To say that 2020 has been a crazy year would be an understatement! It feels like our world has been turned upside down.

Some of you have lost income, hours, or even your jobs because of the pandemic. Those financial goals you made on January 1st&nbsp;are out the window, because you’re focused on covering your basic needs. I know it might feel like there’s no point in setting new goals for yourself, but here’s the thing: There&nbsp;are&nbsp;things you can control when it comes to getting your finances in order.

Wherever you are and whatever you’re feeling about this year, you have plenty of time to get back on track. Here are a few ways to reach your financial goals before 2020 comes to an end.

Maybe your New Year’s resolutions weren’t realistic, or maybe your income has been impacted because of COVID-19. Sometimes life just happens. And when life happens, you need to adjust your goals to reflect that.

Look at where you are with your money&nbsp;today,&nbsp;and decide where you want to be by the end of the year. Just factor in the amount of time left, and make sure your goals reflect the situation you’re in. You have the power to say, “Hey, my reality at the start of this year is not my reality now. But I’m going to start making progress toward my future today.”

By the way, if you’ve lost part or all of your income, your goal now is to get a job—any job. Money flows two ways: It flows in, and it flows out. You can cut down on expenses, but that’s only part of the equation. You need money flowing in. You may need to take a job outside of your field in order to stay afloat right now. And that’s okay!

No matter where you’re at financially, a budget is the most important thing when it comes to being successful with money. If you don’t tell your money where to go, you’ll wonder where it went.

To get started, assess how you’ve spent your money over the past few months. Look for areas where you can cut back, like dining out, groceries, and monthly subscriptions. Now, reassign that money to your bills or goals. I know it’s a bummer to cancel Taco Tuesday and Target runs, but trust me on this. You’ll feel so much less stressed knowing you’re making progress.

If you’ve lost your income completely, budget whatever money you have to cover your Four Walls—food, utilities, shelter and transportation. These needs come first.&nbsp;&nbsp;

This is called the debt snowball, and we see people pay off their debt in an average of 18 to 24 months using this method. Once you’re debt-free, you’re ready to build a fully-funded emergency fund of 3 to 6 months of expenses. Having that cash in the bank can turn a crisis into a mere inconvenience.

You don’t have to wait for a new year to set new goals, or make progress toward the goals you’ve set. In order to win with money later, you have to be intentional with it today!

Following is information about the new cases as reported by the health department.

●Positive case #243 is an asymptomatic female in her 80s with known exposure.

●Positive case #244 is a symptomatic 18-year-old male with known exposure to a local college team outbreak.

●Positive case #245 is a symptomatic male in his 60s with unknown exposure at this time and is hospitalized.

●Positive case #246 is a symptomatic 7-year-old male with known exposure (family of 213, 247).

A variety of emergency management and human resources items, as well as the emergency radio communications project are among the items on the Saline County Commission agenda for Tuesday.

The regular commission meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

Michelle Barkley, emergency management director is scheduled to ask the commissioners to approve agreements for emergency sheltering with Webster Conference Center and First Covenant Church.

"Emergency shelter is a place for people to live temporarily when they

cannot live in their previous residence due to a disaster. Emergency sheltering can be utilized by the county and region if needed when a disaster displaces families or restricts their access to their basic needs like running water and electricity. Both facilities are unique in their differences allowing emergency management to have more options in providing the best emergency shelter for those in need," according to emergency management information in the commission meeting packet.

Additionally, Barkley is scheduled to ask the commissioners to declare a state of local public health emergency for the county due to the COVID-19 pandemic.

Other items on the county commission agenda for Tuesday include the following.

●A request to approve a KWORCC trustee at large nomination -- Marilyn Leamer, human resources director

●Consider AFLAC group plan options -- Leamer

The Salina Art Center is offering a studio art-making class for adults ages 55 and older. 

