SALINE COUNTY —Two people were injured in an accident just before 7 p.m. Friday in Salina.

The Kansas Highway Patrol reported a 1994 Toyota Paseo driven by Fernando&nbsp;Delgado Jr., 18, of Salina, was northbound on S. Ninth Street at W. Magnolia Road in Salina.

The car struck the passenger side of a southbound 2004 Chevy Impala driven by&nbsp; Ralph B. Michaels, 51, of Salina, who was attempting a left turn.

EMS transported&nbsp;Michaels and a passenger in the Toyota,&nbsp; Vanessa&nbsp;Delgado, 27, of Salina, to Salina Regional Health Center.&nbsp; Fernando Delgado, Jr., was not injured. Vanessa Delgado was not wearing a seat belt, according to the KHP.

The City of Salina today issued the following statement concerning the replacement of the crosswalk at the E. Crawford Street/ Fairdale Road intersection.

The City of Salina Public Works Department is working to have the crosswalk at East Crawford Street and Fairdale Road replaced. The crosswalk was damaged during the windstorm on December 15, 2021 and will need to have both signal poles and their concrete bases replaced before making it operational.

Staff has already ordered the electronic components but are awaiting the replacement poles and bases. Knowing this location is used by many, staff is working with local contractors to expedite the replacement with their current schedules.

We advise pedestrians to use the crosswalk located at the intersection of East Crawford Street and Marymount Road for the safety of all involved.

City of Salina issues statement concerning crosswalk replacement

U.S. Senator Jerry Moran (R-Kan.) paid a visit to Kansas Wesleyan University over the lunch hour Friday to hear an update about the university and to tour the Nursing Education Center.

Kansas Wesleyan President Matt Thompson and a number of faculty were on hand for the visit.

Thompson told Moran about the university's increasing enrollment. In response to a query from Moran, Thompson said that he attributes the rise in enrollment to "being small and being open, and being very clear about what we were doing and how we were protecting students from COVID."

"It really is one of the things I have worried about in COVID is the attraction of a university like Kansas Wesleyan is based upon personal relationships with people - faculty, staff, students - and if you separate us or we're learning by technology, the advantage that Kansas Wesleyan has in attracting and retaining students begins to dissipate," Moran said.

Thompson told Moran about KWU's brand of The Power of AND.

"We talk about The Power of AND as our brand at Kansas Wesleyan. Students who continue to do something they loved in high school and combine it with a great education. And it's hard to do activities at a distance, so we need to be in person to do those, and we work very hard," Thompson said.

Another point of pride for the university is the success that KWU graduates have. Thompson said that six months after graduation, 99 percent of KWU graduates are either in graduate school or are employed. Of those who are employed, more than 70 percent are working in their field of study.

"Which you know today is not common to have that many students," Thompson said. "So we're really proud that we're preparing them well to go out into the world."

Thompson said Kansas Wesleyan has an approximate $40 million economic impact every year in the community. Additionally, KWU students are doing almost 14,000 hours of community service every year.

Thompson also highlighted two alumni, Stefanie Milam and Christian McQueen. 

McQueen, a talented performance artist, currently is touring with the Broadway road production of Anastasia.

Milam, one of five KWU alums working for NASA, is a planetary scientist at NASA's Goddard Space Flight Center in Greenbelt, Md., and serves as the James Webb Space Telescope deputy project scientist for planetary science. 

"You may have seen her a good bit. She has been the face of the launch of the new Webb telescope, so if you've seen a woman giving an update and briefing on what's happening with that, it's been Dr. Stefanie Milam," Thompson said.

"I did not know this story, and I'm glad to know it because I've been to Goddard Space Flight Center," said Moran, who serves on the senate subcommittee that allocates funding for NASA. "I would guess that our paths will cross and I'll introduce myself and brag about her alma mater."

Thompson also talked about the university's endowment and comprehensive campaign. He said that $20 million was raised over the past two-and-a-half years in the first phase of the campaign. The university is about to launch the second phase, he added. 

He also said that the university's second largest gift - $3 million - was received in December and will help the university renovate its music facilities and will go toward a new cafeteria building and a new community resiliance hub.

"My impression in observing Kansas Wesleyan over a long period, most of my life, is that you're on the acendency, and that's not always been the case," Moran said.

Thompson also mentioned the importance of athletics to the university. He said that approximately 65 percent of KWU students are athletes. He also briefly talked about the success those athletes have had.

Thompson then introducted Janeane Houchin, the director of nursing education. 

