During a rescheduled meeting Wednesday the Salina City Commission acted on a request from Salina Arts &amp; Humanities to cancel the 2020 Smoky Hill River Festival.

The commission meeting was rescheduled from its regular time on Monday because of technical issues. The commission is meeting via teleconference until further notice in an effort to comply with social distancing guidelines in response to the COVID-19 pandemic.

During Wednesday's meeting, Brad Anderson, SAH executive director, recommended that commissioners cancel the festival scheduled for June 11-14.

"As difficult as this is to say, it is more important at this time to set aside what our hearts desire and honor the beautiful spirit of the Smoky Hill River Festival by making this decision for the benefit of our entire community," Anderson said.

According to Anderson, "this is a time when our staff needs to explore new and creative ways for the arts to strengthen our spirits and give us hope as we work together to find solutions for the challenges that lie ahead."

Anderson noted that the festival brings together artists, performers, vendors, and guests from more than 30 states.

"As travel restrictions continue to be imposed, there's a significant likelihood that many of these people will not be able to attend the festival in June," Anderson told commissioners. "Projections by health and epidemiology professionals are suggesting the health impact will be felt over the next two to 20 months, making the feasibility of large gatherings such as the festival highly unlikely in less than three months."

Anderson said SAH staff had "explored options, discussed contingency plans, consulted with health officials, as well as city legal services and city management, before making this recommendation."

Anderson explained that it wasn't possible to delay the festival to  a later date "due to the complexity of coordinating 36 food vendors, 140 visual artists, more than 100 musicians and performers, let alone the 2,000 volunteers that we rely on to make the commitment to the festival and to make it the special celebration it is."

Each festival takes SAH staff approximately 14 months to plan, Anderson told the commissioners.

"We would prefer to be coordinating a very special 45th anniversary of the festival for 2021, as we learn more in the months ahead rather than trying to force something at a later date," he said.

Anderson told the commissioners that if they accepted SAH's recommendation to cancel the 2020 festival, the city would not incur approximately $200,000 worth of festival-related expenses, thus freeing up additional funding for the city in what could be fiscally tight times.

Anderson noted that the Arts &amp; Humanities Foundation had reimbursed the city for a number of deposits for musicians and performers.

"They probably stand to suffer the greatest potential losses at this point," Anderson said of the foundation.

"Staff is doing all they can to preserve resources and dollars that have already been expended by asking performers and artists to reschedule their activity until June of 2021," he said.

Anderson said that SAH staff had reached 100 percent of the city-contracted and outside-contracted performers. All but one of those contracted expressed a willingness to reschedule as late as June 2021.

Additionally, Anderson said that because of not knowing how COVID-19 will strike Salina, there also is the factor of not knowing how many staff and volunteers would be available to prepare the facilities and make the festival happen.

Commissioner Karl Ryan asked Anderson whether, if the situation would allow, some sort of event might still be held.

"If things aren't as bad as they seem, can we have some kind of festival in the park or some event, Festival Jam for a couple of days? Is there a fall back to allow the community to, if there's the opportunity to do so to have some kind of a gathering?" Ryan asked Anderson.

"That is part of our mission and operation, both through the festival and through Salina Arts &amp; Humanities," Anderson replied. "And yes, the short answer is if time and resources would allow having some kind of an event at a later time when we're allowed to gather."

Anderson said SAH was looking at ways it could use some of its resources to help support the education efforts that are taking place in people's homes because of the COVID-19 pandemic.

UPDATE: City cancels 2020 Smoky Hill River Festival

Here is today's COVID-19 update from Saline County:

As of 5 pm, March 25th, 2020, Saline County has not had a confirmed positive case of COVID19. Just because no positive cases have been reported through our official channels, doesn’t mean that there isn’t a potential for a positive case to exist within our community. It is possible that a person hasn’t met the requirements for the testing set by KDHE and have been advised by their medical provider to self-quarantine. When a positive case is identified in Saline County, the Saline County Health Department will be the only official source to release that information.

