WASHINGTON — The Internal Revenue Service today announced that 
interest rates will increase for the calendar quarter beginning July 1, 
2022. The rates will be:

Under the Internal Revenue Code, the rate of interest is 
determined on a quarterly basis. For taxpayers other than corporations, 
the overpayment and underpayment rate is the federal short-term rate 
plus three percentage points.

Generally, in the case of a corporation, the underpayment rate is the
 federal short-term rate plus three percentage points, and the 
overpayment rate is the federal short-term rate plus two percentage 
points. The rate for large corporate underpayments is the federal 
short-term rate plus five percentage points. The rate on the portion of a
 corporate overpayment of tax exceeding $10,000 for a taxable period is 
the federal short-term rate plus one-half (0.5) of a percentage point.

The interest rates announced today are computed from the federal 
short-term rate determined during April 2022 to take effect May 1, 2022,
 based on daily compounding.

The Saline County Sheriff's Office urges you to make it click!

The instant you buckle up before driving or riding in the front seat of a car or truck, you cut your risk of a fatal injury in a crash nearly in half. That's a massive return on the investment of putting on a seatbelt. Being buckled up during a crash helps keep you safe and secure inside your vehicle, as being ejected from a vehicle is almost always deadly. Additionally, your vehicle's other safety features, particularly air bags, can't work as effectively if you're not buckled up - they are designed to work together.

Beginning Sunday and continuing through June 4, travelers can expect increased law enforcement presence on Saline County roadways as the Saline County Sheriff's Office joins 160 other law enforcement agencies in vigorously enforcing Kansas occupant restraint and other traffic laws as part of the 2022 Kansas Click It or Ticket campaign.

The purpose of the campaign is to drastically reduce the number of preventable deaths and injuries that occur when unbelted drivers and passengers are involved in traffic crashes.

During Click It or Ticket, drivers will be met with extra enforcement of both the Kansas Safety Belt USe Act and the Kansas Child Passenger Safety Act. These statutes require that all vehicle occupants must be appropriately restrained.

"First, I want to thank the drivers that take their safety seriously and buckle up every trip," said Saline County Sheriff Roger Soldan said. "I also want people to know that in the interest of saving lives, day or night, the Saline County Sheriff's Office is committed to vigorously ticketing violators of adult seat belt and child safety laws, as well as other traffic infractions, which make the need for occupant restraint so necessary."

The Click It or Ticket campaign is supported by a grant from the Kansas Department of Transportation.

Canton's Horne earns academic honor at Concordia University

A portion of S. Simpson Road was closed earlier this week for a pipe replacement and regrading.

According to information from Saline County, S. Simpson Road between E. McReynolds Road and Mentor Road is scheduled to remain closed through May 27 so that a county crew can replace a pipe and regrade the road and the ditch.

Motorists are asked to find alternate routes.  Local and emergency traffic will be provided access to private property within the sections of closed road at all times, according to the county.

Whether in class or at home, kids are probably using technology to do their schoolwork. But have you ever wondered what information that technology is gathering from your kid? 

The FTC has, and today issued a policy statement that put ed tech on notice: Kids shouldn’t have to give up their privacy rights to do their schoolwork or go to class remotely. In other words, ed tech companies: You can’t require parents and schools to agree to the comprehensive surveillance of children for kids to use those learning tools.

You might have heard of the&nbsp;<a href="https://consumer.ftc.gov/articles/protecting-your-childs-privacy-online">Children’s Online Privacy Protection Act</a>&nbsp;– also called COPPA. It’s at the center of the FTC’s efforts to protect kids’ privacy in the digital world. This law, enforced by the FTC, says that any site or service (think apps) that COPPA covers has to get a parent’s (or in some cases, a school’s) OK before it collects personal information from your child under 13.&nbsp; COPPA also protects kids’ privacy in other ways, like limiting how long companies can keep your child’s personal information and requiring that they properly safeguard the information. When a company breaks the rules, the FTC can sue.

