On Sept. 16, officers with the Salina Police Department investigated a damage to property which occurred at 2:21 a.m., on Sept. 16 in the 600 block of S. Third Street.

The damage occurred when two individuals approached a parked car and stabbed three tires of the victim’s vehicle. The victim, a 95-year-old World-War II veteran, has no idea who would have committed this crime. The value of this crime, including towing of the vehicle, replacement tires, mounting and balancing is estimated at more than $1,000.

The subjects involved appeared to be white male teenagers. One subject was wearing a black baseball hat turned backwards, a white T-shirt, and dark shorts with vertical white stripes on the legs. His hair appeared to be dark and short. The second subject was wearing a black hooded sweatshirt and black shorts. The person’s hair appeared to be lighter and shoulder length.

The Greater Salina Community Foundation recently awarded more than&nbsp; $38,000 to 10 charitable projects and organizations in Saline County. 

The following organizations received funding:

●Salina Rescue Mission, $5,000 to purchase and install 6,000 sq. ft. of flooring to the second floor of the building.

●Salina Emergency Aid Food Bank, $5,000 to offer a bi-monthly Life Skills Cooking class.

●Child Advocacy and Parenting Services (CAPS), $5,000 to recruit more volunteers to become CASAs (Court Appointed Special Advocate).

●Ashby House, Ltd., $2,500 to replace outdated computers.

●Central Kansas Mental Health Center, $3,680 to offer Mental Health First Aid programs.

●Salina Educational Automotive Museum of America, $2,500 to purchase a SIM Spray: The Painting &amp; Costing VR Training tool designed for education in the automotive industry.

●Salina Community Theatre, $4,500 to bring Salina actor Tyrees Allen in to direct the production of William Inge’s “Bus Stop.”

●Special Olympics Kansas, $2,500 to support their Health and Leadership conference.

●Friends of the River, $2,700 to provide puppetry education outreach by adding a catfish puppet and two new puppet shows, expanding the ability to reach new audiences.

●My Bike Kansas, $5,000 to purchase bike parts to fix broken bikes before gifting them to children.

This round of grants was made possible by four funds at the community foundation: the Dane G. Hansen Community Grant Fund, which supports projects and programs that improve the community’s quality of life; the Kansas Health Foundation Fund, which supports the public health of Saline County; the Fund for Greater Salina which supports funds used for a variety of charitable causes that positively impact the community; and the L.P. “Pat” Mullen Fund, which supports hands-on learning opportunities for youth in the areas of arts and humanities and science, technology and invention.

GSCF awards more than $38,000 in community grants

I have a good job and make pretty good money, but I’m tired of always worrying about my finances and being strapped for cash at the end of the month. I’ve heard you talk about getting out of debt and living on a zero-based budget, but what exactly is a zero-based budget?

The concept of a zero-based&nbsp;<a href="https://www.ramseysolutions.com/budgeting/guide-to-budgeting" target="_blank">budget</a>&nbsp;is simple: income minus outgo equals zero.&nbsp;If you bring home $4,000 a month, you want everything you spend, save, give and invest to equal $4,000. That way, you know where every one of your dollars is going. Not knowing where the money’s going is what kills lots of people’s financial dreams. They&nbsp;think&nbsp;they know how much they’re spending and where it’s going, but they really don’t.

Here’s how you do it. List all your income sources for the month.&nbsp;Your income should include paychecks, small-business&nbsp;<a href="https://www.ramseysolutions.com/debt/debt-to-income-ratio-calculator" target="_blank">income</a>, side jobs, residual income, child support and so on. If it’s money that comes into your household’s bank account, write it down and add it up.

Next,&nbsp;list every single expense you have each month.&nbsp;Rent, food, cable, phones and everything in between. Your expenses vary from one month to the next, and this is why you make a new budget each month. Your giving budget might be high in December when&nbsp;<a href="https://www.ramseysolutions.com/budgeting/the-costly-christmas-mistake" target="_blank">Christmas</a>&nbsp;rolls around. The car budget will spike during months when you pay insurance or renew your tags. Focus on one month at a time.

Now,&nbsp;subtract your expenses from your income.&nbsp;Ideally, this number will be zero. It might take a few months of practice, so don’t worry if it doesn’t balance out immediately. If it doesn’t, it just means you need to do something to bring one of the numbers up, the other one down—or both. If you’re spending more than you make, you need to make some cuts in your spending. If you need to generate more money, get a&nbsp;<a href="https://www.ramseysolutions.com/retirement/how-extra-work-could-lead-to-huge-financial-rewards" target="_blank">part-time job</a>&nbsp;or sell a bunch of stuff.

