MCPHERSON -- The McPherson County Health Department has announced 12 additional confirmed cases of COVID-19, bringing the county total to 355.

Of that total, 316 cases have met Kansas Department of Health and Environment recovery guidelines or have died, the health department noted. Additionally, four of the active cases are hospitalized and six people have died, the health department reported.

Following is the updated case data as supplied by the health department.

NWS issues dense fog advisories for counties in our area tonight

Following is the Saline County COVID-19 update for Wednesday.

There are 38 new positive COVID-19 cases in Saline County to report since the last update on Monday, October 19. The total for the county is now 1,025, with 156 cases that are actively being monitored by the Health Department, 856 that have recovered, and a total of 13 deaths. Salina Regional Health Center reporting that they have 5 hospitalized COVID-19 patients. Salina Regional is a regional hospital, the COVID-19 patient total is not specific to the number of Saline County residents who may be hospitalized. Saline County: 38 new COVID-19 cases; 856 of 1,025 recovered

If you plan to travel on Interstate 135 (I-135) this weekend, you need to be aware of planned construction work.

The&nbsp;Kansas Department of Transportation (KDOT) will temporarily close I-135 on Friday from mile marker 58-60 for bridge replacement. 

The bridge is located approximately one-half mile south of the U.S. Highway 56 (U.S. 56) exit.

Northbound and southbound I-135 are scheduled to close at 7 p.m. Friday. Southbound I-135 is&nbsp;scheduled to reopen at 6 a.m. on Saturday and northbound I-135 is&nbsp;scheduled to reopen by 7 p.m. Saturday, weather permitting.&nbsp; Traffic will follow the signed detour through McPherson via U.S. 56, Main Street, and Kansas Highway 61.&nbsp; No oversized loads will be allowed on the detour.

Dondlinger and Sons Construction Co. Inc. of Wichita is the primary contractor for this $2.3 million project. The contractor has scheduled the bridge replacement to be completed in January 2021, weather permitting.

I-135 to be closed in McPherson County for bridge replacement

The Salvation Army in Salina has begun to accept applications for bell ringer positions.

Applications may be picked up at The Salvation Army, 1137 North Santa Fe Avenue. 

The local bell-ringing season is scheduled to begin on Nov. 7 with kettle stands at the Central Mall, Hobby Lobby, and Big Lots. The remainder of the kettle sites -- Sam's Club, Walmart, Dillons, and Walgreens -- will be staffed beginning the day after Thanksgiving, according to Captain Lynn Lopez.

In addition to the kettles, each location will have a QR code that will allow smart phone users to make donations directly to the Salvation Army's website.

"By using this code we keep the money local for our community use," Lopez explained.

The Salina collection goal for this year's holiday season is $107,000, according to information provided by the Salvation Army.

Only Saline County registered voters who requested ballots by mail will receive them.

County Clerk Jamie Doss explained that for every ballot mailed, the clerk's office has a signed application from the voter requesting the ballot.

"We check the applications against the voter’s registration signature before we issue a ballot," Doss noted.

In May, Doss mailed to all registered voters a letter and applications for both primary and general election ballots. 

"That was done in May and many voters have forgotten they completed both applications. Kansas law does not allow for sending ballots by mail without an application," Doss explained.

Registered voters who want to check on whether Doss' office has received their ballot applications may do so online at <a href="https://myvoteinfo.voteks.org/VoterView">https://myvoteinfo.voteks.org/VoterView</a>.

Additionally, once Saline County voters have completed their ballots, they can mail them to the clerk's office or drop them off at the ballot collection box located on the front drive of the City-County Building, 300 West Ash Street. The box is located next to the city water department collection box.

