Salina Animal Services has announced that it is now scheduling appointments for a spay/neuter clinic in March.

According to a post on the <a href="https://www.facebook.com/SalinaAnimalShelter/">Salina Animal Services</a> Facebook page, spaces for the March 2 clinic will be limited. Persons interested in scheduling appointments for their pets are asked to call 785-826-6535 and ask for Lisa or leave a message with the front desk.

Payment with a credit card is required at the time appointments are scheduled.

An Arctic air mass will keep much of the country frigid next week.

Below to well below normal temperatures are expected across much of the United States over the weekend and continuing well into next week, according to the National Weather Service (NWS) in Wichita.

In Kansas, this will lead to highs in the 20s, with lows in the single digits and teens, NWS noted. Additionally, wind chill values will fall below zero at times. There also will be opportunities for light snow, especially Saturday and again early next week, according to NWS.

New grant amendment takes effect immediately

TOPEKA&nbsp;– Kansas Department for Children and Families Secretary Laura Howard today announced additional financial oversight provisions in the agency’s grant agreement with Saint Francis Ministries (SFM).

“I remain concerned about Saint Francis Ministries prior lack of transparency regarding their financial health,” Howard said. “These new oversight provisions guarantee DCF receives information it previously requested from former SFM leadership and additional information moving forward in order to fully understand the depth of SFM’s financial difficulties and to take steps to assist in rectifying identified issues.”

This amendment is the latest action taken by DCF related to SFM’s financial management and viability.&nbsp; In early 2020, DCF initiated an independent management review in response to concerns raised regarding the agency’s financial viability and a large data loss.&nbsp; After leadership changes at SFM and allegations against the former executive, the management review is currently focused on ensuring that Kansas taxpayer dollars are being spent appropriately.&nbsp; The management review should be completed within the next month.&nbsp;

The amendment was signed by both parties Feb.1 and goes into effect immediately. Provisions of the amendment include:

●Requiring SFM to submit its FY 2109 audit to DCF upon signing of the agreement (completed). 

●Requiring SFM to submit its FY 2020 audit to DCF no later than July 1. 

●Requiring SFM to submit a board approved three-year business plan by March 1.

●Requiring SFM to defer any unspent funds as unearned revenue for grants awarded by DCF and isolate those funds in a separate liability account identified as DCF unspent funds beginning Oct. 1, 2019. 

●SFM must also submit a general plan on how it plans to reinvest the surplus of funds back into Kansas child welfare programs on signing of the agreement (completed). 

●In addition, SFM must submit both an implementation plan detailing operations and financial details for reinvestment and a plan for repayment of any amount determined necessary by DCF by March 1. 

●Requiring SFM to pay back any misallocation of funds associated with the Kansas grant as determined by findings from the independent audit. 

●Requiring SFM to provide DCF income statements and other financial statements on a monthly basis starting with the cost report due to DCF on Jan. 25, 2021.

●Requiring SFM to provide DCF a fiscal year to date balance sheet on a monthly basis beginning with the cost report due by March 25, 2021.

 ●Requiring SFM management to participate in monthly phone calls with DCF to review progress on data recovery and other conditions set forth in the amendment. 

●Requiring SFM to continue its participation in and provide all documentation requested by DCF for a designated period between July 1, 2018 and Sept. 30, 2019 and agrees to provide all requested documentation for an extended period through the end of Fiscal Year 2021, to June 30, 2021.

●SFM agreeing that beginning Feb. 1, all future monthly payments made to SFM by DCF will be adjusted by the amount of the prior months unspent payment as reflected in the cost report and supporting documentation submitted to DCF by SFM. 

●SFM agreeing that failure to meet any of requirements and associated deadlines included in the amendment may result in a penalty consisting of up to a five percent reduction of administrative payments per month under the grant.

The amendment to SFM’s grant award is in effect through October 2021 with the understanding that SFM complies with the conditions laid out in the amendment.

“DCF values its partnership with Saint Francis Ministries and appreciates the work it does with children and families in Kansas,” Howard said. “I look forward to moving forward, in good faith with the new leadership, to resolve these issues.”

DCF heightens financial oversight of Saint Francis Ministries

Officers responded Tuesday night to a report of shots fired in a southwest Salina neighborhood.

Salina Police Captain Paul Forrester reported this morning that officers were dispatched to the 2100 block of Meadowlark Lane at 10:20 p.m. after gunshots were reported. Witnesses told the officers that they had heard five gunshots in the area. Officers found five spent shell casings in the roadway, however, no damage or victims were located, he explained. 