The deal with a zero-based budget is this: every dollar must have a name. That means every dollar has a designated job to do. If you fill out every item in your budget and come out $100 ahead—meaning you have nothing for that $100 to do—you haven’t finished your budget. You have to find a job for that $100. On Sept. 24, 2001, President George W. Bush ordered a freeze on the assets of 27 people and organizations with suspected links to terrorism, including Islamic militant Osama bin Laden, and urged other nations to do likewise. 

In 1789, President George Washington signed a Judiciary Act establishing America's federal court system and creating the post of attorney general. 

In 1869, thousands of businessmen were ruined in a Wall Street panic known as "Black Friday" after financiers Jay Gould and James Fisk attempted to corner the gold market. 

In 1929, Lt. James H. Doolittle guided a Consolidated NY-2 Biplane over Mitchel Field in New York in the first all-instrument flight.

In 1934, Babe Ruth made his farewell appearance as a player with the New York Yankees in a game against the Boston Red Sox. (The Sox won, 5-0.)

In 1955, President Dwight D. Eisenhower suffered a heart attack while on vacation in Denver.

President Donald Trump's refusal to commit to a peaceful transfer of power if he were to lose the November election drew swift blowback from both parties in Congress, with Senate GOP leader Mitch McConnell saying that the winner "will be inaugurated on January 20th." Trump was booed by spectators in the streets near the Supreme Court as he arrived to pay respects to the late Justice Ruth Bader Ginsburg. Florida prosecutors dropped a misdemeanor charge against New England Patriots owner Robert Kraft after courts blocked their use of video that allegedly showed him paying for massage parlor sex.

Today in History - Sept. 24

Fort Hays State University's Kansas Academy of Mathematics and Science (KAMS) will host a series of free in-person and virtual information sessions during September, October, and December. 

High school students interested in the two-year, on-campus, early-college program can choose from 10 in-person sessions offered at locations across Kansas or four virtual webinars.

KAMS is an early college program that focuses on advanced mathematics and science coursework. While studying at KAMS, students live on the FHSU campus in a select residence hall with other Academy students from around the world. Over the course of two years, students complete over 60 hours of college credit and complete their high school diploma. These college classes are taken alongside traditional college undergraduates and taught by college professors while simultaneously contributing to their high school graduation requirements. KAMS also provides hands-on research, leadership, and civic engagement opportunities.

Students and guests can learn about KAMS and visit with representatives from the academy at these sessions. High school students interested in the two-year, on-campus, early-college program can choose from 10 in-person sessions offered at locations across Kansas or four virtual webinars.KAMS is an early college program that focuses on advanced mathematics and science coursework. While studying at KAMS, students live on the FHSU campus in a select residence hall with other Academy students from around the world. Over the course of two years, students complete over 60 hours of college credit and complete their high school diploma. These college classes are taken alongside traditional college undergraduates and taught by college professors while simultaneously contributing to their high school graduation requirements. Local, area bodies of water under advisories for blue-green algae