There’s an old cliché that’s become something of an inside joke among people who follow politics a little too closely, me included. “It all comes down to turnout.” On the surface, it’s a meaningless tautology, similar to saying the winner of a football game will be the team with the most points. Dig a little deeper and it captures something reporters know all too well. The number of people voting doesn’t determine winners, rather it’s the types of voters who cast their ballots. Just as importantly, it also includes those who don’t bother to show up. Small shifts in who goes to the polls and who stays home can have lasting impacts. We’re now less than two weeks away from the 2020 election, and turnout is projected to set records. Good campaigns will lose. Bad ones will win. Weak candidates will surprise strong ones. Ballot measures will succeed or fail. And just like every election you get to play a role in deciding the outcome. For anyone engaged in agriculture, there’s a lot on the line in this election. Issues in federal races range from trade and taxes to the next Farm Bill and even Endangered Species Act reforms. Taxes, water issues and reapportionment will be big items on the docket in Topeka. While these issues are near and dear to the hearts (and wallets) of farmers and ranchers, they’re probably not on the list of matters suburban and urban voters are using to make their voting decisions. There’s nothing wrong with that. People living in populated areas have their own issues, their own values. One need look no further than 2018 to see how a rural-urban divide works when Laura Kelly won the gubernatorial race. She garnered a majority of votes in just six counties and a plurality in three others. More than 40 percent of registered voters didn’t pull a lever in that election. Boosting turnout just a percentage point or two in the 96 other counties would have easily changed the results of the election. Small shifts would have made a big difference. The same is going to be true on Nov. 4. It will be easy to look back at who voted, and who didn’t, and identify races that could have gone differently. Voting is the first step, but there’s more farmers and ranchers can do to amplify their voices, like boosting turnout. Make those personal phone calls, have those in-person conversations and post to social media. Talk with your friends and neighbors. Talk with your cousins in Kansas City or landlord in Wichita. Talk with anyone else who shares your values and make sure they’ll cast a ballot this year. Like every other election, this one will come down to turnout. Be sure you’re included in the outcome. Your voice and your values are on the ballot.

County revenue in good shape; mask mandate continues

In celebration of October as National Arts &amp; and Humanities Month, the City of Salina and Salina Arts &amp; Humanities (SAH) recognize the economic and social impact of the arts.

The arts have long been recognized as a unifying and strengthening force. Partnerships between arts organizations in Salina and across the U.S. contribute to increased cultural and eco-tourism, higher tax revenues and greater awareness of the contributions that artists and arts organizations make.

In a politically explosive election year overshadowed by COVID, many agree that social stability is needed right now. According to Americans for the Arts, 72 percent of Americans believe “the arts unify our communities regardless of age, race and ethnicity.” Recently, the arts have been shown to provide critical social and emotional benefits for students who are in flux between classroom and virtual-learning settings.

Nationally, arts organizations are resilient and entrepreneurial businesses that employ and purchase locally and actively promote their regions. As of April 2017, more than 673,600 U.S. businesses were involved in creating or distributing the arts, employing 3.48 million people.

1. Arts strengthen the economy. Nationally, arts and culture is a $730 billion industry, representing 4.2 percent of America’s Gross Domestic Product.

2. Arts prepare students for jobs and the real world. “Arts education helps students adapt, become problem solvers and improve as communicators,” says SAH Executive Director Brad Anderson. Students who engage in arts learning have higher GPAs and college-going rates, plus lower drop-out rates.

3. Arts involvement engages children, families, businesses and more. Local partnerships between the Salina Community Theatre and Kansas Wesleyan University or the Salina Symphony and dance studios are examples of how arts groups identify new participants, volunteers and audiences. St. John’s Missionary Baptist Church often partners with arts providers to offer to summer-camp and other local enrichment activities.

4. The arts help us be healthier. Nearly one-half of U.S. healthcare institutions provide arts programming for patients, families and staff. Nearly 80% of those say they deliver such programs because they believe it results in shorter hospital stays, better pain management and less medication.

5. Arts are good for local business. When local events are no longer being cancelled or postponed, local arts-event attendees spend about $31.47 per person, per event beyond admission - on meals, parking, babysitters, etc. This is valuable revenue for local merchants across Salina and Saline County.

During National Arts &amp; Humanities month, Salinans can enjoy exhibits at the Salina Art Center and Rolling Hills Zoo or attend virtual or live arts performances by the Salina Symphony and Salina Community Theatre. Arts lovers also can vote for their SculptureTour Salina favorites or visit the Smoky Hill Museum and the Museum Store downtown. Local merchants offer in-store and virtual First Friday exhibits and activities.

The Friends of the Salina Public Library will have a sidewalk media sale from 10 a.m.-2 p.m. Saturday, Oct. 24, and 1-3 p.m. Sunday, Oct. 25. The sale will take place on the north side of the library building.&nbsp;

The sale will feature grab-bags labeled by genre with a surprise assortment of media. Media types include books on tape, music CDs and movies for all ages. Each bag will be $5. Payment can be made with cash or check.

Shoppers are asked to observe social distancing and wear masks. The Friends volunteers will provide curbside service for those wishing to remain in their cars. Simply pull up near the sales tables.&nbsp;

The sale benefits the Friends of the Library, a volunteer, board-guided, membership organization that acts as a booster club for the library. Some Friends’ activities include providing volunteers for library events, purchasing prizes for Summer at the Library, supplies for the CLASS program and new self-check machines, and providing scholarships for teen library volunteers.

Today is Tuesday, Oct. 20, the 294th day of 2020. There are 72 days left in the year. 