Witnesses reported seeing a black Chevrolet Silverado pickup with tinted windows driving southbound, and a tan Nissan Pathfinder driving in the area.

Police are invesitgating the theft of tools and other items valued at $2,500 that were taken from the bed of a pickup in south Salina Tuesday.

Paris Gorman, 26, of Salina, told police that he had removed a car seat from his pickup at about 5:30 p.m. Tuesday, but forgot to remove a Milwaukee Packout toolbox in the bed of the pickup, which was parked in the 2300 block of Chapel Ridge, Salina Police Captain Paul Forrester reported this morning. When Gorman returned to the pickup at approximately 11:30 p.m., the tool box had been stolen.

The tool box contained various Milwaukee tools, including two drills, a SAWZALL, an M12 impact, and a bandsaw, as well as three M12 impact batteries. The total loss is estimated at $2,500.

I was recently asked to help judge an FFA speech contest. I happily agreed to help as I thoroughly enjoy listening to young adults present their research and memorized written work before a panel of strangers. Besides, setting aside a few hours to judge is the least I can do to help support a valuable organization that helped shape me. &nbsp; This year’s contest was void of a building full of chattering high schoolers from around Kansas nervously working through their manuscripts one last time before presenting to a room of judges. There was no electric feeling in the air from teens anxiously pacing hallways prior to their events. There was no tabulation room where FFA advisors would catch up with one another over warm cups of coffee and cold donuts. There was no pizza for students and adult volunteers to devour. This year’s event was virtual. &nbsp; Some of my best FFA memories were when I’d get up hours before the sun, drive into town, get on a yellow bus with my fellow FFA members and travel to contests and events. Those were always the mornings I didn’t want to hit the snooze button. &nbsp; On the bus, I’d practice for my contest followed by a jam out session to the likes of AC/DC thanks to someone bringing their boombox. We would all look forward to seeing our friends from across the state and being able to hangout and socialize after completing our contests while waiting for judges to tabulate scorecards. We’d play cards, eat junk food, listen to music and sometimes harass our tired ag teachers. Competing was fun. Building my skills was fun. But the social aspect was something I genuinely looked forward to as well. &nbsp; I checked into the Zoom meeting room from the comfort of my kitchen. One by one, students from across the central part of Kansas would be admitted into our virtual room at their assigned time to give their prepared speech on a topic of their choice — aiming to be within six and eight minutes — before completing a five-minute question and answer session with the judges. &nbsp; I’m not sure if the absence of live, in-person stone faced judges staring at you eased the anxiety of this year’s batch of prepared public speakers. I do know there was a new set of unofficial criteria each student had to mentally check aside from making sure their tie was on straight and their jacket was zipped properly before walking into a room and giving their speech at their assigned time. &nbsp; Students had to be cognizant of their Wi-Fi connections, their audio levels, their lighting, the angle of their computer screens, their backgrounds and any background noises that could potentially derail a speaker. Hands down, there were a lot more that students had to prepare for this year. &nbsp; While some students presented their speeches in classrooms, others presented from a room in their homes. Regardless, every one of the speakers showed up on time in their official dress to present work they had spent weeks, if not months, preparing. &nbsp; While it would have been easy to take a pass on this year’s speech event because the traditional environment was nonexistent, and because students didn’t get out of school for the day, and because there was no bus ride where students could bond, and there was no opportunity to mingle with students from other schools while waiting for scores to post. I have to say that agriculture students from across central Kansas still put in the work and performed to the best of their abilities this year even though the extra perks of traveling to a contest and seeing their friends didn't happen. &nbsp; The caliber of work presented and the number of students competing was not lost.&nbsp; &nbsp; While COVID-19 sure has led to the creation of different experiences I don’t think any of us could have imagined a year ago; I admire the students (and their teachers) still pushing forward for continued self-improvement and excellence, even in the time of a pandemic.

INSIGHT: Still pushing forward

Dear Members of the Kansas Board of Regents,

We, the undersigned distinguished professors from Kansas Board of Regents universities, strongly urge the immediate rescinding of the KBOR’s new termination policy. We applaud Allison Garrett (Emporia State), Tisa A. Mason (Fort Hays State), Richard Myers (Kansas State), Steven A. Scott (Pittsburg State), and Richard Muma (Wichita State) for refusing to use the policy. It is harmful to our individual campuses and to the Regents system as a whole.

As Regent Shane Bangerter notes, these are indeed “extreme times.” The chronic underfunding of Kansas higher education has become suddenly acute. However, Regents universities already have a policy crafted specifically to address such extremity--declaring financial exigency allows universities to downsize in the face of financial emergency. In consultation with KBOR, each campus has already developed, via shared governance, the necessary procedures: these should be implemented if a campus determines that they are needed. Best practices for university management require transparency and proper procedure.

