WASHINGTON — U.S. House Speaker Mike Johnson announced Thursday that two articles of impeachment against Department of Homeland Security Secretary Alejandro Mayorkas will be sent to the U.S. Senate in early April when senators return from recess.

“We call upon you to fulfill your constitutional obligation to hold this trial,” Johnson, a Louisiana Republican, wrote in a&nbsp;<a target="_blank" href="https://www.speaker.gov/wp-content/uploads/2024/03/Schumer-Letter-from-Impeachment-Managers.pdf">letter</a>&nbsp;to Senate Majority Leader Chuck Schumer, a New York Democrat.

“The American people demand a secure border, an end to this crisis, and accountability for those responsible,” said Johnson. “To table articles of impeachment without ever hearing a single argument or reviewing a piece of evidence would be a violation of our constitutional order and an affront to the American people whom we all serve.”

With Democrats holding a slim majority in the Senate, it’s unlikely Mayorkas will be removed from office. But the push for a trial is a mark of House Republicans’ escalation of their opposition to the White House’s immigration policy. The topic has also taken center stage in the 2024 presidential campaigns.

<a target="_blank" href="https://www.newsfromthestates.com/article/what-happens-next-impeachment-homeland-security-secretary-mayorkas">The process for a trial</a>&nbsp;in the Senate will kick-start when the House impeachment managers walk over the two articles of impeachment to the upper chamber on April 10.

“As we have said previously, after the House impeachment managers present the articles of impeachment to the Senate, Senators will be sworn in as jurors in the trial the next day,” Schumer’s office said in a statement.

Senate President Pro Tempore Sen. Patty Murray, a Washington state Democrat, will preside, Schumer’s office said.

According to the rules currently on the books, the Senate must act in some way when the articles of impeachment are presented.

For example, senators can follow the already established rules, vote to make new rules or even take a procedural step to dispose of the impeachment resolution.

The House impeachment managers are Republican Reps. Mark Green of Tennessee, Michael McCaul of Texas, Andy Biggs of Arizona, Ben Cline of Virginia, Andrew Garbarino of New York, Michael Guest of Mississippi, Harriet Hageman of Wyoming, Clay Higgins of Louisiana, Laurel Lee of Florida, August Pfluger of Texas and Marjorie Taylor Greene of Georgia.

The White House has in the past condemned House Republicans’ efforts to impeach Mayorkas, calling it “shameless,” and an “unconstitutional stunt.”

“This political and unconstitutional exercise is also drawing broad condemnation by conservatives in the U.S. Senate, where the impeachment will now be sent and where Republican senators have sharply dismissed it as baseless and a waste of time,” the White House said in mid-February.

House Republicans, who hold a slim majority,&nbsp;<a target="_blank" href="https://northdakotamonitor.com/2024/02/13/u-s-house-republicans-impeach-homeland-security-chief-mayorkas-on-second-try/">impeached Mayorkas on their second try</a>, on the grounds that Mayorkas willfully ignored immigration law and lied to Congress about the status of border security.

Following Mayorkas’ impeachment on Feb. 13, Schumer called the efforts a “sham.”

“House Republicans failed to present any evidence of anything resembling an impeachable offense,” Schumer said on the Senate floor on Feb. 13.

U.S. House Speaker sets date to deliver Mayorkas impeachment articles to Senate

LOS ANGELES (AP) —&nbsp;<a href="https://apnews.com/movies-arts-and-entertainment-52a0c3410b8e40f1983b1ee3198fb761">Louis Gossett Jr.,</a>&nbsp;the first Black man to win a supporting actor Oscar and an Emmy winner for his role in the seminal&nbsp;<a href="https://apnews.com/article/2a591506822546aea66f4e9b7de3ef52">TV miniseries “Roots,”</a>&nbsp;has died. He was 87.

Gossett's first cousin Neal L. Gossett told The Associated Press that the actor died Thursday night in Santa Monica, California. No cause of death was revealed.

Gossett’s cousin remembered a man who walked with&nbsp;<a href="https://apnews.com/hub/nelson-mandela">Nelson Mandela</a>&nbsp;and who also was a great joke teller, a relative who faced and fought racism with dignity and humor.

“Never mind the awards, never mind the glitz and glamor, the Rolls-Royces and the big houses in Malibu. It’s about the humanity of the people that he stood for,” his cousin said.

Louis Gossett always thought of his early career as a reverse Cinderella story, with success finding him from an early age and propelling him forward, toward his&nbsp;<a href="https://apnews.com/hub/academy-awards">Academy Award</a>&nbsp;for “An Officer and a Gentleman.”

He earned his first acting credit in his Brooklyn high school’s production of “You Can’t Take It with You” while he was sidelined from the basketball team with an injury.

