SALINE COUNTY —Two people were injured in an accident just after 11a.m. Wednesday in Saline County.

The Kansas Highway Patrol reported a 2002 Ford pickup pulling a 2012 camper and driven by&nbsp; Dennis D.&nbsp; Nickelson,&nbsp; 66, Jefferson City, MO., was eastbound on Interstate 70 just west of the Hedville-Culver exit.

The pickup fishtailed and made physical contact with a 1987 Kenworth semi driven by&nbsp; Lawrence&nbsp;Bustamante, 65, Garden City, causing the camper the Ford was pulling to roll and stop in the median.

EMS transported&nbsp; Nickelson and a passengerNancy Lee Nickelson, 64, Jefferson City, MO., to Salina Regional Health Center.&nbsp;&nbsp;Bustamante was not injured. All three were properly restrained at the time of the accident, according to the K HP.

UPDATE: NWS has updated the storm forecast map for tonight.

Thunderstorms are expected to redevelop by around midnight and last into early Thursday morning, some of which could be strong, according to the National Weather Service (NWS) in Wichita. 

Dime size hail and 40 to 50 mph are the main impacts, NWS reported. An isolated severe thunderstorm may also occur with quarter size hail and 55 to 65 mph winds, NWS added.

There also is a chance for storms again over the weekend, NWS reported.

Additionally, heat indices of 100-105 are possible Friday and Saturday, however, below normal temperatures are possible early next week.

UPDATED: Thunderstorms expected late tonight

A teenager was injured in a one-vehicle accident early this morning in west Salina. 

Allie Hecker, 19, of Salina, was westbound in the 1700 block of West Crawford Street at approximately 3:50 a.m. Wednesday when the 2000 Mitsubishi Galant she was driving struck the north curb, causing the front passenger tire to go flat, Salina Police Captain Paul Forrester reported this morning. Hecker overcorrected and struck a sign while entering the parking lot of Taco Bell, 1700 West Crawford Street, he noted.

Hecker blacked out after the accident and was transported by EMS to Salina Regional Health Center for a minor head injury, Forrester explained.

She was cited for inappropriate driving on laned roadways, he reported.

The Galant suffered front end damage and was towed from the scene, Forrester added.

Kyle Grace, 20, of Salina, was westbound on West Crawford Street near the intersection with Hancock Street on a 2013 Harley Davidson motorcycle when Mark Avise, 59, of Salina, left the sidewalk along the north curb of West Crawford Street either walking or riding his bicycle, Salina Police Captain Paul Forrester reported this morning. Grace laid his motorcycle on the left side in an attempt to avoid hitting Avise, however he did hit Avise, Forrester explained. The accident occurred at approximately 9:15 p.m. Tuesday.

Avise suffered a head injury and was transported to a Wichita hospital, Forrester reported. Grace suffered minor injuries and road rash, he added.

The motorcycle was towed from the scene, Forrester noted. 

No citations were issued, but the investigation is continuing, according to Forrester.

Salina man suffers head injury in collision with motorcycle

Today the Kansas Department of Transportation will begin a mill and overlay on Interstate 70 (I-70) in Saline County.&nbsp;

Work on the westbound and eastbound lanes of I-70 will occur between the Hedville Road interchange and&nbsp;the I-70/Interstate 135/U.S. Highway 81 interchange.

Construction will take place Monday through Friday with occasional Saturday work during daylight hours. Traffic will be reduced to one 15-foot lane at a reduced speed through the work zone. Drivers should expect minor delays, not exceeding five minutes.

APAC Inc. of Hutchinson is the prime contractor and has scheduled this $2.5 million project to be completed by October, weather permitting.

KDOT urges all motorists to be alert and obey the warning signs when approaching and driving through a highway work zone.&nbsp; To stay aware of all road construction projects across Kansas, go to&nbsp;<a href="http://www.kandrive.org/" target="_blank">www.kandrive.org</a>&nbsp;or call 5-1-1.

