Labor Day will be hot and dry, but don't expect that weather to stick around.

A strong storm system will bring record cold temperatures and wet conditions to the area through the middle of the week, according to the National Weather Service (NWS) in Wichita. 

High temperatures may struggle to reach 50 across portions of central and south-central Kansas on Wednesday. Record cold low temperatures are also forecast for much of central and portions of south central Kansas on Wednesday and Thursday mornings, with lows falling into the upper 30s across central Kansas and low to mid 40s over south-central Kansas, NWS reported.

Additionally, a strong early fall storm system will bring periods of showers and storms to the area late Monday night through Thursday. Locally heavy rain is anticipated with widespread 1-2 inches of rainfall across the region, NWS noted. Locally higher amounts will be possible.

Hot and sunny on Labor Day, then temperatures plunge

The Salina Art Center has announced it has received a $40,000 grant from the United States Regional Arts Resilience Fund (USRARF).

Grants from this fund went out within a six-state region including Arkansas, Kansas, Missouri, Nebraska, Oklahoma, and Texas.

The USRARF was funded through a $10 million grant from The Andrew W. Mellon Foundation and amplified in the Mid-America region through additional funding from The Windgate Foundation in Little Rock, Ark., for visual arts organizations. The grant amounts ranged between $30,000 and $100,000, a significant investment supporting the resilience of small to mid-sized arts organizations that are led by or supporting communities of color, rural communities, and historically underresourced populations, in response to the impact of COVID-19. 

“We are honored to provide this critical support to these extraordinary arts organizations within the Mid-America region,” said Mid-America Arts Alliance President and CEO Todd Stein. “In focusing on organizations led by or supporting communities of color and rural communities, we reinforce the importance of these organizations and their vital role within our arts ecosystems. The arts have the power to unite, uplift, and propel our region forward, and it is a crucial need to fund these organizations that are often overlooked and historically underresourced.”

The Friends of the Salina Public Library will have a sidewalk book sale from 10 a.m.-2 p.m. Saturday. The sale will take place on the north side of the library building.&nbsp;

The sale will feature grab-bags labeled by genre with a surprise assortment of books. Genres will include children’s, young adults, fiction, biography, mystery, romance and hobbies. There will also be some bags of music CDs. Each bag will be $5. Payment can be made with cash or check.

Shoppers are asked to observe social distancing and wear masks. The Friends volunteers will provide curbside service for those wishing to remain in their cars. Simply pull up near the sales tables.&nbsp;

The sale benefits the Friends of the Library, a volunteer, board-guided, membership organization that acts as a booster club for the library. Motorists traveling on South Ohio Street this week will experience lane closures beginning Tuesday.

According to information from the City of Salina, beginning Tuesday, n Tuesday, APAC Kansas Shears Division of Salina will begin adjusting manholes on South Ohio Street from East Cloud Street to East Crawford Street.

The work is necessary to raise the manholes to the surface elevation changed by the recent resurfacing of the street and should be complete in a few days, weather permitting, the city noted.

Motorists should expect lane closures and allow additional time to reach their destinations.

The work is part of the City of Salina's $4.7 million annual street maintenance program.

Local group Let’s Restore Humanity will be hosting a necessities distribution on Saturday in west Salina.

The distribution, located at Aliento de Vida B.I.C. Church, 1100 West Cloud Street, is scheduled for 10 a.m. to 1 p.m. Saturday. The event is open to the public at no charge. Face masks are required for entry into the church. A limited number of masks will be distributed at the event.

The group will be distributing necessities -- personal hygiene products, winter clothes, family items, and school supplies -- to the public. Drive-thru and walk-thru items will be bagged and distributed by volunteers.

Persons interested in donating necessities for the distribution may drop off items at the following locations before Thursday.

FHSU announces summer 2020 graduates

“Shoot for the stars.” That can be inspiring advice. Today we’ll meet a young woman from rural Kansas who followed that advice - not just as a dream, but as a career. Thanks to the K-Stater magazine, the K-State Alumni Association, and writer Ashley Pauls for this story.&nbsp;

Kristine Larson Davis is a spacesuit engineer at NASA’s Johnson Space Center in Houston. She grew up at Galva in McPherson County. As a kid, she looked up at the stars and dreamed about exploring the universe.&nbsp;

Her parents would often take her to the Cosmosphere space museum in Hutchinson.&nbsp;&nbsp;That museum helped make the wonders of the universe feel just a little bit closer. In middle school, she had the opportunity to attend space camp and heard that one of the best ways to work at NASA was to become an engineer.&nbsp;

“I loved space and decided then I wanted to become a mechanical engineer to work for NASA one day,” Kristine said. “I carried that goal through high school and college, and it helped me get to where I am today.”&nbsp;

