NWS: Light snow to continue through afternoon

The City of Salina has issued the following statement concerning the current winter storm dropping snow on the city.

With weather forecasts expecting snowfall Thursday morning (February 24), the City of Salina is currently applying 200 lbs. of salt, treated with Magnesium Chloride brine (MgCl2), per lane mile to Salina’s roadways.

If snow accumulations are greater than 1.5” in depth, all arterial and collector streets will be plowed. If accumulations exceed 2” in depth, snow will be plowed in residential areas once arterial and collector streets have been plowed. Crews are divided into day and night shifts to allow continuous 24-hour operations.

The public is asked to minimize travel during snowfall as much as possible. If travel is necessary, please be sure to clear your vehicle’s windshield and windows to improve visibility and your roof to reduce the amount of blowing snow for other motorists. Please allow extra stopping distance at intersections or between vehicles on the roadway.

The public is asked to also allow ample space when approaching snow removal equipment from behind, as the equipment will be distributing salt, which may cause limited visibility as snow is being removed from the roadway. Driving too closely to snow removal equipment could also present additional challenges and safety concerns for operators and other motorists.

City begins treating Salina roadways due to snow storm

A Salina teen was arrested on requested drug charges after a traffic stop late Wednesday afternoon.

According to Salina Police Captain Paul Forrester, an officer was traveling in the 700 block of W. Walnut Street when a vehicle turned left in front of him onto Baker Street, causing the officer to slam on his brakes to avoid a collision.

The incident occurred at approximately 4:55 p.m. Wednesday.

The officer was able to stop the vehicle in the 100 block of Baker Street. While talking with the driver, the officer noticed the odor of marijuana coming from the vehicle, Forrester reported. The driver and a front-seat passenger, identified as Caleb Barke, 18, of Salina, were detained.

A search of the vehicle produced approximately 60 grams of marijuana in a bag, Forrester noted.

Barke was arrested on the following requested charges, according to Forrester.

Small quake rattles part of SW Jewell County early this morning

Today is Thursday, Feb. 24, the 55th day of 2022. There are 310 days left in the year.

Today in History - Feb. 24

During a special meeting Wednesday afternoon, the Salina City Commission gave its approval for staff to submit to the state BASE grant applications related to proposed housing projects.

Building a Stronger Economy (BASE) grants are "intended to be spent quickly with the goal of funding projects that will have an immediate economic impact," according to a memo to commissioners from Deputy City Manager Jacob Wood. Money for the BASE grants comes from the federal American Rescue Plan Act. The BASE grants require a 25-percent match. Only three grant applications may be submitted by a single entity.

The three housing-related projects for which the city plans to submit BASE grant applications are as follows.

Drever Housing Development Applicant: City of Salina Project cost: $315 million Grant request: $65 million

While the maximum amount for which an entity can apply is $25 million, the city plans to ask for $65 million.

"We are going to request $65 million as an ask for this. We've had a lot of conversations with the lieutenant governor and our local delegation and while the $25 million is the max for this grant, we are going to go ahead and submit the project as a whole. That was kind of the way that they recommended that we do it. And we'll see how that comes out," Wood told commissioners during the meeting today.

The proposed local match from the city is $1 million. That would come from American Rescue Plan Act funds that the city has already set aside, Wood said. Additionally, Saline County has committed $1 million to the project, he added. 

"The rest of the local match will be from the developer. The developer's going to put some cash in, and then they're also requesting that local businesses, you know, submit or invest in this project as well," Wood said. "It's a pretty diverse set of capital stack that we would need to make this project move."

The project is slated for two locations: the area around Menard's in southwest Salina and the area on W. Crawford where the Ambassador Hotel &amp; Conference Center, Value Inn, and former Western Sizzlin' are located.

The area around Menard's would include 1,300 new units comprised of 950 multi-family units, 150 cottage homes, and 200 active adult 55+ apartments. Additionally, the area would be anchored by a new satellite YMCA facility that would provide daycare from 7 a.m.-10 p.m., according to an image Wood shared with the commissioners.

