KANDIYOHI COUNTY, Minnesota&nbsp; —A body recovered from Nest Lake on Tuesday has been positively identified as 39-year-old Shane White from Overland Park, Kansas, according to a statement from the&nbsp;&nbsp; Kandiyohi County Sheriff.&nbsp; The sheriff's office released no additional details.

At 11:30p.m. Saturday, deputies learned that White&nbsp; had left alone in a kayak from his vacation rental on the south side of Nest Lake and failed to return. An open water and shoreline search began shortly after deputies arrived and White's kayak was located by deputies at 1:15 p.m. Sunday.

The Sheriff's Office requested that property owners in the vicinity check shorelines and outbuildings for White.

The Sheriff’s Office was assisted by the Minnesota DNR, the Kandiyohi County Rescue Squad, New London Fire Department, New London Ambulance, Spicer Fire Department, Spicer First Responders, Sunburg Fire Department, the MN State Patrol and the Kandiyohi County Water Rescue and Recovery Team.

As part of our thorough review and assessment of this matter, the city identified that certain files were copied from the city computer network without permission between May 3 and 4. These files contained law enforcement incident and traffic information, which include names, Social Security numbers, driver’s license or state identification card numbers, and payment card information.&nbsp;

The city identified that this matter is related to a recently disclosed security vulnerability that affects organizations throughout the world. The city of Wichita technical teams have been working around the clock to put the mitigation measures in place to resolve the issue. Further, we are coordinating with law enforcement to investigate this matter further.&nbsp;

Hackers got personal, financial info from city of Wichita cyberattack

WASHINGTON (AP) — The Biden administration has told key lawmakers it is sending a new package of more than $1 billion in arms and ammunition to Israel, three congressional aides said Tuesday.

It's the first arms shipment to Israel to be announced by the administration since it put another arms transfer — consisting of&nbsp;<a href="https://apnews.com/article/jdam-2000-bomb-israel-pause-13c22dd220b2262890e92bccdc6c591b">3,500 bombs</a>&nbsp;— on hold this month. The administration has said it paused that earlier transfer to keep Israel from using the bombs in its growing offensive in the crowded southern Gaza city of Rafah.

The White House has come under criticism from both sides of the political spectrum in the U.S. over its military support for Israel's now seven-month war against Hamas in Gaza. Some of President Joe Biden's fellow Democrats have pushed him to limit transfers of offensive weapons to Israel to pressure the U.S. ally to do more to&nbsp;<a href="https://apnews.com/article/gaza-aid-deliveries-us-pier-dangers-israel-f7b351934c22d58d94a48eb6ca5d60ff">protect Palestinian civilians</a>. Many Republicans condemn any lessening of military backing to Israel.

The package being sent includes about $700 million for tank ammunition, $500 million in tactical vehicles and $60 million in mortar rounds, the congressional aides said. They spoke on condition of anonymity to discuss an arms transfer that has not yet been made public.

There was no immediate indication when the arms would be sent. It’s not clear if this shipment is part of the&nbsp;<a href="https://apnews.com/article/israel-ukraine-aid-tiktok-senate-8fe738b17e5c4b2636bc0de11b2620b7">long-delayed foreign aid package</a>&nbsp;that Congress passed and Biden signed last month, a tranche from existing arms sale or a new sale.

House Republicans were planning this week to advance a bill to mandate the delivery of offensive weaponry for Israel. Following Biden’s move to put a&nbsp;<a href="https://apnews.com/article/israel-weapons-shipment-us-eed365ebef0477ba74bf9848cacae4f4">pause on bomb shipments</a>&nbsp;last week, Republicans have been swift in their condemnation, arguing it represents the abandonment of the closest U.S. ally in the Middle East.

The White House said Tuesday that Biden would veto the bill if it were to pass Congress. The bill also has practically no chance in the Democratic-controlled Senate. But House Democrats are somewhat divided on the issue, and roughly two dozen have signed onto a letter to the Biden administration saying they were “deeply concerned about the message” sent by pausing the bomb shipment.

