Salina's ultrathin bonded asphalt surface project continues

Whiskey barrel rock, country, and southern rock concerts are coming to downtown Salina's Stiefel Theatre this fall.

The Stiefel Theatre, 151 S. Santa Fe Avenue, announced on Thursday that the Sunset Sinners, Marty Stuart, and 38 Special will headline concerts this fall.

Sunset Sinners with Paramount 8 p.m. October 22

The concerts kick off with Salina's own Sunset Sinners, who describe their music as whiskey barrel rock, a fusion of classic and southern rock, with a tinge of red dirt country. Sunset Sinners' high-energy live shows mix in their hit songs along with Sinnerized classic covers.

Another Salina band, Paramount, is scheduled to open for the Sunset Sinners.

Sinners drummer Blake Blackim told Salina Post that the concert will have a "fun party Oktoberfest atmosphere." The band plans to honor those who work in healthcare. Additionally, Dr. Sean Herrington, an emergency medicine physician at Salina Regional Health Center, is scheduled to perform a couple of songs with the Sunset Sinners, Blackim said.

The Sunset Sinners now have three songs on the Nashville Music Row Radio Charts: Always Time For One More Beer, Friday Night, Old Glory. Blackim said the band's live album, Original Sin, is scheduled to be out on Aug. 19.

With legends like George Jones, Johnny Cash, and Merle Haggard all passed on, country music purists often echo the question Jones himself asked: “Who’s going to fill their shoes?” The answer, in part, is Marty Stuart, according to information from the Stiefel Theatre. 

While he’s too gracious to admit it himself, the Grammy-winning singer, songwriter and musician is living, breathing country-music history. On Wednesday, Bryant and Bryant Construction of Halstead continued replacing deteriorated concrete panels at the intersection of S. Ohio Street, Belmont Boulevard, and E. Wayne Avenue.

During construction, the inside through lanes and left turn lanes of Ohio will be closed to traffic. Due to the proximity of traffic to the work, speed limits through the intersection will be reduced to 20 mph. Through traffic is encouraged to avoid the area altogether and find different routes to their destinations.

This phase is expected to last two weeks, weather permitting. The $470,000 project is a holdover of the City of Salina's $4.7 million 2021 street maintenance capital improvement program.

The commission conducted public interviews of nominees for the position Wednesday at the Saline County Courthouse.&nbsp;

Serrault-Wiseman’s new position will be effective on her swearing-in. She is a court services officer for the 28th Judicial District.&nbsp;&nbsp;

&nbsp;The 28th Judicial District is composed of Saline and Ottawa counties. Serrault-Wiseman selected for district magistrate position in Saline County

Marymount Road south of Old Highway 40 remains closed after a diesel fuel tanker rolled early this morning.

The earlier closing notice from Saline County reported that a rail car had overturned, however, Saline County Sheriff Roger Soldan said this morning that it was a tanker containing train diesel fuel being pulled by a Mack truck that had overturned.

The rig, owned by Locomotive Services out of Texas, was turning south off of Old Highway 40 onto Marymount Road when the Mack cut the corner too closely, causing wheels to drop off the roadway and the tanker to roll, Soldan said.

The wreck occurred at approximately 2:42 a.m. Thursday.

Additional Locomotive Services personnel arrived and were off-loading fuel from the tanker. That work was expected to be completed later today. 

Soldan said a bit of fuel from the Mack fuel tank spilled, but that it appeared no fuel spilled from the tanker.

The intersection of Marymount Road and Old Highway 40 is closed due to a rail car turnover. Please avoid the area to allow responders to work.

A car purchased by fraudulent means from a Salina dealership was later located in a suburb of Chicago.

Salina Police Captain Paul Forrester said this morning that earlier this month, an unknown suspect used a fraudulent identification from Texas to arrange financing and purchase a 2020 Kia Stinger from Long McArthur, 3450 S. Ninth Street.

