Salina police are investigating a vehicle damage to property and arson case.

Sometime between 8:30 p.m. Sunday and 9 a.m. Monday, someone keyed down to the metal a 2013 Chevrolet Silverado 1500 pickup belonging to Ean Walter, 20, of Salina, while it was parked in the 1500 block of Ricky Circle, Salina Police Captain Paul Forrester reported this morning. Additionally, there were what appeared to be paper towels in the gas tank fill tube that were partially burnt, that appeared to have caused the inside of the tube and the gas cover to melt, he added.

Police investigating pickup damage, arson case

Beginning Thursday, the Kansas Department of Transportation (KDOT) will begin a crack seal operation on Kansas Highway 156 (K-156) in Ellsworth County. 

Work on K-156 will begin at Kansas Highway 140 and continue northeast to Interstate 70.

Flaggers and a pilot car will direct one lane of traffic through construction. Drivers should be prepared for a delay of up to 15 minutes and plan extra time in their travel schedules.&nbsp;

Mission Construction Co. Inc., of St. Paul is the prime contractor and have scheduled this project to be completed by May 1, weather permitting, at a cost of $98,819.40

KDOT urges all motorists to be alert and obey the warning signs when approach and driving through a highway work zone.&nbsp; To stay aware of all road construction projects across Kansas go to&nbsp;<a href="http://www.kandrive.org/" target="_blank">www.kandrive.org</a>&nbsp;or call 5-1-1.

Crack sealing on K-156 in Ellsworth County to begin Thursday

Wind advisories have been issued for Tuesday for counties in our area.

The National Weather Service in Wichita has issued a wind advisory in effect from 11 a.m. to 8 p.m. Tuesday for the following counties in our area.

South winds of 25 to 30 mph with gusts up to 45 mph are expected. 

A few stronger wind gusts may occur early this morning before the more persistent, and strong, wind gusts develop mid to late morning.

Gusty winds could blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. Use extra caution when driving, especially if operating a high profile vehicle.

Salina Adult Education Center's Donna Munsch is now advocating for adult literacy on the national stage.

The Coalition on Adult Basic Education State Advocacy has named Munsch the sole Kansas fellow for 2021.

Munsch’s fellowship will focus on the development of leadership, advocacy skills, research capacity, and network of influence. Munsch will engage in national and regional policy discussions and join a growing number of peers dedicated to building advocacy, according to information from Salina USD 305. The purpose of the fellowship is to help build a robust network of leaders and advocates focused on the advancement of adult literacy across the country. The fellowship program is sponsored by Dollar General.

"This fellowship opportunity is very exciting. I will be collaborating with 39 other fellows from across the country. I’m already seeing great things happen since the start two weeks ago. Meetings are taking place over Zoom or by phone from New York to California," Munsch told Salina Post.

Munsch's participation in the fellowship program is expected to reap benefits both locally and across the state, according to Kelly Mobray, USD 305 director of adult education.

"Donna’s involvement at the state and federal level with advocacy projects will benefit Salina and Kansas adult education programs by helping our government leaders understand the critical role that our services play in workforce development and helping those in our community gain skills and credentials needed to support themselves and their families," Mobray told Salina Post.

"My goal is to make local, state and federal policy makers more aware of the great things that are happening with adult education here in Salina, in Kansas and across the country with the hope that awareness brings program support and funding," she explained.

Munsch has been a part of the Salina Adult Education Center since 2007, and has taught both GED® preparation and English as a Second Language, USD 305 noted.

According to Munsch, a love for languages launched her career in adult education.

"I started my career in adult education in Garden City in 1992. I saw an advertisement in the newspaper for a part-time English as a Second Language instructor. This was a job I had never heard of before, but it sounded perfect to me because I have always had a love for languages and a desire to teach," she explained.

Munsch taught part-time in Garden City for two years, until she and her husband moved to Hays.