According to the art center, this is a great opportunity to build on previous art experiences or learn new skills with a group of adults with similar interests.&nbsp;

Creating art improves quality of life and well-being. Studio classes give participants time and space to dive deep into learning new mediums and techniques.&nbsp;

Senior Studio is Thursdays from 10 a.m.-noon.&nbsp;&nbsp;Each three-week section will focus on a different art medium.&nbsp;Sections include drawing, painting, 3-D media, papermaking, and printmaking. Drawing begins in October.&nbsp;

Participants can register for single sections or can register for all five sections at a discount. A few months ago, we told you that the Coronavirus Aid, Relief, and Economic Security (CARES) Act gave some flexibility to federal student loan borrowers. Understanding these options can help you make more informed decisions about <a href="https://www.consumer.ftc.gov/blog/2020/04/managing-your-bills-during-covid-19">paying your bills and prioritizing your debts</a>. The benefits <a href="https://www.ed.gov/news/press-releases/secretary-devos-fully-implements-president-trumps-presidential-memorandum-extending-student-loan-relief-borrowers-through-end-year">have been extended</a> until Dec. 31, 2020.

So, just to recap, what does the CARES Act mean for you if you have a federal student loan?

1. The CARES Act gives <a href="https://studentaid.gov/announcements-events/coronavirus">temporary payment relief</a> to borrowers with qualifying federal student loans. But some federal student loans don’t qualify – for example, older Family Federal Education Loan (FFEL) program loans or Perkins Loans that are owned by the school you attended. Contact your <a href="https://studentaid.gov/manage-loans/repayment/servicers#your-servicer">federal loan servicer</a> online or by phone to find out if your loans are eligible.&nbsp;

2. If your federal loans are covered, the U.S. Department of Education has automatically placed your loans into what’s called “administrative forbearance.” That means you can stop making payments on those loans right away, up through Dec. 31, 2020. If your payments automatically come out of your bank account, check if any payments have been processed since March 13, 2020. If they have, you may be able to <a href="https://studentaid.gov/announcements-events/coronavirus#borrower-questions">get a refund</a> as part of administrative forbearance.&nbsp;

3. If you want to keep making payments on your qualifying federal student loan through Dec. 31, the interest rate is now 0%. So any payments you make during the forbearance period may help you pay off your debt faster. If you’re on an income-based repayment program and/or a forgiveness program, you should check out <a href="https://studentaid.gov/announcements-events/coronavirus#borrower-questions">Federal Student Aid's Coronavirus page</a> to see which option makes sense for you.

4. If your federal student loans are in <a href="https://studentaid.gov/manage-loans/default#understanding-default">default</a>, the U.S. Department of Education has stopped making collection calls, and sending letters or billing statements through Dec. 31, 2020. And if your federal loans were in default and your employer continues to garnish your wages, you’ll get a refund.&nbsp;

This program only applies to federal student loans. Not sure what kinds of student loans you have? Here are two things you can do to find out:

●Get a complete list of your private and federal student loans by&nbsp;pulling your credit report. (In fact, you can get your report for free&nbsp;every week.)&nbsp;Read through it&nbsp;and find your student loans, taking note of the companies that are your lenders or loan servicers. Compare it to the full list of&nbsp;federal loan servicers found here.

●Confirm which of your loans are federal.&nbsp;Log into FSA&nbsp;or call the Federal Student Aid Information Center (FSAIC) at 1-800-433-3243.

One more thing: you don’t need to hire a company to help you get this student loan payment relief. The program is already in place and there’s nothing you need to do to enroll.

Updated Sept. 14, 2020 with new information about how the CARES Act flexibilities for federal student loan borrowers have been extended until Dec. 31, 2020.&nbsp;

Police are looking for a pickup that was stolen from a local auction lot over the weekend.

Salina Police Captain Paul Forrester reported this morning that unknown persons entered the lot at Salina Auto Auction, 2845 Centennial Road, sometime between noon on Saturday and 2:50 p.m. Sunday and stole a black 2014 Chevrolet Silverado pickup valued at $17,800. The pickup did not have a license plate on it but it did have a white "Salina Auto Auction" sticker on the bottom of the driver's side windshield, he added.

Forrester explained that it appeared the subject(s) climbed the fence to get to the pickup, which had the keys in it. The subject(s) then were able to open the gate and drive the pickup from the lot, he noted.

Chapter No. 809 of the Vietnam Veterans of America plans to conduct a POW/MIA ceremony at 10 a.m. Friday at The Temple, 336 South Santa Fe Avenue. Please enter on the north side of the building through the red door. Coffee and doughnuts will be served.

