The Labor Day holiday on Monday brings with it local government closings.

Most City of Salina and Saline County offices and facilities will be closed Monday in observance of the Labor Day holiday.

On Monday, however, city crews will be providing regularly scheduled refuse collection. The city landfill is scheduled to close at 2 p.m. Monday.

Both city and county offices and facilities are scheduled to return to regular hours on Tuesday.

Because of the holiday, there also will be no Salina City Commission meeting on Monday.

Additionally, the Salina Public Library will be closed.

This week the Salina Police Department, Salina Fire Department, Saline County Sheriff’s Office, Salina Regional Health Center, and USD 305 staff participated in active shooter training. Salina Regional Health Center was gracious enough to provide a space to train, provided role players, and were able to train their staff along with officers, deputies, and EMS personnel. Thank you SRHC for the continued support and partnership in this endeavor. Great training and experience for all involved.

Southeast of Saline is preseason ranked No. 1 in Class 2A while Rock Creek is preseason ranked No. 4 in Class 3A. Both teams went deep into the Class 3A playoffs last year, making it to the round of eight.

On Tuesday, Salina Police Department officers took a report of a subject passing a counterfeit bill at Casey’s, 1100 E. Iron Avenue. 

At approximately 5:22 a.m. on Tuesday, a female suspect pulled up to the gas pumps in a silver four-door Dodge Avenger. She entered the store and prepaid for fuel using a $100 bill. It was later discovered the bill was counterfeit.

The subject was described as a middle-aged white female, medium build with dark hair.

Crimestoppers seeks tips about Casey's counterfeit cash case

SILVER SPRING, Md. – The Association of Zoos and Aquariums' (AZA) independent Accreditation Commission met to review applications for AZA accreditation at the AZA’s Annual Conference held this year in Baltimore, Md.

Among those facilities receiving accreditation was Salina's own Rolling Hills Zoo!

The AZA accreditation process includes a detailed application and a meticulous, on-site, multiple-day inspection by an independent team of expert zoological professionals. The inspecting team analyzes all aspects of the facility’s operation, including animal welfare and well-being; veterinary care; keeper training; safety for visitors, staff, and animals; educational programs; conservation efforts; financial stability; risk management; governance; and guest services. Detailed reports from the inspection team and the facility alike are then thoroughly evaluated by the Commission. Finally, top officials are interviewed by the Accreditation Commission at a formal hearing, after which accreditation is fully granted, provisionally granted for one year, or denied.

Of the accreditation applications reviewed during the AZA Annual Conference, 24 were previously accredited facilities, and three were new applicants. There were also two applicants for certification who were also previously certified and one new applicant for certification. Later in September, seven facilities will have virtual accreditation hearings.

Each facility underwent a thorough review to make sure it has and will continue to meet ever-rising standards, which emphasize animal wellbeing, veterinary programs, conservation, education, and safety. AZA requires facilities to complete this rigorous accreditation process every five years as a condition of Association membership.

“The public expectations for animal care are constantly increasing, as are our own, which is why AZA’s accreditation standards are focused on providing the best animal care possible,” said Dan Ashe, President and CEO of AZA. “Our rigorous accreditation standards evolve based on modern animal research, ensuring a process the public can trust. We applaud and admire these exceptional zoos, aquariums, and related facilities on meeting the ‘gold standard’ for a modern zoological facility.”

Reflecting the rigor of AZA’s standards and the independence of its accreditation process, the Commission denied accreditation to two facilities: African Safari Wildlife Park, located in Port Clinton, Ohio, and Squam Lakes Natural Science Center, located in Holderness, New Hampshire. As existing members, they have 30 days to appeal the Commission’s decision to the AZA board of directors’ Executive Committee. If an appeal is received, the Executive Committee has 45 days to decide if the full AZA board of directors should consider the appeal at its next regularly scheduled meeting. The AZA board can overturn or modify Commission decisions, although it is rare to do so. If the denial is upheld, both facilities will be eligible to apply for AZA accreditation again in September 2023, and the earliest they could regain accreditation would be March 2024.

Rolling Hills Zoo among those receiving prestigious AZA accreditation

TOPEKA –&nbsp;McPherson High School has been selected as the KSHSAA Performing Arts School of Excellence award winner.

A total of 17 Kansas high schools will receive recognition by the Kansas State High School Activities As­sociation (KSHSAA) for outstanding performing arts programs.

