There are 39 new positive COVID-19 cases in Saline County to report since the last update on Friday, October 16. The total for the county is now 987, with 118 cases that are actively being monitored by the Health Department, 856 that have recovered, and a total of 13 deaths. Salina Regional Health Center reporting that they have 7 hospitalized COVID-19 patients. Salina Regional is a regional hospital, the COVID-19 patient total is not specific to the number of Saline County residents who may be hospitalized.

According to the Kansas Department of Health &amp; Environment, there are now 72,968 cases and 872 deaths statewide. This information can be found at <a href="https://www.coronavirus.kdheks.gov/">https://www.coronavirus.kdheks.gov/</a>.

Saline County: 39 new COVID-19 cases; 856 of 987 recovered

Saline County Commissioners have a busy agenda for their regular meeting on Tuesday morning.

Among the items are a proclamation request, senior services requests, a review of the need for the county face mask mandate, and a quarterly budget update.

The meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are being asked to proclaim October as Domestic Violence Awareness Month. Abby Hunter, a victim advocate for DVACK, is scheduled to read the proclamation.

Health Department Director Jason Tiller is scheduled to review with commissioners the COVID-19 situation in Saline County so that commissioners can determine whether to leave the face mask mandate in place.

Commissioners also are scheduled to consider two requests from Rosie Walter, Department of Senior Services. 

The first is a request to approve a food service agreement with Reflections Retirement Resort (formerly McCall Manor) to provide breakfast rolls, lunch, and frozen dinner meals. Reflections is under new management and is remodeling its facility, including its kitchen. According to information in the county meeting packet, food services will be reduced to as needed once the Reflections kitchen remodel is complete.

The second request is to purchase an SUV for senior services to be used by staff to deliver dry food commodities to shut-in seniors, according to the county commission meeting packet.

Later this month, the Saline County Sheriff's Office is joining law enforcement agencies across the state in a concerted effort to enforce seat belt laws.

The special emphasis on seatbelt enforcement is scheduled for Oct. 26-30.

"In the health field, they talk about making sure children have received their immunizations to prevent deadly diseases," Sheriff Roger Soldan said. "But what many parents don't think about is that wearing a seatbelt properly is the best prevention of serious injury or death in a vehicle."

The sheriff's office noted in a news release that adults modeling good driving behaviors, such as wearing seatbelts, is essential for children. According to the 2019 Kansas observational seatbelt survey, if the driver is wearing a seatbelt, approximately 97 percent of the children in the vehicle are properly restrained, however, if the driver is not wearing a seatbelt, only about 30 percent of the children in the vehicle are properly restrained, the sheriff's office noted.

"Even one child's death is unacceptable. Please slow down, especially in school zones, eliminate the distractions, and always buckle up," Soldan said.

Sheriff's office announces special seatbelt enforcement effort

The safety net of community health centers across the state, which includes Salina Family Healthcare Center, provide whole-body care to Kansans, regardless of insurance status or ability to pay. These 19 federally qualified health centers (FQHCs) and one look-alike health center provided medical, dental, mental health, and substance use disorder services to almost 275,000 individuals in 2019 alone. This is one out of every 10 Kansans accessing care through these community health centers.

For many, arguably the most valuable service received is access to life-saving prescription medications at little to no cost.

Robert Kraft, MD, Chief Executive Officer and Chief Medical Officer for SFHC describes the impact of these cost-effective medications. “Cost is a major barrier for many people to receive life- and health-saving medications. The 340B pharmacy program at Salina Family and other safety net clinics across the country is a literal lifeline for many of our patients treating acute and chronic conditions.”

The 340B Drug Pricing Program, created by Congress during the 1990s, requires drug manufacturers to provide discounted pharmaceuticals to health centers and other covered entities – which makes the prescriptions affordable for all patients, including the uninsured. In addition, the savings retained by these entities allows them to serve even more patients and to increase comprehensive services at no cost to the taxpayer. By law, every penny of the savings is used on patients.

340B is a successful, accountable program that has strong bipartisan support in Washington to this day.

But it also is one that is under assault by the very pharmaceutical companies that manufacture the drugs.

At least five companies – Eli Lilly, Sanofi, AstraZeneca, Merck and Novartis – are attempting to unilaterally change the terms to which they’re legally obligated. In slightly different variations, the pharmaceutical giants are refusing to honor 340B pricing, refusing to ship to contract pharmacies utilized by health centers, imposing arbitrary reporting requirements, or a combination thereof. The companies claim they are attempting to rein in 340B discounts to ensure fiscal integrity of the program.