Resurfacing on I-70 begins today in Saline County

A local jewelry store is out more than $28,000 after 17 rings were stolen Sunday.

Sometime between 1-2 p.m. Sunday, two ring display flats were stolen from Riddle's Jewelry in the Central Mall, 2259 South Ninth Street, Salina Police Captain Paul Forrester reported this morning. The flats contained 17 men's rings with a total value of more than $28,000, he noted.

According to Forrester, surveillance video is being reviewed for suspect information.

The ability of&nbsp;<a href="https://www.polytechnic.ksu.edu/" target="_blank">Kansas State University Polytechnic Campus</a>&nbsp;to fly&nbsp;<a href="https://polytechnic.k-state.edu/academics/degree-options/uasflight/" target="_blank">unmanned aircraft systems</a>&nbsp;beyond visual line of sight is expanding. The campus's Applied Aviation Research Center has received a new waiver from the Federal Aviation Administration that permits K-State Polytechnic to fly unmanned aircraft beyond visual line of sight, or BVLOS, in all Class G airspace nationwide. Class G airspace is where a majority of UAS flights take place, allowing K-State Polytechnic and the Applied Aviation Research Center to enhance research, education and training opportunities. Along with conducting flights in all Class G airspace, this new waiver also permits the remote pilot in command to fly from a mobile command center. Flying from a mobile command center allows for a controlled environment, meaning pilots can fly distraction-free, out of the elements, and monitor not only the live UAS feed but also weather, manned traffic, telemetry feed and more. This type of training situation will provide students with experience highly sought after in the UAS industry, as well as valuable training experience for professionals in public safety, emergency response, and more. This waiver will also allow K-State Polytechnic to continue research operations that move the industry forward. "Kansas State Polytechnic's dedication toward its students is evident with the approval of this latest BVLOS waiver," said Spencer Schrader, UAS flight instructor at K-State Polytechnic and author of the waiver request submitted to the FAA. "Both for-credit and noncredit students will benefit from the advantages of this waiver, providing them experience with operations that are highly limited within the current regulatory framework of Part 107." A nationally recognized leader in the UAS industry, K-State Polytechnic is a member of the Kansas UAS Joint Task Force and was the first university in the nation to receive a BVLOS waiver from the FAA in 2018, granting permission for K-State Polytechnic to fly beyond the visual line of sight of the pilot and visual observers in a single location. K-State Polytechnic is also a key partner with the Kansas Department of Transportation, which is one of the nine entities nationwide to be part of the FAA's UAS Integrated Pilot Program. Waiver allows K-State Polytechnic to fly UAS beyond line of sight

