Custom sign-making event to benefit CAPS

DICKINSON COUNTY - A Chapman man with outstanding warrants from three counties was taken into custody Thursday evening after a brief chase.

A Dickinson County deputy who was aware of an outstanding warrant for Scott Lambert Leister, 47, Chapman, was conducting surveillance on Leister's residence when, at approximately 6 p.m. Thursday, the deputy saw Leister leave the property, traveling north on Oat Road in a 2006 Chevrolet Silverado pickup, Dickinson County Sheriff Jerry Davis reported this morning.

The deputy attempted to catch up to Leister, but he fled north on Oat Road to 2700 Avenue. Leister turned east onto 2700 Avenue, then south on Paint Road. At 2600 Avenue, he turned west and then turned south onto Oat Road, returning to his residence, the sheriff noted.

Leister then turned into a field access road at 2710 Oat Road and continued to flee into the pasture east of his residence. The deputy temporarily lost sight of the pickup, but when he caught up to the pickup, Leister had already fled on foot, according to the sheriff.

Additional Dickinson County Sheriff's Department units, as well as those from the Chapman Police Department and the Kansas Highway Patrol helped establish a perimeter around the property. The Dickinson County Sheriff's Office K-9 was on the scene, and two other K-9 units from the Kansas Highway Patrol arrived a bit later.

At the sheriff's department's request, a Kansas Highway Patrol helicopter responded from Topeka. Additionally, the sheriff's department drone was deployed.

The Kansas Highway Patrol helicopter located a heat signature on the property behind a residence in the 1700 block of Old 40 Highway just before 8:30 p.m. Thursday. The sheriff's department drone was deployed to the area until officers searching on the ground arrived.

"A KHP K-9 team searched the area and located Leister hiding underneath a cedar tree. K-9 announcements were given but Leister refused to comply, Leister was subsequently bit by the K-9 and taken into custody," Davis noted in a news release.

Dickinson County Emergency Medical Services responded to the scene and examined Leister. The sheriff's department then transported Leister to Abilene Memorial Hospital, where he was treated for his injuries before he was booked into the Dickinson County Detention Facility.

According to Davis, Leister was arrested on an outstanding Dickinson County bond revocation warrant on original requested felony charges including possession of opiates, burglary, and criminal possession of a firearm. The bond amount on that warrant is $5,000.

Leister also has an outstanding Geary County warrant for failure to appear on felony fleeing and eluding and two counts of child endangerment, Davis noted. The bond amount on that warrant is $10,000.

Additionally, Leister had an outstanding warrant from Saline County for failure to appear on requested theft and criminal damage to property charges. There was no bond on that warrant, the sheriff noted.

In addition to the outstanding warrants, Leister was arrested on the following requested charges, Davis reported.

Chapman man arrested after chase; K-9s, helicopter, drone deployed

A local man was arrested after a chase through the eastern part of Salina early this morning.

At approximately 1:18 a.m. Friday, an officer observed a 2000 Volvo fail to stop at a stop sign at the intersection of Russell Avenue and Roach Street, Salina Police Captain Gary Hanus reported this morning.

The officer attempted to stop the vehicle in the 500 block of Max Avenue, but the Volvo failed to stop. The officer followed the Volvo with the patrol vehicle's emergency warning devices activated, Hanus noted.

The Volvo drove north to E. Crawford and then turned east. The car continued outside the city limits and turned north on S. Simpson Road, at which point, the Volvo became inoperable, Hanus reported.

The driver, identified as Mason J. Barnes, 21, of Salina, was taken into custody in the 500 block of S. Simpson Road. A minor passenger was found to be in the Volvo as well. 

Barnes, who had an active felony warrant for probation violation, also was arrested on the following requested charges, according to Hanus.

Salina man arrested after leading police on chase into county Friday

I’ve been seeing lots of ads lately for debt consolidation companies, debt settlement companies and the HELOC. Are any of these methods for reducing debt a good idea?

No. These are all bad ideas when it comes to getting out of debt. There’s a lot of buzz these days surrounding all the “quick” and “easy” ways to clean up&nbsp;<a href="https://www.ramseysolutions.com/debt/debt-to-income-ratio-calculator" target="_blank">debt</a>&nbsp;and get control of your finances. But the truth is neither one is ever easy. If something sounds too good to be true, it probably is.