“I was hooked — and so was my audience,” he wrote in his 2010 memoir “An Actor and a Gentleman.”

His English teacher urged him to go into Manhattan to try out for “Take a Giant Step.” He got the part and made his Broadway debut in 1953 at age 16.

“I knew too little to be nervous,” Gossett wrote. “In retrospect, I should have been scared to death as I walked onto that stage, but I wasn’t.”

Gossett attended New York University on a basketball and drama scholarship. He was soon acting and singing on TV shows hosted by David Susskind, Ed Sullivan, Red Buttons, Merv Griffin, Jack Paar and Steve Allen.

Gossett became friendly with James Dean and studied acting with Marilyn Monroe, Martin Landau and Steve McQueen at an offshoot of the Actors Studio taught by Frank Silvera.

In 1959, Gossett received critical acclaim for his role in the Broadway production of&nbsp;<a href="https://apnews.com/article/sidney-poitier-bill-cosby-entertainment-movies-race-and-ethnicity-021dd55f8f818603514dc00d7421f875">“A Raisin in the Sun”</a>&nbsp;along with&nbsp;<a href="https://apnews.com/article/sidney-poitier-dead-214e66b7e52909bdc64465e9ff4a1339">Sidney Poitier,</a><a href="https://apnews.com/movies-general-news-domestic-news-domestic-news-dbee7820e34b414db490c7843843904f">Ruby Dee</a>&nbsp;and Diana Sands.

He went on to become a star on Broadway, replacing Billy Daniels in “Golden Boy” with Sammy Davis Jr. in 1964.

Gossett went to Hollywood for the first time in 1961 to make the film version of “A Raisin in the Sun.” He had bitter memories of that trip, staying in a cockroach-infested motel that was one of the few places to allow Black people.

In 1968, he returned to Hollywood for a major role in “Companions in Nightmare,” NBC’s first made-for-TV movie that starred Melvyn Douglas, Anne Baxter and Patrick O’Neal.

This time, Gossett was booked into the Beverly Hills Hotel and Universal Studios had rented him a convertible. Driving back to the hotel after picking up the car, he was stopped by a Los Angeles County sheriff’s officer who ordered him to turn down the radio and put up the car’s roof before letting him go.

Within minutes, he was stopped by eight sheriff’s officers, who had him lean against the car and made him open the trunk while they called the car rental agency before letting him go.

“Though I understood that I had no choice but to put up with this abuse, it was a terrible way to be treated, a humiliating way to feel,” Gossett wrote in his memoir. “I realized this was happening because I was Black and had been showing off with a fancy car — which, in their view, I had no right to be driving.”

After dinner at the hotel, he went for a walk and was stopped a block away by a police officer, who told him he broke a law prohibiting walking around residential Beverly Hills after 9 p.m. Two other officers arrived and Gossett said he was chained to a tree and handcuffed for three hours. He was eventually freed when the original police car returned.

"Now I had come face-to-face with racism, and it was an ugly sight,” he wrote. “But it was not going to destroy me.”

In the late 1990s, Gossett said he was pulled over by police on the Pacific Coast Highway while driving his restored 1986 Rolls Royce Corniche II. The officer told him he looked like someone they were searching for, but the officer recognized Gossett and left.

He founded the Eracism Foundation to help create a world where racism doesn’t exist.

Gossett made a series of guest appearances on such shows as “Bonanza,” “The Rockford Files,” “The Mod Squad,” “McCloud” and a memorable turn with&nbsp;<a href="https://apnews.com/hub/richard-pryor">Richard Pryor</a>&nbsp;on “The Partridge Family.”

In August 1969, Gossett had been partying with members of the Mamas and the Papas when they were invited to&nbsp;<a href="https://apnews.com/article/us-news-charles-manson-movies-ca-state-wire-celebrities-0b0dc1522c4343448685269dd1a5f91a">actor Sharon Tate’s house.</a>&nbsp;He headed home first to shower and change clothes. As he was getting ready to leave, he caught a news flash on TV about Tate’s murder. She and others were killed by&nbsp;<a href="https://apnews.com/article/manson-van-houten-ap-was-there-1971-convictions-6637ef9365bfcd017f4cad50af70fe61">Charles Manson’s associates</a>&nbsp;that night.

“There had to be a reason for my escaping this bullet,” he wrote.

Louis Cameron Gossett was born on May 27, 1936, in the Coney Island section of Brooklyn, New York, to Louis Sr., a porter, and Hellen, a nurse. He later added Jr. to his name to honor his father.

Gossett broke through on the small screen as Fiddler in the groundbreaking 1977 miniseries “Roots,” which&nbsp;<a href="https://apnews.com/movies-arts-and-entertainment-cd100d1097c24619a1d4983ebcc38b2d">depicted the atrocities of slavery</a>&nbsp;on TV. The sprawling cast included Ben Vereen, LeVar Burton and John Amos.

