The City of Salina has announced that&nbsp;Monday through Friday, Twin Traffic Marking Corporation of Kansas City, Kan., will refresh the pavement markings on various streets in Salina.

The streets scheduled to receive updates include the following.

Belmont Boulevard from S. Ninth Street to Highland Avenue

Broadway Boulevard from W. Ash Street to N. Chicago Street

W. Crawford Street from Centennial Road through the Interstate 135 interchange

Magnolia Road east and west of S. Ninth Street

North Street east and west of N. Broadway Boulevard

S. Ohio Street from E. Schilling Road to E. Magnolia Road

W. Schilling Road from west of Virginia Drive to Market Place

The paint is usually applied by a moving vehicle with minimum traffic control and therefore few inconveniences to traffic. The paint dries in minutes. 

Motorists should maintain their distance from the vehicle at all times and avoid contact with freshly painted lines. Motorists are also encouraged to seek alternate routes when they see that work is occurring.

 The $60,000 project is part of the City of Salina's $4.7 million 2022 maintenance capital improvement program.

Some Salina streets set for pavement marking work Monday-Friday

With skyrocketing prices everywhere you turn these days, it’s more important than ever to take control of your money by making and sticking to a monthly budget. And I’m a big believer that every married couple should have a monthly budget meeting because it’s so important that you both have a say in the household finances.

But as a natural spender, I have to admit that budgeting is not always my favorite thing. The good news is there’s no rule that says the meeting can’t be fun! So here are my tips for having the most fun and productive budget meeting ever. (To all my single friends out there, you can and should still make a monthly budget. Find a trusted friend or family member to hold you accountable and cheer you on, and you’ll be well on your way to crushing your own financial goals.)

In our busy household, if we don’t actually schedule something, it’s not going to happen. Give your budget meeting a date and time just like you’d schedule a doctor’s appointment. If something comes up and you need to move it, that’s okay, but keep in mind that it should be at the very beginning of the month (or right before a new month starts) so you have a clear plan going in.

Limit the distractions. Turn the TV off, put the kids to bed or hire a babysitter for the night, play some quiet music in the background, and do whatever else you can to make this a stress-free experience. And don’t forget the snacks—because budgeting is 10 times better with pizza.

Before you start your meeting, get all the materials you’ll need to make your budget. That could mean the classic pen and paper, a geeky Excel spreadsheet, or a budgeting app like EveryDollar (this is our go-to because you don’t have to do nearly as much math).

Another important tool is a timer. This doesn’t need to be a long, drawn-out meeting—just 30 minutes should be perfect. And if you find you’re going longer than that and getting frustrated, take a break and come back to it later or even the next day. It can take a while to get the hang of budgeting, especially when you’re new to it.

One of the first things you should do when you sit down with your spouse to budget is remind each other why you’re budgeting in the first place. What are the things you hope to do with money in the future? Whether it’s getting out of debt, saving money for your kids’ college fund, vacationing in Aruba, or being able to give away thousands of dollars to people in need, those things will propel you forward and keep you motivated as you budget.

When you do a zero-based budget, your income minus your expenses equals zero. To make your budget, list all the income you’ll be taking home that month, then list all your expenses for the month in order of importance (for example—giving, necessities, debt payments, saving and fun money). Then give every single dollar of your income a job&nbsp;before&nbsp;you spend it by assigning it to a budget category. Make any adjustments you need to make until you can subtract your expenses from your income and get zero.

Once you have your budget all mapped out, make a pact with your spouse to stick to the plan. This means no extra spontaneous purchases at the grocery store or borrowing from next month’s budget so you can get a new couch this month.

To help you avoid overspending, keep track of your transactions throughout the month. You can do this by using the EveryDollar app or by using what I call the cash envelope system. That’s where you withdraw the exact amount of cash you’ll need for each budget category and keep it all in labeled envelopes so you always know exactly how much you have left.

Help each other stay encouraged throughout this process. Once you’re in the habit of having those budget meetings every month and sticking to the vision you’ve built together, I promise it will get a whole lot easier. You guys can do this!

