MINNEAPOLIS -- Ottawa County has announced that it has confirmed a third case of COVID-19.

Following is a statement from Ottawa County.

The Ottawa County Health Department received notification today confirming a third positive case of COVID-19 in the county. We are working closely with the Kansas Department of Health and Environment during this time.

The individual is currently maintaining in-home isolation and is stable. The Ottawa County Health Department has identified all contacts and will monitor for fever and respiratory symptoms. No further information will be given on the patient.

We continue to ask residents to respect the state stay at home order. Please limit travel to essential functions, household necessities, seeking medical care, caring for family and pets, and exercising outdoors. Remember to keep six feet of physical distance to protect yourself, your family, your friends and your neighbors.

CDC offers options for DIY face masks

MANHATTAN – There is, perhaps, nothing that spoils a holiday meal more than an unwanted guest.

Foodborne illness is one of those that is not welcome at the dinner table. Kansas State University food safety specialist Karen Blakeslee says that keeping you and your family healthy this Easter is a matter of handling foods safely in the kitchen…starting with what is often the centerpiece of the meal.

So while you're practicing social distancing, washing your hands for 20 seconds, etc., also be sure to practice safe food handling.

“Be sure to read the label to know what type of ham you are purchasing, either fresh or ready-to-eat,” said Blakeslee, coordinator of the university’s&nbsp;<a href="https://www.rrc.k-state.edu/" target="_blank">Rapid Response Center</a>, a resource for food safety information. “Fresh ham labels will detail cooking instructions, and the label may state ‘cook thoroughly.’”

She added that ready-to-eat ham can be served out of the package or reheated in the oven at 325 degrees F until the internal temperature reaches 140 F.

Fresh, or cook-before-eating, hams must be cooked to an internal temperature of 145 F at an oven temperature of 325 F. Blakeslee said&nbsp;<a href="https://bit.ly/399oxKE" target="_blank">a timetable for cooking ham</a>&nbsp;is available from the U.S. Department of Agriculture.

For a fun twist on the holiday ham, Blakeslee suggested cooking outside on the grill, if weather permits. “Ham, lamb and other meats that are grilled can add extra flavor to your Easter meals,” she said.

Ham should be eaten or stored within two hours after heating.

Blakeslee said popular cold foods like salads and egg dishes should be kept cold, below 40 F, until ready to serve. “Mayonnaise in salads is very acidic and likely not a foodborne illness issue,” she said. “But it’s the other ingredients, such as potatoes, eggs, chicken or pasta that can allow bacteria to thrive if handled poorly or temperature abused.”

With the novel coronavirus, COVID-19, in the news, Blakeslee said there is no scientific evidence that the virus can be transferred on food.

“There are no reports at this time of human illness that suggest COVID-19 can be transmitted by food or food packaging,” she said. Regardless, “please use safe food handling practices; clean, cook, separate and chill to keep your food and yourself safe. And follow the guidelines in your area for recommendations on social gatherings.”

K-State expert shares Easter food safety tips

Let’s go to a city council meeting. City council members are listening to a presentation about perceptions of their community. Is this presentation being made by an expensive consultant from halfway across the country? No, this presentation is being made by a local group whose average age is 17 – and they might be thinking about their senior prom. This was part of an innovative program called Youth Community Perceptions which is designed to gain input from youth and engage them with their community.

Susan Schlichting is a 4-H youth development agent for the K-State Research and Extension Cottonwood District, serving Ellis and Barton Counties. Susan helped pilot this new program called Youth Community Perceptions.

The program originated from Kansas PRIDE Program discussions about how to get youth more engaged in their hometowns. The PRIDE Program is celebrating its 50th&nbsp;anniversary in 2020, so this is another in our series of profiles highlighting PRIDE communities.

PRIDE program participants have often wanted to involve more youth in their communities. In 2018, the K-State Research and Extension Community Vitality team (of which Kansas PRIDE is a part) engaged in discussions with Kansas 4-H about launching an initiative to help.

With grant support from Epsilon Sigma Phi, the extension professional organization, the Youth Community Perceptions program was developed. It was designed as a community evaluation and assessment program that would allow youth to discover the assets and needs of their communities and engage in community conversations.

An educational curriculum was created. The Ellis PRIDE program was approached about hosting a pilot test of the program in their community. Extension agent Susan Schlichting made inquiries around town. Ultimately, the Kansas Association for Youth organization at Ellis High School chose to participate.