Health centers are not deserving of such retaliation, however. They are not the problem. Centers across the nation have proven to be excellent stewards of tax dollars and 340B savings. They are nonprofits, accountable by law and audit, and driven by mission – not money.

“We have talked with five of our state’s six members of Congress,” said Denise Cyzman, CEO of the Community Care Network of Kansas of which all 20 health centers are members, “and all of them, Republican and Democratic, are 100% confident health centers are implementing the program with the highest integrity and in accordance with the law.”

In fact, legislative health policy staff from more than one Kansas delegation member’s office have been attempting to stop big pharma’s attack on health centers and their patients in the midst of the COVID-19 public health emergency. Key supporters from Kansas and elsewhere are working with the National Association of Community Health Centers (NACHC) to find a solution.

One legislative piece was a letter to U.S. Department of Health and Human Services (HHS) Secretary Alex Azar that, signed by more than half of all House members including Representative Sharice Davids, opened with this statement: “The 340B program plays an integral role in ensuring eligible health care organizations have access to vital lifesaving medications. As Members of Congress deeply committed to the important safety net mission of the 340B Drug Pricing Program, it is imperative that immediate action is taken to ensure covered entities continue to receive crucial 340B drug discounts.” A similar letter, sent by the Senate, was signed by Senator Jerry Moran.

One of NACHC’s intended steps will be a lawsuit against HHS, demanding they simply enforce the regulations that clearly define how 340B works. HHS has expressed “significant initial concerns” with at least Eli Lilly’s tactics, adding in a letter to that company it will be watching for “over-charges to grantees and contractors.”

The NACHC lawsuit is expected to be filed this month.

The national association of HIV/AIDS clinics, whose members are affected by the same drug company actions, already has filed suit against HHS. Another legal challenge is expected from the American Hospital Association.

During the interim, community health centers and their patients will bear the brunt of the untimely and unfortunate moves by the pharmaceutical companies. Patients are being forced to switch medications if their usual one isn’t available. They may need to make the horrible decision between paying for suddenly high-cost medications or buying food. Additionally, health centers also take a financial hit on any prescription that doesn’t come with the usual 340B price forcing them to use valuable resources to plan operational changes that will include reducing services to the patients who need it most.

The impact is frightening. Less patients served. Less services offered. Staff layoffs and increased unemployment. Devastating health outcomes.

Derek Pihl, PharmD, Executive Director of Pharmacy Services at SFHC notes, “340B at Salina Family provides access to medications directly for many of our low-income patients and also supports many valuable services for all of our patients like behavioral health and care coordination that are not covered by many insurances.”

All the while, health centers continue fighting on the front lines of the COVID-19 pandemic.

Whether it be HHS, the Health Resources and Services Administration, Congress, state attorneys general from across the country, or direct public pressure on the pharmaceutical manufacturers – swift action must be taken to stop the dismantling of the 340B Drug Savings Program. The health of Salina, Kansas and the nation are depending on it.

SFHC: Low-income Kansans rely on 340B drug pricing program

A Salina man was arrested after a one-vehicle accident Sunday night.

Salina Police Captain Paul Forrester reported this morning that a 1978 Mercury Monarch driven by Felix Escobedo-Rodriguez, 37, of Salina, was westbound in an alley between Norton Street and Roach Street, when the vehicle struck a metal fence on the south side of the alley. The vehicle became disabled on the fence and a pile of rubbish in the back yard of 521 East Cloud, Street, he noted.

The accident occurred at approximately 9 p.m., Forrester reported.

According to Forrester, when officers arrived on scene, Escobedo-Rodriguez fled on foot. He was caught in the parking lot of the New Community Christian Church, 530 East Cloud Street and taken into custody, he added. 

The vehicle sustained minor damage to the front and disabling damage to the undercarriage, and was towed from the scene, Forrester noted. A damage estimate for the fence was not known.

Escobedo-Rodriguez was arrested on the following requested charges, Forrester reported.

Operating a motor vehicle without a license

Interference with a law enforcement officer

 </figure>A Salina man was arrested after a one-vehicle accident Sunday night.Salina Police Captain Paul Forrester reported this morning that a 1978 Mercury Monarch driven by Felix Escobedo-Rodriguez, 37, of Salina, was westbound in an alley between Norton Street and Roach Street, when the vehicle struck a metal fence on the south side of the alley. The vehicle became disabled on the fence and a pile of rubbish in the back yard of 521 East Cloud, Street, he noted.The accident occurred at approximately 9 p.m., Forrester reported.According to Forrester, when officers arrived on scene, Escobedo-Rodriguez fled on foot. Salina man arrested after accident Sunday night

An 89-year-old Saline County woman is out $11,000 in cash after someone pulled a grandson-in-jail scam on her.