Kristine came to K-State where she earned a degree in mechanical engineering and a minor in leadership studies. She enjoyed participating in organizations such as the&nbsp;Society of Women Engineers and attended several of the society’s annual conferences across the country.&nbsp;“It was so inspiring to see so many successful women in engineering, and all the opportunities available to me,” Kristine said.&nbsp;

She also studied abroad at Czech Technical University her sophomore year. She said the experience opened her eyes to other cultures and really pushed her out of her comfort zone.&nbsp;

“I will never forget all the long hours spent in the College of Engineering Library, and mechanical engineering computer labs,” Kristine said. “I made lifelong friends during those late nights.”&nbsp;

While at K-State, she learned about NASA’s Pathways Program which provides an opportunity to work and explore space-related careers while still in school. Kristine did four internship rotations with&nbsp;Johnson Space Center and started full-time there after graduating in December 2015.&nbsp;

Today, Kristine Larson Davis is a spacesuit engineer at NASA, helping to prepare for the Artemis missions. The goal of the NASA Artemis program is to land the first woman and next&nbsp;man on the moon by 2024, eventually taking “the next&nbsp;giant leap,” which is sending astronauts to Mars.&nbsp;

Specifically, Kristine is working on elements of the pressure garment of the Exploration Extravehicular Mobility Unit which will serve as the spacesuit for the Artemis missions.&nbsp;

“My tasks range from project management and systems engineering, to testing hardware and understanding how well it works for our future astronauts,” Kristine said. “I love that I get to work&nbsp;on the Artemis spacesuit, which will enable future exploration.&nbsp;My favorite days are when I get to be the test subject,&nbsp;and experience what it is like to be in a pressurized spacesuit.”&nbsp;

Recently, Davis had the opportunity to lead a test series of a prototype spacesuit in the Neutral Buoyancy Lab (NBL). The NBL is an astronaut training facility and neutral buoyancy pool that helps simulate the microgravity astronauts encounter in space.&nbsp;

“As test lead, I had to get all the support equipment ready, work through all the paperwork and safety reviews, schedule and then execute each test,” Kristine said. “It felt great when we finished up our last NBL run, and completed a safe, successful test series.”&nbsp;

“I hope that after the 2024 Artemis missions, NASA continues to grow humanity’s presence in our solar system with longer-term missions on the moon and one day, a mission to Mars,” she said.&nbsp;

It’s exciting to see such vision from a young woman from the rural community of Galva, Kan., population 870 people. Now, that’s rural.&nbsp;

Now That’s Rural: Galva's Kristine Larson Davis, space engineer

Today is Sunday, Sept. 6, the 250th day of 2020. There are 116 days left in the year. 

On Sept. 6, 1997, a public funeral was held for Princess Diana at Westminster Abbey in London, six days after her death in a car crash in Paris. In Calcutta, India, weeping masses gathered to pay homage to Mother Teresa, who had died the day before at age 87. 

In 1888, diplomat and financier Joseph P. Kennedy, Sr. was born in Boston.

In 1901, President William McKinley was shot and mortally wounded by anarchist Leon Czolgosz at the Pan-American Exposition in Buffalo, New York. (McKinley died eight days later; Czolgosz was executed on Oct. 29.)

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for Sundowner West Mobile Home Park.&nbsp;

The advisory was issued because of a loss of pressure. Failure to maintain adequate pressure may result in a loss of chlorine residuals in the system, and lead to bacterial contamination.

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from&nbsp;Sundowner West Mobile Home Park&nbsp;indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

Offered by the college's&nbsp;<a href="https://cba.k-state.edu/academics/departments/center-for-principled-business/index.html" target="_blank">Center for Principled Business</a>, the Menard Family Scholars Program engages freshmen business students in a yearlong cohort-based program designed to foster leadership development, ethical decision-making and innovative thinking, while gaining technical knowledge and skills through rigorous coursework. Through industry learning trips, alumni connections, one-on-one mentoring and other exclusive experiences, students will explore college leadership opportunities and career pathways in the business sector. Students will also work with top faculty members as they transition to college life, and benefit from early access to the College of Business Career Development Program, specialized advising and career shadowing experiences. Students will gain personal, professional, and career skills, while building a peer and professional network with high-achieving individuals. Salina's Brown part of Menard Family Scholars Program at KSU

On Friday, Aug. 28,&nbsp;Rep. Jim Banks&nbsp;of Indiana introduced a bill called the&nbsp;<a href="https://banks.house.gov/uploadedfiles/peaceful_protest_act.pdf" target="_blank">“Support Peaceful Protest Act.”</a>&nbsp;Despite the cheery title, its very purpose appears to be to make individuals think twice before attending any sort of protest. If the bill were to pass, it would make it so that an individual “convicted of a federal offense related to their conduct at and during the course of a protest” policed by federal law enforcement officers would be required to pay the cost of that policing, and would be deemed ineligible for COVID-19 unemployment benefits. This would be on top of the penalty imposed on the protester for committing that federal offense in the first place.