Dr. Norman from KDHE conducted a press conference today. There are 126 positive COVID-19 cases in Kansas, which is an increase of 28 from yesterday. Dr. Norman addressed that he expects that the positive cases have a great potential to double in the next 3-4 days. This information is yet another reason for the citizens of Salina/Saline County to take this situation seriously. Just because it is reported that no positive cases are in Saline County, doesn’t mean that there aren’t people that are doing the right thing and self-isolating at home, monitoring their symptoms and communicating with their medical provider.

We are aware of the other Counties that have instituted stay-at-home orders. Our County Health Officer’s position for not implementing one is simple; a stay-at-home order has an exhaustive list of exemptions of those trades that are considered essential. A stay-at-home order is not a game of how you can figure out how to get around the exemptions so that you can leave your home and do what you want. That is the wrong approach. We are asking you to stay-at-home voluntarily by heading the public health messages that are all over the State of Kansas and the U.S. and stay at home. If you must go out for essential things such as reporting to work or grocery needs, then do so; but observe the social distancing guidelines that are a proven epidemiological practice.

Testing in Saline County is being done, but does adhere to the testing guidelines set forth by KDHE and typically reserved for the sickest people. Commercial labs can do testing, and have been for a few days now, providing for more testing being completed each day across the State.

Testing must be authorized by a medical provider and approved through either KDHE’s lab or a commercial lab. Several common questions and their answers directly related to symptoms, testing for the virus and requirements for testing have been posted on our website at <a href="http://www.saline.org/coronavirus">www.saline.org/coronavirus</a>.

KDHE released interim guidance for Cosmetology, Barbering, Tanning, Tattoo shop establishments today:

•Establishments are asked to be extra vigilant in cleaning and disinfection.

•Practicing alternate scheduling practices.

•Screening questions that should be asked of clients before arriving to an establishment.

•Working with your local municipality and local county health department on additional guidance.

We cannot stress enough the importance of preventing the spread of diseases by:

• Staying at home if you are sick.

•Covering your sneezes and coughs.

•If you have concerns about your health condition, please call your healthcare provider.

With COVID-19 shuttering schools,
parents everywhere are turning to home-schooling options and exciting

Classes began on Monday in all genres of dance for ages two and up. In addition to online courses in

The COVID-19 pandemic is changing the way local, state, and federal law enforcement agencies respond to standard procedures for releasing property to citizens.

Typically, citizens walk into the lobby and request to speak with evidence personnel to make arrangements to collect property (found property, court ordered returns, release of bikes, etc.).

In order to reduce concerns related to employee health issues due to the COVID-19 pandemic, the following procedural changes are temporarily being implemented in an effort to reduce employee citizen contacts.

If a citizen is inquiring about return of property, they are requested to call the police department’s direct line, (785) 826-7210, Monday-Friday between the hours of 9 a.m. and 4 p.m., and request to speak with an evidence technician.

The evidence technician will assist the citizen to determine if the citizen is able to:

•Lawfully receive the requested property

ABILENE –&nbsp;Americans of all ages are experiencing increased social isolation and loneliness in combatting the COVID-19 pandemic.&nbsp; 

According to the National Institute on Aging, nearly 14 million older adults in the U.S. live alone and are especially vulnerable during this time. Their research has linked social isolation and loneliness to higher risks for a variety of physical and mental conditions:&nbsp;high blood pressure,&nbsp;heart disease,&nbsp;obesity, a weakened immune system, anxiety,&nbsp;depression,&nbsp;cognitive decline,&nbsp;Alzheimer’s disease, and even death.&nbsp; 

Memorial Health System Senior Life Solutions&nbsp;is encouraging people to engage in meaningful, productive activities to help boost mood and maintain their overall emotional health and well-being.

Jandi Wells, program director of Senior Life Solutions, said “It is important to find ways to connect and engage in activities to help mitigate symptoms of anxiety and depression during this time.&nbsp; We put together these quick tips to share with our communities and hope they will encourage self-care and support.”