Gossett became the third Black Oscar nominee in the supporting actor category in 1983. He won for his performance as the intimidating Marine drill instructor in “An Officer and a Gentleman” opposite Richard Gere and Debra Winger. He also won a&nbsp;<a href="https://apnews.com/hub/golden-globe-awards">Golden Globe</a>&nbsp;for the same role.

“More than anything, it was a huge affirmation of my position as a Black actor,” he wrote in his memoir.

“The Oscar gave me the ability of being able to choose good parts in movies like ‘Enemy Mine,’ ‘Sadat’ and ‘Iron Eagle,’” Gossett said in Dave Karger's 2024 book “50 Oscar Nights.”

“I’m going to donate it to a library so I don’t have to keep an eye on it,” he said in the book. “I need to be free of it.”

Gossett appeared in such TV movies as “The Story of Satchel Paige,” “Backstairs at the White House, “The Josephine Baker Story,” for which he won another Golden Globe, and “Roots Revisited.”

But he said winning an Oscar didn’t change the fact that all his roles were supporting ones.

He played an obstinate patriarch in the&nbsp;<a href="https://apnews.com/article/color-purple-movie-review-8845576ca18a1b33cfc20dc25788d0ca">2023 remake of “The Color Purple.”</a>

Gossett struggled with alcohol and cocaine addiction for years after his Oscar win. He went to rehab, where he was diagnosed with toxic mold syndrome, which he attributed to his house in Malibu.

In 2010, Gossett announced he had prostate cancer, which he said was caught in the early stages. In 2020, he was hospitalized with COVID-19.

He also is survived by sons Satie, a producer-director from his second marriage, and Sharron, a chef whom he adopted after seeing the 7-year-old in a TV segment on children in desperate situations. His first cousin is&nbsp;<a href="https://apnews.com/article/daytime-emmy-awards-7e9fc824fe6965b9ffdcf0acb807f4ef">actor Robert Gossett.</a>

Gossett’s first marriage to Hattie Glascoe was annulled. His second, to Christina Mangosing, ended in divorce in 1975 as did his third to actor Cyndi James-Reese in 1992.

Louis Gossett Jr., 1st Black man to win supporting actor Oscar, dies 

FINNEY COUNTY —Law enforcement authorities are investigating&nbsp;three individuals for their involvement in an alleged aggravated assault.

On March 24, police were dispatched to J&amp;J Mobile Mechanic,&nbsp;917 Herald Avenue in Garden City for a possible aggravated assault, according to a media release.

The investigation revealed that four juveniles attempted to pull a prank on an employee. After the prank, the employee and two other staff allegedly confronted the juveniles with firearms, took them into the business and held them at gunpoint. 

The employees also allegedly took personal belongings of the juveniles and made several threats before letting them go. Through further investigation&nbsp;Jazmin Loya, 25,&nbsp; Jesus Loya, 24 and Jose Bricullett, 24, all of Garden City were identified as suspects.

3 jailed in SW Kansas after juvenile attempts alleged prank

RENO COUNTY —Law enforcement authorities are investigating a woman on multiple allegations after a violent knife attack in Hutchinson.

Just before 7:30p.m. Tuesday, Sheriff's Deputies responded to a stabbing in at 5300 W 43rd Avenue Unit A in Hutchinson, according to a media release.&nbsp;

Deputies observed heavy smoke coming from the front door. The victim, a 65-year-old man of Hutchinson, was located outside near the residence with multiple stab wounds to his chest. He appeared to be in stable condition at that time and was able to communicate that the suspect, 52-year-old Amy Rowland of Hutchinson had set his house on fire, stabbed him, and had walked away from the scene.

As Deputies began to search the area for her, a 911 call came in from across the street at 5300 W Nickerson Blvd. A 59-year-old man of Hutchinson reported a woman had entered his residence and attempted to set his house on fire. Deputies proceeded to this location and took Amy Rowland into custody.

Reno County Fire District 3 &amp; 4 responded and put out the structure fire.

The house had extensive damage. The victim was treated and transported by Reno County EMS to Hutchinson Regional Medical Center with non-life-threatening injuries. A search warrant was conducted on the residence once the fire was extinguished.

Amy Rowland was booked into the Reno County Correctional Facility on a $516,500 bond on requested charges of Attempted Homicide in the first degree, Attempted Aggravated Arson, Arson, and Criminal Threat.

Woman accused of knife attack, setting fire at Kansas home

SHAWNEE COUNTY —Law enforcement authorities are investigating two suspects on multiple drug allegations.