One of the letter’s signers, New York Rep. Ritchie Torres, said he would likely vote for the bill, despite the White House’s opposition.

“I have a general rule of supporting pro-Israel legislation unless it includes a poison pill — like cuts to domestic policy,” he said.

In addition to the written veto threat, the White House has been in touch with various lawmakers and congressional aides about the legislation, according to an administration official.

“We strongly, strongly oppose attempts to constrain the President’s ability to deploy U.S. security assistance consistent with U.S. foreign policy and national security objectives,” White House press secretary Karine Jean-Pierre said this week, adding that the administration plans to spend “every last cent” appropriated by Congress in the national security supplemental package that was signed into law by Biden last month.

On May 8, John Michael Pace, 37, was sentenced to just over 31-years in prison for selling fentanyl, cocaine, meth, alprazolam, amphetamines and related possession crimes, according to the Johnson County District Attorney's office.

Pace was found in possession of over 300 fentanyl pills, 67 grams of meth, over 8 grams of cocaine and over 2 grams of heroin.

He will be required to register for his lifetime, according to the district attorney.&nbsp; He has two previous drug convictions, according to the Kansas Department of Corrections.

Just before 6 p.m. Sunday, police and EMS responded to a report of a stabbing at an apartment in the 13900 block of W 63rd Terrace in the city of Shawnee, according to a media release from police.


One man was transported to the hospital in serious but stable condition. One suspect was arrested at the scene. According to the Johnson County&nbsp; booking report 42-year-old Eric W. Eng is being held in connection with the crime.&nbsp; The case will be presented to the Johnson County District Attorney's office and Eng is scheduled for court on Friday, according to online jail records.

Man jailed for knife attack at Kansas apartment complex

KANSAS CITY, Mo. (AP) — Kansas City Chiefs kicker Harrison Butker railed against Pride month along with President Biden’s leadership during the COVID-19 pandemic and his stance on abortion during a commencement address at Benedictine College last weekend.

The three-time Super Bowl champion delivered the roughly 20-minute address Saturday at the Catholic private liberal arts school in Atchison, Kansas, which is located about 60 miles north of Kansas City.

Butker, who has made his conservative Catholic beliefs well known, began his address by attacking what he called “dangerous gender ideologies” in an apparent reference to Pride month, which has been celebrated in June since the Stonewall riots in 1969. He also criticized an article by The Associated Press highlighting a&nbsp;<a href="https://apnews.com/article/catholic-church-shift-orthodoxy-tradition-7638fa2013a593f8cb07483ffc8ed487">shift toward conservativism</a>&nbsp;in some parts of the Catholic Church.

The 28-year-old Butker then took aim at Biden's policies, including his response to COVID-19, which has killed nearly 1.2 million people in the U.S., according to the Centers for Disease Control and Prevention.

“While COVID might have played a large role throughout your formative years, it is not unique,” he said. “The bad policies and poor leadership have negatively impacted major life issues. Things like abortion, IVF, surrogacy, euthanasia, as well as a growing support for the degenerate cultural values and media all stem from pervasiveness of disorder.”

Butker later addressed the women in the audience, arguing that their “most important title” should be that of “homemaker.”

“I think it is you, the women, who have had the most diabolic lies told to you," Butker said. “Some of you may go on to lead successful careers in the world, but I would venture to guess that the majority of you are most excited about your marriage and the children you will bring into this world. I can tell you that my beautiful wife Isabelle would be the first to say her life truly started when she started living her vocation as a wife and as a mother.”

The Chiefs declined to comment on Butker's commencement address.

The 2017 seventh-round pick out of Georgia Tech has become of the NFL's best kickers, breaking the Chiefs' franchise record with a 62-yard field goal in 2022. Butker helped them win their first Super Bowl in 50 years in 2020, added a second Lombardi Trophy in 2023, and he kicked the field goal that forced overtime in a Super Bowl win over San Francisco in February.

