SEDGWICK COUNTY —After a week that saw three students taken into custody for allegedly having a gun at school and security staff at another school forced to use pepper spray to break up a disturbance in the cafeteria, USD 259 Superintendent Alicia Thompson responded with a statement on the district web site.

" You are likely aware of a rash of incidents relating to unacceptable behaviors in several of our high schools. Public attention has been drawn to fights and students gathering to video the incident, as well as incidents of students bringing a weapon to school. Thankfully there have been no threats with the weapons, and no injuries during the fights, but we take each of these incidents seriously. The actions of a small number of our students who cause commotion and fear in our schools is&nbsp;completely unacceptable, and it must stop.

The vast majority of our students come to school to learn, grow, make friends and explore opportunities for future careers. We commend our students who do the right thing, and when something doesn’t look or feel right, students should be reminded that if they “see something they should say something.”&nbsp;

Parents, regardless of the age of your child, please make sure they also know that disruptive behavior that threatens the learning environment of their school, and causes fear or disruption,&nbsp;will not be tolerated in our schools. While we know our community continues to deal with the stresses of social isolation and economic concerns, there is&nbsp;absolutely no tolerance for this behavior coming into our schools.

Additionally, at our September 12 Board of Education meeting, we will have an important presentation on WPS safety by Terri Moses, our division director of safety and environmental services. Ms. Moses will update the board on existing safety measures and share a new development that we will be excited to bring to our schools. More information will be shared after the meeting.

Overall, the school year has started out strong across our district. Students and teachers value the power of relationships and the supportive environment they find in our school communities.&nbsp; We will continue to do everything possible to earn your trust of and support for the Wichita Public Schools."

On August 29, police took a student at West High School into custody for having a gun on campus. On August 30, police took a Wichita Heights  student with a gun on campus into custody.&nbsp; On Sept. 1, a Wichita Police Department School Resource Officer was working at East High School when they were notified by school staff of a student that was possibly in possession of a firearm, according to Officer Trevor Macy.

School staff searched a 16-year-old male student and found a handgun in his possession. The gun was seized, and the 16-year-old was booked into the Juvenile Intake and Assessment Center for possession of a firearm by a juvenile and possession of a firearm on school grounds.

On August 29, Security staff at Wichita Southeast High School were forced to use pepper spray during an incident in the cafeteria.

"There was an altercation at the school involving 7 or 8 students during lunch that caused a large crowd to gather," according to USD 259 media relations manager Susan Arensman.

"The school security officer used pepper spray in the area to disperse the crowd. No students were directly sprayed. No one was injured."

"When situations get where we cannot get students to comply and the learning environment is deemed unsafe we may have to resort to these measures, School principal Ben Mitchell wrote in a note sent to parents and guardians.

Superintendent of state's largest school district responds to guns on campus

SUMNER COUNTY—Law enforcement authorities are investigating a fatal shooting in southeast Kansas.

Just after 3:30 p.m. Saturday, police responded to report of a shooting at a home in the 1200 block of E. Harvey in Wellington, according to a media release.

First arriving officers entered a private residence and found a 36-year-old Wellington man who had sustained a gunshot wound to his upper chest.&nbsp; He died from his injuries.

Officers took a&nbsp; 66-year-old Jacob Brown of Wellington into custody at the scene and booked him into the Sumner County Jail on requested charges of second degree murder, according to online jail records.

At the confluence of the Big and Little Arkansas Rivers in downtown Wichita stands a magnificent sculpture honoring the native American history of Kansas. This iconic sculpture is known as the Keeper of the Plains. It was created by a Wichita artist of Comanche and Kiowa descent, who had a remarkable career in the arts.&nbsp;

Blackbear Bosin is the artist who created this remarkable work. Much of the following information comes from the book&nbsp;Blackbear Bosin: Keeper of the Indian Spirit, by Bosin’s stepson, David Simmonds.&nbsp;

Blackbear Bosin was born in Oklahoma in 1921 to a Kiowa father and Comanche mother. His native name, which belonged to his paternal grandfather (a Kiowa chief), means Blackbear in English.&nbsp;

Young Blackbear Bosin attended a mission school in Oklahoma where he studied the collection of Kiowa and European art objects and dabbled in painting. He went on to the&nbsp;<a href="https://en.wikipedia.org/wiki/Chilocco_Indian_Agricultural_School" target="_blank">Chilocco Indian Agricultural School</a>&nbsp;where he trained to work with sheet metal and then moved to Wichita with his wife. During World War II, he enlisted in the Marines.&nbsp;

In 1943, he fell ill and was hospitalized at the naval hospital in Hawaii. There, he took up painting again. His art was so well regarded that the hospital hosted a one-man exhibition of his works before his discharge in 1945.&nbsp;