Voters Organized to Elect Farm Bureau Friends, also known as VOTE FBF, scored perfect marks in federal races during the primary earlier this month. Three endorsements, three wins, three candidates who understand agriculture moving on to November’s general election. Dr. Roger Marshall came out on top of a competitive and crowded field to win the GOP nomination to fill the U.S. Senate seat vacated by Sen. Pat Robert’s retirement. Tracey Mann, who is the odds on favorite to take over Marshall’s seat in the U.S. House, secured the Republican nomination in the race to represent the Big First. And Jake LaTurner upset an incumbent in his bid for the second congressional district. This hattrick of victories isn’t an aberration for VOTE FBF, which has seen a success rate topping 90 percent since its inception nearly three decades ago. The secret to the success? A grassroots process that ensures endorsements come from the bottom up, rather than the top down. As a relatively new face at Kansas Farm Bureau, this was my first time seeing the process unfold up close. Each of the state’s 105 counties had the opportunity to hear from candidates and make recommendations to the VOTE FBF board, which pooled the feedback from counties to make its endorsements. The decisions are political, but they’re not partisan. The goal isn’t to elect candidates our members will always agree with, its mission is simply to elect ones who understand and value the work Kansas farmers and ranchers do each and every day. Of course, despite eschewing partisanship, it wouldn’t be politics without a few snide remarks as seen on KFB’s Facebook page. Throughout the primary process I learned Kansas Farm Bureau “doesn’t represent real farmers,” and our endorsed candidates “weren’t real conservatives,” “were too conservative” or some variation in the runup to the election. At its core, VOTE FBF is successful because of its pragmatism. Counties and the VOTE FBF board don’t feel the need to make endorsements just for the heck of it. If no candidate in a race has earned the confidence of members or there’s more than one acceptable challenger, making no endorsement is an option. In short, securing a Kansas Farm Bureau endorsement is similar to a candidate securing an individual’s vote. And the endorsement carries value beyond any possible monetary contribution VOTE FBF may decide to make. Contrary to what some believe about Kansas Farm Bureau not representing “real farmers (and ranchers),” we’re the state’s largest general farm organization. The grassroots process employed by VOTE FBF has been part of the organization for more than 100 years, and it’s representative of not only our members, but the view of Kansans at large as the recent election results show. While those results are still fresh, they’re also only the halfway point for this cycle. Advance voting in person and by mail begins Oct. 14 and Election Day is Nov. 3. If you turn 18 before then or sat out the primary because you weren’t registered, you have until Oct. 13 to do so. Even if we don’t see eye-to-eye on every issue, I encourage you to cast an informed vote for the candidate of your choice. Because the leadership of our country, state and counties relies on the same grassroots support Kansas Farm Bureau uses in all its decision making.

On August 12, 2017, a car plowed into a crowd of people peacefully protesting a white nationalist rally in the Virginia college town of Charlottesville, killing 32-year-old Heather Heyer and hurting more than a dozen others. (The attacker, James Alex Fields, was sentenced to life in prison on 29 federal hate crime charges, and life plus 419 years on state charges.) President Donald Trump condemned what he called an "egregious display of hatred, bigotry and violence on many sides." 

In 1867, President Andrew Johnson sparked a move to impeach him as he defied Congress by suspending Secretary of War Edwin M. Stanton, with whom he had clashed over Reconstruction policies. (Johnson was acquitted by the Senate.)

One year ago: A whistleblower complaint bearing this date stated: "In the course of my official duties, I have received information from multiple U.S. Government officials that the President of the United States is using the power of his office to solicit interference from a foreign country in the 2020 U.S. election." (The complaint was addressed to Sen. Richard Burr, R-N.C., chairman of the Senate Select Committee on Intelligence, and Rep. KHS: Remembering the Dockum Drug Store Sit-In

During their regular meeting this morning, Saline County Commissioners approved 2021 budgets and a plan for coronavirus funding. Prior to the meeting they also canvassed ballots from the Saline County 2020 primary election.

After conducting a public hearing, commissioners this morning approved multiple 2021 budgets, including the county budget, the Kipp Sewer District budget, and budgets for Rural Fire Districts 1-7. According to information from the county, expenditures for 2021 are budgeted to be $52,517,823 with the tax levy at approximately the same mill rate as 2020 and under the tax lid. Special districts would be authorized to expend $962,314, the county noted.

Commissioners also heard a presentation on the recommendations from the Coronavirus Funding Advisory Committee for the spending of $11,026,434 in federal Coronavirus Relief Fund money that was passed through the State of Kansas to counties. The requested expenditures are from governments and schools for reimbursement for already incurred expenses due to COVID-19, as well as applications that were submitted from non-profits, for-profits, schools, and government entities as part of the direct aid plan. 

A <a href="https://www.saline.org/Portals/0/Content/ARC/Documents/CRF/Agenda%20Attachments/Attachment%20for%20Commission%20-%20CRF%20Funding.pdf?ver=2020-08-11-084519-153">breakdown of applications approved by the committee</a> was presented to the commissioners for their review. County Administrator Phillip Smith-Hanes told the commissioners that the breakdown was split relatively evenly with roughly a quarter of the total funds going to each of the different types of entities: non-profits, for-profits, schools, and government.