On March 21, members of the Topeka Police Department Narcotics Unit served search warrants in 3300 Block of SW Mayo Avenue in Topeka related to an ongoing investigation, according to Police Lt. Ronnie Connell.

While conducting the search warrant, officers located fentanyl, cocaine, marijuana, drug paraphernalia and firearms.

As a result police arrested 33-year-old Donald Davis and 54-year-old Anna Garza both of Topeka.

Trump, who became the presumptive Republican nominee earlier this month, released a video on his Truth Social platform on Tuesday urging his supporters to buy the “God Bless the USA Bible,” which is inspired by country singer Lee Greenwood’s patriotic ballad. Trump takes the stage to the song at each of his rallies and has appeared with Greenwood at events.

“Happy Holy Week! Let’s Make America Pray Again. As we lead into Good Friday and Easter, I encourage you to get a copy of the God Bless the USA Bible,” Trump wrote, directing his supporters<a href="https://godblesstheusabible.com/"> to a website</a> selling the book for $59.99.

The effort comes as Trump has faced a serious money crunch amid mounting legal bills while he fights four criminal indictments along with a series of civil charges. Trump was given a reprieve Monday when a New York appeals court agreed to hold off on collecting the more than $454 million he owes following a civil fraud judgment if he puts up $175 million within 10 days. Trump has already posted a $92 million bond in connection with defamation cases brought by the writer E. Jean Carroll, who accused Trump of sexual assault.

“All Americans need a Bible in their home, and I have many. It’s my favorite book,” Trump said in the video posted on Truth Social. “I’m proud to endorse and encourage you to get this Bible. We must make America pray again.”

Billing itself as “the only Bible endorsed by President Trump!” the new venture’s website calls it “Easy-to-read” with “large print” and a “slim design” that “invites you to explore God’s Word anywhere, any time.”

Besides a King James Version translation, it includes copies of the U.S. Constitution, the Bill of Rights, the Declaration of Independence and the Pledge of Allegiance, as well as a handwritten chorus of the famous Greenwood song.

The Bible is just the latest commercial venture that Trump has pursued while campaigning.

Last month, he debuted a new line of Trump-branded sneakers, including $399 gold “Never Surrender High-Tops,” at Sneaker Con in Philadelphia. The venture behind the shoes, 45Footwear, also sells other Trump-branded footwear, cologne and perfume.

Trump has also dabbled in NFTs, or nonfungible tokens, and last year reported earning between $100,000 and $1 million from a series of digital trading cards that portrayed him in cartoon-like images, including as an astronaut, a cowboy and a superhero.

He has also released books featuring photos of his time in office and letters written to him through the years.

A Trump spokesperson and God Bless the USA Bible did not immediately respond to questions about how much Trump was paid for the licensing deal or stands to make from each book sale.

Trump remains deeply popular with white evangelical Christians, who are among his most ardent supporters, even though the thrice-married former reality TV star has a long history of behavior that often seemed at odds with teachings espoused by Christ in the Gospels.

When he was running in 2016, Trump raised eyebrows when he cited “Two Corinthians” at Liberty University, instead of the standard “Second Corinthians.”

When asked to share his favorite Bible verse in an interview with Bloomberg Politics in 2015, he demurred.

“I wouldn’t want to get into it. Because to me, that’s very personal,” he said. “The Bible means a lot to me, but I don’t want to get into specifics.”

When he was president, law enforcement officers aggressively removed racial justice protesters from a park near the White House, allowing Trump to walk to nearby St. John’s Church, where he stood alone and raised a Bible. The scene was condemned at the time by the bishop of the Episcopal Diocese of Washington.

Before he ran for office, Trump famously hawked everything from frozen steaks to vodka to a venture named Trump University, which was later sued for fraud.

Make America pray again: Trump is now selling Bibles

<a href="https://kansasreflector.com/author/rmipro/"></a> TOPEKA — Legislation billed as a way to block underage Kansans from seeing porn could potentially stop teens from accessing classical works of art, books, LGBTQ material and other online content housed on websites, as well as potentially cost these websites thousands in legal fees, critics warn.

If implemented, the bill would also cost the state around $210,000 in fiscal year 2025 and at least $220,000 in fiscal year 2026 to create new positions to investigate websites, according to fiscal note estimates.&nbsp;

Though several Democratic lawmakers urged their colleagues in the House to more carefully consider the chilling effects of the bill, a Republican-dominated vote has moved the bill one step closer to passage.&nbsp;

Rep. Susan Humphries, a Wichita Republican and carrier of the bill, warned her colleagues of the dangers of porn Monday.&nbsp;

“Pornography normalizes violence and abuse against women and children,” Humphries said. “It impacts brain development and functioning and is potentially biologically addictive.”