The students learned about the community capitals model. Then they were provided a form which guided them in their assessment of the community. A team of youth drove around town and recorded their impressions of the signage, downtown, shopping, industrial areas, housing, health care, schools, child care, recreation and more.

Then they presented the results to the city council. “The kids developed a PowerPoint of things they thought were really good and things that could be improved upon,” Susan said. In April 2019, the youth made their presentation to the Ellis city council.

The presentation highlighted lots of things which the youth appreciated, such as the big painted sunflowers on Main Street, the medical offices, grocery store, walking trails, dock at the campground, the children’s train, and the annual fish fry. “They had some good thoughts,” Susan said. The young people also identified needs and suggested improvements.

Dave McDaniel is the long-time mayor of Ellis. He was impressed with the students who made the presentation. “They did a very good job, and I didn’t want to let these ideas drop,” he said.

“For example, they said that our signs needed to be improved, and we’ve done that with the street signs and museum signs,” Dave said. “They wanted a place for youth to go, and some people who are opening up a downtown restaurant are going to open up the other half of their building for the youth.” There was a need for more trash cans in Memorial Park where students congregate, and that is being addressed also.

“They pointed out there were no bike racks at the swimming pool,” Susan said. Ellis PRIDE applied to Kansas PRIDE Inc., and got a grant to install bike racks at the pool and other parks.

“This (program) is a good way to get the young people involved, and they’re seeing results,” Dave said.

The Saline County Health Department has been notified of one additional positive COVID-19 case in a Saline County resident.

• Female in her 20’s who is isolated at home and has recent travel to a hotspot area in the U.S.

This additional case brings the total to 5 in Saline County. At 11 am KDHE reported a total of 698 cases in Kansas.

FEMA has delivered Kansas’ portion of the Strategic National Stockpile and the Kansas Division of Emergency Management will coordinate the distribution of these critical resources for medical facilities and first responders to all 105 counties.

Saline County continues to receive reports of alleged non-compliance with the Statewide Stay-at-Home order. Alleged violations can be reported through our online submission form at <a href="http://www.saline.org">www.saline.org</a>. It has always been and will continue to be our intention to ensure that businesses and individuals are educated on the statewide order. Stay-at-Home simply means Stay at Home. •Refrain from passing offering plates, communion trays, or other implements that may be repeatedly touched.

Saline County reports 5th case of COVID-19

MCPHERSON -- The McPherson County Health Department announced Saturday the eighth confirmed case of COVID-19 in the county.

The seventh confirmed case in McPherson County was announced just before 10 p.m. Friday.

According to information from the McPherson County Health Department, the seventh person to be confirmed as having COVID-19 is a woman in her 50s who is recovering in isolation at home.

"This case has known travel exposure. McPherson County Health Department and key partners are actively investigating contacts and exposures. If you are an identified contact, you will be directly reached out to by local health officials," the information noted.

Second COVID-19 case identified in Ottawa County

“Be nice” — two words not found anywhere among the 45 words of the First Amendment.

Also not found: “positive,” or “get ya” or “trust.”

All of those words are out of place in a brief statement leading off the Bill of Rights at the start of our Constitution, the document that empowers all of us to express ourselves as we wish, regardless of whether others agree with or like what we have to say or write.

We — not government — get to choose which of the concepts found in those words that we will follow, live up to, or earn.

The words come to mind because, once again, President Trump had a contentious moment with a journalist. He squared off Sunday with “PBS NewsHour” reporter&nbsp;Yamiche Alcindor&nbsp;during the now-daily briefing on the COVID-19 coronavirus outbreak.

Alcindor asked Trump about comments&nbsp;he&nbsp;made during a Fox News interview regarding requests from governors for medical equipment to combat the virus’ effects, which the president claimed were inflated or unnecessary. Alcindor said she was quoting him directly from the program.

As Alcindor asked the question, Trump interrupted to say he had not made such comments, and then said, “Why don’t you people act in a little more positive? … It’s always get ya, get ya, get ya,” Trump&nbsp;said to Alcindor. “You know what? That’s why nobody trusts the media anymore.”