Saline County Sheriff Roger Soldan said this morning that the woman had received a long distance call on Friday from someone claiming that her grandson had been involved in an accident in a government vehicle. The caller also claimed that the accident was the grandson's fault and that he needed $11,000 in cash to be bailed out of jail, Soldan said.

The woman didn't check to make sure that the call was legitimate because her grandson does work for the Bureau of Land Management and the caller knew her grandson's name, Soldan explained.

According to Soldan, the woman went to the bank, withdrew $11,000 in cash, and then called the person to tell him she had the cash. The man told her that someone named "Brian Hill" would stop by her residence to pick up the cash, Soldan said.

Having someone stop by and pickup the cash is highly unusual, Soldan said. Usually, the money is transfered to an account, he explained.

The woman told deputies that a white male approximately 5'2", 130 pounds with pepper hair and brown eyes and wearing a hat, dark pants, and a t-shirt arrived in a white SUV to pick up the money, Soldan said. Because the man backed the SUV from her residence when he left, the woman was unable to see a license tag, he added.

New Zealand Prime Minister Jacinda Ardern was just re-elected with landslide approval. This was in part the public’s endorsement of her government’s efforts to stamp out the coronavirus. Ardern’s daily televised briefings during the pandemic were clear, science-based and spoken with true concern for fellow citizens. New Zealand entered a severe lockdown with the very first cases, essentially eliminating infections. They then had to return to the same measures to handle a brief import of new cases. But at no time did she use or inspire “fear” in her messaging.

On Sept. 9, President Trump explained why he lied in the early days of the pandemic, stating the novel coronavirus was no more dangerous than the flu while the Woodward tapes revealed that he knew it was “deadly stuff.” He told reporters, “I don’t want people to be frightened. I don’t want to create panic, as you say. And certainly, I’m not going to drive this country or the world into a frenzy.”

Prime Minister Ardern had absolutely no problem communicating the whole truth to her population from Day One. She understood her scientists. And her citizens understood her. It was never about “fear.”

But “fear” is considerably different from justified concern. Health workers, especially those assigned to care for patients in COVID-19 wards, are very aware of their increased risk of getting a serious or deadly infection. They could also carry it home to their family. And although rare, even young children can suffer the devastating multisystem inflammatory syndrome (MIS-C). While such professionals may say “I am ‘afraid’ of carrying it home,” what they actually mean is that they have justified concerns. This is not the frenzy of fear that our President and the anti-mask crowd sees in mask-wearers.

One example I can provide comes from my three years at an international school in Hong Kong.&nbsp; The multi-story school was built on a mountainside and the playground at the top of the school was level with the mountain behind it. Green bamboo vipers would sometimes wash down onto that rooftop playground. While eating breakfast, I would sometimes get a call from the groundskeeper who was unlocking the school each morning, that there was a viper on the playground. I would fetch my snake hook and snake bag and go remove it before the children arrived.

Many people are afraid of snakes. But as a field biologist, I knew how to pin it without harming it, grasp it behind the head and safely place it in the snake bag. There is no fear involved, but great care from experience. Our concern was for the safety of the children that would soon arrive. I also had great respect for the viper as a venomous snake.

Many in the anti-mask crowd in the United States confuse our concern for others and our respect for a potentially dangerous-to-fatal virus as a symbol we are living in fear. They are wrong. I would be stupid if I tried to pick up a bamboo viper with my bare hands, just as they are stupid for hanging around crowded groups of strangers while wearing no mask.

But remember that I needed to remove the viper in order to protect the children who would soon arrive. Likewise, we need to wear masks not just to protect ourselves, but also to protect others because each of us could be a carrier without symptoms. That makes anti-mask folks selfish and self-centered.

