SEDGWICK COUNTY&nbsp;— A suspect accused in the deadly shooting of a Dodge City man is due back in court on Friday.

&nbsp;Ricardo Talavera, 41, will appear in Judge Kathleen Watson's courtroom for a preliminary hearing, according to the Sedgwick County District Attorney's office.

Talavera is charged with involuntary manslaughter and interference with a law enforcement office in the death of 49-year-old Ruben Parga-Quintanar.

Judge could decide today if there is enough evidence for the case to move forward and set a date for his arraignment.

Just before 9a.m. August 1, officers and Wichita Fire Department crews responded to a report of a man down near the entrance to an alley in the 2400 block of North Jeanette in Wichita, according to a media release. When fire personnel arrived, they found Parga-Quintanar with a gunshot wound. He was pronounced dead at the scene at 8:53 a.m.

Early findings in the investigation suggested Parga-Quintanar was shot elsewhere and collapsed after fleeing on a bicycle. As the case progressed, detectives determined he was shot in the alley and then collapsed nearby.

Investigators identified Talavera as a suspect and served a search warrant at his home.&nbsp; On August 6, police arrested him and booked him into the Sedgwick County Jail.&nbsp; He remains jailed on a&nbsp;$1,000,000.00 bond, according to online jail records.

Saline County Jail Bookings, February 5

SEDGWICK COUNTY —A suspect charged in connection with a violent abduction shown on a doorbell video in Wichita was back in court Wednesday for a preliminary hearing. Daniel T. Espitia Guevara, 22., was sentenced to a year of probation, according to the Sedgwick County District Attorney's office.

He pleaded no contest to charges of aggravated domestic battery and misdemeanor counts of domestic battery and  criminal restraint.

Espita Guevara is also on an Immigration and Customs Enforcement hold.

On October 12, the Wichita Police Department asked for the community’s help in identifying and locating a woman in a doorbell video who was seen being taken by force on October 12, at approximately 2 AM., in the 1400 block of North Volutsia in Wichita.

Just after 3p.m. October 14, Wichita Police Investigators received a phone call, from a woman claiming to be the individual investigators were attempting to identify. Investigators immediately responded to her location, made contact, and transported her to City Hall so detectives could conduct a victim interview. Police confirmed the identity of the woman as a 35-year-old who lives in the area where the video was captured. Police determined the incident is a case of domestic violence where the woman was victimized by her boyfriend. The woman did not have any significant injuries.

Just after 7 p.m. October 14, officers with the Wichita Police Domestic Intervention and Violence Reduction team (DIVRT) located and arrested Guevara and booked him into jail.

Espita Guevara faces a separate trial for the immigration accusations, according to the district attorney's office.

Kansas shooting suspect jailed after he ran from crime scene

JACKSON COUNTY, Kan. —Law enforcement are investigating two suspects on multiple allegations after an encounter with a sheriff's deputy on a northeast Kansas highway.

Just after 4 p.m. Jan. 31, that Jackson County Sheriff’s Office received a report that a person was slumped over the wheel in a Ford Edge in the intersection of 118th&nbsp;and U.S. Highway, according to Sheriff Tim Morse.

 The reporting party attempted to wake the person up by using his horn in his vehicle. Deputies arrived on the scene to find the driver and passenger both asleep in the vehicle.&nbsp; One of the deputies reported what allegedly appeared to be a methamphetamine pipe in the hand of the driver.&nbsp; The driver and passenger were arrested.

The driver, Lloyd Allan Wabaunsee, 36, of Mayetta and the passenger, Raven Marie Barber, 44, of Mayetta were transported to the Jackson County Jail. Wabaunsee was booked into the Jail on requested charges of possession of methampehtamine, possession of drug paraphernalia, unlawful possession of controlled substances, unlawful possession of a hallucinogenic drug, unlawful distribution of controlled substances, driving under the influence, possession of weapon by a felon, criminal possession of a weapon and no drug tax stamp.

Barber was booked into the Jail on requested charges of possession of methamphetamine, possession of drug paraphernalia, possession of a hallucinogenic drug, distribution of controlled substances, possession of a weapon by a convicted felon, criminal use of a weapon and no drug tax stamp.

Sheriff: Kan. drug suspects were passed out in SUV on the highway

<a href="https://apnews.com/article/trump-classified-documents-smith-c66d5ffb7ba86c1b991f95e89bdeba0c">U.S. District Judge Aileen Cannon</a>&nbsp;pronounced Ryan Routh’s fate in the same Fort Pierce courtroom that erupted into chaos in September when he tried to stab himself shortly after jurors&nbsp;<a href="https://apnews.com/article/trump-shooting-attempt-d49985a690e678a9ccbf3610c102704d">found him guilty</a>&nbsp;on all counts.

