Saline County will be under a 30-day stay-at-home order beginning 12:01 a.m. Monday.

That was the announcement at this afternoon's news conference. As of the news conference, no confirmed positive cases of COVID-19 had been reported in the county.

Saline County Commission Chair Robert Vidricksen announced that at 8:46 a.m. Friday morning, he declared a local state of emergency for the county. This declaration allows for the county to establish measures to limit the spread of COVID-19 in the community.&nbsp;

Saline County Health Department Director Jason Tiller, who also is the county health officer, announced that he had signed a 30-day "safer-at-home" order for the county that begins at 12:01 a.m. Monday. Tiller said it was never a matter of whether such a measure was necessary, but rather when the time was appropriate to issue such an order. 

"It is imparative that people take this seriously and limit any movement about town unless it is absolutely essential," Tiller said. "This includes travel to other counties where there is widespread transmition."

Tiller said he was well aware of the economic impact such an order would have.

"It is our solemn responsibility to put the health of the public first," Tiller said.

According to Tiller, the 30-day order can be extended if circumstances require an extension.

"Citizens are directed to stay home and only leave their residences to perform essential activities such as seeking medical attention or going to a medical appointment, obtaining necessary supplies such as food and medicine for yourself and your family members, traveling to and from an essential job," Tiller said.

He said that essential businesses will remain open but noted that "those businesses must take proactive measures to comply with the social distancing requirements." 

"Saline County will not require any paperwork or card from a business to identify employees traveling to an essential business," Tiller said.

Salina Mayor Hoppock commented that the city is focused on essential services. He read a memo from Salina Police Chief Brad Nelson stating that the Police Department is aware that questions will arise on the stay-at-home order. Law enforcement is asking for citizens to voluntarily comply with this order. Hoppock asked citizens to adopt the motto, “Sacrificing 30 days of my life to save a life.”

Dickinson County reports a negative COVID-19 test result

TOPEKA, Kan. (AP) — A Kansas City-area man in his 80s with underlying health concerns is the fourth person in Kansas to die of the coronavirus, state health officials said Friday. He was diagnosed Monday and died Thursday, according to the Unified Government of Wyandotte County and Kansas City health department.

The University of Kansas Health System reported Friday that it is treating 18 confirmed cases, including 10 in intensive care.&nbsp;

&nbsp;The other three people who died also lived in the Kansas City area.

For most people, the coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia, or death.

Because of the COVID-19 outbreak, Zagster has made the difficult decision to suspend all bike rentals, including those in the KANcycle program operated by OCCK Transportation.&nbsp;Locations impacted include 80 bikes at 16 rental stations in Salina, Minneapolis, Concordia, Belleville, Mankato, Beloit, Lincoln and Ellsworth.

It is understood that many riders use Zagster for essential functions like commuting to work or getting to stores for supplies, so this was not an easy decision that was made. However, at this time Zagster decided that it is necessary to prioritize the safety of their maintenance staff and other riders.

For regional paratransit and the City of Abilene public transportation, non-essential subscription rides will be suspended. Essential rides, those trips to work, medical appointments and those for nutrition (groceries, etc., will be booked no more than 24-48 hours in advance and scheduled based on the number of drivers fit for duty.

KANcycle locations closed until further notice

SEDGWICK COUNTY— The spread of the coronavirus across Kansas prompted officials to set some inmates free.

Sedgwick County announced Thursday it had released about 200 inmates from the county jail to free space to isolate inmates who become ill with the virus in the coming weeks.

 According to Sedgwick County District Attorney Marc Bennett.

"On March 12, the jail provided my office a list of everyone in the jail (including those housed at the annex or out-of-county). 

 We started with 1,645 inmates involving 1,689 district court cases; From there we whittled out defendants being held of cases with SL4 and above which got us down to 1307 cases involving 1038 defendants.

From that group 154 are awaiting sentencing (according to a list provided by a the district court); 

There had been approximately 95 cases awaiting a hearing for a probation violation according to information from the jail earlier this week. (that number changed by Friday)


 
We went through the list and identified 150 people last week that could be released on bond without posing a community safety risk – namely, traffic cases; property crimes; drug cases.  Efforts are under way currently to go through the remaining cases again to look for additional cases that may be viable for release without posing a community safety risk. 


 
We started the process of handling probation violation hearings Wednesday.&nbsp; More probation violation hearings and sentencing hearings are being scheduled.  We continue to work with the defense counsel to provide the court with lists of cases ready for hearing while complying with victim notification requirements."

The state reported Thursday that it has at least&nbsp;<a href="https://apnews.com/c043c295047975299ee4e582efcb8964">168 confirmed cases</a>&nbsp;of&nbsp;<a href="https://apnews.com/VirusOutbreak">the coronavirus</a>, an increase of 42 from Wednesday. Three corornavirus-related deaths have been reported.

