TOPEKA – Fatal wrong-way driving crashes on our nation's highways are a persistent and devastating threat that is only getting worse, with the exception of only about a dozen states, including Kansas.  

According to the latest data analysis from the AAA Foundation for Traffic Safety, there were more than 2,000 deaths from wrong-way driving crashes on divided highways between 2015 and 2018, an average of approximately 500 deaths a year. That is up 34% from the 375 deaths annually from 2010 to 2014.

Researchers found that the odds of being a wrong-way driver increased with alcohol-impairment, older age, and driving without a passenger.

"Wrong-way crashes on divided highways are often fatal as they are typically head-on collisions," said Dr. David Yang, executive director of the AAA Foundation for Traffic Safety. "And unfortunately, as the data shows, fatalities from these crashes are on the rise."

But Not in Kansas In recent years, the Kansas Department of Transportation (KDOT) has taken multiple steps to put the brakes on wrong-way crashes, and the numbers suggest those efforts have made a difference.&nbsp;&nbsp;&nbsp;

“While most states have seen an increase in these frightening, often fatal crashes, just the opposite has been true here in Kansas, and not by accident,” said Shawn Steward spokesman for AAA Kansas. “Wrong-way crash fatalities dropped more than 36% percent in the Sunflower State, with 47 occurring from 2010-2014, and 24 happening from 2015-2018. Our traffic safety partners at KDOT are to be applauded for their life-saving efforts."&nbsp;

To mitigate wrong-way crashes in Kansas,&nbsp;the Department of Transportation partnered with Kansas State University to conduct research on wrong-way driving.&nbsp;The research project is in the final stages and has:&nbsp;

●Identified trouble ‘hotspots’ using the KDOT&nbsp;crash database. 

●Installed and evaluated wrong-way countermeasures at&nbsp;a few&nbsp;interchanges on Interstate 70&nbsp;in Shawnee County. 

●Developed a method to collect and evaluate ramp data for countermeasure installation. 

●Established recommendations for deployment of countermeasures for partial cloverleaf interchanges,&nbsp;such as Red Retro-reflective Delineators on wrong-way signposts, oversized and lowered Wrong Way signs and Flashing LED Wrong Way signs.

“We look forward to reviewing the results of this research and considering application of these low-cost solutions to additional interchanges across the state,” said Steven A. Buckley, state highway safety engineer for the Kansas Department of Transportation.

AAA works with the National Transportation Safety Board (NTSB) and other traffic safety organizations to educate drivers on the deadly impact of wrong-way driving. &nbsp;In light of these latest research findings, AAA and the NTSB are urging state transportation agencies to adopt driver-based countermeasures that address these factors, such as alcohol ignition interlocks, strengthened deterrence strategies like sobriety checkpoints, driver refresher courses for older adults and the installation of more-visible signs and signals.&nbsp;

Alcohol-impairment, older age, and driving without a passenger increase risks of wrong-way crashes Researchers examined eight factors related to these types of crashes, and three stood out – alcohol-impairment, older age, and driving without a passenger. Six in ten wrong-way crashes involved an alcohol-impaired driver. Those with blood alcohol concentrations over the legal limit of 0.08 g/dl* were significantly more likely to be wrong-way drivers than non-alcohol-impaired drivers involved in the same crashes.

Impairment is on the NTSB’s&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d845%2f%3e0-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=387794&amp;Action=Follow+Link" target="_blank">MOST WANTED LIST</a>&nbsp;of Transportation Safety Improvements, which is the agency’s premier advocacy tool. The list identifies the top safety improvements that can prevent crashes, minimize injuries, and save lives. Impairment in transportation is not limited to just alcohol; it also includes impairment by other drugs—legal or illicit.

“Alcohol impairment is, by far, the single most significant factor in the majority of wrong-way driving crashes, which unfortunately has not changed since the NTSB issued its Wrong-Way Driving special investigation report in 2012,” said NTSB Director of the Office of Highway Safety, Dr. Rob Molloy. “The important work done by AAA shows that we need to redouble our efforts to address this safety hazard. We know that interventions like ignition interlock devices for all offenders and high-visibility enforcement operations will reduce these types of devastating crashes.”&nbsp;&nbsp;

An alcohol ignition interlock device prevents a vehicle from starting until the driver provides a breath sample that registers below a pre-set low limit, usually around a BAC of .02. &nbsp;It is the best countermeasure we have to separate drinking from driving.