On Oct. 20, 1973, in the so-called "Saturday Night Massacre," special Watergate prosecutor Archibald Cox was dismissed and Attorney General Elliot L. Richardson and Deputy Attorney General William B. Ruckelshaus resigned. 

In 1803, the U.S. Senate ratified the Louisiana Purchase.

In 1936, Helen Keller's teacher, Anne Sullivan Macy, died in Forest Hills, N.Y., at age 70.

In 1947, the House Un-American Activities Committee opened hearings into alleged Communist influence and infiltration in the U.S. motion picture industry. 

In 1967, a jury in Meridian, Mississippi, convicted seven men of violating the civil rights of slain civil rights workers James Chaney, Andrew Goodman and Michael Schwerner; the seven received prison terms ranging from 3 to 10 years. 

In 1976, 78 people were killed when the Norwegian tanker Frosta rammed the commuter ferry George Prince on the Mississippi River near New Orleans. 

In 1977, three members of the rock group Lynyrd Skynyrd, including lead singer Ronnie Van Zant, were killed along with three others in the crash of a chartered plane near McComb, Mississippi.

Five years ago: The United States and Russia signed an agreement to minimize risks of air collisions as they separately carried out airstrikes in Syria. Chinese President Xi Jinping began a much anticipated state visit to Britain, where he was welcomed as an honored guest at Buckingham Palace and Parliament. Former Virginia Sen. Jim Webb said he was dropping out of the Democratic race for president.

One year ago: Voters in Bolivia went to the polls for a presidential election that three-term incumbent Evo Morales would claim to have won. (Morales would resign in November when the police and army withdrew support after weeks of demonstrations over allegations of election fraud.)

The Kansas Department of Transportation, Kansas Highway Patrol, Kansas Department of Wildlife, Parks and Tourism and AAA Kansas are working together this fall to raise awareness and help drivers avoid collisions with deer.

While deer can be spotted near roadways any time of the year, motorists should be especially vigilant in the fall for deer crossing roadways due to the “rut,” or mating season – a time when deer are frequently on the move and at all hours of the day.

“If you are unfortunate enough to have a deer enter the highway in front of your car, it is best to hit the animal and not swerve to avoid it, said KHP Lieutenant Candice Breshears. “Often, we find more serious crashes occur when you swerve to miss the deer, potentially losing control of your vehicle, leaving the road or veering into oncoming traffic.”

Eight people were killed and 556 people were injured in deer-vehicle crashes on Kansas roadways in 2019.

“In addition to potentially causing human injuries and loss of life, deer collisions often cause significant vehicle damage that can lead to large expenses for the vehicle owner if not properly insured,” said Shawn Steward, Public and Government Affairs Manager for AAA Kansas. “Of the animal strikes reported by AAA Insurance policy holders between 2016 and 2019, the average cost per claim was nearly $4,500.”

If a driver has a collision, they should move their vehicle to the shoulder, if possible, and call law enforcement - KHP dispatch at *47, the Kansas Turnpike at *KTA and local law enforcement at 911.

The agencies recommend the following to help motorists avoid crashes with deer:

• Be especially watchful at dawn and dusk, when deer are more active. 

• If you see one deer, watch for others, as they seldom travel alone.

• Reduce speed and be alert near wooded areas or green spaces, such as parks and golf courses, and near water sources such as streams and ponds.

• Deer crossing signs show areas where high numbers of vehicle/deer crashes have occurred in the past. Heed these warnings.

• Use bright lights when there is no oncoming traffic and scan the road ahead of you to watch for deer.

• Don’t swerve to avoid hitting a deer—the most serious crashes sometimes occur when motorists swerve and collide with another vehicle or run off the road and hit an obstacle.

• Always wear a seat belt and use appropriately-fitted child safety seats—they are your best defense should you be involved in a crash.

• Honk your horn with one long blast. A long blast on your horn may frighten large animals, such as deer, away from your vehicle. The Insurance Information Institute (I.I.I.) advises against relying on devices such as deer whistles and reflectors, which have not been proven to reduce collisions with animals.

Anyone involved in a deer-vehicle crash resulting in personal injury or property damage that totals $1,000 or more is required to immediately report the crash to the nearest law enforcement agency.

Failure to report any traffic crash is a misdemeanor and may result in suspension of driving privileges.

A salvage tag is required to remove a deer carcass, or any part of the carcass, from the crash site. Tags can be issued by KHP troopers, sheriff’s deputies or KDWPT game wardens.

 </figure>A small earthquake rattled part of Dickinson County northeast of Hope early this morning.According to the Kansas Geological Survey, the 2.4 magnitude quake struck at 12:33 a.m. and was centered east of Rain Road, between 800 Avenue and 900 Avenue.
