Submitted The Salina Police Department (SPD) is investigating a burglary that occurred at Ferco Rental, 264 N. Broadway, Salina.

According to SPD, the incident happened sometime between January 5 and January 13, 2025. Unknown subject(s) accessed a storage trailer on the property and stole several items, including a generator, a Stihl hot saw, and 500 feet of ¾-inch copper welding leads. The total loss is estimated at $3,600.

No forced entry or damage to the trailer was reported.

Anyone with information about this incident or the identity of those involved is encouraged to contact Crimestoppers at 785-825-TIPS.

Bird flu has killed millions of hens in recent weeks, shrinking the supply of eggs and hiking up prices at grocery stores.

You can blame bird flu for high egg prices at the grocery store.

A dozen large, Grade A eggs cost an average of $4.15 in the U.S. last month – a nearly 37% increase from the year before – according to&nbsp;<a href="https://www.bls.gov/news.release/pdf/cpi.pdf" target="_blank">data from the U.S. Bureau of Labor Statistics</a>. That’s a much larger jump than the 2.5% increase of overall food prices.

The last time that average price was above $4 was&nbsp;<a href="https://data.bls.gov/timeseries/APU0000708111" target="_blank">two years ago</a>, when the cost for a dozen eggs spiked to a record $4.82.

The egg industry has been impacted by a surge of bird flu cases in recent weeks. More than 13 million egg-laying hens died in December due to the virus – the most of any month last year –&nbsp;<a href="https://downloads.usda.library.cornell.edu/usda-esmis/files/g445cd121/6395z2696/sj13bz31x/LDP-M-367.pdf" target="_blank">according to the U.S. Department of Agriculture</a>. And another 3.3 million died in early January.

The losses are a big factor in higher egg prices, said Jada Thompson, a poultry economist at the University of Arkansas who researches how diseases impact markets.

“One of the hard parts is there's this regional concentration of production,” Thompson said. “And so when a disease is going through and hitting farms in that area, it's gonna affect multiple farms, and that's gonna affect the supply of eggs – and that supply then will affect our prices.”

There are also other factors that impact prices, such as the typical uptick in demand for eggs during the holiday season and costs for inputs like feed and labor, Thompson said.

“All of those things are going to be coupled together, and then you add this very strong reduction of egg supply, and it's going to drive prices up and down,” she said.

Highly pathogenic avian influenza has infected&nbsp;<a href="https://www.cdc.gov/bird-flu/situation-summary/data-map-commercial.html" target="_blank">more than 130 million birds</a>&nbsp;in the U.S. since it first emerged in 2022, according to the U.S. Centers for Disease Control.

Bird flu appeared in dairy cattle for the first time last year, and has infected&nbsp;<a href="https://www.cdc.gov/bird-flu/situation-summary/mammals.html" target="_blank">more than 900 cows</a>&nbsp;since last spring. More than 60 humans have also contracted the virus, mostly from working directly with sick animals on poultry or dairy farms. Most of the symptoms have been mild, and the health risk for humans is currently low,&nbsp;<a href="https://www.cdc.gov/bird-flu/situation-summary/index.html" target="_blank">according to the CDC</a>.

The virus is spreading to flocks as migratory birds fly south for the winter, said Yuko Sato, a poultry extension veterinarian at the Iowa State University Veterinary Diagnostic Lab. But the new strain in cows makes the situation different from previous years.

“Instead of just migratory birds being a potential source of the infection, now we also have to worry about potential interactions with infected dairy herds that could potentially transmit the virus to domestic poultry,” she said.

The virus has an extremely high fatality rate in birds, Sato said. Many birds die within a day or two — so when bird flu is confirmed on a farm, it affects the entire flock.

“Essentially, all of the birds that's on that site will be depopulated, meaning they'll all be put down, in order to control the virus and to make sure it's contained in one area to not spread to other premises,” Sato said.

Outbreaks are particularly hitting the middle of the U.S. hard, because there are a lot of large egg producers, Thompson said. Iowa, Ohio and Indiana produce the highest volume of eggs in the country,&nbsp;<a href="https://www.nass.usda.gov/Charts_and_Maps/Poultry/eggmap.php" target="_blank">according to the USDA</a>.

