The Court of Appeals Nominating Commission today announced the applicants for the upcoming vacancy on the Court of Appeals. The deadline to apply was 3 p.m. Friday.

Responsible for operating a fixed route bus to transport passengers in a safe and courteous manner according to the assigned route. The driver is responsible for driving defensively and reacting to emergency situations to ensure the safety of the passengers and the safety of the general public. Responsible for following established company policies and procedures regarding the transportation of passengers, vehicle safety and appearance and the reporting of mechanical, traffic, or behavioral problems encountered; to assist passengers, if needed, to maintain positive public relations with the passengers in the provision of ongoing transportation services.

Home delivery offered for those unable to go to library

A Marion man has been convicted of two counts of insurance fraud and a related charge, Kansas Attorney General Derek Schmidt said Tuesday.

Daniel Carl D’Albini, 59, yesterday pleaded no contest in Saline County District Court to two felony counts of insurance fraud and one felony count of interference with law enforcement. Chief Judge Rene Young accepted the plea and scheduled sentencing for June 1, at 11 a.m. 

An investigation by the Saline County Sheriff’s Office found that sometime between October 2017 and December 2017, in order to ensure the continuation of his homeowner’s insurance policy, D’Albini submitted false documentation to his insurance provider alleging the roof on his home had been inspected and required no repairs when in fact no such inspection had occurred. In addition, in December 2017, D’Albini falsely reported his truck as stolen and made a claim against his automobile insurance for theft.

As part of a plea agreement with the attorney general’s office, D’Albini has agreed to pay $460,083.51 in restitution and serve 30 days in the Saline County Jail.

The subject arrested in connection with a recent aggravated burglary in northeastern Saline County also faces requested charges in Dickinson County.

According to a news release from Dickinson County Sheriff Gareth Hoffman, on Thursday, the Dickinson County Sheriff's Department Drug Enforcement Unit "located Dvonte Johnson in Solomon for Saline County."

"The Dickinson County Sheriff's Department Drug Enforcement Unit aided in the arrest of Dvonte Johnson and then subsequently applied for and was granted a search warrant to a house known to have been used by Dvonte Johnson for both drug activity and stolen property," the news release stated.

A residence in the 200 block of East Sixth Street in Solomon was searched in conjunction with the Saline County Sheriff's Office. 

"Various items were seized, including drugs, drug paraphernalia, and firearms," the news release noted.

The Dickinson County Sheriff's Department is requesting the following charges for Johnson, according to the news release.

Possession of marijuana with intent to distribute

Hoffman noted that the investigation is ongoing and that other arrests are possible.

Suspect in Saline County case also arrested in Dickinson County

An undercount in the 2020 U.S. Census means that Salina could miss out on approximately $49,343.40 in federal funding (over 10 years) for each household that is missed.

That was part of the message shared this morning during a news conference of City of Salina and Salina Area Chamber of Commerce officials.

The following information was provided by the City of Salina.

Getting a complete and accurate count of all the people who live in Salina is important for many reasons. Census results have long been used in determining the distribution of federal funding that supports schools, roads and highways, public health, affordable housing programs and other community needs. Census results provide a resource widely used for emergency preparedness, community planning or by businesses deciding whether to open a store or restaurant or provide a service in the area.

According to the 2010 Census, the population in Salina was 47,707. City officials would like to see the city’s population count surpass 50,000 making Saline County a Metropolitan Statistical Area – a designation that can trigger eligibility for block grants and transportation funding, as well as making the community of interest to more businesses looking to expand or relocate.

In the 2010 Census, Kansas had a response rate of 70 percent, Saline County had a response rate of 78 percent, and Salina had a 78.9 percent response rate. During this morning's news conference, Mayor Mike Hoppock issued a challenge for the community to strive for an 80-85 percent response rate.

In preparation for the census, City of Salina staff reviewed and updated every one of the city’s more than 20,000 addresses and appealed any discrepancies with census records. In addition, a Complete Count Committee that consists of numerous stakeholders was formed to actively promote the 2020 Census.

This year, online participation in the census will be available for the first time. The census can also be completed over the phone, by mail or by talking to a census employee. Citizens are encouraged to complete the census by April 1, Census Day, however, Hoppock noted that April 1 is not a deadline. 