<a href="https://banks.house.gov/news/documentsingle.aspx?DocumentID=1776" target="_blank">Rep. Banks’s rationale</a>&nbsp;for this piece of legislation? “Antifa thugs are descending on suffering communities, disrupting peaceful protests and leaving violence, looting and vandalism in their wake … Due to enhanced federal benefits, taxpayers are giving wages to jobless rioters that are destroying our communities. We need to cut them off from their funding and make them feel the full financial consequences of their actions.”

The handful of comments on the congressman’s website were mostly positive, with the general sentiment being, “What’s wrong with a law that holds people accountable for the damage they cause?”

To start with, some of the commenters might be surprised to learn about what, exactly, constitutes a federal offense.<a href="https://theprosecutionproject.org/2020/08/29/tracking-federal-cases-related-to-summer-protests-riots-uprisings/" target="_blank">&nbsp;As documented by the Prosecution Project</a>, in many cases the charges that federal prosecutors are pursuing against protesters don’t involve violence or even property damage. For example, a&nbsp;<a href="https://cbsaustin.com/news/local/austin-man-charged-with-civil-disorder-during-houston-protest" target="_blank">Texas man was charged with “civil disorder”</a>&nbsp;for trying to barge through a police line and then passively resisting arrest by placing his arms underneath his body as he lay on the ground. Six individuals were charged with inciting riots, not because of actions they took at protests, but because of posts they made on social media. (<a href="https://www.lawfareblog.com/federal-governments-aggressive-prosecution-protestors" target="_blank">As the blog Lawfare reports</a>, the federal statute that they are charged with violating has long been criticized for infringing on First Amendment rights “because it broadly prohibits a class of speech without tying that speech to any imminent action.”)

But even when it comes to federal offenses that are truly violent and destructive, I have an instinctive skepticism about laws that do nothing but take acts that are already illegal and make them&nbsp;even more&nbsp;illegal. If you are convicted of, say, destroying government property because you vandalized a police car, you will already be facing jail time and/or heavy fines. So why should vandalizing a police car at a protest incur an extra layer of punishment over doing the exact same thing on a regular day? If anything, it’s a lot more difficult to ascertain who did what at a protest than it is at almost any other time — it’s very easy for peaceful protesters to be swept up in charges for violent acts they had nothing to do with. Interestingly, when a commenter in a&nbsp;<a href="https://www.facebook.com/wlwt5/posts/10157211698911852" target="_blank">Facebook discussion about the “Support Peaceful Protest Act”</a>&nbsp;pointed this out (“I see this going horrendously wrong and people being punished for something they didn’t do”), many of the responses implied that that’s simply the price one must pay for going to a protest in the first place (“if your [sic] there peacefully protesting and don’t do anything to stop the ones who are rioting then yes you are just as guilty”). In other words: if you want to exercise your First Amendment freedom to peacefully protest, you need to accept that you’re risking your federal employment aid should violence break out nearby.

Laws like the ones proposed by Congressman Banks create what we call a “chilling effect” on First Amendment rights. They don’t outright ban assembly, but create repercussions that intimidate and dissuade people from doing it. This law in particular seems aimed at keeping people who have suffered economic misfortune from politically participating.

The right to peacefully protest needs better supporters.