The data also shows that drivers over age 70 are more at risk of wrong-way driving than their younger counterparts. Previous Foundation research from the&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d845%2f%3e0-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=387793&amp;Action=Follow+Link" target="_blank">AAA Longitudinal Research on Aging Drivers (LongROAD</a>) project found that older drivers aged 75-79 spent less time on the road and drove fewer miles per trip than younger age groups.&nbsp; And yet, this same age group is over-represented in wrong-way crashes.

A passenger's presence may offer some protection against being a wrong-way driver, as nearly 87% of wrong-way drivers were alone. Passengers may alert drivers that they are entering a one-way road, preventing them from entering the highway in the wrong direction, or alerting them to their error, helping the driver take corrective action before a crash occurs.

How to make a U-Turn on the Rising Wrong-Way Crashes Trend In addition to alcohol ignition interlock devices and high-visibility enforcement, AAA and the NTSB want state policymakers to consider widely used effective infrastructure countermeasures, such as installing more-visible traffic signs and signals that follow national standards and are placed at proper locations. &nbsp;Because older drivers are over-represented in wrong-way collisions, AAA and the NTSB also urge states to change their laws to help identify medically at-risk drivers, both physically and cognitively, to keep everyone safely driving as long as possible.

AAA and the NTSB remind drivers to use common sense before getting behind the wheel.

●If you are driving, don't drink. If you are drinking, don’t drive.&nbsp;If you consume marijuana or alcohol or use potentially impairing prescription medications, then don't drive. And if you're going to drive, then don't consume these substances.

●Stay alert. Stop driving if you become sleepy because you could fall asleep at any time. Fatigue impacts reaction time and judgment, causing people who are very tired to behave in similar ways to those who are drunk.

Methodology: AAA Foundation researchers examined the number of fatal wrong-way crashes and the number of people killed using data from NHTSA's Fatality Analysis Reporting System (FARS). Characteristics of wrong-way drivers were compared with "right-way" drivers in the same crash to identify factors associated with increased odds of being a wrong-way driver in these types of crashes.&nbsp;&nbsp;

The annual effort to collect cans of soup for local non-profits exceeded its goal of 55,000 cans, according to information from the organization. It is the ninth time the group has exceeded its goal.

More than 30 Salina churches and several businesses were among those involved in the effort.

The soup will be distributed among the Salina Emergency Aid Food Bank, Salina Salvation Army, Salina Rescue Mission, Ashby House, and DVACK.

"We thank everyone for their donations and volunteer labors and look forward to next year," the group noted.

Salina Souperbowl of Hope exceeds goal of 55,000 cans of soup

Would you like to hear a yarn? Today we’ll meet a Kansas family that has established a farm of specialty animals producing fiber that can be woven into yarn and other products.&nbsp;&nbsp;&nbsp;

Collen and Mike McGee are the owners of Rowantree Farm near Abilene. Collen grew up in Washington state, served in the military, and joined the civil service after military retirement. Then she met and married Mike, who also served in the Army.&nbsp;

“In 2014, Fort Riley called,” Collen said. She had the opportunity to join the public affairs office, and Mike had the opportunity to be a counselor at Fort Riley, so they drove to Kansas. “Our first stop was at Milford Lake,” Collen recalled. “We said, ‘Yes, we could live here.’”&nbsp;

Collen and Mike decided they wanted a more&nbsp;rural&nbsp;lifestyle, so they found a place to live outside of Abilene. It had a building and livestock pens where they began their farm. The McGees named their farm Rowantree Farm, which is a play on Collen’s maiden name of Roundtree.&nbsp;

“We wanted animals that fit our size and age,” Collen said. In other words, they wanted animals that had value but were smaller and more manageable than big cows, for example. Specifically, they are raising Pygora and Cashmere goats and Babydoll Southdown sheep that produce high quality fiber. They also raise chickens and eggs.&nbsp;

Pygoras are sometimes called “the versatile goat with the luxurious coat.” Pygora goats are a cross between pygmy goats and angora goats. They are specifically bred to produce fine cashmere fiber for hand spinning.&nbsp;

Southdown sheep originated in the South “Downs” of Sussex County, England, and came to the United States in 1803. Through the years, they were bred for larger size and meat production. Babydoll Southdowns are the small-framed, diminutive version of the breed that resemble the original sheep from old England. These sheep will be 18 to 24 inches tall when full grown. Babydoll wool blends especially well with Pygora and cashmere fibers.&nbsp;

“My mom had owned a yarn shop in Washington state after my dad retired,” Collen said. Producing fiber allowed Collen to reconnect with these roots.&nbsp;