Debt consolidation is basically a&nbsp;loan that combines all your debts&nbsp;into one single payment. Sounds like a great idea at first, right? But then you find out the lifespan of your loans increase, and that means you’ll stay in debt even longer than before. The low interest rate that looks so appealing in the beginning usually goes up over time, too. Stretching out the amount of time you’re paying off debt, plus adding interest, is just dumb.

Debt settlement companies are awful. These crummy outfits will charge you a fee, then promise to negotiate with your&nbsp;<a href="https://www.ramseysolutions.com/debt/the-truth-about-bankruptcy" target="_blank">creditors</a>&nbsp;to reduce what you owe. In most cases, they take your money up front, do a bad job “negotiating” your debt and leave you responsible for what’s left.

A home equity line of credit (HELOC) is also a bad idea.&nbsp;With a HELOC, you’re borrowing against your home. On top of that, you risk losing your&nbsp;<a href="https://www.ramseysolutions.com/real-estate/mortgage-calculator" target="_blank">house</a>&nbsp;if you can’t pay it back on time. All these plans are really just gimmicks that only treat the symptoms of your money problems. They never help you address the root issue of why you landed there in the first place. Personal finance is always 80% behavior, and 20% head knowledge. You have to change your behavior if you want to make a lasting, positive impact on your finances!

ABILENE - Employees of Memorial Health System (MHS) wore blue jeans at work, in January, for a Jeans Day fundraiser. 

Employees who made a donation of at least $5 were allowed to wear blue jeans on Fridays in January. 

A total donation of $1,045 was presented to Cooper Holloway. This was another record amount for a Jeans Day donation by the employees of MHS. 

In May 0f 2013, Cooper was diagnosed with a Common Variable Immune Disease, which makes it hard for his body to fight off illness. He has weekly infusions to boost his T &amp; B cells. 

Cooper has given his “Cooper’s Care Cases” to area healthcare facilities, including Memorial Hospital in Abilene, since 2014. This was an opportunity for MHS employees to give back. 

The Jeans Day was organized by the MHS Employer of Choice (EOC) committee.

Omar Abdel-Rahman, the so-called "Blind Sheik" convicted of plotting terror attacks in the United States in the 1990s, died at a federal prison in North Carolina where he was serving a life sentence; he was 78.

One year ago: Republican Sen. Ted Cruz of Texas, who had flown with his family to a vacation in Mexico as his state dealt with a deadly winter storm that crippled the power grid, returned home a day later and described the trip as "obviously a mistake." Bob Dole, a 97-year-old former longtime senator and the 1996 Republican presidential nominee, said he'd been diagnosed with Stage 4 lung cancer. (Dole died in December 2021.) CONCORDIA - The Cloud County Health Center on Thursday announced all funds needed for the MRI addition and machine for the new North Central Kansas Medical Center have been secured.

“With some recent contributions from private parties and other organizational funds, we have been able to place our order for a permanent MRI machine to be delivered before we open the doors to our new facility in October,” said Dave Garnas, administrator.

The Cloud County Foundation for Health Care, CCHC’s charitable foundation, has been working since last summer to raise funds for the additional space and the machine. 

“Our first goal was to raise enough funds for the actual space for the MRI,” continued Garnas. “We were overwhelmed with community support and were able to raise enough funds for the suite by August. The next task was raising funds for the machine, or approximately $1.1 million, and we’ve done just that.”

Phil Gilliland, CCHC board president, expressed appreciation to the community for its support.

“There were gifts of $100 and there were gifts of $100,000. The many people who decided to prioritize their giving for this special project are greatly appreciated. This new permanent service is one that will help enhance the health of our community for many years to come,”&nbsp;Gilliland said.

Kansas Wesleyan alumni Gus and Hannah Applequist announced Thursday evening that they will make a $500,000 donation to the KWU Power of AND Campaign. 

The gift is one of the early donations for phase two of the campaign, and it will be directed towards the university’s music program.&nbsp;

“Hannah and I are proud to be products of KWU’s wonderful music program,” offered Gus Applequist. “We cherish the friends we made, the education we received and the music we helped produce. This gift is an investment, both in the future of music at KWU and in the Salina music community.”

Hannah Applequist ’16 owns Applequist Percussion Studio in Salina while Gus ’14, the 2021 KWU Alumni Service Award Winner, is the CEO and founder of Fili Creative, an audio/visual production company. Hannah was a music performance major at KWU while Gus participated in multiple ensembles, but majored in business management. Both are longtime members of the Salina Symphony and well-known for their philanthropic influence in north-central Kansas. The latter is also a member of the KWU Foundation’s board.&nbsp;

USD 305’s Test to Know is a service to help students and staff know if it is safe to be at school. Students and staff may test if they experience symptoms of COVID-19, if they may have been exposed to COVID-19 or for any reason.

