McPherson Police Department reminds of Fentanyl danger

TOPEKA—Angela Coble will be sworn in as judge on the&nbsp;<a href="https://kansascourts.org/l/LW2XpXrDbbAakXMHK5EZ19-I1Otw4jReUpZrImnI884" target="_blank">Kansas Court of Appeals</a>&nbsp;at 2 p.m. May 17, before an invited audience in the Supreme Court courtroom in the Kansas Judicial Center, Topeka.

Chief Judge Arnold-Burger, Kansas Court of Appeals, will preside over the ceremony. Coble will be introduced by retired U.S. Magistrate Judge Karen M. Humphreys and&nbsp; sitting U.S. Magistrate Judge Gwynne E. Birzer.

Coble was appointed to the Court of Appeals by Gov. Laura Kelly to fill a vacancy created when Judge Michael Buser retired January 31. Her appointment was confirmed by the Kansas Senate in March.

Coble grew up in Stockton, Kansas, and was introduced to the justice system through the discomfort of a child in the family court system. This planted in her the desire to become part of a solution to other people’s problems and to make sure every person has equal access to justice.

When Coble attended Kansas Wesleyan University, where she studied criminal justice, she was introduced to then-District Judge David Knudson, who was one of her professors.

"Judge Knudson encouraged me to pursue a career in law, but I was unsure where in the system I might fit,” Coble said.

After she graduated, Coble went to work for the clerk’s office of the U.S. District Court in Kansas City. That experience helped solidify her desire to pursue a career in law, first as a lawyer and then as a judge.

Coble said she has had two distinct legal careers since graduating from law school, and it’s the variety and depth of her experience that prepared her to become an appellate judge.

“During my time practicing as a lawyer, I met with clients, counseled them on which legal avenues to pursue, and appeared with them before judges across Kansas,” she said.

Then, as chambers counsel in the federal court system, Coble advised judges on the law applicable to parties’ disputes. She also drafted hundreds of judicial decisions from the court’s neutral perspective.

“Between these two careers, I have been able to sit in nearly every seat in the courtroom, which was excellent preparation for becoming a judge,” Coble said.

What Coble looks forward to most about becoming a Court of Appeals judge is the court’s traveling dockets. The court recently resumed its traveling docket after conducting oral argument only by videoconference during the COVID-19 pandemic.

“I look forward to getting out into the communities across the state to meet litigants, attorneys and the people of Kansas,” she said. “Judges want people to know we are everyday people and we want you to understand how the system works.” &nbsp;

Coble graduated from Kansas Wesleyan College with a degree in criminal justice. She earned her law degree from the Washburn University School of Law, where she was on the Washburn Law Journal staff.

Before she was appointed to the Court of Appeals, Coble was law clerk to Magistrate Judge Gwynne Birzer and retired Magistrate Judge Karen Humphreys, both of the U.S. District Court for the District of Kansas.

Before she joined the federal court, Coble was with Kennedy Berkley Yarnevich &amp; Williamson, Chtd., Salina, first as an associate attorney and later as a junior partner. She practiced primarily in civil litigation, including employment, domestic, insurance and personal injury law, and in vaccine injury law before the Court of Federal Claims in Washington, DC.

Coble is a member of the Kansas Women Attorneys Association, Wichita Women Attorneys Association, Kansas Bar Association, Federal Bar Association, American Bar Association, and was a part of the Rule 1 Committee of the U.S. District Court for the District of Kansas. She also served as president, vice president, secretary, and treasurer of the Saline-Ottawa County Bar Association. She was on the board of directors of the Salina Airport Authority and the Salina Emergency Aid Food Bank, and she is the past president of the Salina Family Healthcare Center.

After a new judge serves one year on the court, they must stand for a retention vote in the next general election to remain in the position. If retained, the judge serves a four-year term.

Robert Earl Keen is bringing his final tour to Salina.

Keen's I’m Comin’ Home: 41 Years On The Road tour stop in Salina is scheduled for 7:30 p.m. Aug. 14 in the Stiefel Theatre, 151 S. Santa Fe Avenue.

"Steve talked the station into doing sort of a free-form programming format during ‘drive time,'" Keen said. "It was anything he liked, which turned out to be great music and a last glimpse at the influence of the DJ on radio. With an organic boost from Kaufman, I went from playing the front room at Gruene Hall for a max of 150 people to playing a show in San Antonio for 1,500 people. That was a moment that kept me going; because before that, I'd been working for 10 years and had a lot of rejection but very little success." 

Fellow Texas icon Joe Ely recorded both The Road Goes on Forever and Whenever Kindness Fails on his album, Love and Danger, and the secret was out on Keen's credentials as a songwriter's songwriter. He is now a member of the Texas Heritage Songwriter Hall of Fame, The Texas Cowboy Hall of Fame, and the Texas Institute of Letters.

The 2022 SculptureTour Salina exhibit is now on display downtown.

