UPDATE: Interstate 70, U.S. 24 are open

In just a few short days, the COVID-19 pandemic has changed life as we know it. The ways in which we have socialized, shopped, worked, and recreated in the past are on hold, at least for the near future.

"The local economy, in all sectors, is already feeling the effects of COVID-19; anything from local specialty printers, to restaurants, manufacturing supply chains, education entities, community events, fundraising events, to daycare providers, to the loss of appointments of our medical providers, to reduced staffing. Our businesses are experiencing unprecedented circumstances in an incredibly short period of time," Eric Brown, president and CEO of the Salina Area Chamber of Commerce, told Salina Post in an exclusive interview.

"These effects include lost of revenue, reduction in staffing, additional costs related to additional safety concerns, and in the most extreme cases, closing the business during the next 15 days based on a strict set of guidelines for Americans to follow to try to 'slow the spread' of the coronavirus including calling on people to sharply limit their normal behaviors when it comes to eating out, shopping, and socializing," he continued.

According to Brown, 89 percent of chamber membership is made up of local businesses, and how they will fare through the pandemic crisis is unknown at this point.

"This remains to be seen. We continue to be optimistic that the spread of the virus will subside by the guidelines implemented, but the reality is that if our community doesn’t purchase gift cards, food, goods, and services with our local businesses to help them through these next few weeks, then many will suffer setbacks," Brown said. "The full effect of COVID-19 remains to be fully realized, but your chamber is doing everything in its power to provide relevant and pertinent information to the business community."

To that end, the chamber announce Wednesday that it had launched a new website: <a href="http://www.salinakansas.org/salina-strong.html">Salina Strong</a>. The idea behind the website is to keep chamber membership and the business community in general updated on such information as business resources, workforce information, restaurants and retail businesses offering deliver, take-out, and curbside options, health and safety updates, and remote working tools and options, Brown said.

"We hope that it can be used as a one-stop shop for information and assistance; we will continue to update the site," he explained.

"In addition, the chamber is reaching out legislators to discuss the effects COVID-19 is having on our community and encouraging them to find bipartisan solutions to assist the business community," Brown added.

Brown called upon the toughness of the community to persevere.

"In times like these, I believe that our state motto of 'Ad Astra per Aspera' truly embodies the spirit and resiliency of not only Kansas but Salinans as well," Brown said. "We can do the best we can to prepare without panicking, there will be an economic rebound, life will go back to the new normal, and hopefully, if we as a community have found creative solutions to support our local businesses then those businesses will be able to forge forward, providing jobs, taxes, and all of the other positive attributes that commerce provides to our local economy."

Brown said that while it is difficult to find a silver lining in our current situation, it "could be an opportunity for business to look at if this can reduce their cost of doing business in the future."

"Working remotely and doing more meeting via digital platforms may make individuals more comfortable. In addition, COVID-19 is creating such a disturbance that many may have the opportunity to redefine their business and ways they produce their lines of services or products," he said. "The last and perhaps most powerful opportunity is for the local business community to rally against the common enemy of COVID-19. There are several businesses offering discounts to patrons if they provide proof of shopping local over the next several weeks. Business to Business opportunities are always win-wins for the local community and may be more so now than ever."

Brown noted, however, that one of the biggest risks that businesses currently have is the liability of spreading the disease. He encouraged people to find creative ways to support local businesses while still following health guidelines.

"They can only control what happens inside their business and operations and if citizens aren’t practicing the health safety guidelines that have been outlined by numerous public and private health organizations, then people are putting not only each other at risk but the very businesses they rely on for their pay checks, food, entertainment, and all other creature comforts we’ve become accustomed to," Brown said.

Chamber's Brown talks business, COVID-19

Amid COVID-19 concerns, OCCK, Inc. Transportation is adjusting service levels for CityGo, 81 Connection, Regional Paratransit and City of Abilene public transportation beginning Monday and continuing until further notice.

