The Salina Police Department SWAT team was put into action today to arrest a person on the Salina Most Wanted list.

According to a post on the <a href="https://www.facebook.com/SalinaKSPD">Salina Police Department</a> Facebook page, Andre Jerome Satterfield, of Salina, was arrested at 12:15 p.m. while at a residence in the 200 block of Indiana Avenue.

"The SWAT Team was utilized due to Satterfield’s history of violence," the police Facebook post noted. "Satterfield was also believed to be armed.  Satterfield exited the resident shortly after our arrival and was taken into custody without incident."

Satterfield was wanted for multiple active warrants, including the following, according to the police Facebook post.

District court, fail to appear; domestic battery, criminal threat x 2. Body only.

District court, parole violation; distributing marijuana, use communication facility in felony, distributing cocaine, interference with a law enforcement officer, domestic battery. Body only.

District court, fail to appear; aggravated kidnapping, kidnapping, possession of a weapon by felon, aggravated assault, domestic battery, endanger child x 2, reckless driving, damage to property, violation of a protection order. $100,000 cash surety

District court, fail to appear; speeding, driving while suspended. $1,500 cash/surety

Municipal Court, fail to appear; FTA. $50 cash.

Thursday begins the fourth quarter for USD 305, and with it secondary students will return to fulltime, on-site school.

Now is a good time to make this change since community numbers have greatly improved. It will provide much needed, full-time teacher support for secondary students during the last nine weeks, the district noted in a news release this morning. 

When all K-12 students are back to a regular school schedule on Thursday, safety precautions will be maintained. Continued requirements include masks in district facilities, washing/sanitizing hands frequently, social distancing and/or using stable seating arrangements. The goal is to stay in school and limit the spread of COVID-19, the district noted. As has been the rule since August, there will be no field trips and visitors will not be allowed in schools through the end of the school year.

Important milestone activities are being planned with modifications so students and staff will not miss events like prom, graduation, playdays, retirement recognition, and more. 

To help boost learning, a free Summer Learning Program for math and reading skills will be offered this summer to all elementary students. 

Secondary Summer School will offer credit recovery, enrichment, ACT prep and driver education. 

A new, virtual K-12 program is being developed to address the interest in online learning. 

More information about these programs will be available during the next several weeks.

With national news focusing on the effects of remote learning experiences during the COVID pandemic, it’s important to note that USD 305 has had consistent, in-person instruction for students all year. District elementary schools have been operating full time, on site, since the second week of school. Middle and high schools have spent the entire year in hybrid model. Preventing numerous transitions has provided consistency for families, students and community employers.

During this challenging year, students have been great to work with, families have been overwhelmingly supportive, and district staff have done a terrific job educating students. Everyone has stepped up, worked together and made the best of this school year, the district noted.

Probies no more; 2 Salina firefighters receive their badges

Kansas Wesleyan University’s Debate and Forensics team capped its 2020-21 season Thursday-Sunday with a winning performance at the National Christian College Forensics Invitational (NCCFI). The team won three individual national titles and finished third in the team standings.

Bryce Boyd (Oklahoma City, Okla.) won the national title in both parliamentary debate and the varsity extemporaneous speaker competition. The former marked Boyd’s second straight NCCFI title in the event and the fourth time in the last five years a KWU competitor had won varsity extemporaneous speaking. Boyd is also the seventh KWU competitor in team history to win at least three national championships.

Abby Wray (Wichita) took home a national title in dramatic interpretation.

“The future is bright for our program,” said assistant debate coach Kiefer Storrer. “We have a very young team, as our roster has no seniors and just one junior, and now we have a great deal of experience.”

Wray also finished third in program of oral interpretation and sixth in varsity extemporaneous speaking, helping her to a seventh-place finish across the entire tournament. Boyd was a quarterfinalist in parliamentary debate with Madi Mitchell (Mulvane) and finished fifth in persuasive speaking.