<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/sb394/">Senate Bill 394</a>&nbsp;would require age verification for websites that contain 25% or more content that is “harmful to minors,” as defined by state statute.&nbsp;

Current state statute defines the description, exhibition, presentation, or representation of nudity, sexual conduct, sexual excitement or sadomasochistic abuse as harmful to minors. Since homosexuality is rolled into the definition of “sexual conduct” under statute, several lawmakers said this wording could lead to a ban on LGBTQ online materials for those under 18.&nbsp;

The bill contains a caution that the work must be deemed to contain “prurient interest in sex to minors,” and that a reasonable person would find the material lacking in serious literary, scientific, educational, artistic or political value for minors. But bill critics warned of the dangers of leaving this standard up to subjective interpretation.&nbsp;

Rep. Rui Xu, a Westwood Democrat, pressed Humphries on the bill’s full implications for LGBTQ content. Xu gave the example of a blog listing the most gay-friendly cities. A website dedicated to providing seminal books such as the “The Catcher in the Rye,” or even the Bible could also be subject to restrictions. An art blog depicting the statue of David could also be subjected to scrutiny.

“With all these bills, think about the unintended consequences or intended consequences, I don’t know,” Xu said. “The definitions are much broader than we actually think.”

Under the bill, the attorney general would be responsible for investigating public reports of noncompliance with the law. The attorney general would be allowed to seek civil penalties against websites ranging from $500 to $10,000 for each underage visit. The parent or guardian of a minor who gained access to age-restricted websites would be allowed to file a lawsuit and seek damages of $50,000 or more.

Wichita Democrat Rep. John Carmichael, one of several other lawmakers to point out the bill’s shortcomings, said parents already had many ways to stop their children from watching porn.

“We in America cherish our First Amendment rights,” Carmichael said. “I’m sure all of us know people who have given their lives in defense of that First Amendment. And the fact that some people find some material harmful to minors that other people find to be a part of a good education should not mean that we erase materials that some parents may disagree with from the internet, or for that matter school curriculum.”

Others pointed to potential problems with the age verification system itself, since it would give third-party verification systems access to documents such as drivers’ licenses or passports.&nbsp;

“Minors should not have access to porn and that is harmful to them. We can all agree to that,” said Rep. Dan Osman, an Overland Park Democrat. “…When we talk about what’s actually occurring with this bill, you’re going to put in your license or your passport into a third-party system, probably located outside of the United States, and you don’t know what’s going to happen with that information.

“These companies are outside the United States. They’re not within the jurisdiction of the state of Kansas and if you as an individual are harmed by this, if you have your identity stolen because of this … you’re never getting restitution on that issue.”&nbsp;

The bill already passed the Senate. Final House action on the bill is expected to occur in the next few days, after which the legislation will be sent to the governor’s desk.

House lawmakers also advanced a bill to change the state’s long-standing civil asset forfeiture practice, one widely characterized as in dire need of reform.&nbsp;

Civil asset forfeiture allows law enforcement agencies to seize cash and property they suspect was used in a crime. In Kansas, where police can take property they believe to be connected to crime before the property owner is charged or convicted, close to $25.3 million in cash and property has been seized by Kansas law enforcement agencies over the past three and a half years.

<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/sb458/">Senate Bill 458</a>&nbsp;would remove the crime of drug possession from the list of offenses subject to forfeiture, shorten the window of time for property to be returned to the owner, require a judge to approve a probable cause affidavit before a forfeiture case could proceed, and allow defendants who recovered more than half of their property to recoup attorney fees and litigation costs.

Final House action on the bill is expected to occur in the next few days. The bill will then go to the governor.&nbsp;

House lawmakers also advanced a<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/sb142/">&nbsp;traffic bill</a>&nbsp;that would ban minors under 18 from using a cellphone while driving, and ban all Kansas drivers from using cellphones in school zones when reduced speed warnings are in effect, or while driving in construction zones.&nbsp;The bill gained initial approval on the House floor, with final action on the bill expected tomorrow.&nbsp;&nbsp;Law enforcement would be authorized to issue warnings until July 1, 2025, and issue $60 fines after that date.&nbsp;

Exceptions are allowed for law enforcement or emergency personnel while on the job, a motorist stopped in a safe spot as well as a person using a hands-free device or a device permanently affixed to the vehicle. Motorists who used a cellphone to report illegal activity, prevent imminent injury to a person or damage to property, make a call for emergency medical assistance or relay information to a transit dispatcher would also be exempt.&nbsp;

Another provision requires drivers approaching a stopped vehicle using caution signals or other hazard warnings to change lanes if possible and to proceed with caution. Violations would carry a $75 fine.&nbsp;

