The latest national report on K-12 education&nbsp;funding&nbsp;by states&nbsp;showed that Kansas&nbsp;was still far below 2009 levels in 2019, compared to both the national average and states in the region.&nbsp;&nbsp;

The Legislature and Kansas Supreme Court agreed in the&nbsp;Gannon&nbsp;school finance case to increase school operating funding back to the 2009 level over a six-year period, from 2018 through 2023. The 2021 Legislature appropriated funding for the final years of the plan.&nbsp;

The U.S. Census Report&nbsp;conducts&nbsp;an&nbsp;<a href="https://www.census.gov/programs-surveys/school-finances/data/tables.html" target="_blank">annual survey of public elementary and secondary school finances</a>.&nbsp;It was recently updated to include 2019 information – the second year of the Gannon plan.&nbsp;

The report shows Kansas total revenue per pupil in 2019 was $13,851, 15.7 percent higher than 2009, when it was&nbsp;$11,939. In the 2019 the U.S. average was&nbsp;$15,685, 28 percent higher than 2009.&nbsp;The consumer price index increased 19.2 percent over that period.&nbsp;

In 2009, Kansas revenue per pupil – all funding from state, local and federal sources – was&nbsp;2.5 percent&nbsp;below&nbsp;the U.S. average. By 2017, it has fallen to&nbsp;10.9&nbsp;percent&nbsp;below. In 2018, the first year of Gannon school plan, Kansas rose slightly to&nbsp;9.7&nbsp;percent&nbsp;below the national average, but fell to 11.1&nbsp;percent&nbsp;below&nbsp;in 2019.&nbsp;

Compared to states&nbsp;in the region (Colorado, Iowa, Minnesota, Missouri, Nebraska, North Dakota,&nbsp;Oklahoma&nbsp;and South Dakota), Kansas&nbsp;per pupil funding was&nbsp;9.3&nbsp;percent&nbsp;higher&nbsp;than&nbsp;the regional average&nbsp;in 2009&nbsp;but&nbsp;dropped&nbsp;to&nbsp;2.0&nbsp;percent&nbsp;lower than the region&nbsp;in 2017.&nbsp;Kansas&nbsp;increased slightly&nbsp;to 0.7 percent&nbsp;above the regional average&nbsp;in 2018,&nbsp;before falling 0.4&nbsp;percent&nbsp;below&nbsp;in 2019.&nbsp;

Kansas&nbsp;would have improved compared to other states&nbsp;in 2019 if the Legislature had not reduced&nbsp;KPERS&nbsp;funding to help balance the state general fund budget. Although total school district spending in&nbsp;2019 was $219 million higher than in 2018, KPERS funding dropped $115 million. In 2020, KPERS funding increased $258 million, and&nbsp;total K-12 spending increased $363 million. As a result, Kansas could make gains on other states&nbsp;when&nbsp;2020&nbsp;data is released, but that will depend on school finance decisions in other states.&nbsp;

As the chart above shows, Kansas has&nbsp;been below the U.S. average in per pupil funding for the past two&nbsp;decades&nbsp;but&nbsp;was moving close to the nation until 2009. Funding most states declined&nbsp;for several years&nbsp;after the Great Recession of 2008-09,&nbsp;but Kansas did not replace funding as quickly. The U.S. average recovered by 2016. Kansas was still below inflation-adjusted&nbsp;2009&nbsp;funding in 2019.&nbsp;

Regionally,&nbsp;Kansas&nbsp;consistently provided higher funding than&nbsp;most&nbsp;neighboring and Plains States&nbsp;during&nbsp;the 2000’s but&nbsp;dropped below the regional average&nbsp;in 2011&nbsp;and generally been slightly above or below the regional average since.&nbsp;

In 2019, Kansas ranked fifth in the region, down from second in 2009. Kansas funding increased 15.7 percent from 2009 to 2019 (not adjusted for inflation) compared to a regional average of 26.7 percent. Only Oklahoma had a lower percentage increase of 13.6 percent.&nbsp;

Salina Area Technical College has announced its honor roll for the spring semester of 2021. 

