When a&nbsp;warning&nbsp;is issued, KDHE recommends the following precautions be taken:

•Lake water is not safe to drink for pets or livestock.

•Lake water, regardless of blue-green algae status, should never be consumed by humans.

•Water contact should be avoided.

•Fish may be eaten if they are rinsed with clean water and only the fillet portion is consumed, while all other parts are discarded.

•Do not allow pets to eat dried algae.

•If lake water contacts skin, wash with clean water as soon as possible.

•Avoid areas of visible algae accumulation.

A&nbsp;watch&nbsp;means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.

During the watch status, KDHE recommends the following precautions be taken:

•Signage will be posted at all public access locations.

•Water may be unsafe for humans/animals.

•Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water.

•Swimming, wading, skiing and jet skiing are discouraged near visible blooms.

•Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact.

•Clean fish well with potable water and eat fillet portion only.

KDHE investigates publicly-accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.

Kansans should be aware that blooms are unpredictable. They can develop rapidly and may float around the lake, requiring visitors to exercise their best judgment. If there is scum, a paint-like surface or the water is bright green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

KDHE adds Lovewell Reservoir to blue-green algae warning list

Following is the Saline County COVID-19 update for Monday.

Since our release on Friday evening, June 19, the Saline County Health Department has ten new cases of COVID-19 to report:

•2 individuals in their 30’s (one male, one female).

•2 individuals in their 40’s (one male, one female).

All of these cases are associated with prior positive cases and all of these individuals are isolating at home.

This brings the number of cases being actively monitored by the Health Department to 24.

The total number of cases for Saline County since the beginning of the COVID-19 emergency is now at 55.

There have been two deaths in Saline County; 29 other cases have met the criteria necessary to be considered recovered and have been released from daily monitoring and isolation. According to the Kansas Department of Health &amp; Environment, there are now 12,465 cases and 259 deaths statewide. Since June 15, there have been 22 new cases of COVID-19 confirmed in Saline County. Saline County reports 10 new COVID-19 cases

The scaffolding is up and work has begun on the reconstruction of the tower on the Stiefel Theatre for the Performing Arts.

When it was built in 1931, the then Fox-Watson Theatre was a much taller building than it is today.

"Opening on Feb. 23, 1931, the theatre was considered the finest and most opulent facility in the state. The original theatre tower extended four stories, and was topped with a neon beacon which reached 78 feet in height. Neon lamps used in the beacon required 200,000 watts and a fluid filled cooling system. Thirty other exterior flood lights, recessed in the steps of the tower, illuminated the structure, making it visible for many miles. Following lightning damage at the upper tiers of the tower in 1954, its beacon, upper corbelled terra cotta and brick components were removed to the level you see today," according to information provided to Salina Post by Jane Gates, Stiefel executive director.

Jones Gillam Renz Architects and Hutton are working on the reconstruction of the tower. The project is expected to be completed by Christmas, Gates said.

While the tower project is probably the most prominent, other enhancements also are planned for the Stiefel Theatre, according to information provided by Gates. Those enhancements include a new sound system, stage improvements, a ticket window marquee, video panels, dressing room upgrades, and marquee improvements. Enhancements already completed include a new women's restroom, newly designed Watson Room, additional backstage bath and shower, shore power, a new green room, and a new stage, she noted.

Gates said the work on the tower should not affect any shows that might be scheduled later this fall.

Altrusa International of Salina, Kansas Inc. garnered numerous regional awards during recent judging of service projects by the 23 Altrusa clubs across Arkansas, Missouri, Kansas and Oklahoma that comprise District Eight.

The local chapter of Altrusa International is comprised of women ages 25 and up from Salina and surrounding towns, who create and implement service projects to directly benefit those in Saline County.

Awards won by Altrusa International of Salina include first place for club display board, second-place tie for club communications (newsletter, website, social media), second place for club yearbook, second place for the Mamie L. Bass Award with “Kids On The Move” in partnership with Saint Francis Ministries, and second place for the Nina Fay Calhoun Award, with “Days for Girls, Part II.”