Almost all area residents will receive a sealed letter in the mail from the U.S. Census Bureau between March 12 and March 20 that contains a geocode specific to their physical address. They can use the code to respond online or by phone as soon as they receive the letter, although the code is not required to respond.

The census will utilize a total of five mailings. Everyone will get the initial letter and a reminder about a week later, but only people who don’t respond during the first five or six weeks of the census will get all five mailings. For people who have a post office box, the letter will be dropped off at their home by a census worker.

Although people can’t request a paper form, if that is their preferred method of responding they can wait for the fourth reminder mailing, which will contain a paper form.

The census includes 10 questions that ask the names, ages, genders, and races of everyone living in the household. The information is used for statistical purposes only, and no individual is identified. The Census Bureau does not ask for money, a full Social Security number, bank or credit card account numbers or information about political affiliation.

The Census Bureau collects data on everyone – regardless of U.S. citizenship – at the residence where they usually live and sleep. By law, information collected is confidential and cannot be shared with law enforcement agencies, immigration authorities or be used to determine eligibility for government benefits.

For some people, participating in the census will require no effort on their part. People living in nursing homes, military bases, students living in college campus housing and inmates in jail or prison will be counted by those institutions. Census enumerators will follow a protocol to count homeless people as well.

People who travel seasonally between residences or parents who share joint custody of children may find it difficult to determine a primary residence. In that case, the individual or child should be counted wherever he or she is on April 1.

College students living away from their parental home while attending college are counted at the on-campus or off-campus residence where they live most of the time. Students who live off-campus will need to complete the census with their roommates.

People who complete the census on their own won’t need to interact with census enumerators. During the 2010 census, 72 percent of households nationwide responded to the census without being visited by a census worker.

The Census Bureau also sends a small sample of the population a more detailed questionnaire called the American Community Survey, and anyone who receives it will need to complete it as well as the census

questions. The ACS is conducted annually and gathers additional data about housing, income, education level, employment status, health insurance coverage, and other subjects. ACS information, which is used for statistical purposes without identifying any individuals, informs policy and planning decisions on the local, state and federal level.

The U.S. Census Bureau must submit state population totals to the president of the United States by Dec. 31. More detailed results will be provided to states within a year.

A Kearney, Neb., woman was arrested at a local store for allegedly removing anti-theft devices from merchandise.

Salina Police Captain Gary Hanus said this morning that officers were called to Walmart, 2900 South Ninth Street, Monday afternoon for the report of theft. The store's loss prevention personnel reported seeing Kambrie Nash, 28, of Kearney, Neb., removing anti-theft cases from video games, Hanus said.

When officers interviewed Nash, she admitted to them that she had taken the anti-theft cases from six Nintendo Switch games, valued at $20 each, and from a Mace stun gun, also valued at $20, Hanus said.

Nash was arrested on suspicion of the following, he said.

Nebraska woman arrested at Salina store Monday afternoon

A rural Saline County man died late Monday morning in a one-vehicle accident south of Gypsum.

Saline County Sheriff's Lieutenant Jeremiah Hayes said this morning that emergency responders were dispatched to the 8900 block of South Gypsum Valley Road in the southeastern part of the county at 11:45 a.m. Monday for the report of a golf cart accident. 

Hayes said that Frederick Meyer, 84, was driving a golf cart on his property to check his mail when the golf cart went into the ditch. Meyer was ejected and the golf cart rolled on top of him, Hayes explained. Meyer was pronounced dead at the scene, Hayes said.

A passerby noticed the golf cart in the ditch and called Meyer's family, who found him and notified authorities, Hayes added.

New Kansas Commodity Commissioners elected

The Saline County Citizens Group for Jail Reform, for the past many months, has been encouraging community involvement in efforts to reduce incarceration rates in the county and to expand jail programming to address inmate mental health and addiction issues in any new jail project. A new jail development proposal will soon face the voters, and this Citizens’ Group has decided to host three separate Community Forums designed to encourage and deepen the conversations on the new jail proposals that have been presented at recent County Town Halls.