WICHITA – The constant back-and-forth this winter – with weather fluctuating between snow and ice and 60-degree temperatures, and back again a few days later, has been hard of roads. These conditions will likely pave the way for potholes, another expense for drivers during a winter that has already been costly for many of them.

“First, AAA Roadside Assistance crews responded to thousands of calls from members with dead batteries during the cold, and now we’re seeing plenty of tire-related calls,” said Shawn Steward, spokesman for AAA Kansas. "Damage from potholes is not just an inconvenience. It can be a significant expense.”

In some cases, the impact of poor road conditions on vehicles can leave a car owner with repair bills ranging from under $250 to more than $1,000 depending on the extent of the damage, the make of the vehicle and the type of tires.

“Hitting a pothole can damage much more than just your tires,” Steward said. “In addition to the cost of extensive repairs, many vehicles these days don't have a spare tire, so those without AAA have the added expense of a tow as well.”

Typically,&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d9%2c62%3f3-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=509518&amp;Action=Follow+Link" target="_blank">potholes</a>&nbsp;form when moisture collects in small holes and cracks in the road surface. As temperatures rise and fall, the moisture expands and contracts due to freezing and thawing. Blown tires, dented rims, damaged wheels, dislodged wheel weights, displaced struts, dislocated shock absorbers, and damaged exhaust systems are all are costly common automotive issues caused by pothole run‐ins. Other telltale signs include misaligned steering systems, and ruptured ball joints. 

According to a AAA study on pothole damage:

●Americans spend $3 billion per year to repair pothole-related damages to their vehicles.

●American drivers paid an average of&nbsp;$300&nbsp;each to repair pothole-related damages to their vehicles in 2017, AAA estimated.

“It is critical for motorists to be proactive and have their vehicle inspected whenever they suspect damage,” Steward said. “Ignoring the problem could be a costly mistake.”

AAA urges motorists to avoid driving through puddles, which could be “potholes in disguise.”

To aid motorists in protecting their vehicles from pothole damage, AAA recommends the following:

●Inspect Tires –&nbsp;The tire is the most important cushion between a car and a pothole. Make sure tires have enough tread and are properly inflated. To check the tread depth, insert a quarter into the tread groove with Washington’s head upside down. The tread should cover part of Washington’s head. If it doesn’t, then it’s time to start shopping for new tires. When checking tire pressures, ensure they are inflated to the manufacturer’s recommended levels, which can be found in the owner’s manual or on a sticker on the driver’s door jamb. Do not use the pressure levels stamped on the sidewall of the tire.

●Look Ahead –&nbsp;Make a point of checking the road ahead for potholes. An alert driver may have time to avoid potholes, so it’s important to stay focused on the road and not any distractions inside or outside the vehicle. Before swerving to avoid a pothole, check surrounding traffic to ensure this will not cause a collision or endanger nearby pedestrians or cyclists.

●Slow Down –&nbsp;If a pothole cannot be avoided, reduce speed safely being sure to check the rearview mirror before any abrupt braking. Hitting a pothole at higher speeds greatly increases the chance of damage to tires, wheels and suspension components.

●Beware of Puddles –&nbsp;A puddle of water can disguise a deep pothole. Use care when driving through puddles and treat them as though they may be hiding potholes.

●Check Alignment –&nbsp;Hitting a pothole can knock a car’s wheels out of alignment and affect the steering. If a vehicle pulls to the left of right, have the wheel alignment checked by a qualified technician.

●Recognize Noises/Vibrations&nbsp;– A hard pothole impact can dislodge wheel weights, damage a tire or wheel, and bend or even break suspension components. Any new or unusual noises or vibrations that appear after hitting a pothole should be inspected immediately by a certified technician.

OCCK Transportation to have shortened hours on Presidents’ Day

CLOUD COUNTY—Law enforcement authorities are investigating two suspects on multiple charges after a chase and exchange of gunfire.

Just after 4:30p.m. Wednesday, police conducted a traffic stop on a Dodge Ram pickup pulling a trailer at 14th and Archer, according to a media release.

The vehicle fled the scene and officers pursued eastbound on Kansas 9 highway out of the city of Concordia. The pickup turned off the highway southbound approximately two miles of town when Cloud County Sheriff's deputies joined the chase.