The honor roll includes two levels. The President’s Honor Roll is for students who were enrolled in at least 12 credit hours of classes and had a GPA of 4.0. The Dean’s Honor Roll is for students enrolled in at least 12 credit hours with a GPA between 3.5 and 3.99.

Local, area students on Salina Tech spring 2021 honor roll

Salina sanitation customers: have you made your waste cart selection yet?

In the mail this past week, City of Salina sanitation customers should have received their waste cart selection postcard, which enables customers to select the number of waste carts their households will utilize. 

Prior to June 18, customers will need to select the number of new waste carts they want, either by mailing the perforated pre-paid postage section of the postcard (no return address or additional postage necessary) or by using the verification code found on the postcard to complete the process at <a href="http://SelectMyCart.com/Salina">SelectMyCart.com/Salina</a>.

"When selecting the number of carts we urge customers to take into account that with automation collection no waste placed outside the cart will be collected and the lid must be closed. Also, all trash including yard waste will be collected in the same cart," the city noted in a news release.

Starting July 5, the new waste carts will be delivered and all previous City of Salina refuse and yard waste carts will be collected and recycled. 

Every City of Salina sanitation customer will be delivered a minimum of one new waste cart. If customers wish to order more than one waste cart, each additional cart will be $2 more per month. If customers currently use one waste cart and one yard waste cart, it is recommended that they select "2 cart service" when ordering their waste carts. 

Customers are also able to change the number of carts they want once per calendar year with no additional service fee. The cost of the additional cart(s) will be reflected on the customer's bill.

A teen driver escaped injury when her pickup caught fire early Wednesday afternoon on Old Highway 81 in northern Saline County.

Rose Ahlvers, 17, of Salina, was northbound in the 5000 block of Old Highway 81 when her purple 1989 Ford F150 began smoking and making a strange noise, Saline County Sheriff Roger Soldan said this morning.

She got out, opened the hood, and discovered the engine compartment on fire. The fire spread quickly and the cab was fully engulfed when Rural Fire District No. 7 arrived on scene, Soldan said.

A mechanical failure is believed to have caused the fire, he added.

Police looking for people involved in road rage incident

TOPEKA — Veterans, family and friends attended a memorial ceremony for fallen service members Wednesday just one day after an airman of the Kansas National Guard died in a military vehicle training accident.

Airmen of the 184th Air Support Operations Squadron were training 10 miles west of Salina when their vehicle overturned, according to the National Guard. All three people on board were injured, one found unresponsive.

The unresponsive airman died on the way to the hospital via helicopter. The other two airmen are being treated in Salina.

“I am hoping the two injured airmen a speedy recovery and share my condolences with the family, loved ones and fellow guardsmen of the service member who tragically lost his life,” Gov. Laura Kelly said in a statement following the ceremony, where she also spoke. “His commitment to our state will not be forgotten.”

The cause of the accident is not yet known and is under investigation.

The governor attended the opening ceremony of a traveling memorial honoring veterans who have died since 9/11. The “Remembering Our Fallen” memorial is on display outside the Museum of the Kansas National Guard in Topeka.

The memorial features more than 30 towers with thousands of photographs of deceased veterans. The exhibit will be on display until 6 p.m. Monday.

Kelly said the airman who lost his life in the accident is the reason these types of memorials are important.

“These are folks who really did sacrifice their lives in service to our country,” Kelly said. “They were in training exercises … because you know, much like firefighters, you train, train and train for that one moment and you might be actually required to put it into place.”

The ceremony was attended by dozens of soldiers, active and retired, their families and two Gold Star mothers, whose children died in service to the country.

Justin Gordon, an Army veteran and museum board member, reflected upon his own fallen comrades to help ensure their memories live on. Gordon told the story of Sgt.t 1st Class Paul Smith, who served in the same battalion as him for several years. Smith died in April 2003 outside Baghdad International Airport after defending his fellow soldiers in an ambush.

In 2005, Smith’s family was invited to the White House, where he was honored as the first recipient of the Medal of Honor during the Iraq War.

“I myself have eight towers that I need to visit while the memorial is out here,” Gordon said. “These were my West Point classmates. They were my fellow soldiers, and they were my friends.”

Skoda invited those in attendance to share their stories with him and others so that their loved ones would also live on in memory.