Houchin told Moran that on the licensure exam that nursing students must pass in order to practice, Kansas Wesleyan has, for the past several years, been at or above the benchmark by which all nursing programs are measured.

"We worked very intentionally to provide our students with every resource they could possibly have to be successful on that exam and they have proven that we are providing what they need," Houchin said.

According to Houchin, approximately 75 percent or more of each nursing graduating class since 2018 has remained in Kansas to work. Additionally, 90 percent of the 2021 graduating class has remained in Salina to work at Salina Regional Health Center, while the entire class is practicing in Kansas, she said.

"It's important to us that we help with the need here," she said.

Moran then took a tour of the Nursing Education Center.

The Kansas Highway Patrol reported a 2007 Ford Fusion driven by Dalton Q. Hoffman, 19, Kanopolis, was northeast bound on Kansas Highway 156 at Kansas 14.

The Ford struck the passenger side of a southbound 2019 Kia Stinger driven by&nbsp; Heather Renae Cave, 47, Newton, who had&nbsp;stopped at the stop sign at the Kansas Highway 14 and Kansas Highway 156 junction, before proceeding through the intersection. 

EMS transported Hoffman and Cave to the hospital in Ellsworth. Both drivers were properly restrained, according to the KHP.

Following is the Saline County Health Department COVID-19 update for Friday.

The Saline County Health Department formally requests that employers accept at-home (also known as over-the-counter) COVID-19 test results to excuse employee absences due to a nationwide test kit shortage.

"Trying to use confirmatory PCR tests is simply not a good use of time or resources right now," explained Jason Tiller, Saline County Health officer. "We acknowledge that for some professions that may not be possible, but if it is a simple matter of policy change, we need employers to consider it for the good of the community."

Wait times for routine testing can take an extended period of time to schedule and receive results. If time is a factor, PCR testing is a poor option compared to home testing. Additionally, it takes dearly needed supplies away from the medical community when it is in short supply.

"Employers are an integral part of public health," explained Tiller. "They have a vital role in keeping our community safe."&nbsp;&nbsp;

The Salina Regional Health Center reports that 23 patients are hospitalized battling COVID-19.

Another 220 positive COVID-19 test results have been reported to the Saline County Health Department since Wednesday. It is important to note, that this does not include home test kits or those who are presumed positive and do not test.

There are a recorded 2,352 active cases of COVID-19. Due to this overwhelmingly high number of cases, the Saline County Health Department will only be contacting those under 18 years old or who have requested an isolation letter for their employers. On Wednesday at approximately 8:25 p.m., officers were sent to the 3000 block of Castle Court in Salina regarding multiple gunshots being fired.

On arrival, officers found a home had been impacted by bullets. No one was injured by the gunfire.

Based upon crime scene evidence, law enforcement believe the gunshots originated from the north and northwest of the residence. Salina Police are requesting residents living north of Schilling Road check their home surveillance systems for any suspicious vehicles or persons in their neighborhood from 7:50 p.m.&nbsp;through 9 p.m. on Wednesday. If any suspicious activity is observed on the surveillance system(s), please contact the Salina Police Department.

Wichita man wanting to make report flees quickly, later crashes

LINCOLN COUNTY —One person was injured in an accident just after 7a.m. Friday in Lincoln County.

The Kansas Highway Patrol reported a 2022 International semi driven by John M Lamprecht, 61, Waterloo, Nebraska was westbound on Interstate 70 just west of 29th Road.

The vehicle traveled across the median, overturned in the eastbound lanes and came to rest in the south ditch. EMS transported&nbsp;Lamprecht to Salina Regional Health Center. He was properly restrained, according to the KHP.

 Driver hospitalized after semi overturns into I-70 ditch

Police are looking for the driver of a red pickup that rear-ended a car in west Salina and then left the scene Thursday evening.

A 17-year-old girl driving a 2008 Dodge Avenger told police that she was eastbound on W. Crawford Street and stopped at the stoplight at the Centennial Road intersection in the left turn lane when the car was rear-ended by a red pickup, Salina Police Captain Paul Forrester reported this morning.

The pickup pulled up along side of the car and the driver asked the girl whether she was alright. She told him that she was. The driver of the pickup then said that both vehicles should pull into the Kwik Shop, 1727 W. Crawford, the girl told police. The pickup, however, turned south on Willow Drive and did not stop, Forrester noted.

The girl told police that the driver of the pickup was an older male and that the pickup had a brush guard on the front.

The girl and her passenger, a 16-year-old girl, were not injured, Forrester reported.

The car had rear-end damage, but was able to be removed by the driver.