Additionally, the advisory committee recommended partnering with the Salina Area Chamber of Commerce Foundation and providing $2,721,719.79 in funds to establish a grant program for small businesses with all businesses in Saline County eligible to apply regardless of whether they are chamber members.

Saline County will require any entity that is to receive funds to sign an agreement with the county as any entity receiving funds must adhere to the federal guidelines or risk having to pay the money back, the county information noted. There is also a restrictive timeline for the expenditure of these funds as all approved expenditures must be completed by Dec. 30.

Commissioners acknowledged the amount of work that was put into the recommendation by the advisory committee and thanked the committee for its dedication before approving the recommendations and authorizing that the plan be submitted to the state no later than Saturday for state approval.

Additionally, commissioners heard a presentation from Jason Tiller, health department director, as part of the required two-week review of the Saline County resolution requiring face masks to be worn in public spaces. Tiller recommended that the mask mandate remain in place. He said that with colleges and schools beginning to resume classes soon, this is his most nervous time. Commissioners took no action, leaving the mask mandate in place for at least two more weeks.

Tiller also reviewed with the commissioners several of the rumors that the department has been hearing and set the record straight that Saline County’s case numbers are only counted once, no matter how many times they are tested. The other major rumor he addressed is one claiming that persons standing in line for testing, but leaving before testing is done, were later being notified of positive test results despite not being tested. Tiller assured the commissioners that he was 100 percent confident that all positive cases in Saline County had been tested.

As part of his presentation, he also talked about isolation and quarantine and how that is determined because it has been confusing for many. Isolation is for those people who are ill and quarantine is for those who are close contacts of those who are ill, he said.

Commissioners approved a contract for the Department of Senior Services to provide meal service to Sunflower Adult Day Services through July 31, 2021.

Smith-Hanes updated the commission on the emergency radio communications project. Commissioners met in a special meeting last week with Salina city commissioners to hear the recommendations from the consultant, TUSA, and the 911 Advisory Committee for the next steps after the evaluation of the request for proposals that were received. After grading the proposals and oral presentations from the vendors, it was recommended that the county enter into negotiations with both Motorola and L3 Harris for a new radio system. Both city and county commissioners agreed with that recommendation. Next week, negotiations will begin and staff should have a final recommendation before commissioners soon after negotiations conclude, he said.

Commissioners began their day at 8 a.m. with the official canvassing of the primary election ballots. After the regular meeting, they received the final tabulation of provisional and partial ballots and voted to approve the canvas of the Saline County 2020 primary election.

County commission approves budgets, vote canvass

DNA advances have helped the Saline County Sheriff's Office solve a big component of a 34-year-old cold case, and the help came via Minnesota.

During a news conference this afternoon, Saline County Sheriff Roger Soldan identified the woman nicknamed "Miss Molly" as Robin Ann Green, 28, of Los Angeles.

Green was found dead in Mulberry Creek where it crosses under Interstate 70 near mile marker 237 in Saline County on Jan. 25, 1986. Soldan said it was determined that Green had been in the creek for approximately two days.

Although the sheriff's office followed up on hundreds of thousands of leads from all over the world over the years, the case remained unsolved, Soldan said. It was decided that one of the issues holding back the investigation was the lack of a modern DNA profile, he said.

In the spring of 2019, the Federal Bureau of Investigation (FBI) offered DNA collection services to the sheriff's office in response to a request from INTERPOL concerning a case in the Netherlands.

"My understanding is that they had someone in the Netherlands that the dental records were a close match. Some teeth were missing, but they thought it would be a good match, and they wanted a DNA profile to match against that person," Soldan said.

With the help of Saline County Attorney Ellen Mitchell, the sheriff's office obtained an exhumation order and a search warrant for the exhumation of the body and the collection of a DNA sample, Soldan explained. 

Green's body was exhumed from Salina's Gypsum Hill Cemetery on July 29, 2019. The FBI was on hand to collect the DNA sample.

