SALINE COUNTY — The trailer of a northbound semi collapsed and buckled in half on Interstate 135 in Saline County on Friday morning.

A social media report from&nbsp;<a href="https://kansashighwaypatrol.org/" target="_blank">Kansas Highway Patrol&nbsp;</a>Trooper Ben Gardner said authorities worked the unique incident just south of Interstate 70.

According to officials on the scene, the trailer of a northbound semi-truck collapsed and buckled in half.

According to Gardner, there were no traffic delays. The semi truck continued into a closed portion of a construction zone. There were no injuries reported.

Gardner also urged drivers to slow down for first responders assisting and working to clear the scene.

Semi-trailer buckles along I-135 in Saline County

Sometime between Aug. 8 and Sunday, unknown suspect(s) entered a property in the 3000 block of N. Lightville Road and stole a pontoon boat from the property.

The 2000 Fisher pontoon boat - model 200 Freedom DLX Fish boat -&nbsp;is green and white with a green collapsible canopy and has composite flooring. The boat was stored on a black single axle trailer which was also stolen. The boat has Oklahoma registration stickers on both sides of the bow.

Total loss and damage is estimated to be in excess of $12,000.

Voters cast 431,000 Republican ballots in contest with gap of less than 500

TOPEKA — State Sen. Caryn Tyson conceded the Republican Party’s nomination for state treasurer amid a recount she sought in six counties that barely nudged the needle in an extremely close primary.

Tyson, a GOP senator from Parker in eastern Kansas, sent a message Thursday to supporters of her campaign who provided donations, walked door-to-door, put up yard signs and prayed on her behalf. She lost by less than 500 votes out of 431,000 cast statewide.

“While our campaign is over,” she said, “I will continue to work to protect our freedoms and to make Kansas a shining state in the nation. Over the course of the campaign, I have been blessed to meet and get to know so many amazing Kansans.”

Unofficial returns from the Aug. 2 primary and additional ballots processed by counties during the canvassing showed state Rep. Steven Johnson, of Assaria in central Kansas, with a lead of 475 votes.

Tyson sought a recount in Barton, Cloud, Dickinson, Harvey, McPherson and Ottawa counties. The secretary of state’s office said the recount in four of those counties shaved five votes from Johnson’s lead. The recount in McPherson and Cloud counties remained unofficial, but Johnson’s campaign said results in those two counties wouldn’t flip outcome of the primary.

Johnson has turned his attention to the November contest against Treasurer Lynn Rogers, a Democrat appointed to the position by Gov. Laura Kelly following resignation of Republican Jake LaTurner, who now serves in the U.S. House.

“We didn’t lose any ground while we waited for all the legally cast ballots to be counted,”&nbsp;Johnson&nbsp;said. “Our team hit the ground running knowing this process could take weeks to complete.”

Johnson raised about $100,000 in days following the primary election, and his campaign manager urged Republicans to unify behind GOP nominee.

“I want to thank my opponent for her willingness to run and for her continued service to this great state,”&nbsp;Johnson&nbsp;said. “I also want to thank my many volunteers and supporters who have been critical in winning a close race where every voter contact mattered. With our base of support we are well-positioned to win the general election.”

Recount: Johnson narrowly defeats Tyson in GOP treasurer’s race

Faculty, support staff and administration of&nbsp;<a href="https://salina.k-state.edu/" target="_blank">Kansas State University Salina Aerospace and Technology Campus</a>&nbsp;recently took part in a volunteering campaign at different Salina organizations with the goal of improving the community.

The annual Fall Kickoff is the campus's unofficial start of the new school year before students return. At the Monday event, employees for the university split up into teams and completed several spruce-up projects at Salina-community organizations. "The K-State Salina campus has always focused on involvement within the Salina community," said K-State Salina CEO and Dean Alysia Starkey. "As we continue to grow in our campus's recent rebranding into the Aerospace and Technology campus, we want to take an even bigger role in our home community. Salina is a wonderful home to our campus with more than 50 years of support. Our goal is to go above and beyond all that Salina has given to our campus and support the community that assists us in so many ways." As part of the effort, volunteers visited nine different Salina organizations. Their work included painting and cleaning at Ashby House, playing board games with residents at Eaglecrest Retirement Community, creating and packing homework packets for pre-school age students Heartland Early Education, baking and cleaning at Rebecca A. Morrison House, assisting at the Salina Animal Shelter and the Salina Emergency Aid Food Bank, pulling weeds and filling edges of cart paths at Salina Municipal Golf Course, organizing and cleaning the Salina Rescue Mission and moving items into a warehouse for Salina Shares. K-State Salina students, faculty and staff will continue emphasizing volunteering and community involvement as a part of the 2022-2023 school year. After returning to campus for the fall semester, some K-State Salina students will assist Rolling Hills Zoo with a service project. Service to the Salina region will take many forms over the coming school year to provide faculty, staff and students to engage with their passion points and meet the needs of the area.&nbsp;

NWS: Chance for rain Friday afternoon, evening

The Saline County Sheriff's Office, Salina Police Department, and the Kansas Highway Patrol are joining law enforcement agencies across the state  to help decrease the number of impaired motorists on the state’s roadways.