Prosecutors had asked for life without parole, saying Routh is unrepentant and has never apologized. A defense attorney brought in for his sentencing asked for 27 years, noting that Routh is already turning 60.

Routh also received a consecutive seven-year sentence for one of his gun convictions.

Routh's sentencing had initially been scheduled for December, but Cannon agreed to move the date back after Routh decided to use an attorney during the sentencing phase instead of representing himself as he did for most of the trial.

Prosecutors said in a sentencing memorandum that Routh has yet to accept any responsibility and should spend the rest of his life in prison, in accordance with federal sentencing guidelines. He was convicted of trying to assassinate a major presidential candidate, using a firearm in furtherance of a crime, assaulting a federal officer, possessing a firearm as a felon and using a gun with a defaced serial number.

“Routh remains unrepentant for his crimes, never apologized for the lives he put at risk, and his life demonstrates near-total disregard for law,” the memo said.

Routh's new defense attorney, Martin L. Roth, asked for a variance from sentencing guidelines: 20 years in prison on top of a seven-year, mandatory sentence for one of the gun convictions.

“The defendant is two weeks short of being sixty years old,” Roth wrote in a filing. “A just punishment would provide a sentence long enough to impose sufficient but not excessive punishment, and to allow defendant to experience freedom again as opposed to dying in prison.”

Prosecutors said Routh spent weeks plotting to kill Trump before aiming a rifle through shrubbery as the Republican presidential candidate played golf on Sept. 15, 2024, at his West Palm Beach country club.

At Routh’s trial, a Secret Service agent helping protect Trump on the golf course testified that he spotted Routh before Trump came into view. Routh aimed his rifle at the agent, who opened fire, causing Routh to drop his weapon and run away without firing a shot.

In the motion requesting an attorney, Routh offered to trade his life in a prisoner swap with people unjustly held in other countries, and said an offer still stood for Trump to “take out his frustrations on my face.”

“Just a quarter of an inch further back and we all would not have to deal with all of this mess forwards, but I always fail at everything (par for the course),” Routh wrote.

In her decision granting Routh an attorney, Cannon chastised the “disrespectful charade” of Routh's motion, saying it made a mockery of the proceedings. But the judge, nominated by Trump in 2020, said she wanted to err on the side of legal representation.

Cannon signed off last summer on Routh’s request to&nbsp;<a href="https://apnews.com/article/trump-shooting-attempt-florida-644c71bc607e4ebad5115f2a490b314c">represent himself</a>&nbsp;at trial. The U.S. Supreme Court has held that criminal defendants have the right to represent themselves in court proceedings, as long as they can show a judge they are competent to waive their right to be defended by an attorney.

Routh’s former federal public defenders served as standby counsel and were present during the trial.

Investigators immediately responded to her location, made contact, and transported her to City Hall so detectives could conduct a victim interview. Police confirmed the identity of the woman as a 35-year-old who lives in the area where the video was captured. Police determined the incident is a case of domestic violence where the woman was victimized by her boyfriend. The woman did not have any significant injuries.Just after 7 p.m. October 14, officers with the Wichita Police Domestic Intervention and Violence Reduction team (DIVRT) located and arrested Guevara and booked him into jail.He remains in custody on a $75,000 bond, according to the district attorney's office.

She had a love for her plants, sports, weekend naps, and a good, strong cup of coffee. Her talent of interior design was evident when you walked into her home – warm and inviting just like she was. Laurie was a light everywhere she went and to everyone she met. She loved gathering with family and friends in “The Shack”, facetiming and reading books with her grandkids, and sitting with her beloved husband on their back porch, simply enjoying each other’s presence in God’s creation.

Victoria (Vikki) Jane Whitead was born August 10, 1952, in Red Cloud, Nebraska to Loren and Avis (Schoonover) Hoskins.&nbsp; She was married to Kenneth L. Lager on September 6, 1969.&nbsp; To this union six children were born.&nbsp; She married Dwight J. Whitead on February 25, 2001, in Woodland Park, Colorado and added to her family two stepchildren.