Quick Tips for Older Adults Experiencing Social Isolation

1.&nbsp;&nbsp;&nbsp;&nbsp;Find or keep a sense of purpose.&nbsp; Take up a hobby such as growing an herb garden, crossword puzzles, knitting, or other activities.&nbsp;

2.&nbsp;&nbsp;&nbsp;&nbsp;Age-appropriate workouts can help you not only stay in physical shape but in mental shape as well.&nbsp; Gentle exercises such as walking are suggested.&nbsp; It is always recommended to consult a healthcare professional or primary care physician first.

3.&nbsp;&nbsp;&nbsp;&nbsp;Manage medication.&nbsp; Do you have enough to last you for the next 30-60 days?&nbsp; If you need help managing medications, contact your doctor or a loved one who can help you.

4.&nbsp;&nbsp;&nbsp;&nbsp;Keep a routine that includes consistent sleep/wake cycles.&nbsp; Incorporate talking to family or friends in that routine.&nbsp; Whether it be writing them a letter or calling them on the phone.

1.&nbsp;&nbsp;&nbsp;&nbsp;Stay active, and do it together!&nbsp; Walk the family dog, take a bike ride, or a walk together.&nbsp;

MHS: Tips to cope with anxiety, isolation during pandemic

NEW YORK (AP)— With its global scope and its staying power, the&nbsp;coronavirus&nbsp;outbreak poses unprecedented challenges for charities and nonprofit groups that rely on donations.

The American Red Cross faces a severe blood shortage due to the cancellation of nearly 2,700 blood drives. The Girl Scouts' annual cookie sale — vital to the group's finances — has been disrupted by a top-level plea to halt in-person sales.

And a 21-member coalition of major nonprofits is pleading with Congress to allocate $60 billion so charities can keep their staff on the job and ramp up assistance programs.

The CEO of one of those groups, Brian Gallagher of United Way Worldwide, has worked with the charity since 1981, engaging in its response to the 9/11 attacks, the Ebola threat, Hurricane Katrina and other disasters.

He said the COVID-19 outbreak has no parallel: "It's as if a natural disaster is hitting in slow motion just about every country on Earth."

Already, foundations and other major donors have contributed more than $1.9 billion to combat the outbreak, according to Candid, a New York-based nonprofit that tracks philanthropic giving.

The overall total, including donations from individuals, is surely far higher. Yet nonprofit leaders fear that the needs arising from the outbreak will outstrip even the possibility of massive future giving, let alone a possible drop in giving if a recession takes hold.

“Even if we get this virus under control, there will be several months of recovery for many people,” said Patricia McIlreavy, president of the Center for Disaster Philanthropy. “Business will have closed, many families will have exhausted every reserve.”

Among the major charities bracing for future challenges is the Salvation Army, which says it annually receives about $2 billion in public support to serve about 23 million people living in poverty.

“We expect that service number to rise exponentially in the coming months," requiring "tens, if not hundreds, of millions of dollars to support our most vulnerable neighbors,” said Dale Bannon, the faith-based organization’s community relations and development secretary.”

He said the Salvation Army, like many other charities, has been forced to cancel numerous fundraising events because of the outbreak. It is now focusing on online fundraising operations.

Canceled blood drives have been devastating to the American Red Cross, which provides about 40% of the nation’s blood supply.

In a statement Wednesday, the organization estimated that there have been 86,000 fewer blood donations in recent weeks because of the wave of blood drive cancellations at workplaces, colleges and other venues as people were told to work or study from home and practice social distancing.

Patients being treated in hospitals for the coronavirus do not generally need blood transfusions, but the worsening blood shortage could affect surgery and cancer patients and victims of car accidents.

Anticipating that blood drive cancellations will continue, the Red Cross pleaded for potential donors to support drives that do take place or for donors to visit its blood-donation facilities.

The group outlined additional safety precautions being taken, including checking the temperature of staff and donors before they enter locations and requiring staff to change gloves each time they interact with a different donor.

For the&nbsp;<a href="https://abcnews.go.com/alerts/GirlScouts" target="_blank">Girl Scouts of the USA</a>, calling for a halt to in-person cookie sales was momentous, given that the sales net roughly $800 million annually and are the core of the organization’s fundraising.

Girls who had been selling cookies at booths outside stores and other locations were asked to focus on online sales instead.

“The risk of interaction with large crowds is just too great,” said the Girl Scouts’ CEO, Sylvia Acevedo.