The You Drink. You Drive. You Lose campaign begins Saturday and runs through Sept. 5.

According to Sheriff Roger Soldan, if you are driving impaired, you are not only more likely to crash, but that crash is much more likely to cause serious injury or death.

“Alcohol impairs thinking, reasoning, and muscle coordination, which is a dangerous combination when you get behind the wheel of a motor vehicle,” said Colonel Herman T. Jones, superintendent of the Kansas Highway Patrol. “As you celebrate the upcoming Labor Day weekend, we urge everyone to play it safe and have a sober driver or use a rideshare service if you will be drinking. If you are traveling and suspect another motorist may be impaired, please dial 911.”

If you’re traveling for the Labor Day holiday, the Patrol offers the following tips:

• Always wear your seatbelt every trip, every time. It’s your best defense against impaired drivers.

• Check your vehicle’s condition, including tires, fluid levels and mechanical equipment.

• Check road conditions at www.kandrive.org to look for construction or delays on your route.

• Allow plenty of time to arrive at your destination.

• Buckle up and make sure your children are in the appropriately fitted child safety seats.

• Have an emergency kit in your vehicle with essentials such as water, flashlights, chargers, blankets and nonperishable food.

• Always have a sober driver before you drink alcohol away from home or take a sober ride to and from the

location if you will be consuming alcohol. Remember, this is your decision.

• Before you take a new prescription medication, check your medication for driving warnings.

• Before you choose to drink and drive, think about your family, friends, coworkers, and neighbors. 

Funding for the added enforcement is provided by the Kansas Department of Transportation.

Campaign to decrease number of impaired drivers begins Saturday

Kansas Wesleyan University will offer a Test of Essential Academic Skills (TEAS) preparation course this October to help prepare local college sophomores for the TEAS exam. 

The course will take place on October 10–11, and will be held from 8:30 a.m–4:30 p.m. both days.

The TEAS exam is designed to test future nursing students in four content areas: reading, math, science and English and language usage. Many nursing schools require this test to be taken prior to admission into their programs.

Students who wish to take the course can register on KWU’s&nbsp;<a href="https://www.kwucoyotes.com/tickets" target="_blank">ticketing website.</a>&nbsp;The course fee is $100 and includes the cost of a study guide. Registration for the course closes on Friday, Sept. 30 at 5 p.m.

TOPEKA&nbsp;–&nbsp;The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) have issued several public health advisories for Kansas lakes due to blue-green algae.&nbsp;

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. A&nbsp;warning status&nbsp;indicates that conditions are unsafe for human and pet exposure.&nbsp; Contact with the waterbody should be avoided.&nbsp;

When a warning is issued, KDHE recommends the following precautions be taken:&nbsp;

●Lake water is not safe to drink for pets or livestock.

●Lake water, regardless of blue-green algae status, should never be consumed by humans.

●Fish may be eaten if they are rinsed with clean water and only the fillet portion is consumed, while all other parts are discarded.

●If lake water contacts skin, wash with clean water as soon as possible.

 ●Avoid areas of visible algae accumulation.&nbsp;&nbsp;

A&nbsp;watch status&nbsp;means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.&nbsp;

During the watch status, KDHE recommends the following precautions be taken:&nbsp;

●Signage will be posted at all public access locations.

●Water may be unsafe for humans/animals.

●Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water.

●Swimming, wading, skiing and jet skiing are discouraged near visible blooms.

●Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact.&nbsp;

●Clean fish well with potable water and eat fillet portion only.&nbsp;

KDHE investigates publicly-accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.&nbsp;&nbsp;

If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.&nbsp;

Local, area bodies of water under blue-green algae advisories

The new Dickinson County flood plain maps are on hold – again.

County staff were expecting to receive a letter of final determination in July to be issued in early August from the Kansas Division of Water Resources (KDWR) and Federal Emergency Management Agency (FEMA) Region 7.

However, state and federal officials notified the county that additional errors had been discovered in the maps that affect elevation data in some areas inside and outside the city limits of various Dickinson County cities.

“Unfortunately, we will not be getting the letter of final determination because they found errors again - for the third time,” said Dickinson County Planning and Zoning Director Tim Hamilton. “It’s believed these elevations were primarily clerical errors.”

Those errors will delay the process a year, Hamilton said, meaning the old maps will remain in place.

The delay creates even more headache for county residents who have been waiting for the new maps to be effective so they can buy or sell property, Hamilton explained. Thanks to changes in technology, new data now is available.

“These maps have significantly shrunk quite a bit of the flood plain that’s currently being enforced,” Hamilton said. “A lot of people have been waiting to either sell the properties or do some construction based on the status of those maps. Now, some of those projects and sales transactions are in limbo until this happens.