MANHATTAN —&nbsp;At the fall KSU Foundation board of trustees meeting, trustees Curt and Sherry Frasier,&nbsp;Beloit, were awarded the Kansas State University Medal of Excellence, which recognizes those who have advanced K-State through exceptional service, leadership and philanthropic contributions. "Curt and Sherry are dedicated K-Staters who define what it means to provide extraordinary service to Kansas State University as volunteers, mentors, philanthropic leaders and enthusiastic Wildcat fans," said K-State President Richard Myers. "We very much appreciate their commitment to advancing what makes K-State great today and in the future and are excited to celebrate Curt and Sherry by awarding them the university's Medal of Excellence." Sherry Frasier received her degree in elementary education from K-State in 1973. Curt Frasier also graduated from K-State in 1973 with a degree in animal sciences and industry. He went on to earn his law degree from Washburn University in 1976. Curt Frasier has served on boards of directors for the KSU Foundation and the K-State Alumni Association, and he chaired the association's Alumni Center campaign. The Frasiers are very active with the K-State Alumni Association, participating in its student recruitment letter-writing campaign and Wildcats for Higher Education. The Frasiers were founding members of the Catbackers Club in Beloit, and they served on committees for the Innovation and Inspiration Campaign that raised $1.6 billion for K-State. The Frasiers invest in K-State Athletics and support K-State students with the Frasier Family Study Abroad Scholarship in Education. "Through their lifelong connection to K-State, Curt and Sherry Frasier have made quite an impact on our university," said Greg Willems, president and CEO of the KSU Foundation.  </figure>MANHATTAN —&nbsp;At the fall KSU Foundation board of trustees meeting, trustees Curt and Sherry Frasier,&nbsp;Beloit, were awarded the Kansas State University Medal of Excellence, which recognizes those who have advanced K-State through exceptional service, leadership and philanthropic contributions. "Curt and Sherry are dedicated K-Staters who define what it means to provide extraordinary service to Kansas State University as volunteers, mentors, philanthropic leaders and enthusiastic Wildcat fans," said K-State President Richard Myers. "We very much appreciate their commitment to advancing what makes K-State great today and in the future and are excited to celebrate Curt and Sherry by awarding them the university's Medal of Excellence." Sherry Frasier received her degree in elementary education from K-State in 1973. Curt Frasier also graduated from K-State in 1973 with a degree in animal sciences and industry. He went on to earn his law degree from Washburn University in 1976. Curt Frasier has served on boards of directors for the KSU Foundation and the K-State Alumni Association, and he chaired the association's Alumni Center campaign. The Frasiers are very active with the K-State Alumni Association, participating in its student recruitment letter-writing campaign and Wildcats for Higher Education. The Frasiers were founding members of the Catbackers Club in Beloit, and they served on committees for the Innovation and Inspiration Campaign that raised $1.6 billion for K-State. The Frasiers invest in K-State Athletics and support K-State students with the Frasier Family Study Abroad Scholarship in Education. "Through their lifelong connection to K-State, Curt and Sherry Frasier have made quite an impact on our university," said Greg Willems, president and CEO of the KSU Foundation. Frasiers of Beloit receive Kansas State University Medal of Excellence

LINDSBORG – A celebration honoring the legacy of an early woman leader in Lindsborg will be a part of the community’s Svensk Hyllningsfest on Oct. 8.

The dedication of the Alma Lind Swensson Memorial Garden is scheduled for 10:30 a.m. Oct. 8 in Swensson Park.

The dedication will also unveil the centerpiece of the garden, a larger than life-size sculpture of Alma Swensson, created by Lindsborg artist Michaela Valli-Groeblacher. 

Lindy Nelson, a local designer, created the garden’s landscape design. The project is the vision of a committee consisting of Becky Anderson, Karen Humphrey, Leah Ann Anderson, Linda Branch, Linda Lewis, Pamela Ash, Rebecca Van Der Wege, Ron Michael, Gary Shogren, Nelson, and Valli-Groeblacher.

“It’s been my dream for a long time to have something in our community to recognize Alma Swensson,” Becky Anderson said. “Michaela’s sculpture is amazing and Lindy’s landscape design is the perfect setting for the garden. One hundred years from now I want people to know who Alma Swensson was and be inspired by her.”

Swensson is a well-known figure in Lindsborg history. She began the community’s long-standing tradition of performing Handel’s Messiah as a way to help Swedish immigrants learn English and was instrumental in the growth of the community. She established the Messiah oratorio chorus in 1881, which continues to perform today, and co-founded the Augustana Women’s Missionary Society in 1882. As the wife of Carl Aaron Swensson, pastor of Bethany Lutheran Church and president of Bethany College, she worked alongside her husband during the college and community’s formation.

Becky Anderson said she hopes that the garden will draw attention to Alma Swensson's love of music, devotion to church, community, and college, and her unflagging service.

“I hope the garden can be a place where people will visit and reflect on her life and be inspired by her example,” Becky Anderson said.

Valli-Groeblacher’s design depicts Alma Swensson pouring out a pitcher to symbolize her giving nature. Additionally, music from The Messiah decorates a scarf wrapped around her arms. The garden replaces a pond built on the foundation of where the Swensson house once stood and is now part of the city’s park.

“A piece like this is for the community rather than for the artist,” Valli-Groeblacher explained. “So it is important that it is uplifting and a piece that recognizes the importance of a person whose contributions go way beyond her own lifetime. I wanted people to see how strong of a woman she was.”

While the garden and sculpture uniquely depict an important part of Lindsborg’s history, the project is also unique in that it is among the very few sculptures of women on display in public parks nationwide, according to Jordan Jerkovich, Lindsborg community development director. According to an article published by Smithsonian Magazine, only about 13 percent of the statues depicting historic figures on display in public places throughout the United States are monuments of women.

“The Alma Lind Swensson Memorial Garden represents an opportunity to honor the life and legacy of Alma Swensson, whose essential contributions to the community continue to impact the lives of so many citizens, students, and visitors today,” Jerkovich said. “She also represents the many women throughout Lindsborg history whose contributions helped build the community. The memorial garden will provide new educational and recreational opportunities for visitors of Swensson Park while honoring the important legacy of women in Lindsborg.”

