Road improvements, grant awards, and the new jail are among the topics on the Saline County Commission agenda for Tuesday.

Saline County Commission is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 W. Ash Street. The meetings also can be viewed on Saline County’s YouTube channel:

Commissioners are scheduled to consider awarding a bid for a road improvement project at the intersection of S. Donmyer Road and E. Water Well Road. The project extends approximately 2,100 feet to the north and 1,800 feet to the east of the intersecrion. 

The project includes roadway reconstruction and replacing three drainage structures. Additionally, a reinforced concrete box replacement a half mile south of the intersection will be included.

The project is planned to take place in 2023 and last five to six months, according to information in the commission meeting packet.

County staff is recommending that commissioners accept the bid submitted by Reece Construction Co., Inc., for an estimated amount of $894,578.66.

Commissioners also are scheduled to consider approving seven grant applications for funds from the County’s American Rescue Plan Act (ARPA) Coronavirus Local Fiscal Recovery Fund. These would fund capital improvements and expenses designed to improve or increase the capacity or services to Saline County in response to COVID-19 or allow the nonprofit to adapt to direct and indirect challenges caused by the pandemic.

A review committee made up of John Shea, executive director of the North Central Regional Planning Commission, Lori Trenholm, director of community investment for the Douglas County Community Foundation, and Deb Wood, family resource agent for the Central Kansas Extension District is recommending for commission approval the following seven funding requests.

●A grant of $50,000 to St. John’s Missionary Baptist Church to renovate spaces for childcare programs. This will be matched by $22,300 in other funding for a total project cost of $72,300.

●A grant of $75,000 to Central Kansas Mental Health Center to expand intake and telehealth services. This will be matched by $55,286 in other funding for a total project cost of $130,286.

●A grant of $23,350 to Salina Emergency Aid Food Bank to improve security and provide new freezers. This will be matched by $23,350 in other funding for a total project cost of $46,700.

●A grant of $13,259 to Big Brothers Big Sisters of Salina for technology improvements and improvements to a room for meetings. This will be matched by $13,259 in other funding for a total project cost of $26,518.

●A grant of $11,021.41 to Child Advocacy and Parenting Services for office furnishings. This will be matched by $9,000 in other funding for a total project cost of $20,021.41.

●A grant of $20,000 to Salina Innovation Foundation for furniture, parking lot and sidewalk repairs and security improvements. This will be matched by $5,000 in other funding for a total project cost of $25,000.

●A grant of $75,000 to Ashby House to complete a second emergency homeless shelter. This will be matched by $216,587 in other funding for a total project cost of $291,587. 

"The total amount of these seven recommended projects is $267,630.41, which exceeds the $250,000 total allocated for these grants. The County Administrator contacted Ashby House, and they indicated they may be able to complete their project with funding of $57,350 rather than the $75,000 requested. This is based on two other applications they currently have pending. This would bring the total award amount down to $249,980.41. Alternatively, the full amount could be awarded based on the fact that the awards to date for water/wastewater grants are $15,700 under the allocation amount and there is still $1,492.19 in interest income in the ARPA Fund that has not been designated for a project," the commission meeting packet information noted.

Other items on the Saline County Commission agenda for Tuesday include the following.

●Consider right-of-way acquisitions for seven drainage structure replacement projects.

●A Capital Project Funds for Broadband Infrastructure fund request

●Hear about planning for the transition to the new Saline County Jail

The Saline County Road and Bridge Department announced the the closing, which will continue indefinitely.

Motorists are advised to allow a few extra minutes of travel time to reach their destinations. Local and emergency traffic will be provided access to private property within the sections of closed road at all times but only from the side upon which the property lies, the department noted.

Persons using the Supplemental Nutrition Assistance Program (SNAP) at a Salina farmers market also will have the chance to win a pair of tickets to the Feast on the Fe dinner.

With the price starting at $50 per ticket, individuals receiving SNAP benefits are generally unable to attend due to cost. That will change this year for three lucky individuals, thanks to a raffle announced by the Local Food Works Foundation, organizers of the popular annual Feast on the Fe dinner.

People who use the SNAP/DUFB (Double Up Food Bucks) benefits at the Salina Harvest Farmers Market have the chance to be entered into a drawing for one of three pairs of tickets. The raffle is open now and is scheduled to run until Sept. 13, with winners announced on Sept. 16. 

The Harvest Farmers Market is held from 4-7 p.m. on Tuesdays at 1325 E. Cloud Street. SNAP recipients are encouraged to go to the market, use their SNAP dollars, and get registered for the drawing, according to information in a news release from the Local Food Works Foundation.

