Saline County Booking Activity, Aug. 8

SHAWNEE COUNTY—Law enforcement authorities are investigating two teens for violent robberies.

Just after 5:00 a.m. Sunday, police responded to the 1000 block of NE Atchison in Topeka on a report of a man yelling for help, according to Police Lt. Ron Ekis.

First responders located him and determined that he was a victim of Aggravated Assault and Aggravated Robbery.&nbsp; The victim have police a vehicle and suspect description.

Just after 5:30 a.m., officers responded to a similar call in the 2300 block of SE California in Topeka and located a second victim who gave a similar account of having been victimized, as well as similar suspect and vehicle descriptions.

Just before 6a.m. police located a vehicle matching the description of the suspects, and conducted a traffic stop near SE 10th and SE Swygart. The occupants of the vehicle were arrested, and officers located evidence related to the crimes.

As a result of the investigation, police&nbsp; booked a 16-year-old juvenile&nbsp; into the Shawnee County Juvenile Department of Corrections on requested charges of Aggravated Robbery, Aggravated Assault X 2, Criminal Discharge of a Firearm, Juvenile in Possession of a Firearm and Possession of Marijuana.

Enrique Bocardo, 18, of Topeka, was also&nbsp; booked into the Shawnee County Department of Corrections on requested charges of&nbsp; Aggravated Assault and Possession of Marijuana

2 Kansas teens accused of violent armed robberies 

TOPEKA&nbsp;–&nbsp;As Kansas students prepare to head back to school this month, Governor Laura Kelly announced that families in all 105 counties across Kansas have applied for the Kansas Education Enrichment Program (KEEP), according to a media release from her governor's office.

She is encouraging more qualifying parents and guardians to take advantage of the one-time award of $1,000 per child to cover educational goods and services, including school supplies, tutoring, music lessons, and academic camps.&nbsp;

“The KEEP program is providing Kansas families the support they need to encourage their child’s learning over the summer and long after, whether that’s through new books, tutoring, or school supplies,”&nbsp;Governor Laura Kelly said.&nbsp;“I encourage all who qualify to join the other families who have applied and to take advantage of this resource.”&nbsp;&nbsp;

In June, Governor Kelly expanded eligibility for KEEP to students with household incomes of less than 300% of federal poverty guidelines. Saline County Booking Activity, Aug. 7

Salina Post, in partnership with the Smoky Hill Museum, is proud to present Flashback Friday. Enjoy a weekly tidbit of local history from the staff at Salina Post and the Smoky Hill Museum as we present "Salina-Flashback Fridays"

Today's "Flashback Friday" takes us to Kansas Wesleyan University's campus. Before the construction of Pioneer Hall began in 1922, a different structure served as the university's administration building.&nbsp;

Donated land and building funds made it possible for the board of trustees to move forward with the university's first structure. Constructed in 1886, Lockwood Hall, as it would later be called, was simply known as the administration building. The administration building opened on September 15, 1886. 

The administration building stood where Pioneer Hall stands today and remained in that location until it was moved to the southwest corner of campus in 1921. Moving the structure was a major undertaking, described by John Cornett KWU historian and professor in his 1936 book: <a href="https://drive.google.com/file/d/1Fvy6j3neICXZy_sUvKyd05-sB1Rvy2hL/view?pli=1">"50 years of Kansas Wesleyan University 1886 through 1936."</a>

&nbsp;The project was completed with an expenditure of $40,000. The foundations of the building were split and immense timbers were placed under the walls. Rails were laid on which steel rollers bore the heavy burden at the rate of 40 feet a day for a distance of 550 feet from the former site and the southwesterly direction, where the building was lowered upon a new foundation. It was a matter of engineering marvel that no crevices or cracks appeared in the masonry and that even the ivy upon the brick walls was saved.

On June 6, 1922, the relocated structure was rededicated, unnamed and Lockwood Hall in memory of the Reverend Dr. J. H. Lockwood, an original member of the Board of Trustees whose "tenacity and profound belief in higher education helped lead the establishment of Kansas Wesleyan."

 Lockwood Hall was used for liberal arts classes until the new administration building the Hall of the Pioneers was completed. It then housed the division of music and arts while the liberal arts classes moved into that new building. Lockwood Hall continued to serve the university until it was torn down in 1959.