 </figure>By&nbsp;<a href="https://kansasreflector.com/author/rmipro/">RACHEL MIPRO</a> Kansas Reflector<a href="https://kansasreflector.com/author/rmipro/"></a> TOPEKA — Legislation billed as a way to block underage Kansans from seeing porn could potentially stop teens from accessing classical works of art, books, LGBTQ material and other online content housed on websites, as well as potentially cost these websites thousands in legal fees, critics warn.If implemented, the bill would also cost the state around $210,000 in fiscal year 2025 and at least $220,000 in fiscal year 2026 to create new positions to investigate websites, according to fiscal note estimates.&nbsp;Though several Democratic lawmakers urged their colleagues in the House to more carefully consider the chilling effects of the bill, a Republican-dominated vote has moved the bill one step closer to passage.&nbsp;Rep. Susan Humphries, a Wichita Republican and carrier of the bill, warned her colleagues of the dangers of porn Monday.&nbsp;“Pornography normalizes violence and abuse against women and children,” Humphries said. “It impacts brain development and functioning and is potentially biologically addictive.”<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/sb394/">Senate Bill 394</a>&nbsp;would require age verification for websites that contain 25% or more content that is “harmful to minors,” as defined by state statute.&nbsp;Current state statute defines the description, exhibition, presentation, or representation of nudity, sexual conduct, sexual excitement or sadomasochistic abuse as harmful to minors. Since homosexuality is rolled into the definition of “sexual conduct” under statute, several lawmakers said this wording could lead to a ban on LGBTQ online materials for those under 18.&nbsp;The bill contains a caution that the work must be deemed to contain “prurient interest in sex to minors,” and that a reasonable person would find the material lacking in serious literary, scientific, educational, artistic or political value for minors. But bill critics warned of the dangers of leaving this standard up to subjective interpretation.&nbsp;Rep. Rui Xu, a Westwood Democrat, pressed Humphries on the bill’s full implications for LGBTQ content. Xu gave the example of a blog listing the most gay-friendly cities. A website dedicated to providing seminal books such as the “The Catcher in the Rye,” or even the Bible could also be subject to restrictions. An art blog depicting the statue of David could also be subjected to scrutiny.“With all these bills, think about the unintended consequences or intended consequences, I don’t know,” Xu said. “The definitions are much broader than we actually think.”Under the bill, the attorney general would be responsible for investigating public reports of noncompliance with the law. The attorney general would be allowed to seek civil penalties against websites ranging from $500 to $10,000 for each underage visit. The parent or guardian of a minor who gained access to age-restricted websites would be allowed to file a lawsuit and seek damages of $50,000 or more.Wichita Democrat Rep. John Carmichael, one of several other lawmakers to point out the bill’s shortcomings, said parents already had many ways to stop their children from watching porn.“We in America cherish our First Amendment rights,” Carmichael said. “I’m sure all of us know people who have given their lives in defense of that First Amendment. And the fact that some people find some material harmful to minors that other people find to be a part of a good education should not mean that we erase materials that some parents may disagree with from the internet, or for that matter school curriculum.”Others pointed to potential problems with the age verification system itself, since it would give third-party verification systems access to documents such as drivers’ licenses or passports.&nbsp;“Minors should not have access to porn and that is harmful to them. We can all agree to that,” said Rep. Dan Osman, an Overland Park Democrat. “…When we talk about what’s actually occurring with this bill, you’re going to put in your license or your passport into a third-party system, probably located outside of the United States, and you don’t know what’s going to happen with that information.“These companies are outside the United States. They’re not within the jurisdiction of the state of Kansas and if you as an individual are harmed by this, if you have your identity stolen because of this … you’re never getting restitution on that issue.”&nbsp;The bill already passed the Senate. Final House action on the bill is expected to occur in the next few days, after which the legislation will be sent to the governor’s desk.<h2>Civil assets</h2>House lawmakers also advanced a bill to change the state’s long-standing civil asset forfeiture practice, one widely characterized as in dire need of reform.&nbsp;Civil asset forfeiture allows law enforcement agencies to seize cash and property they suspect was used in a crime. In Kansas, where police can take property they believe to be connected to crime before the property owner is charged or convicted, close to $25.3 million in cash and property has been seized by Kansas law enforcement agencies over the past three and a half years.<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/sb458/">Senate Bill 458</a>&nbsp;would remove the crime of drug possession from the list of offenses subject to forfeiture, shorten the window of time for property to be returned to the owner, require a judge to approve a probable cause affidavit before a forfeiture case could proceed, and allow defendants who recovered more than half of their property to recoup attorney fees and litigation costs.Final House action on the bill is expected to occur in the next few days. The bill will then go to the governor.&nbsp;<h2>Cellphones</h2>House lawmakers also advanced a<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/sb142/">&nbsp;traffic bill</a>&nbsp;that would ban minors under 18 from using a cellphone while driving, and ban all Kansas drivers from using cellphones in school zones when reduced speed warnings are in effect, or while driving in construction zones.&nbsp;The bill gained initial approval on the House floor, with final action on the bill expected tomorrow.&nbsp;&nbsp;Law enforcement would be authorized to issue warnings until July 1, 2025, and issue $60 fines after that date.&nbsp;Exceptions are allowed for law enforcement or emergency personnel while on the job, a motorist stopped in a safe spot as well as a person using a hands-free device or a device permanently affixed to the vehicle. Motorists who used a cellphone to report illegal activity, prevent imminent injury to a person or damage to property, make a call for emergency medical assistance or relay information to a transit dispatcher would also be exempt.&nbsp;Another provision requires drivers approaching a stopped vehicle using caution signals or other hazard warnings to change lanes if possible and to proceed with caution. Violations would carry a $75 fine.&nbsp;

