UPDATE 8:45 p.m. Thursday: According to the Kansas High School Activities Association <a href="http://www.kshsaa.org/">website</a>, "After the conclusion of the quarterfinal round, the 2020 KSHSAA State Basketball Tournament will be canceled. Given the escalating concerns regarding COVID-19, the best decision for the safety of the student-athletes and spectators was to cancel the remainder of this championship tournament. The KSHSAA regrets the lost opportunity for teams and players that have worked to achieve their goals."

Currently all tournament sites are proceeding as scheduled with fans.  We encourage everyone attending a state basketball tournament to continue to take the proper precautions in preventing illness transmission including proper and frequent hand washing with soap or sanitizer, covering the face when coughing or sneezing and keeping your hands away from your face.  Anyone who is feeling sick or suffers from a significant health issue should stay home. 

KSHSAA is continuing to monitor the recommendations from the Centers for Disease Control and Prevention, Kansas Department of Health and Environment and the Kansas State Department of Education regarding the rapidly evolving coronavirus situation. 

 All state basketball tournament sites are working diligently and taking additional precautions to provide the safest possible environment for the teams, fans and workers.   We will continue to monitor new information from our public health organizations as it becomes available and make any changes to the state basketball tournaments if needed. Local man's efforts get boost from Jeremy Miller

The following information was released on the <a href="https://www.facebook.com/SalinaKSPD/">Salina Police Department</a> Facebook page this afternoon:

At 9:07 a.m. on Wednesday, a Salina police officer observed a subject riding a bicycle on West Walnut Street near South Chicago Street. This officer was aware that the subject had an active Saline County District Court felony burglary warrant for his arrest.

The officer attempted to make contact with the subject but he attempted to evade the officer while still on his bicycle. The officer was able to determine that the subject had run into a residence located at 133 S. Chicago. While officers were outside waiting for backup, several individuals exited the home and stated there was a white male inside who had a gun in his mouth. An individual who exited the home advised that he knew the subject who had burst into his home, and he also confirmed that the subject was in possession of a handgun.

Officers were also advised that there was a female inside and they did not know if she was there of her own free will.

Additional officers and deputies from Saline County Sheriff’s Office arrived on scene and the remaining occupants of this home were ordered to exit with no response.

At 10:06 a.m., the SWAT Team and Crisis Negotiation Team were called out to attempt to resolve this incident involving a barricaded and armed suspect with a possible hostage.

Continuous efforts were made to communicate with the occupants via a PA system from a patrol vehicle.

At 11:30 a.m., a phone was delivered to the front porch by SWAT officers in an attempt to initiate communications. Over one hour of on-and-off communications occurred between the female and the negotiators and it became clear the female was not being held against her will.

This female advised on several occasions that the male, who she identified by name, was suicidal and had a handgun. She also said several times that he intended to burn the house down if law enforcement personnel tried to make entry.

The male refused to speak with negotiators and also refused to exit the residence per conversations with the female. At no time during the incident did police negotiators speak with the male.

At 12:44 p.m., the female, identified as Danielle Reed of Salina, agreed to exit the residence. She confirmed that the male was the only subject left inside and he did have a handgun. This female was taken into custody for an outstanding District Court felony warrant for a probation violation. Additional charges regarding her actions at this scene are under consideration.

At 12:57 p.m., SWAT officers injected four rounds of CS cold gas into the back of the residence in an effort to have the subject exit. This gas is delivered in a micro-powder form which is not considered flammable as it does not create heat. No officers attempted entry to this home during this standoff.

Approximately two minutes later, a white male was observed in the front portion of the home and within minutes, it was clear there was a fire in the same front portion. Shortly thereafter, officers heard several gun shots from inside the rear of the home.

The Salina Fire Department arrived on scene at 1:04 p.m. and quickly extinguished the fire. A deceased subject was found in the rear portion of the home.

At the time of this release, the Kansas State Fire Marshal was en route to the scene to investigate the origin of the fire.

An autopsy will be conducted to determine the cause of death for the individual found in the home. The identity of the deceased subject is not being released pending next of kin notification.

The Salina Police Department noted that it appreciated the assistance of the Saline County Sheriff’s Office and the Salina Fire Department during this incident.

As this is an ongoing investigation, any further inquiries should be directed to the Kansas State Fire Marshal’s Office, the Salina Fire Department information noted.