The first of those Forums will be held in the Prescott Room of the Salina Library on Monday, March 16th at 6 p.m. Michael Hill, Program Director of the new Reno County Jail Facility, will speak at this meeting about their new Hutchinson facility and the success of the programs they have incorporated into that project. A former Reno County inmate who has benefited from that programming is planning to speak that night as well.

The second Forum will be April 2 at 6 p.m. at the Church of the Cross, 1600 Rush St., and the third Forum will be April 9 at 7 p.m. at St. Johns Missionary Baptist Church, 215 S. Chicago in Salina.

Everyone is invited to these forums as part of public interest in generating an informed vote on the new jail proposal that will come before the county in the very near future. Come to one, or all, of these forums to listen and to share your views.

LETTER: Jail reform group sponsors forums

We’re about to see just what the Legislature is going to do for, or to, us&nbsp;in the next couple weeks. Yes…lawmakers have been in session eight weeks, but it’s this week that we may see something significant in the way of legislation.

Nope, no budget yet, but it appears that this could be the week that committees in both chambers get very close to massaging Gov. Laura Kelly’s budget for the remainder of this fiscal year and next fiscal year.

So far, on the basics of keeping the government running, legislators are agreeing on much of what she has proposed for the operation of the state. Nope, not major issues, but the groundwork that the governor proposed appears to be pretty-well received.

The highway plan? Surprisingly, once Kelly agreed to complete all the projects that former Gov. Sam Brownback couldn’t because he kept siphoning money out of the Kansas Department of Transportation, it looks likely to pass out of committees to the House and maybe Senate floors for debate. Key there is that everyone wants every foot of road promised to them back in 2010, even if it is four or five years late.

Nothing like highways to get legislators re-elected, is there?

So, look for a little squabbling, but for the governor’s highway plan to move forward.

School finance? Practically, it looks like not a bunch of new money for the public K-12 schools, but enough to keep the Legislature on the right side of the Kansas Supreme Court decision last year which held the state’s financing of public schools was unconstitutional.

Actually, the big issue to most of us is not getting a lot clearer yet.

The Senate has tossed to the House a couple bills dealing with the qualifications of appraisers, and one major property tax bill that doesn’t cost the state any money but lets lawmakers brag about “transparency” with local units of government forced to hold public hearings if they propose to spend more property tax revenue than they did last year.

Now, transparency is probably a good thing, but for most of us it doesn’t really matter until we open the tax bill envelope and see if we’re paying more or less than last year. Nothing so far from the Legislature that would cut property taxes for anyone.

Income tax is the big deal for the election-year legislature and that side of the issue remains uncertain in the House. The state has more money than expected, and, well, there are few better places for legislators to vote to put that than in the pockets of voters.

At this point, the scraps are over income taxes; do lawmakers drop tax liabilities of corporations that help finance their campaigns, or individual voters, and which ones of them? For voters, the issue gets simple: Cut my taxes.

It’s the political decision that is complicated in the Statehouse.

Help the poor, maybe by cutting rates, or making some portion of the sales tax they pay for groceries a refundable credit against their income taxes? Help the middle-class by boosting the standard deduction, allowing them to pay taxes on smaller amounts of income? De-couple from the federal standard deductions which allows the better-off to not waste their state deductions?

And, don’t forget, within all those classes are Social Security recipients, and there are bills that would boost the level of un-taxed Social Security payments based on total income.

In the next week, maybe two, we’ll know which way legislators are going, and maybe which ones to re-elect and which ones to keep at home after the elections.

At the Rail: Tax issue not yet clear

LINDSBORG – Local and area students will show their artistic abilities during the annual Bethany
College Messiah Festival Juried Student Art Exhibition next week.

The exhibition opens Monday and will continue through April 17 in the Mingenback Art Center gallery on the corner of Olsson and Second
Street on the Bethany College campus. The show will exhibit works by local women artists
from the Sandzen collection as well as those of the Bethany College students. 