The area on W. Crawford Street would include 500 new residences, made up of 100 junior one-bedroom residences, 338 micro-unit studio apartments, and 62 old hotel rooms in the Value Inn that would be converted to micro-unit studio apartments. 

Holmes Road Improvements Applicant: City of Salina Project cost: $10.8 million Grant request: $8.1 million

Wood said this project involves a three-mile section of Holmes Road from Country Club Road south to E. Magnolia Road. The work would include installing water and sewer lines and a new, improved street, he said. This work would make available 1,264 acres of land for housing development.

The proposed city match for this project is $2.7 million. Wood said the city would have several options for funding the $2.7 million.

Commissioner Bill Longbine questioned how much of the Holmes Road area was in the county and not within the city. Wood acknowledged that most of that area was not within the city limits.

"This corridor is identified in our comprehensive plan as our future growth area for the foreseeable future as it relates to residential, so while it's not in the city limits at the moment, it's anticipated that that's where our growth would occur and we'd annex it in as needed," said City Manager Mike Schrage. 

Schrage explained that the work on this project would be backbone infrastructure that would spur housing development in the Holmes Road area.

Aero Planes Housing Development Applicant: City of Salina Project cost: $33 million Grant request: $4.5 million

The Aero Planes project is proposed for the land to the southwest of the proposed Drever project around Menard's, Wood said. Phase 1 would include 112 residential units.

The amount of the local match should the grant be awarded, would be covered by the developer, Wood said.

City assistance with additional grant requests

Commissioners also were asked to approve assistance with two other BASE grant applications, which they did. Those are as follows.

Northside Industrial Park Wastewater and Rail Realignment Applicant: Salina Community Economic Development Organization Project cost: $5.2 million Grant request: $3.9 million

This project is located on E. North Street, north and northeast of Lakewood Park. Wood said that part of the project would be to move a railroad spur, which mainly is used to store railcars. By moving the spur, the land to the north of the industrial park would be opened up for development and would be better connected to the current industrial park. Another component of the project would be to realign a sewer line that angles off across the industrial park, which also would open up additional land for development.

Although the economic development organization is applying for the grant, the city is being asked to cover at least part of the match portion, which would be $1.3 million. Schrage said that should the grant be awarded, the city could negotiate with private entities to share the cost of the match portion. 

"If we got the grant award, similar to what we talked about before, we're not necessarily obligated to take it. That would be the point that we'd have to negotiate some cost-sharing among the benefitting parties and treat it like an economic development prospect going forward," Schrage said. 

Additionally, the city will be writing a letter of support for the grant being awarded.

University housing Applicant: Saline County Project cost: $16 million Grant request: $11 million

Wood said that this project is a consortium with K-State Salina and Kansas Wesleyan University. Both universities, he said, are in need of additional student housing and have plans for increasing their housing. The universities would cover the local match portion should the grant be awarded.

"This isn't something we would have to support financially. Saline County this morning had a special meeting where they discussed this and they are going to submit that application," Wood said.

The city will be providing a letter of support to be submitted with this BASE grant application.

