"For the General Fund, revenues are down slightly (both in dollar figures and as a percentage of budget) compared to 2021, while expenditures are up. However, current figures are very comparable to what was experienced through the first half of 2020 and not indicative of a cause for concern. On the revenue side, sales tax receipts continue to come in much higher than anticipated and interest income has improved, while delinquent property tax receipts and Register of Deeds fees have slowed down," according to information in the commission meeting packet.

Quarterly budget update among Saline County agenda items

Wild Bill Hickok Rodeo ABILENE - The Wild Bill Hickok Rodeo has been a part of Sharolyn Adams’ life for 61 of her 64 years.

Since she was a baby, she’s only missed the rodeo three times: once as a newborn, the year her father died, in 2001, and last year, when she had a broken leg.

Adams, who lives north of Abilene in Dickinson County, grew up attending the rodeo. 

“It was our family vacation when we were kids,” she said. 

Her parents, Dean and Marilyn Roles, farmed, so it was hard to get away on trips. She and her brother showed 4-H animals, and they’d come to the fair and rodeo several days. “It was a big thing in our lives.”

In her adult life, Adams lived in Norman, Okla., for a couple of years, and drove up every year for the rodeo. She also lived in Gardner and Beloit, Kan., and made the trip to Abilene during rodeo time.

In 1996, she married her husband, Jerry. They lived near Beloit on his family farm, till they moved to Dickinson County. They bought land and built a new house and farm, where they now live, farming her parents’ ground.

She’s turned her husband into a rodeo fan, too. Since they’ve married, he’s missed only one year of the Abilene rodeo.

Together, they’ve attended other rodeos: Manhattan, Topeka, Junction City, Salina and Beloit and even a bull riding in Kansas City. But none are as good as the Abilene rodeo, she thinks. 

“You don’t go to a big city to see a great rodeo. You go to Abilene, Kansas,” she said.

The animals are her favorite part of the rodeo and the fair. She and her dad loved to sit and watch the cattle on their farm, and when she and Jerry come to the rodeo, they love to look at the rodeo animals. She would pet them, like she pets every animal she can, but not rodeo animals. “They are working animals,” she said.

She loves the rodeo clown too, and remembers one year when the clown came into the stands and gave her a big smooch on the cheek. He left the white make-up, and she loved it. “I was proud. I got kissed by the clown,” she laughed.

Her dad, Dean, loved the rodeo and the animals, and had a bench by Sterl Hall, where he always sat. When he got older and couldn’t walk as well, he’d sit in his spot and his friends would come to him to visit.

A self-proclaimed “daddy’s girl,” when he passed away in 2001, she couldn’t make herself attend the rodeo that year. 

“So we went to San Antonio,” Adams said. “We went as far from Kansas as we could get. I couldn’t handle it emotionally. It’s hard every year.”

Adam’s mother, Marilyn Roles, is still gardening and entered baked and canned goods in the Central Kansas Free Fair until three years ago. At the&nbsp;age of 92, she still attends the fair. Roles worked as a volunteer in the flower exhibits several years. 

“I came by&nbsp;my love of the Abilene fair and rodeo honestly,” she said.

She loves the rodeo fans, too. “I love it when they play the national anthem. Rodeo fans are patriotic people. They want to stand for the flag.”

She feels an affinity with rodeo fans and the Abilene rodeo.

“They’re my people. It gets you excited, going to the rodeo. I love everything about it.”

The 76th&nbsp;Wild Bill Hickok Rodeo will be held August 3-6 in conjunction with the Central Kansas Free Fair in Abilene. Performances start at 7:30 p.m. each night. Tickets are $10 in advance and $13 at the gate. Children’s tickets are $7 for ages 4-10. Abilene rodeo is long-time tradition for Dickinson County woman

WABAUNSEE COUNTY —In collaboration with the Wabaunsee County Sheriff’s Office, law enforcement authorities, including the Salina Police Department, announced on Monday that over the weekend they participated in a three-day special operation that targeted major criminals. 

This operation occurred in Wabaunsee County, and over the 3-day span, multiple arrests were made.