A selection committee was formed from the following associations: Kansas Music Educators Association (KMEA), Kan­sas Speech Communication Association (KSCA) and the Kansas Thespians (Theatre). Leaders from these three associa­tions along with the KSHSAA staff collaborated to discuss numerous high schools that scored exceptionally high in de­bate, speech, music, and theater during the 2021-22 school year. The committee and the KSHSAA chose one winner, three finalists and 13 commended schools from across our great state. All 17 schools will be recognized with a certificate from the KSHSAA in September.

Kansas Wesleyan has announced that it will bring back the popular 7x7x7 lecture series, which debuted on campus last year, for this year’s Homecoming and Family Weekend. 

The event will be held Oct. 21, at 1 p.m. in Peters Science Hall 201 on campus. It will feature seven local leaders speaking on seven different topics for seven minutes apiece. Admission is free and no tickets are required.

“The 7x7x7 lecture series has added a new element of community to homecoming,” said Michelle Dolan, director of development, stewardship and alumni. “Those returning to campus can learn more about the great opportunities available to our students, while our students, in turn, can connect with community leaders.”

This year’s slate features Adrienne Allen, executive director of Salina Symphony, speaking about the symphony’s new beginning this year. Yaniv Segal was announced in May as just the third music director in the organization’s 67-year history.

Michael Spicer, executive director of Theatre Salina, will also be a featured speaker. Spicer will discuss Theatre Salina’s education department, Center for Theatre Arts, and the organization’s collaboration with KWU. The university and Theatre Salina will work together again this year on a spring musical, “Something’s Rotten,” in March and April.

Angela Smith, special assistant to the president at KWU, will speak on the university’s Community Resilience Hub, while Brad Anderson, longtime director of Salina Arts and Humanities, will share the latest from that organization.

Stan Cox of The Land Institute will talk about on his latest book, A Path to a Livable Future: A New Politics to Fight Climate Change, Racism and the Next Pandemic,&nbsp; while Kris Heck, ’20, (KWU campus historian) and Brandon Henson (president of the KWU Multicultural Student Union) will present, as well.&nbsp;

KWU reveals speakers for 7x7x7 Lecture Series

I recently had a judgment filed against me for an unpaid, old hospital bill. Is it possible to negotiate things with the lawyer? Originally, the charges were $2,700 but now they have increased to $3,500, and I am not sure why the amount has risen. I have made several phone calls asking him for a detailed statement of the account, but all I have received is a payment booklet. What is your advice?

Are you sure you’ve been speaking directly to the lawyer? I’m guessing the reason you haven’t gotten a real answer to your question is because you’ve actually been talking to some low-level staffer or paralegal. If you&nbsp;have&nbsp;been talking to the lawyer, there’s a pretty good chance he’s running a small&nbsp;<a href="https://www.ramseysolutions.com/debt/fair-debt-collection-practices-act" target="_blank">debt collections</a>&nbsp;or debt lawsuit machine. If this is the case, he probably gets a piece of whatever he collects. That means he’s out to collect as much as possible, as quickly as he can.

You might consider changing tactics, and see if you can talk to the hospital administrator. Propose giving them $2,000, or whatever reasonable amount you can afford, on the agreement that the hospital accept it as payment in full. Hospitals and doctor’s offices are often some of the easiest folks to work with when it comes to&nbsp;<a href="https://www.ramseysolutions.com/debt/debt-snowball-calculator" target="_blank">paying off debt</a>, but people have to be proactive and make an honest, good faith effort to make it happen.

There’s a moral, as well as legal, responsibility involved when it comes to paying off bills or debt, Ronnie. You should always pay what you owe if at all possible.

“We have been working on returning to Funded Partners for the past year and a half. Salina Area United Way will be kicking off the 2022-2023 campaign season with a revamped version of their Campaign Kick-Off Event, United Happy Hour, on Sept. 22 from 4-7 p.m. at United Capital Management of Kansas’s new event space: The Sullivan. Kick-Off is a big annual event for the United Way that kicks off the start of the campaign season, raising dollars for local nonprofit organizations in our community.

This year, thanks to a generous donation by Richard and Sallie Morrison, there will be $25,000 in matching funds to share with the nine funded partners throughout the three-hour United Happy Hour event. This means that when community members attended the event on Sept. 22 and make a donation to the 2022-2023 campaign or turn in their workplace campaign pledge form, their donation will be matched, up to 50 percent, to make an even greater impact on our nine funded partners and the community as a whole.

Salina Area United Way announces 2022-2023 funded partners

SALINE COUNTY —Two people from Salina were jailed after a pursuit on Interstate 135 Wednesday.