NWS: Rain chance increase, near normal temps expected next week

ELLSWORTH COUNTY - Human remains found in rural Ellsworth County on Tuesday have been identified as those of a Salina man missing for more than a month.

In a statement released this morning, the Salina Police Department reported that on Friday, "a forensic odontologist was able to compare the dental records of Nathan Philip Thompson and the deceased remains and confirm the body's identity as that of Thompson."

Additionally, based on the autopsy performed, the medical examiner has determined that Thompson's death was a homicide.

On June 18, Salina police announced that they were investigating the disappearance of Thompson, 44, who hadn't been seen in more than a week. In information released on June 18, police reported that on June 13, the Salina Fire Department responded to a trailer home fire at 1635 Elgin in west Salina. No one was in the trailer at the time the blaze was extinguished, however the fire was classified as an arson. 

At the time of the fire, neighbors told police that Thompson had been living in the trailer, but had not been seen for approximately a week.

On June 22, Salina police released photos of a Chevrolet Express van that police believe was used in Thompson's disappearance. Salina police continue to seek information about the van.

"The Salina Police Department has the van in its possession. We are asking the public for any information they can provide with regards to the van since June 9th, 2022, especially any sightings in rural areas," the Salina Police Department noted in the June 22 statement.

Remains found in Ellsworth County ID'd as those of missing Salina man; homicide ruled

In its decision in&nbsp;<a href="https://www.freedomforum.org/2022/05/04/seeking-clarity-on-prayer-at-school/" target="_blank">Kennedy v. Bremerton</a>, the Supreme Court strengthened First Amendment protection for religious speech by government officials.

Public high school football coach&nbsp;Joseph Kennedy&nbsp;filed a lawsuit alleging his rights to free speech and freedom of religion were violated when he was fired for praying at the 50-yard line after each game.

The Bremerton School District in Washington state argued that:

The school district’s “government speech” justification was somewhat of a Hail Mary pass that few believed would succeed, and the court quickly sacked. Kennedy’s prayers did not occur within the “ordinary scope” of his job duties. Once the game had ended, the court said Kennedy “was not seeking to convey a government-created message. He was not instructing players, discussing strategy, encouraging better on-field performance or engaged in any other speech the district paid him to produce as a coach.”

The court next approached the second argument. It quickly found that Kennedy’s prayer was sincere and held that the school district disciplined him as a result.

This shifted the burden onto the government to justify its policy against prayer as necessary and narrow. It argued the suspension was necessary because a “reasonable observer” would believe the school district was endorsing religion — and violating the First Amendment’s establishment clause — by allowing Kennedy to pray at midfield after games. The court disagreed. In this case, there was no fear of an establishment of religion just because “Mr. Kennedy’s proposal to pray quietly by himself on the field would have meant some people would have seen his religious exercise.” Justice&nbsp;Neil Gorsuch&nbsp;said there was nothing in the record indicating students felt coerced to pray. In fact, “learning how to tolerate speech or prayer of all kinds is ‘part of learning how to live in a pluralistic society,’ a trait of character essential to ‘a tolerant citizenry.’”

Gorsuch feared that the district’s protection of religious liberty was suppression that would be replicated in other ways: “Not only could schools fire teachers for praying quietly over their lunch, for wearing a yarmulke to school or for offering a midday prayer during a break before practice. Under the district’s rule, a school would be required to do so.”

UNBALANCING PROTECTION FOR RELIGIOUS EXERCISE AND PROHIBITION ON GOVERNMENT ESTABLISHING RELIGION

Less than a week after&nbsp;<a href="https://www.freedomforum.org/2022/07/13/perspectives-court-sets-new-rules-for-funding-religious-schools/" target="_blank">its decision in Carson v. Makin</a>, a case about funding for religious schools, the court again gave priority to the First Amendment’s free exercise clause’s protection for an individual’s religious practice over the establishment clause’s restriction against government endorsement of religion. With the same 6-3 lineup of justices on each side, the court said “the First Amendment doubly protects religious speech” through the rights of freedom of speech&nbsp;and&nbsp;freedom of religion. The decision in Kennedy v. Bremerton, combined with the earlier decision in Carson v. Makin, firmly rebalances the establishment clause and the exercise clause.