The suspect pointed a gun out the window and shot at pursuing officers. Concordia police officers returned fire. The chase returned to K-9 Highway and then westbound back through the city of Concordia.

The suspect lost control of the vehicle at 9th and Lincoln and it came to a stop after it was surrounded by pursuing law enforcement patrol units.

Two suspects identified as 34-year-old Jacob Lyman and 25-year-old Valarie N. Sanchez, Temple Bell, Texas, surrendered without incident.&nbsp; Lyman is being held on requested charges that including possession of stolen property and numerous drug and weapons violations. Sanchez on requested drug charges.

The police officer who returned fire is being placed on routine administrative leave pending the outcome of the investigation. There were no injuries.

There’s an elephant in the room, or at least, in the economy: inflation. Inflation is blowing up in the headlines, causing many Americans to feel a little deflated about their money. So, let’s talk about what inflation is and what you can do about it.

Inflation is simply an increase in prices. Fifty years ago, we saw some crazy inflation rates of around 10–12%. This past year,&nbsp;<a href="https://www.bls.gov/news.release/pdf/cpi.pdf" target="_blank">inflation rates clocked in at 7%.</a>&nbsp;That’s not in the 10–12% range, but it’s a heck of a lot higher than the&nbsp;<a href="https://www.bls.gov/opub/ted/2021/consumer-price-index-2020-in-review.htm" target="_blank">1.4% rate the previous year</a>—five times higher if you’re doing the math at home.

Inflation and Your Personal Finances

Dave Ramsey explains that inflation in the 1970s was caused by monetary policies, and the Fed (Federal Reserve) shrinking and growing the money supply. Today’s inflation, however, is for a completely different reason—it’s the tsunami surge that followed the global pandemic of 2020. Shutting down production created a shortage of almost every kind of good and service worldwide, and that drove up the prices. It’s basic supply and demand.

The good news is this type of inflation won’t last for a long time. Why? Factories will catch up on production, and we’ll have more to buy. On top of that, people have slowed down on their purchases due to prices being so high. Those factors should allow everything to even out sooner rather than later.

So, what can you do about it? For starters, stop freaking out and start controlling the controllables. The biggest thing you can control is where your money is going. Enter: budgeting.

Budgeting every month before the month begins is mega important—especially in times of inflation. The margin you may have had in your budget last year has felt so much smaller this year, right? With increased costs to put gas in the car, buy groceries, and eat out, we’re all feeling the financial pinch. Remember: You’re in control of your money.

So, what’s the antidote to all the fear that comes with inflation? Margin. There’s that word again. Margin is space. It’s breathing room. It means there’s money left over at the end of the month, and you don’t have a panic attack when you open your banking app.

Let’s talk about some ways you can create margin with your money to fight against the tyranny of inflation. Here’s a simple formula: Spend less + make more = margin. &nbsp;

Finding ways to spend less is like a can of Pringles: Once you pop, you can’t stop. It’s an addictive money-saving game once you realize there are so many “money leaks” in your budget. Here are some budget hacks to get you started:

• Do a budget audit. Look at how you spend every dollar. &nbsp;&nbsp;

• Challenge your family to a spending freeze—for a day, a week or even a month.

• Eat at home. Go to the grocery store instead of a restaurant.

• Look at all your subscriptions. Cancel the ones you don’t use.

• Call phone and TV providers to get a better rate—or switch providers.

• Cut back on travel. Airfare, gas and lodging add up fast.

• Do an insurance checkup. The&nbsp;<a href="https://www.ramseysolutions.com/insurance/coverage-checkup/e4726f81-abcd-4b6f-8fbb-3511218bb2f8/extended-basic-info" target="_blank">Ramsey 5-Minute Coverage Checkup</a>&nbsp;tool will get you started.

• Get creative with date night and entertainment—without spending tons of money.

Making more is going to take some&nbsp;literal&nbsp;work. You don’t have to side hustle forever. But you need margin now—especially if you’re paying off debt. Here are some ideas:

• Sell stuff on Facebook Marketplace or Mercari, or at a garage sale or work.

• Flip furniture, appliances, you name it. Buy it cheap, clean it up, take some good photos, write a nice description, and sell it for more than you paid.

• Work an on-demand or delivery job for places like Uber, Grubhub, DoorDash, Amazon Prime, Shipt or a local business.

• Tutor others in things you’re skilled at, like a school subject or instrument.

• Do some UX testing. Companies will pay you to test their websites, products and apps.

• Babysit, dog sit, or walk dogs.&nbsp;&nbsp;
