The meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

County Commission meetings are now available by several options. The Board of County Commissioners encourage citizen participation in local governance processes. Making every effort to be in compliance with the Kansas Open Meetings Act (KSA 75-4317). Everyone is invited to participate in meetings. Additionally, commissioners are scheduled to consider approving an inmate housing contract with Dickinson County. The agreement is expected to save the county some money as Saline County Sheriff Office personnel would not have as far and as long to travel when transporting inmates.

Saline County COVID by the Numbers for Monday

Aaron Peck will be Salina's newest city commissioner.

On what originally was a three-one vote, Peck was selected from a field of 10 candidates to fill the remainder of Rod Franz's commission term. Prior to the vote, City Manager Mike Schrage told commissioners that an 11th candidate, Kay Crawford, had withdrawn her name.

"Kay Crawford was one of the applicants and she's subsequently withdrawn her application, indicated that she wasn't sure whether you'd get good turnout, was volunteering herself up in the event that might be the case, but seeing how many applications you did receive, she chose to then withdraw," Schrage said.

After the vote, Commissioner Trent Davis, who did not vote for Peck, asked City Attorney Greg Bengtson what the procedure was for changing a vote as it pertained to Peck's candidacy. Bengtson said that since changing his vote would not affect the outcome of Peck's selection, Davis could simply note a change in his vote.

"I would certainly want him to be welcomed with an unanimous show of support for his appointment," Davis said.

Peck is scheduled to be sworn in next Monday. He has previous city commission experience and served as mayor from April 19, 2010, to April 18, 2011.

The commission seat came open after Mayor Melissa Hodges received a letter of resignation effective April 29 from Rod Franz's sons and partner on his behalf. Franz is recovering from injuries sustained in an April 6 fall.

City commissioners appoint Peck to fill open seat

In a unanimous vote, the Salina City Commission today approved repealing the city's facemask ordinance.

While the repealing ordinance technically will not go into effect until it is published once in the official city newspaper, which most likely would be later this week. Commissioners were told, however, that there was some leeway concerning enforcement between the vote and the repealing ordinance being published.

"We discussed that in terms of the timing of that. From an enforcement standpoint, it would be up to the police department, but we can certainly advise the police department to cease enforcement between your action and publication," City Manager Mike Schrage told commissioners.

Deputy City Manager Jacob Wood told commissioners that private businesses would still be able to require people to wear masks in their establishments.

Prior to the vote, Mayor Melissa Hodges made a statement concerning the city's facemask ordinance, saying that with the new CDC guidance, it was time to repeal the ordinance.

"But as we go forward together in these unprecedented times, let's please keep a few things in mind. The repeal of this ordinance does not change the fact that the CDC recommends unvaccinated people continue to wear masks indoors and maintain social distancing. For the sake of the vulnerable members of our community, like those who are immuno-suppressed or too young to receive the vaccination, if you haven't been vaccinated, please continue to wear your facemasks indoors. But individual businesses and organizations have the ability to require masks in their place of business and that citizens should respect the policies that have been established," Hodges said. "I'd like to offer heartfelt thanks to Salinans who understood the importance of doing their part to limit COVID's effects on our community, who willingly complied with our mask ordinance, and who were vaccinated at their earliest opportunity."

UPDATE: Salina City Commission repeals facemask ordinance

Early Sunday morning, Valerie Linenberger and her family awoke to water pouring into their basement from flooding caused by the excessively heavy rains that hit parts of northern Saline County.

The floodwaters destroyed the basement and left the owner of True Betty Boutique &amp; Gifts and her family temporarily homeless. To add insult to injury, the insurance company has told the family that their coverage does not include the basement, Lindsay from True Betty Boutique &amp; Gifts told Salina Post. 

Now Linenberger's employees are stepping up to help out the boss they love.

The employees are collecting items, gift cards, and money to help the Linenberger family replace some of what they lost in the flood. Donations can be dropped off or mailed to the store at:

Additionally a Jimmy &amp; Valerie Linenberger Flood account has been set up at The Bank of Tescott for people who would prefer to donate in that manner. There is no online link to make donations, however, the bank can accept donations via wire transfers or P2P, Lindsay said.