The Girl Scouts are asking their corporate supporters to consider making bulk cookie purchases. A spokeswoman, Valerie Geiss, said it would be several months before the financial outcome of the sales campaign is known.

Many local Girl Scout gatherings across the country have been suspended, though some units are meeting online. The Washington-based Girl Scouts of Nation’s Capital said it will be hosting more than 40 “virtual troop meetings” next week, potentially serving about 5,000 girls.

The Girl Scouts were among the 21 nonprofits appealing to congress on Thursday for the $60 billion infusion of support for charitable organizations.

Their appeal said America’s charities employ 12 million workers, many of them working on the front lines of the coronavirus response.

“The financial impact of the crisis has put the very survival of many essential service providers at risk,” said Steven C. Preston, president and CEO of Goodwill Industries International. “Charities are our society’s shock absorber when crisis hits.”

At the Center for Disaster Philanthropy, McIlreavy says there has been a surge of requests from would-be donors seeking guidance on how to give effectively in response to the pandemic.

‘‘Folks just want to know the money is going somewhere where it's actually going to help someone,” she said.

Her center urges donors to be wary of misinformation and do thorough research of charities before making gifts. It identifies key areas that could interest donors: urgent medical response needs, long-term medical research and assistance to vulnerable people in the U.S. or abroad.

For most people, the coronavirus causes only mild or moderate symptoms, such as fever and cough. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia.

For the United Way, a current priority is to strengthen and expand the 211 network that helps people who call the number to connect with providers of urgently needed social services.

Gallagher said 211 specialists have answered about 12 million requests annually, and he predicts there will be an additional 200,000 calls per day in coming weeks because of the outbreak.

Looking broadly, Gallagher believes there will be a surge in charitable giving for the next few months, and then a downturn as a weak economy takes a toll.

Big charities like United Way will get through it, Gallagher said. “The smaller nonprofits — houses of worship, soup kitchens — they will struggle."

Virus outbreak poses massive challenges for US charities

TOPEKA – Within 48 hours of Governor Laura Kelly announcing the establishment of the Hospitality Industry Relief Emergency (HIRE) Fund, all $5 million allocated for the loan program have been awarded.

“The hospitality industry in Kansas was one of the first to be hit financially by the COVID-19 crisis,” Governor Kelly said. “Department of Commerce Secretary David Toland and the teams at Commerce and NetWork Kansas moved swiftly to stand up the&nbsp;HIRE&nbsp;Fund program and process applications in a short period to help us quickly get these critical dollars into the hands of hospitality businesses across the state.”

The initial response to the&nbsp;HIRE&nbsp;Fund program was overwhelming. More than 1,400 applications for funding were received, with more than 800 submitted within 24 hours of the program being announced.

In total, 344 Kansas hospitality businesses will receive&nbsp;HIRE&nbsp;Fund loans. In the Kansas City metro area, $2 million will be distributed amongst 136 businesses; in Sedgwick County, $1 million will be distributed to 68 companies; and across the rest of the state, $2 million will be distributed to 140 businesses.

“We know that many Kansas businesses are struggling right now, and we know that $5 million doesn’t come close to making up the losses that the hospitality industry and others have and will continue to incur,” Secretary Toland said. “But anything we can do – no matter how big or how small – to infuse dollars into Kansas businesses to help them make payroll, pay their electric bills or meet their mortgage obligations, we’re going to do it.”

The&nbsp;HIRE&nbsp;Fund, which was announced Friday, offers Kansas hospitality businesses including event and convention centers, restaurants, bars and lodging facilities one-time, zero-interest loans up to $20,000. The program is administered by NetWork Kansas, a non-profit with a system of small business loan underwriters across 64 Kansas counties.

“Standing up a new loan fund within a matter of days wouldn’t have been possible without our partners at NetWork Kansas,” Secretary Toland said. “Their team spent hours over the weekend processing and responding to the hundreds of applications received, and we couldn’t be more grateful for their support to get these dollars quickly into the hands of those who need it most right now.”