Vikki’s restless nature inspired her to call several states home. From Nebraska, Oregon, Florida, and Colorado, to her last stop in Kansas. Vikki worked in Newspaper advertising sales and church ministry. &nbsp; Vikki enjoyed her work as a ministerial Coordinator, where she was a member at the Fellowship Christian Church in Concordia.&nbsp; She was co-president of Christian Women’s Outreach and served as a volunteer and board member of CASA.

Vikki enjoyed her family, working in the church, women’s ministry, her ladies Bible study group, LAFF (life after fifty-five) group, and her little dog Ruby. She also enjoyed her visits with her siblings and nieces and nephews.&nbsp; Vikki was generous of spirit. She desired to see the best in people and welcomed people of all makes and models.&nbsp; She enjoyed deep conversations and was a good listener.&nbsp; &nbsp;

Vikki passed away after a brief battle with ovarian cancer at the age of 73 years old on Sunday, February 1, 2026, at Ottawa County Health Center in Minneapolis, Ks.&nbsp;

Victoria will be deeply missed by her husband Dwight J. Whitead; her children from her first marriage to Kenneth Lager, Karri, Sonya, Mandy, Wendy, Quentin, and Danielle; sons-in-law, Bill, Richard, Scott, Todd, and Andy; step-children, Zachary and Ashley, daughter-in-law Cynde, grandchildren, Airell, Austin, Dakota, Levi, Max, Carson, Emily, Brianna, Sawyer, Sylvanna, Jordan, Emalee, Isabella, Tyler, Breanna, Lydia, Titus, Drew, Oliver, Penelope, Emma, and Abigail; 12 great grandchildren; siblings, sister, MaryEllen and brother Don, and many nieces and nephews.

Salina Police arrested a suspect linked to pair of vehicle thefts.

According to the Salina Police Department (SPD) on Sunday&nbsp;an individual in the 400 block of Chicago discovered their 2011 Toyota Camry had been stolen. 

Inside their vehicle was a wallet and a black and brown .380 handgun.&nbsp; 

Surveillance video of the theft was obtained and a suspect in a black hoodie was observed taking the vehicle, which had the keys left in it.&nbsp; 

Following the police report the vehicle located their vehicle in the 600 block of Grand.&nbsp; The vehicle had front end damage, with the wallet and handgun missing from the vehicle.&nbsp; 

Later that same day, the wallet was located in the 800 block of Windsor.&nbsp; 

Everything but $300 in cash was recovered.&nbsp;

On Monday officers on patrol in the area of 12th&nbsp;and Bishop observed an individual matching the description from the vehicle theft on Sunday.&nbsp; That individual fled after seeing officers, but was eventually located and taken into custody in that same area.&nbsp; 

Due to materials the suspect had in their possession, it was believed that they had been involved with the theft or attempted theft of another vehicle.&nbsp; 

Moreover, at around 7:30 pm Monday an additional stolen vehicle report was made with SPD in the 700 block of N. 10th.&nbsp; A 2005 Ford F-350 was reported stolen by the owner. 

That vehicle was located in an alley just off of Bishop and 13th.&nbsp; Items missing from that vehicle were matched to items in possession of the suspect.&nbsp;

SPD booked 18-year old, Elijah Hammon into the Saline County Jail for the requested charges of:&nbsp;

 Burglary (2), Theft (2), Possession of Stolen Property, and several traffic infractions.&nbsp; &nbsp;

A juvenile was arrested for making a threat to burn a house down in southwest Salina.

According to the Salina Police Department (SPD) on January 31 at around 8:00 am, officers were dispatched to a group home in southwest Salina for the report of juvenile who made a threat towards residents.

Reportedly, a 15-year old female threatened the residents she was going to "burn the home down" after she was restricted access from using a phone, according to SPD.

Officers arrived and apprehended the suspect, but she allegedly shoved an officer during the process. As she was being loaded into a patrol vehicle, she then kicked the car door towards an officer.

After she was arrested, she was taken to Salina Regional Health Center for a general check up. She was then booked into the Juvenile Detention Center in Junction City for:

Juvenile arrested for making threat to burn house down in southwest Salina

Salina man arrested after driving through a home and damaging another vehicle.

According to the Salina Police Department (SPD) on January 30 at around 4:00 pm, officers were dispatched to a home in north central Salina for the report of a vehicle that drove through the residence.

Reportedly, a female victim stated she had recently parted ways with a male. The male a couple days afterwards, drove his vehicle through her home and wrecking her car.

The victim was inside the home when the suspect committed the crime, and damaged the front porch. No injuries were reported.