In addition to the arrests, there were several cases where large amounts of narcotics were seized. As a result of this operation more than 120 pounds of methamphetamine (street value of more than $4,400,000), were seized and removed from circulation.&nbsp;

Sheriff: 120+ pounds of meth seized during 3-day operation in Kansas

Kansas ranks 10th in the nation on a weighted average of 16 educational outcomes, according to the most recent data available. Those measures are similar to the Kansas State Board of Education outcomes for school accreditation and accountability. They also reflect the "Rose Capacities" or education goals endorsed by the Kansas Legislature and State Supreme Court. The information is contained in&nbsp;<a href="https://s3.amazonaws.com/scschoolfiles/2391/marks_reportfinal.pdf">a new report</a>&nbsp;from the Kansas Association of School Boards.&nbsp;

That high ranking is good news, but there are also areas of concern.

Averaging multiple measures of educational outcomes, Kansas ranks in the top 10 states. On most individual outcomes, including postsecondary participation, high school graduation, and test scores, Kansas ranks at least in the top half of the nation and does better than the average of all states and states in the region. The lowest ranking for Kansas is 30th.

On similar outcomes over the past five years, Kansas has consistently ranked 9th&nbsp;or 10th, so Kansas has maintained its overall position compared to other states.

Kansas also ranks 10th&nbsp;among the top states in the percentage of young adults (age 18-24) with any college, meaning a high percentage of young people enroll in postsecondary programs, from technical and community colleges to four-year programs.

Kansas also ranks in the top ten for graduation rates for students with disabilities and English Language Learners.

Among the nine states in the Plains region plus other border states, North Dakota, 4th, Iowa, 6th&nbsp;and Nebraska, 7th, rank ahead of Kansas, 10th. Kansas tops Minnesota, 12th, Missouri, 16th, South Dakota, 30th, Colorado, 31st, and Oklahoma, 46th.

While Kansas ranks 10th&nbsp;in the percent of 18-24-year-olds with any postsecondary attainment, it falls to 22nd&nbsp;in the percent of that age group with a bachelor's degree or higher. That is still in the top half of the country but could indicate Kansas does not do as well preparing students to complete a four-year degree.

Kansas ranks slightly lower on measures for low-income students, such as graduation rate and national reading and math tests than on results for all students or upper-income students.

Kansas's lowest rankings are for students scoring at the "proficient" level or higher on the National Assessment of Educational Progress reading and math tests (28th for all students, 30th&nbsp;for low-income students and 28th&nbsp;for non-low-income students). While these tests are given to only a small sample of students in Kansas and other states, the results are similar to students scoring at levels three and four on Kansas assessments, which are considered a standard of college readiness.

What these rankings mean for Kansas

The State Board of Education's Kansas Can outcomes include academic preparation for postsecondary education, high school graduation and postsecondary success (including technical programs, two- and four-year degrees and more) because about 90 percent of jobs now require finishing high school, and 75 percent are expected to require some postsecondary education.

Improving educational outcomes helps individuals, families, businesses and the state as a whole. Each additional level of education increases average earnings, employment opportunities and reduces poverty. Kansas employers say they need more higher-skilled workers. States with higher levels of education have a higher average income.

Ranking education outcomes indicates that the Kansas educational system produces above-average results in most areas. The Kansans Can vision is to lead the world in the success of each student.

Education outcomes, funding and questions for school leaders

While Kansas ranks 10th&nbsp;overall and in the top 25 states on 12 of the 16 outcomes, according to the U.S. Census Bureau's Public Education Finances report, Kansas's total revenue per pupil is ranked 25th&nbsp;in the nation in 2020. That means Kansas "outperformed" its spending ranking in most areas.

Many Kansas school leaders say academic performance was impacted by eight years of school funding falling behind inflation from 2009 to 2017. The Kansas Legislature approved a six-year plan to restore funding, with the final installment approved for next year.

As school boards are adopting budgets for the upcoming year and districts are planning for classes to begin later this summer, school leaders can be considering how their district and schools perform compared to the state and the nation and how to improve. Some questions to consider:

●How do your academic results, such as state assessments and other measures, compare with the state average and to other districts with similar student needs? What are you doing to improve them?

●How are you helping students with additional needs who tend to have lower academic performance, lower graduation rates and are less likely to succeed in postsecondary education? How are you using special education, at-risk, bilingual, federal aid and other resources?