During the UNwrap Party for the exhibit on Saturday, the following merit awards were announced.

Best of Show Award of $2,500: Mr. Hatter’s Anthropodal Pursuits in Becoming Human: 002 Balance by Brady Hatter

Merit Award of $1,000: Hey, I Think I’m a Robin&nbsp;by Tim Chapman

Merit Award of $500: Say Cheese by Justin Deister

"It’s a wonderful exhibit this year! Very diverse," said Sylvia Rice, SculptureTour Salina committee member.

The 2022 exhibit is made up of 22 sculptures from 19 artists in seven states.

While the merit awards have already been given out, members of the general public will have until the end of December to vote for their favorite sculpture. The sculpture with the most votes will win the People's Choice Award. The winning sculpture is then purchased by the City of Salina and put on display in a permanent location for all to enjoy.

Pick up walking tour maps/ballots at the silver boxes at the mid-block pedestrian crossings on Santa Fe Avenue and from many of the downtown merchants.

SculptureTour Salina announces 2022 merit award winners

Maybe you saw those words on a company’s website or in a commercial promoting a product or treatment. Some marketers may say their products are “FDA approved.” But how can you know for sure what the U.S. Food and Drug Administration has approved?

The FDA is responsible for protecting public health by regulating human drugs and biological products, animal drugs, medical devices, tobacco products, food (including animal food), cosmetics, and electronic products that emit radiation.

But not all those products undergo premarket approval — that is, a review of safety, quality, and effectiveness by FDA experts and agency approval before a product can be sold to consumers. In some cases, the FDA’s enforcement efforts focus on products after they are already for sale. That is determined by Congress in establishing the&nbsp;<a href="https://www.fda.gov/about-fda/fda-basics/what-does-fda-regulate">FDA’s authorities</a>. Even when FDA approval is not required before a product is sold, the agency has legal regulatory authority to act when safety issues arise.

Here is a guide to how the FDA regulates products for people — and what the agency does (and doesn’t) approve.

The FDA does not “approve” health care providers, including physician offices, or laboratories. The FDA does have authority to inspect regulated facilities to verify that they comply with current good manufacturing practices.

Although manufacturing facilities and contract manufacturers are often inspected as part of a product application for certain products that require premarket approval, the agency does not approve manufacturing facilities independently. Unless an exemption applies, owners and operators of domestic or foreign food, drug, and most device facilities must register with the FDA before exporting products to the U.S. Owners and operators of establishments that manufacture blood products or cells, tissues, and cellular and tissue-based products must also register with the agency.

Mammography facilities must be FDA-certified and must display their FDA certificates where patients can see them. The certificate indicates that the facilities have met stringent standards for providing&nbsp;<a href="http://www.accessdata.fda.gov/scripts/cdrh/cfdocs/cfMQSA/mqsa.cfm">quality mammography</a>.

The FDA does not have regulations specific to good manufacturing practices for cosmetics. Cosmetic companies are not required to register their products or facilities with the FDA but may do so voluntarily.

The FDA approves new human drugs and biological products.

New drugs and biological products for people must be FDA approved before they are marketed in interstate commerce. This means that a company must demonstrate that its drug or biological product is safe and effective for the intended use, and that it can manufacture the product to federal quality standards. If the FDA grants an approval, it means the agency has determined that the benefits of the product outweigh the risks for the intended use.

Some examples of biological products that require approval are therapeutic proteins, vaccines, allergenic products, cellular and gene therapies, and products manufactured from plasma. Manufacturers must also prove that they are able to make the drug or biological product according to federal quality standards.

The FDA does not develop products before approving them. Instead, FDA experts conduct a careful evaluation of the results of laboratory, animal, and human clinical testing done by manufacturers. The FDA does perform lot release testing of many biological products, which provides the agency with a real-time system to continuously monitor product quality, through review and testing.

The FDA doesn’t approve compounded drugs.

Compounding is generally a practice in which a pharmacist or a doctor combines ingredients to create medications that meet the needs of individual patients, including those who are allergic to ingredients in FDA-approved medicines or who cannot swallow an FDA-approved pill.

Be aware that compounded drugs are not FDA approved.

To legally sell or distribute a new tobacco product in the U.S., manufacturers must receive authorization from the FDA. The FDA approves food additives in food for people.

Although the FDA does not have premarket approval of food products, it has the authority to approve certain ingredients before they are used in food or intended to contact food. Those include food additives (substances added intentionally to food, as well as substances that migrate to food from food contact products such as food packaging), and color additives.

Companies that want to add new food additives to food are responsible for providing the FDA with information demonstrating that the additives are safe. FDA experts review the results of appropriate tests done by companies to ensure that the food additive is safe for its intended use. An approved food additive must be used in compliance with its approved uses, specifications, and restrictions.

Certain food ingredients, such as those that are considered “generally recognized as safe” (GRAS) for their intended conditions of use by scientific experts, do not require premarket approval by the FDA. The FDA has a voluntary notification process under which a manufacturer may submit a conclusion that the use of an ingredient is GRAS.

