MANHATTAN –&nbsp;Kansas State University has announced that it will be hosting two in-person junior producer days in the Spring 2023.&nbsp;

University officials said&nbsp;K-State Junior Swine Producer Day will be March 11, and K-State Junior Meat Goat Producer Day will be March 18. The events are co-sponsored by the K-State&nbsp;Youth Livestock Program, K-State Research and Extension, and the Department of Animal Sciences and Industry.&nbsp;

Officials said registration for Junior Swine Producer Day is due Feb. 15 and the deadline to register for Junior Meat Goat Producer Day is Feb. 22.&nbsp;&nbsp;

The&nbsp;junior day programs are one-day educational opportunities for youth, parents, project leaders, extension agents and others to increase their knowledge of youth livestock production and management.&nbsp;Tentative topics include project selection, nutrition and feeding, meat science, health, reproduction, grooming, showmanship, and the state livestock nomination process.&nbsp;

K-State faculty members, staff, students, extension agents and guest speakers will lead sessions. All ages are welcome, but all attendees – including adults - must register online.&nbsp;

In addition, both events will offer&nbsp;instructor-led training for youth attendees to earn their YQCA certification, provided as an optional session after each junior day program. The training is expected to last approximately one hour.&nbsp;

YQCA is a national youth livestock quality assurance program in its fifth year and is required for all exhibitors who plan to show in the Kansas State Fair Grand Drive and/or Kansas Junior Livestock Show (KJLS). Those who indicate during the registration process that they plan to stay and participate in the training will receive additional details as the event approaches.&nbsp;&nbsp;

The cost for each junior day is $20 per person for those who register by the deadline, and $25 per person for those who register after the deadline.&nbsp;Those who register after the deadline will not receive a t-shirt.&nbsp;&nbsp;&nbsp;

SALINE COUNTY—One person was injured in an accident just before 11:30 a.m. Friday in Saline County.

The Kansas Highway Patrol reported a Hemtt A4 Re-Fuel driven by Nelis R. Pena, 24, Atlanta, Ga., was eastbound on Water Well Road at Centennial Road.

The driver missed the turn. He attempted to turn around and backed up into a field. The vehicle got stuck and rolled in the south ditch.

EMS transported a passenger Malik L. Stephenson, 24, Newport News, Va., to Salina Regional Health Center. Pena was not injured. Both were properly restrained, according to the KHP.

The Saline County Department of Emergency Management and Cybersecurity and Infrastructure Security Agency are offering an Active Shooter Security workshop on Feb. 15.

The workshop is scheduled for 9 a.m. to 4 p.m. in the chapel at Webster Conference Center, 2601 N. Ohio, Salina.

UPDATE: Active Shooter Security workshop full

The City of Salina's sanitation department collects approximately 95,000 tons of waste annually. Where does all that garbage go? The Salina Municipal Landfill.&nbsp; James Teutsch, public works director for the City of Salina, said at the city commission study session this week that The City of Salina is working to be at "Zero Waste" by 2050.&nbsp;

Getting to actual zero waste is impossible. Humans will always have waste.&nbsp; Mayor Mike Hoppock put into context what the working definition of Zero Waste means for Salina.&nbsp;

"'Zero Waste' is defined as a philosophy that promotes reuse, recycling, and conservation programs. And also emphasizes sustainability for the entire lifecycle of products. Also, we do a lot of stuff with the landfill. The city has a landfill, how can we conserve that landfill to last as long as possible? By reducing trash, you also extend the life of that landfill for however long it's useful for your community," Hoppock said.

Last year consultants with SCS Engineering in Wichita and City of Salina Sanitation employees, conducted a waste characterization study where they took samples from the landfill and analyzed each piece of waste and categorized it based on what type of waste it was. At the work session, Renee Crenshaw, an SCS engineer, presented the studies findings to commissioners.&nbsp;

"Different types of plastic, paper, food waste, textiles we looked at this wide range of items, categorized them into bins and weighed them and came up with percentages for what we thought based on this little snapshot in time, what kind of trash the Salina landfill was was receiving from a residential standpoint, and from a municipal solid waste standpoint. I think we have 20 different categories," Crenshaw said.&nbsp;

The goal of the 2022 study was to provide the city with a deeper understanding of its waste streams, enabling data-driven and evidence-based decisions that result in efficient use of resources and progress toward increased waste reduction, and allow for a comparison to historical studies.