It has been an embarrassing offseason for the Chiefs, though.

Last month, voters in Jackson County, Missouri, soundly rejected a ballot initiative that would have helped pay for a downtown ballpark for the Royals and an $800 million renovation to Arrowhead Stadium, the home of the Chiefs. Many voters criticized the plan put forward by the Chiefs as catering primarily to VIPs and the wealthy.

The same week, wide receiver Rashee Rice turned himself into Dallas police on multiple charges, including aggravated assault, after he was involved in a high-speed crash that left four people with injuries. Rice has acknowledged being the driver of one of the sports cars that was going in excess of 100 mph, and video shows him leaving the scene without providing information or determining whether anyone needed medical attention.

Last week, law enforcement officials told The Dallas Morning News that Rice also was suspected of assaulting a person at a downtown nightclub; Dallas police did not name Rice as the suspect in detailing a report to The Associated Press.

PAWNEE COUNTY—A Kansas man accused of child sex crimes made a court appearance in Pawnee County on Monday for a preliminary hearing.

Tyler J. Whitten, 30 of LaCrosse, is charged with Rape and Aggravated Sodomy of a child under the age of 14, according to Pawnee County Attorney Doug McNett.

The alleged acts in Pawnee County occurred at a private residence in Larned sometime between September 16, 2021, and March 1, 2023, and were discovered during an investigation by the Rush County Sheriff regarding similar allegations. 

The Kansas Bureau of Investigation (KBI) is assisting in the investigation at the request of the Rush County Sheriff.

Magistrate Judge Julie Cowell found the State presented sufficient evidence to support two separate felony sexual offenses and bound the Whitten over to the higher court. Arraignment has been scheduled for July 18, according to McNett.

Based on the age of the alleged victim, if convicted Whitten faces a mandatory 25 years to life sentence under the Jessica’s Law sentencing provisions. He would also be subject to registration as a sex offender under the Kansas Offender Registration Act.

On July 25, the Kansas Bureau of Investigation arrested Whitten in Rush County. He has been in the custody of the Barton County Sheriff since his arrest.

Tuesday’s release of the #WeCount survey shows about 8,000 women a month in states that severely restrict abortion or place limits on having one through telehealth were getting the pills by mail by the end of 2023, the first time a number has been put on how often the medical system workaround is being used. The research was conducted for the Society of Family Planning, which supports abortion rights.

Another 8,000 women in states without bans or major restrictions on telehealth abortion were receiving pills each month through virtual appointments, the study showed.

In all, the survey counted about 90,000 monthly surgical or medication abortions offered by medical providers in 2023, higher than the previous year.&nbsp;<a href="https://apnews.com/article/abortion-pills-mifepristone-supreme-court-27d18f91242eb08c4d805880ddb5bb60">Another study recently found</a>&nbsp;that close to two-thirds of the total use pills.

The group found that by December 2023, providers in states with the protections were prescribing pills to about 6,000 women a month in&nbsp;<a href="https://apnews.com/article/abortion-dobbs-anniversary-state-laws-51c2a83899f133556e715342abfcface">states where abortion was banned</a>&nbsp;at all stages of pregnancy or once cardiac activity can be detected — about six weeks, often before women realize they're pregnant. “People ... are using the various mechanisms to get pills that are out there,” Drexel University law professor David Cohen said. This "is not surprising based on what we know throughout human history and across the world: People will find a way to terminate pregnancies they don't want.”

After Roe was overturned, abortion bans took effect in most Republican-controlled states. Fourteen states now prohibit it with few exceptions, while three others bar it after about six weeks of pregnancy.

But many Democratic-controlled states went the opposite way. They've adopted laws intended to protect people in their states from investigations involving abortion-related crimes by authorities in other states. By the end of last year, five of those states — Colorado, Massachusetts, New York, Vermont and Washington — had such protections in place specifically to cover abortion pill prescriptions by telemedicine.