What’s different, in other words, is that the court came down twice in favor of “me” practicing my faith versus avoiding the appearance or intentional display of government endorsement.

This may not simply be a rebalancing of the prior understanding of the establishment clause versus exercise clause equation, it may be an unbalancing. The result is an ever-shrinking separation between church and state. As Justice&nbsp;Sonia Sotomayor&nbsp;said in a dissenting opinion, “[t]he Court now charts a different path, yet again paying almost exclusive attention to the free exercise clause’s protection for individual religious exercise while giving short shrift to the establishment clause’s prohibition on state establishment of religion.”

The Supreme Court’s decision in Kennedy v. Bremerton School District represents a significant victory for freedom of speech.

A key issue in the case was whether Kennedy engaged in protected personal expression or unprotected government expression. The distinction is important, because under a case known as Garcetti v. Ceballos (2006), if a public employee is engaged in official, job-duty speech, that employee is engaged in government speech and has no First Amendment rights.

Writing for the majority, Justice&nbsp;Neil Gorsuch&nbsp;explained: “[Kennedy] did not speak to government policy. He was not seeking to convey a government-created message. He was not instructing prayers, discussing strategy, encouraging better on-field performance, or engaged in any other speech the District paid him to produce as speech. Simply put: Kennedy’s prayers did not owe their existence to Mr. Kennedy’s responsibilities as a public employee.”

The court got it right on this fundamental free-speech question. As I wrote in a&nbsp;<a href="https://www.freedomforum.org/2022/05/03/perspective-government-speech-doctrine-is-a-dangerous-path-toward-censorship/" target="_blank">previous commentary</a>,&nbsp;Joseph Kennedy&nbsp;was engaged in private speech, not government speech, when he prayed on the football field.

The government speech doctrine is dangerous and can lead to the evisceration of much personal expression for government employees.

As Justice&nbsp;Alito&nbsp;said, “If private speech could be passed off as government speech by simply affixing a government seal of approval, government could silence or muffle the expression of disfavored viewpoints.”

Fortunately, the Supreme Court understood this and limited application of the doctrine.

CONCERNING NEW QUESTIONS FOR PUBLIC SCHOOLS

The decision will make it much more difficult for school officials to know where to draw the line on religious expression by teachers and administrators during the contract day. I have worked for 30 years to create a broad consensus, left to right, on how to handle religion in public schools under the First Amendment. While training school staff in hundreds of districts, I have made it clear: The establishment clause of the First Amendment requires that teachers and administrators to remain neutral among religions and between religion and non-religion.

Now the lines are blurry. To what extent are teachers allowed to practice their faith in the presence of students? Is that private speech or proselytizing? The court does not say.

By declaring Kennedy’s post-game prayer “private speech,” the court majority ignores that he engaged in religious practices with students for years. This upends years of court precedents in which, as the dissent explains, “this Court consistently has recognized that school officials leading prayer is constitutionally impermissible.”

Even more concerning than the result is the reasoning the majority uses to get there. Six justices declare past establishment clause tests no longer valid. We have been able to tell teachers to use the&nbsp;<a href="https://www.freedomforuminstitute.org/first-amendment-center/topics/freedom-of-religion/establishment-clause-overview/#:~:text=and%20neutrality%20tests.-,LEMON%20TEST,-The%20first%20of" target="_blank">Lemon test</a>&nbsp;or, more recently, the&nbsp;<a href="https://www.freedomforuminstitute.org/first-amendment-center/topics/freedom-of-religion/establishment-clause-overview/#:~:text=reached%20different%20results.-,ENDORSEMENT%20TEST,-The%20endorsement%20test" target="_blank">endorsement test</a>&nbsp;to determine when school action violates the First Amendment. No more. Now the test is to refer to “historical practices and understandings” and perhaps to consider “coercion.” What this means in practice, no one knows.

We face a new era of fights, lawsuits and confusion as people who are determined to promote their religion in public schools try to go through the door the Supreme Court has opened with this terrible decision.

TROUBLING RULING UNDERMINES TOLERANCE AND PLURALISM

It is certainly praiseworthy to urge teaching values of pluralism and tolerance.