The person had the car picked up by truck on July 13.

After the fraudulent purchase was reported to the Salina Police Department, police personnel entered the the vehicle's information into the national database and got a hit from Calumet City, Ill., where the car had been impounded on Sunday, Forrester said.

The car is being returned to Long McArthur, he added.

Car purchased illegally in Salina later found near Chicago

McPHERSON&nbsp;– A McPherson woman Wednesday entered a no-contest plea to charges of second-degree reckless murder and battery on a law enforcement officer in connection with the death of a McPherson man in 2020, Kansas Attorney General Derek Schmidt announced Thursday.

Tina Nicole Brown, 35, entered the plea Wednesday in McPherson County District Court. Judge John B.&nbsp;Klenda&nbsp;accepted the plea and scheduled sentencing for Nov. 1 at 10 a.m.

The charges stemmed from an investigation into the death of Kelly G. Peterson in February 2020. The case was investigated by the Kansas Bureau of Investigation and the McPherson Police Department.

AG: McPherson woman pleads to 2nd-degree murder, battery on LEO

Less than nine months since breaking ground, Rolling Hills Zoo (RHZ) is thrilled to announce the opening their new exhibit, Pride of the Prairie, on Friday.

Mimicking the savanna grasslands of Africa, the native tall grass prairies of Kansas served as the inspiration for Rolling Hills Zoo’s new African lion experience which encompasses nearly 20,000 sq. ft. This new exhibit doubles the size of the lions’ original outdoor yard and includes a massive visitors’ cave, a new indoor habitat and additional off-exhibit housing.

From inside the immersive rocky cave guests will experience face-to-face encounters with the lion pride from the safety of the cave’s viewing area. A special training window inside the cave will allow guests to be just feet away as animal care staff safely perform daily husbandry with the lions, all part of the exemplary care given to each animal at the zoo.

Another exciting feature of The Pride of the Prairie will be additional housing to introduce a male to the zoo’s pride. This building has four giant viewing windows where guests can observe the lion as it is safely introduced to the pride. In the future this space will serve as a den for a lioness and her cubs during their first few months of life, offering guests a “first look” of the new offspring.

Unlike any other lion habitats in Kansas, The Pride of the Prairie provides a high “cliff like” vantage point for the lions to ascend as they keep a watchful eye on their domain, mimicking behaviors in their native savanna.

The new Pride of the Prairie habitat ensures that Rolling Hills Zoo continues to exceed the Association of Zoos and Aquariums’ high standard of care for African lions by doubling their outdoor space.

“The support for this project is nothing short of amazing, and I’m really excited to see the Pride of the Prairie enjoyed by zoo visitors and our lions for years to come,” shared Ryan VanZant, RHZ executive director, on the opening of the new lion experience.

The lead gift for the new Pride of the Prairie exhibit was donated by Bill Graves and Martha Graves Reese of the William H. Graves Family Foundation. This gift provided a one-to-one challenge to fully fund the project. Thanks to contributions of literally hundreds of donors, businesses and foundations who stepped up to the challenge, Rolling Hills Zoo’s new Pride of the Prairie exhibit will open to the public in August.

Recent public opinion polls show high levels of interest and concern in public school education. That probably shouldn't be surprising, after the past few years with COVID-19 and subsequent policies to address the pandemic. But what do people want public schools to focus on, and how should schools respond? The good news is that what those who were surveyed said lines up with the "Kansans Can" school plan set by the State Board of Education.

According to a new poll for the&nbsp;<a href="https://s3.documentcloud.org/documents/22086577/education-poll.pdf">American Federation of Teachers</a>, the highest priority goals for schools to teach are “fundamental skills” in reading, math and science, followed by practical life skills, critical thinking and reasoning, and skills to succeed in college or careers. These results generally reinforce the&nbsp;<a href="https://www.grinnell.edu/news/grinnell-poll-education-march-22">Grinnell College poll&nbsp;</a>released in March, which found that by far the highest priority is teaching reading, writing and math, followed by home economics and budgeting, then useful job skills.