“There is a resurgence in fiber arts,” Collen said. “Gen Xers and Millennials want to be makers of real things.” Collen and Mike shear their sheep and goats to harvest the fiber for processing and use. “My husband started playing with it and found he liked it too,” Collen said. “He’s now the dye guy.”&nbsp;

The McGees sell yarn, eggs, fiber for spinning, drop spindles and&nbsp;needle felting kits. In non-pandemic times, they host school tours and daycare groups at the farm. They are also working on opening their own fiber mill and on-farm store. “There’s room in the industry for another mill, because there are six- to nine-month delays in getting fiber processed,” Collen said. Rowantree Farm is a member of the&nbsp;<a href="https://fromthelandofkansas.com/" target="_blank">From the Land of Kansas</a>&nbsp;program sponsored by the Kansas Department of Agriculture.&nbsp;

In January 2021, Collen helped start a Kansas Fiber Producers Association that meets as a&nbsp;<a href="https://www.facebook.com/groups/232962661716906" target="_blank">Facebook group</a>. This umbrella group is composed of producers who harvest fiber from a variety of animals such as sheep, goats, alpacas, llamas and rabbits.&nbsp;

In early May, the group is planning its first-ever Homestead Hop for people to visit various farms and see local, small producers. Today we’ll meet a Kansas family that has established a farm of specialty animals producing fiber that can be woven into yarn and other products.&nbsp;&nbsp;&nbsp;Collen and Mike McGee are the owners of Rowantree Farm near Abilene. Collen grew up in Washington state, served in the military, and joined the civil service after military retirement. Then she met and married Mike, who also served in the Army.&nbsp;“In 2014, Fort Riley called,” Collen said. She had the opportunity to join the public affairs office, and Mike had the opportunity to be a counselor at Fort Riley, so they drove to Kansas. “Our first stop was at Milford Lake,” Collen recalled. “We said, ‘Yes, we could live here.’”&nbsp;Collen and Mike decided they wanted a more&nbsp;rural&nbsp;lifestyle, so they found a place to live outside of Abilene. It had a building and livestock pens where they began their farm. The McGees named their farm Rowantree Farm, which is a play on Collen’s maiden name of Roundtree.&nbsp;<figure>

 </figure>“We wanted animals that fit our size and age,” Collen said. In other words, they wanted animals that had value but were smaller and more manageable than big cows, for example. Specifically, they are raising Pygora and Cashmere goats and Babydoll Southdown sheep that produce high quality fiber. They also raise chickens and eggs.&nbsp;Pygoras are sometimes called “the versatile goat with the luxurious coat.” Pygora goats are a cross between pygmy goats and angora goats. Parts of Dickinson County have been rattling a bit the past couple of days.

According to the Kansas Geological Survey, a 2.5 magnitude quake struck northeast of Hope at 11:40 p.m. Friday. The quake was centered west of Sage Road and south of 1000 Avenue.

A second 2.5 magnitude quake shook part of the county southwest of Hope at 7:58 a.m. Saturday. That temblor was centered east of Indy Road and south of 300 Avenue.

Earthquakes rattle parts of Dickinson County

MCPHERSON —&nbsp;A firefighter suffered minor injuries in a fire on Friday in McPherson.

Just after 10:30. a.m. crews responded to the 100 block of South Taft Street in McPherson, according to McPherson Fire Chief T.J. Wyssmann.

A trailer on that street, occupied by three adults and multiple animals, was on fire. All three people got out safely. One firefighter was taken to the hospital. The firefighter was treated and released. Two animals died.

The trailer is uninhabitable. The fire started accidentally in a bedroom. No damage estimate was given in the release.

The Details Physical Demands&nbsp;- On a regular basis, the lifting is up to 50 pounds; some areas may be up to 20 pounds. If material is large in size/heavy - do a 2-person lift! You pull material from bunks/forklifts and carts (above and below your shoulders), place on saw, table, cut, move to next area. Nutshell: Walk, Lift, Bend, Squat, Pull - it's a workout!

The temperance movement, prohibition, and cultural identity will be the focus of the upcoming virtual First Thursday presentation from the Smoky Hill Museum.

The free presentation, “Foam on the Range,” by Isaias J. McCaffery, is scheduled for 5:30-6:30 p.m. on Thursday via Zoom. Kansas was on the forefront of the temperance movement, and eventually became the first state to prohibit alcohol consumption. This enforced abstinence clashed with the many German, Czech, and other immigrant groups who had settled across the state. In fact, anti-immigrant prejudice helped drive support for prohibition in some areas. In response, ethnic communities frequently violated prohibition laws in an effort to preserve an important expression of cultural identity.