“If a Colorado provider provides telehealth care to a patient who's in Texas, Colorado will not participate in any Texas criminal action or civil lawsuit,” Cohen said. “Colorado says: ‘The care that was provided in our state was legal. It follows our laws because the provider was in our state.’”

Wendy Stark, president and CEO of Planned Parenthood of Greater New York, called the shield law there “a critical win for abortion access in our state.”

James Bopp Jr., general counsel for the National Right to Life Committee, said the law where the abortion takes place — not where the prescriber is located — should apply in pill-by-telemedicine abortions. That's the way it is with other laws, he said.

But unlike many other aspects of abortion policy, this issue hasn't been tested in court yet.

Bopp said that the only way to challenge a shield law in court would be for a prosecutor in a state with a ban to charge an out-of-state prescriber with providing an illegal abortion.

“It’ll probably occur, and we’ll get a legal challenge,” Bopp said.

Researchers note that before the shield laws took effect, people were obtaining abortion pills from sources outside the formal medical system, but it’s not clear exactly how many.

Alison Norris, an epidemiologist at Ohio State University and a lead researcher on the #WeCount report, said the group is not breaking down how many pills were shipped to each state with a ban “to maintain the highest level of protection for individuals receiving that care and providers providing that care.”

Dr. Rebecca Gomperts, director of Aid Access, an abortion pill supplier working with U.S. providers, said having more shield laws will make the health care system more resilient.

“They’re extremely important because they make doctors and providers ... feel safe and protected,” said Gomperts, whose organization's numbers were included in the #WeCount report. “I hope what we will see in the end is that all the states that are not banning abortion will adopt shield laws.”

SHAWNEE COUNTY —A man injured in a motorcycle accident last week has died, Topeka Police reported Tuesday afternoon.

Just after 5:30p.m. May 7, a motorcycle driven by&nbsp; Christopher L. Evans, 38, Topeka, and a car were involved in a crash at 1st Street and SW Topeka Boulevard in Topeka.. Evans was transported to a local hospital with life-threatening injuries and died on Saturday.

An occupant of the car identified as 31-year-old Rachel J. Anguiano ran from the crash and was later arrested and booked on a felony warrant.

The accident remains under investigation.

TOPEKA — Gov. Laura Kelly signed into law a drug overdose prevention measure that will no longer criminalize Kansans who seek help for themselves or others during overdoses.

The bill is part of a slew of legislation Kelly signed into law last week.

<a target="_blank" href="https://kslegislature.org/li/b2023_24/measures/sb419/">Senate Bill 419</a>, known as a “good Samaritan” law, provides immunity from prosecution for drug possession or use for those who call for help from law enforcement or emergency medical services when someone requires life-saving intervention.

“It’s critical that all Kansans are empowered to seek or deliver medical assistance during an emergency,” Kelly said. “This bill is a lifeline for families and Kansans who are battling substance use disorders. It will save lives and provide the opportunity for recovery.”

Before the change, Kansas was one of the two states left in the country where people who needed help during drug overdoses could be arrested. Wyoming is now the only state without some form of a good Samaritan opioid overdose law.

Lawmakers passed the measure 114-0 in the House and 36-0 in the Senate, citing the move as a way to fight fentanyl overdoses in the state. The measure follows last year’s legalization of fentanyl test strips as a tool to fight fentanyl overdoses.

“This bill comes on the heels of the decriminalization of fentanyl testing strips — and combined these two policies work to protect vulnerable Kansans by keeping them alive long enough to get the help they need to healthily recover,” said Rep. Jason Probst, D-Hutchinson. “This bill represents the sort of compassion and acceptance I’ve always known lives in the hearts of so many Kansans.”