With the pandemic-inspired explosion of ed tech, the FTC wants to make clear that ed tech companies offering online services directed to kids under 13 must follow the law, including by properly safeguarding your child’s personal information and, where a company relies on the school to provide consent, using kids’ information only for school-related purposes, not for things like marketing.

So, check out the policy statement itself for the details. But parents, here’s the message that industry is getting: The FTC is watching, ever more closely, what kid info you collect, how you use it, for how long you keep it, and how you protect it.

CAPS offering four classes this summer; registration open

The City of Salina has announced that it will begin flushing water lines and hydrants later this month.

The annual water line free chlorine flushing is scheduled for Wednesday through July 11.

"To maintain high water quality in the city’s water distribution system and Saline County RWD No. 3, the Utilities Department will temporarily modify the disinfection process used to treat our drinking water. This is a preventative maintenance process and consists of turning off the ammonia feed and increasing the free chlorine feed in order to maintain a more uniform disinfection level throughout the city’s water distribution system and Saline County RWD No. 3," the city noted in a news release.

The city cautioned that during the flushing period, water customers may notice a strong chlorine taste or odor in the water.

"These temporary conditions are normal during the modified disinfection process and will not cause adverse health effects. If you are especially sensitive to the taste or odor of chlorine, keep an open container of drinking water in your refrigerator for a few hours to allow the chlorine to dissipate," the news release noted.

The city urged "users of home dialysis machines, owners of tropical fish and managers of stores and restaurants with fish and shellfish holding tanks to seek professional advice as the method for removing free chlorine residuals differs from removing chloramine residuals from tap water."

Additionally, the city plans to conduct its annual fire hydrant flushing during the chlorine flushing of the water lines. This is a preventive maintenance measure.

"Flushing the water distribution system achieves three objectives: helps to keep the interior of the water lines clean (removes sediment); helps maintain good quality water in the water distribution system; and provides an opportunity to check the operation of all fire hydrants. The water is safe to drink but may cause staining of laundry," the city noted.

City water customers are encouraged to avoid doing laundry if the water is discolored due to fire hydrants being flushed in their areas.

The annual fire hydrant flushing is scheduled for May 31-July 5. Following is a map of when fire hydrants are scheduled to be flushed in each part of the city.

City announces chlorine, fire hydrant flushing schedules

Police are investigating the recent theft of catalytic converters from two locations in Salina.

Sometime between May 8 and Tuesday, someone cut and stole the catalytic converter from a Ford F250 van belonging to the Salina Post Office, 211 E. Ash Street, Salina Police Captain Paul Forrester said this morning. Damage and loss is estimated at $1,500.

Forrester said there possibly is surveillance video from the area.

Additionally, sometime on Tuesday, someone attempted to cut the catalytic converter from a 2008 Dodge Ram 1500 belonging to Tox-Eol Pest Management, Inc., 417 S. Clark Street. While not successful in stealing this catalytic converter, the thief did manage to poke a hole in the oil pan, causing all the oil to drain from the pickup, Forrester said. Damage was estimated at $1,800.

The thief, however, was successful in removing the catalytic converter from a 2008 Ford F150. In the process, the thief punctured the pickup, causing fluids to leak out, Forrester said. Loss and damage was estimated at $1,800.

Multiple surveillance videos from the area of the Tox-Eol theft and damage show a dark sedan, Forrester said.

He said police were not sure whether the thefts at the two locations were related.

In a legal opinion on May 26, 2021, Kansas Attorney General noted that "Catalytic converters are covered by the Scrap Metal Theft Reduction Act, so transactions involving their purchase by scrap metal dealers are regulated and must be reported to the Kansas Bureau of Investigation database."

And if you’re in college right now, or you will be soon, I want you to be able to save as much money as humanly possible so you can cash flow your degree and graduate with a future that does&nbsp;not&nbsp;include making student loan payments (yes, that really is possible).