"Eventually, I was hired with the adult education program in Hays. I taught there full-time for one year. In 2006, my husband and I moved to Salina. I started here at SAEC in May of 2007," she noted.

USD 305's <a href="https://www.305adulteducation.com/">Salina Adult Education Center</a> provides adult basic education, English as a second language support, GED® preparation and testing, as well as college skill building for people 16 or older and out of school. The center operates a diploma completion program for adults to meet requirements and earn a Central or South High School diploma. An intensive employment course called Partners 4 Success was developed by the center and is run in collaboration with Salina area agencies and employers.

Moran: Area airports among those receiving repair, upgrade grants

Following is the Saline County COVID-19 update for Monday.

We are happy to share that no additional deaths due to COVID-19have been reported since March 22. Salina Regional Health Center has notified us that they currently have two patients hospitalized for COVID-19.

There have been four new positive COVID-19 cases reported in Saline County since our last update on April 2, which brings the total number of positive cases for Saline County to 6,085.

The Health Department staff are now&nbsp;actively monitoring 37 cases.&nbsp;At least 5,941 people have recovered,&nbsp;but sadly&nbsp;108 members of our community have lost their lives to this deadly virus. Our dashboard has been updated with the latest information:

COVID-19 situation review, appointments among county agenda items

Salina Area Technical College is launching a capital campaign to fund an expansion to Building A, with the goal of providing more informal space for students and creating a more college-like atmosphere on campus.

The project is estimated to cost $681,000, and includes a 2,960 square-foot commons area, a bookstore and food vending area.

The addition will provide much-needed space for students to gather between classes to socialize and study, said Salina Tech President Greg Nichols.&nbsp;

“We currently only have one small commons area, and it quickly becomes crowded between classes,” Nichols said. “It’s an important part of the college experience for students to have places to gather.”

Approximately 700 students attend Salina Tech, according to official fall 2020 enrollment figures.

The campaign has already received significant donations of $250,000 from the Sunderland Foundation and $200,000 from the Dane G. Hansen Foundation, said Larry Pankratz, director of development for the Salina Tech Foundation.

“These two generous donations mean we’re launching the campaign with some momentum behind it already,” Pankratz said. “We’re actively seeking both large and small donations to reach our goal.”

Salina Tech announces capital campaign for expansion

MCPHERSON -- The McPherson County Health Department today announced that it was recommending a modified reopening plan as it pertains to COVID-19. The recommendation would be in effect beginning today.

"McPherson County Health Department (MCHD) recognizes and is proud of McPherson County for continuing to practice critical safety measures to prevent and slow the spread of COVID-19 in our communities. After considering McPherson County’s population vaccinated rate, current trends with COVID-19 infection locally, statewide and nationally, and consulting with local healthcare partners, MCHD will recommend we move to a modified reopening plan," the health department noted today in a news release.

According to information from the health department, the recommendation would include the following.

●100-person gathering limit when six-foot distancing is not maintained

●Continued mask usage when all surrounding individuals have not been fully vaccinated for at least two weeks, especially in settings where six-foot distancing is not maintained or there is poor ventilation

●Frequent hand hygiene practices and staying home when sick

The health department says that persons in McPherson County should practice the above recommendations beginning Monday.

The recommendations will be reviewed on April 19, the health department noted.

BROOKVILLE -- A Salina man was injured in a motorcycle accident near Brookville Saturday afternoon.

William Gibbons, 65, of Salina was westbound on Kansas Highway 140 at approximately 4:48 p.m. Saturday when the front tire of the 1983 Honda 1100cc Goldwing he was riding went flat near the intersection with S. Brownhill Road, Saline County Sheriff Roger Soldan said this morning. Gibbons was able to slow down the motorcycle before laying it on its side.

Soldan said Gibbons suffered road rash and a possible broken rib and was transported by EMS to Salina Regional Health Center. He was wearing a helmet, Soldan added.

Salina man injured when motorcycle tire goes flat near Brookville

A Cheney man was injured in an accident on U.S. Highway 81 north of Salina Sunday night.