Other results included Savannah Bonilla (Salina) finishing second in both novice extemporaneous speaking and Lincoln-Douglas debate, while Elizabeth Schaefer (Lyons) was third in dramatic interpretation and fourth in program of oral interpretation. Finally, Mitchell was third in communication analysis and fifth in parliamentary debate, while Madeline Norrell (Chandler, Okla.) was fifth in individual debate and a quarterfinalist in novice individual debate.

KWU debate and forensics wins 3 national titles; team 3rd

Salina Police are investigating a report of shots fired early this morning.

Officers were sent to the 500 block of State Street at approximately 5:15 a.m. Wednesday for the report of shots being fired, according to Salina Police Captain Paul Forrester. The reporting party told police of shots being fired from a rifle behind the apartments. 

While officers were on the scene, Jesie Skinner, 49, of Salina, approached them and reported that his apartment had been shot at, Forrester noted. Officers located three bullet holes that entered into the residence on the east wall of the apartment. Joseph Mallett, 55, of Salina, was contacted and also said he heard the sound of gun shots. Officers located one bullet hole in his apartment on the south wall. The bullet appeared to have come through a window and entered the bathroom, Forrester explained.  

Officers located 10 spent .40 caliber shell casings in the alley behind the apartments.  No one was injured in the incident.  No estimate of the damage to the window and walls has been made at this time.

Chloe White, senior at Salina Central High School, has received the Dale M. Dennis Excellence in Education Award, sponsored by United School Administrators of Kansas.

Matt Brungardt, Central principal, announced Tuesday that Chloe has demonstrated the characteristics necessary to receive this annual award given in honor of a distinguished Kansas educational leader. Recipients of this award are identified from their schools and across the state as individuals who have displayed the citizenship, community and schools service, scholarship, and strong self-awareness that make them a quality individual.

The award was established in 1996 to honor the long and valuable service Dale M. Dennis, former deputy commissioner of the Kansas State Department of Education, has provided to the students and educators of Kansas. This award is given to a student who displays the qualities that Dale Dennis embodies: integrity, honesty, a commitment to serving others, and good common sense.

The Dickinson County Diabetes Support Group meets on the first Tuesday of each month, from noon to 1 p.m., in Memorial Hospital Conference Room B. The next meeting is scheduled for this coming Tuesday. All participants are required to wear a mask to the meeting and social distancing will be followed.

The Dickinson County Diabetes Support Group is open to anyone with diabetes and family members of those with diabetes. Marcy Newcomer RD, LD, CDCES, Memorial Health System (MHS) Registered Dietitian and Nutritionist leads the group, and encourages community members to attend, “our support group is open to people with a current diabetes diagnosis, pre-diabetes, or a caregiver for someone with diabetes.”

Newcomer prepares a different topic for each month, and provides attendees with a month/seasonal specific recipe at each meeting.

Dickinson County Diabetes Support Group to meet Tuesday

It’s beginning to look and feel a lot like spring around our central Kansas farm. The cattle pastures have been burned and fresh grass is now growing in preparation for summer grazing. There’s been increased talk of where we will be planting our crops that will be harvested later in the fall. We’ve finished up servicing our planter and have made room in our shed for the seed order that we anticipate arriving in a few days. Soon, the corn will go into the ground, followed by the popcorn, soybeans and, finally, sorghum. Like clockwork, it’s an annual process that is guaranteed to take place on the farm. &nbsp; After many cold and dreary days of rain and snow drizzle, the sun is also more present, which is helping the wheat fields transform into a beautiful and vibrant green. The daffodils are making their yearly appearance, and some of my fruit trees have also begun to flower.&nbsp; &nbsp; My apricot trees are always the first to bud and blossom every spring. More often than not, a late freeze will zap the blossoms, and I mourn the loss of the promise of fresh, sweet apricots in the summer.&nbsp; &nbsp; Last year I celebrated the beauty of the apricot blossoms in the early days of the pandemic. My kids had just started their remote learning, which would last the rest of the school year, and I was working fulltime from home. On my 30-second “commute” from my office in our shop down to the house, I celebrated the sight of the apricot blossoms and the hope it provided me for later in the summer. A few days later, a freeze destroyed all hope. As dramatic as it sounds, it was very 2020. &nbsp; A few days ago, as I drove into our yard, I couldn’t help but notice that one of my apricot trees has, like clockwork, once again begun to bud and blossom. The beautifully arranged dots of pink flowers set against the warm browns of the tree bark are always a sight I look forward to seeing following a cold and gray winter. As I approached the tree to get a better look at the tiny, beautiful flowers, I began to hear a small humming sound.&nbsp; &nbsp; As I got closer, the humming turned into a collective buzz, and I soon realized that the fruit tree was occupied by thousands of busy honeybees collecting nectar and pollen. As I stood beneath a branch to witness the flying workers hurriedly move from flower to flower, the hope of a sweet summer once again entered my mind. While I briefly reminded myself of last year’s brutal disappointment, I allowed the steady buzz of the working honeybees to convince me that there is still a chance that this year’s outcome will be different and that there is still a chance that this summer will welcome something sweet. &nbsp; While there are many days still ahead before I can guarantee a fruit crop, the presence of the honeybees have at least convinced me that this year’s outcome looks much more promising than last year’s. And for that I am thankful. &nbsp; What a difference a year can make.