Just after 5:30 p.m. Wednesday, detectives from McPherson County and troopers from the Kansas Highway Patrol contacted Salina police that they were in unmarked vehicles and following a vehicle into Saline County on Interstate 135, according to Salina Police Captain Gary Hanus.

A person in the suspect vehicle had active warrants and was wanted in an active investigation in McPherson County concerning a possible missing person.

With the assistance of McPherson County deputies and the KHP, Salina police stopped the suspect vehicle between the W. Magnolia Road and W. Crawford Street exits.

Officers arrested a passenger in the vehicle, identified as Eric A. Goldberg, 44, of Salina on an active Salina County District Court warrant for probation violation. 

He also was arrested on requested charges of possession of a stimulant, possession of drug paraphernalia, and no drug tax stamp.&nbsp;

Earlier in the day, the Kansas Highway Patrol had arrested Goldberg on requested charges of possession of meth, use and possession with intent to use drug paraphernalia into human body, driving while license suspended or revoked and no vehicle liability insurance. He was booked into the McPherson County Jail just before 12:30 p.m. and released just before 3 p.m., according to online jail records. He remains in custody in Saline County.

Officers also arrested the&nbsp;driver of the vehicle identified as Amanda L. Gawith, 45, of Salina, on requested charges of driving while suspended and driving while a habitual violator. She is no longer in custody.

Salina man just out of jail arrested after unmarked pursuit

TOPEKA — Kansas’ largest foster care contractor responded to Kansas 
Reflector reporting on the organization’s finances and litigation by 
pointing to a turnaround under current leadership and a willingness to 
cooperate with investigators.

Saint Francis Ministries said statements published in an <a target="_blank" href="https://kansasreflector.com/2022/08/12/kansas-foster-care-provider-suing-former-leaders-for-alleged-financial-misconduct/">Aug. 12 story</a>
 are “inaccurate” and “false,” but wouldn’t identify specific statements
 in question. The nonprofit also wouldn’t answer questions for this 
story.

And Saint Francis provided an alternate description of its departure 
from Nebraska, where multiple investigations sounded alarms about the 
organization’s ability to comply with state law while providing foster 
care services for the Omaha area.

On Thursday, based in part on reporting by Kansas Reflector, a 
Nebraska state senator asked her attorney general to conduct an 
investigation into the possibility that Saint Francis defrauded the 
state.

The Aug. 12 story examined a lawsuit filed by Saint Francis to 
recover millions of dollars from its former CEO, chief counsel and IT 
director, who are accused of misusing company credit cards and excessive
 billing.

Alison Kossover, chief administration office for Saint Francis, said 
in a 300-word response that the story leads readers to “an inaccurate 
understanding of the situation.”

“Over the past twenty-two months, the Saint Francis Ministries team 
has cooperated with investigators, auditors, and state partners to 
ensure accurate accounting and complete transparency,” Kossover said. 
“In summary, there are no unaccounted dollars as we continue to openly 
assist and support government organizations with their inquiries.”

In the lawsuit, filed in January in Saline County District Court, 
Saint Francis accuses its former leaders of misleading board members to 
hide the misspending of millions of dollars. Kansas Reflector reported 
that Teresa Woody, litigation director for Kansas Appleseed, said it was
 appalling that millions of dollars meant to provide foster care were 
not accounted for.

Kansas Appleseed <a target="_blank" href="https://kansasreflector.com/2021/08/20/judge-orders-kansas-to-pay-nearly-2-3-million-in-legal-fees-and-expenses-in-child-welfare-lawsuit/">settled a lawsuit last year</a> to require improvements in the foster care system.&nbsp;Woody clarified her remarks for this story.

“Millions of dollars were transferred — Saint Francis now alleges 
fraudulently — for IT services it did not receive instead of going 
toward Saint Francis’s obligation to protect children in foster care, 
money that St. Francis is now trying to recoup through a lawsuit,” Woody
 said. “The Kansas Legislature must demand financial transparency from 
Saint Francis and hold it accountable for any harm suffered by children 
in Kansas foster care due to financial or other improprieties. This 
situation continues to demonstrate the need for enhanced and continued 
oversight and reform of Kansas’ foster care system.”

Saint Francis enlisted the services of Parris Communications, based 
in Kansas City, Missouri, to distribute Kossover’s response to news 
outlets that published the Kansas Reflector story.

Kansas Reflector sent a list of seven questions seeking clarification about Kossover’s response.

“Saint Francis Ministries stands by their previous statement and has 
no further comment at this time,” said Laurie Roberts, president of 
Parris Communications.