Rainfall varies from a trace to 4.81 in the area

MITCHELL COUNTY—A Beloit man was injured in an accident just after 8 a.m. Monday in Mitchell County.

The Kansas Highway Patrol reported a 2019 Dodge Charger driven by Jason&nbsp;Miner, 49, Beloit, was&nbsp;westbound on Kansas Highway 9 just east of 380 Road.

The driver steered to avoid a collision with an eastbound vehicle in the westbound lanes and entered the north ditch.&nbsp;

EMS transported Miner to the Mitchell County Hospital.&nbsp; The KHP did not have information on the other vehicle.&nbsp; Miner was properly restrained at the time of the accident, according to the KHP.

Salina USD 305 is now asking parents and guardians interested in the district's new virtual K-12 program to sign up for more information. 

The program will be available for the 2021-2022 school year, according to information on the district website.

Saline County has announced the closing of part of N. Hedville Road.

N. Hedville Road between W. Humbarger Road and Lockard Road was closed today due to a road condition. County personnel declined to go into detail, saying only that the issue with the road was still being evaluated.

The roadway will be closed indefinitely for evaluation and repair, according to information from the county. 

Motorists are advised to allow a few extra minutes of travel time to reach their destinations. Local and emergency traffic will be provided access to private property within the sections of closed road at all times but only from the side upon which the property lies, the county noted.

County closes part of N. Hedville Road indefinitely

A car stolen from a local retirement facility earlier in the month was found stripped Saturday morning west of Salina.

Saline County Sheriff Roger Soldan said this morning that deputies were sent to the 2100 block of W. North Street at 9:18 a.m. for the report of an abandoned vehicle. When they arrived, they found a 2004 Chevrolet Aveo that was missing its doors, bumper, and multiple items inside.

The owner, Katherine Tracy, 56, of Salina, told police that the car had been stolen sometime between May 7-10 from the parking lot at Reflections Retirement Resort, 626 S. Third Street, according to Salina Police Captain Paul Forrester. A co-worker told Tracy that she noticed the car missing on May 10.

The vehicle, valued at $1,500, had a "Let Go. Let God" sticker on the rear bumper and a butterfly on the rear window, Forrester noted.

Third Street, according to Salina Police Captain Paul Forrester. A co-worker told Tracy that she noticed the car missing on May 10.The vehicle, valued at $1,500, had a "Let Go. Let God" sticker on the rear bumper and a butterfly on the rear window, Forrester noted.

Car stolen in central Salina found stripped west of town

The transaction is expected to close early in October 2021, subject to satisfaction of customary closing conditions, including receipt of regulatory approvals and Pioneer shareholder approval. Upon closing, the Board of Directors of both FirstSun and Sunflower Bank will be expanded to include former directors of Pioneer and Pioneer Bank.

FirstSun Capital Bancorp to acquire Pioneer Bancshares, Inc.

Three people were injured in a two-vehicle accident Saturday afternoon in central Salina.

Clara McCoy, 89, of Ellsworth, was eastbound on W. Crawford Street in a 2002 Pontiac Aztek when she turned left in front of a westbound 1999 GMC Suburban driven by Robert Hopp, 64, from Abilene, at the intersection with S. Santa Fe, causing the Suburban to strike the Aztek, Salina Police Captain Paul Forrester reported this morning. 

Both drivers and a passenger in the Suburban, Marie Hopp, 59, of Abilene, suffered minor injuries and were transported to Salina Regional Health Center. 

The Aztek sustained right front damage, while the Suburban sustained front end damage, Forrester noted. Both were towed from the scene.

McCoy was cited for failure to yield on a left-hand turn, Forrester reported.

Woman cited after two-vehicle accident injures three people

A vehicle stolen in central Salina Friday morning was found burning in eastern Saline County that night.

Shawn Blazier, 38, of Salina, told police that between 6-8 a.m. Friday, his 1992 Ford Mustang was stolen from in front of his garage behind his residence, Salina Police Captain Paul Forrester reported this morning. The Mustang was a Fox body, painted primer black. There were approximately $1,000 worth of clothes and a LG cellphone in the vehicle as well. 

Blazier told police that two acquaintances had spent the night at the house and that the keys to the car had been on the coffee table.