A black 1998 GMC pickup driven by Timothy Sigwing, 19, of Cheney, was northbound on U.S. Highway 81 near milepost 156 when Sigwing fell asleep, Saline County Sheriff Roger Soldan said this morning. The pickup drifted off onto the shoulder, then came back onto the road, rolled, and came to rest on its wheels in the northbound lanes, he explained.

Sigwing, who was wearing a seatbelt, suffered injuries to his head and legs, and was transported by EMS to Salina Regional Health Center, Soldan said.

Additionally, a white 2003 Mitsubishi Eclipse driven by Tanyon Schafer, 23, of Topeka, went into the median as Schafer attempted to avoid the pickup in the roadway. Schafer was not injured, but both passenger side tires on the Eclipse were flattened and the front bumper was broken, Soldan said.

Late night hunger is to blame for more than 30 acres of charred grassland in the southeast part of the county early Saturday morning.

Saline County Sheriff Roger Soldan said this morning that a call came in at approximately 12:27 a.m. Saturday of a field on fire in the 5400 block of East Kansas Highway 4. Jessica Gravatt, 26, of Salina, was camping with permission in that area and decided to fix some fajitas, he explained. 

She started a fire on which to cook, but the fire spread and burned 30 acres of grassland, valued at $2,000, then jumped the highway and burned another acre on the north side at the intersection with S. Cunningham Road. The fire occurred within Rural Fire District No. 1.

Gravatt was cited for starting a fire without a permit.

Cooking fire at campsite gets out of control, burns grassland

A dune buggy was stolen from a west Salina business sometime early in the weekend.

The owner of Autologic, 1001 W. Crawford Street, reported that sometime between 6:30 p.m. Friday and 11:30 a.m. Saturday, his 1985 Volkswagen dune buggy, valued at $6,000, was stolen from underneath a carport at the business, Salina Police Captain Paul Forrester reported this morning.

The owner told police that he still had the keys to the vehicle.

Dune buggy stolen from west Salina business

A Wichita man was arrested early Saturday morning after he was observed throwing something out of a vehicle window in north Salina.

According to Salina Police Captain Paul Forrester, an officer at the intersection of W. Otis Avenue and N. Ninth Street observed a silver 2019 Nissan Sentra traveling northbound on N. Ninth Street with no headlights activated at approximately 2 a.m. Saturday. The officer attempted to stop the vehicle in the 1500 block of N. Ninth Street, but the vehicle failed to pull over.

The Sentra continued north on N. Ninth and then turned east on Diamond Drive, north on N. Fifth Street, west on Gold Street, south on N. Ninth Street, south on N. Broadway Boulevard, and west on W. Grand Avenue, Forrester noted. The Sentra finally stopped at the intersection of W. Grand Avenue and Barney Street. Speeds reached approximately 50 mph during the pursuit.  

While pursuing the vehicle, the officer observed the driver throw something from the car in the 200 block of E. Diamond Drive. Officers located a small plastic baggie containing suspected cocaine in the area where the driver was seen throwing something from the vehicle.

The driver, Terrius Jones, 31, of Wichita, was taken into custody and booked into the Saline County Jail on the following requested charges, according to Forrester.

Eric Perry, 35, of Solomon, was northbound on Roach Street on a 2005 Harley Davidson Road King motorcycle. A 2008 Ford Expedition driven by Ronald Heflin, 78, of Salina, was westbound on E. Republic Avenue and stopped at the stop sign, however Heflin failed to see the motorcycle and pulled into the intersection in front of it, Salina Police Captain Paul Forrester reported this morning. 

Perry swerved and laid the motorcycle down to avoid a collision with the Expedition.

The accident occurred shortly before 2:30 p.m.

Perry suffered minor injuries and a passenger on the motorcycle, Demay Grunden, 40, of Salina, also was injured.

Heflin was cited for failure to yield the right of way and Perry was cited for a driver's license violation, Forrester noted.