Altrusa Salina also was awarded third place in the Letha H. Brown Award for “Children &amp; Young Adults Should Have Books” and third place in the Billie Jean Ward Award for the club’s annual fall Pumpkin Sale fundraiser.

Additionally, two members of Altrusa Salina received individual recognition. 

Past club President/past District Eight Governor Linda K. Smith was recognized as a Lamplighter Award honoree, for her years of service as the editor of the District Service Bulletin publication.

Salina civic group wins regional honors; individuals recognized

MCPHERSON -- Seven new confirmed cases of COVID-19 were reported this morning by the McPherson County Health Department. That brings the county total to 49.

Five of the seven new cases had exposure at a long term care facility, the health department noted. Following is the information provided by the health department concerning the new cases.

McPherson County reports seven new COVID-19 cases

Police are investigating a Sunday evening robbery at a north Salina convenience store.

At approximately 6:50 p.m. Sunday, a man walked into the Pump Mart, 1118 North Ninth Street, and asked the clerk for some scratch-off lottery tickets, Salina Police Captain Paul Forrester said this morning. GYPSUM -- The Saline County Sheriff's Office is investigating the theft of a flatbed pickup from an auto lot in Gypsum.

Sometime between June 6-9, someone stole a red 1996 Dodge Ram 2500 flatbed pickup valued at $20,000 from TNT Auto, 210 Maple, in Gypsum, Saline County Sheriff Roger Soldan said this morning. The pickup had large, off-road tires and large, black exhaust stacks, he said.

SOLOMON -- A Solomon man who went fishing Friday evening was found dead Sunday morning near a log jam in the Solomon River.

Saline County Sheriff Roger Soldan said this morning that Wayne Jones, 67, of Solomon, had walked to the Solomon River south of town to fish on Friday evening. When he didn't return home on Saturday, the Dickinson County Sheriff's Office was called, Soldan said.

Dickinson County investigators found Jones' tackle box on Saturday. Because the area where the tackle box was located was in the vacinity of the county line, the Dickinson County Sheriff's Office called the Saline County Sheriff's Office on Saturday night, Soldan said.

On Sunday morning, the Saline County Sheriff's Mounted Patrol and Rescue Squad joined the search and located Jones' body floating near a log jam in the Solomon River, Soldan said.

Authorities believe Jones slipped on the steep bank and was not able to climb back out of the river, he said.

ABILENE -- Memorial Hospital’s Wound Center is scheduled to open this week.

The clinic, an outpatient specialty clinic for wound care, is scheduled to open on Thursday. The new service will offer the Abilene community a comprehensive, quality approach to wound healing, according to a news release from Memoril Health System.

The new, state-of-the-art, service treats patients with non-healing wounds that require an advanced level of expertise. Wounds typically treated at the center include those that are chronic and often difficult to heal, such as diabetic, venous and pressure ulcers.

“Healing wounds is our specialty,” Clinical Coordinator Kristen Frieze, RN, said. “We are a specialized outpatient wound care provider, dedicated to the care of patients with wounds.”

Wounds that are hard-to-heal and/or non-healing may be a result of pressure, trauma or infection. Sometimes, the simplest of wounds can turn into a significant problem due to underlying conditions such as diabetes, circulation problems or previous radiation treatment.

“Since non-healing wounds rarely result from a single cause, we treat the whole person, not just the wound,” Frieze explained. “Our team will assess your symptoms, determine the underlying cause of your non-healing wound and customize the most effective treatment plan to stimulate healing.”

Earlier this month, the 16 judges on the Sixth Circuit federal court unanimously overturned an April ruling that educators hoped would establish a Constitutional right to read, if not a right to a fuller education.

In 2016, a lawsuit was filed on behalf of seven students in schools in Detroit, Mich. They claimed they had no chance to get a real education because they lacked textbooks, qualified teachers and adequate school buildings. They claimed a Constitutional right to literacy.