Actually, a lot of people&nbsp;do&nbsp;trust the free press today. By most accounts, journalists are earning trust — or re-earning it, if that’s your point of view — and disproving misinformation by reporting facts about the coronavirus pandemic, by holding accountable government officials high and low as they respond to the virus’ spread and by providing the national, regional and local news we need in this unprecedented time of COVID-19.

From Dallas to Washington D.C., Tampa to Seattle, New York to Denver, readership — mostly measured for digital versus traditional news outlets — is up, particularly since the virus crisis hit. Even declining audiences for network evening newscasts are, for the moment, stable or growing.

But, even with the vital pandemic-reporting role reminding us of the value of journalism, there are any number of dire indicators, and even gloomier actions, that make it likely we will have even fewer journalists and news outlets on the job even as we depend on them more.

A ”Newsonomics” report for NeimanLab, prepared by news industry analyst&nbsp;Ken Doctor, coupled with announcements of COVID-19-driven newsroom layoffs and cost-cutting orders nationwide, provide hard facts behind the decline in of working journalists, which went from a high of more than 60,000 a few decades ago to around 23,000 today.

Doctor’s most-recent view: “Tomorrow’s life-or-death decisions for newspapers are suddenly today’s, thanks to coronavirus.” He writes that virus-related business closures are “gutting local advertising overnight.” A week earlier, he wrote about the impending “destruction of local news” and noted that since 2006, U.S. newspapers have lost more than 70 percent of their advertising revenue. While television news is somewhat more robust, industry watchers forecast as great as a 20 percent drop in revenue over the next three months — and a slow decline in advertising and jobs just a few years behind the decline seen by print publications.

And as Doctor and other industry experts note, in all too many instances where community news outlets still exist, it is as mere “shell” operations, publishing with vastly understaffed newsrooms and little actual reporting — all with a goal of wringing the last drops of revenue from a locality before closing doors.

Gannett, the nation’s largest news publisher, furloughed staff in more than 100 newsrooms nationwide in the face of what the company’s chief executive officer said would be a “considerable” decline in ad revenue between April 1 and June 30. Other news companies are reported to be deep into merger talks, with the inevitable consequences of fewer journalists overall in the name of efficiency.

A recent column in&nbsp;The New York Times&nbsp;posited the idea of “let newspaper chains die” as a way of reinventing the news business across the U.S. The notion was to let existing for-profit news organizations — many now owned by private equity firms more interested in squeezing out profits than funding good journalism — fade away to be replaced by independent, locally operated entities more dependent on philanthropy or public support than by a disappearing advertising marketplace.

The concept of a free press as provided for and protected by the nation’s founders was that of a robust set of independent critics, working to hold government accountable on behalf of a public and of particular value to voters. Such a concept does not thrive — or perhaps survive — in a news world populated by “shells,” where there simply aren’t enough journalists on the job to keep a watchful eye on what elected officials are doing or spending, or not doing or spending. Nor should we value the press for being “nice” or even respectful; rather, we should value it for asking tough questions, pulling no punches (and now and then, not hesitating to praise) in pursuit of the truth.

A free press is defined and justified not by how it works, but by what work it does. For our part, we should support what’s left of our sources of news, local to national. Street crack sealing continues in multiple locations

Local attorney Jeffery Ebel has announced that he is running for county attorney in the upcoming 2020 election. 

Ebel is registered as a Republican and has officially filed with the Saline County Clerk’s Office as of Friday, he noted in a news release.

Ebel has been a practicing attorney since his admission to the bar for the State of Kansas since September 26, 2003. He is currently the owner of The Ebel Law Office, LLC, located at 207 West Ash Street in Salina. He has been in private practice for approximately seven years, handling mainly criminal defense, child in need of care, and family law cases. Prior to that, he served as an assistant Saline County attorney for more than eight years. He also worked for Kansas Legal Services as a staff attorney.

Ebel graduated from Washburn School of Law in May of 2003, where he graduated with Dean’s Honors. His undergraduate degree is also from Washburn University with a degree of a Bachelor of Science degree in criminal justice, with the distinction of Magna Cum Laude, with dual majors of law enforcement and corrections. After graduating college, Ebel worked for both the Saline County Sheriff’s Office, as corrections officer, and a police officer with the Salina Police Department.

Ebel is married to wife, Dena, who is a local school teacher. They have three children.

Local attorney Ebel files to run for county attorney

ELLSWORTH COUNTY -- On Monday, the Kansas Department of Transportation will begin work on Kansas Highway 156 (K-156) in Ellsworth County to add turning lanes at the interchange of Eighth Street/ K-156.