“The disease specifically has stuck around in the Midwest,” Thompson said. “And part of that is a bit of climate, a bit where wild bird migratory patterns have gone through. And so they've been disproportionately affected.”

Producers will be hatching more chicks to make up for the losses, Thompson said. But it’s difficult to know for sure how bad the disease will be, and it’s expensive to keep too many birds.

“Everybody's trying to find the best solution to mitigate disease impacts and maintain profitability,” Thompson said. “Because if egg prices are high, we don't buy as many eggs ... they still need to sell their egg, so this is an issue for both producers and consumers.”

Thompson expects egg prices will fall again as there are fewer bird flu cases and the egg supply recovers. But more outbreaks of the virus could push prices back up.

“We'll have to keep an eye on how many outbreaks there are and where those are happening,” she said.

TOPEKA — The Kansas State Department of Education (KSDE) on Thursday issued a statement in response to the U.S. Department of Homeland Security directive issued Tuesday, Jan. 21, to rescind previously issued guidelines for Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) enforcement actions that limit law enforcement in or near “sensitive” areas, which include schools and churches.&nbsp;

The Kansas State Department of Education is aware of concerns raised because of the recent announcement that certain policies of the U.S. Department of Homeland Security have changed.&nbsp;Specifically, the federal government revoked the directive issued in 2021 that limited conducting immigration enforcement actions in or near protected areas such as schools, hospitals, and places of worship, except in specific limited circumstances.&nbsp;Tuesday’s action did not change the law, nor did it increase the U.S. Department of Homeland Security’s authority.&nbsp;To that end, we remind school personnel that their ultimate responsibility is the education and protection of all students.&nbsp;All students have a constitutionally protected right to receive an education.&nbsp;Schools are advised to continue to follow the law and abide by their board-approved policies regarding investigations and/or arrests on school grounds. KSDE wishes to assure school personnel, parents, and the students of Kansas that we will not share any student data without a warrant, subpoena, or other lawfully issued court order.

At this time, we believe the best thing schools can provide to their respective communities is an assurance that they will continue to comply with all state and federal laws protecting student information and student safety.&nbsp;We also suggest schools update emergency contact information for all families.

A vehicle theft from a local motel on Wednesday evening led to the arrest of a Salina man after a brief pursuit along Interstate 70.

Shortly after 5 p.m., a guest at the Airliner Motel, located at 781 North Broadway, reported that his silver 2005 GMC Yukon SUV was stolen after he left it running while briefly going into his room. The 43-year-old victim identified the suspect as 47-year-old John Rogers, who was also staying at the motel.

Officers later spotted a vehicle matching the description of the stolen Yukon in the 2200 block of North Ninth Street, near Interstate 70. SPD officers attempted to stop the vehicle, but Rodgers continued eastbound on I-70 before pulling over near mile marker 253. He was arrested without incident.

SPD Captain James Feldman reported that Rodgers, who had a suspended driver’s license from Nebraska, was arrested and booked into the Saline County Jail on charges of vehicle theft and fleeing or attempting to elude law enforcement. No injuries or property damage were reported during the incident.

City of Salina issues utility construction notice for Shalimar Drive

Celebrate Valentine’s Day aboard the Abilene & Smoky Valley Railroad

A total of 516 students were named to Kansas Wesleyan honor rolls for the Fall 2024 semester, the university announced Wednesday, Jan. 22. The 516 students honored is a nearly 13% increase from the spring semester and for the second straight term, is thought to be a school record.&nbsp;

Full-time students who accumulated a 3.75 GPA or better during the fall semester were named to the President’s Honor Roll, while those who posted a GPA between 3.25-3.74 this past semester were selected to the Dean’s Honor Roll.

By SALINA POST A water line supplying an outdoor hose bib froze and burst Tuesday night in an office adjacent to the band room at Salina Central High School.

The break resulted in water spreading to multiple areas of the school, including the band room, instrument room, stagecraft area, and practice rooms.

According to USD 305 Communications Director Jennifer Camien, students and staff responded swiftly and worked together to clean up the affected spaces.

Salina Central High School administrators are currently assessing the extent of the damage and taking steps to ensure the impacted areas are restored as soon as possible.