Holmes Road Improvements Applicant: City of Salina Project cost: $10.8 million Grant request: $8.1 millionWood said this project involves a three-mile section of Holmes Road from Country Club Road south to E. Magnolia Road. The work would include installing water and sewer lines and a new, improved street, he said. This work would make available 1,264 acres of land for housing development.The proposed city match for this project is $2.7 million. Wood said the city would have several options for funding the $2.7 million.Commissioner Bill Longbine questioned how much of the Holmes Road area was in the county and not within the city. Wood acknowledged that most of that area was not within the city limits."This corridor is identified in our comprehensive plan as our future growth area for the foreseeable future as it relates to residential, so while it's not in the city limits at the moment, it's anticipated that that's where our growth would occur and we'd annex it in as needed," said City Manager Mike Schrage. North Street, north and northeast of Lakewood Park. Wood said that part of the project would be to move a railroad spur, which mainly is used to store railcars. By moving the spur, the land to the north of the industrial park would be opened up for development and would be better connected to the current industrial park. Another component of the project would be to realign a sewer line that angles off across the industrial park, which also would open up additional land for development.Although the economic development organization is applying for the grant, the city is being asked to cover at least part of the match portion, which would be $1.3 million. Schrage said that should the grant be awarded, the city could negotiate with private entities to share the cost of the match portion. "If we got the grant award, similar to what we talked about before, we're not necessarily obligated to take it. That would be the point that we'd have to negotiate some cost-sharing among the benefitting parties and treat it like an economic development prospect going forward," Schrage said. Additionally, the city will be writing a letter of support for the grant being awarded.University housing Applicant: Saline County Project cost: $16 million Grant request: $11 millionWood said that this project is a consortium with K-State Salina and Kansas Wesleyan University. Both universities, he said, are in need of additional student housing and have plans for increasing their housing. Saline County this morning had a special meeting where they discussed this and they are going to submit that application," Wood said.The city will be providing a letter of support to be submitted with this BASE grant application.

Another 26 people have had COVID-19 positive test results reported to the Saline County Health Department.

The Salina Regional Health Center reports that 11 people are hospitalized due to COVID-19.

Springboard Board Service Training is scheduled for 9 a.m.-4 p.m. April 13 in KWU's Fitzpatrick Auditorium. The cost is $60 per person. Scholarship funding is available for those who need it, according to information from the chamber.

"Springboard participants will learn typical board responsibilities, governance, procedures, ways to support the executive director and discuss how they respond to specific board scenarios," the chamber noted in a news release.

The Springboard program is the result of a Leadership Salina 2021 group project. It is funded in part by a grant from the Dane G. Hansen Community Grant Fund of the Greater Salina Community Foundation.

Salina will have a new fire chief next month.

In a news release issued Wednesday afternoon, City Manager Mike Schrage announced the hiring of Anthony "Tony" Sneidar, Jr., as the new Salina fire chief.

"Tony’s leadership and operational experience with both fire service and emergency medical service set him apart from other candidates. I believe he will be able to mentor, lead and offer a fresh perspective to our many dedicated Salina Fire Department members,” Schrage said.

Sneidar is scheduled to begin his new duties in mid-March.

He was assistant fire chief for the Philadelphia Fire Department upon retirement in 2020, after 28 years of service. Sneidar also is a U.S. Army veteran who served as a military officer and an Army recruiter. 

Sneidar has a bachelor’s degree in public safety administration from Neumann University, and is pursuing chief fire officer certification through the Center for Public Safety Excellence.

The nationwide search for a new Salina fire chief drew 28 candidates, according to information from the city.

City announces new Salina fire chief

PLATTE COUNTY—Authorities investigating a fatal weekend accident have identified the victims as 37-year-old Howard Alden of Salina and 14-year-old Kenneth Powell, according to Major Erik Holland with the Platte County Missouri Sheriff's Department.

According to the sheriff, just before 10a.m. Sunday, a 2003 Chrysler Town and Country driven by Alden was westbound on 92 Highway near Highway B.

 The vehicle traveled off the shoulder and the driver overcorrected. The van crossed into the eastbound lanes and struck a 2021 Ford Edge driven by a 67-year-old Mary Miller from Platte City.

Alden and Powell were pronounced dead at the scene. EMS transported two other passengers in the van, a six-year-old boy and a five-year-old girl, to an area hospital with non-life-threatening injuries. Miller was also hospitalized for treatment of moderate injuries, according to the sheriff's department.

Preliminary investigation indicated that alcohol may be a factor in the crash. The deceased occupants of the Chrysler minivan were not restrained, according Sheriff Mark Owen.&nbsp; The crash remains under investigation.