Dr. Isaias J. McCaffery is a history professor at Independence Community College and is past president (and a present board member) of the Kansas Association of Historians. He authored “Wi Leahre Plautdietsch: An Beginner’s Guide to Mennonite Low German,” which was published in 2009.

“During the 1800s, the consumption of alcohol became associated with immigrant cultures, at a time in which native-born citizens often perceived foreigners as potential threats to American morality,” said McCaffery. “To many ethnic Kansans, hysterical rhetoric concerning the evil that lurked in a mug of beer or a glass of wine seemed nothing short of ludicrous.”

'Foam on the Range' looks at immigrant culture during prohibition

In a religiously diverse country, how do we make people of all religions and none feel like equal members of our community?

In the coming weeks, many religious communities are preparing for major holidays. This month, members of the Baha’i community prepared for Naw-Ruz, Jews prepare for Passover and Hindus prepare for Holi. Christians will celebrate Easter in April, and that same month, Sikhs will celebrate Vaisakhi and Muslims will welcome the season of Ramadan. For my part, I can’t wait to celebrate Easter with my mom’s side of the family over Zoom and have a Passover Seder with my dad’s side, too.

For many members of our community, this is a joyous time — but the season brings a number of challenges for schools, workplaces and communities. How should schools teach students about the holidays celebrated by students and their families? To what extent should workplaces accommodate the requests of employees who want time off to celebrate? How should our religious and civic leaders mark these important events?

At the Freedom Forum, these questions remind us that this season of religious celebration is also a season to celebrate the First Amendment. The Free Exercise Clause of the First Amendment safeguards the right of people of all religions and none to celebrate or abstain from celebrating these holidays. The Establishment Clause provides protections by ensuring that the government — and, by extension, public schools — don’t favor one religion over another, or religion over non-religion.

There’s much we can do to make sure the spirit of the First Amendment stays alive in our communities during this holiday season.

In our public schools, we can teach about these various holidays so that students understand the diverse ways people celebrate, the ways celebrations have changed over time and the ways celebrations are embedded in culture. Remember, schools should teach about religion academically, but they should not teach religion devotionally.

In our workplaces, we can provide reasonable accommodations to employees who want time off to celebrate with their families or who want to adjust their schedules to accommodate fasts. Remember, not everyone in the workplace celebrates the same holidays — or celebrates at all. Now is the time, before the holidays begin, to have a conversation with your employees about how best to make everyone feel like a valued member of the team.

In our communities, we can educate one another about our traditions, or why we do not celebrate. We can remind our elected officials that people of all religions and none are equal members of our community.

FIRST 5: Celebrating spring's religious holidays, First Amendment

Today is Saturday, March 27, the 86th day of 2021. There are 279 days left in the year. 

On March 27, 1964, Alaska was hit by a magnitude 9.2 earthquake (the strongest on record in North America) and tsunamis that together claimed about 130 lives.

In 1513, Spanish explorer Juan Ponce de Leon sighted present-day Florida. 

In 1884, the first telephone line between Boston and New York was inaugurated.

In 1942, during World War II, Congress granted American servicemen free first-class mailing privileges. 

In 1945, during World War II, General Dwight D. Eisenhower told reporters in Paris that German defenses on the Western Front had been broken. 

In 1968, Soviet cosmonaut Yuri Gagarin, the first man to orbit the Earth in 1961, died when his MiG-15 jet crashed during a routine training flight near Moscow; he was 34. 

In 1973, "The Godfather" won the Academy Award for best picture of 1972, but its star, Marlon Brando, refused to accept his Oscar for best actor. Liza Minnelli won best actress for "Cabaret." 

In 1975, construction began on the Trans-Alaska Pipeline, which was completed two years later. 

In 1977, in aviation's worst disaster, 583 people were killed when a KLM Boeing 747, attempting to take off in heavy fog, crashed into a Pan Am 747 on an airport runway on the Canary Island of Tenerife.

In 2019, a Wisconsin man, Jake Patterson, pleaded guilty to kidnapping 13-year-old Jayme Closs and killing her parents; the plea spared the girl from the possible trauma of having to testify at his trial. (Patterson was sentenced to life in prison.) Facebook said it was extending its ban on hate speech to prohibit the promotion and support of white nationalism and white separatism.

Ten years ago: International air raids targeted Libyan leader Moammar Gadhafi's hometown of Sirte (SURT) for the first time as rebels quickly closed in on the regime stronghold.

Five years ago: A bombing in the eastern Pakistani city of Lahore killed 65 people in a park crowded with Christians, including many children; a breakaway faction of the Taliban claimed responsibility. The Syrian government recaptured the historic city of Palmyra from Islamic State fighters who had waged a 10-month reign of terror there.