Here’s the good news: You don’t have to work a full-time job or eat ramen noodles 24/7 in order to graduate debt-free. There are plenty of simple, practical ways you can save big on college expenses.&nbsp;&nbsp;

You have to live, right? But when you’re a college student, housing can mean anything from a small apartment you share with roommates to a luxury dorm with a hot tub and a view of the city skyline. Let’s keep this budget-friendly.

Okay, y’all. I get it. You’re probably ready to get out of the house and bask in your new freedom, and living at home might be the&nbsp;last&nbsp;thing you want to do. And obviously, living at home won’t be an option for everyone. But just think about not having to pay thousands of dollars per year on rent, utility bills or food. All that extra money in your bank account will be totally worth it.

Compare the costs of living on versus off campus

How to save money on tuition and supplies

This is one of the biggest and most intimidating categories for college students. But don’t stress, y’all––I got you.

It’s crazy how much you can save just by getting your textbooks from Amazon or a used bookstore instead of the campus bookstore. You probably won’t find&nbsp;all&nbsp;your required reading at those cheaper places, but even if you do have to use the campus bookstore, they’ll usually give you the option to rent instead of buy. Go with renting.

Take classes at a community college first

You can save a lot on tuition by getting all your general education requirements out of the way at a community college before heading to your school of choice, because the price difference is insane. A year of tuition at a private is school is, on average, more than&nbsp;nine times&nbsp;the cost of a year of tuition at a community college.

The average tuition at a public, in-state school is $9,349 per year, and the average tuition at a public, out-of-state school is $27,023 per year.<a href="https://educationdata.org/average-cost-of-college" target="_blank">1</a>&nbsp;That’s a yearly difference of more than $17,000! If it’s an out-of-state&nbsp;private&nbsp;college, the tuition skyrockets even more.

It’s kind of a no-brainer: If you&nbsp;<a href="https://www.ramseysolutions.com/saving/how-to-find-scholarships" target="_blank">find scholarships</a>, you won’t have to worry as much about tuition costs (and some scholarships even cover your books, food and housing).&nbsp;Back when I was headed to college, my family wasn’t able to help me with funds, so I treated applying for scholarships like a part-time job—and it seriously paid off. I know it’s a lot of hard work, but I promise it will make a huge difference.

Not everyone remembers to factor this into their college budget, especially if they know they’re going to be living on campus and walking a lot. But the truth is, you’ll need to get to places off campus at some point, so it’s smart to think about this stuff ahead of time.

Nobody likes spending money on gas. With bikes, you don’t have to. Enough said.

This could be anything from the bus system to subways to rideshare services. Depending on how often you use public transportation, you might want to buy passes instead of individual tickets––it costs more up front, but it will help you save in the long run.

And because I&nbsp;really&nbsp;want you to graduate with cash in your bank account, I’m going to give you a couple extra tips:

Don’t underestimate the effect that a few babysitting or dog-walking jobs per week can have on your savings. For a steadier income, a part-time job (no more than 15–20 hours per week) is a great idea too.

Find all the student discounts and coupons you can

We’re talking Groupon. We’re talking Yelp. We’re talking all the restaurants, museums and movie theaters in your area that give discounts to college students. Wherever you go, don’t be afraid to flash that student ID and ask if there are any deals available!

If you really want to save money and build a solid foundation for your future, don’t have debt of&nbsp;any&nbsp;kind. No student loans, no credit cards—nothing. They will only weigh you down, and keep you from hitting your financial goals.

Greater Salina Community Foundation

The Greater Salina Community Foundation has awarded more than $95,000 in scholarships to area students for the upcoming academic year. This includes 16 scholarships that are being renewed for recipients from previous years.

The&nbsp;Alice A. Riggs Ell-Saline K-State Scholarship&nbsp;is for graduates of Ell-Saline High School who will attend Kansas State University in Manhattan.&nbsp;Sadie Bradley, Salina, received a $1,431 scholarship.