INSIGHT: Blooms of promise

Today is Wednesday, March 31, the 90th day of 2021. There are 275 days left in the year. 

On March 31, 1931, Notre Dame college football coach Knute Rockne, 43, was killed in the crash of a TWA plane in Bazaar, Kan. 

In 1814, Paris was occupied by a coalition of Russian, Prussian and Austrian forces; the surrender of the French capital forced the abdication of Emperor Napoleon.

In 1917, the United States took formal possession of the Virgin Islands from Denmark.

MANHATTAN – This summer, hundreds of Kansas 4-H members will disconnect from technology and immerse themselves in the beauty of the great outdoors.&nbsp;

Ah, it’s a great feeling to know that 4-H camp is back.&nbsp;

Amy Sollock, a 4-H youth development specialist in the southwest region, announced recently that the Rock Springs 4-H Center is making preparations to host youth again this summer. She said the ranch, located south of Junction City, has been hosting camp for more than 75 years, not including last year when the COVID-19 pandemic cancelled all activities.&nbsp;

“We’ve been at this a long time,” Sollock said. “Summer camp is a cornerstone experience for 4-Hers across the state. Generations back, people talk about the wonderful time they’ve had at the Rock Springs ranch.”&nbsp;

Several summer camps are currently scheduled, lasting anywhere from one to four days, from June 6 through June 30, including the popular&nbsp;<a href="https://www.kansas4-h.org/events-activities/camping/campference/index.html" target="_blank">Kansas 4-H Campference</a>&nbsp;from June 27-30.&nbsp;

Youth interested in participating in summer camp at Rock Springs are urged to contact their&nbsp;<a href="https://www.ksre.k-state.edu/about/stateandareamaps.html" target="_blank">local K-State Research and Extension office</a>&nbsp;as soon as possible, since space is limited. Some scholarships may be available to help with the cost to attend camp.&nbsp;

Sollock said it’s a worthwhile experience: “You meet kids you would otherwise never meet. You get to interact with them in the outdoors and experience a lot of things for the first time – whether it’s canoeing, horseback riding, fishing… there are a number of things available for kids to experience.”&nbsp;

Camping opportunities are available for youth as young as the second grade, on up through high school. Many of the older youth may serve as counselors or other leadership positions.&nbsp;

“Our high school youth often do the work themselves at camp,” Sollock said. “They may help in cleaning up cabins, working on dish crews or kitchen duties, cleaning the pool and taking care of their stuff. They gain so much independence, even including something so simple as what they’re going to wear on a given day at camp.”&nbsp;

As camp counselors, “high school youth are trained to help the (younger) kids to make sure it’s a safe and successful experience.”&nbsp;

Plus, she adds, it’s a great foundation toward college and a career.&nbsp;

“High school youth have a tremendous opportunity to develop their leadership skills and put those into practice while they’re at camp,” Sollock said. “it becomes one of these really deep and meaningful, high impact experiences that our teens talk about for years after they attend camp. Employers, college professors, pick up on those experiences as they see and work with those kids; they know they have got this different, really high set of leadership abilities compared to kids that haven’t had that experience.”&nbsp;

Kansas 4-H prepares to bring back summer camp

TOPEKA&nbsp;– The Kansas Department for Children and Families (DCF) and Saint Francis Ministries have agreed to amend their case management provider agreement to allow Saint Francis Ministries to repay more than $9 million in unspent grant funds.