The Scholarship Gala, one of KWU’s premier events, will be held April 20 at 5:30 p.m. At least 99% of Kansas Wesleyan students receive some sort of scholarship assistance, and the Gala is one of the primarily facilitators of that support.

Dr. Rebecca Chopp ’74 will be the Gala’s keynote speaker in her second appearance of the day. The former chancellor of the University of Denver will also speak at 11 a.m. in Peters Science Hall 201, where she will share about living with her diagnosis of mild cognitive impairment and the early stages of Alzheimer’s. She will sign copies of her book “Still Me: Accepting Alzheimer’s Without Losing Yourself,” published in February, after that talk.&nbsp;

Cruisin’ for a Cause, an event open to the public, will see cars of all shapes and sizes cruise Santa Fe Avenue from 6-8 p.m. April 19. Drivers can drop off nonperishable food items in front of Pioneer Hall. Classic car owners can display their cars in front of Pioneer Hall and socialize on the KWU lawn. All donations at the event will support the Salina Emergency Aid / Food Bank.

Eight athletic events – including alumni, developmental, varsity and spring football contests –are scheduled, as well. As always, anyone wearing KWU gear will receive free admission to any ticketed athletic contest.

The final performance of the university’s spring musical, “Working,” will also be a part of the weekend’s proceedings.

Just after 11a.m. March 22, a&nbsp; Sheriff’s Deputy conducted a traffic stop on the 2012 Toyota Camry near 142nd and U.S. Highway 75, according to Sheriff Tim Morse.

&nbsp;During the traffic stop, the deputy seized items believed to be drug contraband.  The driver, Lora Lee Longstaff, 56, of Topeka, was arrested, transported to the Jackson County Jai and booked into the Jail on requested charges for possession of methamphetamine, possession of a hallucinogenic drug, possession of drug paraphernalia and driving while suspended.&nbsp; Additional substances were seized and awaiting testing; therefore, additional charges may occur, according to Morse.

The Friends of the Salina Public&nbsp;Library&nbsp;is a non-profit organization whose mission is to promote, support, and enhance the resources&nbsp;of the Salina Public&nbsp;Library&nbsp;and to enrich the educational and cultural life of the community.

The organization is proud&nbsp;to offer college scholarships for high school seniors who have volunteered&nbsp;in the Youth Services department of the&nbsp;library&nbsp;and at the Friends used book sales. The scholarships are named in honor of Joe McKenzie, former&nbsp;Library&nbsp;Director who retired in 2017 after 40 years of service.&nbsp;

The recipients of the 2024 Joe McKenzie Scholarships are Megan Graff and Isabelle Greenemeyer. Each of them will receive a $1500 scholarship.

Megan attends Salina South High School where she is a member of the National Honor Society and the Drama Club. She is currently serving as Student Body President, is active in Scholar's Bowl, and is a Link Leader. She plans to attend Kansas State University where she will major in Mechanical Engineering. She is the daughter of Mikel and Jill Graff.

Isabelle also attends Salina South High School. She is active in Drama Club, Book Club, Forensics, Newspaper, and Scholar's&nbsp;Bowl. Isabelle received a Superintendent's Excellence Award for the Kansas Thespian Festival and Newspaper. Isabelle plans to attend Kansas State University and major in English with the goal of becoming an English teacher. Her parents are Theron and Zoe Greenemeyer.&nbsp;

Just before 2p.m. Tuesday, March 19, 2024, shortly before 1:45 p.m., a sheriff' s deputy conducted a traffic stop on a blue 1997 Ford F-150 pickup truck in the 2500 block of NW Rochester Road for a registration violation, according to Deputy Abigail Christian.

During the investigation, illegal narcotics were located.