Pickup rear-ends car at west Salina stoplight, leaves the scene

FALUN - A Falun man was arrested on multiple requested charges after the car he was driving was allegedly clocked at 99 mph Thursday evening.

At approximately 8:05 p.m. Thursday, a Saline County Sheriff's deputy was in the 2000 block of W. Falun Road when his vehicle was passed by a gray 2007 Toyota Corolla allegedly going 99 mph, Saline County Sheriff Roger Soldan said this morning. The deputy attempted to stop the westbound vehicle, but it continued for 1.5 miles before it turned north onto S. Halstead Road.

The car accelerated again and shortly after, the driver, identified as William Carr, 48, of Falun, lost control of the vehicle and it went into the ditch, Soldan said. The car then went back onto the roadway and traveled a bit further north, before Carr stopped the vehicle.

Carr was arrested on the following requested charges, Soldan said.

When the whole thing is done, the payment you end up with shouldn’t be more than 25% of your take-home pay on a 15-year, fixed-rate loan. The ratio of land to&nbsp;<a href="https://www.ramseysolutions.com/real-estate/mortgage-calculator" target="_blank">house</a>&nbsp;can vary, and that part’s up to you. If you’re buying a big piece of land, you’re probably going to have a higher ratio of land cost to home cost than if you bought a simple lot and put a really nice home there.

Generally, a standard subdivision lot is going to be around 20% of the total price. If you spend $100,000 on the lot, you’ll end up with a total project cost of about a half-million. Now, keep in mind that’s just a fairly standard ratio. It’s not a rule.

The only rule here is my rule about mortgage payments. Again, no more than 25% of your&nbsp;<a href="https://www.ramseysolutions.com/budgeting/guide-to-budgeting" target="_blank">take-home pay</a>&nbsp;on a fixed-rate, 15-year note. Otherwise, you can end up house poor. And when you’re house poor, it takes away your ability to save, build wealth, and give.

Washburn University announces graduates for fall 2021

Bob Frederick decided last spring it was time for a career shift.

He is sticking with the legal profession, but has retired from the position of Chief Judge in Kansas’ 25th Judicial District in southwest Kansas.

“I thoroughly enjoyed being a trial court judge, but the COVID ordeal has been such a stressor,” Frederick said. “I finally concluded that if I couldn’t go to work and enjoy what I was doing, it was time for me to get out.”

Frederick, 71, of Lakin, is not fading into solitude, however, or planning fill-in roles on the bench or in other capacities, as some retired judges elect.

He stored the black robe and returned to private law practice as a member of the Salina-based Kennedy Berkley firm.

Frederick assumed the “of counsel” title, signifying an “older or established attorney,” said Jim Angell, Kennedy Berkley’s managing partner.

“Bob’s got a great reputation. He’s a very well-respected, intelligent judge who writes thorough opinions,” Angell said. “He’s going to serve several different areas, one of the primary ones in mediation and arbitration.”

A mediator works with opposing parties to attempt to fashion a settlement that both sides can agree to and live with. In arbitration, parties who cannot reach a settlement can submit their dispute to an arbitrator, who then decides the case.

“It is atypical for a judge to retire from the bench and go into private practice,” Angell said. “That’s what makes this a great story. Bob is a really well-read, well-rounded guy.”

Frederick will be based in the firm’s Garden City office with Marc Kliewer. The firm also has offices in Dodge City, and Hays.

“Bob will complement what Marc’s doing there and allow us to expand our services in southwest Kansas,” Angell said. “Marc is one of the top agribusiness attorneys in the state. He’s outstanding, one of the best kept secrets in Kansas.”

“A significant percentage of Kennedy Berkley’s business is in southwest Kansas,” Angell said. “Southwest Kansas is heavily reliant on agriculture, and it’s vital to have professional advisors who understand the unique needs of farmers and businesses that serve them.”

Kliewer welcomes the addition of Frederick.

“It’s really helpful to have another lawyer for the firm out here. Having somebody with Bob’s background who can meet with clients, either face-to-face or by video, is going to be a huge benefit,” Kliewer said.

He praised area attorneys for their abilities in mediating domestic disputes but added there is a growing need for mediators who can evaluate and work to resolve business disputes.

“Where Bob benefits the area is his background in business litigation, both as a lawyer and a judge,” Kliewer said. “That will be a huge help for all of the southwest Kansas bar and litigants.”

Moving forward, Frederick plans to “give back” as a seasoned lawyer. His goal harkens back to his foray into the legal field some 45 years ago, when the legal community in the state’s high plains embraced the young lawyer.