"In January of 2020, the DNA profile was completed and the FBI entered it into CODIS (Combined DNA Index System), and there was no match," Soldan said.

"After I got notified that there was no match, I started inquiring what it takes to run that DNA profile or move it over to some of the public DNA profile services that are out there," he continued. "We were looking into that when, in late February, we were notified that there was a familial match made and they needed to do some checking."

Soldan explained that the match came about because in 2017, the State of Minnesota had numerous unidentified bodies throughout the state and asked residents who had a missing family member to submit their DNA in the hopes of identifying some of the bodies. Soldan said it was his understanding that Minnesota had more than 50 unidentified bodies when the request was made. 

Soldan said the Minnesota DNA profiles were put in a database and were to be run against the DNA profiles of unidentified persons every six months. 

In late February of 2020, those Minnesota DNA profiles were run through CODIS and one resulted in a match to Green's profile, he said.

"Since then, through laboratory analysis and dental records, we have a gotten a positive identification of the lady who was found in 1986," Soldan said.

He explained that one of Green's four children who lives in Minnesota submitted the DNA sample in the hope of finding out what had happened to her mother.

Robin Green was last seen on Dec. 28, 1985, when she and her husband, Michael Lewis Green, traveled from Los Angeles to Minnesota to visit Robin Green's children, Soldan said. The children, who were under the age of five, lived with their father in Minnesota, he added. 

Less than a month later, Robin Green was found dead in Mulberry Creek in Saline County with wounds to her head. 

The next step in the investigation

Soldan noted that the case remains an open homicide investigation. He said that while Michael Green possibly could be a suspect in Robin Green's death, proving such will be further complicated by the fact that Michael Green died in 2007.

Sheriff's office personnel currently are attempting to get all law enforcement case files that they can find concerning Robin and Michael Green. For instance, Soldan said, sheriff's office personnel are aware that Robin and Michael Green owned a home together in California that was seized in a drug raid. 

Because Robin Green's body was found in Saline County, the Saline County Sheriff's Office is taking the lead in the investigation, he said.

Robin Green's children and her ex-husband were in Salina over the weekend to visit her gravesite in Gypsum Hill Cemetery and tour the county, Soldan said.

"They decided that with the history that Miss Molly had here that they want to leave her remains here and they're going to make arrangements for a stone with her proper family name on it," Soldan said.

For now, the family has requested that they not be identified, he said.

"Robin Green's family has made a request to us not to identify them at this time. They didn't say that it would be forever, but they don't feel comfortable right now. They've got a lot to take in," Soldan said.

A Salina man was arrested on multiple requested drug charges after a stop on Interstate 70 Monday night.

Saline County Sheriff Roger Soldan said this morning that a deputy stopped a 2010 Ford Explorer at mile marker 264 on Interstate 70 at 10 p.m. Monday for traveling at 93 mph in a 75 mph zone. Upon making contact with the driver, Terrence Szczepaniak, 25, of Salina, the deputy noticed a small amount of marijuana in the console of the Explorer, Soldan explained.

During a search of the vehicle, the following were found, Soldan said.

Szczepaniak was arrested on requested charges that include the following, according to Soldan.

After a great deal of planning, Kansas Wesleyan University will host its 2020 Commencement ceremony this Saturday at the Graves Family Sports Complex. 

The ceremony is scheduled to begin at 9 a.m., and is open only to graduates and&nbsp;their four guests&nbsp;who have reserved tickets.&nbsp;

Friends, family, and supporters of KWU may watch the event live and free of charge at&nbsp;<a href="https://portal.stretchinternet.com/kwu/" target="_blank">https://portal.stretchinternet.com/kwu/</a>.&nbsp;&nbsp;

