Saline County Board of Commissioners Sept. 17 Regular Meeting agenda

On Monday, September 16, Smoky Hill, LLC of Salina will begin replacing the medians on Broadway from Duval to Republic.

Existing asphalt curbs and medians will be replaced with concrete curbs, grass medians, and stamped colored concrete. The median south of Duval will also be shortened to increase access. The work will begin at the Duval intersection and proceed south.

The work will be completed with lane closures on each side of the median where the work is occurring. Motorists should expect minor delays; through traffic is encouraged to utilize alternate routes during construction.

Weather permitting, the work is expected to last three months.

The $302,000 Broadway Median Replacement project is a part of the City of Salina’s 2024 $5.9 million street maintenance capital improvement program.

City of Salina: Broadway Avenue median replacement begins Monday

&nbsp;An annual national report that rates the state of mental health in the United States indicates that Kansas communities have made significant positive progress recently, says a Kansas State University health specialist.

Elaine Johannes, the Kansas Health Foundation’s Distinguished Professor of Community Health at K-State, said the state has moved from No. 51 in the 2022 rankings – essentially last among all 50 states and the District of Columbia – to No. 22&nbsp;<a href="https://mhanational.org/issues/state-mental-health-america">in the 2024 report</a>, which contains the most recent data available.

The data is published annually by&nbsp;<a href="https://mhanational.org/">Mental Health America</a>, a non-profit organization that promotes mental health, well-being and illness prevention in the United States.

“I do have to give a shout out to our state legislature, which made some policy changes that opened up access to mental health care,” Johannes said. “One of those was that Kansas become one of the first states to use what is known as a&nbsp;<a href="https://kdads.ks.gov/kdads-commissions/behavioral-health/certified-community-behavioral-health-centers">Certified Community Behavioral Health Clinic</a>, or CCBHC.”

In Kansas, CCBHC sites work to increase access to community-based mental health and substance use disorder services, as well as integrate behavioral health with physical health care.&nbsp;<a href="https://kdads.ks.gov/docs/librariesprovider17/csp/bhs-documents/ccbhcs/consumers/cmhc-ccbhcs-of-ks-map-revised-5-12-2022.pdf?sfvrsn=3a83f43c_3">Currently, there are 26 CCBHC sites in Kansas</a>.

“Prior to the COVID pandemic, people seemed to separate their behavioral health needs from their physical health needs,” Johannes said. “But, as humans, we are holistic beings. If we are stressed, we are probably going to have a gastrointestinal issue. If we’re hypertensive, our high blood pressure may lead to feelings of worry and anxiety which influences changes in quality sleep, which aggravates high blood pressure. Consequently, it could be a vicious cycle.”

“So, having the governor (Laura Kelly) and the state legislature and many others pitch in and start offering this new way of doing mental health care seems to be working.”

Johannes acknowledged that Kansas’ improvement in the national rankings also may be a result of how survey questionnaires are developed and Kansan’s willingness to discuss their mental health concerns and avenues they’ve pursued for help.

Nonetheless, she adds, “suicide is a desperate and very concerning issue, and it affects Kansans.”

Mental Health America’s report for 2023 indicates Kansas is No. 24 for adult mental health, and No. 16 for mental health among younger age groups.

“Suicide gets a lot of attention, and it should because it is a serious issue,” Johannes said. “But one thing that is sometimes ignored is how resilient Kansans and our communities are. In particular, coming out of the pandemic, there are some positive things that happened and I think we may actually be on an upswing in regards to mental health in our state.”

Johannes notes that Kansas may still have work to do in making community-level therapists available, particularly in rural areas of the state. She said recruiting and retaining therapists and paying them for their services can sometimes be a barrier to providing mental health care.

“As Kansans, I think we should still be asking ourselves if there are ways that we can create more resilience in our communities so that more people can be connected to mental health care,” Johannes said.

Report indicates Kansas has made progress in providing mental health care

A recent weather event has caused the re-routing of 9-1-1 calls from the Salina / Saline County Dispatch Center to Dickinson County. This may cause a delay in providing public safety assistance in Police, Fire,and EMS responses in Saline County and the city of Salina.

&nbsp;The Granny Brigade is inviting the public to a candidate forum ahead of the general election, to be held on Tuesday, September 17 at 7 p.m. at the Carver Center, located at 315 North Second Street. 

Both political parties will be represented at the event, providing an opportunity for voters to hear from the candidates vying for key local positions.