In order to get a better grasp on commercial waste, The team of engineers with SCS, took a look at how two area businesses, Martinelli's, 158 S. Santa Fe Avenue, and Dillon's, 1201 W. Crawford Street, currently manage their organic waste and what sustainable strategies have been implemented to reduce waste and encourage recycling.&nbsp;&nbsp;

According to the study, a robust compost program was established at Dillon’s a year and a half ago, beginning in a pilot program in the store off of S. Ohio Street in Salina. Greg Moore worked at that store at the time and assisted with the pilot program. The pilot program resulted in decreased trash generation and it reduced the frequency of dumpster emptying from once every eight or nine days to once every 20 days or so. 

A reduction in landfill disposal costs were observed, although the study indicated these costs may be offset by the costs to transport composted materials to a third party in Hutchinson. The study found that the Dillon's on W. Crawford Street composts a total of&nbsp;1,350 gallons per week, which equates to approximately 70,200 gallons per year.

Almost all Dillon’s stores have begun to roll-out the program, except for some of the smaller stores in more rural areas.&nbsp; At the time of the study, the W.&nbsp; Crawford Street store was still in the process of rolling out its organics program. The store has already seen benefits from the program, such as the required frequency of emptying the trash dumpster being reduced from once every seven to eight days to once every 14 to 15 days.&nbsp;

For 20 years, Martinelli’s has recycled its used oil via a third-party company, Darling Ingredients, who uses it to make biofuel. Used cooking oil is collected from the kitchen and transferred to a used oil container located behind the restaurant. Once a month, this container is emptied.&nbsp;

The employees at Martinelli’s also work hard to utilize all parts of the foods in their recipes, including “ugly” produce. For example, a lot of their vegetable scraps are used in their steak soups. They also pay close attention to expiration dates, and work hard to use food before it expires. When carry out orders are not picked up, Martinelli’s donates them to the Rescue Mission or similar organizations. This helps avoid cooked, edible food from being thrown away.

During the discussion on Monday, Vice Mayor Bill Longbine, asked how many years the Salina Landfill has left before it is at capacity.&nbsp;

"The landfill has about 180 years of life," Teutsch said. "We had talked about compacting and the efficiencies of needing to combat that waste as well as possible, and I think it's just important to mention that the landfill is a revenue-generating part of the City of Salina. So when we look at this, it is in our best interest to try to develop the most thoughtful, the most detailed, the most comprehensive, the most efficient way of going about building this zero waste initiative across a 30-year time span."

Teutsch said that The City of Salina builds nine-acre landfill cells on a five-year cycle.

"Because we bond each of those cells, and then the landfill revenue pays for those cells," Teutsch said. "So generally speaking, we're thinking with just a typical landfill cell of the size that we build around nine acres, in a five year period, it's around two and a half million dollars."&nbsp;

According to the study, the City of Salina has a history of tracking the amount and types of materials of municipal solid waste disposed at the Salina Landfill. These efforts have helped the city better understand its waste stream, develop policies and programs that reduce waste, encourage recycling, and facilitate sustainable materials management (SMM). The city recognizes there are additional opportunities for continued waste reduction and recycling in addition to its current programs.

Over the last two decades, the city has commissioned three waste characterization studies to quantitatively and qualitatively measure waste disposal. The historical studies were conducted in 1996-1997 and 2004. 

During their presentation, SCS engineers thanked the Salina Drive-thru Recycling Center for allowing access to their site, waste receipts, and for allowing the SCS team to use available equipment and staff resources to aid in obtaining and sorting samples.&nbsp;

Since the completion of the Waste Characterization study in 2o22, SCS engineers have went to work studying the data and identifying areas of waste that can be reduced, or better yet, recycled.

"We met with the Zero Waste initiative group in September and we have the public opinion survey, which is going to focus on seeking information about what the community thinks about recycling, composting, other types of material diversion, how important it is to them. It's intended to go live on Monday," Crenshaw said.