Featured works for this year’s student
exhibition were chosen by juror, Valerie Haring.&nbsp; Haring is a life-long Kansan and currently
the chair of the Art Department at Butler Community College, where she attended
as an undergraduate and has taught for nearly 30 years.&nbsp; She earned her BSE from Emporia State
University and an MA from Wichita State University. Haring is a painter who
also creates assemblages, sculpture, photography, and digital prints. She
traces her interest in art from her childhood, where she loved to “find”
objects and assemble odds-and-ends into artistic creations. In her current work
Valerie utilizes a striped composition and her intellectual, personal, and
artistic discoveries are manifest in the artwork she makes.&nbsp;

Works could be submitted by any student, so long as
the work was created since the last Messiah exhibition. Work could be submitted for 2D, 3D,
Design/Photography, or Digital Arts categories. Haring chose
works based on what she considered to be a good fit for this exhibition, and
selected art works from the following students:

McGlashan, Wellington,New Zealand, junior

Best of
Show will be awarded to Katherine Fowler,&nbsp;for Branch Teapot. Best of 2D will go to Lydia Nicholson,&nbsp;for Frog Melody. The Best of 3D award will
go to Zephra Rice,&nbsp;for Rainforest
Tea Set. Several
other awards will be announced at the Juried Student Art Exhibition awards
ceremony reception at 4:30 p.m. April 5 in the Mingenback Art Center gallery.

The
Juried Student Art Exhibition is part of the Messiah Festival of the Arts, the
celebration of sacred music, theatre and art at Bethany College.&nbsp; Every year since 1882, the Bethany Oratorio
Society has presented Messiah at the college. The society has performed Messiah
across the plains, in Carnegie Hall, and on national television.

Is China the first ecological civilization? What does that term mean, and where does the U.S. stand in relation to China?&nbsp;These questions and more will be addressed during an upcoming presentation at Kansas Wesleyan University.

The presentation by University of Kansas Professor Emeritus&nbsp; Donald Worster is scheduled for 7 p.m.&nbsp; April 1 in Kansas Wesleyan’s Fitzpatrick Auditorium. The event will be co-hosted by The Land Institute. Admission is free.

The outbreak of COVID-19 has delivered a blow to China’s image. The country has ambitions of becoming the world’s first ecological civilization, and it has made enormous progress in recent years.&nbsp; Worster’s presentation will elaborate upon China’s current status, including what is&nbsp;taking place in that country and its relations with nature, from forests to energy to diseases.

Worster currently serves as a professor emeritus in the Department of History at KU. He specializes in the emerging field of environmental history—the changing perception of nature, the rise of conservation and environmentalism, and the impact of the natural world on human society. He has held fellowships from the Guggenheim Foundation, the Australian National University, the National Endowment for the Humanities, the Mellon Foundation and the American Council of Learned Societies.&nbsp;He is former president of the American Society for Environmental History and a member of the American Academy of Arts and Sciences. Worster has a long history of engagement with The Land Institute and serves as an emeritus board member. Over the past two decades, he has lectured extensively internationally and his writings have been translated into six languages.

City commission recognizes SFD's Capt. Lee Soldan

The Rudd Foundation is proud to announce its third class of Rudd Scholars who will each receive a four-year college scholarship to attend either Emporia State University, Fort Hays State University or Wichita State University. The Rudd Scholarship covers all remaining tuition, fees, book, supplies, and on-campus room and board after all other aid, grants and scholarships.

“We couldn’t be more pleased with the exceptionally high-caliber, well-rounded students that were chosen for this year’s Rudd Scholarship,” said Peter Najera, President of the Rudd Foundation. “By removing the financial burden of a college education, we expect these go-getters to be actively involved on campus, maintain good grades, and graduate in&nbsp;four years debt free.”

This year, 15 students will be going to Wichita State,&nbsp;nine will attend Fort Hays State, and&nbsp;six will take their scholarship to Emporia State. The Rudd Scholarship is earned through a competitive selection process that requires grades, test scores, essays, letters of recommendation and a personal interview. Only 30 students were chosen from the more than 1,300 students who applied.

In addition to living on campus and carrying a full load of classes toward their college degree, scholars will receive mentoring and success coaching to help them graduate in four years. They will also participate in many developmental activities outside the classroom, network with leaders in their future professions, build strong relationships among themselves and serve to help the next generation of scholars through an active and connected alumni association after graduation.