The forum will feature Kathleen Malone Crouch and Annie Grevas, both candidates for the Saline County Commission District Two seat, as well as Clarke Sanders, the incumbent for the Kansas 69th House District, and Lori Blake, who is challenging Sanders for the seat.

The event is open to the public, and those unable to attend in person can watch via a live stream provided by Mean Dean Productions.

This forum presents a valuable chance for community members to engage with local candidates and learn about their platforms before heading to the polls.&nbsp;&nbsp;

A Mulvane man was arrested on Friday night after a physical altercation with police and security personnel at Salina Central Stadium following the Salina South vs. Maize South football game.&nbsp;

According to Salina Police Department (SPD) Captain James Feldman at approximately 9:30 p.m., a school resource officer and a security guard were called to remove an adult spectator from the game due to disruptive behavior. 

"A Salina South High School resource officer was approached by Salina South High staff wanting an adult fan from from Maize South removed from the game due to his behavior in the stands," Feldman said.&nbsp;

The suspect, later identified as Jonathan Cordova, 43, of Mulvane, initially complied with the request to leave the stadium but refused to vacate the property entirely, stating he needed to wait for someone.

Feldman could not provide details on the specific behavior that led to Cordova's removal from the stadium. Salina Post asked USD 305 to provide details regarding the incident. 

USD 305 issued the following statement, "Salina Public Schools employees prioritize creating a safe and enjoyable environment at our athletic events. Our administrators have always asked anyone who isn’t abiding by these guidelines to leave."&nbsp; USD 305 did not say what behavior led to Cordova being asked to leave the stadium.&nbsp;

"He [Cordova] was told again to leave, and then refused and proceeded to take steps towards the school resource officer," Feldman said. "The school resource officer went to apprehend Mr. Cordova when he pulled away and ended up striking the officer."

Cordova struck the resource officer multiple times in the head and also punched the security guard, who is 63 years old. The resource officer, a 38-year-old female, sustained a contusion above her left eye and the security guard suffered a head injury.

Attempts to subdue Cordova with a taser were initially unsuccessful, but after a second deployment, the taser was effective and he was taken into custody.

Cordova was booked into the Saline County Jail and faces charges of battery on a law enforcement officer, battery on a security guard, criminal trespass, and disorderly conduct.

School resource officer injured, taser deployed during incident at Salina South football game

While the 2024 presidential election may be more than a month and half away, it is time for Kansans to make a voting plan and check their voter registration status. This is because Kansas has chosen not to implement same-day voter registration.

For the most part, election law is state law. States decide the process and requirements for voter registration. In Kansas, voters hoping to participate in this year’s presidential election must register by October 15, which is 21 days prior to Election Day. Comparatively, nearly half of U.S. states allow citizens to register and vote on the same day.

Same-day voter registration is a policy that allows eligible citizens to both register and vote on the same day, typically during early voting periods or on Election Day itself.

Advocates for same-day voter registration argue that it has several benefits. First, it can lead to higher voter turnout. Same-day registration is convenient. It streamlines the process and removes bureaucratic barriers that dissuade some from participating.

Same-day registration also allows people to register and vote at a time when their interest in the election is most immediate. Not all potential voters are thinking about the actual process and requirements of voting weeks prior to the election. By allowing them to legally register and cast a ballot on Election Day, you encourage more people to engage in the democratic process.

Same-day registration also addresses the issue of voter disenfranchisement due to outdated or inaccurate voter rolls. Comparatively, nearly half of U.S. states allow citizens to register and vote on the same day.Same-day voter registration is a policy that allows eligible citizens to both register and vote on the same day, typically during early voting periods or on Election Day itself.Advocates for same-day voter registration argue that it has several benefits. First, it can lead to higher voter turnout. Same-day registration is convenient. It streamlines the process and removes bureaucratic barriers that dissuade some from participating.Same-day registration also allows people to register and vote at a time when their interest in the election is most immediate. Despite one of the most pedestrian performances of Patrick Mahomes career, the Kansas City Chiefs managed to squeak out a victory on Sunday, as Harrison Butker kicked a 51-yard field goal with time expiring to deliver the Chiefs a 26-25 victory.

On the final drive, Bengals safety Daijahn Anthony was called for pass interference, delivering the Chiefs new life on a fourth and 15.

Patrick Mahomes threw for 151 yards with two touchdowns and two interceptions, while Isaiah Pacheco, who left Arrowhead on crutches and in a walking boot, added over 100 yards of total offense.