Nebraska Sen. Machaela Cavanaugh sent a letter Thursday to Nebraska Attorney General Doug Peterson in response to an <a target="_blank" href="https://kansasreflector.com/2022/08/11/fbi-seizing-bank-deposits-in-alleged-10-million-fraud-of-kansas-foster-care-provider-saint-francis-ministries/">Aug. 11 story</a> by Kansas Reflector about federal authorizes moving to seize $10 million from the former Saint Francis IT director.

The letter asks the attorney general to launch an investigation into 
Nebraska’s dealings with Saint Francis and its former leaders, and to 
compel the parties to preserve any evidence relating to the contract 
with Nebraska.

The request is a reflection of ongoing concerns about the contract 
Nebraska awarded Saint Francis in 2019. The former CEO knowingly 
underbid the contract, and the state had to infuse an additional $110 
million into the deal in January 2021. But the organization continued to
 struggle with its obligations to care for foster children in Nebraska.

The organization <a target="_blank" href="https://kansasreflector.com/2021/12/14/kansas-foster-care-provider-agrees-to-leave-nebraska-after-months-of-scrutiny/">announced in December it would leave Nebraska</a>
 after investigations from the state’s inspector general and an 
oversight committee both concluded the state should end its relationship
 with Saint Francis.

Kossover’s response to Reflector’s reporting said state regulators 
and Saint Francis “agreed to mutually terminate the contract.”

“Nebraska ended privatization in the state, and did not replace Saint Francis with another contractor,” Kossover said.

In an interview for this story, Cavanaugh said the poor performance 
by Saint Francis played an “enormous part” in the decision to terminate 
the contract. The investigations, <a target="_blank" href="https://kansasreflector.com/2021/12/23/audit-of-kansas-foster-care-provider-scrutinizes-financial-controls-it-costs-ceo-travel-ppp-loan/">a Kanas auditor’s report</a> and depositions from a lawsuit in Nebraska all raised concerns, Cavanaugh said.

“There was this picture of systematic failure on the part of Saint 
Francis Ministries to do what was statutorily required in child welfare 
in Nebraska,” Cavanaugh said.

Before Saint Francis announced the decision to terminate the 
contract, Cavanaugh had already filed legislation that would have forced
 the state to sever ties with the organization.

Cavanaugh said the attempt to characterize the departure as a 
“mutual” agreement was an attempt to avoid responsibility “for this 
atrocious contract.”

“Is ‘atrocious’ too mild of a word?” Cavanaugh said.

In an interview for this story, Cavanaugh questioned the organization’s decision to complain about Kansas Reflector’s reporting.

Any organization that deals in child welfare should welcome public scrutiny, Cavanaugh said.

“Things happen within the child welfare system,” Cavanaugh said. 
“It’s never going to be perfect, but we need to know about them. We need
 to document them, and we need to be able to fix them. So reacting so 
viscerally to people wanting to make sure that high-quality child 
welfare exists in Kansas and Nebraska is very concerning and a big red 
flag. Especially after you have lost millions of dollars.”

Kansas Rep. Jarrod Ousley, a Merriam Democrat who serves on the 
foster care oversight committee, said he has had concerns with every 
foster care provider in Kansas, and “Saint Francis stands out” because 
of the financial mismanagement “by a few bad players.”

There are still “too many headlines,” Ousley said, about tragedies 
involving foster children, kids sleeping in offices, and delays in 
finding permanent placements.

“The facts are the facts,” Ousley said. “I’d like to think that Saint
 Francis as an organization, once they discovered it, made changes. It 
is what it is, and I don’t see any reason to be sensitive.”

Kossover’s response said Saint Francis is financially sound and proud of its work.

“This outcome is due to hard work, sacrifice, and dedication of the 
entire Saint Francis Ministries team,” Kossover said. “What has 
transpired in the past will not define our legacy. Saint Francis 
Ministries has faithfully transformed lives for over 75 years and 
remains committed to our mission of providing healing and hope to 
children and families.”