“I know it’s really difficult for the general public, but we’re as frustrated as they are,” Hamilton continued. “This is the third time this has happened and every time it occurs it keeps extending it further out.”

While the errors are fairly easily corrected, the year delay in releasing the maps is due to the lengthy public review process.

After the corrections are made, each paper map will be made into a panel. Even though the corrections affect only a few of the panels, FEMA has to go through the due process of notification, publication and meetings to inform the public.

“They have certain standards at the state and federal level they have to meet, so that basically starts the preliminary process all over again,” Hamilton said.

County Administrator Brad Homman told commissioners during their Aug. 4 work session that the county was notified the maps had been put on hold in “the final stretch of the race, in the final quarter heading into overtime.”

“At the last minute, FEMA said there are 12 areas of concern that need to be addressed,” Homman said. “It appears to me these are workmanship issues. Ten of the errors are elevation adjustments – six inches here, a foot there, where they were labeled wrong. But the elevations of actual flood water won’t change.”

Creating the new panels involves making the changes, then laying them on a table and matching up all the various properties.

“The earth is curved, there’s different elevations and a couple places those boundary lines didn’t match up like they should,” Homman said. “In my opinion, it’s due to poor workmanship by the contractor. But these errors create another 90-day protest period after the new maps are done, then they have to be published. Then the public is given the chance to look at them again, then there’s a public hearing and it takes another year to get all that done.”

Economic growth adversely affected

The newest delay is holding up a number of economic development opportunities in the county, Homman said.

“This is becoming very expensive for the county as a whole,” Homman said. “We have developers, we have homeowners, we have banks that are waiting to finance and lend money, but they can’t do it on properties that are dependent on how these maps are going to come out.”

A number of places in Solomon, Chapman and even Abilene are going to be positively affected by the new maps.

“If I’m in the flood plain under the old map and I’m going to be out of it in the new map, that’s going to make a big difference on what my mortgage is going to be,” Homman said. “And if I want to build a new house, nobody is going to lend if it’s in the flood plain, but it’s a different story if it’s out.

The newest delay is particular frustrating since Dickinson County is experiencing economic growth.

“It wouldn’t be a big deal if we were in the middle of a recession or a period like we went through where there wasn’t a lot of building, but we’ve come out of that, where people want to build and there’s not enough contractors to go around,” Homman said. “We’re in a situation where there’s a lot of potential and much of it won’t happen because we’re in a holding pattern.”

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the Sundowner West Mobile Home Park public water supply system located in Saline County.&nbsp;&nbsp;

Customers should observe the following precautions until further notice:&nbsp;

●Boil water for one minute prior to drinking or food preparation or use bottled water.

●Dispose of ice cubes and do not use ice from a household automatic icemaker.

●If your tap water appears dirty, flush the water lines by letting the water run until it clears.&nbsp;

●Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.

●Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult their physicians.&nbsp;

The advisory took effect on August 18th&nbsp;and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved.&nbsp;KDHE&nbsp;officials issued&nbsp;the advisory because of&nbsp;a loss of pressure in the distribution system.&nbsp;Failure to&nbsp;maintain&nbsp;adequate pressure may lead to a loss of chlorine residuals and result in bacterial contamination.&nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE)&nbsp;announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.&nbsp;

Boil water advisory issued for Sundowner West Mobile Home Park

The Fe for a Cure 5K Race/Walk supporting cancer patients undergoing treatment at the Tammy Walker Cancer Center is back after a two-year hiatus due to COVID-19.

Fe for a Cure 5K Race/Walk returns; registration open

A traffic stop late Wednesday night in north Salina resulted in the arrest of a passenger who had active warrants and allegedly had a bag of marijuana in his pants.

Salina Police Captain Paul Forrester said this morning that at approximately 11 p.m. Wednesday, an officer observed a 1997 Dodge Ram with an expired license plate traveling southbound in the 300 block of N. 12th Street. The officer initiated a traffic stop and another officer arrived with K-9 Tyrann to assist.

Tyrann did a free air sniff around the pickup and indicated for the presence of illegal narcotics, Forrester said.

A backseat passenger, identified as Jesse Wray, 23, of Salina, was found to have an active felony warrant from Saline County District Court and an active Kansas Department of Corrections parole violation warrant. 

Officers requested that Wray exit the pickup, but he allegedly resisted. Forrester said a physical altercation then began between the officers and Wray. The officers attempted to tase Wray, but the taser was ineffective on him. Two additional officers arrived and helped take Wray into custody.

The two original officers sustained abrasions on their hands and arms, Forrester said.

After he was taken into custody, Wray allegedly was found to have a bag of marijuana tucked into his pants. He also allegedly had a broken meth pipe. A jar of Kabunky marijuana wax was found on the ground where the altercation began, Forrester said.

In addition to the warrants, Wray was arrested on the following requested charges, Forrester said.