Based on reported rainfall totals, the storms that moved through the area sounded more ferocious than they were. The&nbsp;Salina Municipal Airport reported a mere 0.17 of an inch as of 7 a.m. Wednesday. Other reported rainfall totals in the area are below.

Chances for a few rain showers increase once again overnight tonight, according to the National Weather Service (NWS) in Wichita. 

Though there will be a slight chance of embedded thunder, no strong or severe storms are expected. 

Tomorrow will be the last day of above-normal temperatures this week.

Parts of area receive rain, thunder; more possible tonight

An in-depth history of graffiti writing will be the topic of a free presentation tonight.

The presentation is scheduled to begin at 6 p.m. at the Salina Art Center Warehouse, 149 South Fourth Street. The discussion provides an in-depth history of graffiti writing, articulating the areas and demographics of people who created it and why. 

Artist Peyton Scott Russell will explain graffiti’s 50-plus year journey and all the transformations that have created this moment, where graffiti is the most recognized contemporary art form of the world. This artist talk provides powerful insight into a misunderstood craft usually seen as mindless youth creating acts of vandalism.

Born in Minneapolis, Minn., Russell’s earliest memories as a child were making art and being creative. This continued into high school where he discovered graffiti art from the film Style Wars in 1984. This consumed his art interest. A portfolio of traditional art and graffiti influenced works helped earn him acceptance into the School of the Arts Institute of Chicago (SAIC). Graduating in 1991, Russell became a professional artist and teaching artist by founding organizations like House of Daskarone, Juxtaposition Arts, and Art House Education.

As a Bush Fellowship recipient, 2012-14, Russell formed SPRAYFINGER. This is a program used for teaching, Graffiti: The Art of Creative Lettering, to youth, adults, seniors, and the community at large.

In-depth history of graffiti topic of free presentation tonight

The Saline County Road and Bridge Department has completed all of its work in response to 2019 flood damage.

That's the word from Darren Fishel, department director. Fishel provided the information during his department update to Saline County Commissioners during their regular meeting on Tuesday. In addition to completing the work, all paperwork concerning the flooding has been submitted to FEMA, Fishel said.

Fishel said department personnel have hauled 7,900 tons of rock in the last two months, and responded to seven snow/ice events, according to meeting information provided by Saline County. Fishel told commissioners that the department plans on upgrading a half-mile of Hedberg Road and one mile of Cooley Road to gravel. Additionally, the department plans to re-build Wasserman Way to improve drainage and re-shape the road, he said.

Other county commission business from Tuesday includes the following, according to information provided by the county.

County Administrator Phillip Smith-Hanes discussed with commissioners upcoming budget preparations. 

Commissioners reviewed the expression of interest forms for appointments to the Planning and Zoning Commission.  A formal resolution re-appointing members and appointing members will come before the commission next week.

Commissioners approved the purchase of new drink and dessert station cabinets for Senior Services for a total of $20,973.28. These cabinets will be made and installed as part of the renovations that are occurring. 

Commissioners approved the Noxious Weed Department to make all of its 2020 chemical purchases from Van Diest Supply Company.  The Noxious Weed Department purchases chemicals for weed control on county properties and rights-of-way as well as selling chemicals to the public.  

Commissioners signed a resolution that declared the times and dates for county commission meetings for the remainder of the year. This resolution was needed because the commission adopted a charter resolution in January that will exempt Saline County from the requirements of the statute requiring them to meet no less than twice each week. The elimination of the second meeting will go into effect next week. This resolution will still allow for the commission chair to cancel a meeting or call a special meeting if it is deemed necessary.  

Marilyn Leamer, human resources director, discussed with commissioners the possibility of implementing time-off for recognition of years of service in lieu of the current gifts that are distributed once an employee reaches five, 10, 15, or 20 years of service. Commissioners were supportive of making this change. It is proposed that at five years of service, employees would get four hours of vacation added on their anniversary dates, five hours of vacation on their 10-year anniversary dates, six hours on their 15-year anniversary dates, and eight hours on their 20-year anniversary dates. These would be one-time-only hours added to an employee’s leave bank.  More discussions will occur with executive staff on Wednesday before a policy change would be proposed to the commissioners.  

Commissioners also met in executive session to discuss a non-elected personnel issue.

Police are investigating damage apparently caused by a BB gun earlier in the week.