Landscaping of the garden will continue throughout the fall and next spring, according to Nelson. Plans are for paths and plantings as well as a decorative iron gateway, benches, and lighting. Donations to support continued work on the garden can be made to the McPherson County Community Foundation.

New attorneys can choose to be sworn in Friday in an in-person ceremony, a one-on-one videoconference ceremony, or by any state judge at another time.

Chief Justice Marla Luckert will swear in new attorneys in person beginning at 8:30 a.m. in front of the Kansas Judicial Center. KWU finalizing preparations for Homecoming

Kenwood Cove sustained $3,000 worth of damage earlier this week.

Salina Police Captain Paul Forrester said this morning that sometime between Monday and Wednesday, someone entered Kenwood Cove Aquatic Park, 701 Kenwood Park Drive, and damaged six wall panels. Kenwood Cove is closed until next summer.

Two of the panels were on the front by the main entrance. One of the panels appeared to be damaged with a blunt object, Forrester said. The other had light-colored paint or stain on it.

Forrester said that two panels inside the fence south of the main entrance had an "X" with a circle around it painted on them with the same light-colored paint/stain. Additionally, two panels near the locker rooms had the word "loop" painted on them with the same paint/stain.

Total damage was estimated at $3,000, he said.

Wall panels at Kenwood Cove damaged earlier this week

<a href="https://salina.k-state.edu/" target="_blank">Kansas State University Salina Aerospace and Technology Campus</a>&nbsp;is hosting its first&nbsp;<a href="https://www.salina.k-state.edu/research-training/applied-aviation-research-center/training/public-safety/" target="_blank">Public Safety UAS Workshop</a>&nbsp;on Nov. 4 at Crisis City, a training facility for all emergency response and support agencies eight miles southwest of Salina.

Crisis City offers training venues such as rail, pipeline, aircraft, collapsed structures and other emergency scenarios. The workshop will provide education from UAS industry experts with sessions designed especially for law enforcement, fire and emergency management agencies that currently utilize UAS technology or are looking to start UAS operations. "The goal of this program is to put technology in the hands of those who will be operating it, giving our public safety partners an opportunity to discover what type of system and equipment is best for their needs," said Spencer Schrader, program developer and UAS assistant flight operations manager at K-State Salina. "Anyone from a veteran operator to those who are brand new to UAS can benefit from this program." During the sessions, participants will hear from veteran public safety UAS operators on their use cases, including what has worked and what they would do differently next time; get an update on the FAA's Part 107 regulations and discussion of the agency's Special Government Interest benefits; and learn about the latest aircraft and payload technology, including what aircraft is best for specific scenarios, camera differences and when to use specific settings. UAS manufacturers and technology vendors will be on-site to showcase their aircraft, equipment and answer questions. The cost is $20 to attend and participants can earn six hours of continuing education credit. Crisis City offers training venues such as rail, pipeline, aircraft, collapsed structures and other emergency scenarios. The workshop will provide education from UAS industry experts with sessions designed especially for law enforcement, fire and emergency management agencies that currently utilize UAS technology or are looking to start UAS operations. "The goal of this program is to put technology in the hands of those who will be operating it, giving our public safety partners an opportunity to discover what type of system and equipment is best for their needs," said Spencer Schrader, program developer and UAS assistant flight operations manager at K-State Salina. "Anyone from a veteran operator to those who are brand new to UAS can benefit from this program." During the sessions, participants will hear from veteran public safety UAS operators on their use cases, including what has worked and what they would do differently next time; get an update on the FAA's Part 107 regulations and discussion of the agency's Special Government Interest benefits; and learn about the latest aircraft and payload technology, including what aircraft is best for specific scenarios, camera differences and when to use specific settings. UAS manufacturers and technology vendors will be on-site to showcase their aircraft, equipment and answer questions. The cost is $20 to attend and participants can earn six hours of continuing education credit. How Bad Spending Habits Mess Up Your Life

Culture encourages bad money habits all the time through things like impulse shopping, convenience buying and retail therapy. But I don’t want you to spend your life like a rat in a wheel chasing something that is never going to fulfill you. You have to stop these four bad spending habits—and I’ll show you how.

Bad Money Habit No. 1: Spending on impulse

Impulse buying is&nbsp;kind of fun—at least in the moment. You walk into the store for milk, and before you know it, you’ve bought three bags of marked down holiday candy. Oops!