●What efforts are you making to keep students from dropping out, reduce chronic absences and improve graduation rates?

●How are you using individual plans of study to help students develop a postsecondary plan, including appropriate high school coursework and other guidance to successfully enroll, receive financial assistance, avoid remediation, and complete a credential (certificate and degree program)?

Using these questions to guide improved educational outcomes will help maintain or improve Kansas' educational ranking as a state and help your district comply with the new school accreditation system for every school district.&nbsp;

The Kansans Can vision is to lead the world in the success of each student.Education outcomes, funding and questions for school leadersWhile Kansas ranks 10th&nbsp;overall and in the top 25 states on 12 of the 16 outcomes, according to the U.S. Census Bureau's Public Education Finances report, Kansas's total revenue per pupil is ranked 25th&nbsp;in the nation in 2020. That means Kansas "outperformed" its spending ranking in most areas.Many Kansas school leaders say academic performance was impacted by eight years of school funding falling behind inflation from 2009 to 2017. The Kansas Legislature approved a six-year plan to restore funding, with the final installment approved for next year.As school boards are adopting budgets for the upcoming year and districts are planning for classes to begin later this summer, school leaders can be considering how their district and schools perform compared to the state and the nation and how to improve. Some questions to consider:●How do your academic results, such as state assessments and other measures, compare with the state average and to other districts with similar student needs? Granville Road between Ohio Street and K-143 Highway will be closed to through traffic indefinitely beginning July 25 2022 due to cross road structure being burned. Motorists are advised to allow a few extra minutes of travel time to reach their destinations. Local and emergency traffic will be provided access to private property within the sections of closed road at all times but only from the side upon which the property lies.

Saline County closes part of Granville Road beginning today

Police are looking for a man who burglarized an east-central Salina liquor store early this morning.

Officers were sent to Hillside Liquor, 1200 E. Crawford Street, at approximately 4:20 a.m. Monday for the report of a break-in. A passerby called police and reported seeing a white male with long hair breaking a window at the liquor store, Salina Police Captain Paul Forrester said this morning. Officers found a shattered window at the business.

Surveillance video shows a white male with a white towel over his head and wearing a large blue shirt, break the window and enter the store. The man stole several items before exiting through an emergency door on the south side of the business, Forrester said.

Total loss, including damage to the window, was estimated at $1,100, Forrester said.

The man was described as being a tall, thin white male with red hair and a beard. He had several tattoos and was wearing a blue shirt.

A local man is out approximately $8,000 after his pickup pulling a trailer loaded with hay bales was stolen in far north Salina over the weekend.

Salina Police Captain Paul Forrester said this morning that sometime between 5 p.m. Saturday and 7:30 a.m. Sunday someone stole a gray 1999 Dodge flatbed pickup and a RediHaul dump trailer with hay bales on it that was attached to the pickup. The pickup and trailer were parked in the 200 block of E. Gold Street.

The pickup and trailer belonged to Houston Ross, 34, of Salina, who told police that the pickup can be started without a key, Forrester said.

The pickup, valued at $2,000, had a Kansas license plate of 536 FPG and the trailer with bales, valued at $6,000, had a Kansas license plate of 836 NRN, Forrester said.

Flatbed pickup, trailer with hay bales stolen in north Salina

A local woman was arrested after a three-vehicle rear-end collision in downtown Salina late Friday night.

A 2016 Toyota RAV4 driven by Albert Shank, 63, of Salina, was southbound on S. Santa Fe Avenue and stopped at a red light at the Walnut Street intersection when it was rear-ended by a 2008 GMC Yukon driven by Emma Allen, 22, of Salina, Salina Police Captain Paul Forrester said this morning.

The impact forced the RAV4 into the back of a 2012 GMC Terrain driven by Michael Wilson, 47, of Salina, Forrester said. Two female passengers, a 38-year-old and 30-year-old also were in the Terrain.

The collision occurred at approximately 11:10 p.m. Friday.

The Yukon sustained front-end damage, the RAV4 sustained both front-end and rear-end damage, and the Terrain sustained rear-end damage, Forrester said.