One year ago: The House approved a $2.2 trillion coronavirus rescue package; it was immediately signed by President Donald Trump. The president issued an order seeking to force GM to produce ventilators for coronavirus patients under the Defense Production Act. New outbreaks surged in cities including Chicago, Detroit and New Orleans; where crews rushed to build a makeshift hospital in the city's convention center. British Prime Minister Boris Johnson announced that he had tested positive for the coronavirus. The Rev. Joseph E. Lowery, a civil rights leader who helped the Rev. Martin Luther King Jr. found the Southern Christian Leadership Conference, died at 98.

A free, safe, and easy way to file federal and state returns is to use the Volunteer Income Tax Assistance Program, better known as VITA.

Filing with VITA keeps more money in taxpayers’ pockets, and they can avoid paying unnecessary filing fees. If you're planning to use the services of the Salina VITA program, you will need to drop off all necessary documents by Thursday (April 1).

“This year, more than ever, the Salina Area United Way is pleased to provide assistance to individuals and families to file their taxes for free,” said Brenda Gutierrez, program director, Salina Area United Way. “Disrupted employment missed stimulus payments and mortgage forbearance are just some of the financial issues that many are struggling with this year. Access to free tax preparation and increased awareness of tax credits are part of Salina Area United Way’s mission to help more people achieve financial stability.”

The VITA program has implemented processes designed to protect the health and safety of trained volunteers and clients.

The new VITA location is the Salina Area United Way office, 113 N. Seventh Street, where clients can pick up forms in the organization’s lobby to get the process started.&nbsp; Only one individual or one family, all wearing masks, will be allowed in the volunteer-staffed lobby at all times.&nbsp; Clients may complete the intake form in their vehicle at the parking site or at home.&nbsp; Detailed instructions on required identification documents are printed on the forms, which must be returned to the United Way lobby&nbsp;no later than 7 p.m. Thursday.

Once each client’s identity is confirmed, volunteers will make photocopies and safely store them with the required tax return documents in a secure space, complete the individual’s tax return and phone him or her with further instructions.&nbsp; Clients then will return to the VITA office, review, and sign their returns, and retrieve all personal documents.&nbsp; VITA volunteers will electronically file each return with the Internal Revenue Service.

VITA services are for moderate and low-income individuals and families (generally $56,000 annual income and below). VITA's IRS-certified volunteers can complete basic federal and Kansas tax returns, including figuring Earned Income and Homestead tax credits.

The Salina VITA program (exclusively drop off) ends&nbsp;Thursday. Drop-off hours are 10 a.m. to 2 p.m. and 5 p.m. to&nbsp;7 p.m. Mondays, noon to 2 p.m. and 5 p.m. to&nbsp;7 p.m. Tuesdays and Thursdays, and 9 a.m. to 2 p.m. Saturdays.

Drop-off hours are 10 a.m. to 2 p.m. and 5 p.m. to&nbsp;7 p.m. Mondays, noon to 2 p.m. and 5 p.m. to&nbsp;7 p.m. Tuesdays and Thursdays, and 9 a.m. to 2 p.m. Saturdays.More information about the VITA program is available&nbsp;by phoning (785) 827-1312.Following is a general list of required documents for VITA assistance:●Government-issued photo identification cards for both the taxpayer and spouse (if joint return) and any dependents born on or before Dec. 31, 2020.●Social Security Cards, or Social Security number verification letters or Individual Tax Payer Identification number letters for each taxpayer and dependent on the return.●Birth dates for all individuals listed on the tax return.●Contact phone number for questions, review process appointments, and pick-up date.●Form 1095 for the Affordable Care Act medical insurance information.●Wage and earning statements including forms W-2, W-2G, 1099-R, 1099-Misc. 1099-NEC for all 2020 employers.●Tax documents related to gambling wins, pensions, IRA distributions, tuition payments, and Social Security forms.●Interest and dividend statements, bank account, and routing numbers.●Record of stimulus payments received in 2020, and Economic Recovery Payment Forms 1444 and 1444-B if received.●Day-care expenses and day-care provider information●Real estate tax and personal property tax statements●Documents related to itemization if relevant.●Homestead Tax Credit required owner’s property tax real estate tax receipts.●Copy of 2020 federal and state tax returns are helpful.VITA volunteers cannot help taxpayers who have rental property, farm income, royalties, sale of business property, moving expenses, employee business expenses, military pay, claim depreciation, or have a loss on Schedule C (self-employment).