Sometime between 10 p.m. Monday and 8 a.m. Tuesday, a window was broken on a Bobcat mini excavator owned by Smoky Hill Construction while it was parked at the intersection of Belmont Boulevard and Mayfair Drive, Salina Police Captain Gary Hanus said this morning. It appeared that the window was broken by a BB gun shot, he said. 

Damage was estimated at $1,500, Hanus added.

In separate cases, two Salinans wanted on outstanding warrants now face possible additional charges after police allegedly found used drug pipes on them when they were searched. 

Salina Police Captain Gary Hanus said this morning that at 5:55 p.m. Tuesday, a patrol officer saw Allie Davis, 28, of Salina, at the Casey's at 2404 South Ninth Street, and knew that she had an active municipal court warrant for a probation violation. When Davis was taken into custody and searched, a glass pipe with residue was located in her possession, he said.

Davis was arrested on the warrant and on suspicion of the following, Hanus said.

Then, at 6:35 p.m. Tuesday, an officer was dispatched to the 900 block of West South Street for the report of a subject with an outstanding warrant, Hanus said. Upon arrival, the officer observed Dean Gilmore, 30, of Salina, running into a residence, Hanus explained. Gilmore was known to have an active felony probation violation warrant from Saline County District Court, he said. The officer found Gilmore hiding in a closet in the residence, Hanus added.

When Gilmore was taken into custody and searched, a glass pipe with residue was found in his possession, Hanus said.

 </figure>Salina Police Captain Gary Hanus said this morning that at 5:55 p.m. Tuesday, a patrol officer saw Allie Davis, 28, of Salina, at the Casey's at 2404 South Ninth Street, and knew that she had an active municipal court warrant for a probation violation. Upon arrival, the officer observed Dean Gilmore, 30, of Salina, running into a residence, Hanus explained. Gilmore was known to have an active felony probation violation warrant from Saline County District Court, he said. Two wanted on warrants face possible additional charges

A 65-year-old Salina man is out $1,700 after falling for a scam on social media. 

Between Jan. 27 and March 1 of this year, the man was approached via social media by someone he thought he knew, Salina Police Captain Gary Hanus said this morning. That person referred him to an agent who advised him he had won a federal government grant, and that by paying $800, he could receive a grant for $20,000, Hanus explained.

Originally, the man was asked to pay the $800 with bitcoin through a QR code, but when he said he didn't know how to do that, he was asked to pay via gift cards for the online gaming platform Steam, Hanus said. The man provided photos of the codes on the cards and the activation code from the receipt to the agent, Hanus said.

According to Hanus, the scammer continued to string the man along, eventually getting $1,700 from him. The scammer even went as far as to send the man a photo of an alleged certificate of grant award and a package with the man's name on it that supposedly was to be mailed the next day, Hanus said. 

When the man became suspicious and asked for his money back, he was told that the money was not refundable, Hanus said. Even then, the scammer tried an additional time to get more money from him, asking that he wire money through Bank of America, but the man refused, Hanus said.

The incident was reported to police Tuesday, he added.

In the coming days your household will receive an invitation to participate in the 2020 census. It’s part of a constitutional mandate for the federal government to count every man, woman and child living in the United States. This has happened every decade since the initial census in 1790, shortly after the founding of our new nation.

While the Constitution only requires a simple accounting of every living soul, the census has been used since its inception to gather other vital information about the nation’s population.

Federal and state officials will use the data in numerous ways, including using it to allocate spending. Kansas stands to receive an estimated $6 billion in federal aid over the next decade. That’s our tax money coming back to the state.

Answering the census also is the first step in choosing who will represent us in Topeka and Washington, D.C., because the information is used to reapportion U.S. congressional districts and will change the boundaries of all 165 Kansas representatives and senators for the next 10 years.

Of course, the census will ask how many people were living in your household on April 1, also known as Census Day. Other questions include queries about your age, sex, race, what type of home you live in, whether you own or rent and your phone number in case there are any questions about your responses.

The census has always been about more than just counting the population. The initial 1790 questionnaire asked for the name of the head of the family and the number of people living in the home delineated by the following: free white males 16 and older; free white males younger than 16; free white females; all other free people; and slaves.

That first survey recorded nearly 4 million people living in the original 13 states plus the districts of Kentucky and Vermont, in addition to the Southwest Territory (we now call it Tennessee). It was a daunting task to count everyone in our sprawling, new nation.