Afterwards, officers found the suspect a short distance away inside his vehicle.&nbsp;

SPD arrested 42-year old, David Garrett and booked him into the Saline County Jail for the requested charges of:

Criminal damage to property; (Felony); Driving While Suspended; Driving while habitual violator and Improper driving on laned roadway.

About $6,500 worth of damage was made to the residence and the victim's vehicle.

SEDGWICK COUNTY — A man who shot his wife outside a Wichita elementary school in 2024 is going to prison for a long time.

On Friday, Judge Sean Hatfield sentenced 47-year-old Vincent Solomon to 330 months in prison, according to the Sedgwick County District Attorney's office.

In December a jury convicted him of attempted first-degree murder, aggravated kidnapping, aggravated assault of a law enforcement officer, criminal use of weapons and interference with law enforcement.

Just after 9a.m. September 23, 2024, Sedgwick County Emergency Communications began to receive reports of a shooting outside Cessna Elementary School, 2101 West 45th Street South in Wichita, according to a statement from Police Chief Joe Sullivan during a news conference.

The call was broadcast on all law enforcement radio channels. A Sedgwick County Deputy heard the call and responded. When the deputy arrived, he located Solomon who was armed with a handgun. Solomon made statements that the deputy would kill him while pointing the gun at the deputy, according to Sullivan.

Solomon then ran to and laid on top of a 30-year-old woman. The deputy gave commands for Solomon to drop his gun and observed Solomon place the gun to the woman's head.

In defense of the woman, the deputy fired his gun twice. Solomon would not let go of the woman. The deputy then attempted to disarm Solomon physically. It took two Wichita Police officers and the deputy to disarm Solomon.

Investigators later learned that Solomon and woman live together and have children together. The couple had an argument in a vehicle on the way to the school which led to Solomon shooting the woman multiple times. The woman ran toward the school and the suspect chased her. A Wichita Public School staff member saw Solomon with the gun approaching the school and pulled the door of the school shut and locked it so the suspect could not get inside.

EMS transported Somomon and the woman to an area hospital.&nbsp;The Advanced Law Enforcement Response Team (ALERT) was activated to conduct an investigation and Solomon was later booked into jail.&nbsp;

In today's fast-paced world, finding a balance between work and life can often be a challenge. However, Fort Hays State University has taken steps towards prioritizing the health and happiness of its staff, faculty, and students. Through its innovative wellness initiative, Well Tiges, FHSU fosters a healthier working environment and creates a community dedicated to holistic wellness.

Well Tiges was launched by our Student Affairs Division last year with the aim of creating a supportive and vibrant working environment. This program has since grown into a diverse community of wellness seekers, benefiting all faculty and staff members at the university.

The initiative focuses on the full spectrum of well-being, incorporating mental, physical, social, occupational, financial, and other dimensions of whole-person wellness. Monthly educational meetings serve as a cornerstone, providing participants with practical knowledge and strategies to apply daily. “The initiative encourages camaraderie and mutual support among employees, fostering a sense of community as different departments unite their efforts to enhance their health and well-being,” shared Kelly Meyer, an online admissions advisor, and a Well Tiges steering committee member.

The success of Well Tiges is demonstrated in the improved wellness of its participants and the overall sense of support and accountability within the community. The program recently expanded to include every faculty and staff member at FHSU, further solidifying the idea that a healthy and happy team is crucial for the success of any institution.

Robyn Brungardt from financial aid shared her positive experience with Well Tiges:

“Last year, Student Affairs launched the Well Tiges program, and I chose to participate. It required me to be accountable and gave me the tools to keep track of my mind, body, and soul. We often think of wellness as just an activity, but it is so much more. Well Tiges made me think about reading for fun, working on my finances and budget, and my overall well-being. My son was getting married in the spring, which helped me lose weight and feel better for the big event. It is always more fun to exercise with friends and colleagues. I am so glad it is a campus-wide initiative now and am thankful the university supports me in this journey.”

At the core of the Well Tiges program lies the belief that small, sustainable changes can significantly impact personal well-being. Drawing inspiration from James Clear's book, "Atomic Habits," the initiative encourages participants to build their wellness path using a habits and systems-based approach. By developing new habits, individuals can modify their behaviors and reshape their identities.

Jess Albin, interim director of counseling services and a Well Tiges steering committee member, shared the following example: suppose a person is trying to quit smoking. When offered a cigarette, a person focused on behavior modification might say, “No thanks. I’m trying to quit smoking.” A person developing a new identity might say, “No thanks, I’m not a smoker.” Consequently, part of the Well Tiges program includes the distribution of “Identity Stickers” at events where participants can complete the following sentence, “I am the type of person who.....”