The passenger, Charles A. Goodman, 50, of Topeka, was arrested and booked into the Shawnee County Department of Corrections on requested charges of distribution of a stimulant, interference with&nbsp;law enforcement, possession with intent to distribute drug paraphernalia and identity theft. Goodman also had two felony warrants for his arrest out of Shawnee County.

 During the stop, probable cause was obtained to search the vehicle where round blue pills, known as “Dirty 30’s” and drug paraphernalia were discovered.

The driver, Steven Perry, 34, of Hiawatha, was arrested and booked into the Jackson County Jail for distribution of fentanyl, possession of drug paraphernalia, driving while suspended and no insurance.

Sheriff: Kansas man was selling pills with fentanyl

LEAVENWORTH COUNTY&nbsp;–&nbsp;The Kansas Bureau of Investigation (KBI) secured an arrest warrant connected to the January 2023 fentanyl overdose death of a 15-year-old from Lansing, Kansas.

On Wednesday, March 20, at around 11:15 a.m., Torin M. Baughman, 19, of Lansing, was arrested on requested charge of first-degree murder, or in the alternative distribution of a controlled substance causing death, and aggravated endangering a child.

The 15-year-old was found deceased in his home on Jan. 18, 2023. The Lansing Police Department requested KBI assistance with the case in June of 2023.

After his arrest, Baughman was booked into the Leavenworth County Jail. Bond was set at $500,000.

The Leavenworth County Attorney’s Office is expected to prosecute the case.

SEDGWICK COUNTY—A man accused of randomly shooting at cars on a Kansas highway made his first court appearance in the case Tuesday.

Kamil Lweno, 20, Wichita, is charged with three counts of criminal discharge of a firearm, aggravated assault, and criminal damage to property, according to the Sedgwick County District Attorney's office.

Just after 1:30a.m. Friday, police&nbsp;responded to reports of a suspicious individual wielding a weapon in the vicinity of Interstate 235 and Central in Wichita, according to Wichita Police Lt. Aaron Moses.

Callers reported gunshots and observed a man walking along the median of the highway shooting a gun.

Simultaneously, officers were dispatched to an undisclosed accident scene near 1900 N Westdale, where they discovered a Gray Jeep Grand Cherokee involved in a single-vehicle collision, abandoned at the scene.

Upon arrival in the area, officers apprehended a 20-year-old man later identified as Kamil Lweno of&nbsp;&nbsp;Wichita, according to jail booking records, in the 1800 block of N. Interstate 235, matching the description of the suspected shooter. 

Police took him into custody without resistance. Subsequent investigation revealed the shooting suspect as the registered owner of the abandoned vehicle. 

Law enforcement officers recovered a firearm and multiple spent cartridge casings. During the investigation, officers identified three individuals who reported their vehicles being targets of gunfire during the incident. The victims, a 28-year-old man, an 18-year-old man and a 56-year-old woman, were unrelated to each other or the suspect. There were no reported injuries.

Lweno is being held on a half-million dollar bond, according to the district attorney's office. His next court appearance is set for April 1.

Charles “Charlie” Montgomery, 89, died March 14, 2024, at Hester Care Center. He was born November 23, 1934, in Hutchinson, to Jacob and Ruth (Wilson) Montgomery.

Charlie graduated from Hutchinson High School. He went on to serve in the United States Army. Charlie worked for Phillips News for 35 years, eventually becoming the vice president. He then worked for 20 years as a truck driver for Arrow Trucking. In his younger years, Charlie loved to go bowling and was very good at it, he was even offered an opportunity to bowl professionally. Later in life, he and his wife Genny enjoyed playing golf together. Charlie also enjoyed woodworking and pheasant hunting, which was a family affair and opening day was treated as a holiday. He was a member of South Hutchinson United Methodist Church.

On August 30, 1962, Charlie married Genevieve “Genny” Shull in Dighton. She passed away September 24, 2018.

He is survived by: children, Diana Loveall, Salina, Doug Wallace, Topeka, Darlene Friesen, Hutchinson, Denise Frye (Randy), Hutchinson, Darcy Boor (Mark), Salina; eight grandchildren, 19 great-grandchildren; and one great great-grandchild.&nbsp;

Charlie was preceded in death by: his parents; wife; four sisters; and son-in-law, Mickey Loveall.&nbsp;

Memorial service will be 1 pm &nbsp;Saturday, April 6, 2024,&nbsp;at South Hutchinson United Methodist Church. Private burial will take place in Fairlawn Burial Park at a later date. Friends may sign the book daily from 9 am to 5 pm.&nbsp;

In lieu of flowers, memorials are suggested to Hospice and HomeCare of Reno County, in care of Elliott Mortuary, 1219 N Main, Hutchinson, KS 67501.