The exhibit will be on display until 6 p.m. Monday.Kelly said the airman who lost his life in the accident is the reason these types of memorials are important.“These are folks who really did sacrifice their lives in service to our country,” Kelly said. “They were in training exercises … because you know, much like firefighters, you train, train and train for that one moment and you might be actually required to put it into place.”The ceremony was attended by dozens of soldiers, active and retired, their families and two Gold Star mothers, whose children died in service to the country.Justin Gordon, an Army veteran and museum board member, reflected upon his own fallen comrades to help ensure their memories live on. Gordon told the story of Sgt.t 1st Class Paul Smith, who served in the same battalion as him for several years. Smith died in April 2003 outside Baghdad International Airport after defending his fellow soldiers in an ambush.In 2005, Smith’s family was invited to the White House, where he was honored as the first recipient of the Medal of Honor during the Iraq War.<figure>

They were my fellow soldiers, and they were my friends.”Col. ABILENE -- Temperatures in Kansas are heating up, and it is important for many to stay cool.

“Thank you Evergy, for caring for our community by donating fans to anyone in need,” Director of Home Health and Hospice of Dickinson County Carol Whitehair, RN, said.

Evergy provided approximately 85 fans, county wide. Home Health and Hospice of Dickinson County received 15.

Following are some tips from the Centers for Disease Control and Prevention for preventing heat-related illness.

Wear Appropriate Clothing: Choose lightweight, light-colored, loose-fitting clothing.

Stay Cool Indoors: Stay in an air-conditioned place as much as possible. If your home does not have air conditioning, go to the shopping mall or public library—even a few hours spent in air conditioning can help your body stay cooler when you go back into the heat. Call your local health department to see if there are any heat-relief shelters in your area.

Keep in mind: Electric fans may provide comfort, but when the temperature is in the high 90s, they will not prevent heat-related illness. Taking a cool shower or bath or moving to an air-conditioned place is a much better way to cool off. Use your stove and oven less to maintain a cooler temperature in your home.

Schedule Outdoor Activities Carefully: Try to limit your outdoor activity to when it’s coolest, like morning and evening hours. Rest often in shady areas so that your body has a chance to recover.

Pace Yourself: Cut down on exercise during the heat. If you’re not accustomed to working or exercising in a hot environment, start slowly and pick up the pace gradually. If exertion in the heat makes your heart pound and leaves you gasping for breath, STOP all activity. Get into a cool area or into the shade, and rest, especially if you become lightheaded, confused, weak, or faint.

Wear Sunscreen: Sunburn affects your body’s ability to cool down and can make you dehydrated. If you must go outdoors, protect yourself from the sun by wearing a wide-brimmed hat, sunglasses, and by putting on sunscreen of SPF 15 or higher 30 minutes prior to going out. Continue to reapply it according to the package directions.

Tip: Look for sunscreens that say “broad spectrum” or “UVA/UVB protection” on their labels, these products work best.

Do Not Leave Children in Cars: Cars can quickly heat up to dangerous temperatures, even with a window cracked open. While anyone left in a parked car is at risk, children are especially at risk of getting a heat stroke or dying. When traveling with children, remember to do the following:

Never leave infants, children, or pets in a parked car, even if the windows are cracked open.

To remind yourself that a child is in the car, keep a stuffed animal in the car seat. When the child is buckled in, place the stuffed animal in the front with the driver.

When leaving your car, check to be sure everyone is out of the car. Do not overlook any children who have fallen asleep in the car.

Avoid Hot and Heavy Meals: They add heat to your body!

Remember to stay cool, safe, and healthy this summer!

UPDATE: Dangerous heat on way; learn signs of heat-related illnesses

OCCK Transportation has announced the new Guide &amp; Go Travel Training program that will teach people how to use public transportation services in the region.

The first class in the Guide &amp; Go program is CityGo Familiarization.&nbsp; &nbsp;Other classes will be available in the future.&nbsp;

CityGo Familiarization teaches the basics of riding CityGo in Salina, including how to read the map and time table, fare payments, and general etiquette.&nbsp;

At this time, all classes will be held virtually, and will last about one hour, with the following schedule for CityGo Familiarization for June and July.

Additional classes will be announced as they are scheduled.