Machaela Cavanaugh sent a letter Thursday to Nebraska Attorney General Doug Peterson in response to an <a target="_blank" href="https://kansasreflector.com/2022/08/11/fbi-seizing-bank-deposits-in-alleged-10-million-fraud-of-kansas-foster-care-provider-saint-francis-ministries/">Aug. 11 story</a> by Kansas Reflector about federal authorizes moving to seize $10 million from the former Saint Francis IT director.The letter asks the attorney general to launch an investigation into 
Nebraska’s dealings with Saint Francis and its former leaders, and to 
compel the parties to preserve any evidence relating to the contract 
with Nebraska.The request is a reflection of ongoing concerns about the contract 
Nebraska awarded Saint Francis in 2019. The former CEO knowingly 
underbid the contract, and the state had to infuse an additional $110 
million into the deal in January 2021. But the organization continued to
 struggle with its obligations to care for foster children in Nebraska.The organization <a target="_blank" href="https://kansasreflector.com/2021/12/14/kansas-foster-care-provider-agrees-to-leave-nebraska-after-months-of-scrutiny/">announced in December it would leave Nebraska</a>
 after investigations from the state’s inspector general and an 
oversight committee both concluded the state should end its relationship
 with Saint Francis.Kossover’s response to Reflector’s reporting said state regulators 
and Saint Francis “agreed to mutually terminate the contract.”“Nebraska ended privatization in the state, and did not replace Saint Francis with another contractor,” Kossover said.In an interview for this story, Cavanaugh said the poor performance 
by Saint Francis played an “enormous part” in the decision to terminate 
the contract. The investigations, <a target="_blank" href="https://kansasreflector.com/2021/12/23/audit-of-kansas-foster-care-provider-scrutinizes-financial-controls-it-costs-ceo-travel-ppp-loan/">a Kanas auditor’s report</a> and depositions from a lawsuit in Nebraska all raised concerns, Cavanaugh said.“There was this picture of systematic failure on the part of Saint 
Francis Ministries to do what was statutorily required in child welfare 
in Nebraska,” Cavanaugh said.Before Saint Francis announced the decision to terminate the 
contract, Cavanaugh had already filed legislation that would have forced
 the state to sever ties with the organization.Cavanaugh said the attempt to characterize the departure as a 
“mutual” agreement was an attempt to avoid responsibility “for this 
atrocious contract.”“Is ‘atrocious’ too mild of a word?” Cavanaugh said.<figure>

 </figure><h2>Transforming lives</h2>In an interview for this story, Cavanaugh questioned the organization’s decision to complain about Kansas Reflector’s reporting.Any organization that deals in child welfare should welcome public scrutiny, Cavanaugh said.“Things happen within the child welfare system,” Cavanaugh said. 
“It’s never going to be perfect, but we need to know about them. We need
 to document them, and we need to be able to fix them. So reacting so 
viscerally to people wanting to make sure that high-quality child 
welfare exists in Kansas and Nebraska is very concerning and a big red 
flag. Especially after you have lost millions of dollars.”Kansas Rep. Jarrod Ousley, a Merriam Democrat who serves on the 
foster care oversight committee, said he has had concerns with every 
foster care provider in Kansas, and “Saint Francis stands out” because 
of the financial mismanagement “by a few bad players.”There are still “too many headlines,” Ousley said, about tragedies 
involving foster children, kids sleeping in offices, and delays in 
finding permanent placements.“The facts are the facts,” Ousley said. “I’d like to think that Saint
 Francis as an organization, once they discovered it, made changes. It 
is what it is, and I don’t see any reason to be sensitive.”Kossover’s response said Saint Francis is financially sound and proud of its work.“This outcome is due to hard work, sacrifice, and dedication of the 
entire Saint Francis Ministries team,” Kossover said. “What has 
transpired in the past will not define our legacy. Saint Francis 
Ministries has faithfully transformed lives for over 75 years and 
remains committed to our mission of providing healing and hope to 
children and families.”

CONCORDIA - The Cloud County Health Center Board of Trustees voted unanimously to gift the existing hospital land to the City of Concordia land bank for the purpose of developing moderate to high income housing.

The City of Concordia in partnership with CloudCorp released a housing study in August revealing a deficit in moderate income and higher income housing. Earlier this year, the state legislature allocated funding for rural moderate income housing and applications to utilize the funds are due at the end of September. In order to qualify, the City of Concordia must identify land to build a subdivision or provide existing lots to use for infill in established neighborhoods.

Grant candidates must also demonstrate local partnership and local resources available to supplement the grant funds.

The new North Central Kansas Medical Center will be opening later in the Fall along College Drive. The existing building will be razed to useable acreage at the end of the year and into early 2023.

“It was our hope to use the land in a way that could benefit the entire community,” said Phil Gilliland, President of the Board of Trustees. “Housing isn’t just a need for the hospital, but a need for every employer in the county. We have a golden opportunity to grow our community and our tax base in a way that we haven’t had in decades. The Board of Trustees are pleased to take that first step and encourage all of our partners to find a way to contribute to this worthy project.”