But far from promoting values of pluralism and tolerance, the assault on the establishment clause that Kennedy represents, taken&nbsp;<a href="https://www.freedomforum.org/2022/07/13/perspectives-court-sets-new-rules-for-funding-religious-schools/" target="_blank">together with the court’s decision less than a week earlier in Carson v. Makin</a>, undermines an essential instrument in protecting members of minority faiths and persons of no faith from intolerance and exclusion.

The court held that establishment clause cases should be determined by “‘reference to historical practices and understandings,” on the basis that this approach is more consistent with the religion clauses’ “complementary” purposes. It is far from clear where, in applying this new test, we are to look, and how far back, for guidance.

Kennedy also muddies the water as to how the coercion test is to be defined, seeming to put in question past school prayer cases that made clear that attendance at school events need not be mandatory or even expected for prayers at such events to have an impermissible coercive effect.

The decision, through its elimination of endorsement and weakening of coercion as tests for identifying when the government impermissibly identifies itself with religion, gravely undermines the imperative that schools remain neutral with respect to religion — and threatens the very values of tolerance and pluralism that it purports to promote.

Salina South releases spring honor roll

On July 23, 1983, an Air Canada Boeing 767 ran out of fuel while flying from Montreal to Edmonton; the pilots were able to glide the jetliner to a safe emergency landing in Gimli, Manitoba. (The near-disaster occurred because the fuel had been erroneously measured in pounds instead of kilograms at a time when Canada was converting to the metric system.)

In 1958, Britain's Queen Elizabeth II named the first four women to peerage in the House of Lords.

In 1967, five days of deadly rioting erupted in Detroit as an early morning police raid on an unlicensed bar resulted in a confrontation with local residents, escalating into violence that spread into other parts of the city; 43 people, mostly Blacks, were killed.

President Donald Trump tweeted that he had "complete power" to issue pardons. Jordan Spieth won the British Open for his third career major championship.

Today in History - July 23

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a  seasonally adjusted unemployment rate of 2.4% in June. This was an increase from 2.3 percent in May and a decrease from 3.5 percent in June 2021.

“Even with a slight uptick to 2.4 percent, the Kansas unemployment rate remained near historic lows in June,” said Secretary Amber Shultz. “This indicates strength in the Kansas job market as people continue to find employment across the state.” 

The jobless rate in Saline County rose from 2.3 percent in May to 2.6 percent in June. Dickinson, Ottawa all other counties in the region saw a&nbsp; slight increase in June.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 4,600 from May. Total nonfarm includes private sector and government employers.  Private sector jobs increased by 700 over the month, while government increased by 3,900.

“The Kansas economy saw robust hiring in June, adding 4,600 jobs over the month,” said Labor Economist Nathan Kessler. “While the job market remains strong, real hourly earnings continue to decline as a result of persistently high inflation, falling 4.1% compared to June 2021.”

Since June 2021 Kansas' seasonally adjusted total nonfarm jobs have increased by 20,800. This change is due to an increase of 21,800 private sector jobs and a decrease of 1,000 government jobs.

Saline County jobless rate up slightly in June

Temperatures will soar into the 100 to 106 range on Saturday with similar heat indices across central and eastern Kansas. 

A weak cold front will settle south across northern Kansas on Sunday, so the more intense heat will be focused across southern Kansas. 

There is a slight chance for showers and storms north of the front across central and northeast Kansas on Sunday.

Saline County announces multiple road openings

LPGA fans will see many familiar faces on the list of competitors for the Senior LPGA Championship in Salina this week. Among the big names is defending champion Trish Johnson. 

Johnson isn’t only last year’s winner, though. She also holds the title of the only two-time champion of this event.

“It’s fun being the defending champion,” said Johnson. “It gives you a little extra confidence, as long as you’re playing well, and I feel like I’m playing well.”

This is the first year the championship has been held in Salina. Previously, it took place in French Lick, Indiana. Although Johnson is not familiar with the new course, she feels confident that it will provide the same experience as years past.

“I’m really looking forward to it,” said Johnson. “It’s a new golf course. I haven’t played it yet, but I’ve been around it, had a quick look, and it looks like it’s going to be fun.”