Having regained his health, he returned to Wichita where he became an industrial designer and product illustrator for Boeing. He later worked in the training aids and arts department at McConnell Air Force Base. Meanwhile, he was building his career as an artist.&nbsp;

In 1946, he entered a painting, called&nbsp;Green Corn Dance,&nbsp;in the Philbrook Art Institute’s first Indian Artists Annual competition and earned his first award.&nbsp;

From 1947-50, his work was on exhibit at the Dallas Museum of Fine Arts, Detroit Institute of Arts, Smithsonian Institution and more. In 1953, he produced&nbsp;Prairie Fire, which would win first place from the Philbrook and was featured in the May 1955 National Geographic. This painting was said to bring him international recognition.&nbsp;

In 1959, Bosin opened the Great Plains Studio in Wichita. In 1960, he won the Grand Prize at the All-Indian Show in New York. The following year he travelled to Switzerland to receive honors after he was elected a Fellow of the International Institution of Arts and Letters.&nbsp;

Bosin was the only Native American artist to participate in the 1965 White House Festival of the Arts. After winning the Victory Trophy from the Philbrook in 1967, he chose to stop entering art competitions because he felt it was time for younger artists to gain recognition.&nbsp;

His creative work continued. He designed the logos for the Mid-America Indian Center in Wichita and the Wolf Creek nuclear power plant which is located near the&nbsp;rural&nbsp;community of Burlington, population 2,764 people. Now, that’s&nbsp;rural.&nbsp;

In 1969, one of Bosin’s friends at the Kansas Gas &amp; Electric Company asked if he would design a large-scale statue as tribute to the Indigenous peoples in the Wichita area.&nbsp;&nbsp;Bosin agreed. It became the iconic structure known as Keeper of the Plains, placed near the rivers in downtown Wichita.&nbsp;

A City of Wichita website describes it as a sculpture “with hands raised in supplication to the Great Spirit.” After a restoration and river beautification project, the five-ton, 44 foot tall sculpture now stands elevated on a 30-foot rock promontory, surrounded by a plaza which describes the Plains Indian way of life.&nbsp;

Bosin was commissioned to create ten designs for the Franklin Mint for a series of sterling silver medals about Native American history.&nbsp;The coins depicted various historical events with one side of the coin featuring the “traditional view” and the other side of the coin featuring the “Indian interpretation” of those events. In 1977, the state of Kansas awarded Bosin the Distinguished Service Award. &nbsp;

Blackbear Bosin passed away in 1980, but his magnificent sculpture still stands on what is considered sacred ground in Wichita. We commend this Kansan for making a difference with creativity in art. Like the Keeper of the Plains statue itself, the impact of Blackbear Bosin stands tall.&nbsp;

SHAWNEE COUNTY—Law enforcement authorities are investigating three suspect on drug charges.&nbsp;

On Sept. 2, members of the Topeka Police Department Narcotics Unit and the Shawnee County Drug Task Force&nbsp; Force served a search warrant at a home in the the 2700 Block SE Jefferson St. related to an ongoing investigation, according to Lt. Edward Stanley.

While conducting the search warrant, officers located Cocaine, Marijuana and drug paraphernalia&nbsp;

As a result, officers arrested 61-year-old James C. Booker Sr., 71-year-old&nbsp; Larry D. Hines and and 24-year-ood Dezaray D. West and&nbsp; &nbsp;transported to the Shawnee County Department of Corrections.

Dezaray D. West remains jailed on requested charges of Possession of Cocaine and Possession of Marijuana.

James C. Booker Sr. is being held on requested charges of&nbsp;Possession of Cocaine, Possession of drug paraphernalia and Possession of Marijuana.

3 arrested after drug task force finds cocaine at Kansas home

Today in History - September 4

DOUGLAS COUNTY—An off-duty police detective is under investigation after a car crash.

Just after 12:30 a.m. Saturday, police were dispatched to a non-injury motor vehicle accident in the 1500 Block of Lindenwood Lane, according to Police spokesperson&nbsp;Laura McCabe.

The reporting party was inside a home in the area and heard a crash, looked out, and realized her parked car was struck and sustained obvious damage.&nbsp;

The responding officer immediately recognized the driver as off-duty detective Adam Welch, who was driving his personal vehicle. 

The officer alerted supervision, who asked for an on-duty Kansas Highway Patrol Trooper to respond but one was not available. Supervisors called in Douglas County Deputies.

Deputies found probable cause to arrest Welch and believe he was operating his vehicle while impaired, according to McCabe.

Deputies transported Welch to the Douglas County Jail and booked him.