Excavation began for Pioneer Hall, KWU’s second administration building, in 1922. The project was finished in 1929 and given its formal name, The Hall of the Pioneers, to honor those in the city, state and region who gave of themselves to establish KWU.

<a href="https://salinapost.com/posts/f56a3eb8-5b1b-4481-af1f-36b9b6c558d2">Earlier this year Kansas Wesleyan’s Pioneer Hall was named to the National Register of Historic Places.</a>

It became the 19th&nbsp;location in Saline County to earn the recognition, joining such places as the former post office building (now the Smoky Hill Museum), the Fox-Watson Theatre (now the Stiefel Theatre for the Performing Arts), and the Masonic Temple (now The Temple) in Salina.

Before the construction of Pioneer Hall began in 1922, a different structure served as the university's administration building.&nbsp;<figure>

 </figure>Donated land and building funds made it possible for the board of trustees to move forward with the university's first structure. Constructed in 1886, Lockwood Hall, as it would later be called, was simply known as the administration building. The administration building opened on September 15, 1886. The administration building stood where Pioneer Hall stands today and remained in that location until it was moved to the southwest corner of campus in 1921. Moving the structure was a major undertaking, described by John Cornett KWU historian and professor in his 1936 book: <a href="https://drive.google.com/file/d/1Fvy6j3neICXZy_sUvKyd05-sB1Rvy2hL/view?pli=1">"50 years of Kansas Wesleyan University 1886 through 1936."</a>&nbsp;The project was completed with an expenditure of $40,000. The foundations of the building were split and immense timbers were placed under the walls. Rails were laid on which steel rollers bore the heavy burden at the rate of 40 feet a day for a distance of 550 feet from the former site and the southwesterly direction, where the building was lowered upon a new foundation. It was a matter of engineering marvel that no crevices or cracks appeared in the masonry and that even the ivy upon the brick walls was saved.On June 6, 1922, the relocated structure was rededicated, unnamed and Lockwood Hall in memory of the Reverend Dr. J. H. Lockwood, an original member of the Board of Trustees whose "tenacity and profound belief in higher education helped lead the establishment of Kansas Wesleyan." Lockwood Hall was used for liberal arts classes until the new administration building the Hall of the Pioneers was completed. It then housed the division of music and arts while the liberal arts classes moved into that new building. Lockwood Hall continued to serve the university until it was torn down in 1959.<figure>

SHAWNEE COUNTY —Law enforcement authorities are investigating two suspect on drug allegations after a traffic stop.

Just after&nbsp;11p.m. August 3, a deputy with the Shawnee County Sheriff’s Office conducted a traffic stop on a red 2003 Dodge Dakota&nbsp;with an expired license plate near SW Topeka Boulevard and SE 45th Street with an expired license plate, according to Deputy Abigail Christian.

During the investigation, the deputy located illegal narcotics.

The driver, Crystle T. Moten, 37, of Topeka, had a misdemeanor warrant for her arrest. Moten was booked into the Shawnee County Department of Corrections (SNDOC) for her warrant and on requested charges of&nbsp; possession of methamphetamine, possession of drug paraphernalia, operating a motor vehicle with an expired tag and no vehicle liability insurance.

The passenger, Jeff D. Pressgrove, 55, of Topeka, was arrested, booked into the SNDOC and on requested charges of possession of methamphetamine and possession of drug paraphernalia.

Founded in 1995 by Dolly Parton herself, the Imagination Library is a unique book-gifting program that provides free books to children from birth to five years old with the mission of fostering a lifelong passion for reading.

The program runs in all 50 US states, including our very own Kansas, and has gifted over 200 million free books across the globe.

The Imagination Library has had a significant positive impact on childhood development and literacy skills for Kansas’ children.

Research has consistently shown that early exposure to books and reading positively influences a child's cognitive development, language skills, and emotional well-being.

Children who have participated in the program have demonstrated better preparedness for school, stronger reading and math skills, improved vocabulary, and increased levels of reading comprehension.

Some studies have indicated that children who participated in the Imagination Library program are more likely to perform better academically throughout their school years. Improved early literacy skills have been associated with higher achievement levels in later grades.