In April 23 of this year, Judge Eric Clay issued an opinion that a right-to-read is implicit in the 14th Amendment.

The 14th Amendment reads: “No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.”

The students agreed to a settlement with Michigan Governor Gretchen Whitmer in May. Each of the seven received about $40,000. The Detroit Public School District received $2.7 million. And Governor Whitmer committed to pursuing legislation for additional district funding.

But that agreement also cancelled the students complaint that they had been denied a basic education.

The 16 judges on the Sixth Circuit Court of Appeals then voted unanimously to dismiss the case. Therefore, Judge Clay’s opinion that there is a ‘”right to read” can no longer be used as a legal precedent. Any legal battle to establish a federal Constitutional right to literacy or education will have to start all over.

Based on the 10th Amendment, since education is not explicitly in the Constitution, it is a state right and responsibility. Therefore each state does oversee its public schools with education funding usually consuming about half of the state budget.

My colleagues in Asia find our dispute puzzling. Whether we are placing responsibility for education on state or federal government seems odd to Asian societies. They place education at the top of their cultural and personal priorities.

As parent or grandparent, your foremost duty is to ensure that your child or grandchild receives the best education possible. You save for tuition, even if it means going hungry. If your child scores high enough to go to a better school across town, you send them to live with a relative in that district.

In Singapore, South Korea, China mainland, Hong Kong or Taiwan, there will be good school buildings and textbooks and qualified teachers because the pressure comes from the parents and grandparents. Any government official at any level who shortchanges schools would have a short tenure.

Education for all children is considered such a universal good in Asian culture that our reliance on paper documents and legal interpretations seems irrelevant.&nbsp;&nbsp;

HUTCHINSON — Rev up your engines! The Kansas State Fair is bringing action-packed motorsport events to the Nex-Tech Wireless Grandstand this September.

The dirt-filled weekend begins with the Moto Madness &amp; Fire Thrill Show - a new event slated for 5 p.m. Sept. 12. Then, returning by popular demand, is the All Star Monster Truck Tour, which will invade the Fairgrounds for an afternoon of destruction at 3 p.m. Sept. 13.&nbsp;

The Fair’s annual Demolition Derby is at 7:30 p.m. Sept. 14.&nbsp;Tickets for all three events are now on sale.

The popularity of last year’s monster truck tour is one reason the Fair decided to bring the event back in 2020 and expand the grandstand’s dirt event offerings, said the Fair’s General Manager Robin Jennison.

“These events allow our patrons to have a good time and make memories with their families,” Jennison said. “That’s the most rewarding experience we can create here at the Kansas State Fair.”&nbsp;

“You can expect a lot of destruction,” added Jennison. “These massive vehicles will race and crash, get huge air, do wheelies and all kinds of things. They put on a great show.”

The All Star Monster Truck Tour features the biggest names from across the United States to do battle on the Fair’s large grandstand infield. These All Star Monster Trucks will be competing in an insane best trick competition, full-throttle obstacle course racing and a no-rules freestyle battle. Monster truck, motocross action to invade Kansas State Fair

Two agreements, the 2021 budget, and two executive session are among the items on the Salina City Commission agenda for Monday.

Because of the anticipated length of the meeting, the commissioners will convene at 2:30 p.m. Monday in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

The following two executive sessions are scheduled toward the end of the meeting. 

An executive session to discuss with the city’s legal counsel the subject of legal considerations relating to administration of the environmental response action associated with pending litigation in U.S.  District  Court  relating  to  the  former  Schilling  Air  Force Base  environmental  matter.

An executive session to discuss  with  legal  counsel  the  subject  of legal  considerations  relating  to  legal  representation of the city in response to a notice of claim of a potential lawsuit filed  by  legal  counsel  for  Melissa  Fullen,  Matthew  Fullen  and  Beverly  Fullen.