 The&nbsp;Alma Olson and Michael T. Olson Scholarship&nbsp;is for students of North Central Kansas Technical College pursuing a degree in a building trade.&nbsp;Benjamin Housley, Gorham, received an $800 scholarship.

 The&nbsp;Betts Family Scholarship&nbsp;is for students graduating from Decatur Community High School in Oberlin, Kansas.&nbsp;Jacquelyn Marshall, Oberlin, received a $2,500 scholarship.

The&nbsp;Booker T. Washington Scholarship&nbsp;is for African American graduates of a Saline County high school.&nbsp;Starlet Parham, Salina, received a $600 scholarship.&nbsp;Mataya Copes&nbsp;and&nbsp;Herman Hill IV, Salina, each received a $600 renewed scholarship.

The&nbsp;Brian C. Garnett Memorial Scholarship&nbsp;is for well-rounded graduates of Salina Central High School.&nbsp;Jilian DeVoe,&nbsp;Rashada Smith, and&nbsp;Mackenzie Nutter, all of Salina, each received a $1,000 scholarship.

 The&nbsp;Delbert Townsend Scholarship&nbsp;is for graduating seniors from Decatur Community High School in Oberlin, Kansas.&nbsp;Breckyn Jensen,&nbsp;Brynna Addleman-Gillund, and&nbsp;Jacquelyn Marshall, all of Oberlin, each received a $2,500 scholarship.&nbsp;Sarah Abernathy, Oberlin,&nbsp;KeLynn Jacobs, Dresden, and&nbsp;Mackenzie Urban, Oberlin, each received a renewed scholarship of $2,000.

The&nbsp;David A. and M. Marguerite Parker Scholarship&nbsp;is for graduates of Tescott High School who are involved in the community.&nbsp;Raven Peterson, Beverly, received a $1,000 scholarship.

The&nbsp;David E. Freeland Accounting and Business Administration Scholarship&nbsp;is for graduates of a Saline County High School attending Kansas State University with an intended major within the College of Business Administration.&nbsp;Logan Losey, Salina, received a $2,000 scholarship.

The&nbsp;Decatur Community Scholarship&nbsp;is for graduating seniors from Decatur Community High School in Oberlin, Kansas.&nbsp;Reece Grafel&nbsp;and&nbsp;Jacquelyn Marshall, both of Oberlin, each received a $700 scholarship.

The&nbsp;Erik Erickson Memorial Scholarship&nbsp;is for graduating seniors from Decatur Community High School, Oberlin, KS.&nbsp;Reece Grafel, Oberlin, received a $1,000 scholarship.

The&nbsp;First Bank Kansas Scholarship&nbsp;is for current Kansas Wesleyan University students, with preference to business majors.&nbsp;Trevor Watson, Salina, received a $779 scholarship.

The&nbsp;Florence Evelyn Westhoff Scholarship&nbsp;is for graduates of a Salina high school with connections to University United Methodist Church in Salina, Kansas, or Kansas Wesleyan University students.&nbsp;Trevor Watson, Salina, received a $750 scholarship.

The&nbsp;Frances E. Curtis NAACP Scholarship&nbsp;is for graduating seniors or a graduate from a high school located in Dickinson, Ottawa or Salina counties, with ties to NAACP-Salina.&nbsp;Micah Moore, Salina, received a $1,200 scholarship.

The&nbsp;Gayle and Evelyn Richmond Scholarship&nbsp;is for graduates of Plainville, Stockton, Natoma or Palco High Schools.&nbsp;Benjamin Hansen&nbsp;and&nbsp;Abby Reif, both of Plainville, each received a $1,500 scholarship.&nbsp;Preston Ostmeyer, Plainville,&nbsp;Carley Chriser, Natoma,&nbsp;Tatum Hamilton, Stockton, and&nbsp;Caleigh Iwanski, Stockton, each received a renewed $1,500 scholarship.