Kennedy Berkley was “looking for someone to do four things — arbitration, mediation, adding a fresh set of eyes to new and ongoing case evaluations, and mentoring some of the young lawyers,” Frederick said.

He can pull from his experience in private practice and more than 20 years on the bench. Frederick also sat with the Kansas Court of Appeals, assigned to 17 cases in 2018, which were argued and decided from October through December of that year.

While it was imposing on the full-time chief judge, he said, “I was really glad I did it. It was a wonderful, insightful experience with regard to how the Court of Appeals really functions.”

Prior to that he was assigned a civil case with the Kansas Supreme Court, when Chief Justice Marla J. Luckert recused herself.&nbsp;

“I would like to think that I have had an extensive and broad range of experiences, and if I use those experiences correctly, I will make a first-rate mediator and arbitrator,” Frederick said.&nbsp;

He will be paying that forward while enjoying the fruits of legal practice.

Frederick was reared in Hugoton where his father was a medical doctor. That profession, with doctors on call around the clock “was not my cup of tea,” he said.

Instead, the youngster’s sights were trained on the law profession.

He graduated Hugoton High School in 1968 and completed a bachelors degree in education from the University of Kansas in 1972. Frederick moved directly into Washburn University Law School, graduating in August 1975.

Frederick’s wife, Debbie, now a retired registered nurse, grew up in the Overland Park area.

“I thought I was going to end up in the big city,” Frederick recalled. “Almost all of the interviewing was in the Wichita, Topeka, and metro Kansas City areas, and a couple of things looked pretty promising.”

The young couple was spending the holidays in 1975 with his parents in Hugoton, when out of the blue, then-Kearny County Attorney Greg Schaller called him.

“He wanted to know if I’d be interested in a small-town practice,” Frederick said. “I knew that if I went to a big city firm, I’d be low man on the totem pole, and I thought by being in Lakin, I could be my own boss and do for myself what I would be doing for some other firm.”

After spending “the better part of a day” in the Kearny County seat, “we decided ‘What the hell, we’ll try it,’ and moved to Lakin in March of 1976, not knowing whether we’d be there 15 minutes, or a lifetime.”

He was intrigued by the idea of becoming the county prosecutor and beginning a solo civil law practice.

“I was taking whatever came through the door,” Frederick said. “It was scary. I remember it like yesterday. I went in to be introduced to the county commissioners, and probably looked like I was in my teens. (Commissioner) Irwin Kuhlman said ‘Well, you look pretty young, but I guess you’ll be OK.’ ”

Among Frederick’s first clients was a prominent farmer, who hired him to handle an estate after a death in the family.

“It was truly frightening for the first five years. Everything I did was unlike anything I’d done before, like one brand new learning experience after another,” he said. “I didn’t have anybody in the next room telling me what to do or how to do it. I was probably working 60 to 70 hours a week.”

I was probably working 60 to 70 hours a week.”But the bar in the 1970s was supportive of other lawyers, he said, especially the rookies.“Once I chased a given project down as far as I could chase it, other lawyers were open to me getting ahold of them,” Frederick said, “and if they were not otherwise involved, they would let me use them as a sounding board in regard to what I wanted to do and how I wanted to do it.”Two who “really stick out” are Mike Kimball, who practices in Ulysses, and the late E. Edward Brown, of Garden City.“They both were great teachers, but for completely different reasons,” Frederick said. “Ed was very pragmatic in his approach, and Mike is, without a doubt, the best theoretician I’ve ever come in contact with.“I knew I had a safety net, let me put it that way, but I always made it a point to call them last instead of first. In the long run, the approach I created for myself made me a better lawyer. It helped me not only know what I was doing, but why I was doing it.”He felt blessed to be serving a vast, sparsely-populated area known for feeding and powering the nation and the world. Frederick handled cases in many areas — real estate, oil and gas, commercial, corporate, criminal, family law, estate planning and probate, and school law.“I did a lot, which is kind of the nature of the beast when you’re practicing law in a small town,” he said.From 1976 to 2001, Frederick represented individuals and entities from more than 40 states and several countries, thanks in large part to the Hugoton Natural Gas Field.Debbie Frederick continued her professional life in public health care in Lakin.“She made the adjustment better and faster than I did,” Bob Frederick said. “I was pretty sure when I left Hugoton, that I was never coming back to this part of the country, but my how times change your perspective. Debbie fell in love with the Lakin community almost immediately.”The difference was falling into a circle of friends approximately her age, he said.“Lakin is definitely home,” Frederick said. “It’s going to stay that way.”