“We conducted a great deal of research this spring, determining what the Class of 2020 would prefer for its Commencement ceremony,” said Dr. Matt Thompson, president and CEO of KWU. “The overwhelming answer was an in-person, traditional event, and after coordinating with the Saline County Health Department&nbsp;during&nbsp;the past few months, we have been able to implement social distancing, crowd limitations and screening processes to make the event as safe as possible.&nbsp;Further, being outside creates a safer environment.&nbsp;While not every member of this class could make it back to Salina for the ceremony — some due to the pandemic, some due to jobs or other responsibilities — we will read every name in the class, nearly 200 in all, to recognize and honor their respective accomplishments.” &nbsp;

In accordance with social distancing guidelines, all graduates were limited to four possible tickets and RSVP’s were closed when a percentage of occupancy was reached. Masks or other face coverings will be required when moving about during, before and after the ceremony, and temperature screenings will be in place for all attendees.&nbsp;

KWU commencement ceremony set for Saturday

Police are investigating damge done to a vehicle in south Salina over the weekend.

Sometime between 10 p.m. Friday and 9:10 a.m Saturday, someone shattered the driver's window and dented the door of a 2003 Honda Element that was parked in the 300 block of Raymond Avenue, Salina Police Captain Paul Forrester reported this morning.

It appeared as though the window and door were struck with a rock or brick, Forrester explained.

The window was valued at $700 and the damage to the door was $1,000, he noted.

Nothing was missing from the vehicle, Forrester added.

McReynolds Road between Halstead Road and Burma Road is closed to through traffic due to a bridge being damaged.  The bridge will be closed indefinitely. 

Motorists are advised to allow a few extra minutes of travel time to reach their destinations. 

 Local and emergency traffic will be provided access to private property within the sections of closed road at all times but only from the side upon which the property lies.

Windows damaged at two downtown Salina locations

As the number of new COVID-19 cases declines in Saline County, Salina Public Library will add limited building hours for the public to access in-person library services. 

The new hours will begin Aug. 12 and will be from 10 a.m.-2 p.m. Monday-Saturday. Masks must be properly worn, visits should be limited to 30 minutes and entrance will be through the north doors only.

While in the building, library patrons will be able to browse the collection, check out materials, get a library card, have staff make copies, use computers and the printer, and pay fines. At this time, other services, such as gaming, proctoring, events and room reservations will be unavailable. Pickup Service will continue to be available from 10 a.m.-7 p.m. Monday-Thursday, and 10 a.m.-6 p.m. Friday and Saturday. The service allows library cardholders to place holds on items they wish to check out, by logging into their online accounts or by calling the library at (785) 825-4624, and then conveniently picking them up with limited contact.

Access to e-books, audiobooks and more are available through the library’s website — <a href="http://salinapubliclibrary.org/" target="_blank">salinapubliclibrary.org</a>. Learning options like the online language-learning platform, Mango, and the popular genealogy research service, Ancestry.com, are also available through the website.

Free grab-and-go lunches for youth, a partnership with St. John’s Missionary Baptist Church, will continue to be available until the end of August from 11:30 a.m.-12:30 p.m. on the west side of the library building. Programs such as yoga classes, Monday Night Book Discussion and storytimes are being offered virtually.

The library will continue to monitor the situation and announce updates as decisions are made.

Salina Public Library to add open building hours

More than $1,400 worth of tools and other items were stolen recently from a residence in east Salina.

Salina Police Captain Paul Forrester reported this morning that sometime between Friday and Monday, the following items were stolen from a residence in the 600 block of Pheasant Circle. 

An unknown brand nail guns, valued at $200

A DeWalt drill and impact driver, valued at $250

A box with hand tools and building supplies, valued at $200

According to Forrester, the stolen items belonged to a 43-year-old Salina man, a 62-year-old Salina man, and a 37-year-old Lindsborg man who all were doing work on a residence in the 600 block of Pheasant Circle.

No signs of forced entry were located, he noted.

Temperatures this afternoon will top out right around normal by mid-August standards, according to the National Weather Service (NWS) in Wichita. 

Across southern Kansas, temperatures won't get quite as warm thanks to more clouds around, and possibly even a few showers and thunderstorms, NWS noted.
