Heat advisories issued for Tuesday as 100+ degree temperatures return

A sometimes high-speed pursuit early Monday morning ended with stop spikes and the arrest of a Salina man who had multiple active warrants.

A deputy attempted to stop a Dodge Journey at approximately 1:50 a.m. Monday in the 2000 block of S. Broadway Boulevard, Saline County Sheriff's Lieutenant Jeremiah Hayes said this morning. The SUV initially pulled over and let out a passenger, but then led the deputy on a chase through parts of west and south Salina, before heading south out of town on S. Ohio Street at 100 mph.

The SUV turned west on E. Farrelly Road and then north on Centennial Road. The Salina Police Department then set up stop spikes at the intersection of Centennial Road and W. Water Well Road and disabled the SUV, Hayes said.

The driver, identified as Dustin Lee Lund, 41 of Salina, was taken into custody, Hayes said. Lund had active warrants from both Geary County and Saline County. He was arrested on those warrants and on the following requested charges, Hayes said.

Spikes end sometimes high-speed pursuit in Salina, county

Salina police are investigating a robbery at a local liquor story Saturday night.

Ninth Street, told police that at approximately 10 p.m. Saturday, as employees were attempting to close the store, a Black male came in, grabbed a money bag from an employee that he then knocked down before fleeing, Salina Police Sergeant Kyle Tonniges said this morning.

Salina liquor store robbed Saturday night

A Salina man was arrested on multiple requested charges after he was found walking in the middle of N. Ohio Street Sunday night and refused to leave.

Salina Police Sergeant Kyle Tonniges said this morning that officers were sent to the area of N. Ohio Street and E. Pacific Avenue just after 10 p.m. Sunday for the report of a man walking in the roadway. When they arrived, they found Devin Johnson, 26, of Salina, walking in the middle of N. Ohio Street. 

Tonniges said Johnson appeared to be intoxicated and refused to leave the roadway. When officers attempted to get him off the street, Johnson allegedly resisted, clenching his fists and yelling that he wouldn't go. 

Once Johnson was subdued, he was taken first to the emergency room at Salina Regional Health Center, because of his suspected level of intoxication. While there, he allegedly attempted to bite an officer, Tonniges said.

Johnson was then booked into the Saline County Jail on the following requested charges, Tonniges said.

Salina man walking in middle of N. Ohio arrested on multiple charges

Local law enforcement personnel are looking for the person who led a Saline County Sheriff's deputy on a chase through parts of Salina while tossing plastic bags of marijuana out the window.

Saline County Sheriff's Lieutenant Jeremiah Hayes said this morning that at approximately 10:30 p.m. Saturday, a deputy attempted to stop a Chevrolet Malibu in the 200 block of S. Broadway Boulevard, however, the car took off southbound. While driving around the S. Broadway Boulevard/W. Crawford Street area, the driver began tossing plastic bags out the window. Hays said the bags were found to contain marijuana.

The Malibu headed west to Centennial Road and then south to W. Schilling Road, before heading east to S. Ninth Street, where the deputy lost sight of the car, Hayes said.

The deputy was able to get the car's license plate number and trace the car back to a resident in Bridgeport. Hayes said the sheriff's office got a search warrant for the car and deputies found additional marijuana inside. The car was impounded. 

Hayes said an arrest is pending in the case.

“Why are people anti-science, and what can we do about it?” was just published July 12 in the&nbsp;Proceedings of the National Academy of Sciences&nbsp;by Aviva Philipp-Muller at Simon Fraser University along with two colleagues.&nbsp; Because refusing vaccination against COVID-19 “...is costing lives now and will continue to do so in the future,” they summarize a large body of research in psychology and communication in order to determine why there is so much dissent in the Western world.

To discern why anti-science sources are effective and scientists are not successful, they bring together over a hundred studies that have addressed various factors, many related to the easy spread of misinformation by social media. They identify four “principles driving anti-science attitudes.”

The first problem arises when scientists are not perceived as experts or lack credibility and are therefore ignored. They break that into the recipient looking for expertise, honesty and objectivity in the scientist. Some will dismiss scientists for being elitist. Others note that in the past scientists have lied for the tobacco or auto industries. Some see scientists as atheists. And medical scientists can be seen as dishonest agents for pharmaceutical companies.

The second factor arises when the listener is a member of a group that holds anti-science attitudes. This includes both political and religious groups. This polarization can result in immediate rejection of any message from the outgroup without any consideration of the content of the message itself. These groups are now much more easily held together with social media.