The&nbsp;Jeanne and George Frisbie Scholarship&nbsp;is for graduates of Southeast of Saline High School.&nbsp;Matthew Rodriguez, Ellsworth, received a $1,000 scholarship.&nbsp;Hunter Whittecar, Salina, and&nbsp;Makenna Bartholomew, Gypsum, each received a renewed scholarship of $1,000.

Hansen Foundation service area who are pursuing a major in nursing or another health-related field, with a preference to students from Decatur Community High School in Oberlin, Kansas.&nbsp;Karsyn Schlesener, Salina, and&nbsp;Makenzie Travis, Beloit, each received a $500 scholarship.

The&nbsp;Kurt Budke Scholarship&nbsp;is for college sophomores or above who attend Louisiana Tech University, Oklahoma State University, Washburn University or Wichita State University.&nbsp;Marco Villela, Johnson,&nbsp;Elizabeth Duvall, Concordia, and&nbsp;Makenna Roths, Salina, each received a $1,000 scholarship.

The&nbsp;Linda K. Freeland Early Childhood Education Scholarship&nbsp;is for graduates of a Saline County high school planning to major in early childhood education.&nbsp;Ellie Grauerholz&nbsp;and&nbsp;Madisyn Ehrlich, both of Salina, each received a $1,000 scholarship.

The&nbsp;Marcella Dowling Oakes Art Scholarship&nbsp;is for graduates of a Saline County high school with an intended major in an art field including visual arts, fine arts education, digital/graphic arts, architecture, or design.&nbsp;Rylan Humphrey, Salina, received a $2700 scholarship, and&nbsp;Rachel Sims, Salina, received a $2,000 scholarship.

The&nbsp;Orpha J. &amp; Ernest Milbradt Scholarship&nbsp;is for students planning to attend Kansas State University or the University of Kansas.&nbsp;Benjamin Hansen, Plainville, and&nbsp;Shannon Anderson, Abilene, both received a $500 scholarship.&nbsp;Grant Heintz, Abilene,&nbsp;Makenzie Boley, Salina,&nbsp;Brandalyn Thyfault, Dorrance, and&nbsp;Jenna McCartney, Salina, all received a renewed scholarship of $500.

The&nbsp;Richard and Lou Ann Bergen Scholarship in the Creative Arts&nbsp;is for graduates of a Saline County High School with an interest in creative arts attending either Bethany College, Kansas City Art Institute, Kansas State University, Kansas Wesleyan University, University of Kansas or Wichita State University.&nbsp;Mia Dennet, Salina, received a $1,000 scholarship.&nbsp;Autumn Dunshie, Salina, received a renewed scholarship of $1,000.

The&nbsp;Tetlow-Downs Community Scholarship&nbsp;is for graduates of Lakeside High School pursuing a STEM major.&nbsp;Courtney Baetz, Downs, received a $1,500 scholarship.

The&nbsp;Wally Beets-John Marino Scholarship&nbsp;is for students who have been employed by the Salina Country Club.&nbsp;Karter Fuller, Salina, received an $1,800 scholarship, and&nbsp;Nathan Elmore, Salina, received a $900 scholarship.

GSCF awards more than $95,000 in scholarships

Salina Public Schools’ district office hours are scheduled to change to a summer schedule beginning Monday. 

Beginning Monday and running through July 8, the district office will be open to the public&nbsp;Monday-Thursday* from 7:30 a.m.-4:30 p.m.

Building visitors will be received by appointment only on Fridays between Monday and July 8. Normal Monday through Friday hours will resume on July 11.

*The district office will close on June 20 in observance of Juneteenth and July 4 in observance of Independence Day.

Most reporting locations in our area got at least some rain from the storms that moved through Tuesday night, but those totals varied widely.

Just 0.02 of an inch of rain was reported 9.3 miles south-southwest of Concordia, while 2.65 inches fell 0.3 of a mile south of Hope.

At the Salina Regional airport, 0.65 of an inch of rain was reported. In southeast Salina, near the Eagle Radio Studios, 0.70 of an inch fell. In north-central Salina, 0.80 of an inch was reported.