BELOIT&nbsp;— A new program that seeks to attract new residents to move to north-central Kansas is now available in Cloud, Ellsworth, Jewell, Lincoln, Mitchell, Ottawa, Republic and Saline counties. &nbsp;

The pilot project known as the "North Central Kansas Regional Relocation Program" seeks to make home ownership more affordable for those relocating to the region by reducing the barriers of down payments and closing costs. It offers a combination of a 0% down payment assistance loan of $10,000 and closing cost grant of $2,500 when purchasing a home of $50,000 of greater.&nbsp; Eligible home purchase types include existing homes, existing homes with planned/financed upgrades totaling $50,000 or greater, manufactured homes including lot and infrastructure, or new construction. Funds are limited and available on a first come, first served basis. The program officially launched August 15, 2022.

An award from the Dane G. Hansen Foundation of Logan assisted in funding the program, along with a donation from NCK Housing Opportunities, Inc. North Central Regional Planning Commission in Beloit is administering the program. NCK Housing Opportunities, Inc. is an affiliate of the North Central Regional Planning Commission.

“This initiative would not be possible without the generous assistance from the Dane G. Hansen Foundation and the tremendous support we have received from area banks and economic development groups,” Program Manager Debra Peters said.

Program eligibility includes relocating to an eligible county in north-central Kansas within 18 months of the request. Additionally, the primary bank loan must be provided by a bank having a physical location in the North Central Regional Planning Commission 12-county service area.

“We are pleased to bring this program to north-central Kansas,” Peters said. “It offers new residents up to 18 months to experience all the region has to offer before staking roots here.”

Results of the pilot program will be used to develop a permanent regional relocation program in 2024.

Owner's forethought helps Saline County deputies find 3 stolen vehicles

A local man was arrested after a pursuit through southwestern Salina Sunday afternoon.

Salina Police Captain Paul Forrester said this morning that an officer attempted to stop a silver 2004 Chevrolet Venture in the 1000 block of W. Cloud Street after it failed to use a turn signal. A pursuit began and went through much of southwestern Salina. The pursuit eventually went west on W. Magnolia Road and then south on Interstate 135, with speeds reaching in excess of 90 mph, Forrester said.

The minivan exited I-135 at W. Schilling Road. The driver, identified as Alvaro Escobedo-Gomez, 42, Salina, eventually abandoned the minivan in the roadway in front of a residence in the 3200 block of Canterbury Drive. He then entered the residence, but was apprehended by police.

The incident started at approximately 3:10 p.m. Sunday.

Escobedo-Gomez was arrested on the following requested charges, Forrester said.

Sometimes high-speed pursuit leads to arrest of Salina man Sunday

A Salina man is in custody after he allegedly stole an electric bicycle and bike trailer that were parked at a store near downtown Sunday morning.

A 61-year-old Salina man told police that he had parked his electrically-modified silver Mongoose bicycle with bike trailer outside DG Market, 511 E. Iron, and went inside to shop at approximately 8:45 a.m. Sunday, Salina Police Captain Paul Forrester said this morning. When the man walked out of the store, he discovered the bike and trailer missing.

The bike and trailer were valued at $500.

Forrester said surveillance video showed that shortly after the man entered the store, another man, described as a white male wearing a black ball cap, black shorts, and a gray t-shirt with "chill out" on it, rode up to the store on another bicycle and entered the store. He left a short while later and rode off on the other man's electric bicycle, Forrester said.

At approximately 9 a.m. Sunday, an officer spotted the man riding the electric bicycle in the area of State Street and N. College Avenue. The officer attempted to stop the man, but he took off, eventually ditching the bike and fleeing on foot in the 100 block of S. Clark Street, Forrester said.

Another officer spotted the man at approximately 9:25 a.m. in the alley between West Place and S. College Avenue. After a foot pursuit, the man, identified as Zachariah Behling, 31, of Salina, was apprehended.

Behling was arrested on the following requested charges, Forrester said.

●Two counts of interference with a law enforcement officer

The bike and trailer were returned to the owner.

Salina man arrested in connection to stolen electric bike, trailer

A Marquette teen was arrested on multiple requested charges after an alleged incident at his former girlfriend's residence in southern Saline County late Sunday morning.

A 15-year-old girl was home in the 11000 block of S. Burma Road when she heard what she initially thought was her father working on the house, Saline County Sheriff Roger Soldan said this morning. Instead, it was a 17-year-old Marquette boy with whom she used have a relationship.

The incident occurred shortly before 11:45 a.m. Sunday

The boy allegedly attempted to break into the residence, causing $450 in damage to a storm door and $600 damage to glass in another door, Soldan said. Additionally, the boy allegedly caused $150 worth of damage to a large wire dog kennel. No dog was inside the kennel.

Soldan said that when the girl heard the noise, she looked out a window and made eye contact with the boy, who then jumped into what turned out to be a stolen vehicle from McPherson County and began doing donuts in the yard.

It appeared that the boy also had gotten into one of the family's vehicle's while he was there, Soldan said.