While the extent of fentanyl use in the state is unknown, reports show rising numbers for synthetic opioids, a category that illicit fentanyl falls under. The&nbsp;<a target="_blank" href="https://www.kdhe.ks.gov/DocumentCenter/View/31759/2022-Annual-Summary-Full-Report-PDF">Kansas Office of Vital Statistics reported</a>&nbsp;a rise in opioid-related deaths from 255 in 2020 to 428 in 2021 and 497 in 2022.&nbsp;

“By extending immunity from prosecution to those seeking or providing aid related to controlled substances, we recognize the inherent value and dignity in every life, even amidst drug-related challenges,” said Rep. Nick Hoheisel, R-Wichita. “Whether it’s teenagers experimenting with pills or older individuals battling addiction, each life is a precious gift deserving preservation.”

Kelly signed&nbsp;<a target="_blank" href="https://kslegislature.org/li/b2023_24/measures/sb414/">Senate Bill 414</a>, approved 114-0 in the House and 26-0 in the Senate, which increases criminal penalties for distribution of fentanyl-related substances.

It also adds fentanyl to the list of drugs included under the crime of child endangerment. Allowing a child to be in an environment where the person knows or suspects fentanyl is present would come with a heightened charge.

The law contains other changes to criminal policy, such as removing the element of concealment and secrecy from the crime of breach of privacy, and amending the Kansas code of procedure for municipal courts’ practices on fingerprinting for municipal convictions.

Kelly also signed&nbsp;<a target="_blank" href="https://kslegislature.org/li/b2023_24/measures/sb291/">Senate Bill 291</a>, a law that will consolidate state IT services and modernize cybersecurity infrastructures. The measure passed 113-1 in the House and 27-9 in the Senate.&nbsp;Among other changes, state government branches would have to implement new cybersecurity standards. The change comes after an&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/11/21/kansas-court-officials-confirm-details-of-evil-criminal-international-cyberattack/">October cyberattack</a>&nbsp;that took the judicial system offline for weeks and potentially compromised the&nbsp;<a target="_blank" href="https://kansasreflector.com/briefs/kansas-court-investigation-confirms-cyberattack-compromised-personal-data-of-150k-people/">personal data of 150,000 Kansans</a>.

Kelly signs ‘good Samaritan’ law meant to mitigate drug overdose deaths in Kansas

KANSAS CITY, Kan. –&nbsp;The Kansas Bureau of Investigation (KBI) has identified the man killed in an officer-involved shooting on Friday, May 10, in Kansas City, according to a media release from the agency.

Jordan Cole, 18, of Kansas City, Kansas, was shot and killed when gunfire was exchanged with an officer from the Kansas City Kansas Police Department.

The third male subject who fled the incident scene has not yet been identified or apprehended.

KANSAS CITY, Kan. –&nbsp;The Kansas Bureau of Investigation (KBI) has identified the man killed in an officer-involved shooting on Friday, May 10, in Kansas City, according to a media release from the agency.Jordan Cole, 18, of Kansas City, Kansas, was shot and killed when gunfire was exchanged with an officer from the Kansas City Kansas Police Department.The third male subject who fled the incident scene has not yet been identified or apprehended.&nbsp;Once&nbsp; the investigation is completed findings will be presented to the Wyandotte County District Attorney for charging decisions.

A spokesperson confirmed that Sanborn died Sunday in Tarrytown, New York. The cause was complications from prostate cancer.

“The news of the loss of David Sanborn to the music world has deeply saddened me,” pianist Bob James, who collaborated with Sanborn on the Grammy-winning “Double Vision” album, wrote on Facebook. “I was so privileged to share major highlights of my career in partnership with him. His legacy will live on through the recordings. Every note he played came straight from his heart, with a passionate intensity that could make an ordinary tune extraordinary.”

Equally versatile and prolific, Sanborn enjoyed rare fame and popularity for a saxophone player. He released eight gold albums and one platinum album; sat in frequently with the “Late Night With David Letterman” band led by Paul Shaffer; and even co-hosted a show, “Night Music,” that included appearances by Miles Davis, Eric Clapton, Lou Reed and many others.

“Jazz has always transformed and absorbed what's around it,” he told DownBeat magazine in 2017. “Real musicians don't have any time to spend thinking about limited categories.”