The third problem is when the scientific message itself is rejected based on what people already believe is true. The authors describe “cognitive dissonance, which arises when a person is exposed to information that conflicts with their existing beliefs, attitudes or behaviors.” This leads to rejecting the science or making it trivial, etc.&nbsp; In addition, corrections provided by media often reinforce their disbelief. &nbsp;&nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;

The final problem they describe is the message not matching how the recipient sees the world. This would include a broader view of common sense being more valuable than intellectual book learning. They note viewers of CNN or Fox News will automatically trust their source and disparage the opposition without thinking the issue through.

Unfortunately, this report considers “increasing a population’s general scientific literacy” to be “ineffective.” Instead, they promote “scientific reasoning skills” as if there is a method to determine accuracy in science that is separate from the science knowledge itself.&nbsp; But the major problem in these last two years has been the ability to communicate the basic human anatomy and physiology involved, the nature of viruses, and the way the immune system works.

The United States ranks near the bottom of all developed countries in science literacy, is top in number of deaths, and it is very close to the top in deaths per 100,000. And science literacy is a very good predictor of the number of deaths per 100,000 from COVID-19, as can be accessed online at the Johns Hopkins, statista, and ourworldindata websites. German citizens receive comprehensive science education in public school to the extent they can self-refer themselves to a medical specialist. While our covid death rate is 3,171 per million, Germany’s is only 1,682.

And death rates are far lower in South Korea, Japan, China, Singapore, etc. due to a different culture where citizens take far more responsibility for protecting the health of everyone around them—they have worn face masks for decades. They are likewise far more willing to use advanced smartphone technology to monitor exposure for rapid contact tracing.

These authors also take aim at technical jargon. Yet, the language of science is not jargon but necessarily specific and accurate terms that only appear to be jargon to the science illiterate. If you do not understand the concept of diffusion, you will not understand why we wear a face mask to protect others more than ourselves. Unfortunately, it has taken the U.S. many decades to sink to our low level of average science literacy, and would take a long time for future generations to gain it back. &nbsp;

Meanwhile, the marketing psychology in this P.N.A.S. report will do little to solve our problem.&nbsp; &nbsp;

LINDSBORG - Fingerprinting and blood-spatter analysis aren't normally thought of as the stuff of summer camps but don't tell that to the Bethany College Criminal Justice Department.

High school students from throughout the area gathered at Bethany College last week for the Criminal Justice Department's third annual Crime Scene Investigation Summer Camp.

Rande Repp, Criminal Justice Department chair, told Salina Post that this summer's camp focused on ethics, report writing, chain of custody, fingerprinting, and blood spatter analysis.

"Students conducted a variety of hands-on exercises to practice identifying and preserving latent fingerprints.  They also practiced 'stringing,' a technique used to identify the origin of a projectile or a fluid," Repp noted.

The camp included high school students from across central Kansas. In addition to Repp, camp faculty included Laura Hultquist, assistant professor of criminal justice, and Jessica Patterson, student support services specialist.

Repp also announced that the department plans to host a similar event on the Bethany Campus this fall and another camp in the summer of 2023. Persons interested in the upcoming events are asked to contact the Bethany College Admissions Office at 800-826-2281 ext. 8113.

JEWELL COUNTY - Two earthquakes, including a 4.0 magnitude quake, struck northern Jewell County Sunday morning.

According to the Kansas Geological Survey, a 4.0 magnitude earthquake struck north of the western part of Lovewell Reservior at 7:51 a.m. Sunday. The quake was centered just north of Z Road between Kansas Highway 14 and 200 Road.

A second quake struck 10 minutes later at 8:01 a.m. just south of the Kansas-Nebraska state line. The 2.8 magnitude quake was centered north of Diamond Road about three miles west of Kansas Highway 14.

4.0 magnitude quake, smaller quake strike Jewell County Sunday

Other than in the movies, they may not be able to fly or use X-ray vision. But in the case of one innovative Kansas project, these children have learned that they do have smile-power. This is part of a remarkable intergenerational childcare program found in&nbsp;rural&nbsp;Kansas.&nbsp;&nbsp;&nbsp;

Last week we learned about Allen Schmidt and Resurrection Vineyard in Hays. Allen’s son, Brett, was born in Hays. The family moved around due to Allen’s military career.&nbsp;

Later, Brett Schmidt earned a degree in early childhood development and master’s degree in brain-based teaching and learning. He went on to teach kindergarten in Independence, Kan. where he met – and later married – Ashley.&nbsp;

When Brett’s folks returned to Hays, Brett and Ashley moved back as well. Brett took a teaching position at the&nbsp;rural&nbsp;community of Stockton, population 1,480 people. Now, that’s&nbsp;rural.&nbsp;

He went on to work for Child Care Aware, training and coaching childcare providers.&nbsp;

While in southern Kansas, Brett observed an intergenerational day care program in a nursing home. “I thought it was cutting edge,” he said. He wanted to establish such a program in northwest Kansas.&nbsp;