Some Kansas inmates set free amid coronavirus outbreak

NEW YORK (AP) — U.S. coronavirus infections surged to top the world amid warnings that the pandemic is accelerating in cities like New York, Chicago and Detroit, while a record $2.2 trillion emergency package neared final approval Friday by Congress to help millions of newly unemployed Americans and struggling companies.

The situation in countries with even more fragile health care systems grew more dire on Friday. Russia, Indonesia and South Africa all passed the 1,000-infection mark and South Africa began a three-week lockdown. India launched a massive program to help feed hungry day laborers after a lockdown of the country's 1.3 billion people put them out of work.

In France, a 16-year-old student became the youngest person in the country to die from the virus. Her sister, Manon, spoke out in the French media, saying that Julie was hospitalized Monday after developing a “slight cough” last week, then died Tuesday at the Necker children's hospital in Paris.

“We must stop believing that this only affects the elderly,” said Manon, who did not reveal her surname. "No one is invincible against this mutant virus.”

France has reported more than 1,600 deaths so far amid 29,000 infections.

The U.S. now has more than 85,000 confirmed cases, and Italy was set to pass China's 81,782 infections later Friday. The three countries account for 46% of the world's nearly 540,000 infections and more than half of its acknowledged virus deaths.

Analysts, however warned that all those infection figures could be low for reasons that varied in each nation.

“China numbers can't be trusted because the government lies,” American political scientist Ian Bremmer, president of the Euraisa Group think-tank, said Friday in a tweet. “U.S. numbers can't be trusted because the government can't produce enough tests.”

Italian epidemiologists warn that the country's numbers are likely much higher than reported — perhaps five times as higher — although two weeks into a nationwide lockdown the daily increase seems to be slowing, at least in northern Italy.

“It’s a horrible sensation, not being able to breathe,” said Fausto Russo, a 38-year-old fitness trainer who is one of 10,000 Italians whose infection has been cured. “Imagine putting your head under water.”

Health care workers grew increasingly angry at the lack of protective equipment.

"Our emergency room was like a petri dish,” said Benny Mathew, a nurse at New York's Montefiore Medical Center who heard Thursday he had COVID-19 and is now worried he may infect his wife and two daughters.

“I’m angry. We could have secured enough personal protective equipment months ago. It was happening in China since December,” he said. “But we thought it was never going to happen here.”

The worldwide death toll climbed to over 24,000, according to Johns Hopkins University but more than 124,000 people have recovered, about half in China.

New York state, the epicenter of the U.S. outbreak., reported 100 more deaths in one day, accounting for almost 30% of the 1,300 fatalities nationwide. Gov. Andrew Cuomo said the number of deaths will increase soon as critically ill patients who have been on ventilators for days succumb.

“That is a situation where people just deteriorate over time,” Cuomo said.

The White House's coronavirus response coordinator, Deborah Birx, said counties in the Midwest around Chicago and Detroit are seeing a rapid increase in cases.

Washington, D.C., confirmed 36 new cases, raising its total to 267. The district is under a state of emergency, its major attractions like the Smithsonian museums and National Zoo closed and White House and Capitol tours cancelled. Police have blocked off streets, bridges and traffic circles to prevent crowds from coming to see Washington’s blooming cherry blossom trees.

Russian authorities ramped up testing this week after widespread criticism of insufficient screening.

The stay-home order for India's 1.3 billion people threw out of work the backbone of the nation’s economy — rickshaw drivers, fruit peddlers, cleaners and others who buy food with their daily earnings. The government announced a $22 billion stimulus to deliver monthly rations to 800 million people.

India's massive train system was also halted to stop the spread of the virus but that might not work. Jobless workers are now attempting to walk hundreds of miles to their home villages from India's major cities.

In China, where the virus was first believed to have started, the National Health Commission on Friday reported 55 new cases, 54 of them imported infections. Once again, there were no new cases reported in Wuhan, the provincial capital where the coronavirus first emerged in December. China is barring most foreigners from entering.

In a phone call Friday, Chinese leader Xi Jinping told U.S. President Donald Trump that China "understands the United States' current predicament over the COVID-19 outbreak and stands ready to provide support within its capacity."

The two countries should “work together to boost cooperation in epidemic control and other fields, and develop a relationship of non-conflict, non-confrontation, mutual respect and win-win cooperation," the official Xinhua News Agency reported.

The pandemic appears to have peaked in China, even while the government remains on guard against imported cases. Beijing is sending medical teams and equipment abroad, especially to Europe. But it has strongly protested U.S. Secretary of State Mike Pompeo's repeated references to the outbreak as the "Wuhan Flu," saying that promotes bias against China and Chinese Americans.