Construction will occur in two phases with one side of K-156 closed during each phase and 8th&nbsp;street closed during both phases of construction. Traffic will be reduced to one 15-foot lane in each direction with a reduced speed through the work zone. Drivers should expect minor delays, not exceeding five minutes.

Venture Corporation of Great Bend is the prime contractor and have scheduled this project to be completed in August 2020, weather permitting, at a cost of $1.2 million.

KDOT urges all motorists to be alert and obey the warning signs when approaching and driving through a highway work zone.

“There is a strong relationship between your mood and what you choose to eat or do not choose to eat,” said Kansas State University nutritionist Tanda Kidd.

Eating can be associated with good times – think of celebrating a wedding or birthday. But in times of stress or anxiety, food is often used to eliminate undesirable feelings, which leads to uncontrolled – and unhealthy -- eating.

“There is nothing wrong with eating a snack to make you feel better,” Kidd said. “But when food is used as a way to avoid or escape certain emotions, it can become easier to not deal with the real issue at hand.”

Kidd has published a fact sheet in the educational series, Kansans Move into Health, providing guidance on avoiding the traps of negative emotional eating. The publication, titled&nbsp;<a href="https://bookstore.ksre.ksu.edu/pubs/MF2972.pdf" target="_blank">The Ups and Downs of Emotional Eating</a>, is available online for free from the&nbsp;<a href="https://bookstore.ksre.ksu.edu/" target="_blank">K-State Research and Extension bookstore</a>.

In it, Kidd outlines differences between eating for physical hunger and emotional hunger. She then offers some alternative responses to emotional eating:

•Take a walk, or relax and listen to uplifting music.

•Take some “me” time – do whatever it is that you love.

 •Curl up with a good book or favorite movie.

Find positive ways to deal with emotional eating

masks and only using them when a patient is positive for COVID-19. Like 
large hospitals, U.S. cities and entire European countries, rural EMS 
workers aren’t shielded from the medical supply shortage.&nbsp;

And 
that’s just one of the challenges rural EMS agencies across Kansas stare
 down as COVID-19 is being confirmed in their communities. They’re 
stretched thin, covering hundreds of miles, and seeing the ripple 
effects from the pandemic that’s shut down communities — something 
emergency plans hadn’t accounted for.&nbsp;

Medical Service department, with its staff of 23, is conserving its N95 
masks and only using them when a patient is positive for COVID-19. Like 
large hospitals, U.S. cities and entire European countries, rural EMS 
workers aren’t shielded from the medical supply shortage.&nbsp;And 
that’s just one of the challenges rural EMS agencies across Kansas stare
 down as COVID-19 is being confirmed in their communities. They’re 
stretched thin, covering hundreds of miles, and seeing the ripple 
effects from the pandemic that’s shut down communities — something 
emergency plans hadn’t accounted for.&nbsp;All of Kansas’ 105 
counties have mutual aid agreements: If fire or EMS departments need 
backup, other counties step in to assist. Those may be the support that 
holds emergency services together in the coming months.&nbsp;There 
are more than 1,300 licensed volunteer EMS workers in Kansas, making up 
nearly 14% of the state's EMS workforce, according to Joe House, the 
executive director of the Kansas Board of Emergency Medical Services.It’s
 something that’s on the mind of Andy Gienapp, the president-elect of 
the National Association of State EMS Officials and Wyoming’s state EMS 
director.&nbsp;“How far can we push them to continue to donate their 
services to a major aspect of health care?” he said. “EMS is the only 
segment of health care that relies so heavily upon a volunteer 
workforce.”In Louisiana, rural EMS workers may run out of 
personal protective equipment this week. Considering the number of cases
 continues to rise in the state — more than 6,400 as of April 2 — the 
situation is critical, said Donna Newchurch, CEO for the Louisiana Rural
 Ambulance Alliance.&nbsp;“In some rural communities EMS is the only 
health care system,” Newchurch said. “In some parishes in Louisiana, 
there’s no hospital at all, and when the (federally qualified health 
center) closes or the rural health clinic closes or the doctor’s office 
closes, EMS is the entire health care system.”<figure>