Saline County appraiser points to inconsistency in state law regarding trailer usage

TOPEKA — Saline County Appraiser Sean Robertson touted a bill exempting off-road vehicles as well as boats and trailers from personal property tax in Kansas by outlining the distinction in state law between usage of a trailer for hauling hay to a barn and junk to a landfill.

Robertson, who represents the Kansas County Appraiser’s Association, said the legislation endorsed by two-thirds of the Senate would address unfairness in application of property taxes in Kansas.

He offered an example involving three people who owned the same trailer. The first hauled hay with the trailer, and wasn’t subject to property taxes for that equipment. Same for the second purchaser, who relied on the trailer to haul mowers for a landscaping business. The third, who relied on the trailer for a variety of uses around the home, wasn’t as fortunate.

“If you use it to haul an old couch to the dump, you pay taxes,” Robertson said. “That’s some of the inconsistency.”

On Tuesday, the Senate Assessment and Taxation Committee gathered testimony on Senate Bill 10. It would slash state and local tax revenue by adding exemptions to the dreaded property tax. Exclusions would be for any off-road vehicle not operated on a highway, including motorcycles, snowmobiles, golf carts, all-terrain vehicles and electric-assisted bicycles. Qualifying trailers would need to have a gross weight of less than 15,000 pounds. Also exempted would be watercraft, including the trailers used to launch, transport and store boats.

If implemented as introduced, the bill would apply to the 2026 tax year. The measure would reduce general state property tax revenue by $190,000 and trim property taxes collected for K-12 public schools by $2.5 million annually.

The Kansas Department of Revenue didn’t offer an estimate of how much the change would lower tax collections among local government. The Kansas Association of Counties and League of Kansas Municipalities said local property tax collections would decline, but neither had data to make a precise estimate.

The schedule for the second week of the legislative session allowed the committee to begin consideration of amendments to the bill on Wednesday, said Sen. Caryn Tyson, a Parker Republican and chair of the Senate tax committee. She credited Robertson for bringing common-sense legislation on property taxes to the Capitol.

Hesston Sen. Stephen Owens, a Republican on the committee and owner of a powersports business, suggested lawmakers also delete property tax on leisure aircraft. Currently, Kansas aircraft was exempted from property tax if tied to a business purpose, was more than 30 years of age or built from a kit.

“Southcentral Kansas bills itself as the air capital of the world. Was there any discussion of exempting personal-use aircraft from property taxes as well?” he said.

Robertson said he wouldn’t object to a blanket exemption for aircraft based in Kansas, and the committee was likely to consider that as an amendment to the bill.

Sen. Mary Ware, D-Wichita, said the Senate committee ought to be focused on reducing the property tax burden for lower-income Kansans rather than coming to the aid of people financially comfortable enough to afford recreational vehicles.

“We have so many people living in poverty in our state,” Ware told Robertson. “Is there any room for that in your proposal?”

Robertson said there was potential for local governments to reduce property tax levies once they no longer had to expend resources to monitor taxation of off-road trailers, motorcycles, ATVs, golf carts and comparable vehicles.

Kari Sue Vosburgh, a Republican precinct committee member in Sedgwick County, echoed Ware’s sentiment. Vosburgh said she opposed the bill because the 2025 Legislature should make it a priority to provide substantial residential property tax relief.

She said it made sense to exempt essential equipment such as motorized wheelchairs, but including luxury or recreational&nbsp; items was misguided.

“It is concerning that this bill prioritizes tax exemptions for recreational property, effectively selecting winners and losers in tax relief efforts,” she said. “While my horse trailer might qualify for exemption under SB 10, I would rather see policies that address the broader issue of high real estate taxes that can threaten homeowners’ financial stability.”

Michael Kelly, who represented Kansas chapters of the Military Officers Association of America, requested the committee amend the bill so wheeled and seated mobility devices were on the list of property tax exemptions. The idea would be to diminish the tax applicable to veterans with medical conditions that compromised their mobility, he said.

GRAVES: Tomato varieties to try in 2025

A Salina man was arrested Sunday night after damaging a police car during an unrelated disturbance at the Hastings Motel, 217 South Broadway Avenue in Salina.

According to Salina Police Captain James Feldman, SPD officers were initially called to the motel around 8:30 p.m. for a disturbance between two 40-year-old residents. The dispute involved accusations of prior vehicle damage and claims that each party was armed, though it was later determined that only one subject was armed with a torch lighter. No charges were filed in connection with the incident.