Beginning Monday, March 23, 2020, CityGo buses will only run from 6:00 a.m. to 6:00 p.m. with no peak routes running.&nbsp;&nbsp;Passengers will be required to observe social distancing requirements.&nbsp;&nbsp;Additional buses may be dispatched if needed.

For regional paratransit and the City of Abilene public transportation, non-essential subscription rides will be suspended.&nbsp;&nbsp;Essential rides, those trips to work, medical appointments and those for nutrition (groceries, etc., will be booked no more than 24-48 hours in advance and scheduled based on the number of drivers fit for duty.&nbsp;&nbsp;Passengers will be scheduled to meet social distancing recommendations.

81 Connection will run the regular morning route (SB Link 1 &amp; NB Link 1, but will only run the Salina-Belleville-Salina (NB Link 3 &amp; SB Link 3) route in the afternoon, each day Monday through Friday.&nbsp;&nbsp;Passengers will be required to observe social distancing requirements.

Services levels will continue to be adjusted as the situation warrants.&nbsp;&nbsp;Information will be submitted to the media, posted on Facebook and the OCCK Transportation website.

Following is the daily update from Saline County.

As of today, March 19th, 2020, Saline County has not had any confirmed positive cases of COVID-19.&nbsp;When a positive case is identified in Saline County, the Saline County Health Department will be the only official source to release that information.

Our agencies have received numerous comments and questions as it relates to testing for COVID-19. The Saline County Health Department Clinical Coordinator provided additional information that hopefully helps explains the testing a bit further.

Why are there no tests being done for people who do not have symptoms (asymptomatic)?

•We CAN NOT overwhelm the healthcare system, such as ER and health clinics as they need to be able to care for those that are sick.

•We CAN NOT overwhelm the laboratories with thousands of tests which would significantly delay diagnosing those that are infected.

•Having a negative test today DOES NOT ensure that you will not be exposed and not be able to be infected at a later date.

•All the supplies that are needed to appropriately protect medical personnel are extremely limited at this time.

•All of the supplies that are necessary to run the tests are in short supply.

•There is no conclusive evidence as to when a test would be positive in a person that is not showing any signs or symptoms.

•There is no treatment and care would be managed the same at home unless someone was sick enough that would warrant hospitalization.

•KDHE’s Dr. Norman has stated several times “We do not test people who are well (asymptomatic).”

The good news is that yesterday, KDHE announced that private labs are able to perform the tests for COVID-19. This should assist in the number of tests that can be processed daily. The number of tests that are being performed in each county or the number of negative results is not a statistic that is tracked by KDHE or by the private labs.

To say that this situation is changing rapidly would be an understatement. The new information that our agencies received through our State and Federal partners is as follows:

•U.S. Congress passed a bill that would provide the testing for free, including those who are uninsured and the expansion of food aid and unemployment dollars to States.

•KDHE has expanded its hotline that is open to the public to call for general questions on COVID-19. 866-534-3463 is available seven days a week with extended hours.

•The Kansas State Department of Education continues to work with the School Districts on guidance for continued learning. Your local school district will be communicating with further information with parents.

Salina Public Schools is asking parents and guardians to answer two questions to assist in the creation of a new learning plan for students.

Parents can answer the questions by either of the following methods.

•Following a link in an email from the district

•Answering the questions by responding to an automated phone call

The survey asks families about internet or Wi-Fi access. This data is needed because one of the three options for learning under the Kansas State Department of Education’s continuous learning plan is online learning.

Since Governor Laura Kelly’s announcement on Tuesday that Kansas students would not be coming back to full-day, whole-class instruction, USD 305 administrators have been anticipating new guidelines about the continuous learning plan. Those guidelines, created by a statewide committee of Kansas teachers, arrived today, according to a release from USD 305.

At the district, teachers will use this to create a new learning model for Salina students. Staff are already considering what this will look like. This afternoon a group of teachers met to review the new guidelines and develop recommendations, the release noted.&nbsp;

Next, more teachers will be involved to develop the learning plan. Information will be shared with parents as soon as it is available.