Other notable players, including Hall of Famers Annika Sorenstam, Juli Inkster, Karrie Webb and Laura Davies, will tee it up at Salina Country Club. Johnson says the event reminds her of the good old days, a time when she was in awe playing alongside these women – and, also, a little intimidated by them.

“It’s a stellar field at the end of the day,” said Johnson. “There are some really good players, and there’s going to be some really low scoring. If you’re going to win this, you’re going to have to shoot plenty under par.”

Johnson says that she thinks plenty-under-par means deep into double digits. Her game plan for the week, which she’s adapted recently, is to go out and have one quick swing thought. The veteran says she’s seen a trend in her game – put more emphasis on practice, play like rubbish. After thinking less about each swing and instead prioritizing having fun, Johnson saw her game improve.&nbsp;

While looking back at her time on the LPGA Tour and Ladies European Tour (LET), Johnson says she wishes she had known how lucky she was in those moments.

“I look back and think I was so lucky to play in the era I did with utter superstars,” said Johnson. “I just wish I had enjoyed it a little bit more, like I do now.”

When she’s not on the course playing, Johnson still surrounds herself by the game of golf. She’s taken on a side job as a commentator with Sky Sports for Solheim Cups, Ryder Cups, and most recently The Open Championship.

“I enjoy it, most of the time, but it does also make me realize how much I love playing,” said Johnson. “I’m going from that last week back to what I consider my day job. It does make me realize how lucky I am to be a player still.”

Johnson chases the feeling of having a chance to win, something she gets with the Senior LPGA Tour. As long as she keeps enjoying the game, she’ll keep teeing it up.

Johnson to defend her Senior LPGA title on Salina Country Club course

ELLSWORTH COUNTY —Law enforcement authorities are investigating after human remains were found in rural Ellsworth County.

Just before 11:30a.m. on July 19, the Ellsworth County Sheriff's office asked the Kansas Bureau of Investigation to to assist them, according to KBI spokesperson Melissa Underwood.

The Crime Scene Response Team processed the scene where the body was found, and an autopsy was conducted. Authorities are are working to positively identify the deceased subject.&nbsp;

The KBI released no additional details. Check the Post for more information as it becomes available.

A Wichita couple got sprayed with coolant when they attempted to drive through the Tropical Sno drive-through to get to a nearby gas station on Thursday afternoon.

Darrell Youngman, 70, of Wichita, was driving a 2020 Mercedes-Benz van when he attempted to go through the drive through at Tropical Sno, 2259 S. Ninth Street, to get to a nearby gas station, Salina Police Captain Paul Forrester said this morning. 

The van was tall enough that the top struck the drive-through overhang and an air conditioning unit located on top of the van was damage. The impact caused the air conditioning unit to spray coolant onto Youngman and his 62-year-old wife.

Youngman then drove the van across the street to Dillons, where the couple was trying to decide what they should do next when police made contact with them, Forrester said.

More than $13,000 worth of items were stolen from a residence south of Salina that was being worked on.

A 42-year-old Salina man reported that sometime between Tuesday and Thursday, someone stole the following items from a garage on a property in the 4900 block of S. Old 81, Saline County Undersheriff Brent Melander said this morning.

●A 2007 Yamaha Raptor four-wheeler valued at $10,000

●Two orange Husqvarna string trimmers valued at $120 each

●A green Greenworks string trimmer valued at $160

Old 81, Saline County Undersheriff Brent Melander said this morning.●A 2007 Yamaha Raptor four-wheeler valued at $10,000●Two orange Husqvarna string trimmers valued at $120 each●A green Greenworks string trimmer valued at $160Additionally, a black Karavan trailer that was parked nearby was stolen. Multiple items stolen from property south of Salina

A 26-year-old Salina woman was stopped before she lost money to a scammer.

Salina Police Captain Paul Forrester said this morning the woman was notified via text that her Amazon account had been hacked. 

When she called the phone number in the text, she was told that Amazon was working with law enforcement in Texas, and that there was a warrant out for her arrest for identity theft.

The woman was told to put $10,000 into the crypto coin machine in the mall, which she started to do before her father stopped her. Forrester said she was able to cancel the transaction before losing any money.