"While officers were investigating this incident, a resident of the motel, identified as Ricky L. Hall, a 61-year-old Salina resident, had been in the parking lot yelling and cursing at officers," Feldman said. "He was not involved in the original call, but as an officer investigating the disturbance was speaking with hotel employees in the office, he heard loud banging and went outside and observed Hall with a logging chain striking the hood of a police car."

The officer intervened, ordering Hall to the ground at taser point. Hall complied and was taken into custody without further incident.

The hood and windshield of the police car sustained damage, estimated at $4,000. Hall was booked into the Saline County Jail on a charge of felony damage to property.

The dispute involved accusations of prior vehicle damage and claims that each party was armed, though it was later determined that only one subject was armed with a torch lighter. No charges were filed in connection with the incident."While officers were investigating this incident, a resident of the motel, identified as Ricky L. Hall, a 61-year-old Salina resident, had been in the parking lot yelling and cursing at officers," Feldman said. "He was not involved in the original call, but as an officer investigating the disturbance was speaking with hotel employees in the office, he heard loud banging and went outside and observed Hall with a logging chain striking the hood of a police car."The officer intervened, ordering Hall to the ground at taser point. Hall complied and was taken into custody without further incident.The hood and windshield of the police car sustained damage, estimated at $4,000. Hall was booked into the Saline County Jail on a charge of felony damage to property.

The Saline County Sheriff’s Office, in partnership with the Salina Police Department, is now accepting applications for the 2024 Citizen's Academy. Applications are open through January 17, and the first 30 participants will be admitted. The 11-week program begins February 19 and will meet every Wednesday evening.

The academy provides a unique opportunity for community members to gain insight into local law enforcement's daily operations and training. Participants will tour the sheriff's office, police department, and training center while learning about crash investigations, DUIs, crime scene investigations, K-9 units, drone operations, and more. Half the class will engage with the force-use simulator, while the other half will participate in mounted patrol sessions alternating weekly.

"They will learn more about what these guys are doing, how they're trained and why they do some of the things they do," Saline County Lieutenant Sean Kochanowski said. "You see things that come up in the news about this happened and that- 'Well, why did we do it that way?'&nbsp; It just gives them that basic knowledge of what their law enforcement officers do and why they do it."

Attendees will also hear from prosecutors, crisis intervention teams, and other law enforcement personnel to better understand the work and challenges faced by officers. The program is free and concludes with a graduation ceremony.

While the academy is geared toward individuals over 21, college students interested in criminal justice are encouraged to apply. Applications are available on the <a href="https://www.salinecountyks.gov/citizen-academy">Saline County Sheriff’s Office website</a>, at the sheriff's office,

UPDATED: Citizen's Academy canceled due to low enrollment

A 26-year-old Salina man was arrested Saturday night following an incident involving threats and a firearm at the Airliner Motel, 781 N. Broadway.

According to Salina Police Captain James Feldman, officers were dispatched to the motel around 10 p.m. after they received a report of three male subjects attempting to access a room and making threats. 

"Contact was made with the 57-year-old motel employee who reported two white males and a black male attempting to get into a room at the motel. When he confronted them, asking what they were doing, he was told they had gotten locked out," Feldman said. "The employee told them they were not registered to the room and needed to leave, or he would call the police. The subjects then threatened to beat him up and began to leave."

Shortly after arriving at the scene, SPD officers spotted a white male matching the description of one of the suspects. The individual fled on foot. 

SPD officers established a perimeter and located the suspect hiding under a vehicle in the 700 block of North 11th Street. He was taken into custody without incident. During the search, officers recovered a 9mm handgun and marijuana in the area.

The suspect, identified as Gunnerkye Rairden, of Salina was booked into the Saline County Jail on multiple charges, including interference with law enforcement, criminal possession of a firearm, possession of marijuana, possession of drug paraphernalia, and criminal threat.

The investigation continued Sunday afternoon when officers located Sevijon Davis, who had a probation violation warrant, in the 800 block of North Fourth Street. 

Davis fled on foot but was apprehended in the 800 block of North Santa Fe Avenue. According to Feldman, Davis was wearing clothing that matched the description of another suspect involved in the threats at the Airliner Motel.