The 18-question survey, which will be distributed starting Monday, will ask citizens of Salina questions about their opinions and feelings relating to recycling, composting, reusing, and reducing. The survey will have behavioral questions like, "How often do you use the Salina Drive-thru Recycle Center?" and "How much would you be open to paying for curbside recycling?"&nbsp;

"The public online survey is going to be on a Survey Monkey web link, I believe that there's some advertisement that's going to go out with a water bill, like a couple of lines at the bottom of everyone's water bill for a month, it'll be open from Jan. 30 to March 3. And then, there'll also be some information on the City of Salina website and media with the other Facebook as well, to kind of advertise and seek public engagement for that," Crenshaw said.&nbsp;

By NATE KING Salina PostThe City of Salina's sanitation department collects approximately 95,000 tons of waste annually. Where does all that garbage go? The Salina Municipal Landfill.&nbsp; James Teutsch, public works director for the City of Salina, said at the city commission study session this week that The City of Salina is working to be at "Zero Waste" by 2050.&nbsp;<h2>What does "Zero Waste 2050" mean?</h2>Getting to actual zero waste is impossible. Humans will always have waste.&nbsp; Mayor Mike Hoppock put into context what the working definition of Zero Waste means for Salina.&nbsp;"'Zero Waste' is defined as a philosophy that promotes reuse, recycling, and conservation programs. And also emphasizes sustainability for the entire lifecycle of products. Also, we do a lot of stuff with the landfill. The city has a landfill, how can we conserve that landfill to last as long as possible? By reducing trash, you also extend the life of that landfill for however long it's useful for your community," Hoppock said.<h2>2022 Waste Characterization Study</h2>Last year consultants with SCS Engineering in Wichita and City of Salina Sanitation employees, conducted a waste characterization study where they took samples from the landfill and analyzed each piece of waste and categorized it based on what type of waste it was. At the work session, Renee Crenshaw, an SCS engineer, presented the studies findings to commissioners.&nbsp;<figure>

 </figure>"Different types of plastic, paper, food waste, textiles we looked at this wide range of items, categorized them into bins and weighed them and came up with percentages for what we thought based on this little snapshot in time, what kind of trash the Salina landfill was was receiving from a residential standpoint, and from a municipal solid waste standpoint. I think we have 20 different categories," Crenshaw said.&nbsp;The goal of the 2022 study was to provide the city with a deeper understanding of its waste streams, enabling data-driven and evidence-based decisions that result in efficient use of resources and progress toward increased waste reduction, and allow for a comparison to historical studies.<figure>

 </figure>In order to get a better grasp on commercial waste, The team of engineers with SCS, took a look at how two area businesses, Martinelli's, 158 S. Santa Fe Avenue, and Dillon's, 1201 W. Crawford Street, currently manage their organic waste and what sustainable strategies have been implemented to reduce waste and encourage recycling.&nbsp;&nbsp;According to the study, a robust compost program was established at Dillon’s a year and a half ago, beginning in a pilot program in the store off of S. Ohio Street in Salina. Greg Moore worked at that store at the time and assisted with the pilot program. The pilot program resulted in decreased trash generation and it reduced the frequency of dumpster emptying from once every eight or nine days to once every 20 days or so. A reduction in landfill disposal costs were observed, although the study indicated these costs may be offset by the costs to transport composted materials to a third party in Hutchinson. The study found that the Dillon's on W. Crawford Street composts a total of&nbsp;1,350 gallons per week, which equates to approximately 70,200 gallons per year.Almost all Dillon’s stores have begun to roll-out the program, except for some of the smaller stores in more rural areas.&nbsp; At the time of the study, the W.&nbsp; Crawford Street store was still in the process of rolling out its organics program. The store has already seen benefits from the program, such as the required frequency of emptying the trash dumpster being reduced from once every seven to eight days to once every 14 to 15 days.&nbsp;For 20 years, Martinelli’s has recycled its used oil via a third-party company, Darling Ingredients, who uses it to make biofuel. Used cooking oil is collected from the kitchen and transferred to a used oil container located behind the restaurant. Once a month, this container is emptied.&nbsp;The employees at Martinelli’s also work hard to utilize all parts of the foods in their recipes, including “ugly” produce. For example, a lot of their vegetable scraps are used in their steak soups. They also pay close attention to expiration dates, and work hard to use food before it expires. When carry out orders are not picked up, Martinelli’s donates them to the Rescue Mission or similar organizations. This helps avoid cooked, edible food from being thrown away.During the discussion on Monday, Vice Mayor Bill Longbine, asked how many years the Salina Landfill has left before it is at capacity.&nbsp;"The landfill has about 180 years of life," Teutsch said. "We had talked about compacting and the efficiencies of needing to combat that waste as well as possible, and I think it's just important to mention that the landfill is a revenue-generating part of the City of Salina. So when we look at this, it is in our best interest to try to develop the most thoughtful, the most detailed, the most comprehensive, the most efficient way of going about building this zero waste initiative across a 30-year time span."Teutsch said that The City of Salina builds nine-acre landfill cells on a five-year cycle."Because we bond each of those cells, and then the landfill revenue pays for those cells," Teutsch said. "So generally speaking, we're thinking with just a typical landfill cell of the size that we build around nine acres, in a five year period, it's around two and a half million dollars."&nbsp;According to the study, the City of Salina has a history of tracking the amount and types of materials of municipal solid waste disposed at the Salina Landfill. These efforts have helped the city better understand its waste stream, develop policies and programs that reduce waste, encourage recycling, and facilitate sustainable materials management (SMM). The city recognizes there are additional opportunities for continued waste reduction and recycling in addition to its current programs.Over the last two decades, the city has commissioned three waste characterization studies to quantitatively and qualitatively measure waste disposal. The historical studies were conducted in 1996-1997 and 2004. During their presentation, SCS engineers thanked the Salina Drive-thru Recycling Center for allowing access to their site, waste receipts, and for allowing the SCS team to use available equipment and staff resources to aid in obtaining and sorting samples.&nbsp;<h2>2023 Community Survey</h2>Since the completion of the Waste Characterization study in 2o22, SCS engineers have went to work studying the data and identifying areas of waste that can be reduced, or better yet, recycled."We met with the Zero Waste initiative group in September and we have the public opinion survey, which is going to focus on seeking information about what the community thinks about recycling, composting, other types of material diversion, how important it is to them. It's intended to go live on Monday," Crenshaw said.The 18-question survey, which will be distributed starting Monday, will ask citizens of Salina questions about their opinions and feelings relating to recycling, composting, reusing, and reducing. The survey will have behavioral questions like, "How often do you use the Salina Drive-thru Recycle Center?" and "How much would you be open to paying for curbside recycling?"&nbsp;"The public online survey is going to be on a Survey Monkey web link, I believe that there's some advertisement that's going to go out with a water bill, like a couple of lines at the bottom of everyone's water bill for a month, it'll be open from Jan. 30 to March 3. Engineers give city commission update on Salina Landfill, waste diversion and more