The United States has been involved in many wars, and evidence, documentation, and testimony continue to raise questions regarding the fate of American service personnel listed as Missing in Action or Prisoners of War. The whereabouts and fates of many Americans who were “known to be alive on the ground" or “known to be captive in enemy hands,” but not yet returned, and information regarding these Missing in Action personnel has not been made available to the American people, and a full accounting of has not been made regarding over 40 service personnel from Kansas. POW/MIA ceremony set for The Temple this week



In 1971, there were about 2400 doctorates in engineering awarded to U.S. citizens and a little more than 500 awarded to foreign students studying in the United States. But the numbers of American students were rapidly dropping and many engineering departments became worried over whether they would have enough students to sustain their program. By 1980, the number of U.S. citizens gaining doctorates had dropped below 1200, but the number of foreign university students was starting to grow and by 1983 surpassed American students in engineering doctorates. They did not force U.S. students out; they took up empty seats. And ever since, we have relied on foreign students to fill out our engineering programs and for many to remain and fill our shortage of engineers.

Similar graphs can be drawn for physics, chemistry and molecular biology where increasing numbers of foreign students are filling empty seats in graduate programs. Only in organismic biology is there a slight majority of American students earning graduate degrees because that is a field where experience with local wildlife provides an advantage.

In 1999, the Taiwan scientist Wen Ho Lee who was working at the Los Alamos National Laboratory on nuclear research was falsely charged with 58 out of 59 counts of stealing information.&nbsp; Lee eventually was awarded $1.6 million from the government and media in a civil settlement.&nbsp; What the American public never learned was that other scientists from Taiwan who held U.S. citizenship recognized the anti-Asian nature of this action and packed up their families and passports and returned to Taiwan. I only know of this from having two former student teachers teaching in Taiwan’s Hsinchu science city high school.

Meanwhile the Director of Los Alamos National Laboratory was called before a Senate investigative committee and asked why there were any “foreigners” working at our nuclear lab. The answer was simple; without foreign scientists, we would have to close down the lab.&nbsp; The director clearly explained how foreign scientists were not in a position to steal any secrets, but were central to the lab’s operation.

Long ago the U.S. gave up its lead in particle accelerators, astronomy, artificial intelligence, and many other fields. The Sabin oral polio vaccine was conducted in Russia in the 1950s, and much drug research today is conducted overseas due to American litigation risks. An increasing number of medical students are foreign born.

There are two major drivers of this decline in American production of scientists. One is the trivial amount of science taught in our K-12 schools. Since the 1970s, science education has failed to expand, unlike schools in Asia and Europe. Some of this is due to the AAAS “Less Science, Not More” movement that still today depresses high school science curricula. Part of our high-cost health care and ignorance on COVID-19 rests with a population never taught the instruction manual for our own bodies.

The other factor is lack of research funding. According to OECD data, the U.S. is now 28th of 39 nations in government funding of university research as a share of GDP. The 12 top governments invest over double the U.S. investment per GDP.

On August 28, the journal&nbsp;Science&nbsp;reported that China was again boosting research spending by more than 10 percent. Science research is published in open journals and the number of Chinese authors surpassed U.S. authors in 2017. China surpassed the U.S. in patents in 2019. Half of Chinese college graduates major in science. Less than 20 percent of American college graduates major in sciences.

The illusion that the U.S. is superior in science is partly due to Nobel Prizes. For instance, in 2009, we claimed eight of the nine science Nobel Prizes were swept by “United States scientists.” In truth only three received their early school education here. Most winners were educated elsewhere and came to the U.S. for better equipment and living standards. With the economic rise of Asia and Europe, we no longer have that equipment or economic advantage.&nbsp;&nbsp; &nbsp;

It would take a full generation to increase our science literacy if we increased science teaching. Meanwhile, the reduction in foreign students that has now begun will accelerate our decline in science graduates.

·Strong aptitude for learning new skills, adapting to new technologies, and implementing new practices.

·Effective organization and time management skills.

·Strong interpersonal and communication (both oral and written) skills with the ability to present accounting subject matter to leadership.

·Production of accurate work within time constraints.