A native of Tampa, Florida, whose family moved to Kirkwood, Missouri, Sanborn took up the saxophone as a boy after recovering from a severe bout with polio and being advised by a doctor to strengthen his lungs. By his mid-teens, he had performed with blues greats Albert King and Little Milton, and he would soon join the Paul Butterfield Blues Band, their shows including a set at the Woodstock festival in 1969.

From the 1970s and after, Sanborn was among the busiest musicians in the business. He was a session player for dozens of top artists, from Bowie and Taylor to the Rolling Stones and Stevie Wonder, and made more than 20 solo albums, including the Grammy winners “Straight to the Heart” and “Double Vision.” He continued to tour frequently even after his cancer diagnosis in 2018 and had already planned shows for next year.

SEDGWICK COUNTY —Law enforcement authorities are investigating an officer-involved shooting in Sedgwick County.

Just after 10p.m. Monday, police responded to a domestic disturbance in the 1600 Block of North Wood in Wichita, according to police spokesman Andrew Ford . 

The suspect fled the scene before officers arrived. The officers left the call, but when the suspect returned to his residence, his wife called the police to return.

&nbsp;A struggle between the officers and the suspect ensued, resulting in the suspect being shot.

Police released no additional details early Tuesday. The Sedgwick County Sheriff's office is in charge of the investigation.

WASHINGTON (AP) — The Biden administration announced&nbsp;<a href="https://apnews.com/article/china-electric-vehicles-imports-3d1f4ef984b18bb6e86274e65bcfdf2e">plans to slap new tariffs</a>&nbsp;on Chinese electric vehicles, advanced batteries, solar cells, steel, aluminum and medical equipment — an election year move that's likely to increase friction between the world's two largest economies.

The tariffs come in the middle of&nbsp;<a href="https://apnews.com/hub/election-2024">a heated campaign</a>&nbsp;between&nbsp;<a href="https://apnews.com/hub/joe-biden">President Joe Biden</a>&nbsp;and his Republican predecessor,&nbsp;<a href="https://apnews.com/hub/donald-trump">Donald Trump</a>, in which both candidates are vying to show who's tougher on China.

The tariffs are unlikely to have much of an inflationary impact because of how they’re structured. Administration officials said they think the tariffs won't escalate tensions with China, yet they expect China will explore ways to respond to the new taxes on its products. It's uncertain what the long-term impact on prices could be if the tariffs contribute to a wider trade dispute.

The tariffs are to be phased in over the next three years, with those that take effect in 2024 covering EVs, solar cells, syringes, needles, steel and aluminum and more. There are currently very few EVs from China in the U.S., but officials worry low-priced models made possible by Chinese government subsidies could soon start flooding the U.S. market.

Chinese firms can&nbsp;<a href="https://apnews.com/article/china-byd-auto-seagull-auto-ev-cae20c92432b74e95c234d93ec1df400">sell EVs for as little as $12,000</a>. Their solar cell plants and steel and aluminum mills have enough capacity to meet much of the world's demand, with Chinese officials arguing their production keeps prices low and would aid a transition to the green economy.

Lael Brainard, director of the White House National Economic Council, said the tariffs will raise the cost of select Chinese goods and help thwart Beijing's efforts to dominate the market for emerging technologies in ways that pose risks to U.S. national security and economic stability.

“China is simply too big to play by its own rules,” Brainard told reporters on a Monday call previewing the announcement.

Administration officials have stressed the decision on tariffs was made independently of November's presidential election. But Brainard noted in her remarks the tariffs would help workers in Pennsylvania and Michigan, two of the battleground states that will decide who wins the election.

Under the findings of a four-year review on trade with China, the tax rate on imported Chinese EVs will rise to 102.5% this year, up from total levels of 27.5%. The review was undertaken under Section 301 of the Trade Act of 1974, which allows the government to retaliate against trade practices deemed unfair or in violation of global standards.

Under the 301 guidelines, the tariff rate is to double to 50% on solar cell imports this year. Tariffs on certain Chinese steel and aluminum products will climb to 25% this year. Computer chip tariffs will double to 50% by 2025.