PRATT&nbsp;– Seven lucky conservation organizations are set to receive special Commission Big Game Permits after their organization’s applications were drawn by Kansas Wildlife and Parks Commissioners during their public meeting on Jan. 12. 

The Commission Big Game Permit program – which the Kansas Department of Wildlife and Parks began in 2006 – allows Kansas chapters of eligible non-profit organizations to apply for one of seven big game permits, which can then be sold to raise funds for pre-approved conservation projects in the Sunflower State.

One elk, one antelope or up to seven deer permits are made available each year, and are issued depending on applicant preference. Each permit is either-species/either-sex and is valid statewide during any season in Kansas with legal equipment for that season. What’s even more “special” is that Commission Big Game Permits do not count against other big game permits the lucky bidder/license holder is eligible for.

Once a Commission Big Game Permit is sold by an organization, 15 percent of the total sale price is kept by the chapter. The remainder raised is then remitted to KDWP for use on a jointly-determined conservation project in Kansas. Chapters drawn may receive just one Commission Big Game Permit in a three-year period.

Based on applicant preference, seven deer permits were awarded to the following conservation groups for 2023:

A 74-year-old woman was able to escape with her dogs from a fire in her residence north of Salina Thursday afternoon.

Saline County Sheriff Roger Soldan said this morning that deputies and Rural Fire District No. 7 personnel were sent to the 5800 block of N. Bartley Road at approximately 2:24 p.m. Thursday for the report of a structure fire.

The 74-year-old woman who lived in the residence noticed smoke coming into the house from the garage. She grabbed her dogs and was able to escape with them without injury, Soldan said. She also was able to get her vehicle out of the garage before it burned.

Soldan said the fire destroyed the attached garage and burned part of the kitchen and pantry. Additionally, there was smoke damage throughout the house. No damage estimate was available.

It appeared that the fire began in a garage wall, however, the cause of the blaze has yet to be determined.

Someone attempts to burgle west-central Salina business via attic

Police are investigating an arson case in which a loud explosion damaged a residence in west-central Salina late Thursday night.

A 29-year-old Salina man told police that he was awakened by a loud explosion that broke the glass on his front porch light as well as drywall inside his residence in the 500 block of S. College Avenue, Salina Police Captain Paul Forrester said this morning. The incident occurred at approximately 11:50 p.m. Thursday.

Video from the man's surveillance camera shows a large cloud of smoke from his front porch.