The Tony's Pizza Events Center has announced that the Salina Shrine Circus has been rescheduled to Sept. 11, 12, and 13.

Salina Shrine Circus rescheduled for September

In response to COVID-19 guidelines, the City of Salina and Saline County have implemented a modified approach to direct public interaction at all of their offices in the City-County Building

Effective Friday, Saline County is implementing “appointment only” access for the public at the City-County building, 300 West Ash Street,  for two weeks (subject to extension). Citizens and visitors to any city or county office must call ahead to make an appointment.

•All entrance to the building will be through the North (ramp) entrance only.

•A sheriff’s deputy will be posted at the entrance.

•Visitors must make an appointment with the respective office before being allowed into the building.

Restrictions for other city and county locations

•Visitors must make an appointment with an individual employee in advance.

•Visitors must call the employee upon arrival to be admitted into the building.

The controlled access portion of the lobby at the Salina Police Department, 255 N. 10th St., will remain open. However, individuals who visit the lobby will first speak to a staff member, who will then determine whether in-person contact with an officer is necessary.

The Saline County Jail lobby will remain open to facilitate video visitation and posting of bonds.

Senior Center – 245 North Ninth Street:

•Meals on Wheels will continue as normal. All volunteers are being screened for illness and social distancing measures have been implemented for the delivery of meals.

Noxious Weed/Expo Center – 900 Greeley Avenue:

•Chemical purchases/sales will be made by appointment only.

•All requests for events will be screened to limit any gatherings to 10 or less people.

Saline County Health Department – 125 West Elm Street:

•All entrance to the building will be through the North entrance.

•Citizens will need to make an appointment. Some services have been adjusted.

•Home Health Care is focusing on critical patients and have adjusted some of their services.

Saline County Community Corrections – 309 South Broadway Boulevard

•All offenders must make an appointment.

•All group classes have been cancelled.

Saline County Sheriff’s Office and Jail – 251 North 10th Street:

•The jail lobby will be open to facilitate video visitation and posting of bonds.

•Fingerprinting services are suspended.

•All visitors must make an appointment.

Saline County Road and Bridge – 3424 Airport Road:

•Register of Deeds has suspended processing all passports.

•Appraiser is conducting hearings by phone and will conduct them in person if it is deemed necessary.

•District Court has limited its services and is modifying court dockets.

•Many county services can be completed <a href="http://www.saline.org">online</a>.&nbsp;

Screening questions for COVID-19 and illness will be done at each building. Anyone who is displaying symptoms or illness will not be allowed access to the building.

"It is our highest priority to keep our citizens and staff free from exposure to this disease. In doing so, we are asking for your patience and understanding as we modify our normal business practices," the city and county noted in a news release.

The COVID-19 pandemic is changing the way the Salina Police Department (SPD) conducts non-emergency business.

Following is a statement from the City of Salina concerning non-emergency reporting to the SPD.

The coronavirus pandemic is changing the way local, state and federal law enforcement respond to citizens’ calls for service.

Although the controlled access portion of the lobby at the Salina Police Department (SPD, 255 North 10th Street, will remain open, the SPD requests that if a crime is not an emergency or in progress, individuals handle the matter by:

•Calling the non-emergency line at (785) 826-7210, and requesting an officer make contact by phone

•Visiting the online reporting system <a href="http://www.salinaks.gov/reportsandnotifications">http://www.salinaks.gov/reportsandnotifications</a> and selecting File a Police Report

Individuals who visit the lobby will first speak to a staff member, who will then determine whether in-person contact with an officer is necessary.

The SPD will continue to respond to emergency calls.

In addition, dispatchers with the Communications Center will assess whether first responders may be at risk by asking the following questions:

•Have you or anyone in your household come in contact with someone who tested positive for the coronavirus in the last 30 days?

•Have you had a fever or cough within the last three days?