For lithium-ion EV batteries, tariffs will rise from 7.5% to 25% this year. But for non-EV batteries of the same type, the tariff increase will be implemented in 2026. There are also higher tariffs on ship-to-shore cranes, critical minerals and medical products.

The new tariffs, at least initially, are largely symbolic since they will apply to only about $18 billion in imports. A new analysis by Oxford Economics estimates the tariffs will have a barely noticeable impact on inflation by pushing up inflation by just 0.01%.

The Chinese foreign ministry lashed out over the U.S. move. A ministry spokesperson, Wang Wenbin, said the U.S. is, under the banner of overcapacity, suppressing the advanced industries of other countries, carrying out protectionism with the excuse of free competition, and trampling on the principles of a market economy and international economic and trade rules.

“It’s a naked act of bullying,” Wang said.

He said China’s rapid growth in new-energy areas such as EVs, lithium batteries and photovoltaics is based on technological innovation, complete supply chain, sufficient market competition, and not so-called “subsidies.”

The Chinese economy has been slowed by the collapse of the country’s real estate market and past coronavirus pandemic lockdowns, prompting Chinese President Xi Jinping to try to jumpstart growth by ramping up production of EVs and other products, making more than the Chinese market can absorb.

This strategy further exacerbates tensions with a U.S. government that claims it's determined to strengthen its own manufacturing to compete with China, yet avoid a larger conflict.

“China’s factory-led recovery and weak consumption growth, which are translating into excess capacity and an aggressive search for foreign markets, in tandem with the looming U.S. election season add up to a perfect recipe for escalating U.S. trade fractions with China,’’ said Eswar Prasad, professor of trade policy at Cornell University.

The Europeans are worried, too. The EU launched an investigation last fall into Chinese subsidies and could impose an import tax on Chinese EVs.

After Xi’s visit to France last week, European Commission President Ursula von der Leyen warned that government-subsidized Chinese EVs and steel “are flooding the European market" and said, "The world cannot absorb China’s surplus production.’’

Biden's Democratic administration views China with subsidies of its own manufacturing as trying to globally control the EV and clean-energy sectors, whereas it says its own industrial support is geared toward ensuring domestic supplies to help meet U.S. demand.

“We do not seek to have global domination of manufacturing in these sectors, but we believe because these are strategic industries and for the sake of resilience of our supply chains, that we want to make sure that we have healthy and active firms,” Treasury Secretary Janet Yellen said.

The tensions go far beyond a trade dispute to deeper questions about who leads the world economy as a seemingly indispensable nation. China's policies could make the world more dependent on its factories, possibly giving it greater leverage in geopolitics. At the same time, the United States says it's seeking for countries to operate by the same standards so competition can be fair.

China maintains the tariffs are in violation of the global trade rules the United States originally helped establish through the World Trade Organization. It accuses the U.S. of continuing to politicize trade issues and on Friday said the new tariffs compound the problems caused by tariffs the Trump administration previously put on Chinese goods, which Biden has kept.

Those issues are at the heart of November’s presidential election, with a bitterly divided electorate seemingly united by the idea of getting tough with China. Biden and Trump have overlapping but different strategies.

Biden sees targeted tariffs as needed to defend key industries and workers, while Trump has threatened broad 10% tariffs against all imports from rivals and allies alike.

Biden has staked his presidential legacy on the U.S. pulling ahead of China with its own government investments in factories to make EVs, computer chips and other advanced technologies.

“We’ve created $866 billion in private-sector investment nationwide — almost a trillion dollars — historic amounts in such a short time,” Biden said last week in Wisconsin. “And that’s literally creating hundreds of thousands of jobs.”

Trump tells his supporters America is falling further behind China by not betting on oil to keep powering the economy, despite its climate change risks. The ex-president may believe tariffs can change Chinese behavior, but he believes the U.S. will be reliant on China for EV components and solar cells.