The boy took off and was later arrested in McPherson County in connection to the stolen vehicle, Soldan said. Additionally, the Saline County Sheriff's Office is requesting the following charges for the boy, Soldan said.

Nevertheless, those publications as well as other media are filled with even more advertising, futuristic calls to utilize more computers in the classroom, continuing messages similar to “you can’t teach tomorrow’s students with today’s technology.” The educational technology complex that predicted handheld screens would end all need of printed books by 2015 and end brick-and-mortar schools long before now. In his last days in office, President Eisenhower warned of the dangers of the “military industrial complex.” If he were alive today, he might very well add the “education technology complex.”

The dangers of replacing proven effective teaching and printed books with on-screen methodology have long been detailed by a series of academic books summarizing the problems with digital screen formats: “Mind Over Machine: The Power of Human Intuition and Expertise in the Era of the Computer by Hubert and Stuart Dreyfus (1986); “Failure to Connect: How Computers Affect Our Children’s Minds—and What We Can Do About it” by Jane Healy (1998); “Oversold and Underused: Computers in the Classroom” by Larry Cuban (2001); “The Flickering Mind: The False Promise of Technology in the Classroom and How Learning Can Be Saved” by Todd Oppenheimer (2003); “What the Internet Is Doing to Our Brains” by Nicholas Carr (2010); “Mindless: Why Smarter Machines are Making Dumber Humans” by Simon Head (2014) and many others.

Four decades of research has been conducted. A meta-analysis is an overall analysis of the many published research articles in a field, and a total of three meta-analyses have been conducted: “Reading on Paper and Digitally: What the Past Decades of Empirical Research Reveal” by Singer and Alexander, The Journal of Experimental Education, 85: 155-172 (2016); “Don't Throw Away Your Printed Books: A Meta-analysis on the Effects of Reading Media on Reading Comprehension” by Delgado et al., Educational Research Review, 25: 23-38 (2018); and “Reading from Paper Compared to Screens: A Systematic Review and Meta-Analysis” by Clinton in Journal of Research in Reading 42(2): 288-324 (2019). All found comprehension and distraction problems with screen reading that the industry has never addressed. And now these last years of pandemic have provided a massive field test confirming face-to-face teaching and reading printed books is superior for the majority of students.

At the university level many publishers have faced the fact that they only make money on a new printed textbook the first semester it is released. The used book market provides students with the print that they overwhelmingly prefer. One strategy was to publish new editions each few years despite such updates not being needed. Then many publishers offered the texts slightly cheaper but only online and with access suspended at the end of the semester. Students printed it off in order to do “deep reading” on paper. Now one publisher has speculated on using NFTs (non-fungible tokens) in order to claim some profit each time a book is sold, similar to a new trend for artwork.

Now we also face a most serious threat from libraries discarding printed books under the assumption that everything is now available in online archives, which is not true. This danger was clearly documented back in 2003 in the journal Science in “Going, Going, Gone: Lost Internet References” by Dellavalle et al. and updated in “Dozens of Scientific Journals Have Vanished From the Internet, and No One Preserved Them” by Brainard in Science September 8, 2020. Acid-free paper can last up to 500 years while digital archives—when they exist—must be migrated up every decade. &nbsp;

Following the pandemic, other countries have moved back to face-to-face teaching and students using printed books. Many schools in the U.S. have chosen to ignore these lessons.&nbsp;&nbsp;

ED. FRONTLINES: Pandemic showed print superior to screen

Kansas Wesleyan University, led by its Advancement office, closed the books on another outstanding fundraising year July 31. The university raised more than $9 million in cash, pledges and other gifts.

"We like to say, 'It's a great time to be a Coyote!' and it truly is," said Ken Oliver, executive vice president of advancement and university operations. "The generosity of our friends, supporters and alumni has not only helped take KWU to new heights but it has positioned the university for the future."

The 2021-22 success means that KWU's best fundraising years have been the past three. By most metrics, including money raised for the university's annual fund, this past year was the best in school history.

Thanks to the university's tremendous fundraising efforts, KWU's endowment now exceeds $45 million. It has nearly doubled in the past 10 years.

The financial growth has helped drive millions of dollars in campus improvements, record enrollment figures and numerous on-campus successes, including athletics, DECA and debate, and faculty honors and recognitions. The university is also making significant progress towards completion of a $4.5 million campaign for music, which will enable the renovation of KWU's centerpiece facility, Sams Chapel, as well as various other departmental spaces. Overall, KWU has surpassed $25 million raised during the last 38 months toward its $26 million Power of AND campaign.&nbsp;

"Our supporters have helped us accomplish so much these past few years," said Oliver. "We believe, however, thanks to the rock-solid foundation KWU is built on, that the best is yet to come. We look forward to 2022-23 being a year to remember!"