•Have you traveled out of the country within the last 30 days?

Dispatchers will obtain pertinent information from the caller and advise the caller to make a report online (if possible, or an officer will contact them by phone if it is a non-emergency call for service.

Due to Executive order 20-04, released by Governor Laura Kelly, which prohibits mass gatherings to limit the spread of COVID-19, we have cancelled our annual benefit rodeo scheduled to be held April 3rd and 4th 2020. Our annual event will not be rescheduled this year.

For supporters who have purchased advanced tickets to our 59th annual benefit rodeo, refunds are available by mailing tickets to the Mounted Patrol &amp; Rescue Squad at 1020 W North Street, Salina, Ks. 67401. Make sure to include a legible return address and to whom checks are to be made out to in the correspondence. Only advance tickets are refundable. Any and all complimentary tickets have no cash value.

Refund requests and tickets must be received by May 1, 2020.

Our benefit Henry rifle raffle drawing will still take place as scheduled at 7:00 pm on April 4th.

On Wednesday, the Salina Airport Authority temporarily closed its office.

Following is a statement from the Salina Airport Authority.

To align with the CDC’s recommendations and Governor Kelly’s Executive Order for social distancing and help slow the spread of COVID-19, the Salina Airport Authority (SAA) administrative office will be temporarily closed to the public until further notice.

More than $1,500 worth of items were reported stolen from a property in the 300 block of East Crawford Street earlier this month.

Sometime between March 4 and Wednesday, someone stole $1,525 worth of items belonging to a 67-year-old Salina man, Salina Police Captain Paul Forrester said this morning. Those items included the following, Forrester said.

A four- by eight-foot modified UHaul trailer with metal sides and a tailgate, valued at $1,000

A 32-foot extension ladder, valued at $400

A wooden ladder with purple paint on it, valued at $25

An unknown number of two-by-four pieces of lumber, valued at $100

Trailer, contents reported stolen on East Crawford

In response to COVID-19 guidelines, the City of Salina has implemented a modified approach to direct public interaction at its various customer service locations. 

While public access is not prohibited, citizens are being asked to consider whether their visit to city facilities is for essential business, and whether the business needs to be done in person.

Citizens are instead encouraged to conduct business by phone, email and online.

These efforts are being made to align with the following:

• The president’s Coronavirus Guidelines for America: 15 days to slow the spread, which began on March 16 and involves avoiding gatherings of 10 or more people for a 15-day period.

• The Centers for Disease Control and Prevention’s guidance for the next eight weeks, which recommends that organizers (whether groups or individuals) cancel or postpone in-person events that consist of 50 people or more throughout the United States.

• Governor Kelly’s Executive Order No. 20-04, effective through May 1 on social distancing to help slow the spread of COVID-19 in Kansas.

The City of Salina encourages everyone to stay informed by following COVID-19 guidance from Saline County, the Kansas Department of Health and Environment, and the Centers for Disease Control.

While public access is not prohibited, citizens are being asked to consider whether their visit to city facilities is for essential business, and whether the business needs to be done in person.Citizens are instead encouraged to conduct business by phone, email and online.These efforts are being made to align with the following:• The president’s Coronavirus Guidelines for America: 15 days to slow the spread, which began on March 16 and involves avoiding gatherings of 10 or more people for a 15-day period.• The Centers for Disease Control and Prevention’s guidance for the next eight weeks, which recommends that organizers (whether groups or individuals) cancel or postpone in-person events that consist of 50 people or more throughout the United States.• Governor Kelly’s Executive Order No. 20-04, effective through May 1 on social distancing to help slow the spread of COVID-19 in Kansas.The City of Salina encourages everyone to stay informed by following COVID-19 guidance from Saline County, the Kansas Department of Health and Environment, and the Centers for Disease Control.A list of city department numbers can be found below or online by visiting <a href="http://www.salina-ks.gov">www.salina-ks.gov</a>, followed by City Departments.