Jim Banks&nbsp;of Indiana introduced a bill called the&nbsp;<a href="https://banks.house.gov/uploadedfiles/peaceful_protest_act.pdf" target="_blank">“Support Peaceful Protest Act.”</a>&nbsp;Despite the cheery title, its very purpose appears to be to make individuals think twice before attending any sort of protest. If the bill were to pass, it would make it so that an individual “convicted of a federal offense related to their conduct at and during the course of a protest” policed by federal law enforcement officers would be required to pay the cost of that policing, and would be deemed ineligible for COVID-19 unemployment benefits. This would be on top of the penalty imposed on the protester for committing that federal offense in the first place.<a href="https://banks.house.gov/news/documentsingle.aspx?DocumentID=1776" target="_blank">Rep. Banks’s rationale</a>&nbsp;for this piece of legislation? “Antifa thugs are descending on suffering communities, disrupting peaceful protests and leaving violence, looting and vandalism in their wake … Due to enhanced federal benefits, taxpayers are giving wages to jobless rioters that are destroying our communities. We need to cut them off from their funding and make them feel the full financial consequences of their actions.”The handful of comments on the congressman’s website were mostly positive, with the general sentiment being, “What’s wrong with a law that holds people accountable for the damage they cause?”Well… a few things.To start with, some of the commenters might be surprised to learn about what, exactly, constitutes a federal offense.<a href="https://theprosecutionproject.org/2020/08/29/tracking-federal-cases-related-to-summer-protests-riots-uprisings/" target="_blank">&nbsp;As documented by the Prosecution Project</a>, in many cases the charges that federal prosecutors are pursuing against protesters don’t involve violence or even property damage. For example, a&nbsp;<a href="https://cbsaustin.com/news/local/austin-man-charged-with-civil-disorder-during-houston-protest" target="_blank">Texas man was charged with “civil disorder”</a>&nbsp;for trying to barge through a police line and then passively resisting arrest by placing his arms underneath his body as he lay on the ground. Six individuals were charged with inciting riots, not because of actions they took at protests, but because of posts they made on social media. (<a href="https://www.lawfareblog.com/federal-governments-aggressive-prosecution-protestors" target="_blank">As the blog Lawfare reports</a>, the federal statute that they are charged with violating has long been criticized for infringing on First Amendment rights “because it broadly prohibits a class of speech without tying that speech to any imminent action.”)But even when it comes to federal offenses that are truly violent and destructive, I have an instinctive skepticism about laws that do nothing but take acts that are already illegal and make them&nbsp;even more&nbsp;illegal. If you are convicted of, say, destroying government property because you vandalized a police car, you will already be facing jail time and/or heavy fines. So why should vandalizing a police car at a protest incur an extra layer of punishment over doing the exact same thing on a regular day? If anything, it’s a lot more difficult to ascertain who did what at a protest than it is at almost any other time — it’s very easy for peaceful protesters to be swept up in charges for violent acts they had nothing to do with. Interestingly, when a commenter in a&nbsp;<a href="https://www.facebook.com/wlwt5/posts/10157211698911852" target="_blank">Facebook discussion about the “Support Peaceful Protest Act”</a>&nbsp;pointed this out (“I see this going horrendously wrong and people being punished for something they didn’t do”), many of the responses implied that that’s simply the price one must pay for going to a protest in the first place (“if your [sic] there peacefully protesting and don’t do anything to stop the ones who are rioting then yes you are just as guilty”). In other words: if you want to exercise your First Amendment freedom to peacefully protest, you need to accept that you’re risking your federal employment aid should violence break out nearby.Laws like the ones proposed by Congressman Banks create what we call a “chilling effect” on First Amendment rights. They don’t outright ban assembly, but create repercussions that intimidate and dissuade people from doing it. This law in particular seems aimed at keeping people who have suffered economic misfortune from politically participating.The right to peacefully protest needs better supporters.Lata Nott is a Freedom Forum Fellow. FIRST FIVE: The right to peacefully protest needs better supporters

Saline County has announce the closing of a portion of Centennial Road beginning Tuesday.

Centennial Road from West Water Well Road to a half mile north will be closed to all traffic beginning Tuesday for road maintenance work.  

Weather permitting, the roadway is anticipated to be opened by the end of the week on Sept. 12. 

 Motorists are advised to allow a few extra minutes of travel time to reach their destinations.  Emergency traffic will be provided access to private property within the section of closed road at all times.

The Birth Center at Salina Regional Health Center (SRHC) has been named one of Kansas’ “Best of the Best in Metabolic and Newborn Screening.” 

The Kansas Department of Health and Environment (KDHE), in partnership with the Kansas Hospital Association and the Kansas Midwives Alliance, has created the recognition program for hospitals, facilities and midwives who provide newborn screening services.

The first-ever awards were released by the KDHE’s Kansas Newborn Screening Program (KSNBS), honoring 131 birthing facilities and midwives for their dedication to higher newborn screening standards using data collected in the 2019 calendar year. Salina Regional was one of 12 facilities across the state to receive the “Best of the Best” designation.

Birthing facilities and newborn providers can earn top honors in up to five general categories by meeting or exceeding state goals or performing better than the state average. Facilities earning all recognitions for either point-of-care (hearing and critical congenital heart defects) or metabolic and genetic screenings earn a “Best of the Best” designation.

The KS-NBS Program began in 1965 and currently screens newborns for 32 rare and serious medical conditions. In response to a 2018 recommendation from the KS-NBS Advisory Committee, the program began planning to add four new conditions to Kansas’ newborn screening panel. In&nbsp;preparation, the program updated quality and timeliness expectations. Over the last two years, Salina Regional has worked to train its staff, update protocols and adjust to higher newborn screening standards.

“I am very proud of our Birth Center staff who have dedicated themselves to giving our babies the best chance for optimal health through quality and timely newborn screening,” said Melinda Schmidt, director of Women and Infants Services and Risk Management at SRHC. “It takes incredible diligence on their part to complete these screenings correctly, which in the long run can have a wonderful impact on babies and their families.”