To jettison best practices with this substitute policy not only reveals a lack of respect for each campus’ system of shared governance, it threatens long-term damage to the missions of each institution. It undermines the purpose of tenure, which is to allow faculty to pursue their scholarship without fear of repercussions. Academic freedom is the foundation upon which we build discovery, robust research, scholarship and creative activities. It also fosters an environment essential to recruiting and retaining excellent faculty in the future. Finally, the new policy undermines the morale of current staff and faculty at precisely the time when each campus needs extraordinary effort and resilience from them.

 </figure>Dear Members of the Kansas Board of Regents,We, the undersigned distinguished professors from Kansas Board of Regents universities, strongly urge the immediate rescinding of the KBOR’s new termination policy. We applaud Allison Garrett (Emporia State), Tisa A. Mason (Fort Hays State), Richard Myers (Kansas State), Steven A. Scott (Pittsburg State), and Richard Muma (Wichita State) for refusing to use the policy. It is harmful to our individual campuses and to the Regents system as a whole.As Regent Shane Bangerter notes, these are indeed “extreme times.” The chronic underfunding of Kansas higher education has become suddenly acute. However, Regents universities already have a policy crafted specifically to address such extremity--declaring financial exigency allows universities to downsize in the face of financial emergency. In consultation with KBOR, each campus has already developed, via shared governance, the necessary procedures: these should be implemented if a campus determines that they are needed. Best practices for university management require transparency and proper procedure.To jettison best practices with this substitute policy not only reveals a lack of respect for each campus’ system of shared governance, it threatens long-term damage to the missions of each institution. It undermines the purpose of tenure, which is to allow faculty to pursue their scholarship without fear of repercussions. Academic freedom is the foundation upon which we build discovery, robust research, scholarship and creative activities. It also fosters an environment essential to recruiting and retaining excellent faculty in the future. LETTER: Kansas professors critical of new termination policy

Today is Wednesday, Feb. 3, the 34th day of 2021. There are 331 days left in the year. 

On Feb. 3, 1959, rock-and-roll stars Buddy Holly, Ritchie Valens and J.P. "The Big Bopper" Richardson died in a small plane crash near Clear Lake, Iowa. 

In 1865, President Abraham Lincoln and Confederate Vice President Alexander H. Stephens held a shipboard peace conference off the Virginia coast; the talks deadlocked over the issue of Southern autonomy.

In 1913, the 16th Amendment to the U.S. Constitution, providing for a federal income tax, was ratified. 

In 1916, Canada's original Parliament Buildings, in Ottawa, burned down.

In 1917, the United States broke off diplomatic relations with Germany, the same day an American cargo ship, the SS Housatonic, was sunk by a U-boat off Britain after the crew was allowed to board lifeboats. 

In 1930, the chief justice of the United States, William Howard Taft, resigned for health reasons. (He died just over a month later.) 

In 1943, during World War II, the U.S. transport ship SS Dorchester, which was carrying troops to Greenland, sank after being hit by a German torpedo in the Labrador Sea; of the more than 900 men aboard, only some 230 survived. One year ago: In closing arguments at President Donald Trump's impeachment trial, Democratic prosecutors urged senators to stop a "runaway presidency" and recognize Trump's actions in Ukraine as part of a pattern of behavior that would allow him to "cheat" in the 2020 election; Trump's defenders accused Democrats of trying to undo the 2016 election and said voters should decide Trump's fate. Secretary of State Mike Pompeo said a "handful" of flights would head to China to bring Americans home from the province at the center of the coronavirus outbreak. McPherson County reports 29 new cases of COVID-19

A variety of works by senior artists will be a part of an upcoming exhibition at the Salina Art Center.

Local senior artists will be celebrated March 3-7 at Salina Art Center, 242 South Santa Fe Avenue, during Salina Presbyterian Manor's annual Art is Ageless® exhibit.

This is the 40th anniversary of Art is Ageless®, a trademarked program of Presbyterian Manors of Mid-America (PMMA). The program offers senior artists the opportunity to share and display their artwork and reaffirms the agelessness of human creativity.

“It’s inspiring to see the beautiful pieces these seniors have created,” said Cathy Boos, marketing director. “The joy it brings to them and others is wonderful, and that’s something we want to celebrate and share with the entire Salina community.”

The first Art is Ageless calendar was published in 1981, featuring art from Presbyterian Manor community residents. Since then, the program has expanded to include a juried art competition open to all seniors age 65 and older.