“I want to thank Saint Francis leadership for working closely with my DCF team to guarantee that unspent taxpayer money is returned to the state,” Department of Children and Families Secretary Laura Howard said. “I am confident that we have come to an equitable agreement that allows Saint Francis to continue its important work with children and families while also ensuring DCF continues to be a responsible steward of taxpayer dollars.”

“We appreciate Secretary Howard and the DCF team, and their willingness to partner with Saint Francis as we determined the best way to reinvest the unspent funds or repay any unspent dollars to the state of Kansas,” said Saint Francis Ministries interim CEO William Clark. “Our goal is always to do what is best for children and families, while also being good stewards of the resources entrusted to us.”

Under the current grant agreement, case management providers are required to provide the&nbsp;Department of Children and Families a plan to reinvest unspent funds into their child welfare programming. During the time period between November 2019 and January 2021 Saint Francis Ministries provided a preliminary plan but it was never finalized and sent to the Department of Children and Families for approval. After several conversations between the two agencies, Saint Francis Ministries decided to return the money.

The grant amendment calls for Saint Francis Ministries to repay approximately $9.4 million. SFM currently manages three foster care catchment areas including all of western and north central Kansas and Sedgwick County. The repayment for each catchment area is as follows:

Area 2 – North central Kansas - $3,880,122

The full payment is due to DCF by Thursday. The returned funds will be used to cover expected foster care costs in fiscal years 2021 and 2022. Remaining funds from the $9.4 million will be returned to the state treasury during the consensus caseload estimating process.

Any additional repayment amount determined to be due to the Department of Children and Families or Saint Francis, based on updated cost reports and additional analysis for the months under review, will be due by June 15.&nbsp;Once Saint Francis Ministries and the Department of Children and Families agree on a final amount to be repaid and payment has been received, cleared and corroborated by the department,&nbsp;the department will release&nbsp;Saint Francis Ministries from any grant obligation or requirement to repay or reinvest these unspent funds incurred during the time period covered in the amendment.

Earlier this year, the Department of Children and Families and Saint Francis Ministries agreed to another grant amendment that addresses the unspent fund issue moving forward. Beginning Feb. 1, monthly payments made to Saint Francis by the department were adjusted by the amount of the prior month’s unspent payment as reflected in the cost report and other documentation submitted to the department. The amendment will prevent Saint Francis Ministries from accumulating unspent grant funds.

Additionally, Saint Francis Ministries will add positions later this year to support initiatives like Team Decision Making using existing grant dollars not surplus funds.

Team Decision Making is a foster care practice approach launching this summer bringing family voice into best decisions for safety and placement stability. The approach strengthens placement stability by reducing moves and short-term placements for children in care and supporting youth to prevent episodes of running from a placement while in foster care.&nbsp;&nbsp;

In the past year, these efforts to work alongside families and youth have produced positive results. The rate of moves for children entering in care has reduced from 6.8 to 5.0, which is closer to the desired national rate of 4.4.

“It is imperative that DCF and its partners are all working in unison in order to improve outcomes for children and families in Kansas,” Howard said. “I am confident these grant amendments are positive steps in our efforts to continuously improve the Kansas foster care system.”

Kan. teen dies after struck by semi while working on highway

A knack for accurately sharing Salina Airport Authority bookkeeping in ways that are consistent and understandable, has won high praise for Shelli Swanson and her team.