At approximately 7:30 p.m. Sunday, Saline County Sheriff's deputies were sent to the 8400 block of E. Cloud Street, where they found the Mustang on fire, Saline County Sheriff Roger Soldan said this morning. Soldan said it appeared that the Mustang had driven through water over the roadway before catching fire.

According to Forrester, a witness reported giving two people a ride to Salina prior to the vehicle being reported to be on fire.

Salina's Urban among those recognized by Kirmser Awards

The National Weather Service in Topeka has issued a flood warning until late Wednesday night for the&nbsp;Saline River at Tescott.&nbsp;&nbsp;

At 2:30 a.m. Monday, the river was at 29.3 feet. Flood stage is 25.0 feet. Minor flooding is forecast.

The river is expected to rise to a crest of 29.7 feet this morning. It will then fall below flood stage early Wednesday afternoon. At 25.0 feet, low lying areas near the river flood. At 28.5 feet, 30th Road bridge over the Saline River floods. At 29.0 feet, southern parts of the city of Tescott are&nbsp;affected by flood waters.

The National Weather Service in Wichita has issued a flood warning in effect until 2 p.m. Monday for Ellsworth County.

At 3:33 p.m. CDT, Doppler radar indicated heavy rain due to thunderstorms. Flooding is ongoing or expected to begin shortly in the warned area. Between 1 and 3 inches of rain have fallen. Some locations that will experience flooding include Ellsworth, Wilson, Kanopolis, Holyrood, Lorraine, Ellsworth Airport, Kanopolis Lake, and Kanopolis State Park.

Additional rainfall amounts of 1 to 3 inches are possible in the warned area.

In hilly terrain there are hundreds of low water crossings which are potentially dangerous in heavy rain. Do not attempt to cross flooded roads. Find an alternate route.

Additional flood warnings have been issued for our area.

The National Weather Service in Wichita has extended the flood warning for northeastern Saline County until 2 p.m. Monday.

At 2 p.m. CDT, emergency management reported earlier flooding from   heavy rain in the warned area due to thunderstorms overnight. Between 2 and 6 inches of rain fell overnight. While the water has receded from covering roadways, the ditches and banks are still full. Additional thunderstorm development is ongoing near the warned area.

Additionally, the weather service has extended the flood warning for eastern Lincoln County and northwestern Saline County until 2 p.m. Monday.

At 1:55 p.m. CDT, local law enforcement reported flooding in the warned area due to heavy rain from thunderstorms overnight. Flooding is already occurring. Between 1 and 6 inches of rain fell overnight. Thunderstorms are developing near the warned area which will only add to the flooding concerns.

The National Weather Service in Wichita also has issued a flood warning in effect for McPherson County until 2 p.m. Monday.

At 4:40 p.m. CDT, local law enforcement reported heavy rain and road flooding in the warned area due to ongoing thunderstorms. Flooding  is ongoing and may begin shortly where it is not already flooding.  Between 2 and 4 inches of rain have fallen.

The National Weather Service in Wichita has issued a flood warning in effect until 2:45 p.m. CDT Sunday for the following counties in our area.

At 10:37 a.m. CDT, local law enforcement and emergency management reported flooding following in the warned area due to overnight and morning thunderstorms that produced between 1 to 6 inches of rain. Flooding is ongoing.

Some locations that will experience flooding include Lincoln, Beverly, Barnard, Glendale, and Westfall.

Additionally, the weather service has issued a flood warning in effect until 2:15 p.m. CDT Sunday for northeastern Saline County.

At 10:18 a.m. CDT, emergency management reported flooding following heavy rain in the warned area due to thunderstorms. Flooding is already occurring. Between 2 and 6 inches of rain fell between midnight and 8 a.m.

Flood warnings continue for parts of our area.

UPDATE: Flood warnings extended, others added

WICHITA - Equity Bancshares, Inc. (NASDAQ: EQBK), parent company of Equity Bank, announced today the entry into a definitive merger agreement with American State Bancshares, Inc. (“ASB”), the holding company of American State Bank &amp; Trust in Wichita.

ABILENE - Employees of Memorial Health System (MHS) recently wore blue jeans at work for another Jeans Day fundraiser. 