Per protocol, Welch was immediately placed on paid administrative leave pending internal investigation by the Office of Professional Accountability and the Chief of Police.&nbsp; According to online jail records, Welch is no longer custody.

On Monday, police took a student at West High School into custody for having a gun on campus. On Tuesday, police arrested a Wichita Heights&nbsp; student with a gun on campus into custody.

The Sedgwick County District Attorney's office will review charges in each case.

OVERLAND PARK, Kan. (AP) — The Republican candidate for governor in Kansas said Thursday that if he is elected he will respect voters'&nbsp;<a href="https://apnews.com/article/2022-primary-elections-kansas-abortion-b6d62a852c2ce4617f2c03589fbb523e">overwhelming rejection of an amendment</a>&nbsp;that would have removed the right to abortion from the state's constitution.

Attorney General Derek Schmidt, who is seeking to oust Democratic Gov. Laura Kelly, said the Aug. 2 vote in which voters rejected the proposed amendment by a 41% to 59% margin, means his priority will be upholding abortion laws already in force in the state, The Kansas City Star reported.

When asked if he would support state lawmakers proposing a similar constitutional amendment in the future, Schmidt said: “I think Kansans, Kansas voters, went to the polls. They made a decision, I think that decision has be respected going forward.”

Kelly opposed the constitutional amendment and told supporters in an email last month that she “always maintained that a woman’s reproductive healthcare decisions should be between her and her physician.”

“I think that the focus going forward for the state needs to be on defending those laws already on the books and that’s where my priorities would be,” Schmidt said.

The outcome of the vote was confirmed after a hand recount&nbsp;<a href="https://apnews.com/article/kansas-abortion-vote-recount-e874f56806a9d63b473b24580ad7ea0c">in nine counties</a>&nbsp;that was requested by two anti-abortion activists. Fewer than 100 votes changed in the nine counties during the recount.

The vote drew intense interest across the country because it was the first state referendum on abortion since the U.S. Supreme Court&nbsp;<a href="https://apnews.com/article/abortion-supreme-court-decision-854f60302f21c2c35129e58cf8d8a7b0">overturned Roe v. Wade in June.</a>

Kansas limits most abortions to after 22 weeks of pregnancy, requires a 24-hours waiting period and makes patients to undergo an ultrasound. Parental consent is required for minors and the state health department regulates abortion clinics.

Schmidt also used the campaign event Thursday to reiterate his support for a ban on transgender athletes competing in women's and girls' sports in K-12 and colleges. He said if he becomes governor, he would push the Legislature to pass a law implementing the ban within the first 100 hundred days of his taking office.

Lawmakers have passed the ban twice but Kelly vetoed the measure both times. The Kansas Senate&nbsp;<a href="https://apnews.com/article/education-legislature-kansas-topeka-d93fdb09b99a5fd254d172f9b0b7a964">voted to override Kelly's second veto</a>&nbsp;but the override attempt failed in the House by three votes.

Schmidt was joined at the campaign event by Riley Gaines, a former University of Kentucky swimmer who has criticized the NCAA’s decision to allow&nbsp;<a href="https://apnews.com/article/sports-swimming-erica-sullivan-2423ade67c279e9a7ac85a1733d17de4">Lia Thomas</a>, a transgender swimmer for the University of Pennsylvania, to compete in Division I women’s swimming events.

Kansas GOP governor candidate 'respects' vote on abortion

SEDGWICK COUNTY—The parents of a toddler found dead&nbsp; in a crib in the family’s mobile home in April of 2019 are going to prison.

On Thursday,&nbsp;Judge David Kaufman sentenced 26-year-old Brandi Marchant and 31-year-old Patrick Javonovich to almost 27-years in prison, according to the Sedgwick County District Attorney's office.

They plead guilty to second-degree reckless murder, aggravated kidnapping and child abuse during a July hearing.

Kansas child welfare authorities investigated two reports of possible abuse or neglect involving the couple in the 17 months before their son was found dead.

The Kansas Department of Children and Families completed its investigation into the death of Zaiden Javonovich, who authorities believe was dead days before his body was discovered.

In a report summary obtained by The Associated Press through an open records request, the agency said it found physical abuse and neglect in the case but provided no other details.&nbsp;

Zaiden’s 4-month-old brother, who is Marchant’s son, was found injured and hospitalized in critical condition.

In November 2017, the Department of Children and Families investigated possible emotional abuse after a report that Marchant made homicidal and suicidal statements in front of the children. One child who reported a homicidal statement mentioned Zaiden, according to the report. Several people were interviewed but investigators could not substantiate the claim.