The Chiefs hit the road to take on the Falcons in primetime next week on Sunday Night Football.

It was a less fortunate outcome for the Kansas Wesleyan Coyotes, who suffered their worst regular season loss since 2016 on Saturday in a 44-14 rout.

To add insult to injury, quarterback Byron McNair suffered an injury on a second-half sack and did not return to the game. His status remains up in the air ahead of a matchup with Friends this Saturday

And finally, the Kansas City Royals were able to take two out of three from the Pittsburgh Pirates this weekend as the Pirates avoided the sweep on Sunday.

Saline County Jail Bookings, Sept. 16

Rural Kansas newspaper editor/publisher Karen Bonar will participate in the 2024 Leadership Academy for Women in Media, hosted by the Poynter Institute Sept. 23-27.

“I was thrilled for Karen and so excited that Kansas will be so well-represented,” said Emily Bradbury, executive director of the Kansas Press Association. “The Leadership Academy for Women in Media program in a prestigious program that helps to amplify the important voices in media. Women have always been an integral part of local journalism, so seeing a program tailored to this important group is fantastic.”

Bradbury said to her knowledge, Bonar is the first participant from Kansas to attend the academy.

Bonar is the editor/publisher of the Ellsworth County Independent-Reporter and Marquette Tribune. The newspapers are owned by Savannah, Ga.-based Morris Multimedia Inc. She currently lives in Salina.

“When I was departing my previous job at Kansas Wesleyan University, I told my supervisor I wanted to attend the program at Poynter,” Bonar said. “I knew the process was extremely competitive.”

Applications were due in September and candidates were notified in December of their acceptance.

“When I applied, I was departing for the Bike Up Kansas and wasn’t sure I even correctly applied,” Bonar said. “I had some technical difficulties and didn’t have the level of confidence I wanted with my application.”

When she was notified of her acceptance in December, “I was shocked,” Bonar said.

As the date of the event approaches, Bonar said she is excited for the experience.

“I’m also humbled. I’ve seen the list of other participants for my cohort, and am in awe,” Bonar said. “The women attending this academy are top-shelf. I know the phrase “impostor syndrome” is a buzz-

phrase, but once I saw the list, I was immediately intimidated. The leaders I will meet are amazing and inspiring women.”

The Poynter Institute conducts the leadership academy for three cohorts annually. Each group is comprised of 30 women.

Bradbury said having representatives from smaller areas and news deserts is important.

“Sometimes, rural journalism gets lost in the mix when discussing innovation, but small-town journalists can be, and are often, innovative,” she said. “It is crucial to have rural journalists represented in all leadership programs.”

The academy, which began in 2015, will be held at the Poynter Institute headquarters in St. Petersburg, Fla.

Sitara Nieves, Poynter Vice President of Teaching and Organizational Strategy, said the program focuses on effective leadership, change management and newsroom sustainability.

“As I’ve prepared for this experience, I have had homework to do in advance,” Bonar said. “I have taken assessments to gauge my strengths as a leader. My staff have also provided essential feedback on areas I can grow. They are also making extra effort to cover the newsroom in my absence, and this leadership experience would not be possible without their vital assistance.”

Bonar’s experience as a journalist began in high school. She is a 1999 graduate of Kapaun Mt. Carmel High School, Wichita, where she worked as a photographer on the yearbook and newspaper, and also as the assistant features editor for the newspaper. She also spent time with the photo staff of The Wichita Eagle during her high school years.

She continued her journalistic journey at K-State, where she earned a bachelor’s from the A.Q. Miller School of Journalism in December 2022. She was a staff photographer for the school’s yearbook and newspaper. During college, she interned at the Topeka Capital-Journal, as well as the Hays Daily News.

Upon graduation, Bonar worked for about two years at the Independence Daily Reporter in southeast Kansas as a photojournalist. She then shifted gears and began covering city government and writing in-

depth features at the Hays Daily News, a position she held for about three years. In 2005 and 2006, she earned an honorable mention in the Harris Newspaper contest for business/agriculture reporting. In 2006 she also earned second place from the Kansas Press Association for an agricultural story. In 2007, she earned first place from KPA for an investigative story, first place in the Harris Newspaper Contest for a spot news story and best of contest in the Harris Newspaper Contest.

Bonar served as the editor for The Register (Salina, Kan.) for nearly five years. During that time, she earned first and second place in the 2020 Catholic Press Awards for best in-depth news/special reporting, as well as first place for the best front page (submission consisted of three consecutive front page designs).