Masks are effective. As a hazmat trainee for over a decade, I was trained to fit the N-95 mask correctly. This mask for healthcare and other special workers was invented by Peter Tsai, originally from Taiwan, and patented in 1995. And if worn properly, it does filter out 95 percent of small particles.&nbsp;&nbsp; &nbsp;

The other masks we see daily vary widely in material and how they fit and filter, making strict research difficult.&nbsp; Researchers have looked at 200 countries and their mask policies. Mongolia, directly north of China, adopted a mask policy in January and had no deaths from COVID-19 through the end of the study in May.&nbsp; A study at the University of Hong Kong placed healthy and infected hamsters in adjoining cages. Some lacked a barrier and two-thirds got sick. Others were separated by surgical-mask partitions and only one-fourth got sick but with milder symptoms, suggesting the virus load was reduced. Because limits on gatherings and distancing vary, it is very difficult to measure the effectiveness of the wide varieties of masks. But an examination of cases under different state-government mandates for mask use in April and May provides an estimate that mask mandates could already have prevented as many as 450,000 cases in the U.S.&nbsp;&nbsp;

EDUCATION FRONTLINES: Concern, respect...but not fear

If you buy your pumpkins early, there are some tricks to make them last.

 Make sure the pumpkin wasn't harvested too early; before the rind developed a hard, waxy layer to keep it from drying out and shriveling, according to information from Ward Upham, extension associate. Test the pumpkin with your thumbnail. If it penetrates the fruit easily, it was harvested too early. Pumpkins also keep better in cooler weather. Even mature pumpkins may benefit from a light application of a spray wax such as that used for cars.

If you carve your pumpkins consider that the seeds can be saved and roasted. Scoop out the seeds, rinse them well to remove any strands of tissue that have remained and spread them out so they can dry. Once dry, they can be roasted on a cookie sheet for 10 to 15 minutes at 350 degrees. Roast larger seeds for the longer amount of time.

If you prefer salted seeds, soak the seeds in a brine. Make the brine by combining 2 tablespoons of salt for every 2 cups of water. Add the seeds to the brine and bring to a boil and simmer for 10 minutes. Drain, toss with a tablespoon of olive oil and spread on a cookie sheet. Bake at 400 degrees for 20 to 25 minutes. Check the seeds during the last 5 minutes and remove when done.

Note that carving reduces the longevity of pumpkins with carved pumpkins doing well to last a week.

K-State offers tips for keeping your pumpkins longer

On Oct. 19, 1781, British troops under Gen. Lord Cornwallis surrendered at Yorktown, Virginia, as the American Revolution neared its end.

In 1765, the Stamp Act Congress, meeting in New York, adopted a declaration of rights and liberties, which the British Parliament ignored. 

In 1812, French forces under Napoleon Bonaparte began their retreat from Moscow.

In 1944, the U.S. Navy began accepting Black women into WAVES (Women Accepted for Volunteer Emergency Service).

Bombardier Flight Test Center completes week of tests at Salina airport

A gradual warm up is expected for the first part of the work and school week with highs in the 50s on Monday then 60s on Tuesday. 

According to the National Weather Service (NWS) in Wichita, Monday will start off cloudy, but there should be a decrease in cloud cover through the day. 

There are chances for showers and thunderstorms on Tuesday. 

On Wednesday, high temperatures will range from 62 to 78 with the highest values along the Kansas and Oklahoma border. Clouds should dissipate in the afternoon and evening.

Gradual warmup over the next few days, NWS reports

Salina, Kan. (AP) — Deer hunters across Kansas may have trouble finding a local butcher to process their deer this fall because many of them are booked up for weeks or even months.

The situation is a byproduct of the coronavirus pandemic. More ranchers turned to small and medium-sized meat processors after the virus forced many major meatpacking plants to shut down temporarily or reduce production in the spring and backlogs developed in the system.

“It got busier because of COVID,” according to Ron Wheeler, co-owner of Burkhart Meats. “We used to have a two- to three-week wait — never months.”

So this fall, Burkhart Meats is unable to process deer at its shop in Kinsley for the first time in 50 years. Smoky River Meats in Salina is also turning away deer hunters. Those butchers say they are booked up through January 2022.

“Right now we’re just really busy,” said Lucas Bretz of Smoky River Meats in Salina.

The executive director of the American Association of Meat Processors, Chris Young, said the problem is widespread nationwide. He said part of the issue is that wild game carcasses must be stored separately from beef, hogs and lamb and many processors don’t have room to store them.

The downtown streetscape project and a proposed re-opening plan for the Salina Fieldhouse are among the items on the Salina City Commission agenda for Monday.

The commissioners are scheduled to begin with a study session at 3 p.m. in room 107 of the City-County Building, 300 West Ash Street. The topic of the study session is Wastewater Treatment Plant Improvement Project Design-Build Team Selection.

The commission's regular meeting is scheduled to begin at 4 p.m. Monday in room 107 of the City-County Building. A time for public comment is scheduled near the beginning of the meeting. 