Another new poll this summer commissioned by&nbsp;<a href="http://dfer.org/wp-content/uploads/2022/07/Baseline-Nationwide-BG-Education-Summer-2022-.pdf">Democrats for Education Reform&nbsp;</a>found that 87 percent of respondents believe most students lost ground during the COVID pandemic and only 12 percent believe students have mostly caught up. To help students recover, that poll found the strongest support for expanding one-on-one and small group tutoring, with improving school security and safety close behind. Increasing teacher salaries and increasing student mental health services ranked higher than expanding after school and summer school programs, hiring more teachers and expanding special education.

The public wants progress, not just getting back to the way it was. More respondents favored schools preparing students for future jobs (56 percent) than getting back to teaching the way they were before the pandemic (34 percent).

Those results seem clear. The public feels that teaching “the basics” - reading, writing, math, science – are the highest priority. However, academic basics are not the only priority. There are also concerns about “practical skills” and preparation for employment. There are concerns over safety and mental health. The public realizes that the impact of school closures, learning disruptions and health issues for students and families due to COVID set back learning and wants to see students recover. There are also concerns about the quality of educators in the classroom.

If those issues sound familiar to school leaders, it may be because they are all part of the State Board of Education’s “Kansans Can” vision and outcomes, which are becoming the basis of school accreditation and accountability. (More information on school accountability&nbsp;<a href="https://www.kasb.org/45132?articleID=108024">here</a>.) They are supported by recent legislation and federal assistance to schools.

Kansans Can asks school districts to focus on these areas: kindergarten readiness to help prepare students to learn, academic skills to prepare students for postsecondary training and jobs, addressing social-emotional needs which include mental health, helping students develop individual plans based on their interests, and increasing the percentage of students who graduate high school and transition to postsecondary training, from technical programs to four-year college and beyond.

Kansas has been increasing high school graduation rates and postsecondary completion – until the COVID pandemic. However, academic skills as measured by standardized tests – the only statewide measures we have – began declining a decade ago when school funding was reduced and fell further behind during the COVID pandemic. This school year, districts are receiving the final year of the six-year Gannon school funding plan. They are also receiving hundreds of millions in federal COVID aid and increased state aid for safety, mental health and supplemental math instruction, as well as new requirements for reading instruction.

What this means for school districts

These poll results suggest a strong focus on all the Kansans Can outcomes – implementation, communications and results – would demonstrate schools are working to address the highest priority public concerns and can help improve public confidence.

Implementation.&nbsp;School boards are adopting budgets this summer under a new state law requiring review of state assessments results, directing resources to improving those results, and estimating the time required to move students to postsecondary readiness. Going forward, school leaders should continue to review how their district is addressing all areas of Kansans Can outcomes, from kindergarten readiness to postsecondary success, especially as the State Board shifts more emphasis to these areas for accreditation.

Communications.&nbsp;Efforts to address public concerns will go unnoticed unless schools talk about what they are doing. Districts need to plan how they will share and explain their school improvement efforts with parents and community members, including elected officials.

Results.&nbsp;With increased school funding, districts have been adding new staff and programs to support student learning, address health and safety concerns, recover from COVID losses, and create more personalized learning to help students prepare for the workforce. They have also been raising teacher salaries. With those funds, schools will be under intense scrutiny over results – and the most important results, these polls say, are academic basics.

TALLMAN EDUCATION REPORT: Poll results support Kansans Can outcomes

Today is Thursday, Aug. 4, the 216th day of 2022. There are 149 days left in the year.

On Aug. 4, 1944, 15-year-old diarist Anne Frank was arrested with her sister, parents and four others by the Gestapo after hiding for two years inside a building in Amsterdam. (Anne and her sister, Margot, died at the Bergen-Belsen concentration camp.)

