK plans to visit the 10 counties it serves and present a proclamation to each board of commissioners throughout January, alongside visiting colleges to educate students about the crime."I know that your organization provides a very necessary service to our community and surrounding areas," Vidricksen said. "So thank you very much for that."Weese motioned to approve the proclamation, which Sparks seconded, and the motion passed 4-0.<h2>Other action items</h2>The following action item commissioners approved was a Saline County Road and Bridge bid for <a href="https://pub-salinecounty.escribemeetings.com/Meeting.aspx?Id=cb095ba7-713b-4fdc-8015-5442de3b87d3&amp;lang=English&amp;Agenda=Agenda&amp;Item=24&amp;Tab=attachments">new motor graders</a>, a type of construction vehicle used level dirt.Road and Bridge Administrator Darren Fishel provided options for commissioners, which, after some discussion, the board approved 4-0.The new machinery costs $640,400, which the Road and Bridge Special Machinery funding pool paid for.Saline County Engineer Justin Mader presented the next agenda item, a <a href="https://pub-salinecounty.escribemeetings.com/Meeting.aspx?Id=cb095ba7-713b-4fdc-8015-5442de3b87d3&amp;lang=English&amp;Agenda=Agenda&amp;Item=29&amp;Tab=attachments">bid award for county aggregate purchases</a> and financing aggregate hauling for roadway repairs and construction.County commissioners approved the bid contract for $475,000 4-0.The commission also discussed new <a href="https://pub-salinecounty.escribemeetings.com/Meeting.aspx?Id=cb095ba7-713b-4fdc-8015-5442de3b87d3&amp;lang=English&amp;Agenda=Agenda&amp;Item=35&amp;Tab=attachments">policy revisions</a> for the new year alongside new <a href="https://pub-salinecounty.escribemeetings.com/Meeting.aspx?Id=cb095ba7-713b-4fdc-8015-5442de3b87d3&amp;lang=English&amp;Agenda=Agenda&amp;Item=31&amp;Tab=attachments">alcohol funds allocation</a>.