The Imagination Library has also become a significant force in leveling the playing field for young readers.

By delivering carefully selected books tailored to each child's age and interests, Dolly's Library has equalized access to education for children irrespective of their socio-economic backgrounds.

The Imagination Library ensures that every child, regardless of their family’s socio-economic status, has access to books from an early age.

By providing free books directly to children's homes, the Library ensures that even those in underserved and disadvantaged communities have access to quality literature. This reduces educational disparities and helps bridge the gap between different social and economic groups, promoting inclusivity and equal opportunities for all children.

While Dolly’s Imagination Library provides an incredibly important service for children, and certainly earns the praise it receives, it is also indicative of a concerning societal shift towards the outsourcing of public services.

Rather than coming together in collective action and making demands on government — like increasing funding to local libraries — citizens are relying on private entities to provide public goods — like sending free books through the mail.

When public services are outsourced to private entities, citizens may feel less connected to the provision of those services. They might also perceive their role in contributing to the common good as diminished.

Research on civic engagement suggests that this leads to a reduced sense of civic duty, which results in a less engaged, informed, and active citizenry.

Civic duty refers to the responsibility and obligation citizens feel to actively engage in the democratic process and contribute to the well-being of their communities.

When citizens experience a weakening of this sense of duty, it can lead to reduced levels of participation in several ways: a decline in political engagement, decreased interest in public affairs, and lower levels of volunteering and community involvement, just to name a few.

Citizen involvement is essential for a robust and thriving society. Historically, such involvement has pressured government to create comprehensive and equitable social safety nets that address the broad spectrum of societal needs. Charitable organizations like the Imagination Library can complement and enhance government efforts, but a collaborative approach between the public and private sectors is most effective in achieving lasting social change.

So, while charitable organizations like Dolly Parton's Imagination Library provide an important service to young children, they should not be viewed as a replacement for government-provided public goods.

August 1, 1983 marked an important milestone for Ken and Alice Robson, as they began their new adventure as owners of the former Callie's Card Corner in downtown Ellsworth. Together with the former owners Loren and Callie Reber and other previous owners, the store has been an anchor and a cornerstone of excellent customer service for 90 years.

On August 4th and 5th, Ken and Alice invite the community and its loyal customers to celebrate forty years of Robson's Card &amp; Gift, in conjunction with the downtown celebration <a href="https://www.growellsworthcounty.com/events">Vintage to Vibrant</a>. The celebration will begin on Friday, August 4 at 8 a.m. with an old tradition of sidewalk sales, along with refreshments and must-have grab bags and bargains. The celebration will continue on Saturday, August 5 at 9 a.m., and until closing at 3 p.m.

In forty years, Ken and Alice could write the book on a changing community and retail, economic challenges, customer service, and how to remain ever-adapting and flexible. The store itself could write a chapter, as it grew from cards and gifts to a Gold Crown Hallmark, office supplies, and a loyal fanbase of Hallmark Keepsake Ornaments.

"Ken and Alice are the very picture of downtown retail at is best. They go above and beyond at every single request, and are the very heart and soul of our community. In addition to their storefront, they are also avid community supporters, from events to volunteering, to even being the cheerleader everyone needs on their team," said Stacie Schmidt, Executive Director of Grow Ellsworth County.

Ken and Alice celebrate forty years along with a desire to pass the torch to the next owner, to extend the life beyond 40 years and continue the many traditions they have enjoyed. Saline County Jail Bookings August 4

CRAWFORD COUNTY&nbsp;–&nbsp;The Joint Fentanyl Impact Team (JFIT), made up of the Kansas Bureau of Investigation (KBI), the Kansas Highway Patrol (KHP), and Homeland Security Investigations, along with the Crawford County Sheriff’s Office, Pittsburg Police Department, and the Bourbon County Sheriff’s Office made a large seizure of fentanyl.

A JFIT investigation into suspicious activity led authorities to execute a search warrant on Wednesday, Aug. 3, around 10:30 a.m., in Pittsburg, Kansas, according to a media release.