In 1790, the U.S. Coast Guard had its beginnings as President George Washington signed a measure authorizing a group of revenue cutters to enforce tariff and trade laws and prevent smuggling.

In 1830, plans for the city of Chicago were laid out.

In 1916, the United States reached agreement with Denmark to purchase the Danish Virgin Islands for $25 million.

One year ago: Sydney McLaughlin smashed the world record and Dalilah Muhammad broke it as well in an American 1-2 finish in the women's 400 hurdles at the Tokyo Olympics. Andre De Grasse of Canada won the Olympic gold medal in the 200-meter race five years after finishing second to Usain Bolt in Rio; De Grasse won in a national record time of 19.62 seconds. Belarusian Olympic sprinter Krystsina Tsimanouskaya, who feared for her safety at home after criticizing her coaches on social media, flew into Warsaw on a humanitarian visa after leaving the Tokyo Olympics.

Tri-Rivers Fair invites kids out Thursday night

A mild overnight period with chances for showers and thunderstorms in south-central and southeast Kansas.&nbsp;

Temperatures will not be as hot but still a little above normal on Thursday. Areas of southwest Kansas will still hold temperatures near 100 degrees. Precipitation chances will be minimal for Thursday.

Police are looking for the person who rode off with a bicycle and other merchandise from a south Salina sporting good store Tuesday evening.

At approximately 6:30 p.m. Tuesday, a man entered Dunham Sports, 2259 S. Ninth Street, walked back out, and re-entered the store a short time later.

The man grabbed an Adidas backpack, valued at $55, and some other merchandise valued at approximately $100, and then rode out of the store and into the Central Mall on a Kamp bike, valued at $450, Salina Police Captain Paul Forrester said this morning.

The man was described as being a 5'9" to 6' white male weighing approximately 170-200 who had a tattoo sleeve on his left forearm, Forrester said.

BROOKVILLE - Three people were arrested after a disturbance in a Brookville residence Tuesday night.

Tiffany Miller, 25, of Salina, went to her ex-boyfriend's residence in the 500 block of Perry Street in Brookville to pick up some of her belongings that had been set out on the front porch for her, Saline County Sheriff Roger Soldan said this morning. 

Miller believed that not all of her belongings were there, so she and two people with her - Peter McSpadden, 26, of Salina, and Tyson Robb, 19, of Minneapolis - kicked in the door and entered the residence. Once inside, they confronted Miller's ex-boyfriend and his new girlfriend. The encounter became a physical altercation, Soldan said.

The incident occurred shortly before 9:18 p.m. Tuesday.

Miller was arrested on the following requested charges, Soldan said.

Robb was arrested on the following requested charges, Soldan said.

McSpadden was arrested on the following requested charges, Soldan said.

Disturbance in Brookville Tuesday night results in arrest of 3

A pursuit that began in Salina early this morning, ended with stop spikes in Ellsworth County.

Salina Police Captain Paul Forrester said this morning that a black Audi 7 was northbound on N. College Avenue at approximately 2 a.m. Wednesday when it failed to signal that it was turning west onto W. Ash Street. An officer followed the car, and once it turned south onto N. Broadway Boulevard, another officer attempted to stop the car, but it took off west on State Street to Kansas Highway 140, then north on N. Halstead Road, and west on State Street.

The car reached speeds of more than 100 mph on K-140, and the officers terminated their pursuit in the 3900 block of State Street because of the excessive speed, Forrester said.

At approximately 2:10 a.m., a deputy spotted the car and attempted to stop it in the 8800 block of W. Crawford Street, Saline County Sheriff Roger Soldan said this morning. The Audi took off again, sometimes reaching speeds of up to 130 mph on K-140, Soldan said.

The Audi was finally stopped when stop spikes were deployed on K-140 inside Ellsworth County, and the driver, Kaleb Beaugh, 29, of rural Saline County, was apprehended.