Surveillance video from the neighborhood shows a male subject who was walking down the street throw an object on the front porch and then run southbound from the area. The explosion is then seen on the video, Forrester said. Other surveillance video from the area is being reviewed, he added.

Damage to the light and drywall was estimated at $150.

This week's 'KINA Saturday Morning' lineup

Earlier this month, my husband and I both were laid off from our jobs within a few days of each other. The layoffs were not our fault. The company is letting several people go as a cost-cutting measure. We cashed in an annuity because our finances have been tight, but the good news is he began training for a new job last week. We don’t have children, so I am interviewing or filling out applications every day. Should we use the cash from the annuity to live on until things are stable again, or should we use it to pay off debt?

If you haven’t done so already, contact your&nbsp;<a href="https://www.ramseysolutions.com/debt/what-to-do-when-you-cant-pay-your-bills" target="_blank">creditors</a>&nbsp;and explain what happened. Let them know the layoffs weren’t because either of you did anything wrong, and that you’ll get current with them as soon as possible. This is a scary situation you’re facing, so make sure you two keep the lines of communication wide open and encourage each other while you’re solving this problem.

The good news, though, is it sounds like things may be looking up. Support your husband all you can as he takes on his new job, and make sure you continue looking for work, too. A little extra money never hurts, so temporarily taking on a part-time gig while you’re looking for a permanent position isn’t a bad idea, either.

Of course, you need to be honorable and pay your&nbsp;<a href="https://www.ramseysolutions.com/debt/debt-definition" target="_blank">debts</a>&nbsp;if possible. But that may have to be put on hold for a while. Right now, the important thing is keeping food in the house and the lights and heat on. Hug on each other, stay determined and keep each other’s spirits up. You’re a team, and you’ll get through this.

Always remember, too, that prayer’s a good thing.

MCPHERSON – Irvin Wagner and the University of Oklahoma Trombone Choir will perform at McPherson College as part of the Fern Lingenfelter Artist Series.

The concert is scheduled for 3 p.m. Feb. 5 in Brown Auditorium. Concert admission is free. Wagner is a 1959 graduate of McPherson College and former band director.

In addition to the Trombone Choir, this high-energy concert will spotlight a Solo Trombone Quartet. The quartet features Brent Mead, principal in the Wichita Symphony; Randy Crow, an adjunct brass instructor at McPherson College; Dan Hinman, trombone professor at Kansas State University; and Matt Blauer from the Wichita Symphony, making McPherson the “trombone capitol of Kansas,” for the evening, according to Wagner. The Lingenfelter Concert will feature some of Wagner’s original compositions along with classical and jazz trombone pieces. Wagner’s concerts are fun, educational, and enjoyed by musicians and non-musicians.

Wagner’s remarkable career includes conducting, performing, and teaching trombone for 53 years at the University of Oklahoma. He is a founding member of the Oklahoma Brass Quintet and conducts the popular OU Trombone Choir. He is a member of the Oklahoma City Philharmonic and the conductor for many of that orchestra’s pops concerts. He has also been a guest conductor at the Kansas City Symphony, the Santa Fe (Argentina) Symphony, the Paraguay National Symphony Orchestra, the St. Petersburg Imperial Orchestra, and others. His compositions and arrangements are in demand by many major symphony orchestras and trombone choirs. In 2019, he received the International Trombone Association Lifetime Achievement Award.

He is a pioneer for trombone ensembles stemming from his education at Eastman School of Music, where he studied under Emory Remington and later began researching older music for trombone ensembles. The OU Trombone Choir, with Wagner as conductor, appears often at major conventions and many times at the International Trombone Festival. Approximately 30 musicians from the choir will perform at the McPherson concert.

&nbsp;“I have been fortunate to travel to many parts of the world as a trombone soloist and conductor,” Wagner said. “I call McPherson my hometown, and McPherson College is where I received a remarkable education. I owe McPherson College for the wonderful education as a musician and person and for forming the foundation of all I have been able to do.”

Following the concert, Wagner will host a masterclass for trombonists and other low brass players from area public schools and colleges; audience members who wish to do so are invited to remain for this teaching and learning opportunity.

Admission to the Lingenfelter concert is free thanks to a generous commitment to McPherson College honoring Fern Lingenfelter. Lingenfelter, an alumna of McPherson College, taught piano in McPherson for many years to college students on campus and younger students at her studio downtown. Her son, Steve Clark, chairman of Clark Investment Group of Wichita, established the fund that supports two annual music performance events with special emphasis on piano.