Local, area businesses among HIRE loan recipients

TOPEKA, Kan. (AP) — A third coronavirus death has been reported in Kansas as more than half of the state’s residents are facing orders to stay at home except for essential services, such as buying groceries or receiving health care.

The Unified Government of Wyandotte County and Kansas City, Kansas, announced Tuesday night that the latest victim is a man in his 70s who tested positive for COVID-19 last week.

“We offer our prayers and thoughts to the family and friends of the deceased. Their sadness is our sadness,” Mayor David Alvey said in a statement. “Our own family and friends are precious to us, and so I call on each one of us to protect one another and stop the spread of COVID-19!”

As of Tuesday, Kansas was reporting at least 98 positive cases. Two other deaths had been reported previously in the Kansas City area. The Kansas Department of Health and Environment said the ages of those who tested positive ranged from 7 to 90, with the median age of 52.

At least 10 counties have issued orders for their residents to stay home in an effort to stop the spread of the coronavirus. Some of the orders take effect Wednesday while others will start early Thursday. Counties that added orders Tuesday included Sedgwick, the home of Wichita, the state’s largest city, and Shawnee, which includes the state capital of Topeka.

Gov. Laura Kelly has not issued a statewide stay-at-home order but she said on Monday that it might become “unavoidable” as more positive cases of COVID-19 are reported.

It noted “rapidly accumulating” anecdotal evidence from around the world that the pandemic virus can cause not only loss of smell but also a diminished sense of taste. Loss of smell, taste, might signal pandemic virus infection

The Salvation Army of Saline County has announced that it will continue to offer meals to those needing assistance at this time and they've added an extra day of food service!

Because of the COVID-19 pandemic, meals will now be handed out at the south door of The Salvation Army, 1137 North Santa Fe Avenue, according to information provided by the organization. Serving times will continue on the following schedule as needed, the organization noted.

"With so many children out of schools and parents' budgets stretched, as well as the early shopper hoarding, we are trying to reach the most vulnerable families and homeless populations out there," Captain Lynn Lopez told Salina Post. "We just began to offer Saturday meals because of the instant message requests for meals on our Facebook page."

Lopez said The Salvation Army is taking extra precautions to protect both those it serves and its own personnel.

"I am a certified emergency disaster person. So as soon as I knew this was going to get worse, I began planning for how we could help the community in the best ways," she said. 

Lopez said the local organization ordered deep sanitizers, Clorox wipes, and blue gloves. Sleeves of to-go plates and other items necessary for the current operation also were purchased. 

"I implemented the drive thru/walk thru to-go meals at the door and simply ask how many they need to feed their family," she said.

Lopez noted that in addition prepping for deep cleaning, the COVID-19 outbreak has had another impact on the organization.

"The main change is the number of meals we are serving. We have an excellent cook who works diligently to provide nutritious, stick-to-your-ribs-meals," Lopez said.

Prior to the pandemic outbreak, the local Salvation Army fed 45-75 meals per day, with some suppers seeing more than 100, Lopez explained. Those were prepared by the organization's cook and served by local church volunteers, she said.

Now the organization is serving 185 to 200 meals per day, Lopez noted. Staff from the temporarily closed Salvation Army thrift store now assist the organization's cook, she said. Additionally, the officer staff is helping prepare and serve the meals at the door, Lopez said.

The morning meal consists of a continental breakfast with a cup of coffee and milk if it is available, while the noontime meal is a hot lunch or soup and sandwich, and supper is a hot meal, Lopez explained.

Lopez said that the local organization is also providing other services to help others.

"We continue having emergency services available such as our food pantry and the showers. We basically do phone interviews so we can look the client up in our database for approval. Then we meet them at the door with a food box. All carts are then cloroxed-down for next use," she said.

"We are praying for relief from this virus and have taken to posting church services online in Facebook. On Sundays I call people and visit with them to make sure everyone is doing OK mentally, physically, emotionally, and spiritually," said Lopez, who is working toward her chaplaincy certification.

Lopez noted that soon, The Salvation Army will have an 800 number for people "who are stressing out from staying home all the time and whatever various emotions they are experiencing."