The SAA was awarded the Certificate of Achievement for Excellence in Financial Reporting for fiscal year ending Dec. 31, 2019, from the Government Finance Officers Association of the United States and Canada. Director of Administration and Finance Shelli Swanson, Business and Communications Manager Kasey Windhorst and Airport Administration Specialist Jazstyn Moyer were recognized for their financial reporting achievements.

“It’s nice to get some feedback. You find out where you stack up with your contemporaries,” said Swanson, the airport authority’s director of administration and finance, in her 25th year.

“It’s a team effort. Everything has to pencil out,” she said, crediting colleagues Kasey Windhorst and Jazstyn Moyer for their help in meeting and exceeding the lofty compliance.

“The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management,” GFOA reported in the award announcement.

“It’s very worthwhile. We look at financial statements no less than monthly, and it’s nice to have your peers grade your statements,” Swanson said. She is also a Certified Member (C.M.) of the American Association of Airport Executives.

Conformity among government agencies, and efficient form of communicating facts to the public, are essential, she said, agreeing to the necessity for an “apples to apples” comparison.

It’s about communication and integrity, Swanson said, and interpreting what’s on paper.

“If you’re recording something, another entity has to record in similar fashion,” she said. “One of the goals is that spirit of full disclosure.”

High praise in this area for Swanson and her associates “is not at all surprising,” said Kristin Gunn, who chairs the airport authority board.&nbsp;

“Shelli is able to handle not only the more typical and anticipated accounting tasks, but also to respond promptly, competently and cheerfully to the many opportunities and challenges that arise,” Gunn said. “She has the unique ability to discuss accounting practices with a CPA as well as with the general public. For Shelli, no task is too large or too small to address in a timely and professional manner."

Another advantage of the GFOA is receiving notices of how accounting standards are going to change, so that the agency you represent stays up with the times.

“You have to stay on the cutting edge,” Swanson said. “You have to keep up to date on best practices in communicating our finances.”

Financial reports to the board are her responsibility, and they’re a mainstay at most board gatherings.

“Sometimes numbers aren’t the most interesting thing to talk about,” Swanson said, “so to get recognition like this is very rewarding.”&nbsp;&nbsp;

Airport Authority receives financial reporting award

The Saline County Vaccination Collaboration encourages everyone age 16 and older to register for a COVID-19 vaccine at <a href="http://vaccinatesalinecountyks.com">vaccinatesalinecountyks.com</a>.

Kansas is currently in Phase 5, which is the vaccination of everyone 16+ years of age. If you are 16 or older you are eligible to receive the vaccine now.

“Vaccination is now the single most important step that citizens of Saline County can take to help us all be safer from COVID-19 and to start considering a return to a more normal life,” said Dr. Robert Kraft,&nbsp;chief executive officer and chief medical officer of Salina Family Healthcare Center. “Currently, 28% of Saline County adults have had at least one vaccination. Now is the time for continued diligence to see the end of the pandemic. Keep masking. Keep distancing. And importantly, vaccinate.”

Currently, Moderna is the primary vaccine available in Saline County and is only approved for those 18 and older. In the future, the collaboration hopes to receive doses of the Pfizer vaccine, which is approved for 16 and 17 year olds.

County vaccination collaboration encourages registering

Tony’s Pizza Events Center’s new clear bag policy goes into effect Thursday. 

The new policy will allow for a speedier entry process, improve security and help reduce the contact between staff and patrons upon entry. Clear bags are available at many retailers and the TPEC Box Office.

“The new Clear Bag policy aligns Tony’s Pizza Events Center with Spectra’s safety measures at arenas across the country,” said Susan Trafton, general manager. “Spectra’s goal is to give customers a great experience from start to finish. By implementing the Clear Bag Policy, we anticipate a smoother entry for our guests.”

In addition to the clear bag policy, new options are available for purchasing tickets: Mobile Delivery allows guests to download tickets to their Apple Wallet or Google Pay accounts; the Pick-Your-Own-Seat map will let guests choose where their tickets are located when purchasing online.