During the search, law enforcement uncovered an estimated 5,000 counterfeit oxycodone pills, commonly referred to as “dirty 30s.” The pills are suspected to contain fentanyl, and weighed approximately six pounds. Also seized was a large amount of cash, and numerous firearms and ammunition.&nbsp;

&nbsp;Horace Wright, 39, of Pittsburg, was arrested on requested charges of&nbsp; possession of opiates, opium, or narcotic drugs, possession of marijuana, possession of methamphetamine, possession of drug sale paraphernalia, criminal possession of firearm, and aggravated child endangerment.

Amanda Lee, 43, of Pittsburg, was arrested on requested charges of&nbsp; possession of opiates, opium, or narcotic drugs, possession of marijuana, possession of methamphetamine, possession of drug sale paraphernalia, criminal possession of firearm, and aggravated child endangerment.

The suspects were booked into the Crawford County Jail.&nbsp;

New KBI task force uncovers 5,000 fentanyl pills, cash and guns

SHAWNEE COUNTY—Law enforcement authorities investigating a convenience store robbery have made an arrest.

Just after 10p.m. July 30, police responded to a robbery at the Kwik Shop, 2619 SW 21st Street in Topeka, according to Police Captain Aaron Jones.

 Officers received information from numerous citizens leading to a suspect vehicle. Just before 11:30 p.m., officers spotted the vehicle near 20th and SW Lincoln Street. Officers attempted a traffic stop and the driver fled. Citizens again helped officers by providing information that led them back to the 2000 block of SW Lincoln where the car was reportedly parked in a garage and the occupants had fled into a residence on the same property. 

All attempts to contact the occupants of the house failed. Investigators applied for and were granted a search warrant for the residence.

Just before 6a.m. Tuesday, two people exited the house and were taken into custody.&nbsp;&nbsp;

As a result of the information and evidence discovered to this point, Donald A. Henderson III, 26 of Topeka has been arrested and booked into the Shawnee County Department of Corrections on requested charges of Aggravated Robbery, Aggravated Assault, Criminal Use of a Firearm by a Felon, and Felony Obstruction.

Police released the second person detained, according to Jones.

JACKSON COUNTY–Law enforcement authorities are investigating a suspect on drug allegations.

Just before 11p.m. Sunday, the Jackson County Sheriff’s Office received a report of suspicious individuals in the area of 110th and T. Roads in southeastern Jackson County, according to Sheriff Tim Morse.

Deputies stopped a vehicle leaving the area near 126th and T. Roads.  Deputies arrested the driver, identified as 22-year-old Joshua Kenneth Funk Jr., of Valley Falls for driving under the influence, transporting an open container and possession of cocaine. 

 Funk was booked into the Jackson County Jail. The Hoyt Police Department assisted with the incident. Funk is no longer in custody, according to online jail records.

Just before 10p.m. Sunday, crews responded to a reported house fire located at 507 SW Taylor Street in Topeka, according to spokesperson Rosie Nichols.

First responders found smoke coming from the single-story house consisting of two apartments.&nbsp;&nbsp; All occupants were able to exit the structure, prior to the arrival of fire crews.

After a preliminary investigation the fire cause is classified as intentionally set. As a result of the investigation, Linda Ritchey, 61, was arrested and booked into the Shawnee County Department of Corrections on requested charges of of Aggravated Arson.

The origin of the fire was determined to have been on the first floor of the home. The total loss was estimated at $11,000, with $10,000 associated with structural loss and $1,000 associated with content loss.

The home did not have working smoke detectors, according to the fire department.

This is day 16, the final day of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

The Kansas wheat harvest is finally drawing to a close with 95 percent of wheat harvest complete, according to the official statistics provided by the USDA’s National Agricultural Statistics Service in its crop progress report for the week ending July 30, 2023. That is still well behind last year’s 100 percent completion at this time and the five-year average of nearly 99 percent.

Ahead of the weekend, the last remaining farmers in the harvest field were cutting down toward the Oklahoma border, primarily so they could report numbers to crop insurance, according to Lawson Hemberger, MKC senior location manager of rail terminals who is based out of the Sumner County Terminal in Milan. Hemberger oversees both of MKC’s current terminal elevators as well as the one under construction near Sterling. The terminal in Milan covers Sumner County, southwest of Wichita, and into neighboring Harper and Cowley counties.