A year later, the department was told the younger boy tested positive for marijuana at birth. The case could not be investigated as an abuse/neglect case because medical officials did not indicate the boy’s health was hurt by marijuana use, the summary states.

Instead, a Family in Need of Assessment case was started. A social worker who met with the couple found both children appearing healthy, with all necessary supplies for the infant, according to the report. The parents, who are not married, completed a federally required plan of safe care and in another visit, Marchant completed a Department of Children and Families safety plan. The case was closed Jan. 14.

Kan. couple sentenced for abuse death of 2-year-old son

Kansas Wesleyan has announced that it will bring back the popular 7x7x7 lecture series, which debuted on campus last year, for this year’s Homecoming and Family Weekend. 

The event will be held Oct. 21, at 1 p.m. in Peters Science Hall 201 on campus. It will feature seven local leaders speaking on seven different topics for seven minutes apiece. Admission is free and no tickets are required.

“The 7x7x7 lecture series has added a new element of community to homecoming,” said Michelle Dolan, director of development, stewardship and alumni. “Those returning to campus can learn more about the great opportunities available to our students, while our students, in turn, can connect with community leaders.”

This year’s slate features Adrienne Allen, executive director of Salina Symphony, speaking about the symphony’s new beginning this year. Yaniv Segal was announced in May as just the third music director in the organization’s 67-year history.

Michael Spicer, executive director of Theatre Salina, will also be a featured speaker. Spicer will discuss Theatre Salina’s education department, Center for Theatre Arts, and the organization’s collaboration with KWU. The university and Theatre Salina will work together again this year on a spring musical, “Something’s Rotten,” in March and April.

Angela Smith, special assistant to the president at KWU, will speak on the university’s Community Resilience Hub, while Brad Anderson, longtime director of Salina Arts and Humanities, will share the latest from that organization.

Stan Cox of The Land Institute will talk about on his latest book, A Path to a Livable Future: A New Politics to Fight Climate Change, Racism and the Next Pandemic,&nbsp; while Kris Heck, ’20, (KWU campus historian) and Brandon Henson (president of the KWU Multicultural Student Union) will present, as well.&nbsp;

BARTON COUNTY —Law enforcement authorities are investigating a substitute teacher and coach in Great Bend on multiple charges involving students.

On Tuesday,&nbsp; the Great Bend Police Department received a Crime Stoppers tip regarding allegations of sexual misconduct and the sale of tobacco products involving a Great Bend sports coach and local teen students.

Detectives began investigating the tips and compiling more details of the report. After conducting interviews, executing search warrants and collecting digital evidence related to this report, investigators learned that multiple sex offenses occurred in addition to the sale of tobacco products to minors.

Further investigation lead to the arrest on Thursday of 27-year-old Bryce Hofmeister. He was booked on requested charges of aggravated indecent liberties with a child, indecent solicitation of a child, sexual exploitation of a child, electronic solicitation and contributing to a child's misconduct. The arrest did not happen on school grounds.

Hofmeister served as a substitute teacher at Great Bend Middle School and Great Bend High School. He also was an assistant coach for multiple sports.

In a statement released to USD 428 families, the school district said they will continue to cooperate fully with law enforcement officials. The district also stated Hofmeister not return to work in the district.

Kan. substitute teacher, coach accused of child sex crimes

SALINE COUNTY —Two people from Salina were jailed after a pursuit on Interstate 135 Wednesday.

Just after 5:30 p.m. Wednesday, detectives from McPherson County and troopers from the Kansas Highway Patrol contacted Salina police that they were in unmarked vehicles and following a vehicle into Saline County on Interstate 135, according to Salina Police Captain Gary Hanus.

A person in the suspect vehicle had active warrants and was wanted in an active investigation in McPherson County concerning a possible missing person.

With the assistance of McPherson County deputies and the KHP, Salina police stopped the suspect vehicle between the W. Magnolia Road and W. Crawford Street exits.

Officers arrested a passenger in the vehicle, identified as Eric A. Goldberg, 44, of Salina on an active Salina County District Court warrant for probation violation. 

He also was arrested on requested charges of possession of a stimulant, possession of drug paraphernalia, and no drug tax stamp.&nbsp;

Earlier in the day, the Kansas Highway Patrol had arrested Goldberg on requested charges of possession of meth, use and possession with intent to use drug paraphernalia into human body, driving while license suspended or revoked and no vehicle liability insurance. He was booked into the McPherson County Jail just before 12:30 p.m. and released just before 3 p.m., according to online jail records. He remains in custody in Saline County.

Officers also arrested the&nbsp;driver of the vehicle identified as Amanda L. Gawith, 45, of Salina, on requested charges of driving while suspended and driving while a habitual violator. She is no longer in custody.