Beginning Thursday, approved bags will include clear tote bags up to 12 inches x 12&nbsp;inches x 6 inches, one-gallon plastic freezer bags, or small purses or clutches not to exceed 8.5&nbsp;inches x 5.5 inches. Patrons whose bags exceed these dimensions will be asked to return belongings to their vehicles. Along with large bags, prohibited items include, but are not limited to:

• Alcoholic beverages or controlled substances (unless prescribed for the possessor)

• Professional cameras, audio or visual recording equipment, radios, televisions or any other such electronic devices, except when authorized.

• Weapons and dangerous devices of any type

Tony's Pizza Events Center's clear bag policy begins Thursday

A number creative of Salina Central and Salina South students submitted their projects for the Salina Youth Entrepreneurship Challenge. In the end, four were selected as winners.

To the benefit of USD 305 students, Salina’s Youth Entrepreneurship Challenge (YEC) fluidly adapted to COVID-19 constraints. As in past years, YEC presented students with hands-on experience thinking entrepreneurially.

In place of an in-person “Shark Tank” experience this year, students completed their projects and uploaded them to a virtual site for judges to evaluate. Each team produced a video about their projects, replacing the live presentation requirement in years past.

Both Central and South high school students generated their best creative ideas to develop a mock business. Working individually or with business partners, students built a budget, created a business plan and video presentation. Judges arranged by the Salina Area Chamber of Commerce evaluated the projects virtually.

First Place Winner: Mason Bettles, grade 11, South High School, business name: Bettles Mobile Detailing, teacher: Orlando Carmona

South, Central students win entrepreneurship challenge

Saline County will keep its mask mandate in effect for at least one more week.

That was the consensus of the county commissioners during their meeting this morning. 

During his COVID-19 report to the commissioners, County Health Department Director Jason Tiller recommended that the mask mandate continue. A component that was built into the mask mandate when it was adopted was that the commissioners review the the county's COVID-19 situation every two weeks and upon that review decide to rescind the mandate or do nothing and keep it in place for another two weeks. 

Commissioner Robert Vidricksen noted that even if the commissioners voted today to repeal the mask mandate, the City of Salina would still have a mask resolution in place. He also noted that the state has a mask order in place, though the commission could vote to opt out of the state order.

"I agree with Commissioner Vidricksen. The city is really driving this bus. When I voted for the mask ordinance and made it 3-2, my reasonings were two things. One was to stay consistent with the city. I didn't see that there was any reason for the rural areas to be different than the city areas as far as law enforcement. And then second of all, my third vote was also predicated on my worry that we were overwhelming the hospital. That is obviously not happening. I'm not saying that it couldn't take an uptick, but that's why I was in support of this," Commissioner Monte Shadwick said. "I agree with Commissioner Vidricksen. There's no reason for us to vote today, or next week, if the city hasn't done anything."

During his presentation, Tiller noted that COVID-19 cases and deaths in the United States continue to trend downward, although he noted a rise in some states. That decrease is reflected in the state numbers, as well as those of Saline County.

"Erradication is certainly not likely, but we are still trending in the right direction," Tiller said.

For the two-week update, 44 new cases were reported, bringing the county total to 6,061. Additionally one new COVID-19 related death was reported and Salina Regional Health Center reported one COVID-19 inpatient.

"Due to the lack of continued demand at the testing site that was at the Church of the Cross, that site has been closed down by the state," Tiller told the commissioners. "There are other places still if someone is looking to get tested they can either call their primary care provider or go to that website <a href="http://gogettested.com/kansas">gogettested.com/kansas</a> and be able to find a site and contact information for a place to get tested."

Tiller said that the county is now registering and vaccinating all phases of the vaccine plan. 

"You can either go to the vaccinatesalinecountyks.com website to register. There are also other places such as Dillons Pharmacy, B&amp;K, Key Rexall, the hospital, I believe, is receiving some this week. There is continued widespread availability of vaccine for those who want it," Tiller said.

He also said that people who wanted to get vaccinated could go to <a href="http://vaccinefinder.org">vaccinefinder.org</a> and find a location offering vaccinations.