This is normal. Americans spend $183 on impulse every month. Why do those impulse purchases get the better of us? Personally speaking, it’s&nbsp;hard to say no when we think we’re getting a deal. I love a good sale as much as anyone.&nbsp;

The good news is, there are many ways to&nbsp;<a href="https://www.ramseysolutions.com/budgeting/stop-impulse-buys?utm_source=pr&amp;utm_medium=referral&amp;utm_content=rachel_syndicated_content_4_bad_s" target="_blank">overcome impulse spending</a>—like waiting 24 hours before clicking that checkout button. But the most important way is learning to tell yourself no.

Bad Money Habit No. 2: Spending without tracking

It’ll be really hard to succeed at managing your money if you don’t track your purchases. Listen, if you make a plan for your money—aka a budget—but you don’t actually stick it, your budget won’t work.

And let me bust one other myth while I’m here: Budgets don’t tell you what you&nbsp;can’t&nbsp;do—they show you what you&nbsp;can&nbsp;do. I like to say budgets give you permission to spend! And when you track your purchases in a budget, you’ll see where your money is going every month. You may be surprised how much you’re spending on pizza—and that leads us to the next bad money habit we have to conquer.

Bad Money Habit No. 3: Spending on convenience

Delivery apps, valet parking and the drive-thru—we’ve all spent money on these conveniences. With apps, it’s so easy to have dinner delivered straight from your phone. But paying for these conveniences can really add up. Thankfully, convenience spending has a simple cure: planning ahead. My husband, Winston, and I plan and prep our weekly meals on Sundays so that when dinner time rolls around, we never feel the need to grab takeout at the last minute.

Figure out where you spend on convenience, and try planning ahead instead. You’ll see significant savings—I promise!&nbsp;

Bad Money Habit No. 4: Spending to feel better

Self-care is important, but I want to be clear: Retail therapy is not self-care.

Retail therapy is spending to feel better, and science has proven our addiction to the chemical high that comes from shopping. So yes, purchases can make you feel better—temporarily. But after the Amazon-induced happiness fades away, you’re left with a guilty shopping hangover. You can drop this habit if you drop the comparisons (I’m looking at you, social media!) and stay away from stores when your emotions are high.

You can do this, you guys! With a little sacrifice and some self-control, that dream house won’t seem so far away, college tuition will look more like a molehill and less like a mountain, and generosity will become second nature!

CRUZE: Four bad spending habits you need to break today

TOPEKA – Every year, the Community Care Network of Kansas establishes legislative and policy priorities designed to further improve access to healthcare for underserved Kansans. In order to be successful, however, the organization’s advocacy efforts at the

Kansas Statehouse require elected leaders on both sides of the aisle to champion the cause.

Such bipartisan support is found regularly on many Community Care priorities.

On Monday, during the first day of Community Care’s Annual Conference, two legislators were singled out for their steadfast support of the community health centers and community-based clinics located across the state. Rep. Susan Concannon, R-Beloit, and Rep. Kathy Wolfe Moore, D-Kansas City, were named Community Health Champions for 2021.

“Rep. Wolfe Moore has been a true champion of all of our health center work across the state of Kansas,” said Patrick Sallee, CEO of Vibrant Health in Kansas City, when presenting the award. “She has been an advocate for increased funding for primary care health centers which led to a $2 million increase in our annual grant award. She also has been a champion for our 340B program.”

Accompanying Sallee during the presentation was Lisa Harvey, CEO of Family Health Care, and Geofrey Kigenyi, executive director of Mercy and Truth Medical Missions. Both clinics are located in Wyandotte County.

Wolfe Moore accepted the honor by thanking the clinic leaders instead.

“It doesn’t seem fair that I’m getting this award when you all are doing the work during these unprecedented times,” she said.

Concannon was similarly humble during her presentation at the Salina Family Healthcare Center.

She praised Dr. Robert Kraft, CEO, and Derek Pihl, director of pharmacy services, for educating her on issues important to the network and providing her with whatever she needed before walking into a committee room.

“We don’t do what we do for acknowledgment,” Concannon said, “but when it happens it’s really nice.”

Denise Cyzman, Community Care’s CEO, said both representatives continue to work on healthcare issues even when the Legislature is not in session.

“Both of them were instrumental in helping elevate the importance of the 340B Federal Drug Pricing Program to health centers and other covered entities,” Cyzman said, “and ensured there were ongoing discussions about this.”

This critical discussion will resume when a legislative panel meets this fall to study the program. Both representatives were named to the 13-person panel, and Concannon will chair the group.

Cyzman said the study “should help illuminate the grave danger the program is under, and the resulting decrease in access to care for underserved Kansans.”