The FDA approves color additives used in FDA-regulated products.

This includes those used in food (including animal food), dietary supplements, drugs, cosmetics, and some medical devices. These color additives (except coal-tar hair dyes) are subject by law to approval by the agency before market entry, and each must be used only in compliance with its approved uses, specifications, and restrictions.

In the approval process, the FDA evaluates safety data to ensure that a color additive is safe for its intended purposes.

Examples of cosmetics are perfumes, makeup, moisturizers, shampoos, hair dyes, face and body cleansers, and shaving preparations. Cosmetic products and ingredients, and their labeling, do not require FDA approval.

There’s one exception: color additives (other than coal-tar hair dyes). Cosmetics must be safe for their intended use and properly labeled.

A medical food is formulated to be consumed or administered enterally and intended for the specific dietary management of a disease or condition for which distinctive nutritional requirements, based on recognized scientific principles, are established by medical evaluation. Someone with this disorder may need medical foods that are formulated to be free of the amino acid phenylalanine.

Medical foods do not undergo premarket approval by the FDA. Still, medical food companies must comply with other requirements, such as current good manufacturing practices and registration of food facilities. Medical foods do not have to include a Nutrition Facts label on their labels; however, any statements on their label or in other labeling must be truthful and not misleading.

The FDA does not approve infant formulas before they can be marketed. But manufacturers of infant formula are subject to the FDA’s regulatory oversight.

The FDA doesn’t approve dietary supplements.

Palmer has a Saline County District Court felony fail to appear warrant with charges of: Distribution of Meth, Possession of Meth, Possession of Drug Para, Criminal Use of Weapons, Interfere w/LEO, Child Endangerment and multiple traffic charges. Palmer was last known to be in Salina, Kansas but is known to have ties to the Delphos, Kansas area.

The Salina Police Department is also attempting to locate Palmer as a person of interest in a shooting case dated 05/07/2022. Due to Palmer's past criminal behavior, he should be considered armed and dangerous.

Three people were injured when a pickup and car collided in northwest Salina Monday morning.

Verna Mettlen, 79, of Lincoln, was northbound on N. Broadway Boulevard in a 2007 Buick LaCrosse when she attempted to turn west onto State Street and turned in front of a southbound 2017 Dodge Ram 1500 pickup driven by Kathy McCandless, 62, of Salina, Salina Police Captain Paul Forrester said this morning. The wreck occurred at approximately 11:30 a.m. Monday.

Both drivers and an 81-year-old male passenger in the LaCrosse were injured and were transported by EMS to Salina Regional Health Center, Forrester said.

The LaCrosse sustained extensive passenger-side damage and the Ram sustained front-end damage, Forrester said. Both were towed from the scene.

Forrester said Mettlen was cited for failure to yield.

Unseasonably hot temps to continue, weather service says

The month of May is National Bike Month, and KANcycle, a regional bike-sharing program sponsored by OCCK and Blue Cross Blue Shield, is announcing activities and events taking place over the next few weeks.

KANcycle is partnering with Ad Astra Books &amp; Coffee House, 141 N. Santa Fe, Salina, to offer a 10% discount to any patron riding a bicycle to location.&nbsp; This discount started May 1.&nbsp; Bike racks are conveniently located outside the coffee house.

National Bike to Work Day is May 20.&nbsp; Residents all across the region are encouraged to ride their bike to work and to share photos on social media by using the hashtag #salinabikestowork2022 or #kansasbikestowork2022.&nbsp;

“KANcycle has been a great program for Salina and North Central Kansas,” said Michelle Griffin, Director of Mobility Management for the region.&nbsp; “We are so excited to create this first partnership with Ad Astra Books &amp; Coffee House and our first effort to celebrate National Bike to Work Day.&nbsp; We want to encourage mobility in all forms, and biking is a great way to do that.”

KANcycle regional bike sharing provides North Central Kansas, including Salina, Minneapolis, Concordia, Belleville, Mankato, Beloit, Lincoln, and Ellsworth, with convenient, affordable access to bicycles as an easy, fun, healthy and eco-friendly means of transportation and recreation.&nbsp; OCCK, through a collaborative funding partnership with Blue Cross and Blue Shield of Kansas, brings you KANcycle powered by Movatic.

Riders join the program by signing up for annual memberships or pay-as-you-go.&nbsp; Annual memberships will be $30 with trips under 1 hour being free, student annual memberships will be $20 with trips under 1 hour being free, and pay-as-you-go will be $1.50 every 30 minutes.

OCCK Transportation: National Bike to Work Day is May 20

The Salina Police Department has scheduled an open house for its Regional Training Center on Saturday.

The open house is set for 11 a.m. to 2 p.m. Saturday. The center is located at 3770 Yost Drive in far south Salina.

According to information from the department, lunch will be provided.