While we’ve stopped adding states and territories, counting all 320-plus million of us is still a major undertaking, but it’s been modified for today’s technology.

This year will be the first time you can choose to respond online or by phone. If you don’t respond, you’ll receive a paper form to complete and mail back. If you don’t respond in any fashion, there’s a good chance you’ll receive an in-person visit from a census worker sometime between May and July.

Up to 10 states could lose federal representatives. Seven are expected to gain congressional seats, led by Texas and Florida with at least three and two seats, respectively. Kansas will likely maintain is delegation of four representatives, but the lines will change.

If the past is prelude, Kansas’ 1st&nbsp;Congressional District, which already touches part or all of 63 counties, will become even more expansive as people continue to move east and increasingly live in metro areas.

The official count will likely show Kansas’ population grew slowly and steadily between 2010 and now to just a little over 2.9 million. Five counties – Douglas, Johnson, Sedgwick, Shawnee and Wyandotte – account for more than half of our population.

That’s a sobering reminder of just how important it is for those of us in the other 100 counties to make sure we’re counted. We only get one chance every decade to say, “I’m here.” In addition to apportionment, it will play a role in state and federal policy through the allotment of tax dollars to hospitals, fire departments, roads and other projects.

In short, it’s an opportunity to make sure you count.&nbsp;

The second in a series of legislative issues meetings with the Saline County legislative delegation is coming up Saturday.

The meeting is scheduled for 8:30-10 a.m. Saturday in the Salina Area Chamber of Commerce Visit Salina Annex, 120 W. Ash. The event is open to the public at no charge.

The format of the meetings will consist of brief opening remarks from legislators, written questions from the audience, and brief closing remarks from legislators. The meeting will be moderated by a chamber representative.

Senator Randall Hardy, and representatives Steven Johnson, Diana Dierks, and J.R. Claeys have been invited to attend.

Second chamber legislative issues meeting Saturday

TOPEKA—The next special exhibit at the Kansas Museum of History commemorates the 100th anniversary of the 19th Amendment to the U.S. Constitution and the courageous women who made it possible, including a woman from Salina. 

A special exhibit opening reception will take place from 5 to 7 p.m. March 20.&nbsp;

For Kansas women the path toward suffrage was incremental. Women began working for voting rights as they fought to keep Kansas free from slavery. Women such as Clarina Nichols brought the topics of women’s rights into the constitutional conventions. They ensured that Kansas women had opportunities other women in the nation did not. From the time Kansas was admitted as the 34th state, women had the right to vote in school board elections.

Women's organizations continued to push for the vote. When they gained the right to vote in municipal elections, Kansas elected the first woman mayor in the nation, and all-women city councils.

The road to full suffrage brought women in partnership with political groups and organizations that shared both common and competing goals. It was an experience of successes, failures and eventually the success that made Kansas the eighth state to provide full voting rights for women.&nbsp;

This special exhibit features an introduction by Governor Laura Kelly, and highlights objects, photographs and historical records connected with the generations of women who fought for suffrage. The exhibit will run through the end of the year.

“I would like to thank the Kansas Museum of History for making this special exhibit possible,” Kelly said. “Upward to Equality&nbsp;serves as a reminder to us all that Kansans have always been at the forefront of progress. The exhibit also allows us to celebrate the women and men who worked tirelessly to ensure women’s voting rights. When you go to the polls, remember the Kansans who were trailblazers for this momentous cause.” &nbsp;&nbsp;

Laura Mitchell Johns was born December 18, 1849, in Lewistown, Penn., to John Ross and Angeline Ayers Mitchell. As a child she enjoyed reading and her family encouraged her to pursue an education. She worked as a school teacher in Pennsylvania and Illinois before her marriage. She married James B. Johns on Jan. 14, 1873, in Lewiston, Penn. She and her husband both espoused ideas of industrial, political, and social equality for women.

The Johns family moved to Salina in the early 1880s. In fall 1884 Laura Johns became involved in the Kansas Equal Suffrage Association in an effort to circulate petitions to promote legislation that would give municipal suffrage for women. “. . . it was the avowed intent and well considered plan to take the fortress of woman’s disenfranchisement by graduated approaches,” she said, “capturing the outposts, getting possession of every vulnerable piece of vantage ground before advancing upon the main stronghold, and wresting from prejudice, precedent and constitution the last vestige of our claim, our heritage of full citizenship. This, we deemed, would be the best method of warfare while the time was ripening for final action.”