She also earned a Catholic Press Award for her photographic coverage of the installation of Salina’s new bishop, as well as an additional Catholic Media Award (formerly CPA) in 2022. She earned first place in the Best Analysis/Background/Roundup category for her multistory and photo package.

Bonar joined the Ellsworth County Independent-Reporter and Marquette Tribune in April 2022. During her first full year as editor, in 2023, her staff earned 31 awards, as well as the sweepstakes for its division. Women have always been an integral part of local journalism, so seeing a program tailored to this important group is fantastic.”Bradbury said to her knowledge, Bonar is the first participant from Kansas to attend the academy.Bonar is the editor/publisher of the Ellsworth County Independent-Reporter and Marquette Tribune. The newspapers are owned by Savannah, Ga.-based Morris Multimedia Inc. She currently lives in Salina.“When I was departing my previous job at Kansas Wesleyan University, I told my supervisor I wanted to attend the program at Poynter,” Bonar said. “I knew the process was extremely competitive.”Applications were due in September and candidates were notified in December of their acceptance.“When I applied, I was departing for the Bike Up Kansas and wasn’t sure I even correctly applied,” Bonar said. “I had some technical difficulties and didn’t have the level of confidence I wanted with my application.”When she was notified of her acceptance in December, “I was shocked,” Bonar said.As the date of the event approaches, Bonar said she is excited for the experience.“I’m also humbled. I’ve seen the list of other participants for my cohort, and am in awe,” Bonar said. “The women attending this academy are top-shelf. I know the phrase “impostor syndrome” is a buzz-phrase, but once I saw the list, I was immediately intimidated. The leaders I will meet are amazing and inspiring women.”The Poynter Institute conducts the leadership academy for three cohorts annually. Each group is comprised of 30 women.Bradbury said having representatives from smaller areas and news deserts is important.“Sometimes, rural journalism gets lost in the mix when discussing innovation, but small-town journalists can be, and are often, innovative,” she said. “It is crucial to have rural journalists represented in all leadership programs.”The academy, which began in 2015, will be held at the Poynter Institute headquarters in St. Petersburg, Fla.Sitara Nieves, Poynter Vice President of Teaching and Organizational Strategy, said the program focuses on effective leadership, change management and newsroom sustainability.“As I’ve prepared for this experience, I have had homework to do in advance,” Bonar said. “I have taken assessments to gauge my strengths as a leader. My staff have also provided essential feedback on areas I can grow. They are also making extra effort to cover the newsroom in my absence, and this leadership experience would not be possible without their vital assistance.”Bonar’s experience as a journalist began in high school. She is a 1999 graduate of Kapaun Mt. Carmel High School, Wichita, where she worked as a photographer on the yearbook and newspaper, and also as the assistant features editor for the newspaper. She also spent time with the photo staff of The Wichita Eagle during her high school years.She continued her journalistic journey at K-State, where she earned a bachelor’s from the A.Q. Miller School of Journalism in December 2022. She was a staff photographer for the school’s yearbook and newspaper. During college, she interned at the Topeka Capital-Journal, as well as the Hays Daily News.Upon graduation, Bonar worked for about two years at the Independence Daily Reporter in southeast Kansas as a photojournalist. She then shifted gears and began covering city government and writing in-depth features at the Hays Daily News, a position she held for about three years. In 2005 and 2006, she earned an honorable mention in the Harris Newspaper contest for business/agriculture reporting. In 2006 she also earned second place from the Kansas Press Association for an agricultural story. In 2007, she earned first place from KPA for an investigative story, first place in the Harris Newspaper Contest for a spot news story and best of contest in the Harris Newspaper Contest.Bonar served as the editor for The Register (Salina, Kan.) for nearly five years. During that time, she earned first and second place in the 2020 Catholic Press Awards for best in-depth news/special reporting, as well as first place for the best front page (submission consisted of three consecutive front page designs).She also earned a Catholic Press Award for her photographic coverage of the installation of Salina’s new bishop, as well as an additional Catholic Media Award (formerly CPA) in 2022. Ellsworth County Independent/Reporter publisher named to the 2024 Leadership Academy for Women in Media

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas wants those who are interested in going elsewhere for the holidays to work on those plans.

"It's definitely time to start looking at Thanksgiving and year-end holidays and making your plans now," Steward said. "Book those flights, book those rental cars, hotels, cruises, whatever you might have in mind for holiday travel."