·Effective working relations with clients and other agency employees.

·Prioritizing, problem-solving, and multi-tasking skills.

Rec area renaming, vehicle replacement, executive session on city agenda

The Salina Symphony's 2021-2022 season will be one of evaluation.

The symphony recently announced that five finalists for the position of music director and conductor&nbsp;will present a concert during the symphony’s 2021-2022 season.

A search committee composed of board members, musicians and staff began a
national search in January with more than 100 initial applicants.&nbsp;

“We
are excited to introduce the finalists for the Music Director of the Salina
Symphony,” said Kyle Campbell, search committee chair and board vice president.
“In addition to being very professionally accomplished, each candidate
possesses a high level of enthusiasm about the opportunities presented by the
Salina Symphony and the greater Salina community.”

The finalists for the position
of music director are as follows:

Director of the Bellingham (Wash.) Symphony Orchestra, Music Director of the

IKE: Panel to mark centennial of 19th Amendment

It’s time to change the channel. No, I’m not referring to the remote control for your television set, I’m talking about a remarkable broadcaster who found a new channel of communication through which to serve his community.&nbsp;

No, I’m not referring to the remote control for your television set, I’m talking about a remarkable broadcaster who found a new channel of communication through which to serve his community.&nbsp;Tad Felts is a longtime, award-winning Kansas broadcaster who is now reaching his community through new channels of communication. Tad grew up in Garden City. While working on the high school newspaper, Tad would ask his classmates questions about various things such as school lunch or who they thought would win the football game. He published the informal results in a newspaper column which he creatively named The Tadpoll. That name would become his trademark through the decades.&nbsp;As a kid, Tad swept floors and played records at the local radio station and launched a career in radio. He went to college at Fort Hays State and worked at stations in Hays, Goodland, Phillipsburg, and then in Idaho.&nbsp;In 1972, Tad and his wife were back in Phillipsburg visiting friends at Christmastime. He ran into the manager of the local radio station who convinced him to come back to Phillipsburg and take an announcing job. Tad has been at Phillipsburg ever since.&nbsp;Tad served as news and sports director. Throughout his radio career, Tad also utilized the name The Tadpoll for his interactive radio programs. He would go on the air and ask his audience for opinions. Eventually that format became a series of interviews with various guests.&nbsp;Through the years, Tad covered countless city council and school board meetings plus all kinds of sporting events. He also volunteered to accompany the local high school seniors on their annual school trip to New York City and Washington, D.C.&nbsp;<figure>

 </figure>In Kansas broadcasting, Tad Felts is a legend. He’s received numerous Phillips County Extension Council Distinguished Service Awards and won the Kansas Sports Broadcaster of the Year award three times.&nbsp;The Kansas Association of Broadcasters annually awards the Hod Humiston Award for Sports Broadcasting and the Sonny Slater Award for Service to Station and Community, in addition to inducting members into the KAB Hall of Fame. Tad is the only Kansas broadcaster to have received all three honors. He was even inducted into the Kansas State High School Activities Association Hall of Fame.&nbsp;For decades, his distinctive voice has resounded across northwest Kansas. One time he was in the New York subway system and a young woman, originally from Smith Center, called him by name because she recognized his voice.&nbsp;Tad is now an amazing 87 years old. His wife passed away a few years ago, and he retired from the radio station. After being honored at a chamber of commerce dinner a few years ago, he was approached by some local people who had founded a Facebook page called My Phillips County Online. They asked if he would want to do The Tadpoll and other programs online.&nbsp;Tad agreed to do it. In 2017, he began doing the Tadpoll, sports, and other programs on the My Phillips County Online Facebook page. He was doing both audio and video until the pandemic hit. Now he does strictly audio over the telephone.&nbsp;The pandemic has caused his reports to be extremely valuable, especially after a serious COVID-19 outbreak occurred in the nursing home in the nearby Phillips County town of Logan. Tad kept citizens updated with his special reports on the status of the disease. Logan is a rural community of 589 people. Now, that’s rural.&nbsp;On the Tadpoll, Tad continues to interview people such as the county health officer, hospital administrators, and other community leaders. “I’m not getting paid, I’m doing this just for fun,” Tad said. “This is my home.