The economic damage of the pandemic was growing. Italy shut down most of its industry, and a record-shattering 3.3 million Americans applied for unemployment benefits last week — nearly five times the old record set in 1982. Companies in Europe are laying off workers at the fastest pace since 2009, according to surveys of business managers.

Despite that, Wall Street rallied for the third straight day after an unprecedented $2.2 trillion economic rescue package to help businesses, hospitals and ordinary Americans passed the Senate. The rescue plan, which is expected to be voted on in the House later Friday, would dispense checks of $1,200 per adult and $500 per child.

NEW YORK — The United States now leads the world in the number of confirmed coronavirus cases.

According to a running count by Johns Hopkins University, the number of people infected in the U.S. topped 82,000 on Thursday. That’s just ahead of the 81,000 cases in China and 80,000 in Italy.

Italy has the most confirmed deaths of any country with more than 8,000. More than 1,000 people have died in the U.S including 281 in New York City.

Child care providers are asking the public to help out with a "bear hunt."

"There are about 70 providers currently discussing this idea and trying to find ways to get the community involved," Leslie Waggoner, owner of Learn N Play Child Care, told Salina Post. "We began talking about bear hunts in our neighborhoods or amongst ourselves. A couple providers suggested in a Facebook Provider only group, that we expand outside of our neighborhoods and get the community involved. Then take the kids out to drive around town and 'hunt for bears.'"

The idea is simple. People are asked to put a stuffed teddy bear or even a photo of a bear in a window facing the street. If neither of those are available, another sort of suffed animal will do, Waggoner said.

The child care providers will have the children hunt for bears -- or other critters -- while driving the children around town. With the closings and restrictions because of the COVID-19 pandemic, it is difficult for child care providers to take the children on field trips. 

"We really would love it if everyone would join in and play along however they can," Waggoner said.

According to Waggoner, people in Plainville also are participating in the bear hunt and have more than 160 bears in windows there.

The U.S. Department of Labor reported Thursday that Kansas had almost 23,700 initial claims for unemployment for the seven-day period ending Saturday. The department said the figure for the previous week was less than 1,800, making the increase 1,250%.

The state reported slightly higher numbers of claims for both weeks, but the effect was the same: Last week’s number was 12 times as high as the previous week’s figure.

In Topeka, 36-year-old Amanda Derby was laid off last week from her job as a bartender and server at the Old Chicago restaurant. She filed an unemployment claim with the state but, despite a new Kansas law and federal guidelines waving the previously standard week wait, she hasn’t received her first check.

Derby, the mother of a 7-year-old autistic son,&nbsp;<a href="https://www.cjonline.com/news/20200326/kansas-coronavirus-update-kdhe-asks-for-reduced-prairie-burns-170-positive-tests" target="_blank">told The Topeka Capital-Journal</a>&nbsp;that she’s concerned about bills for rent, student loans, her car, insurance, internet and utilities. She has plenty of food for now, thanks to a parting gift of perishables from her former employer, she said.

“Bills are piling up,” Derby said. “I literally have $20 right now.”

Kansas has seen its confirmed coronavirus cases nearly quadruple over the past week, to 168, according to the state health department, and there have been three COVID-19-related deaths since early March.

The coronavirus causes mild or moderate symptoms for most people but can cause a severe illness for some, especially older adults and people with existing health problems.

The state Department of Labor is encouraging people to file their claims online because its telephone claims center has seen calls spike. It reported receiving about 8,100 calls during the seven-day period ending Saturday — about 7,000 more calls than during the previous week.

But the state also reported receiving nearly 15,800 initial claims last week online, or 22 times as many as the 712 it received the week before.

As of 5 pm, March 26th, 2020, Saline County has not had a confirmed positive case of COVID19. Just because no positive cases have been reported through our official channels, doesn’t mean that there isn’t a potential for a positive case to exist within our community. It is possible that a person hasn’t met the requirements for the testing set by KDHE and have been advised by their medical provider to self-quarantine. When a positive case is identified in Saline County, the Saline County Health Department will be the only official source to release that information.

We want the citizens to be vigilant in staying home and away from public places to avoid having to impose formal restrictions on movement. The Saline County Health officer is fully prepared to execute a stay-at-home order.

The largest rumor that we hear is that testing in Saline County is not being done. That is simply not true. Testing is being done in Saline County by the medical providers and Salina Regional Health Center. A test has to be authorized by a medical professional and meet the criteria that they and KDHE have set forth to test. Testing supplies are extremely limited. Our providers have requested more supplies for testing, but so hasn’t every other medical provider in Kansas and the U.S. We know this is frustrating. This is a frustrating, stressful, and trying time for all in our agencies as well as our medical professionals. Please be patient and understand the constraints we are working under that are out of our control.