After years of planning and development, he founded the Learning Cross Child Care Center in Hays in 2015. With the approval of the senior residents’ council, the center was housed in the assisted living area of the Ascension Living Via Christi Village retirement community. Being located within a senior living facility made it possible to create healthy interaction between younger and older generations.&nbsp;

The program was named Learning Cross for two reasons: One, it was a faith-based program. And secondly, it represented a place where multiple generations could cross paths.&nbsp;

The program began as a half-day preschool and then expanded to a full-time day care center for 2 ½ to 5 year olds. It grew to include a second facility two blocks away from Via Christi Village.&nbsp;

Parents bring children to the childcare center at the beginning of the workday. During the morning, the kids bring their pedal carts and toys and enter the assisted living area where they go through the halls and meet the residents. A similar time for interaction is scheduled for the afternoon. Depending on the weather, the kids and residents might go in the outdoor courtyard to play.&nbsp;

Some seniors engage with the children at an even higher level, sharing stories or teaching the kids about their interests. Those topics range from raising flowers to learning sign language.&nbsp;

“The three pillars of our program are recognition for doing good things, having a sense of purpose, and acceptance within a community,” Schmidt said. A fundamental practice is teaching the children that they had the power to brighten someone’s day.&nbsp;

“We told the kids, `Sometimes people are hurting. Sometimes people are sad. But if you smile at them, you can get them to smile back. You guys have the power to make them feel better,’” Schmidt said.&nbsp;

It worked. Some kids and seniors were more reluctant than others, but the children were able to generate smiles and joy from the seniors. “The former director of the facility said, `My goal is to fill these hallways with life,’” Schmidt said. “When there was laughter and giggles and kid voices in the building, it was magical.”&nbsp;

One senior resident had been non-verbal, but when the kids showed up, she started making sounds and eventually to speak. At Christmastime, each family would adopt one or two ‘grandfriends’ to share gifts and stories. “The interactions can be miraculous,” Schmidt said. &nbsp;

When the COVID-19 pandemic hit, the intergenerational interaction had to stop, although the day care center continued within limits. “We hope to relaunch the senior interaction this fall,” Schmidt said. &nbsp;

Dickinson County plans to use funds it received from ARPA (the American Rescue Plan Act), working in conjunction with the Community Foundation of Dickinson County, USD 393 and USD 487 to build childcare facilities on school district property in both Solomon and Herington.

The need for childcare in Dickinson County, throughout Kansas and the nation has long been documented through various surveys and other assessments.

“We’ve been told this in untold meetings with the economic development corporation, school districts and everybody in between. We’ve heard and experienced all the issues caused by the shortage and how childcare affects this county wide,” Dickinson County Administrator Brad Homman told commissioners during their June 30 work session.

“We want to create some type of early childhood development program in two of the school districts – Herington and Solomon – to start educating children more at an earlier age so when they get into kindergarten they’ll be prepared for it and also solve the daycare issue at the same time,” Homman said.

He presented a proposal explaining the need for daycare services in the county, looking at the short term needs for parents, while also providing a long-term solution that could positively impact the economic and physical growth of the county.

The county will use some of its ARPA funds -- distributed to the county and entities nationwide to aid in the economic recovery of the COVID-19 pandemic -- to build two early childhood development learning facilities. One in Solomon and the other in Herington.

The two school districts already are equipped to operate a program. The only problem is they need a facility, Homman said.

“They have room on their (school) grounds, they have the resources to employ certified people, they have human resources and payroll, food service programs that work with the federal education requirements and all the things that go with something like this and they have the administration to manage it,” Homman said.

“They already have operational programs and they have the ability to sustain it. That’s really the issue,” he explained. “There’s not a lot of money in daycare.”

Solomon currently has approximately 20 to 25 children on a waiting list for daycare, while a daycare provider in Herington has about 30 to 35 on a waiting list.

By creating approximately 50 additional childcare slots in the county (25 in Herington and 25 in Solomon), that should create space for other daycare operators operating in the county.

Currently, many families are driving to other communities for childcare.

“A lot of those people who are bringing their kids to Abilene to a childcare center here, then going back to work in Solomon, Hope or the Herington area would be able to have that need filled in those communities and open up some slots in Abilene,” Homman said.

Providing needed childcare for families also could positively affect the county’s housing shortage. Homman said he’s seeing people who are willing to build homes in the county if it’s a place where all their needs are met. However, if they do not have a means to care for their young children, moving here is not an option for them.

Homman said Chapman school leaders were involved in early discussions, but felt their school district would not benefit. As for Abilene, it was felt that community – which already has several privately-owned daycare centers plus the Head Start Early Education program – was already covered.

Homman, who has long- served on the Solomon USD 393 school board, said the district has been negatively impacted by the lack of daycare options.

One example is when it comes to hiring staff.