“Joe Biden’s economic plan is to make China rich and America poor,” he said at a rally this month in Wisconsin.

China accuses US of bullying as Biden hikes tariffs on many goods

KANDIYOHI COUNTY, Minnesota —An open water and land search continues for missing kayaker 39-year-old Shane White of Overland Park Kansas on Nest Lake in northern Kandiyohi County, Minnesota, according to the Kandiyohi County Sheriff.

At 11:30p.m. Saturday, deputies learned that White&nbsp; had left alone in a kayak from his vacation rental on the south side of Nest Lake and failed to return.  An open water and shoreline search began shortly after deputies arrived and White's kayak was located by deputies at 1:15 p.m. Sunday.

The Sheriff's Office requested that property owners in the vicinity check shorelines and outbuildings for White who is described as 6-foot-2, 230 pounds and is wearing black shorts and a black t-shirt. 

The Sheriff’s Office is being assisted by the MN DNR, the Kandiyohi County Rescue Squad, New London Fire Department, New London Ambulance, Spicer Fire Department, Spicer First Responders, Sunburg Fire Department, the MN State Patrol and the Kandiyohi County Water Rescue and Recovery Team.

DOUGLAS COUNTY —Law enforcement authorities are looking to speak with 48-year-old Marcus Knight of Lawrence, as a person of interest in regards to an incident in an undeveloped area north of Burcham Park, according to the Douglas County Sheriff's office.

Just before 7 a.m. on April 28, deputies responded to a report of a robbery in the area and found a dog had been shot. The dog later died from the injuries. 

Anyone with information about Knight's location is asked to call the Sheriff's Office, 785-841-0007, or Crime Stoppers, 785-843-TIPS (8477).

Sheriff: Suspect wanted after dog shot in rural Kan. park has died

SEDGWICK COUNTY —Law enforcement authorities are investigating a weekend shooting and have a suspect in custody.

Just before 5p.m. May 11, officers were dispatched to a call involving a weapon at Walmart, 18631 W. Kellogg in Goddard, according to a statement from the Sedgwick County Sheriff's office. 

First responders located an 18-year-old in a vehicle&nbsp;suffering from a gunshot wound, in the Walmart parking lot.&nbsp; EMS transported the teen to the hospital in serious condition. He has since been upgraded to stable condition.&nbsp;

Suspect <a href="https://ssc.sedgwickcounty.org/InmateSearch/Details.aspx?Id=748186">Ruben Contreras, 47</a>, of Wichita, remained on the scene when law enforcement arrived and was taken into custody.

Contreras was transported to Sedgwick County Sheriff’s Investigation to be interviewed. He was later booked into Sedgwick County Detention Facility for attempted 2nd&nbsp;degree murder.

This case will be presented to the District Attorney’s Office for review of charges.

First responders located an 18-year-old in a vehicle&nbsp;suffering from a gunshot wound, in the Walmart parking lot.&nbsp; EMS transported the teen to the hospital in serious condition. He has since been upgraded to stable condition.&nbsp;Suspect <a href="https://ssc.sedgwickcounty.org/InmateSearch/Details.aspx?Id=748186">Ruben Contreras, 47</a>, of Wichita, remained on the scene when law enforcement arrived and was taken into custody. Contreras was transported to Sedgwick County Sheriff’s Investigation to be interviewed. He was later booked into Sedgwick County Detention Facility for attempted 2nd&nbsp;degree murder.This case will be presented to the District Attorney’s Office for review of charges.

WICHITA — A ransomware attack on the Ascension health system operating in Kansas and 18 other states across the U.S. forced some of its 140 hospitals to divert ambulances, caused patients to postpone medical tests and blocked online access to patient records.

&nbsp;Ascension, with the support of leading cybersecurity experts, worked around the clock over the weekend and on Monday to respond to the ransomware incident, according to an Ascension spokesperson.

The hospital system is focused on restoring systems safely and is making progress, however, it will take time to return to normal operations.