 </figure>Every parish that can spare an ambulance has sent them to areas of the state in need, she added.Already
 in rural Kansas, an ambulance ride for a patient with a critical 
condition can take several hours. In Finney County, one ambulance is 
dedicated to transporting people up to 250 miles away, but the Service 
Director of Finney County EMS, Skylar Swords, said it requires staff to 
leave the county.&nbsp;“I don't have a dedicated transfer team. So 
when we do take a transfer, even before all this happened, and then we 
go down one ambulance,” Swords said. “Now that that all is subject to 
change — fortunately I don't have any staff issues right now.”<figure>

 </figure><h2>Gear and personnel shortages</h2>Before Finney County had a confirmed case of <a href="https://kdhe.maps.arcgis.com/apps/opsdashboard/index.html#/05f4169dc6394aa98895072b94734134" target="_blank">COVID-19</a>, 911 dispatchers were asking patients a series of questions before an ambulance arrived.&nbsp;Swords
 said if patients hadn’t traveled and didn’t have a fever or cough, EMS 
workers would wear standard personal protective equipment. EMS workers 
will only wear N95 masks if the patient tests positive for COVID-19.“We
 have to just trust that people are being honest with us and ... PPE is 
very limited,” Swords said. “Right now … 95 masks and the gowns are 
extremely difficult to procure.”After Sept. 11, Swords said efforts were made to store personal protective gear. But those stockpiles are outdated.“If
 I have 10,000 masks, and I’m throwing 10,000 masks away every five 
years or something like that because they’re outdated, then …&nbsp; that’s 
just a financial waste,” he said. “So we’re trying to find solutions 
that will help us be prepared in the moment without just constantly 
throwing stuff away.”&nbsp;Because fewer people live in rural 
communities, a community taxbase doesn’t always provide enough funding 
for EMS departments. Low wages can often push EMS workers into 
better-paying health care jobs.“We do lose a lot of quality technicians to the nursing field because of pay usually,” Swords said.When
 more EMS workers are needed, people will step up, House said. He said 
one measure will allow medics with expired certifications to work for up
 to 30 days.“I've got 140 people willing to deploy anywhere in 
the state, to assist services (and) maintain that crucial staffing that 
(EMS) need(s,” House said.&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;Gienapp added that 
there’s an overall lack of federal funding for emergency medical 
services. After 9/11, a lot of that aid went to police and fire 
departments.&nbsp;“The evidence of that shows up now,” he said, “and I
 don’t think we did everything we could have as a nation to prepare our 
nation’s emergency medical system to be ready to handle something like 
COVID-19.”Swords agreed, saying that statewide, plans aren’t where they need to be.“I
 guess the benefits, if you want to call it that, of this pandemic is 
we’re getting some real world experience with these plans.” he said.&nbsp;<figure>

 </figure><h2>Extra stress on rural hospitals&nbsp;</h2>In addition to concerns over adequate supplies and EMS technicians, COVID-19 is taking a toll on rural hospitals.&nbsp;Dr.
 Ronald Robinson, who is the CEO of hospitals in Atwood and Goodland, 
said routine surgeries and visits are suspended, which means it has lost
 revenue.&nbsp;“If you have an office visit, we’ll bill the insurance
 company,” Robinson said. “So, the cash actually doesn’t show up for us 
for a month and half.”&nbsp;Robinson said the Goodland hospital has 
enough cash to operate through Aug. 23. He added in an email:&nbsp; “We're 
not going to allow the hospital to run out of cash, and are taking 
aggressive steps to bring our expenses in line with our revenues.”And
 when patients with severe COVID-19 symptoms need hospitalization, it'll
 increase the stress on rural hospitals. Approximately half of the 
counties in the U.S. do not have <a href="https://khn.org/news/as-coronavirus-spreads-widely-millions-of-older-americans-live-in-counties-with-no-icu-beds/#lookup" target="_blank">ICU beds</a>.&nbsp;That’s
 the case in Wilson County in southeast Kansas. It has just 15 beds and 
one ventilator. Once those are full and it’s ventilator is in use, 
patients will need to be treated at larger hospitals.&nbsp;“We’re 
also having to work with our local EMS agency because they may be 
transporting some of these patients as they come in to get them trained 
and up to speed on taking ventilated patients to other facilities if we 
have to do that,” said Joseph Meier, a physician at Wilson Medical 
Center. “Which is just adding to all of the stuff that we’re having to