The terminal took in its first loads of wheat around June 8. While that makes the length of harvest very long in total, Hemberger noted the majority of acres were harvested by the Fourth of July. The area caught five to six inches of rain that week, forcing farmers out of the field and starting a cycle of every-other-day rain delays, increasing weed pressure and falling test weights.

“This is definitely the first year I’ve seen a wheat harvest go darn near two months long,” he said.

The wheat was up and looking pretty average, but then the area went all the way to early May before finally catching rain.Hemberger estimated abandonment ranged from 10 to 15 percent. Some of those planted acres were abandoned before harvest so farmers could plant a second crop, others were zeroed out during harvest when some producers could send the combine down and back once in the field and not even fill up a coffee can.He noted he was holding his breath when the rains arrived — calling it the do-or-die moment — but the wheat was at the exact right stage to fill the kernels that it put on. Test weights were excellent during the first few weeks of harvest, right at 60 to 60.5 pounds per bushel.Yields were widespread from five bushels per acre — primarily where crop insurance would not release acres ahead of harvest — up to 48 bushels per acre. For the early part of harvest ahead of the holiday, Hemberger estimated most farmers averaged about 20 bushels per acre.Protein was exceptional — even higher than last year’s drought-stressed crop — with Hemberger estimating 80 percent of wheat coming in was at 13 percent protein or higher. He noted for wheat report readers that the protein levels are mostly locked in once the wheat matures, meaning the protein values do not drop significantly like test weight.The Sumner County Terminal has four different pits, allowing MKC to set up a really good segregation plan. Hemberger explained that most of the time they have four to five protein breaks — so trying to separate every percentage point (10 percent, 11 percent, etc.). This year, the crop came in so much higher with protein content that they had to adjust that segregation plan every other day to continue separating the highest protein wheat. He noted they are putting higher protein wheat — 14 and higher — into long-term storage, stashing it away for another time when good protein wheat may not be as readily available as this year’s crop.Hemberger reported the most consistently reported top wheat variety this year was AgriPro’s Bob Dole, which was developed by K-State. He noted producers also highlighted Larry, also developed at K-State, and Paradise from Polansky Seed, as varieties that performed well in the area this year.After the big rains around July 4, however, the rain kept coming. As a result, damage has substantially increased on those tail-end acres and test weights dropped off and at the end of harvest were down to 56 to 57 pounds per bushel. Weeds were a whole other debacle as producers struggled to control late-season emergence options in order to harvest. Crop insurance ended up zeroing out some fields due to crabgrass that came in after pigweed was sprayed.Even with the frustrating end of harvest, Hemberger reported this year’s harvest was better than expected.“We figured we got about 60 to 65 percent compared to a normal year,” Hemberger said. “Looking back at where we were going into May, we didn’t think we would have a crop at all.”Despite the challenges the rain caused for the wheat, the ample moisture means the fall crops are looking really good, even with the long period of triple-digit weather that is threatening the crop at a critical growth period. Hemberger noted a rain at the end of last week of 1.5 to 3 inches could not have come at a better time.Now the challenge is to turn house quickly at the terminal to make space for those fall crops. Most of the wheat will be sent to local mills. The MKC terminal does have two train loaders, but with such a short crop, there is not a strong export market out of Kansas this year. Still, he noted they will load a few trains that were contracted back this spring.Overall, this wheat harvest will be one for the record books, although not in the way that producers would prefer, according to Justin Gilpin, Kansas Wheat CEO. As of its last estimate, USDA predicted Kansas wheat production will total 208 million bushels on 6.5 million acres, the smallest crop since 1966.Breaking down that overall number, however, average yields for 2023 are currently estimated at 32 bushels per acre compared to 19.5 bushels per acre in 1966. That gain is directly attributable to the improvement in available wheat genetics, recommended farming practices and decades of on-farm knowledge.“What shouldn’t be lost in everything that’s going on is the gains that have been made through genetics to try and keep a disaster from being more of a disaster,” Gilpin said. “The 2023 wheat crop had more than its share of twists and turns, but overall, we’ve come a long way. Every year is a little bit different, but 2023 is probably going to be one of those years that does stand out for a long time on charts, and not just due to the overall challenges this crop faced.