Allen was arrested on the following requested charges, Forrester said.

Salina man ejected from motorcycle, sustains scrapes on arm

Police are looking for the vehicle and person responsible for sideswiping a parked car while backing down a west-central Salina street early Sunday.

Witnesses told police that a red automobile that was facing north in the 100 block of Clark Street was backing down the street at approximately 4:45 a.m. Sunday, Salina Police Captain Paul Forrester said this morning. No other description of the backing vehicle was given.

Forrester said the vehicle sideswiped a parked 2016 GMC Terrain on the driver's side.

The first case of polio in the United States in a decade has been reported from Rockland County, New York. The unvaccinated victim suffers paralysis and was never out-of-country. Analysis of his strain of polio virus indicates he contracted it from someone who had received the oral vaccine overseas.

Four months ago I wrote the commentary asking “Will Polio Return?,” summarizing a March 3 report in the journal&nbsp;Science&nbsp;titled “Africa battles out-of-control polio outbreaks” which I summarize again. Science reporter Leslie Roberts detailed how cases had fallen in the last countries with the polio virus, Pakistan and Afghanistan. We had hoped to end polio just like we wiped out smallpox.

But this threat continued, as the CDC website states: “It takes only one traveler with polio to bring the disease into the United States. The best way to keep the United States polio-free is to maintain high immunity (protection) in the U.S. population against polio through vaccination.”

Four months ago, African outbreaks were out of control and a “grave threat to eradication.” Then the polio virus was detected in sewage in England. And now a case has arisen in New York.

This vaccination story is complicated. The polio vaccines were developed in the United States, first the 1955 injected vaccine by Jonas Salk (1914–1995) and in 1961 the sugar cube vaccine by Albert Sabin (1906–1993). Salk’s vaccine was an inactivated or “dead” virus that had no ability to infect cells, but did elicit solid immunity. It was the first to turn the tide on polio from 1955 to 1960.

Sabin’s vaccine was a modified active polio virus that did not cause paralysis but did stimulate the immune system to produce immunity. Vaccine drops were placed on sugar cubes and taken orally. They became common after 1960. This active virus vaccine had an advantage of reproducing in the intestinal tract and being shed to in turn “vaccinate” others. This would allow a vaccination campaign to be more effective since vaccinating one person could end up also protecting their family and neighbors. &nbsp;

But there was a problem with the Sabin oral vaccine: variations can arise similar to what we are seeing in the covid-19 virus. On April 5, 1988, public television ran a program that interviewed both Salk and Sabin—separately, because they were enemies. “NOVA: Can You Still Get Polio?” is still&nbsp; accessible online and describes the problem very well. While nearly all of the people who received the oral vaccine gained solid immunity, a few very rare individuals contracted polio from the oral vaccine.

In 2000, the U.S. would return to only using Salk’s completely safe inactivated poliovirus vaccine (IPV). However, due to its ability to spread and produce immunity in the unvaccinated, Sabin’s oral poliovirus vaccine (OPV) has continued to be used overseas and has been relatively effective eradicating polio worldwide. —With the exceptions of Pakistan, Afghanistan and now Nigeria. The longstanding problem completing vaccination in Pakistan and Afghanistan, and thus eliminating polio worldwide, has been science-ignorance and the belief that it is an attempt to sterilize people. But in Nigeria, it is vaccine-derived polio that restarted the epidemic, and there is hope a new more stable oral vaccine will work.

But more new cases of wild polio have showed up in Malawi. The journal&nbsp;Science&nbsp;reported that “On 17 February, Malawi’s Ministry of Health announced a...3-year-old girl who was paralyzed in November 2021 was infected with the wild poliovirus, which Africa officially vanquished in 2020. The sequence of the virus showed it had somehow made the leap from Pakistan, one of the last two holdouts of the wild virus. A week later came bad news from Afghanistan: Gunmen killed eight polio workers in the country’s northeast.”

Similar to smallpox, polioviruses only infect humans. So the potential to eliminate this disease remains. But because just one traveler could bring polio back into the United States, the CDC recommends children get four doses of polio vaccine (at 2 months old, 4 months old, 6 through 18 months old, and 4 through 6 years old).