“There’s a challenge in hiring teachers with young children because there’s no care for them. So, they go on to work in a larger district where they have more child care options,” Homman explained.

The same is true for the Herington district.

Homman and Asst. County Administrator/Finance Director Janelle Dockendorf have been meeting with the superintendents from those two districts to develop plans.

Although the early childhood development facilities will be built on school grounds they will serve the community.

“Other employers outside of the school settings are also facing huge challenges in attracting potential employees because there simply are not enough licensed childcare facilities to meet the demands of today’s families,” Homman wrote in his report to commissioners.

The lack of daycare forces parents to either stay home and care for their children, or look to larger communities to live and work, where childcare options are more prevalent.

“That results in less growth in our county and a decreased work pool of potential job applicants for all employers, which has caused a slowed economic growth for our county,” Homman wrote.

Finding childcare has long been a problem across Kansas, but the COVID pandemic made the situation worse.

The pandemic was especially hard on what Homman calls “ma and pa” daycares where the grandparents were caring for their children.

“But in the light of COVID, a lot of those went away. Grandma and grandpa were afraid of having the kids in the house because they didn’t want to be exposed to it,” Homman said.

Besides creating needed daycare options for parents, having a childcare center run and administered by the schools will help young children prepare for kindergarten.

“Children are coming into the kindergarten environment nowadays and they’re not ready,” Homman said. “There are certain things kindergarten staff expect them to be able to do. In the last decade or so, there’s been a decline in the cognitive skills of children coming into kindergarten.”

Kids who don’t have the necessary cognitive or social skills coming in are at a disadvantage and need to catch up. Teachers then work to help those kids catch up through first, second and third grade.

However, the late start is often still evident. Standardized testing conducted at the first time in grade three exemplifies that many still are unable to perform at grade level. For some, they never catch up, resulting in lower student performance and increased drop-out rates, are more prone to becoming involved in criminal activity, and ultimately preventing them from being productive workers or members of society.

“They never get caught up. The result is a less educated pool of graduates entering the work force,” Homman said. “The only way to solve that problem is to start educating kids at an earlier age.”

Schools have tried to address the childcare and early learning void by adding after school and before school programs. Those programs not only provide a place for kids to go in the early morning hours when a parent drops them off before work and after school until a parent can pick them up, but also it gives school staff an opportunity to provide additional learning time.

Another opportunity to provide childcare and additional education time involved moving from the traditional half-day kindergarten to full-day kindergarten, a change many districts did on their own because the state does not fund full-day kindergarten programs.

Recently, some school districts, including Abilene and Solomon began offering preschool programs, offering both child care and education.

“Solomon had 20 slots. Those filled up instantly and there was a waiting list,” Homman told commissioners.

Solving childcare and preparedness void

Building childcare facilities on land owned by the two school districts will help solve the daycare shortage while providing extra time to prepare children for kindergarten.

“Let’s solve two problems with one collaboration,” Homman said.

Providing childcare in the year 2022 is much more difficult than it was a few generations ago.

Not only are there stringent licensing requirements monitored by the Kansas Department of Health and Environment, today’s childcare providers must have advanced educational degrees.

“Under the KDHE requirements and guidelines, to be able to care for kids you have to have a bachelor’s degree. Where are you going to find somebody with a bachelor’s degree for $10 an hour?” Homman asked.

He said that parents are willing to pay for many of the costs required. Unfortunately, due to the educational staffing requirements, the costs for qualified people and the related benefits they require, the cost far exceeds the available funding to get programs off the ground.

However, with the county providing ARPA money to build two childcare facilities, the schools should have the resources to operate it, Homman said.

The next steps involve getting numbers from the contractor, then meeting with the Herington and Solomon school officials, the fire marshal and KDHE representatives.

“Then we’ll come back to you,” Homman told commissioners. “We’re going to suggest our (APRA) money be transferred to the Community Foundation of Dickinson County and let them use the paying process they already have in place to go to the schools with requirements they put into place.”

Homman said he’s hopeful that the Community Foundation would be able to help out if the ARPA funds come up short when it comes to building costs.

“We’re hoping everything will come together. The school districts are excited about it,” Homman said.

Commission Chairman Lynn Peterson commented that often problems are identified, but this is a case where the county can actually provide a solution.

Commissioner Ron Roller said he was really proud of the county for continuing to work on the childcare situation. He said the childcare/education void has been brought up during meetings he attends with other counties and most “don’t want to take that responsibility.”

Kent Campbell, the new Dickinson County Economic Development Corporation director, said he believes the idea is a “wonderful alternative.”

In the few weeks since taking the economic development job and moving to Kansas he’s quickly learned of the childcare void. Strict state regulations make it difficult for the “mom and pop” facilities to open and succeed, he said.