Employees who made a donation of at least $5 were allowed to wear blue jeans on the last Friday of April. The day was organized by the MHS Employer of Choice (EOC) committee. 

A total donation of $255 was presented to the Junior League organization of Abilene.&nbsp;

The Junior League Club of Abilene supports Dickinson County women and children in need. The club's Women Helping Women Legacy Fund is managed by the Community Foundation of Dickinson County. This endowed fund helps improve the health and well-being of women in Dickinson County with limited resources.

When “The Guardian” summarized results of a worldwide survey, the large percentage of folks who think the U.S. is a bigger threat to democracy in their country took many by surprise.

The Alliance of Democracies Foundation commissioned the Latana polling company to conduct the survey of 50,000 individuals from 53 major countries during February through April of this year. 44 percent of those surveyed indicated the U.S. was a threat to their democracy. Only 38 percent feared Chinese influence and only 28 percent expressed a fear of Russia.

This perception of America as a threat to democracy from around the world has been increasing over time, with the greatest increases seen in Germany and to a lesser extent in China. The European democracies are also generally negative about the United States.

“The biggest perceived threat to democracy isn’t foreign election interference, Russian influence, or the power of Big Tech—it’s economic inequality.”

In addition, “Across the 53 countries surveyed in the Democracy Perception Index (DPI) study, an average of 81% say that democracy is important, ranging from 92% in the birthplace of democracy, Greece, to 62% in Japan. This is a majority opinion in all countries.”

“The countries considered most democratic by their citizens are Denmark, Switzerland, and Norway.”

That the world sees the U.S. as a greater threat to world democracy comes as a shock to many Americans. Yet many responses in this survey confirm this has been their perception over time. Why does the world perceive us differently? The survey does not go into detail, but the answers are simple.

Today, “U.S.A.! We’re number one!” is only true about one factor: we spend more on military that most of the rest of the world combined. We have over 850 overseas military installations. More than any modern country in the world today, they see us trying to tell other countries what to do. The U.S. refuses to recognize the International Criminal Court and a range of treaties and conventions. For instance, the U.S. just vetoed the proposed U.N. Security Council action on Israel.

The U.S. is no longer the leader in science research authorship, international patents, number of scientists graduated, nor in most other indicators of technology leadership.

Aside from migrants, few Americans are bilingual. Nearly half of Europeans speak two or more languages. Many U.S. university foreign language departments are closing due to lack of students. We send relatively few students overseas for study.&nbsp; When other country’s students come here to study, speaking English and living here for several years, they then return home to build a country that knows us. Meanwhile, we do not know or understand them, their language or their culture.

Foreign students often arrive in the U.S. to find that America has far greater poverty than they were led to believe by media. We are becoming more economically unequal. We are the only advanced country not to provide universal health care. For a wide range of medical indicators, we are nowhere best. We have the highest obesity rate. Before the pandemic, we were the only developed nation in history to lose a month in average life expectancy. We are legalizing addictive recreational drugs.

We appear selfish in our hoarding of COVID-19 vaccines. This survey does address citizens’ views of their country’s handling of this pandemic in detail. Again, we rank low.&nbsp; &nbsp;

Most Americans know little to nothing about other countries since they only watch U.S. news. Only if an American is killed in a plane crash overseas might they pay attention. Our news networks in turn respond to our unconcern by disregarding most foreign news. —American viewpoint. —American bias.

Our recent “America First” policy is no positive phrase. Much of Europe associates this exact term with our earlier pre-WWII pro-Nazi movement.

American’s form of democracy has problems. This survey reveals that the rest of the world knows it.

Jennifer Clarke, professor of food science and technology, and statistics, and director of the Quantitative Life Sciences Initiative at Nebraska, gave the address at the graduate and professional degrees ceremony May 7 at Pinnacle Bank Arena. Riko Bishop, a judge of the Nebraska Court of Appeals, spoke to the law graduates May 7 at the arena.

The university presented Connie Clifton Rath, president of the Clifton Foundation, with an honorary Doctor of Commerce during the morning undergraduate ceremony.

The May exercises were the first time since December 2019 - before the start of the COVID-19 pandemic - that the university held full-fledged commencement ceremonies in person.