Afghanistan has gunmen. The United States has anti-vaxxers. This disease may never be eradicated.

My prediction last March has now come true. A U.S. population in the 1950s who saw children on crutches and adults in iron lungs had no difficulty driving polio off this continent by vaccination. Today’s younger population with no experience with polio also carry “smartphones” that spread non-science nonsense.

Science was successful. Society is not.&nbsp;&nbsp;

EDUCATION FRONTLINES: Polio returns to US

Today is Monday, July 25, the 206th day of 2022. There are 159 days left in the year.

On July 25, 1972, the notorious Tuskegee syphilis experiment came to light as The Associated Press reported that for the previous four decades, the U.S. Public Health Service, in conjunction with the Tuskegee Institute in Alabama, had been allowing poor, rural Black male patients with syphilis to go without treatment, even allowing them to die, as a way of studying the disease.

In 1866, Ulysses S. Grant was named General of the Army of the United States, the first officer to hold the rank.

In 1943, Benito Mussolini was dismissed as premier of Italy by King Victor Emmanuel III, and placed under arrest. (However, Mussolini was later rescued by the Nazis, and re-asserted his authority.)

In 1946, the United States detonated an atomic bomb near Bikini Atoll in the Pacific in the first underwater test of the device.

In 1956, the Italian liner SS Andrea Doria collided with the Swedish passenger ship Stockholm off the New England coast late at night and began sinking; 51 people — 46 from the Andrea Doria, five from the Stockholm — were killed. (The Andrea Doria capsized and sank the following morning.)

A proclamation of civility, public hearings, and a proposed revised pay plan and classification system are among the items on the Salina City Commission agenda for Monday.

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel,&nbsp;<a href="https://www.youtube.com/cityofSalinaKansas">https://www.youtube.com/cityofSalinaKansas</a>.

Last week, Salina Mayor Trent Davis, on behalf of the city commissioners, issued a statement concerning campaign signs, in the wake of signs being vandalized.

Additionally, commissioners are scheduled to discuss the possibility of having community forums as an additional opportunity for citizens to provide feedback to the commission.

Commissioners also are scheduled to conduct the following two public hearings and reports.

●A public hearing and report on a petition filed by Terry Spriggs, on behald of Salina Concrete Products, requesting vacation of a 20-foot east-west alley between N. Chicago Street and N. Broadway Boulevard abutting Lots 1-7 and 8-14 in Block 8 and a 20-foot east-west alley between N. Chicago Street and N. Broadway Boulevard abutting Lots 10-7 and 8-14 in Block 14 of the Elmdale Addition.

●A public hearing and report on a petition filed by Roger Bhakta, on behalf of Bhakta Construction, Inc., requesting the vacation of a platted right-of-way for Grand Avenue and vacation of a portion of the N. Broadway Boulevard right-of-way abutting Lot 1, Block 1 and a vacated north-south alley in the Chicago Addition.

Other items on the Salina City Commission agenda for Monday include the following.

●Consider awarding the bid for the 2022 Brick Street Repair project to Bryant &amp; Bryant Construction, Inc. of Halstead in the amount of $128,321 with a five-percent ($6,416.05) construction contingency for a total project authorization not to exceed $134,737.05 and authorizing the city manager to execute a contract with Bryant &amp; Bryant Construction, Inc.

●Consider approving a proposed ordinance on second reading, annexing a 5.04-acre tract of land on the south side of W. North Street and Old Highway 40 west of N. Broadway Boulevard and the abutting right-of-way for Old Highway 40 into the city.

●Consider approving a proposed resolution declaring the city's intention to reimburse certain capital expenditures for improvements to Bill Burke Park with proceeds of General Obligation Bonds.

●Consider approving a resolution that would adopt a proposed revised 2022 pay plan and classification system.

●Consider approving a resolution that would authorize an additional full-time employee for the Community and Development Services Department.

Commissioners also are scheduled to meet in executive session to discuss trade secrets and financial information regarding a for-profit corporation. Action possibly to follow.

More than 4,400 students graduated with bachelor's, master's or doctorate degrees from Ohio University for spring semester 2022.

The graduates represented many areas of the United States and an abundance of countries, including: China, Belarus, Sri Lanka, Nepal and Mexico.