Popular program promotes physical activity, brain health&nbsp;

MANHATTAN – For the past 20 years, thousands of people enrolled in the&nbsp;<a href="https://www.walkkansas.org/" target="_blank">Walk Kansas</a>&nbsp;program have walked, biked, swam and moved their bodies in many other ways to improve their physical fitness.&nbsp;

That’s all good and well, said program coordinator Sharolyn Jackson, but the benefits of the popular program go well beyond that.&nbsp;

“What we know is that what is good for the heart is also good for the brain,” Jackson said. “So this year, we are focusing on how physical activity, nutrition and other lifestyle practices improve our brain function.”&nbsp;

Walk Kansas will run March 27 through May 21, encouraging teams of six to sign up together and get moving. Each 15 minutes of activity counts for 1 mile of distance, and teams track their mileage virtually as they move across pre-determined routes in or across Kansas. “Any kind of activity counts so long as you’re working at moderate intensity where you can barely carry on a conversation, but you can’t sing,” said Jackson, who is a family and consumer sciences specialist in K-State Research and Extension’s northeast area office.&nbsp;

“For a lot of people, walking is something they can do. For others, it might be riding a bike, rowing, swimming or other water exercise, strength training, playing tennis or pickleball and other team sports, or even rolling, if you’re in a wheelchair. We call it Walk Kansas, but in reality, anything counts as long as you’re working at a moderate or vigorous intensity level.”&nbsp;

Participants can do the activities on their own or with an exercise buddy or team member.&nbsp;

<a href="https://www.walkkansas.org/" target="_blank">Registration for Walk Kansas is available online</a>. The cost is $10 per person; a program t-shirt can be purchased separately. Team registrations require a captain and up to five additional members, which can live anywhere in or out of the state or country. If you would rather participate solo, individuals can sign up to complete their own challenge.&nbsp;

“We have some participants who done this every year since the program started in 2001,” Jackson said. “People have told me they really feel like spring is here when Walk Kansas kicks off.”&nbsp;

This year’s program provides three team challenges: Challenge 1 - “8 Wonders of Kansas” trail, requires each person get at least two-and-a-half hours of moderate activity/week and challenges the team to travel 480 miles.

Challenge 2 – “Cross Country Trail” requiring four hours of activity/week from each person, with the team traveling 768 miles.

Challenge 3 – “Little Balkans to Nicodemus Trail” that will require six hours of activity from each team member/week, challenging the team to go 1,152 miles. &nbsp;

The solo challenge trail begins in Manhattan at Kansas State University and explores points of interest on a trail to Wichita State University. &nbsp;

All participants will receive a weekly online newsletter with helpful information on physical activity, improving lifestyle habits, nutrition, and healthful recipes. This year, Jackson said, the nutrition focus is on the MIND diet, which is a combination of what are widely known as the Mediterranean and DASH (Dietary Approaches to Stop Hypertension) diets.&nbsp;

The Mediterranean diet, she added, is rich in fruits and vegetables, nuts, healthy fats and fiber; the DASH diet emphasizes lower sodium eating.&nbsp;

“There are a lot of things we can do to help our mind,” Jackson said. “Physical activity on its own is something that helps us retain our brain function as we age, and helps delay the onset of dementia and Alzheimer’s disease. It can help manage stress, which is hard on our mind, as well.”&nbsp;

“There are some foods that are particularly helpful to the brain. One of those is blueberries. We are going to look at why blueberries are so good for the mind. That’s one of the fruits that is recommended. And eating dark leafy green vegetables every day.”&nbsp;

Walk Kansas also promotes getting adequate sleep, drinking water and strengthening exercises.&nbsp;

“It is best to take things one step at a time. Small changes lead to better habits, and then to long-term behavior change,” Jackson said.&nbsp;

“The long-term benefits of a healthful lifestyle are huge. We encourage people to do things they enjoy and that are going to motivate them to be more active, and one of the benefits they will notice immediately is how they feel better.”&nbsp;

Jackson also encouraged Kansans to sign up for the Walk Kansas 5K for the Fight, a fun run or 1.5 mile walk scheduled May 7 to benefit the Johnson Cancer Research Center at Kansas State University. Information on that event will be available soon on the&nbsp;<a href="https://www.walkkansas.org/" target="_blank">Walk Kansas web page.</a>&nbsp;