Soldan said Beaugh was arrested on the following requested charges.

Saline County man arrested after high-speed pursuit

The City of Salina has announced a special Salina City Commission meeting for this afternoon.

The Salina City Commission is scheduled to meet at 1 p.m. Wednesday in room 105 of the City-County Building, 300 W. Ash Street, for discussion and possible action regarding the city’s pending application for $24.9 million in funding from Rebuilding American Infrastructure with Sustainability and Equity (RAISE) 2022 grant funds for the Old Smoky Hill River Bridge Replacement Project.

The meeting is in response to an email received Tuesday from the U.S. Department of Transportation requesting confirmation by 5 p.m. EST Wednesday of the availability of additional matching funds or a reduction in project scope such that the project could be completed if the project were to receive a $20.1 million RAISE award.

A meeting notification, agenda, and related information will be posted to the city’s website prior to the meeting.

City of Salina announces special commission meeting today

A blaze destroyed a $40,000 tractor late Monday night south of Brookville.

Saline County Sheriff Roger Soldan said this morning that Ronald Hazelton, McPherson, was driving his 1989 Ford 7710 diesel tractor in a field on the east side of the 6500 block of S. Brookville Road just before 11:30 p.m. Monday when a fire started near the battery of the tractor. That area of S. Brookville Road is on the Smoky Hill Air National Guard Range, Soldan noted.

Hazelton attempted to extinguish the fire with water, but the blaze soon engulfed the tractor and destroyed it, Soldan said.

“Price is what you pay, value is what you get,” Warren Buffet is fond of saying. That line was running through my head recently as my wife and I were preparing to have some flooring replaced in our kitchen and living room. We had moved all the furniture out of the way and thought we might try to speed the process along, and save a little money, by starting the demolition process ourselves. The floating floor we installed in the kitchen when we first moved in came out without any problem. The linoleum underneath was a different story. Actually, it turned out there were two layers of vinyl covering. After working up a sweat removing a small section of flooring that was atomically bonded to the subfloor, we decided the cost savings weren’t as valuable as we initially thought. We left the rest to the professionals. It’s a good reminder that price is only one side of the equation, and it’s difficult to judge the utility of something by only looking at half the calculation. It’s something I hope everyone keeps in the back of their minds as budget season for cities, counties and school districts is in full swing. In the coming weeks the majority of Kansans are likely to receive letters from at least one of these governing bodies of their intent to raise property taxes. These notices will include the value of your property, the tax you paid in the last year and a variety of other information. The date, time and location of a public hearing on the budget also will be included, and that’s where community members can offer their input on the proposed tax increase. The direct notices are relatively new and add an extra layer of transparency to the usual public notices published in a local newspaper and posted on government websites. Hopefully they’ll function as intended and spur more public feedback on budgets. Whether it’s through people attending the public hearings or having private conversations with county commissioners, city councilors or school board members, more engagement in the process will help ensure the taxes levied match the value of services the community desires. I will note that these conversations should be approached with a degree of caution because the public hearing is toward the end of a months-long process of drafting a budget and setting tax rates. If, for some reason, you’re hoping for a larger tax increase than proposed, you’re going to be out of luck since the maximum mill levy will have already been established. But public pressure can still lower the levy and reduce tax bills if elected officials are persuaded to do so. Officials have to strike a balance between the services the public wants at a price they’re willing to pay. The wants are often well intentioned, even reasonable, but they’re also unlimited. The appetite for tax increases is usually more subdued, at least by the public. When offering your opinion on a budget, keep in mind the other side of the equation. Cutting taxes is popular until it results in service reductions. The same way saving money on a new floor sounds like a good idea until you’re on the ground with a pry bar trying to pull off two layers of linoleum. I have no doubt some are willing to pay that price. I, on the other hand, discovered that getting the lowest bid possible isn’t always the greatest value.