Johns worked during the 1885, 1886, and 1887 legislative sessions. She helped to establish a woman’s suffrage organization in Salina and organized a series of congressional conventions in Kansas to promote the cause. Finally in 1887 the Kansas legislature passed the bill.

Once the bill had passed, Johns’ work continued in building public support for full suffrage for women. In 1889 she wrote a pamphlet, targeting school teachers, in support of prohibition that was distributed to 11,500 school students. As part of her involvement with the national suffrage movement she conducted public speaking in Pennsylvania, Ohio, New York, Massachusetts, Missouri, Rhode Island, District of Columbia, South Dakota and Arizona Territory.

Johns helped coordinate 30 conventions across Kansas to promote full suffrage for women, beginning in 1892. The conventions featured speakers like Anna H. Shaw, Clara H. Hoffman, Florence Balgarnie, Mary Seymour Howell, and Lucy Browne Johnston.

At the conference of the National Woman Suffrage Association in September 1888 Johns addressed attendees. “I am partially enfranchised, as I have a municipal vote,” Johns said. “I am asked to tell you something about municipal suffrage in Kansas, and I want to tell you that Kansas is the first State in the Union to confer this honor upon women.”

She said that women throughout the state took pride in their new civic responsibility. “And we have not repented that we voted,” she said. “We are not only unrepentant, but proud that we vote, and proud of the consequences—that everything good and nothing evil has resulted from it. We have spent a little time since that in circulating a petition for full suffrage, just a little time, and I brought here thousands of names to that petition for full suffrage for women, and since I have been here I have received more petitions with more thousands of names on them.”

Johns said that women prepared themselves to vote. “During this year they have bought books and studied political economy. They have studied elective methods and local governments, and municipal governmental machinery, and they are very much more intelligent on the matter than they were last year. I wager that the constitution of Kansas has been better read this year by the women than in all the previous history of the State.”

Reelected six times as president of the Kansas State Suffrage Association, Johns was also president of the Republican Woman's Association in 1892. When full suffrage for women passed in 1893 in Colorado, Kansas women were hopeful for a similar victory. Anthony and Shaw encouraged political party support of the effort. While the Populist Party platform supported full suffrage for women, the Republican Party reversed its previous support of the cause. As president of two organizations with opposing platforms, Johns was placed in a difficult position. Anthony, Shaw, Rachel Childs, Carrie Chapman Catt, Elizabeth Yates, Mary Ellen Lease, Anna Diggs, Dr. Eva Harding, and Anna C. Wait joined Johns in promoting the cause to the legislature. The amendment was lost by a vote of 130,139 to 95,302. With its defeat, Johns was blamed, and supporters waited some time before launching another effort.

The Johns lived in Salina until about 1910; they had no children. They moved to Long Beach, Calif., where they spent the remaining years of their lives. James died in 1927 in Los Angeles; Laura died July 22, 1935, in Los Angeles. They are both buried in Salina.

Dense fog advisories have been issued for counties in the north-central part of the state.

The National Weather Service (NWS) in Topeka has issued a dense fog advisory in effect until 10 a.m. Wednesday for the following counties in our area.

Visibility a quarter of a mile in dense fog is expected. Hazardous driving conditions will prevail due to low visibility.

If driving, slow down, use your headlights, and leave plenty of distance ahead of you.

Additionally, NWS in Hastings, Neb., has issued a dense fog advisory in effect until 10 a.m. Wednesday for the following counties in our area.

SRHC limits emergency room visitors due to concerns

The Court of Appeals Nominating Commission today announced the applicants for the upcoming vacancy on the Court of Appeals. The deadline to apply was 3 p.m. Friday. 

As of that deadline, the following Kansans had submitted their applications for consideration:

Interviews will be in a meeting room in the Wichita U.S. Courthouse, 401 N. Market St., Wichita, and are open to the public.

Must have a safe driving record. Must have two years driving experience. Must be at least 18 years old.

Must have Kansas Commercial Driver’s License (CDL) with Passenger endorsement or ability to obtain it within 30 days of employment. Must have a proven work history. Must have strong oral and written communication skills.

Ability to follow oral directions. Ability to read a road map. Experience in driving a school bus or public transportation bus preferred. Must meet the eligibility requirements of the auto insurance company providing coverage for OCCK vehicles.