Well Tiges is an optional, year-long program designed to accommodate individual preferences and schedules. Participants have the flexibility to choose events that align with their interests and goals. The program emphasizes developing and maintaining unique habits that contribute&nbsp;to personal health and happiness, providing participants with the tools necessary to create their own positive and fulfilling lifestyle. Or as described by Jess, “Well Tiges provides the hammer. It is up to each employee to decide where to put the nail.”

The Well Tiges steering committee selects a specific dimension of wellness each month and then creates themed group events and activities. Weekly events such as Park Further Friday, Walk and Talk, and a biking group offer additional opportunities for physical activity and socialization.

Additionally, Well Tiges encourages participants to engage in actions that promote well-being, such as checking in on loved ones' mental health on World Mental Health Day. The program also includes special events like Well-Being Day, where participants can enjoy chair massages, healthy snacks, and a hydration bar provided through a collaboration with the FHSU Massage Clinic.

A student wellness companion, introduced by faculty from our health and human performance department, “Exercise is Medicine on Campus,”&nbsp; is a program developed by the American College of Sports Medicine. 

The expansion of Well Tiges in this manner further supports the university's commitment to wellness. The vision of this program is to see students discover, share, and adopt behaviors to promote a culture of physical activity and chronic disease prevention and management.

“Physical inactivity is a fast-growing public health problem and contributes to various chronic diseases and health complications. Health and human performance professionals love creating relationships with people that facilitate positivity and joy around physical activity and movement,” shared assistant professor Emily Washburn.

This program will also offer health and human performance undergraduate and graduate students first-hand experience facilitating Exercise is Medicine on Campus program elements.

Well Tiges offers a personalized approach to well-being, encouraging participants to make sustainable lifestyle changes and create a positive impact on their overall quality of life.

However, Fort Hays State University has taken steps towards prioritizing the health and happiness of its staff, faculty, and students. Through its innovative wellness initiative, Well Tiges, FHSU fosters a healthier working environment and creates a community dedicated to holistic wellness.Well Tiges was launched by our Student Affairs Division last year with the aim of creating a supportive and vibrant working environment. This program has since grown into a diverse community of wellness seekers, benefiting all faculty and staff members at the university.The initiative focuses on the full spectrum of well-being, incorporating mental, physical, social, occupational, financial, and other dimensions of whole-person wellness. Monthly educational meetings serve as a cornerstone, providing participants with practical knowledge and strategies to apply daily. “The initiative encourages camaraderie and mutual support among employees, fostering a sense of community as different departments unite their efforts to enhance their health and well-being,” shared Kelly Meyer, an online admissions advisor, and a Well Tiges steering committee member.The success of Well Tiges is demonstrated in the improved wellness of its participants and the overall sense of support and accountability within the community. The program recently expanded to include every faculty and staff member at FHSU, further solidifying the idea that a healthy and happy team is crucial for the success of any institution.Robyn Brungardt from financial aid shared her positive experience with Well Tiges:“Last year, Student Affairs launched the Well Tiges program, and I chose to participate. It required me to be accountable and gave me the tools to keep track of my mind, body, and soul. We often think of wellness as just an activity, but it is so much more. Well Tiges made me think about reading for fun, working on my finances and budget, and my overall well-being. My son was getting married in the spring, which helped me lose weight and feel better for the big event. It is always more fun to exercise with friends and colleagues. I am so glad it is a campus-wide initiative now and am thankful the university supports me in this journey.”At the core of the Well Tiges program lies the belief that small, sustainable changes can significantly impact personal well-being. Heart of a Tiger:  FHSU’s Well Tigers Program cultivates wellness and work-life balance   

SEDGWICK COUNTY —A suspect who admitted setting a fire near the historic Orpheum Theatre,&nbsp;200 N Broadway Street, in Wichita is going to prison.

On Friday Judge Seth Rundell sentenced 34-year-old Jeremy Wycoff of Wichita to 30 months in prison, according to the Sedgwick County District Attorney's office.&nbsp;In September, Wycoff pleaded guilty to aggravated arson.

On the evening of April 10, 2025, crews responded to report of a fire near the 102-year-old theatre that is undergoing renovations.&nbsp;

"Thanks to the quick response of Wichita Fire Department, the situation was contained before it caused any major damage to our building or our neighbors along First Street," the theatre announced on their social media page.