Commissioners are scheduled to conduct a  public  meeting  as  a  requirement  of  the  Kansas  Water  Pollution  Control   Revolving Loan Fund (KWPCRF) Project (No.   C20   2049   01) for improvements to the Wastewater Treatment Plant.

Additionally, commissioners are being asked to concur with a Parks and Recreation staff proposal for a "modified Fieldhouse operation approach as a temporary solution to re-opening the Salina Fieldhouse November-December 2020." In its request, Salina Parks and Recreation staff noted that the indoor sports season is coming up. Additionally, staff reported that "an abundance of public inquiries" had been received. 

The proposal includes having the building open from 2-10 p.m. Monday through Friday, as well as for weekend events. According to information in the commission meeting packet, the modified hours would give maintenance personnel time to properly clean and sanitize the facility each weekday morning and after weekend events.

Other items on the city commission agenda for Monday include the following.

●Authorize  sale  of  General  Obligation  Improvement  and  Refunding  Bonds  Series 2020-B.

Streetscape, proposed re-opening plan for fieldhouse on city agenda

LOS ANGELES (AP) — A stop-motion Rudolph of TV legend and his still-shiny nose are going up for auction. Santa is coming too. 

Figures of the flying reindeer and Saint Nick used in the 1964 animated special "Rudolph the Red-Nosed Reindeer" will be put up for sale to the highest bidder in Los Angeles on Nov. 13. Auction house Profiles in History announced the coming sale on Thursday. 

The 11-inch-tall Santa has a beard made of Yak hair and the 6-inch-tall Rudolph has nose that after some light maintenance through the decades still lights up. 

Together they're expected to fetch between $150,000 and $250,000.

The National Oceanic and Atmospheric Administration’s (NOAA) winter forecast for the U.S. favors warmer, drier conditions across the southern tier of the U.S., and cooler, wetter conditions in the North, thanks in part to an ongoing La Niña. 

Forecasters at NOAA’s Climate Prediction Center - a division of the National Weather Service - are also closely monitoring persistent drought during the winter months ahead, with more than 45% of the continental U.S. now experiencing drought.

"NOAA's timely and accurate seasonal outlooks and short-term forecasts are the result of improved satellite observations, more detailed computer forecast modeling, and expanding supercomputing capacity," said Neil Jacobs, Ph.D., acting NOAA administrator. "From expansive and multi-hazard winter storms to narrow but intense lake effect snow, NOAA will provide the necessary information to keep communities safe."

Currently, large areas of drought extend over the western half of the U.S., with parts of the Northeast also experiencing drought and near-record low stream flows. With a La Niña climate pattern in place, southern parts of the U.S. may experience expanded and intensifying drought during the winter months ahead.

“With La Niña well established and expected to persist through the upcoming 2020 winter season, we anticipate the typical, cooler, wetter North, and warmer, drier South, as the most likely outcome of winter weather that the U.S. will experience this year,” said Mike Halpert, deputy director of NOAA’s Climate Prediction Center.

The greatest chances for warmer-than-normal conditions extend across the Southern tier of the U.S. from the Southwest, across the Gulf states, and into the Southeast. More modest probabilities for warmer temperatures are forecast in the southern parts of the west coast, and from the Mid-Atlantic into the Northeast. Above-average temperatures are also favored for Hawaii and western and northern Alaska.

Below-normal temperatures are favored in southern Alaska and from the northern Pacific Northwest into the Northern Plains, with equal chances for below-, near- or above-average temperatures in the remaining regions.

Wetter-than-average conditions are most likely across the northern tier of the U.S., extending from the Pacific Northwest, across the Northern Plains, Great Lakes, and into the Ohio Valley as well as Hawaii and northern Alaska. The greatest chances for drier-than-average conditions are predicted in the Southwest, across Texas, along the Gulf Coast, and in Florida.

More modest chances for drier conditions are forecast in southern Alaska, and from California across the Rockies, Central Plains, and into the Southeast. The remainder of the U.S., including the Mid-Atlantic and Northeast falls into the category of equal chances for below-, near-, or above-average precipitation.

Widespread, ongoing drought is currently in place across the western half of the continental U.S. as a result of the weak Southwest summer monsoon season and near-record high temperatures. Drought is also present in parts of the Northeast, Ohio Valley, Hawaii, and Alaska. The ongoing La Niña is expected to expand and intensify drought across the southern and central Plains, eastern Gulf Coast, and in California during the months ahead. Drought conditions are expected to improve in the northern Rockies, Northwest, New England, Alaska, and Hawaii over the coming months.