The Art is Ageless exhibit will be open from 11 a.m. to 5 p.m. March 3-7 and will feature works from local artists. The public is welcome to visit Salina Art Center to view the exhibit of acrylics, oils, photography and various other mediums, ranging from amateur to professional levels. Winning pieces at the community level move on to a masterpiece level judging to determine which pieces are featured in the annual calendar and on note cards.

In addition to the exhibit, Salina Presbyterian Manor will honor the local senior artists who entered artwork in the exhibit during a private reception from 2-4 p.m. March 7.

Upcoming exhibition to feature works by senior artists

MANKATO -- The Jewell County Sheriff's Office has arrested three juveniles in connection to the theft of multiple firearms in the county.

The investigation began on Nov. 14, 2020, with a burglary in Mankato in which seven firearms were stolen, according to a news release posted earlier Tuesday on the <a href="https://www.facebook.com/jewellcountysheriffsoffice">Jewell County Sheriff's Office</a> Facebook page.

"Since the initial report, there have been 4 additional burglaries, 3 being in Mankato and 1 in Burr Oak, with a total of 18 firearms stolen. Along with the firearms there were also jewelry, knives, money, and narcotic pain medications that were stolen," the release noted.

According to information from the sheriff's office, investigators discovered that a juvenile was attempting to sell firearms over Snapchat. The firearms matched the description of the firearms stolen in the recent burglaries, the sheriff's office noted.

On Thursday, the sheriff's office, with the assistance of the Beloit Police Department, arrested three juveniles on the following requested charges, the release noted.

According to the sheriff's office, no firearms have yet been recovered and the case remains under investigation.

MANKATO -- The Jewell County Sheriff's Office has arrested three juveniles in connection to the theft of multiple firearms in the county.The investigation began on Nov. 14, 2020, with a burglary in Mankato in which seven firearms were stolen, according to a news release posted earlier Tuesday on the <a href="https://www.facebook.com/jewellcountysheriffsoffice">Jewell County Sheriff's Office</a> Facebook page."Since the initial report, there have been 4 additional burglaries, 3 being in Mankato and 1 in Burr Oak, with a total of 18 firearms stolen. Along with the firearms there were also jewelry, knives, money, and narcotic pain medications that were stolen," the release noted.According to information from the sheriff's office, investigators discovered that a juvenile was attempting to sell firearms over Snapchat. The firearms matched the description of the firearms stolen in the recent burglaries, the sheriff's office noted.On Thursday, the sheriff's office, with the assistance of the Beloit Police Department, arrested three juveniles on the following requested charges, the release noted.Five counts of felony burglaryFifteen counts of felony theftTwo counts of felony possession of a controlled substanceAccording to the sheriff's office, no firearms have yet been recovered and the case remains under investigation.

Abilene's Potter among Governor Kelly's appointments

More than 5,000 people have registered for COVID-19 vaccination appointments in Saline County. 

That's the word from the latest edition of the Saline County Health Department's Vax Facts update that was released late this afternoon.

Registered Saline County residents who currently are eligible for COVID-19 vaccinations -- those 65 or older, and anyone in Phase 1 who has yet to be vaccinated -- will be called for scheduling in the order their registrations were received, the health department noted.

Once approximately one third of the over 65 population has been vaccinated, the ability to move to the next step pf Phase 2 will be evaluated, according to the health department.

Phase 2 populations include the following.

●All unvaccinated persons prioritized in Phase 1

5,000+ already registered for vaccinations in county

MCPHERSON -- The McPherson Police Department (MPD) is urging residents to follow the 9 p.m. Routine.

In a post this afternoon on the <a href="https://www.facebook.com/McphersonPD/">McPherson KS Police Department</a> Facebook page, the department noted that during January 2021, it received nine vehicle burglary reports, resulting in eight thefts, and one stolen vehicle report, two business burglary reports, resulting in one theft, and one residential burglary report, resulting in in one theft. Investigations into the incidents are ongoing.

According to the post, the stolen vehicle was recovered.

MPD also provided the following information about the incidents.

•Five out of the 10 vehicles were unlocked

•Four vehicle owners could not remember if they locked the vehicle doors

•Eight vehicles had personal items visible from the outside

•Four firearms were stolen and have not been recovered

•11 out of the 13 burglaries happened after 9 p.m.

"It only takes a quick minute for a burglary and theft to happen. Why make it easy? Please follow the #9PMRoutine by LOCKING your doors and REMOVING ALL valuable items!" MPD noted in the Facebook post.