Saline County COVID-19 update for March 26

RILEY COUNTY —Fort Riley and Riley County leaders confirmed Thursday that a Fort Riley Soldier has tested positive for COVID-19. 

The individual resides in Manhattan. The individual currently does not require hospitalization and remains on isolation at home, where he has been self-quarantined in accordance with Kansas Department of Public Health and Environment (KDHE) guidelines. This is considered to be an imported case of COVID 19 based on travel outside Kansas.

The US Air Force Medical Service at Wright Patterson Air Force Base conducted the COVID-19 test. Upon receiving the confirmed test results, Fort Riley Public Health officials notified the Service Member, then notified the KDHE in accordance with Centers for Disease Control and Prevention (CDC) and Kansas reporting guidelines.

In accordance with KDHE quarantine recommendations, Fort Riley requires a 14-day quarantine for service members who have traveled outside the region, have been in close contact with confirmed cases, and those being tested.

Fort Riley medical professionals continue to work closely with KDHE, the CDC, the Military Health System (MHS, the Riley County Health Department, and the U.S. Army public health center subject matter experts to assess current detection efforts and to implement effective prevention measures.

The individual currently does not require hospitalization and remains on isolation at home, where he has been self-quarantined in accordance with Kansas Department of Public Health and Environment (KDHE) guidelines. This is considered to be an imported case of COVID 19 based on travel outside Kansas.The US Air Force Medical Service at Wright Patterson Air Force Base conducted the COVID-19 test. Upon receiving the confirmed test results, Fort Riley Public Health officials notified the Service Member, then notified the KDHE in accordance with Centers for Disease Control and Prevention (CDC) and Kansas reporting guidelines.In accordance with KDHE quarantine recommendations, Fort Riley requires a 14-day quarantine for service members who have traveled outside the region, have been in close contact with confirmed cases, and those being tested.Fort Riley medical professionals continue to work closely with KDHE, the CDC, the Military Health System (MHS, the Riley County Health Department, and the U.S. Army public health center subject matter experts to assess current detection efforts and to implement effective prevention measures.

In response to the COVID-19 pandemic currently impacting all states, including Kansas, the Kansas Department of Health and Environment and the Kansas Department of Agriculture strongly encourage all land owners and managers to voluntarily reduce the number of acres that they intend to burn this spring.

“With the potential for this pandemic overwhelming the state’s medical facilities, any additional respiratory concerns that could be produced from breathing smoke from prescribed fire need to be mitigated,” Dr. Lee Norman, KDHE Secretary, said.

Common health problems related to smoke can include burning eyes, runny nose, coughing and illnesses such as bronchitis. Individuals with respiratory issues, including COVID-19, pre-existing heart or lung diseases, children and the elderly may experience worse symptoms.

With resources of the county emergency response staff already being taxed with COVID-19 response, it is important to minimize responses that would come with prescribed fire activity.

LINDSBORG -- The Messiah Festival of the Arts has announced changes to its schedule in response to the COVID-19 pandemic. The following statement was release this afternoon.

Out of an abundance of caution, the Messiah Festival of the Arts is announcing its plan to postpone all performances of Handel's Messiah scheduled for April 12, Easter Sunday, to Friday, June 19. Artistic Director, Mark Lucas said, "we had wanted to perform Messiah with a limited number of singers and players, but with the Governor's proclamation on March 24 we have chosen to forego that performance and focus on the planned performance on June 19, in conjunction with Lindsborg's Midsummers Festival." Lucas is inviting all singers and players who have ever performed Messiah to join in the performance in June. "There will be a brief rehearsal earlier that day, but otherwise everyone is invited to just show up and perform."

It is hoped that this may be a time for members of the community and the region to come together after staying home for so long to combat the virus. If for any reason there are still restrictions in place in June, Lucas said he and all those involved with planning for the Messiah Festival of the Arts will reevaluate. First and foremost is our attention to the health and safety of our performers and patrons.

"Handel's Messiah will be performed in Lindsborg, by members of the Bethany Oratorio Society, in 2020. Exactly how that will look depends on guidelines set by our local, state, and national officials." While a delay of the Messiah may seem unprecedented, it was postponed in 1918, and continued successfully thereafter!

The Messiah performance will be free and open to the public. However, a free-will offering will be taken to offset the costs of the performance.

Those who have already purchased tickets to attend in person will receive an email from the Messiah Festival Ticket Office with instructions on how to receive a refund or choose store credit. Store credit can be used to purchase tickets through the Messiah Festival website for any future events.