AAA advises booking as soon as the decision is made to travel, increasing the opportunity for a positive, stress-free experience.

"We've had a record breaking travel summer," Steward said. "We don't anticipate there being much of a drop off, if not any at all. Almost every aspect of travel is in high demand right now. Cruises are selling out. Air travel has been at record levels this past summer. Since May, the Transportation Security Administration has recorded its ten busiest days in the agency's history."

The latest findings from the Family Travel Association indicate a continued, strong desire for family travel and certainly Thanksgiving and the year-end holiday period will be no exception.

"Family travel is fun," Steward said. "It certainly requires some logistics planning. AAA has developed a website called <a href="https://familytravelpassport.com/">Family Travel Passport</a>, which helps parents and kids work together to explore options, figure out what they like and help them plan destinations that they may be interested in, not only for the end of this year, but in the future."

SALINA, KS — Beginning Monday, September 16, and running through Friday, September 20, Davis Construction will continue concrete pavement repairs on several sections of Sunrise Drive in Salina, weather permitting. The scheduled work will involve pavement removal and replacement with new mixed concrete, with road closures expected but limited residential access allowed.

These repairs are part of the City of Salina's 2024 Minor Concrete – Pavement Repair annual maintenance project, with a total cost estimated at $80,000.&nbsp;

Legislation would prevent federal government from seizing land for proposed transmission corridor

WASHINGTON, D.C.&nbsp;-&nbsp;U.S. Senators Jerry Moran, R-KS, and Roger Marshall, R-KS and First District Congressman Tracey Mann, R-KS, introduced legislation to prevent the federal government from using taxpayer dollars to seize private property to be used for a proposed National Interest Electric Transmission Corridor (NIETC).

The&nbsp;U.S.&nbsp;Department of Energy (DOE) recently announced a NIETC proposal to consider transmission line across&nbsp;major segments of&nbsp;Kansas, including <a href="https://hayspost.com/posts/099d982a-98ff-4352-8a78-a592e5b71d28">Pawnee, Barton, and Russell counties</a>.

Through the implementation of the Biden-Harris Administration’s&nbsp;Infrastructure Investment and Jobs Act,&nbsp;the Federal Energy Regulatory Commission (FERC) would have&nbsp;increased&nbsp;authority to site electric transmission lines&nbsp;on lands designated a NIETC – even when state regulators have denied an application.&nbsp;&nbsp;

“I am vehemently opposed to any effort by the federal government to seize private land,”&nbsp;said Mann.&nbsp;“The Department of Energy’s phase 2 announcement of the NIETC proposal was grossly under publicized, overly vague, and left landowners with no clarity regarding whether their lands would be impacted. 

"We have heard Kansans loud and clear—they are not interested in the federal government grabbing their land. We introduced this legislation to protect the rights of Kansas landowners and prevent the federal government from treading on their liberties. Any land given to the federal government for this project should be voluntary, not mandated, and&nbsp;I&nbsp;will never stop fighting to defend that right.”

“Kansans have made it clear to the federal government that their land is not for sale,”&nbsp;said Moran.&nbsp;

“The NIETC proposal has been problematic from the start&nbsp;since&nbsp;the DOE permitted&nbsp;only&nbsp;45 days for folks to submit their comments regarding the proposed transmission line," Moran said. "Sen. Marshall, Congressman Mann and I introduced legislation, the passage of which would prohibit the Department of Energy from trampling on the rights of Kansas landowners or usurping the authority of state regulators in order to build a transmission line across Kansas. These decisions should be left up to Kansans,&nbsp;not Washington.”

“Bureaucrats in Washington, D.C. should not have the unchecked authority to approve projects that could strip Kansans of their property rights,”&nbsp;said Marshall.&nbsp;“It’s as simple as this: decisions affecting local lands should always rest with the states.”

“Kansas Farm Bureau appreciates the leadership of Sens. Jerry Moran and Roger Marshall and Rep. Tracey Mann in introducing legislation to level the playing field and encourage good faith negotiations for the siting and building of electric transmission lines,”&nbsp;said Joe Newland, president of Kansas Farm Bureau.

&nbsp;“Additionally, this bill recognizes the important voice state regulators have in the process. While our policy supports reliable, low-cost electricity, and increasing transmission capacity to keep pace with growing demand, without vital protections included in this legislation, landowners will continue to face unilateral ultimatums from transmission developers who are using taxpayer dollars to build infrastructure," Newland said.