"If there is more The Saline County Salvation Army can do I would like to hear from other leaders in the community in order to plan for changes," Lopez said. "God bless and keep each one in His perfect care. He is our shelter and refuge!"

Trump's optimism contradicted the warnings of some public health officials who called for stricter — not looser — restrictions on public interactions. But federal officials suggested that advisories could be loosened in areas not experiencing widespread infection.

With lives and the economy hanging in the balance, Trump said he was already looking toward easing the advisories that have sidelined workers, shuttered schools and led to a widespread economic slowdown.

“I would love to have the country opened up and just raring to go by Easter," he said during a Fox News virtual town hall. Easter is just over two weeks away — Apr. 12.

“Wouldn't it be great to have all of the churches full?" Trump said in a subsequent interview. “You'll have packed churches all over our country.”

And as scientists warned the worst is yet to come — with hospital systems tested beyond their capacity and health workers sidelined by exposure — Trump addressed the nation, saying he was beginning "to see the light at the end of the tunnel."

Trump's comments came even as White House officials urged people who have left New York City amid the outbreak to self-quarantine for 14 days after their departure, owing to the widespread rate of infection in the metro area. It also follows on the president encouraging lawmakers on Capitol Hill to pass a roughly $2 trillion stimulus package — estimated at roughly $6 trillion once the Federal Reserve's actions are included — to ease the financial pain for Americans and hard-hit industries.

Health experts have made clear that unless Americans continue to dramatically limit social interaction — staying home from work and isolating themselves — the number of infections will overwhelm the health care system, as it has in parts of Italy, leading to many more deaths. While the worst outbreaks are concentrated in certain parts of the country, such as New York, experts warn that the highly infectious disease is certain to spread.

The U.S. is now more than a week into an unprecedented 15-day effort to encourage all Americans to drastically scale back their public activities. The guidelines, issued by the Centers for Disease Control and Prevention, are voluntary, but many state and local leaders have issued mandatory restrictions in line with, or even tighter than, those issued by the CDC.

On Monday, the U.S. saw its biggest jump yet in the death toll from the virus, with more than 650 American deaths now attributed to COVID-19. Trump's comments come after dire warnings by officials in hard-hit areas. New York. Gov. Andrew Cuomo said his state's hospital system will soon hit a breaking point — resulting in avoidable deaths — even with the restrictions already in place.

“I gave it two weeks," Trump said during the town hall from the Rose Garden. He argued that tens of thousands of Americans die each year from the seasonal flu and in automobile accidents and “we don't turn the country off.”

When the 15-day period ends next Monday, he said, “We'll assess at that time and we'll give it some more time if we need a little more time, but we need to open this country up." He added, “We have to go back to work, much sooner than people thought.”

Trump's Easter target was not immediately embraced by Dr. Deborah Birx, the coordinator for the White House task force, who indicated any move would have to be guided by data still being collected. She suggested that public health professionals could recommend a general easing, while pushing for local restrictions to remain in the hardest-hit areas.

Trump acknowledged that some want the guidance to continue, but claimed without providing evidence that keeping the guidance in place would lead to deaths from suicide and depression.

“This cure is worse than the problem,” Trump said.

During a press briefing Tuesday evening, Trump said public health officials and economists were “working to develop a sophisticated plan to open the economy as soon as the time is right — based on the best science, the best modeling and the best medical research there is anywhere on earth.”

Trump's enthusiasm for getting people back to work comes as he takes stock of the political toll the outbreak is taking. It sets up a potential conflict with medical professionals, including many within his government, who have called for more social restrictions to slow the spread of the virus, not fewer.

Dr. Anthony Fauci, the nation’s leading expert on infectious diseases and a member of the White House’s coronavirus task force, did not appear at the virtual town hall, but Trump denied there were any tensions between the two men.

“I will be guided very much by Dr. Fauci and Deborah,” Trump said.

At the press briefing later, Fauci said, “No one is going to want to tone down anything when you see what is going on in a place like New York City." But he suggested he would be willing to examine the potential for easing the CDC advisories in areas that have been less affected by the outbreak.

Larry Kudlow, Trump’s top economic adviser, told reporters Tuesday that “public health includes economic health."
